Remembering My Mentor

Mentorship in ag aviation is imperative. The old saying goes “you don’t know what you don’t know”.

I met Frank Bledsoe when I first opened my flying service in Marshallville, Georgia in 1975. He was my competitor. He was already established in the business when I came along. I was young and full of energy. Both Frank and I were operating Ag Cats at the time, and he was in the next county over. We were friendly competitors, but competitors none the least. Frank was a minimalist. He only owned equipment that he needed and that was mechanically sound. As a new operator, I hadn’t learned that very valuable lesson. I was making up the rules as I went along. In the 1970’s, the federal government had a Payment-In-Kind (PIK) program, established in the 1960s by the Kennedy administration to address the large surplus of grain and corn. Over a billion bushels of corn and wheat were held in surplus. This program, in the most simplistic way to explain it, paid the farmer to not plant. As an already marginalized operator, this program sliced acres from my operation. To add insult to injury, and at about the same time, my PT6-11AG, serial number 1, failed on takeoff. I couldn’t fiscally recover. I did the only thing I knew to do, and that was turn to Frank, my competitor, for a job. Frank and I worked out the logistics; I got a pickup truck and the ability to continually fly. He absorbed my flying service (and the debt) in return. I was down on my luck, beating myself up over having to go to my competitor. But, little did I know, this move established my life-long career in ag aviation and Frank Bledsoe became my mentor. I thought I knew how to do it all, and I thought Frank just did things “differently”. I changed the way I approached almost every aspect of the business, from flying to managing to now being a pilot for someone else. Frank did things right, and he did them right the first time around. I had over 10 years of doing things “good enough”; Frank instilled work ethics and lessons that I keep with me to this day.

Mentorship in ag aviation is imperative. The old saying goes “you don’t know what you don’t know”. That couldn’t be more true. Years of learning from mistakes, what works and what doesn’t work. Years of knowledge that cannot be found in a book, a certification course or through self exploration. Mentorship makes everyone better, and will continually be the preferred method for new pilots to enter our industry. I tell aspiring ag pilots to find a mentor, and absorb every word that comes from their mouth. Start on the ground, then go into the office. Learn how they do business, how they interact with customers, how they take care of their equipment. Digest all this information, then move to the airplane. Learn how they turn, how they taxi and how they approach safety. Learn how they rest, how they give it 110% during the times when there is more work than hours in the day. Learn how they stayed alive. Learn it all. They are giving you a gift that you cannot put a price tag on. Appreciate it. On April 3rd of this year, we lost Frank Bledsoe to health complications. He spent his life in an ag plane and on a tractor. He worked tirelessly until the day he died. Frank taught me many lessons along the way. I flew for him until the early 2000’s, learning the entire time.

Nice story Hello Bill, I just read the article about Mr. Dick Reade in your March 2021 magazine. I want to tell you what I know about Dick. When Sun Air Parts started in 1971, MidContinent was one of our first customers. I met Dick at several NAAA Conventions when they were held in Las Vegas in the 70’s and 80’s, and we became friends. Dick helped us to become engine suppliers to the Grumman Factory, Thrush and Air Tractor. This helped Sun Air Parts grow and prosper. One time, Dick told me a story about August 6, 1945 (a month before I was born). That morning the U.S. Navy P-38’s were out protecting the fleet at Okinawa from the kamikazes. They were instructed to majntain ‘”radio silence” prior to taking off. Well, Dick noticed the “BIG ONE” dropped on Hiroshima that morning. He told me they all said, “what the ---was that” when they saw the flash! One final thing. Monday January 17, 1994 at 4:31 am we had the “BIG ONE” in California. Sun Air Parts was one big pile of shelves, stock boxes, engines and parts. The next day we got an overnight check for $50,000.00 from Dick with a note saying, “Just send me a credit memo against future orders.” I will never forget that. We still try to help people affected by natural disasters. Sincerely, and thank you Dick for your friendship, Dennis P. Nobile President, Sun Air Parts, Inc. P.S. Mrs. Kimmel I hope this e-mail finds you well. I was just reading thru the digital AAU and sadly found out the Mrs. Kimmel has left us. It was sad news to read…I wanted to share a special moment with you, so maybe you can share this with others. Way back in 1997 or thereabouts, when I was new in the industry, I attended the SEAF convention in Florida. I always enjoyed that convention because of the great change in weather coming from our cold Canadian winters to nice warm Florida ones. The shrimp cookout and free beer that Bruce Andrews and crew put together was great, plus I got to see the many great people the SEAF has as members. As always, there was the farewell banquet, but this time it that was held at a local airport close to the convention hotel. The event happened after

the convention had completed, so I had to tear down and get freshened up before attending. A bus service was offered by the association, and not having a vehicle provided a good choice to get a ride there. We were to meet at the lobby by 5 PM. When my partner Denny and I got to the lobby we discovered the bus had left, and it was just us and few people at the lobby. Wearing the SEAF name tags, we saw this elegant lady who also had the SEAF tag, so we approached her to ask about the bus. She mentioned it had left, so we thank her for the info and made a comment “I guess we are not eating tonight” or something similar to break the ice. Well, Denny and I just looked at each other and started walking away, when she called us up and told me I can take her car! She reached into her purse and pull out a set of keys, and said “my car is parked at the rear parking lot, you are welcome to use it”. She extended her hand and handed me the keys. My automatic reaction was to extend my hand and take the keys, at the same time I was stunned that someone we have never met would just trust us with her vehicle. Yes, we were part of the convention but still strangers all the same. Denny and I went to the parking lot. She never told us what make or type of car it was, so we started pressing the lock button on the FOB to hear the car beep and locate where it was parked. We approached the vehicle and found it was a brand-new, black Cadillac Escalade. We looked at each other and laughed out loud not believing our luck. We drove the Cadillac to the gathering and arrived in style, the style that Mrs. Kimmel had, and shared with us when lending her car to complete strangers. Since then, I have paid it forward and every time I had the opportunity to do it, I think of Mrs. Kimmel and her generosity and respect to others without conditions or judgements, she did in an enchanting manner that will make us remember her forever. is a Bird of a Different Color Air Tractor President Jim Hirsch has been checking the numbers and anticipating this day’s arrival. The serial number of the 502XP sold to Mike Rivenbark of Morehead City, North Carolina differs only one digit from the previous Air Tractor. Yet another airplane in a steady progression of airplanes spanning 49 years. But to those at the company keeping track of these things, the one digit makes all the difference. On the odometer of Air Tractor history, this 502XP rolls-up three zeros following the first digit, 4. This 502XP is the 4,000th Air Tractor airplane built since 1972. And the obvious response to this rare numerical alignment is to celebrate. Perhaps it’s also appropriate that this notable airplane stands apart from other Air Tractors with a unique white and blue striped livery. To Mike Rivenbark, it’s the right plane with the right color scheme to usher his business, Moore’s Aerial Applicators, into its next chapter of growth. On March 26th, Mike and Tiffany Rivenbark took delivery of the new 502XP during a special 4,000th Air Tractor barbeque luncheon celebration held in Plant 2A at Air Tractor. Of course, a number of dignitaries and VIPs were also on hand to commemorate the occasion, as well as Air Tractor President Jim Hirsch, Grant and Logan Lane, and all 295 Air Tractor employee-owners. “Celebrating this extraordinary airplane with its new owner and the entire Air Tractor team is a special moment. This 4,000th Air Tractor means a lot to us. And I know it is going to a good home.” says Air Tractor President Jim Hirsch. “When I bought my business five years ago, it came with a 1998 model AT-402,” Rivenbark recalls. “The 402 performed great for my A 12 | agairupdate.com

operation here in North Carolina. It was easy to fly and well suited to the smaller fields here. But then, around year three, I began traveling with the 402. I was spraying bigger fields out west, and I discovered that I was flying the smallest plane out there.” That got Rivenbark to re-thinking his operation, and how it could benefit from an ag plane with more capacity. Because of his experience with the 402, getting another Air Tractor was an easy choice for him. “I didn’t shop around a whole lot. And it didn’t take long to find a buyer. The 402 actually sold much quicker than I anticipated. It had 5,800 hours when it sold. That’s a very lowtime airplane for its age. Plus, it had a -34 engine in it, so it was a pretty sporty airplane also. “Late last year, I bumped into Logan Lane (of Air Tractor dealer Lane Aviation) and we talked about what I wanted. Not long after that, I pulled the trigger on it. ➤

