Queen’s Award Presentation The Lord Lieutenant of Hampshire, Nigel Atkinson, presented the Queen’s Award for Voluntary Service to One Community at a reception held at Eastleigh Museum on Monday 17 September.

The award, which was announced in June this year, is one of only 38 made to Hampshire charities since its inception in 2002, to mark the Queen’s Golden Jubilee. It is the highest award a voluntary organisation can receive.

Among the dignitaries and special guests in attendance at the presentation were Deputy Lieutenant Joan Ferrer JP; Deputy Lieutenant The Hon Mrs Lovell JP; The Mayor of Fareham, Cllr Susan Bayford; the Mayor of Eastleigh, Cllr Bruce Tennent; Cllr Charles Choudhary, Vice Chairman of Hampshire County Council; and Paul Sapwell, Chief Operating Officer of Hampshire Cultural Trust; along with trustees, senior managers and representatives from among One Community’s 170 volunteers.

One Community News So proud! The only words I can use to describe how I felt when One Community received the Queen’s Award for Voluntary Service on 17 September from Hampshire’s Lord Lieutenant, Nigel Atkinson.

I know we were informed of the award on 2 June but to actually hear the words on the citation and to hold the award (it’s very heavy!) was such a special moment, I will never forget it and I want to thank the team of Trustees, Volunteers and Staff with us now and over the past 40 years for their contribution.

Please do take time to visit Eastleigh Museum where a small snapshot of our history over those 40 years is on show in the form of an exhibition.

Our team continues to go out and about to various outreach events (see the list for October on page 3). A feature of this autumn is our Turn Over A New Leaf volunteer recruitment event in Fareham Shopping Centre on Friday 5 October 9am-3pm (see back page). There will be lots of stalls there offering a wide range of volunteering opportunities from local voluntary and community organisations.

Green Tips There are a few things we can all do to have a positive impact on the planet, to avoid waste, conserve resources and fight climate change. Here’s our monthly tip from our environmental friend: Mobile phones and other electronic gadgets contain copper, aluminium, gold and other minerals that are mined in tropical rainforests. Mining causes deforestation and pollutes water systems, causing health problems in people and wildlife. Help protect the rainforest by choosing to upgrade your gadgets less often, by buying used products whenever possible and by recycling them when they’re broken.

The award was accepted by our Chair of Trustees, Professor Sri Kandiah, who spoke warmly about the organisation, its volunteers, staff and beneficiaries, and what the award means to all of us.

Our Chief Executive, Jean Roberts-Jones, made a closing speech of thanks, outlining the charity’s areas of service and what they mean to the individuals concerned.

One Community 40th Anniversary AGM One Community’s AGM, at The Point in Eastleigh on Tuesday 18 September, celebrated our 40th anniversary.

In attendance were members, guests, staff and volunteers, past and present, including former Chief Executive Ken Dufton (pictured above).

Three trustees were re-appointed: Professor Sri Kandiah (Chair), David Wrighton, Gareth Davies, and new trustee Julian Smith was elected. Chair of One Community, Professor Sri Kandiah, announced his decision to stand down in March 2019 after many years of service to the Board.

One Community 40th Anniversary Square Dance and Quiz Night One Community’s Square Dance and Quiz Night at Titchfield Community Centre on Saturday 15 September was a great success.

Crystal Harley, a One Community Information Centre volunteer wrote: “I have never square danced before and I’m not much of an asset at pub quizzes but that did not stop me having such a fun evening.

“Carol the caller encouraged everyone to join in with dancing. With her wonderful sense of fun and humorous stories, she guided us and turned us all into dancers. Dosey-doeing and promenading blended well with lots of laughs with old and new friends.

“Thank you so much to Richard for being a great quiz master. The questions were interesting and varied – something for everyone. They certainly got everyone talking and straining to recall the answers. It was a hard fought contest – congratulations to Kari, from Tesco’s and Michelle, from Forces Support for leading your team, The Nutters, to victory.

