One Community News Celebrating Volunteers’ Week Next month sees one of the highlights of my calendar, when we celebrate Volunteers’ Week (1-7 June).

We’re looking forward to our annual Volunteer Certificate presentation on Tuesday 6 June at Eastleigh Football Club, recognising the contribution of volunteers across the borough.

The voluntary sector doesn’t take enough time to celebrate all the good things we do, because we are so busy just getting on with the job. Taking someone shopping through a good neighbours scheme, for example, does so much more than address transport needs, it keeps people active and independent. So well done all of us who help people access their community and help to keep Eastleigh a thriving borough.

Working in the voluntary sector means that we are optimists. We strongly believe in moving forward. We have learnt to take change in our stride but, as always, if you need a little help or want guidance on how to promote the great things you do, please let us know.

Green Tips There are a few things we can all do to have a positive impact on the planet, to avoid waste, conserve resources and fight climate change. Here’s our monthly tip, please let us know of any you have:

Growing your own With spring here Green Tips has already been busy growing veg and wants to encourage others to have a go too.

Growing food yourself can be beneficial in so many ways. Here are just four of them: the act of ONE COMMUNITY NETWORK: PAGE 2

being outside and working with the soil is good for your fitness; you have total control over what fertilisers and pesticides are used so you can be sure of what you are eating; being locally grown there is no pollution due to the produce being transported hundreds or even thousands of miles and it will save you money.

It can be daunting to start off growing your food but the key is to be realistic about what you want to achieve. It is no good taking on a whole allotment when you don’t have the time to maintain it properly so go for something smaller and choose your veg carefully.

If space is limited, it is possible to grow a number of things in patio tubs and many plants will enhance your garden borders. Window boxes are good places for herbs and within easy reach when needed. Focus on expensive crops like tomatoes or soft fruits or veg that is easy to grow like beans and roots. Whatever you decide to grow, make it something you will look forward to.

The Incredible Edible campaign promotes growing on any free space you can find and they have great examples of police stations, train stations and many other establishments getting involved and growing free food in planters. Always get permission from the land owner.

If you want to do more than just a few veg but still need some help and advice before taking on an allotment you could try the Highbridge Community Farm near Allbrook or look in at the recently reopened Velmore Market Garden. They both aim to produce wholesome food locally, while promoting a healthy lifestyle and building a community life. Members are given training and encouragement in vegetable and fruit growing and growing together means it is fun too!

Eastleigh Youth Awards One Community is joining up with Eastleigh Borough Council and Eastleigh Lions once again to run the Youth Awards 2017 for volunteering.

The award is for young people aged 11-18.

Young people can be nominated for the Silver award for at least 50 hours volunteering over 12 months, or the Gold award for at least 100 hours over 12 months.

Volunteering would include helping older people, being a carer for family or friends, fundraising for a good cause, taking a role in an organisation like the Scouts, helping in school etc.

Those nominated will be invited to a presentation as part of One Community’s volunteer award evening on 6 June 2017 at Eastleigh Football Club.

Horizon 20:20 More & Better is an arts intervention programme running in Hampshire’s six local authority-led Education Centres (PRUs). The aim of the project is to prove the positive impact that arts and culture has on young people within non-mainstream education.

This programme has been running since September 2016 and already there has been a whole array of exciting and inspiring activity taking place. They may be known by other titles, such as: Directors, Board Members, Governors, Committee Members Whatever they are called, trustees are the people who lead the charity and decide how it is run.

Being a trustee means making decisions that will impact on people’s lives. Depending on what the charity does, you will be making a difference to your local community or to society as a whole.

Trustees use their skills and experience to support their charities, helping them achieve their aims. Trustees also often learn new skills during their time on the board.”

The independent nature of the charitable sector is of fundamental importance to society, and is greatly valued by the public. The guiding principle of charity law in terms of elections is that charities must be, and be seen to be, independent from party politics. This guidance contains legal and good practice advice to charities to help ensure that they are able both to:  retain the essential quality of independence  use their voice effectively at election times There are a number of ways in which a charity may be at risk of becoming embroiled in party politics, albeit unintentionally.

Policies A charity’s policy position on a particular issue may coincide with, or be more or less similar to, that of one of the political parties. In this case it is entirely acceptable for the charity to continue to campaign on that issue and to advocate its policy as long as it makes clear its independence from any political party advocating the same policy, and does nothing to encourage support for any political party.

Publicity  In any publicity material (including printed material, media interviews, and websites) a charity may promote its views on issues which relate to its objects and activities. However the charity must steer clear of explicitly comparing its views (favourably or otherwise) with those of the political parties or candidates taking part in the election. For example, if a housing charity supports the building of 100,000 new homes, it can outline the housing policies of each party, including how many new homes each party is committed to building, but it must not explicitly call on people to vote for one party or another.