“I chose the 502XP because it gives me the extra power to take off with a full hopper from shorter airstrips. It’s not too big for my work in North Carolina and will let me do more work when I travel to help out other ag operators. I feel certain that this will be the plane that I love and have for the next 10 or 15 years.” Rivenbark worked with Logan to customize and set up the new airplane. “We ended up going with the Insero AgPilot X GPS. Two years ago, I installed the same system in my AT402B,” Mike notes. “In the AT-402, I had the screen mounted off to the side, meaning it wasn’t directly in front of me but still easy to see at a glance. Now, in the 502XP, I’ve had the larger iPad Pro installed, and it fits perfectly on the centerline of the airplane. It’s tucked in there nice and neat.” Air Tractor equipped Rivenbark’s 502XP with the Electronics International MVP-50P engine analyzer. “The MVP-50 and the iPad basically run everything. I am looking forward to the digital upgrade. And we went ahead and installed the Turbine Conversions single-point fueling system,” Mike adds. He says the airplane will also have CP-09 nozzles on Transland spray booms, just as he had on his 402B. The 500-gallon capacity AT-502XP is powered by the Pratt & Whitney PT6A-140AG turboprop engine. It has 867 horsepower available to carry more than two tons of liquid or dry material all day, every day. “After 49 years of continuous production, it’s gratifying to find ourselves in this position,” says Jim Hirsch. “Only eight years ago we built our 3,000th airplane, and now we just surpassed number 4,000. This year we find ourselves in an agricultural market driving historically strong demand for our aircraft. While the output of airplanes here has its typical ups and downs, our manufacturing continues year after year on a rising trend line.” Hirsch recalls how far Air Tractor has come since its early days when in 1975, the company celebrated annual production of 25 airplanes. “Today, we produce more ag airplanes and offer more models and choices than all our competitors combined. When the world demands more, Air Tractor delivers. That is as true today as it was back in the 70s.” Rivenbark is thrilled to fly his 502XP aircraft home to North Carolina and eager to put it to work. “My business has been expanding around Morehead City, and I expect the 502XP will be quite a bit more efficient and productive. It will definitely be much more efficient when I am working bigger fields outside of North Carolina,” he added. Mike expects the numbers for this 502XP to be quite impressive.

Mid-Continent Founder Dick Reade Passes Born on May 13, 1922, Dick Reade traveled west from his childhood home of Scarsdale, New York to attend college at Iowa State University, where he would earn a degree in animal science. With every intention to go further west to work his own ranch, his country beckoned for his service at the outset of World War II. Navigating through the clouds of war over the Pacific as a pilot in the United States Air Force, Dick served our nation bravely in the cockpit of a Lockheed P38 Lightning as part of the 28th Photographic Reconnaissance Squadron. With victory in hand, Dick returned stateside after the war and developed his interest in aviation into a new career. In 1949, with three Stearmans and a dream, Dick founded Mid-Continent Aircraft Corporation, and as a result, helped lay the foundation of our industry as we know it. The first President of the National Agricultural Aviation Association, a businessman, an innovator, always with one eye looking forward and another pointed to the skies, Dick lived a life deserving of adulation that was time and again blunted by A 18 | agairupdate.com

the silent pride of The Greatest Generation. Duty, fairness, generosity, selflessness, and much more can be attributed to him, but perhaps his shining strength was his humility. Though slight in stature, Dick Reade was a giant to us; our true north, the bond that brought us together. He was not just a gentleman but a gentle man; a man from whose vigor and grace we all benefited. For us, things will never be the same, but we will, as Dick once said, “keep our feet on the ground and our eyes on the horizon” as we carry on, armed with the guidance and wisdom he willed to us. It is for these things and more that we are ever-grateful. Dick Reade will be missed by all who knew him and respected him. In lieu of flowers, donations to the National Agricultural Aviation Association Museum and the Caruthersville Humane Society are encouraged.

There was nothing unusual about my approach to Nyngan Airport in Australia’s Outback. But my airplane looked so unusual that the local press came to investigate the curious craft that had slipped from the sky to visit their remote community. What they saw evoked quizzical expressions, poorly disguised chuckles, and a deluge of questioning. There is no disputing it. The Transavia PL-12U Airtruk is a strange-looking airplane. Like a Boeing 747, it has two passenger decks. The pilot and one passenger sit on top in tandem, but the passenger faces aft. Three additional passengers share the lower deck, and they too face rearward. The Airtruk appears ungainly, resembling

a Volkswagen that has been modified to look like a Cessna Skymaster with one engine. But instead of having a single horizontal stabilizer, the empennage consists of 2 independent T-tails, each supported by its own slim boom. A pair of stub wings adds to the curiosity. Gil Forrester, Transavia’s general manager, welcomed me to Sydney. He is amicable, quiet, and polite to the point of formality, not what you would expect of a transplanted New Yorker. He was committed to the Airtruk and defended the homely-looking airplane against any insult, implied or direct. Forrester volunteered that the Airtruk was conceived as an agricultural aircraft, which explains some of its unorthodox features. ➤

The designer, Luigi Pellarini, was concerned with function, not aesthetics. In the agricultural configuration, the podshaped fuselage contains a cavernous 220-gallon hopper that carries up to a ton of agricultural material. The unique tail assemblies are 11 feet apart, allowing a loading truck to approach safely from the rear and eliminate the need for the pilot to shut down the engine. The stub wings contribute 20 percent of the lift and preclude the need for the main wings to have greater span. Swinging the McCauley 88-inch, constantspeed propeller is a Continental IO-520-D, 300-hp engine. Although the Airtruk is not eye-pleasing, agricultural pilots rave about its performance, maneuverability, and safety features. The PL-12 also produces an efficient, 90-foot-wide swath pattern and has comparably low operating costs. The Airtruk was remodeled and certificated as a passenger aircraft, marking what might have been the first time that an ag-plane went through such an evolutionary change. As we approached the PL-12U, I could hardly believe my eyes. The aircraft is more provocative in person than in photographs I had seen. No question, the Airtruk is a unique breed of airplane. Because the Airtruk has only one set of flight controls, Mitchell suggested that I sit behind him in the upper passenger deck while he flew the airplane to nearby Hoxton Park Airport where there was a runway more suitable for my first solo. The factory strip is little more than a 1,000-foot clearing surrounded by towers, cranes, and tall industrial machinery. I felt somewhat apprehensive

