LEGISLATIVE REPORT Hello Concerned Motorcyclists, Since we received more replies and some additional information from COIR, we’ve updated our Voter’s Guide in the Spokesman this month. Please read it and see if the candidates in your Senate and House District are biker friendly. If you’re unsure which districts you’re in, go to www.votesmart.org and enter your address. Or contact me at stumpandval@ msn.com or 303-816-0909 if you have any questions about the Voter’s Guide. If you find a biker friendly candidate, the next step is to plan on working his/ her campaign to help him/her get elected.

I know D-17 had HD-22 Democratic Candidate Mary Parker attend their district meeting last month. Has any other district had candidates attend their meetings or are planning to this month? Please inform me in advance if possible, so maybe I can attend. It’s a great way to find out more about a candidate and where they stand on other issues as well. The only other State-wide legislative news I have is: I heard from a reliable source that a mandatory helmet bill might be introduced next year. I won’t mention anything further on the subject, but you can see now how important it is to work campaigns and get biker-friendly legislators elected.

It’s not enough to just contact them once and think “I did my part”. It’s better to remind them every month or two and ask for a response as to if they’re going to support these bills or why not if they don’t. Usually you just get some lame response like, “I appreciate your concern and I’m always looking out for the betterment of my constituents”. Keep asking “why not” if they don’t want to support it.

Also, in a weekly update from the MRF, it was reported that Congress is planning an unprecedented event this year – adjourning early. Target adjournment date is Sept. 23rd. I guess they need to get home to campaign for this very important election year. So make sure you get out and vote. If you’re not an MRF member and don’t receive their alerts and weekly updates, (and I don’t know why you wouldn’t be) you can go to their website, www.MRF.org, and check the latest info by clicking alerts on the left side of the home page. Stump

On the National level, here are the latest co-sponsor figures for motorcycle related bills: Motorcycle Only Checkpoint Bills – HR 1861 has 51 col-sponsors and S.2078 has 4; Black Box Privacy Bills – HR 2414 has 19 co-sponsors and S.1925 has 24; E-15 Fuel Bills – HR 875 (viability study) has 24 co-sponsors, HR 1462 (all out ban) has 82 co-sponsors, and S.344 only has 5. Most of these bills don’t have any co-sponsors from Colorado. It’s important to keep reminding your U.S. Legislators about your concerns on these bills.

ABATE provides the highest quality rider safety training in Colorado. You pay for a full class so we give you a full class. We have training sites in the Denver Metro area, Colorado Springs, Pueblo and Fort Collins. Our mobile training program currently includes Morgan, Logan, Summit and Garfield Counties. We are the only not-for-profit training company and have been training in Colorado since 1990. We are certified to train and test both two and three wheel vehicles. Our educational mission is further met through programs such as “Operation Save A Life” which delivers “share the road” presentations to other organizations and businesses throughout the state. ABATE contracts with only the finest instructors in the State. Our instructors are certified to teach by the Motorcycle Safety Foundation and by the Colorado Department of Transportation. GENERAL INFORMATION

Courses for the beginning rider as well as the experienced rider are available. Helmets, full-finger gloves, long sleeved shirt, long pants, eye protection as well as leather over- the-ankle boots are required for all riding sessions. Half or “shorty” helmets are not recommended as they may put the user at unnecessary additional risk. Helmets are available for student use. Pre-registration and pre-payment are required (cash, check, money order, MC/V/D/AmEx). With less than 48 hours notice your tuition is NOT refundable or transferable to another date. BEGINNING RIDER COURSE Motorcycle Safety Foundation (MSF) Basic RiderCourse (BRC). Cost is $215.00 INTERMEDIATE COURSES MSF BRC2 (formerly the ERC). Cost is $130. Discounts may be available for organizations that pay for 12 people at once. • Testing for the Colorado motorcycle endorsement and loaner bikes are available for an additional fee. BRC2TEST cost is $140.00 ADVANCED RIDER COURSES MSF Advanced Rider Course (ARC). Cost is $155.00 Motorcycle Skills Training (MST). Cost is $250.00 Mountain Highway Style Riding. Our newest course is set to roll out later this year – cost TBA THREE WHEEL COURSES Evergreen Safety Council Sidecar/Trike Education Program (S/TEP). FACTS

NOT FICTION!