The key point is that whilst charities can attempt to influence public opinion on a particular issue if it furthers or supports their objects, they must leave it to the electorate to make their own decisions about how to vote.  A charity may publish the views of candidates in local and national elections where these views relate to the charity’s purposes and publishing them will raise public interest and debate about the underlying issues. Governance Guidance encourage support for any particular parties or candidates.  Some charities publish a manifesto in order to publicise the issues which they campaign on, and in particular the changes they are calling for on behalf of their beneficiaries. Again, this is acceptable where the charity is trying to persuade the political parties to adopt the policies which it advocates, or is simply trying to raise the public profile of those issues. It is not acceptable where the intention is to influence voter behaviour. If a charity is approached by a political party for permission to refer to the charity in their manifesto, whether in relation to a political party or generally, the charity must refuse the request.

This is because of the risk that the charity will be appearing to endorse the political party itself.  Local authorities must not, under the Local Government Act 1986, give publicity to any political party or publish any material that appears to be designed to influence public support for or against a political party. These restrictions extend to any organisations, including charities, which receive local authority funding. Charities which act in this way may therefore breach both charity and local government legal requirements, and may put their funding at risk. (The definition of published material includes all or part of any text in any printed of electronic media, and TV and radio broadcasts, including interviews.)

Electoral law also has rules about activity that may be seen as election related campaigning by all organisations, including charities. The Transparency of Lobbying, Non-party Campaigning and Trade Union Administration Act, 2014 altered some of these rules. If you engage in campaigning in the run up to an election you need to know about the rules that apply to non-party campaigners as they may apply to your charity. Even if you are following the guidelines set out in this document and in Speaking Out: Guidance on campaigning and political activities by charities (CC9), if you use material that could be seen as indicating to the public that particular candidates or parties support or oppose your policies, it is possible that you will need to register as a third party with the Electoral Commission. depend on how you are planning to campaign and how much you are spending. The Electoral Commission’s guidance on the rules affecting nonparty campaigners is available on its website. If you would like advice on this you should contact the Electoral Commission www.electoralcommission.org.uk Parties  Charities must not support or oppose a political party or candidate. Charities must not donate funds to political parties.  Charities are free to invite candidates and political party representatives to public meetings about issues on which the charity is campaigning, for example by inviting candidates to debate those issues, or to speak at a reception to launch the charity’s campaign.

Trustees must not encourage support for any political party. One way of making sure that their charity does not do that may be to invite representatives from as wide a political spectrum as possible.  However, inviting candidates from a wide spectrum can be difficult to achieve in practice.

It does not mean that all parties have to be represented every time a charity does any work which engages with political parties. The trustees should make a decision based on whether such engagement would further or hinder the interests of the charity. For example, an event may be more manageable and more focused if all minority parties are excluded. If the charity is advised (for example by the police) that the presence of a particular candidate at an event will create a risk of disorder, that would be a good reason for not inviting them. It is also open to charities to decide not to invite a representative from a political party which advocates policies which are in contravention of the charity’s objects, or whose presence or views are likely to alienate the charity’s supporters. However a charity would have to have very strong reasons for deciding not to invite a mainstream political party.

Charities are free to approach the candidates in an election, setting out the charity’s concerns and

asking for the candidates’ opinions on them, with a view to promoting debate.

However, charities should be especially wary of associating or becoming associated in the minds of the public, with a particular candidate or political party. Where the charity supports a popular cause, candidates may see a benefit to themselves in being seen to support the charity, but the charity should be careful to ensure that it is not seen as reciprocating that support.

Charities must never support particular candidates even if those candidates belong to a range of political parties.

If your charity works across the UK, there are additional issues to consider. For example, if you are in contact with a member of the Scottish Parliament (MSP) during an election period in England and Wales, you should be aware of, and take steps to mitigate, any risk that your involvement with the MSP might be seen as an endorsement of the political party that they represent, even if they are not themselves standing as a candidate.

Charities must not assist candidates with their election campaigns, financially or otherwise.

Individual members of a charity may of course choose to assist any candidate in a personal capacity, but officers and employees of a charity should not use their position in any campaigning activities in such a way as to suggest that the charity endorses any candidate.

If an employee is directly engaged in a charity’s campaigning activity, and also has personal involvement with one particular political party, for example they are standing as a candidate, they should declare this to their employer. The trustees should then consider this potential conflict of interest and assess the risks for the charity in terms of both reputation and legal liability of the person taking on both roles simultaneously.

Facilities  Some charities (eg some schools) may be required by electoral law to make their premises available to candidates to hold public meetings free of charge.  Where this is not the case, but a candidate wishes to use facilities within a charity’s premises (eg a village hall or community centre) for a public meeting, then it should be treated as a normal commercial hire, and charged for at a



rate decided by the trustees. There are no restrictions on what this rate may be, but it should be both reasonable and applied equally to bookings by all candidates.