as we taxied out. There was no way for me to get to the single-place cockpit should the pilot become incapacitated. Adding to my anxiety was the helpless feeling of being unable to see out the front window. Before I had a chance to think about opting out, Mitchell had the Airtruk barreling along the dirt runway. After a ground run of only a few hundred feet, the nose pitched up rapidly, and I found myself staring back and down at the retreating ground at an uncomfortably steep angle. Seconds later, a large tower passed beneath and behind. Maybe this sitting backwards isn’t so bad, I mused. By the time you see a hazard, it’s gone. Also, the human anatomy can better endure the deceleration of a crash landing when sitting backward than when facing forward! Mitchell’s dramatic takeoff and climb emphasized that the Airtruk is a STOL airplane. The wings (all four) have the same airfoil (NACA 23012) as the Helio Courier. Stall fences keep the Frise ailerons effective during stalls. At light weights, takeoff roll is only 255 feet but increases to 600 feet at maximum weight. During cruise, I twisted in my seat and tried talking to Mitchell, but I could not overcome the din. The noise level reminded me of the B-25 Mitchell bomber. In the Airtruk, communication is via written note, even though pilot and upper-deck passenger are seated back to back. Feeling lonely and slightly claustrophobic, I clambered down into the lower passenger deck and spent the rest of the short flight enjoying the roominess of this compartment. I soon felt ➤

the power ease and watched with concern as the flaps extended. When the left flap comes down, it blocks the lower cabin door, making it impossible to open. Not wishing to be a prisoner in an Airtruk, I scampered back to my lonely perch on the upper deck where there is a door through which I could evacuate. After parking at the ramp, Mitchell motioned for me to climb into the cockpit. He squatted on the right wing and briefed me on systems, procedures, and what to expect during my first flight as pilot. This reminded me of being checked out in singleplace airplanes. You must listen attentively during such instruction because your first use of the controls will be while alone. The cockpit is laid out like a military fighter. The throttle, propeller, and mixture controls are clustered on the left sidewall. Also on the left between the seat and the sidewall are the trim wheel, flap handle, ignition switch, and fuel controls. In flight, the left hand can get a little busy, but the right hand is always free to fly. Cockpit visibility is wonderful, like being in a control tower. Sitting above the pistons instead of behind them allows the pilot to look down and ahead at a steep angle to see potholes and other ground hazards only a few feet ahead. It also is nice not to be sandwiched behind the engine, a factor that increases crash survivability. A disadvantage is that you cannot easily relate the position of the nose to the horizon. Attitude is best maintained visually by glancing at the wings. Mitchell advised me to hold the stick forward during takeoff to keep the nosewheel firmly on the ground. “The rudders,” he cautioned, “are out of the propwash and unusable for ground steering until you’ve gathered airspeed. If the nosewheel

isn’t held down, directional control is initially marginal.” Taxiing for takeoff, I noticed that the Airtruk porpoises slightly because of the landing gear’s relatively short wheel base. Increasing taxi speed dampens this effect. A brisk crosswind swept across the taxiway, and I noticed it had almost no effect on ground handling. The stubby fuselage offers little keel surface to the wind. Similarly, the Airtruk exhibits almost no weathervaning tendency during a crosswind takeoff. The preflight check and runup were conventional. I taxied onto the runway, reviewed Mitchell’s instructions, and pushed the throttle home. By the time I remembered his caution about holding down the nosewheel, the Airtruk had pushed the ground away and clawed skyward at what first appeared to be a dangerous climb angle but later proved to be a normal Airtruk climb. You do not need to rotate for liftoff; the nose rises positively and without assistance. At altitude, I retarded the throttle and noticed something strange. Reducing power does not cause the nose to drop the way it does in other airplanes. Conversely, adding power does not cause the nose to rise. I then realized that the elevators, too, are out of the propwash. Power changes have little effect on pitch. If a pilot wants the nose to move, he must move it. I coerced the Airtruk into a few stalls, poweron and power-off. The airplane does not stall in the conventional sense; it simply mushes along in a nose-high attitude with little tendency to buck or roll. With power off and the stick held fully aft, the Airtruk sinks about 1,000 fpm, depending on weight. Maximum-allowable gross weight of the ➤

passenger model is 3,800 pounds. The agricultural model is approved for 290 pounds more because it has a jettison system enabling the pilot to dump a 2,000-pound payload in 3 seconds in case he cannot clear an impending obstacle. I extended the flaps fully (30 degrees) on final approach and recalled that, in addition to their normal function, they create a venturi effect between the main and stub wings, thereby increasing the lift of all wings simultaneously. Landings are easy. After the mains touch, though, it is difficult to hold off the nosewheel. Becoming familiar with any airplane requires a few days of leisurely flying away from the watchful eyes of an instructor. The Airtruk is no hot rod and cruises at only 130 mph. What it lacks in speed it makes up for in load-carrying ability. The Airtruk has an empty weight of 1,849 pounds and a useful load of 1,951 pounds. It is one of only a few aircraft that can carry a load greater than its own weight. Range without reserve is 870 miles. As airspeed increases, up-elevator and nose-up trim must be applied to maintain altitude, a clue that the aircraft is mildly unstable longitudinally. The aircraft does not do well in turbulence and

requires constant pitch and roll corrections. Left to its own devices in turbulence, the PL-12 behaves like a drunk trying to pirouette on a volleyball. The Airtruk wants to pitch and roll every which way and exhibits little tendency to return to its trimmed attitude. I was informed later that extending the flaps to the first notch—7 degrees is allowed at any airspeed—shifts the center of lift and increases stability. Also, the Airtruk has a spring-loaded trim augmenter that could have been used because of the relatively aft location of the center of gravity during my flight. The Airtruk was the only light plane manufactured in Australia at that time, and although it lacks creature comfort and speed, this flying truck satisfied a variety of utilitarian roles. In addition to reportedly being a good crop duster, the PL-12U would serve well as a firefighter. When the aircraft carries freight, the lower deck can be filled with 80 cubic feet of outsized cargo or a pair of medical patients on 6-foot stretchers. Ample room remains for the pilot and a passenger on the upper deck. This workhorse is also rugged, designed to operate on terrain that would tear away the landing gear from lesser aircraft.

Gaylon Stamps receives the Wright Brothers Master Pilot Award The Wright Brothers Master Pilot Award is the most prestigious award the FAA issues to pilots certified under Title 14 of the Code of Federal Regulations (14 CFR) part 61. This award is named after the Wright Brothers, the first US pilots, to recognize individuals who have exhibited professionalism, skill, and aviation expertise for at least 50 years while piloting aircraft as “Master Pilots”. A distinctive certificate and lapel pin is issued after application review and eligibility requirements have been met. Upon request, a stickpin similar in design to the lapel pin is also provided to the award recipient’s spouse in recognition of his or her support to the recipient’s aviation career. content/MasterPilot/ RecipientList.aspx. Gaylon served on the TAAA Board of Directors for many years and as the President in 1998. NAAA’s ‘Ag Wings of Tomorrow’ Scholarship is Back with $20K Available in ’21 How does $5,000 sound to help someone pursue their dream of becoming a professional ag pilot? Thanks to the generous support of BASF and Thrush Aircraft, $20,000 in aid is available under the 2021 NAAA “Ag Wings of Tomorrow” Scholarship Program to assist four aspiring ag pilots in their journey. The goal of NAAA’s “Ag Wings of Tomorrow” Scholarship Program is to strengthen the aerial application industry by helping operator members bring new pilots into the profession and help fund their training. Applicants must be sponsored by an NAAA Operator member, and scholarship recipients may use the proceeds for flight training or aviation or ag-related coursework at a university, college, community college or other institution of higher learning. A stipend for a trainee in an NAAA Operator-sponsored apprentice program is also permissible. The scholarship program is administered by NAAA and funded by educational grants provided by BASF and Thrush. This year, NAAA will award up to four scholarships valued at $5,000 each. This is a winwin for NAAA Operator members and individuals seeking training funds to support their pursuit of becoming a professional ag pilot.

