Low Blow Meteorologist Shelley Sakala on mindnumbing temperatures. BRAND NEW YEAR, brand new start, right? It’s the first week of January and we’ve got new resolutions that are still intact, new toys that aren’t, and new hope for that elusive Superbowl trophy for our beloved Cardinals. We’ve even got a new fella moving into the White House in a few weeks. So many new things going on, yet I look around and everyone seems a little unmotivated. Maybe it’s the post-holiday letdown. Maybe it’s pumpkin spice withdrawals. Or maybe, it’s the weather. Oh sure, we’ll still see plenty of beautiful days this month. But with an average low temperature of 39 degrees, January is always Arizona’s coldest month of the year. Cold is a relative term, of course—just ask your cousin in Minnesota. But these grey, non-warm days got me thinking—just how cold can it get here? With a little research I discovered the answer: pretty darn cold. You might be surprised to learn the coldest day on record for Arizona was 40 below! It happened Jan. 7, 1971 in the small community of Hawley Lake, 30 miles outside of Pinetop. To put that temperature in perspective, water freezes at 32 degrees Fahrenheit—Hawley Lake was 72 degrees below freezing! And because the folks in the area didn’t normally experience this type of winter, they found themselves ill-prepared for the effects of extreme cold—pipes bursting, cars that wouldn’t start, and shortages of water, oil, and gas. But Hawley Lake survived, and put their name on what some feel is an unbreakable record for the state. Let’s hope so. My curiosity for weather inspired me to research just how cold the rest of the country can get. It turns out that Alaska holds the all-time United States record, with the town of Prospect Creek dipping down to a mind-numbing 80 degrees below zero (Good job combatting the stereotypes, Alaska). As expected, the Dakotas each turned in frigid contributions to weather history. Back in 1936, North Dakota (which is basically South Canada) got down to minus-60 degrees. And South Dakota turned in a very respectable minus-58 degrees. I can’t remember which Dakota has Mt. Rushmore and which has Dances With Wolves, but 60 below is cold enough to freeze your Tatanka off. When it comes to historical lows, even the Sun Belt has gotten in on the action. In 1899, Florida actually hit 2 below zero. That was 71 years before they were officially named The Sunshine State, so it’s understandable. Bad year for orange juice, probably. The coldest temperature ever recorded in the contiguous United States (or the “lower 48” as Alaskans like to say) was in Rogers Pass, Montana. It hit an incredible 70 below zero in January of 1954. By comparison, that’s 100 degrees colder than the water temperature

If you really want to confuse your senses, check out Ski Dubai, the first indoor ski resort in the Middle East. With a year-round indoor temperature of 30 degrees Fahrenheit, the park features five ski runs (including a black diamond slope), chair lifts, a winter toboggan park, and even a penguin encounter. Outside, the climate is similar to Phoenix, but inside it’s a winter wonderland. Mother Nature cannot be too happy about this, but it looks awesome!

The privatesector tax industry, the states, and the IRS are working diligently to identify new safeguards that will better protect taxpayers. The IRS intends to combat tax-related identity theft with an aggressive strategy of prevention, detection, and victim assistance.

Here are some prevention tips that may help you avoid falling victim to tax fraud: • Know your tax preparer—check their credentials on the IRS website • Beware of preparers promising big refunds or base their fee on your refund • If you cannot file early, then file an extension using Form 4868 • Never carry your social security card or any document with your Social Security number on it

• If mailing your return, be sure to mail it directly from the post office • If E-Filing your return, use a reputable program and a secure non-public computer • If you move, file a Change of Address Form-8822, as soon as possible • Store copies of your tax returns in a secure place or save them on an external hard drive • Shred drafts, tax forms, and all documents that contain any sensitive information • Never respond to calls, texts, or emails appearing to be from the IRS. Don’t respond to threats or arrest. The IRS always initiates contact with you via a letter, sent by snail mail. If you become the victim of identity theft, or believe you’re at risk, call the IRS specialized assistant toll free number (800) 908-4490. Check commercial leases for critical dates and instructions. By Stephen A. Cross WHILE MOST every commercial lease or purchase agreement contains a section detailing where notices must be sent, it’s common to find further instructions imbedded within the document specifying when and how notices must be delivered in order to be considered valid. Let’s take a closer look at some examples.

Leases The ‘Notice’ section of a commercial lease is where the names and addresses of the landlord, tenant, and guarantor(s) are located. A lease may also contain language identifying who may act on behalf of the tenant and/or guarantor. Tenants often overlook when notices concerning renewal or purchase options must be delivered to the landlord. Generally, landlords establish a window (a period of time) in which the tenant may provide written notice that they are exercising any options, typically six to nine months prior to lease termination date. Miss the window and face losing the option. Of note is that landlords may agree to renewal options but refuse to set the rental rate, stipulating that it cannon be less than the last amount paid. They may also be silent on resetting the base year or expense stop, which could result in additional revenue for the landlord. Make certain that these matters are addressed and negotiated before signing. Some leases require the tenant to give prior written notice of their intent to vacate the premises, and failure to do so in a proper and timely manner automatically extends the lease for a period of time at a rate specified by the landlord.

Purchases There are several areas where notices are required, including during the feasibility review period, removing contingencies such as financing, and termination. If, during the building inspection, the buyer discovers things needing repair or replacement, they generally must so state, in writing, during the feasibility or due diligence period. The seller is expected to respond as to whether they will make some, all, or none of the repairs. Of note is that a seller’s failure to respond in a timely manner generally means they will not make any repairs. Termination is generally accomplished by giving proper notice. However, some agreements are automatically terminated in the event the buyer does not affirm, in writing, that they wish to continue. Notices, demands, or other communications in almost all purchase agreements must be in writing. Some allow delivery via email or facsimile, while others require personal delivery or specify certified mail, return receipt requested. Pay particular attention to the number of days required for a notice to be a valid delivery. My suggestion is that every tenant or buyer of real property generate a schedule to remind them of critical dates, whom to contact, and where to property deliver notices. JANUARY 2017

Asian-style Chicken Meatball Lettuce Wraps Makes 24 meatballs. Use 4-6 for wraps.

Ingredients for meatballs: 1 lb. ground chicken breast 1 whole egg ½ cup finely shredded carrots 3 finely chopped green onions ¼ cu p oatmeal (add a little more if mixture is not firm enough to form) 1 tsp. garlic powder 1 tsp. onion powder ½ tsp. kosher salt ½ ts p. course ground black pepper 1 he ad butter lettuce leaves, rinsed and patted dry (1 head of lettuce makes 4-6 servings; use additional lettuce if serving more) Ingredients for ginger-soy sauce: ¹∕³ cup soy sauce 2½ Tbs. rice vinegar ¼ tsp. sugar 1 Tb s. fresh, peeled, finely grated ginger 1 tsp. sesame oil 1 tsp. sriracha sauce

Toppings: ½ cup shredded cabbage ½ cup shredded carrots ¼ cup chopped green onions 2 tsp. sesame seeds Preheat oven to 350°F. Make meatballs by combining all ingredients except for lettuce leaves—and mix well. Form into meatballs by scooping mixture by tablespoon full and rolling it between your hands to form a ball. Drop each ball onto a parchment-lined baking sheet sprayed with a bit of non-stick cooking spray. Bake 20-25 minutes until meatballs are firm and lightly brown. While meatballs bake, combine all ingredients for sauce in a medium sized mixing bowl with a small wire whisk or spoon. Mix well and set aside. Make wraps by taking one lettuce leaf and filling with one meatball, top with shredded cabbage, carrots, green onions, and sesame seeds, then drizzle with soy-ginger sauce.