It is open to a charity to refuse to hire facilities to a candidate, party or other group if the charity trustees have good reason to believe that to hire the facilities would alienate the charity’s beneficiaries, users or supporters, or are advised by the police that to do so would create a risk of public disorder.

New Online Home Safety Check to keep Hampshire Safe and Sound A new home safety check has been launched by Hampshire Fire and Rescue Service to keep the county’s residents Safe and Sound in their homes.

The online questionnaire generates personalised home safety advice based on a resident’s property and lifestyle. The advice can be printed off or emailed to the resident for reference.

Paul Channing, Station Manager for Community Safety said: “Safe and Sound is quick and simple to use and gives residents the opportunity to protect their home and family from fire.

“We know the four main causes of house fires are electrical, cooking, candle and smoking related, so Safe and Sound gets the user to look at those four causes in relation to themselves.

“In reality we can’t visit every household to fit and check smoke alarms, so while we focus our ONE COMMUNITY NETWORK: PAGE 7

Information resources on protecting the most vulnerable in our county, Safe and Sound is there to help and empower residents who can take the actions they need to remain safe from fire.”

Safe and Sound aims to deliver fire safety advice in a personalised and accessible way and reduce accidental house fires.

Asda is supporting the new initiative by allowing Hampshire Fire and Rescue Service to promote Safe and Sound in store. The community safety team will be in an Asda store every afternoon for a week. Crews, volunteers and the community safety team will join forces to share the Safe and Sound link, offer advice, answer any fire safety queries and give people the chance to complete the online questionnaire in store.

Whilst Safe & Well home fire safety visits will continue to cater for those aged 65+ and those most vulnerable in our county, all ages will be able to benefit from Safe and Sound’s immediate advice.

If appropriate, the user will have the option to fill out a Safe & Well referral form to receive a visit.

Adults’ Health & Care Centralised Brokerage Service Goes Live

The new Brokerage team will be responsible for tracking, negotiating and sourcing and purchasing all care packages (excluding Learning Disability) for eligible service users throughout Hampshire who require the following services:  Long and Short Stay Residential/Nursing Care  Domiciliary Care  Day Opportunities The Brokerage team aims to streamline and standardise the processes associated with the brokering of care and support, subsequently enabling Care Practioners who have historically been involved in purchasing care to better utilise their time.

Care providers in Hampshire will therefore see a change in the way they are contacted to discuss and arrange care packages. The Brokerage team will be the sole point of contact when arranging care and support.

Bank was set up by the churches of Eastleigh and continues to operate on a purely voluntary basis from their shop premises in the town centre.

They very much rely on the goodwill of local churches, schools, charity groups and businesses who donate the food and funds to enable them to operate, and also on the experience of over 30 agencies who refer their clients to Basics Bank for help.

Basics Bank is, however, struggling to find suitable storage for their stock (no fresh produce). They are losing their current facility at the end of April and as yet have no alternative arrangements in place. Please, can anyone help them? Ideally they need dry, accessible storage as near to the town centre as possible—but they will consider all options.

Information Hampshire County Council Family Assessment Plan Hampshire County Council has updated its Family Assessment Plan documentation to help those working with families who may need to access further help. The Family Assessment and Plan should be completed by any organisation staff member who has concerns regarding children or a family with children.

The gathering of information to inform an assessment should be carried out by a suitably experienced or qualified practitioner, and information should be sought from a suitably qualified colleague. This paperwork will be used to determine the appropriate next steps for the children and / or families detailed within.

Trading Standards Warning Hampshire Trading Standards Service has recently received complaints from concerned residents over bogus emails. Whilst the email address looks genuine they are not from the official organisation and are an attempt to scam the victim of money.

Council Tax Refunds Scam Miss S received an email titled ‘Council Tax Refund’.

She was advised that she was owed approximately £340 due to over payments. However, in order to receive the refund she was asked to complete a form with her personal details including her bank account information. Miss S checked with her local council who told her this was not a genuine email and that they would not ask for personal information of this nature by email.

DVLA Scam Mrs G received a letter which appeared to be from the DVLA informing her that her driving license was about to expire and that she needed to reapply on her 70th birthday. She visited the website address which was given on the letter and she was asked to pay a fee of £69.99. She paid this and subsequently ONE COMMUNITY NETWORK: PAGE 10

received an email from an address that did look genuine. She sent an email to their customer services address but received a response that it was not delivered. A couple of days later she received a genuine letter from the DVLA telling her to renew her license and that there was no fee for this service. Mrs G wanted to warn other residents about this scam.