Internet addiction disorder is a recent phenomenon, but it has been affecting a significant number of people in recent times. Considered worse than chemical dependence by psychologists and psychiatrists, this type of addiction can cause psychological, physical and social problems, among other things. However, studies regarding this type of disorder are very limited and are still under development. But there are already some tools and service centers for people who develop this type of addiction. As much as it seems something that affects only young people, dependence on a cell phone or staying connected is something that can affect the most varied types of people. Despite reaching people of all ages, Internet addiction tends to affect the most anxious and prone to depression. According to some experts, the virtual world becomes an escape from reality. The problem is that it can become a cycle and further reduce chances of fitting properly into society. Internet use can distract the user from a difficult situation in real life to trying to compensate for low self-esteem, lack of social skills and even psychiatric disorders. However, not everyone who spends a lot of time on the Internet is an addict. What characterizes the addiction is not necessarily the amount of hours, but the effect on the user. Digital addiction can cause a loss of work capacity, socialization or other type of impairment. The person starts to feel bad without the stimulus received from the Internet. The expression “Internet addiction” was created in 1995 by Ivan Goldberg, but it was Kimberly Young who researched the subject the most and in 1996 proposed the first criteria for the diagnosis of

this condition. According to these criteria, anyone with the following symptoms was considered dependent on the Internet: • Excessive concern about the Internet • Need to increase the connected time (online) to have the same satisfaction • Display repeated efforts to decrease Internet usage time • Presence of irritability or depression • When the use of the Internet is restricted, it presents emotional lability • Stay connected longer than needed • Work and social relationships at risk from overuse • Lying to others about the amount of hours online • Listen to the phone ring or vibrate, even when turned off (phantom symptom) • The main symptoms of cell phone withdrawal are: anguish, existential emptiness (life seems to have no more meaning), despair, stress, irritability, nausea, tachycardia, sweating, muscle tension, panic, among other manifestations. • Significant damage in important areas of life (academic, professional, social, family, financial or legal). There is still no consensus on which criteria should or can be used universally. We usually value the presence of significant damage in the individual’s life (academic, social, family, etc.) as one of the main markers of this disorder. This approach, while not trying to explain the reason for the problematic use, allows the therapist greater freedom to formulate a diagnostic ➤

Robertson spent hundreds of man-hours working with this firm on an experimental, costfree basis. The trials and tribulations that went into this effort would fill a small volume. Independent Crop Dusters also established a very effective relationship with noted entomologist Frank B. Herbert, who strongly supported agricultural aviation and provided invaluable assistance in firmly establishing it in California. Historical research of agricultural aviation makes it increasingly clear that Willows Flying Service at Willows, California, may very well be the oldest continuously operated ag flying firm in the world. Like many good ag flying firms, Willows Flying Service sprang from the intelligence and enthusiasm of a pioneer pilot imbued with flying

fever-in this case, Floyd “Speed” Nolta. Along with his brother Dale, “Speed” Nolta officially organized this firm in 1928. “Speed” had been barnstorming sporadically since the end of World War I. According to Mrs. Dale Nolta, “All of the Noltas were airplane crazy!” “Floyd,” she continued in a recent interview, “was probably the worst! He lied about his age about 1918 and managed to get himself inducted into the Army. “His interest in airplanes and his knack for mechanics finally got him into the Army’s aviation branch and he learned to fly somewhere down in Texas in a Jenny. Floyd was a little too late for combat, but when his discharge came, he was still stricken with the flying bug.

“After a restless year or two, he somehow acquired a plane and began barnstorming a little as a sideline to his profession as a mechanic. I really don’t know just what kind of plane this first one was, but later on he began acquiring other aircraft, among them a Travel-Air with a Hisso engine that he loved most dearly.” Maintaining an airplane was an expensive hobby, so Floyd, aided by his brother Dale, began thinking along the lines of agricultural flying as early as 1927. Floyd, a mechanical genius, constructed and installed a 350-pound capacity canvas hopper for the Travel­ Air and did at least one or two experimental rice seeding jobs in 1927. ➤

Seeding Rice by Air Within a span of approximately two years, the Nolta brothers had perfected their hopper system for the Travel-Air and were actively engaged in seeding rice. The official organization of Willows Flying Service in 1928 was the beginning of an effective campaign to introduce agricultural aviation to the many growers throughout this large rice and vegetable growing region. Over the long term, they were successful. Rice growers desperately needed fast, efficient seeding. The airplane provided it. Rice seeding was a messy job, done with “wet” or sprouted rice, but the Noltas stuck with it. Farmers desiring this service simply threw sacks of seed rice into irrigation ditches and let them lie there and soak until the seed was thoroughly saturated or even sprouted in some instances. The flying service then somehow hand-loaded this messy concoction into the 400-pound capacity hoppers and distributed it over already flooded fields.

The Willows Flying Service business grew rapidly and its fleet increased, consisting mainly of Travel­Airs equipped with the more modem Wright J-4 and J-5 engines. Ag flying became more and more acceptable to the growers in the area. The orchardists and vegetable growers began utilizing the Noltas’ service. As time passed, expansion continued to take place and a younger brother, Walter, better known as “Bus,” joined the firm. “Bus” never became an active ag pilot. Instead he handled sales and other business matters.

DIMMITT, TX — At the 2001 Texas Agricultural Aviation Association three ag pilot/operators received the District Four Award. This award typically goes to an individual who has done something “spectacular” within the industry, according to Patti Payne, who served on the awards committee. The significance of this award goes a lot further than its intentions, in that these three ag pilots have a uniqueness about them that in the past in this industry has been hard to find, but becoming more common in recent years. When it comes to three ag operators based at the same public airport, working their aircraft

long hard hours, but yet willing to help the other without a single thought otherwise; Max Ellison/ Pro-Ag, Dudley Wooten/B&W Aerial Spray and Todd Hatla/Tidwell Spraying Service set a prime example. It wasn’t that many years ago, when the norm was competitors doing whatever possible to make life miserable for each other. Although, unfortunately, that may still be true in parts of the world, to the credit of the industry, times are changing with more and more ag operators posting a “truce”, helping their competitive neighbors. However, with the “three amigos” of Dimmitt, Texas, this camaraderie has always been the norm.