“Fingers were crossed to win the wheelbarrow of bottles. Well done James, that’s you stocked up for a while!

“Thank you to Sharon from Asda for supplying our supper and to Hayley’s and Sharon’s husbands for washing up after.

“Well done to everyone! A great evening and over £900 was raised for One Community.”

The growth of CIOs as the leading structure for charities

Charitable incorporated organisations (CIOs) are now the most popular structure for new charities, both small and large - here's why...

The idea of a new legal structure for charities was first suggested in the 1990s, but it took until 2006 for legislation on charitable incorporated organisations (CIOs) to be enacted in England and Wales. It then took a further six years for the supporting regulations to be agreed, so it was only from 2013 that the first CIOs could be registered with the Charity Commission.

Scottish CIOs – known as SCIOs – became possible slightly earlier: they were enacted in 2005 and the first SCIOs were registered by the Scottish Charity Regulator, OSCR, in 2011.

However, in the first five years (seven years in Scotland) CIOs have taken off in a big way and they now represent by far the most popular structure for new charities. By April 2018 more than 17,000 CIOs had been formed in the UK. CIOs now account for 61% of all new charity registrations with the Charity Commission, and SCIOs now represent 65% of charity registrations with OSCR. CIOs cannot yet be registered with the Charity Commission for Northern Ireland, but Northern Irish CIOs were enacted in 2008 and just await regulations.

The attraction of a CIO The great attraction of a CIO or SCIO is that it is a corporate body with limited liability and a registered charity, but registration is solely with the charity regulator (Charity Commission or OSCR). This means it offers most of the advantages of a charitable company but without all the complexity of dual regulation with Companies House as well as the charity regulator, and the vast majority of company law (which is largely intended for commercial company with shareholders) does not apply to CIOs and SCIOs. And because CIOs and SCIOs are not companies, the accounting requirements are governed solely by charity law – so, for example, up to £250,000 income it is possible to prepare receipts and payments accounts (by contrast

Governance Guidance/Information even the smallest charitable companies must follow the Charities SORP for their accounts).

It is no more work to apply to register a CIO or SCIO as compared to an unincorporated charitable trust or association, so it is possible even for those setting up the smallest charities to have the benefits of establishing the charity as a separate legal entity with limited liability for members and trustees. CIOs and SCIOs can be formed either with members and trustees being the same people or with a wider body of members who elect the trustees. As a corporate body a CIO/SCIO can hold property and enter into contracts in its own name.

Moreover, from 2018, CIOs and SCIOs appear on the Companies House register (not as companies, but in the category of other corporate bodies) which makes it easy for creditors and landlords who may be unfamiliar with them to check their status.

Forming a CIO Forming a CIO or SCIO avoids the two-stage process applicable with other charity structures where the trust, association or company is first formed and then an application is made for charity registration. If the Charity Commission or OSCR does not approve the application it can then be a messy process to amend governing documents and reapply. But when applying to register a CIO or SCIO the applicants are seeking the creation of a new entity by the charity regulator.

If the application is approved, the date of incorporation of the CIO or SCIO and the date of charity registration are the same. So every CIO or SCIO is a registered charity (there are no complication of excepted or exempt CIO charities). But if the application is not approved, the proposed CIO or SCIO does not exist. Moreover, when a CIO or SCIO comes to the end of its life, dissolution is similarly handled by an application to the Charity Commission or OSCR. This gives charity regulators a much cleaner role, as they are not simply recognising the charitable status of an existing body – with CIOs and SCIOs the regulators actually incorporate a new charity where an application is successful, and have powers to dissolve the organisation when it ceases to operate.

In cases of serious abuse, where the regulator concludes that a CIO or SCIO has ceased to be a charity, there are powers to force a dissolution with any remaining assets transferred to other charities.

Some have suggested that the CIO structure is

good for smaller charities, but should be viewed with caution for larger organisations. However, the range of CIOs and SCIOs registered is similar to the spectrum of other charities. There are already around 140 CIOs and SCIOs with over £1 million income. The largest SCIO is Leisure and Culture Dundee with income of £15 million and the largest CIO in England and Wales is the Leverhulme Trust with £99 million income and £3.3 billion of assets.