ALWAYS check official looking letters and emails to ensure they are genuine. It is best to exercise caution and always question requests for personal information and bank details. It is also advisable to check websites. Do not assume that an official looking website is genuine and remember that some companies will pay to be listed at the top of a search engine display.

Clairvoyant Scam Scammers are targeting vulnerable Hampshire residents by sending them unsolicited letters making claims about their future. They may suggest bad or good luck, but either way the scammer will not be disclosing the information for free. They may ask for an upfront fee or ask their victim to purchase a lucky talisman from them.

Mrs A from Hampshire recently received a letter from a fraudulent clairvoyant who claimed he had received a warning from a deceased person she knew well. The message advised Mrs A to take care or she could risk losing a fortune that may be coming her way. The scammer asked for £20 to release the information that would protect her.

Mrs A received a subsequent letter from a fraudulent psychic who alleged he had been watching her and knew she was in need of money. He promised to send her £56,000 in return for a £30 fee.

Both letters frightened and upset Mrs A who was feeling vulnerable following the death of a close relative. Thankfully, she told a friend and was dissuaded from sending any money. She also received the support she needed.

Fake psychic and clairvoyant letters are addressed personally, and will often use the recipient’s name throughout. Scammers may also make reference to the person's locality and make them feel they have been singled out. Far from being a personalised letter from a psychic, the same scam is sent out to thousands of people. They may also approach their victims by telephone or email.

Information Psychic and clairvoyant scams can be particularly unpleasant if received by vulnerable people or those already experiencing distress or misfortune. The best advice is not to respond or send money and destroy any scam or fraudulent mailings.

Community/Care Alarms Hampshire County Council’s Trading Standards Service is warning residents to be alert to suspicious telephone calls regarding personal community/care alarms.

Reports suggest that the resident receives an unsolicited telephone call from a company enquiring about problems with their existing community/care alarm. Suspicions are that the caller is attempting to obtain personal details, and may try to sell an unnecessary replacement alarm. No home visit is offered and payment may be requested over the telephone.

There may be serious safety implications involved with replaced community/care alarms, as the new alarms may not have remote monitoring or back up in the event of an emergency.

Trading Standards urge residents not to give out any personal information, including bank or card details, or agree to purchase a new alarm over the telephone. Always make enquiries with the existing provider (using a phone number obtained from the original paperwork and not given by the caller) before agreeing to a replacement alarm.

Residents have the right to cancel telephone purchases up until the time they receive the goods. There is a 14 day cooling off period once the goods have been received, starting the day after receipt of the goods, in which the goods can be returned for returned (although the company may be entitled to charge return postage).

VIVID Homes—Merger of First Wessex and Sentinel Housing Associations Following a previous update on the merger of First Wessex and Sentinel, we can report that the two housing associations became VIVID on 24 April, with the full approval of the Homes & Communities Agency and the Financial Conduct Authority.

VIVID is a brand new housing association with around 70,000 customers, 30,000 homes and 1,000 staff. In a statement, Peter Walters, Chief Executive says: “We’re looking forward to everything we can achieve as VIVID to significantly increase our contribution to affordable housing in and around Hampshire, and to continue to deliver great services.”

Customers have been informed that for them everything stays as it is including their home, the way to pay rent or service charges, and how repairs happen. The main change for customers is that VIVID will be their landlord, rather than First Wessex or Sentinel, and that staff will have VIVID identity badges to show when visiting their homes.

VIVID has also confirmed that Peter Walters, formerly Chief Executive of First Wessex, will step down from his transitional role as Chief Executive of VIVID six months after the merger to pursue other career opportunities, after which Mark Perry, former Chief Executive of Sentinel Housing Association, will formally take over. Naturally you can expect Mark increasingly to take the lead during this transitional period.

The course helps to manage the risk of injury and ill health and reminds learners of the need to maintain dignity and to safeguard people.

DEMENTIA FRIENDS INFORMATION SESSION – TUESDAY 23 MAY, 9.30AM – 11.30AM Dementia Friends is an Alzheimer’s Society led initiative which aims to increase dementia awareness and change the way the nation thinks, talks and acts about dementia.

A Dementia Friend is someone who has attended a one hour information session and has committed to an action that will make the lives of people living with dementia a little bit better. Anyone of any age can be a Dementia Friend and every action counts – from helping someone to find the right bus to spreading the word about dementia on social media.

Come along to this free session to learn more about dementia, what it’s like to live with dementia and how to turn that understanding into action.

EMERGENCY FIRST AID AT WORK – WEDNESDAY 14 JUNE, 9.30AM – 4.30PM This one day training session will cover all aspects of Emergency First Aid at Work. At the end of the course attendees will have demonstrated competence in basic life support skills and increased their awareness in managing a first aid incident in the workplace.