Max Ellison has been in business the longest in Dimmitt, Texas forming his company twenty-four years ago. Now he flies a single AT-402A powered by a PT6A-11AG. In 1982 Dud Wooten formed his company, now operating a single AT-502B powered by a PT6A-34AG. Then along came Todd 15 years ago, now operating a single 400-gallon Ayres Turbo Thrush powered by a PT6A-15AG. But these guys don’t need a fleet of ag aircraft. They are their own fleet! Each company is owned and operated separately. Each has its own customers and way of conducting business. However, each aircraft is pretty well matched with the way the spray systems are set up and the universal use of Del Norte GPS. “Heck, Dud here has a key to my hangar. He can get whatever he needs,” laughingly points out Max. “Dud, don’t buy any new tires”, Todd tells him. “I just got three sets in the other day.” “Yea, but yours are recaps. And I bought three sets as well, but mine are new!”, Dud tells Todd. And Max is standing there, “I’ll just borrow yours Dud if I need a tire. I’d rather have a new one!” (Author’s comment: What I can’t understand is why between the three of them and six sets of 29/1100-10 tires no one thought to buy tubes! Dud had a pinched tube while I was there. Jason, Dud’s son, and I flew the Super Cub to Muleshoe to borrow a tube from neighbor Fred Locker!) All kidding aside, these three guys work together like no other two or three or any number of ag operators I’ve seen. One finishes the day’s flying a little early, if needed begins jumping the wing of the one who hasn’t finished, washing the wind screen or fueling the aircraft. If one needs to be at a child’s ball game, either one of the other two will fly his work. At the end of the season, there’s a “settling up party”, where they buy a few beers and sit down with notes on scrap pieces of paper, or receipts or just plain memory, and begin the settling up process. Maybe it doesn’t work out just perfectly even, ➤

but over the years, one can’t tell the difference. Most of the work on the high plains of Dimmitt, Texas (3,883 MSL) is cotton spraying. More specifically, boll weevil eradication flying, 80,000 acres worth. This is the third year for the program and even with the three Dimmitt companies bidding contracts together, they need to call in other operators to help them. Outside of the boll weevil work, there is the regular cotton spraying, milo, wheat, soybeans, peanuts and what is left of the small amount of corn planted. More growers are leaving corn and planting cotton. The season gets started in June pretty much full bore. Although, wheat work will start earlier in the year. Once the first frost arrives in late October, another season comes to an end. The summers are hot, high density altitude flying with humidities often as low as 20%. This means the majority of the flying must be done in the morning, before conditions dictate stopping. Summer insecticide applications are made at one quart to three pints total volume in cotton seed oil as a carrier. Flying in northwest Texas “ain’t” so bad. The density altitude may make that aircraft dog in the turns. But, the farmers are good pay for the most part. However, now there is a little complaining amongst the three Dimmitt ag pilots, the farmers are cutting up the fields, reducing the spray runs from when in the old days’ mile-long section runs to flying long and short runs created by center pivot irrigation systems. (Yea, right! And, at a quart to the acre!) You’d think with such good runs (except for the short side of the pivot), nothing for miles to run in to, that this would be the best flying on the planet; except for irrigation stand pipes. They are

out there, in those huge irrigated cotton fields, just ask Max. Last year, obviously thinking about something else, Max’s AT-402A smacked a stand pipe almost dead center of the leading edge of the right wing, at a 140 mph. The impact drove the stand pipe to the spar before breaking off, inducing a tremendous amount of yaw for the aircraft. Max pulled up, added power, but knew he couldn’t keep the Air Tractor going. Now, who do you think he called? That’s right, his competitors. What could have been his last words on his way into an emergency landing in a cotton field, he’s talking over the radio to his competitors. That’s right, they share the same radio frequency. No secrets between these guys. To make a long story short, Max landed safely, but the aircraft was going to be grounded for some time and the season was hot and heavy. Larry Neal, northwest Texas Air Tractor dealer, came to the rescue with a brand new AT-402A that was scheduled for South American delivery. Instead, Max bought it and was working it the next day. In closing, it is interesting to note, anybody in business could learn from the examples set by these three friends/competitors. Only thing is, it won’t be three for much longer. Actually, it is four beginning with this season. Jason Wooten, Dud’s 22-year old son, starts flying with B&W Aerial Spray in a 1976 Ag Cat. Dud has been teaching his son how to spray in their Super Cub. Having just passed his commercial checkride the weekend before my visit, Jason and I went for a ride in the Super Cub. He’ll do just fine, and he has the same attitude as his dad and “Uncles Todd and Max”!

Contract management is the set of techniques, processes and functions that allow you to manage contracts in a company, from the preparation of the first proposal to the execution. Every organization needs to deal with contracts, which are basically agreements signed between two or more individuals or legal entities that establish rights and commitments between the parties. In the case of a company that provides recurring services, contracts are closed directly with customers, but it is also necessary to hire suppliers, partners and other entities. Therefore, every business needs to apply contract management to ensure that agreements are fulfilled, services are provided correctly and deadlines are obeyed. This management should cover each of the stages of the life cycle of a contract, ranging from request to termination or renewal. It is possible to keep hiring up to date, avoid errors and optimize business processes. Objectives of contract management are to ensure compliance with the terms and clauses of all contracts, streamline contractual procedures in the company, monitor all stages of the life cycle of contracts, manage the storage and history of contracts, control expiration dates, renewing contracts (including, to optimize sales strategies), identifying the need for addenda and contractual amendments and promoting communication between the parties. During all phases of the contract, the responsible manager must ensure that the signed conditions are fulfilled and/or modified when necessary, avoiding errors, inconveniences, delays and other problems that may harm the company’s relationship with its partners and customers. Contract management is essential for companies of all sizes that deal with this type of instrument, as it ensures that the agreements are fulfilled and both parties are satisfied with the negotiation. For service providers, a well-managed contract