Information Minibus Available A local charity has a minibus it no longer requires. The vehicle is an IVECO Daily 35512V MWB H/R, Year 2007, colour Blue. Its last MOT was in July 2018 when the wing mirror and wiper blades were replaced, along with repairs to the sub frame, and the lights were checked. The charity is looking to dispose of it soon, so if any charity is interested or would like to view it please let us know and we’ll put you in touch: volunteer@1community.org.uk or call 023 9090 2458.

New Fareham Street Aid Website A new website, Fareham Street Aid, has been launched as a platform for agencies working together in Fareham to help vulnerable people off the streets.

The new website: www.farehamstreetaid.org.uk features information about all the agencies who play a part in helping those sleeping rough in the Borough. It also explains how people can help – whether that be through donating their time, goods, money or food – and provides contact details for charities who can collect and redistribute items. There is also a link for anyone wishing to make a monetary donation.

Fareham Street Aid’s key message is that it is better to give to the charities that support rough sleepers, and have staff specifically trained to help them, rather than giving direct.

The key agencies involved in Fareham Street Aid are Fareham Borough Council, Fareham’s Community Safety Partnership, Fareham Housing, Two Saints Hostel, Hampshire Constabulary, One Community and Inclusion Recovery Hampshire and there are also a number of support agencies such as One Community, Hampshire ONE COMMUNITY NETWORK: PAGE 6

Information County Council and Acts of Kindness. All those involved share information and work together to help rough sleepers.

The needs of those sleeping rough can be quite complex, spanning substance misuse issues, mental and physical health concerns to financial and employment difficulties. By working together, all agencies operating under the Fareham Street Aid umbrella can offer assistance carefully tailored to meet individual needs and issues.

The new website provides contact details for all participating partners along with links to appropriate websites so the public can understand how they work both individually and as part of a support package.

Georgina Shane, of Two Saints, said: “If you donate money through our website, we’ll use it to directly help people who are homeless, vulnerable or in need of support. Just £5 will provide socks and toiletries and a donation of £20 - £40 could provide a move on pack including kettle, iron, cutlery, crockery and tea towels for someone ready to return to independent living.

“We also use donations to pay for bus tickets to attend important appointments or clothes and equipment for work or college. All donations will be put to excellent use.”

Hayley Hamlett of One Community, said: “We have an Information Centre inside Fareham Shopping Centre where, by prior arrangement, we can accept donations which we will directly hand to the organisations who support those in need.

“We work closely with ‘Acts of Kindness’ which has an office above our shop where we store toiletries, bedding and sleeping bags. Unfortunately, due to lack of space, we are unable to accept clothes.”

District Commander for Fareham, Chief Inspector Sharon Woolrich from Hampshire Constabulary, said: “Fareham’s Neighbourhood Policing Team has been working hard to address antisocial behaviour linked to things like begging and street drinking.

“By working together with partner agencies we can find ways, like Fareham Street Aid, to assist with the root causes of these issues and provide support to some of the most vulnerable people in our community”.

Leader of Fareham Borough Council, Cllr Sean Woodward, said: “We would encourage people to

have a look at the website and donate either money, time or goods to the appropriate agency or charity rather than giving to rough sleepers directly. By doing this we believe we can help these vulnerable rough sleepers to live off the streets rather than helping them to stay on the streets.”

Information Older Driver Awareness Week 1 - 5 October 2018 If you know an older driver, have contact with them regularly in your job, or are perhaps just concerned for a friend or relative who is still driving, then the Older Drivers Forum may be able to help.

There are currently just over 5.1 million people in the UK aged 70 and over driving on our roads and the expectation is that this will double, if not treble, in the next 20 years as we all live longer.

The oldest person who holds a driving licence is a male aged 107 years. Hampshire is shown as having the highest number of older drivers outside London.