means a satisfied customer and possible loyalty, in addition to the guarantee of recurring revenue, in the case of services provided continuously. In addition, contract management is an essential part of strategic planning, as it allows the company to act at each stage of contracting to expand business opportunities and improve service performance. The greater the flow of company contracts, the more important this management work is, as missed deadlines and inconsistencies with clauses are common problems when there are many documents to control. The life cycle of each contract is formed by the phases of pre-contracting, contracting and postcontracting and different stages for each of these. The first stage of a contract’s life cycle is planning, which determines the object of the agreement and its conditions. The document can be created at the request of a customer, the company’s purchasing department, a supplier, or any other situation that requires a written business agreement. In this beginning, the clauses, objectives, risks, sanctions, rights and obligations of the parties are defined, as well as the deadlines. In larger companies, it is common to have a position dedicated to collecting information and drafting contracts. In the smaller ones, this task can be delegated to the legal, financial, commercial or the entrepreneur himself. The second stage with all the conditions defined, the contract begins to be drawn up at the writing stage. The company can use a template or use the legal department (or external legal services) to write the document from scratch. When the flow of contracts is high, it is possible to reproduce the same models and use patterns to speed up the creation. it is decisive for the contract, as it is when the parties analyze the conditions and reach a definitive agreement. For example, in a service provision contract, the client receives the previous version of the document and has a deadline to analyze each of the clauses in detail, as well as their deadlines and execution schedule. Then, company and client can discuss the contractual determinations to reach the best agreement for both parties. Depending on the details of the contract, the process can be time-consuming and several clauses can be changed between concessions and requirements of each party. At this point, it is important that the company has an efficient communication channel to streamline the negotiation and reach the final version of the document as soon as possible - after all, time is money. The fourth stage, approval and review, is when the parties reach a final agreement and the contract is approved and reviewed. For this, it is important that the document goes through the legal sector again to ensure that there is no legal loophole, inconsistency or irregularity with the clauses. With the signature of the parties, the contract is officially approved and becomes legally valid. The fifth stage is the execution of the signed contract, which varies according to the agreed conditions and details. If an agricultural aviation company works with a subscription model, the contract can provide for the delivery of services during the season, making its management more complex. In that case, the company must closely monitor the execution process and ensure that all clauses are complied with by all parties. The sixth stage is the retention where contracts with legal and fiscal validity must be stored safely for future consultations soon after the signatures. In the case of long-term contracts, it is even more important to have easy access to the document to review its clauses at any time. But, even if the agreement has already been closed, it is still important to keep the document as evidence of the negotiation. For the company, maintaining a contract file is essential to understand the history of services, consult past negotiations and protect yourself in case of legal proceedings. In the seventh stage, reviews and additions, it is not uncommon for contracts to be changed during their execution phase, as new demands arise along the way. Fortunately, they are dynamic instruments that can receive corrections and changes and addendums (content additions) at any time. Remember, it is necessary to make the changes and attach them to the original document. The eighth stage is the closure or renewal of the contract, when the agreed expiration date arrives, the contract is terminated or renewed, according to specifications of the contract. For service providers like ag operators, it is a decisive moment to achieve renewal and retain customer loyalty for yet another season. complied with and there is nothing pending. The ninth stage is for post-contract performance analysis. It is important to analyze the performance of contracts to understand which points can be improved and if there are flaws in the process of elaboration, execution and closure. This step is part of good business practices and allows continuous improvement of the life cycle of contracts, seeking maximum efficiency and productivity. “For in Christ Jesus, neither circumcision nor uncircumcision avails anything, but a new creation” (Galatians 6:15). Salvation into God’s heaven is based totally on a person’s faith in Jesus Christ as their Lord and Savior. Being born again by the Holy Spirit of God and becoming a new creature in Christ Jesus (John 3:16-17, 2 Corinthians 5:17); that’s what really counts. “If we walk in the light, as He is in the light, we have fellowship with one another, and the blood of Jesus, His Son, purifies us from all sin” (1 John 1:7). Religious liturgies, religious rituals, and other religious acts have no power to get a person into God’s heaven. And these religious works have no power to fight the desires of our sinful flesh (Colossians 2:23). Christians are told to do good works (Ephesians 2:10): but to do our works to be seen by other people is a serious sin against God. Religious rituals can be done with no heart desire to serve the Lord. These religious works are often superficial and do not come from the Holy Spirit. Unbelievers and ungodly people can learn how to practice these religious rituals with a false sincerity. It’s easy to go to church and say and do all the right things, but with no inner regard for wanting to serve God. Jesus said of the Pharisees, “They love to pray standing in the synagogues and on the street corners to be seen by others…You are like whitewashed tombs, which look beautiful on the outside but on the inside are full of dead men’s bones and everything unclean. In the same way, on the outside you appear to people as righteous but on the inside you are full of hypocrisy and wickedness” (Matthew 6:5, 23:27-28). Many of our accomplishments and works are

going to go up in a puff of smoke, because so much of what we do is out of a wrong motivation. Paul said that our works will be shown for what they really are, because when our works are judged, God’s righteous judgement will test the quality of each person’s works by fire. Some of Christian’s works will survive God’s test of fire and they will receive their reward. Some Christian’s works will be burned up, but the person will be saved, but only as one escaping through the flames (1 Corinthians 3:11-15). There are those who will say to God, “Lord, Lord, did we not prophesy in Your name, and in Your name drive out demons and perform many miracles?” But Jesus tells them, “I never knew you. Away from Me, you evildoers!” (Matthew 7:22-23). “For we must all appear before the judgment seat of Christ, that each one may receive the things done in the body, according to what he has done, whether good or bad” (2 Corinthians 5:10). Jesus said, “Let your light so shine before men that when they see your good works they will glorify your Father which is in heaven” (Matthew 5:16). We’re to do our works and service for Jesus Christ in such a way that they bring glory and honor to God, and not to ourself. Don’t seek the honor of man, don’t seek the praise of man; don’t seek the glory of man, but seek to bring glory and honor to God and Jesus Christ! God said, “I am the Lord, that is My name; and My glory I will not give to another, nor My praise to carved images” (Isaiah 42:8). If we do not have a strong faith in Jesus Christ as our Lord, then we’re always trying to work harder to become righteous in God’s eyes by our own works of righteousness. In our struggle to

become righteous before God by our works, we end up being self-righteous hypocrites, and often try to lift ourself up by putting other people down. Self-righteousness is always based on self-promotion and envy. If we have kept all of the Old Testament laws perfectly, then we could say, “Look God, I have lived a perfect life!” But we cannot say that because we’re all natural born sinners, “For all have sinned and fall short of the glory of God” (Romans 3:23), “For whoever keeps the whole law and yet stumbles at just one point is guilty of breaking all of it” (James 2:10). Jesus tells us about the Pharisee who prayed, “God, I thank You that I am not like other men—robbers, evildoers, adulterers—or even like this tax collector. I fast twice a week and give a tenth of all I get.” But the tax collector would not even look up to heaven, but beat his breast and said, “God, have mercy on me, a sinner.” Then Jesus said, “I tell you that this man, rather than the other, went home justified before God. For everyone who exalts himself will be humbled, and he who humbles himself will be exalted” (Luke 18:9-14). The Bible says, “For if we will judge ourselves we will not be judged…Examine yourselves to see whether you are in the faith” (1 Corinthians 11:31, 2 Corinthians 13:5). Jesus said, “Be careful not to do your ‘acts of righteousness’ before men, to be seen by them. If you do, you will have no reward from your Father in heaven” (Matthew 6:1). If we’re doing our works to receive honor from other people we’re acting like the religious rulers who believed on Jesus but were afraid to confess Him because they were afraid they would be put out of the synagogue, “For they loved the praise of men more than the praise of God” (John 12:42-43). God says, “I, the Lord, search the heart, I test the mind, even to give every man according to his ways, according to the fruit of his doings” (Jeremiah 17:10). David wrote, “Search me, O God, and know my heart; test me and know my anxious thoughts. See if there is any offensive way in me, and lead me in the way everlasting” (Psalm 139:23-24). “You will keep him in perfect peace, whose mind is stayed on You, because he trusts in You”(Isaiah 26:3). Peace with God through faith in Jesus Christ, or a life filled with struggles and anxiety.

Drone Operators Cautioned to Not Disrupt Low-Flying Ag Aircraft During Pandemic ALEXANDRIA, VIRGINIA – As the nation enters the upcoming growing season in the midst of the ongoing COVID-19 pandemic, the National Agricultural Aviation Association (NAAA) is asking all Unmanned Aircraft System (UAS) operators to be extra mindful of low-flying manned agricultural aircraft operations. “The Department of Homeland Security (DHS) declared crop input services to be an essential service during the pandemic. Aerial applicators are inputting nutrients, seeds and crop protection products to crops that will become consumers’ food

We cannot afford even a small disruption in the nation’s food supply chain during this critical time,” NAAA CEO Andrew Moore said. “Agricultural aviators perform applications on 28% of cropland nationwide, and their work cannot be delayed because of an unidentified UAS not yielding to them, as is required by law.” Agricultural aviators fly as low as 10 feet off the ground, meaning they share airspace with UAVs that are limited to flying no more than 400 feet above ground level. NAAA recommends that UAS operators: • Equip drones with tracking technology, such as ADS-B In, so you will know ADS-B Out equipped manned aircraft positions. • Get certified and well-trained in operating a UAV. • Contact local agricultural aviation operations before flying by consulting AgAviation.org/findapplicator. • Equip UAVs with visible strobe lights and high visibility marking. • Give the right-of-way to a manned aircraft. It’s the law. • Land your UAV immediately when a lowflying aircraft is nearby. • Carry UAV liability insurance. In a test conducted by the Colorado Agricultural Aviation Association and other stakeholders, including manned and unmanned aircraft organizations, and the state of Colorado, no pilot operating a manned aircraft could continuously visually track a 28-inch-wide drone when flying at regular speeds. meaning it’s up to the drone operator to avoid a collision. When birds hit an ag aircraft, they can break through an aircraft’s windshield causing deadly accidents. A study conducted by the Alliance for System Safety of UAS through Research Excellence (ASSURE) showed UAV collisions with aircraft cause more damage than would a bird strike of similar size, due partially to UAVs’ dense motors and batteries, as opposed to a bird made mostly of water, feathers, hollow bones and sinew. Georgia Agricultural Aviation Association President Frank Bledsoe Passes Away

Frank joined the American Agriculture Movement in 1978 and went on strike with thousands of other farmers across the country.

Robert Franklin “Frank” Bledsoe, 73, passed away peacefully at home on Saturday, April 3, 2021, surrounded by his loving family and devoted friends. Services were held on Tuesday, April 6, 2021, at First Baptist Church of Perry. A Visitation to express love and support for his family and friends was held at 1:00 p.m., and the Service began at 2:00 p.m. with Reverend Jamie Powell officiating. In lieu of flowers, the family respectfully requests memorial contributions to one of the many organizations that were dear to Frank including Perry FFA, 1307 North Ave, Perry, GA 31069 or Friends of Perry Animal Shelter (FOPAS), 204 Kellwood Dr, Perry, GA 31069 or The Westfield School, 2005 US Hwy 41 South, Perry, GA 31069 or Houston County 4-H, 801 Main St, Perry, GA 31069. Frank was born in Vienna to the late Sidney Samuel Bledsoe, Sr. and Eleanor Lucille Wood Bledsoe. From the time he could walk, Frank was right behind his father and brothers on the family farm, learning the trade and soaking in every bit of information he would need for his future as a lifetime farmer. Frank learned and enjoyed raising and showing cattle each year for his FFA project. He was a graduate of Vienna High School’s Class of 1965. He continued his education at the University of Georgia, earning a Bachelor’s Degree in Animal Science from the College of Agriculture and Environmental Science, actively participating as a member of Alpha Gamma Rho, Block & Bridle, and the Ag Honor Society. While there, Frank learned to fly small planes, and his love for flying began.

Upon graduation from college, he proudly served our country in the U. S. Army Reserves, joining the 421st QM Company in Ft. Valley. He attended Jump School at Ft. Benning with his Company and earned his Jump Wings after surviving the notorious “Jump Week.” He attended Marigold Flying Service in Mississippi, where he received his pilot’s license, and returned home to Perry, where he began Houston Crop Service, dusting crops for many farmer friends around the state. He continued his work on the family farm, and his love for agriculture led him to begin acquiring property in and around Middle Georgia, primarily in Dooly, Macon, and Houston counties, eventually growing his own farming operation to what it is today. Frank joined the American Agriculture Movement in 1978 and went on strike with thousands of other farmers across the country. Eventually, he drove his tractor with an extensive group of passionate farmers from Georgia all the way to Washington, D.C., up the steps of the U. S. Capitol in the nation’s most famous “Tractorcade.” They were determined for lawmakers to give “100% Parity” to farmers, and just a few short months later, the government agreed to some of their demands, and the farmers began working again. As a farmer of corn, soybeans, pecans, peanuts, and cotton, Frank eventually acquired Tri-Co Peanut and Gin, allowing him to be a part of the process and assist in selling the precious crops that he and other farmers harvested each season. Dooly County and a faithful attender of First Baptist Church of Perry. Through the years, Frank has been a member of and involved with numerous organizations including Georgia Pecan Association, Staplcotn, Southeast Cotton Growers Association, Southeast Cotton Ginners Association, Peanut Growers Association, Pecan Growers Association, Georgia Cattlemen’s Association, Georgia Agriculture Aviation Association, and National Agriculture Aviation Association. He was a true humanitarian, often helping others without them even knowing it. He was a huge supporter of The Westfield School, Perry FFA, Houston County 4-H, and the youth programs at First Baptist Church of Perry. Frank enjoyed researching and collecting antique tractors, sponsoring, supporting, and participating in the annual Antique Tractor Show at GA National Fairgrounds. Frank was also a conservationist, offering his knowledge and support to Ocmulgee River Conservation and Flint River Conservation. Frank Bledsoe became a legend in his own time throughout his life’s works and accomplishments, leaving behind a legacy of hard work, strong work

National Agricultural Aviation Museum’s Hall of Fame

JAMES L. MAXWELL Benoit, Mississippi Inducted — 1992 Promoted attaching seat belts and harnesses to aircraft; National Agricultural Aviation Association President’s Citation 1972, NAAA Outstanding Service award 1974; NAAA Vice-President 1974; NAAA President 1975, Agrinaut award 1981. James L. Maxwell’s list of achievements in agricultural aviation is long. In 1961 he was instrumental with working with the FAA for the attachment of seat belts and shoulder harnesses to the airframe of aircraft. In 1970 he introduced the agricultural aviation industry to the halls of Congress through the offices of Senators Eastland and Bowen. He received the NAAA Presidential Award in 1972 for this effort. In 1971 Maxwell convinced the then called National Aerial Applicators Association, they should align themselves more with agriculture resulting in the name change to National Agricultural Aviation Association. In 1972 Maxwell implemented relief of Sales Tax in Mississippi for out-of-state purchases of agricultural aircraft; 1973 he worked with the EPA on the development of issuing a Section 18; 1974 he B 36 | agairupdate.com

introduced Senator Robert Crook to all 50 states to correct inequities in Workmans Compensation regs. Maxwell served on the Advisory Committee for the Federal Energy Office in 1974, thus obtaining 100% of current needs of aviation fuel for ag aviation, before it was granted to agriculture. During his tenure as NAAA president in 1975, he moved the offices of the NAAA to Washington, DC. , while still serving Mississippi on its Advisory Committee for certification of aerial applicators. Also, during this time, Maxwell was appointed to the committee responsible for locating a site for the NAAHOF museum; eventually in 1981 serving on the Foundation Board of the Mississippi Agriculture and Forestry Museum and National Agricultural Aviation Museum. Maxwell was involved in an exchange agreement with the USSR and the USA in 1975 and 1976 simply named Item 6 Ag Aviation. In 1976 he received FAA’s Excellence of Performance Award. In 1977 Maxwell formed NAAA’s PAC and received MsAAA’s Distinguished Service Award. Mississippi AAA further recognized James Maxwell in 1982 with its E.O. Champion “Operator of the Year” Award and again in 1983 with its Cy Emery Award. Maxwell is noted and credited as a founder of the National Agricultural Aviation “Hall of Fame” and was responsible for the original financial aid for its formation. NAAHOF Inductees is a series of articles featuring the inductees to the National Agricultural Aviation Museum’s Hall of Fame. Although some of the information is limited, including in some cases unknown induction years, it is the best compilation available from The National Agricultural Aviation Museum, the NAAHOF Nominations Board of Directors, the NAA Museum Board of Directors and Mabry Anderson’s book, Low and Slow. Kimmel (Kay) Greenwood, MS; and Frank S. Kimmel III (Courtney) Greenwood, MS; along with 11 grandchildren and 21 great grandchildren. Dorothy was preceded in death by her parents Loyd Smith and Annie Mae Smith (McKnight) and one son Stephen Claude Spratlin. During her life, Dorothy was beloved by all who knew her and was respected by everyone who did business with her. She treated everyone with grace and respect and never met a stranger. One of Dorothy’s friends once said that when she died, they would need “one casket for her body and another one for her heart”. No truer words were ever spoken for a woman that loved her family, friends and customers all the days of her life. Dorothy graduated from Houlka High School in 1950 and played Basketball for 1 year at East Mississippi Jr. College. In summer of 1950 she finished in the top 10 of the Miss Hospitality pageant held in Biloxi Mississippi, which was a qualifying competition for the Miss America pageant. After living for a period of time in Georgia, she moved back to her hometown of Houlka, MS, and in 1966 married the late, F. Stewart Kimmel, Jr., and settled in Houston, MS. In 1972 she started Kimmel Aviation Underwriters to place insurance coverage for Agricultural Aircraft. In 1977 the family moved to Greenwood, MS where the business continues operating to this