We know that older motorists have a wealth of experience, confidence and tolerance. However, sight, hearing, reaction time and judgement of speed and distance may not be as sharp as it once was.

Fragility increases with age, so injuries tend to be more serious and recovery takes much longer.

Casualty rates increase for car drivers aged over about 65, and the fatality rate increases significantly.

That’s where The Hampshire and Isle of Wight Older Drivers Forum comes in. It is all about keeping mature motorists on the road safely for longer.

Whether that’s helping you by giving practical and informative help and support to continue driving, or pointing you in the right direction for an assessment to identify your driving needs – from wing mirror adapters to an elevated driving seat – we’re here to help.

The not-for-profit group is made up of experts in road safety from across Hampshire and the Isle of Wight – from representatives from the emergency services, to charities, local authorities and businesses specialising in keeping older people on the road.

No appointment is required and people can pop in anytime during these hours. The events are aimed at anyone with an interest, from older drivers themselves, to friends and relatives.

Advice will be available on:  brushing up your skills  booking a driving assessment  arranging a regular eyesight test  getting advice on health and wellbeing issues that could affect driving ability  renewing your licence at 70  learning about road safety and consequences of not being fit to drive  discovering alternatives to being independent without a car Safety is the top priority; it should be the most important thing older drivers consider when there is concern over driving ability. The best advice is don’t become complacent and wait for an accident or a near miss to convince a driver to stop, instead seek advice, support and help.

Research suggests that:  Drivers under 70 are no more likely to be the cause of a crash than other drivers. But once over 70, they are more likely to be at fault, particularly where right-of-way violations are involved  Drivers over 85 are four times more likely to have caused a crash than to have been an innocent victim of one  Drivers over 65 take 22% longer to identify a hazard and react to it. At 70mph that is two car lengths  Drivers who do less than 2000 miles a year have an increased risk of collision However, age-related decline in mental and physical abilities, coupled with age-related frailty, can make older drivers more likely to be involved in a crash – and more vulnerable to serious injuries.

Information/Funding/Training luncheon clubs, trips and projects, so they can reduce isolation and loneliness in the community. Digital Inclusion Fund Grants are available to charities and not-for-profit organisations in England working on initiatives designing, researching or developing digital inclusion programmes with a focus on older and/or disabled people, in a new creative and innovative way.For further information click here.

Funding Training Tampon Tax Community Fund The Tampon Tax Community Fund would like to award grants of between £5,000 an £10,000 to support marginalised women and girls, to help them overcome barriers that may prevent them from fulfilling their potential. The fund will support a variety of projects that make a long-term difference to health, well-being, confidence and social/economic activity, as well as addressing equality. Projects may cover supporting women and girls to learn new skills, building confidence to apply for new jobs or to return to the workplace, teaching women how to look after and improve their mental or physical health and live in good health for longer, or connecting women through building social networks to share experiences and offer support to each other. The fund hopes to target those organisations that have been established by women or girls and/or are led by women and girls, and which have been established with the key aim of working with women and girls only. Dementia Friends Information Session Tuesday 13 November 2018, 9.30am – 11.30am Dementia Friends is an Alzheimer’s Society led initiative which aims to increase dementia awareness and change the way the nation thinks, talks and acts about dementia.

A Dementia Friend is someone who has attended an information session and has committed to an action that will make the lives of people living with dementia a little bit better. Anyone of any age can be a Dementia Friend and every action counts from helping someone to find the right bus to spreading the word about dementia on social media.

Fareham and the Great War—Exhibition 20 October-10 November 2018 Westbury Manor, West Street Fareham To commemorate the 100th Anniversary of the end of World War One, Westbury Manor Museum will be staging a series of related exhibits. They will highlight the part played by the people of Fareham and pay tribute to those who lost their lives, demonstrating the impact on Fareham in human terms.

Central to the exhibition will be a restaging of the excellent “Lost Sons of Fareham display” researched and produced by Innes Marlow. He was inspired to undertake this project after stopping and looking at the War Memorial in West Street.