day. The company was later incorporated in 1979 as Kimmel Aviation Insurance Agency, Inc. and grew to be known worldwide as the leader in Ag Aviation Insurance, in large part due to Dorothy’s work ethic, love of people, love of flying and the desire to “take care of” everyone she knew. During her 43 years in the industry, Dorothy served as president of the Women of the Mississippi Agricultural Aviation Association (MAAA) and President of the Women of the National Agricultural Aviation Association (NAAA). Over the years, Dorothy received numerous industry awards including but not limited to MAAA Outstanding Service Award, Lee Abide Award (MAAA), Arkansas Agricultural Aviation Association Distinguished Service Award, and the MAAA Honorary Lifetime Membership Award. In 2014 the Mississippi Ag Aviation Association renamed the Woman of the Year award to be known as the Dorothy Kimmel Woman of the Year award. Each recipient since 2014 has coveted the award as an honor and testament to her legacy of leadership. A visitation was be held on Tuesday April 6th at the North Greenwood Baptist Church from 5 pm to 7 pm in the Sanctuary. A private graveside service will be held at a later date in Verona, MS. Greenwood Delta Funeral Home is in charge of the arrangements. In lieu of flowers the family asks that memorials be made in honor of Dorothy Kimmel to one of the following organizations. Now is the right time to adopt FDM! Let’s face it, there are often endless reasons to forgo adopting new technology. In an industry where no two days are the same, the constant juggling required

while operating an aviation business makes it easy for some priorities, like updating or initiating safety management systems (SMS), to fall by the wayside. It’s easy to do when things seem to be working alright as they are. After all, installing new technology can be a lot of work, expensive, and time-consuming. The barriers keeping technology like flight data monitoring (FDM) from aviation are not new. Unless you’re a commercial airliner, justifying a high cost across an entire fleet is enough to keep an operator away from adopting something new – even if it would also drastically change the way they looked at their operations.

It’s easy for some priorities, like updating or initiating safety management systems (SMS), to fall by the wayside. From Black Boxes to Sensors FDM has gradually increased in use across aviation. It’s a natural progression from the black boxes of the past, which provided a way for aircraft operators to investigate accidents. As an investigative tool, though, it was often complex and technical. FDM of the past was a reactive approach to safety. Only after the black box was collected and the flight data downloaded could operators infer why an incident took place. Over the last 20 years, FDM, or Flight Operations Quality Assurance (FOQA) as it’s known in North America, has become the most highly regarded and potentially effective safety initiative to reach aviation in the last 20 years. The only problem was that the cost and complexity of FDM programs made it primarily accessible for top-tier airliners only. Analysis of FDM shows its potential to act as a tremendous anticipatory tool for investigating root causes and risks associated with human behavior. Instead of an ad-hoc approach to monitoring flights for safety purposes, FDM gave airliners a systematic approach to measure risk. The result? Commercial airliners continue to operate at the lowest rates of safety incidents in history.

The Risks are in the Data Despite advances in data-collecting technology, General Aviation has not yet had an entry point into the wealth of valuable insights that FDM can provide. While FDM is a critical component of SMS in airliners, it is not a requirement for on-demand charters and commuter ➤

flights, known as Part-135 certified flights. Increases in accidents across Part-135 aviation operators in recent years have caused the National Transportation Safety Board (NTSB) to include ‘Improve the Safety of Part-135 Aircraft Flight Operations’ in their Most Wanted List of Transportation Safety Improvements for 20192020. NTSB’s decision to recommend the adoption of SMS and FDM programs in aviation, came after a 2015 accident of a chartered business jet into an apartment complex while on the descent to a local airport. Their investigation found no SMS or FDM present – two safety components that NTSB believes would have prevented many of the incidents they have investigated over the last 20 years. In Engineering a Safer World: Systems Thinking to Applied Safety, Nancy G. Leveson notes that aircraft operators tend to move to a higher state of risk under various performance pressures until accidents become inevitable. In other words, although time passing creates an assumption that all is well, it doesn’t mean that the potential risk has changed. Risk only increases until a significant loss occurs. With 70% of Part-135 accidents attributed to human error, risks may show up in operational data - if operators routinely took notice. As Leveson mentions, there is nothing random about systematic factors that have not been corrected and have existed over time. The only problem is that the technology that records and relays this type of valuable information was not made with general aviation in mind. It was never accessible enough – until now.

Turning Flight Data into Visual Data When Spidertracks launched Virtual FDR™ (Flight Data Recording) in 2019, operators in general aviation had access to real-time aircraft tracking that logged every 15 seconds, and was transmitted every minute through a dedicated Iridium® satellite channel. At its essence, Insights is enhancing safety by turning flight data into visual data to reveal areas of improvement and areas that may require further training. PT6A-41 850 SHP Thrush. N2249U, has been completely rebuilt from the spinner to the end of the rudder. We put the fuselage in our jig and replaced all the tubing from the cockpit back and upgraded to the later stronger longeron sizes. We installed all the factory beef up kits to the forward fuselage. We rebuilt the wings and installed new spar caps, rebuilt the factory metal tail, made new fuselage side panels and installed with crosspoint s.s. fasteners, we painted the aircraft with high solids Alumigrip polyurethane paint, we replaced windows, we installed a dropped stainless spray system we installed a cool seat with new covers and a Hooker harness, We installed the Cascade front end conversion kit with the 14” longer mount, we installed the MVP50T glass panel in the new upper center instrument panel, we installed a new Dyna Nav Vektor Max GPS, we installed a new KAWAK throttle quadrant, it has a radio and Harbour air conditioning, it has vortex generators, 192 gallon fuel capacity with bottom loading, it has nav/strobe/ landing and taxi lights, and a 525 gal hopper. The engine is a King Air takeoff with approximately 4000 hours since P&W factory overhaul and 10 hours since hot section and test cell run. The High Performance 4 bladed Hartzell prop has 10 hours since new. The aircraft is fast, hauls a full hopper load, gets off the ground quickly, turns extremely well, and is a delight to fly.