Many times it seems, there are all kinds of “statistics” out there concerning motorcycle accidents, who is a fault, how helmets are the be all end all, and how helmets, not education will make “all” the difference in a crash. There is a great article in the September/October issue of the MRF Reports that discusses the facts. Getting information from each state can be difficult at best but this gives the factual information from Idaho for 2009-2013.

One common belief concerning motorcycle riders is: “The biggest danger is car drivers.” Idaho’s statistics show that RIDER ERROR accounted for 67% of the crashes with 41% running off the road in a corner and 33% involve drug or alcohol use. Only 21% were caused by another vehicle taking the right of way from the rider. Another belief is that: “The kids on sport bikes are the ones who get into crashes.” The numbers show that 14% of the fatal crashes were sport bikes and 30% were under 40 years old. 75% were cruisers or touring bikes and 70% were over 40! Then they looked at helmet use. The general common belief is: “It’s only riders who don’t wear helmets that die in crashes.” Actual numbers in this article showed 55 of 127 fatalities wore helmets so helmeted riders DO die in motorcycle crashes. Rider education is one of the major keys in helping to prevent crashes. When Idaho looked at statewide crashes in the 1996 – 2010 time frame, 84% DID NOT have a training class.

Their numbers show that their STAR training was associated with a 79% reduction in crash risk and an 89% reduction in risk of being in a fatal crash. What does this mean for you and me? Rider education does make a difference and helps to reduce crash risk and therefore death risk. Taking a basic ride course or one of ABATE of Colorado’s Advanced or Intermediate rider courses will help you tune up your skills and be safer on the road. Hey Everyone! There hasn’t been any progress on the ethanol, black box, or mc only checkpoints bills in Washington D.C. Most of the state legislatures are also out of session so not much to report on that fronts either. Nevada, being the exception, has proposed a bill for mandatory training for anyone under 25 who wants to get a motorcycle license. The MEETING OF THE MINDS was held in Kansas City, MO. at the end of September so I should have much more to report next month. One of my objectives was to get with the western states reps to devise some kind of plan for a western regional meeting, much like Heartland S.T.E.A.M. or The MidSouth M.I.L.E. There are currently no plans by the MRF to have another Best Of The West so this event would take its place. I’ll let you know how that turns out, also. Another item that I wanted to find out more about is called “ Vision Zero”. This is a concept that could have drastic effects on anyone who rides. And there is still time to get some miles on the beast. There have been a lot of events for the month of Sept. and I hope you all got to go to one of them. I know that 2 of our members will be having fun in Kansas City, Missouri for the Meeting of the Minds, Thank you Mark and Donnie Kalb for attending this great Conference. D1 Sept. meeting was very good and I want to thank AJ’s corner Tavern for hosting our meeting. The big subject was Officers for 2015 and here are the nominees: District Representative David Cawley, Rod Dunker for Assistant Dist. We held nominations for District Officers at our last meeting. The following people were nominated: Gary Meier - District Rep., Frank Stebbins - Asst. District Rep. from Buena Vista, Matt Boeve - Asst. Dist. Rep. from Leadville, Dee Strelow - Treasurer, Ashley Blossom - Secretary, Scott Blossom – Sargent of Arms and Don Mullholland – Legislative Affairs Officer. Elections will be held at the November meeting; remember that you must be present at the meeting to vote. Our ride-In in Salida was better attended than the previous month; I believe that this was due in part to a new location. Our Fall Color Run was a success. We didn’t have a large number of participants from D-11, but we met up with a similar sized group from D-14 in Frisco. We did have an excellent day to ride, good fall colors and the opportunity to get to know a new group of riders. We’re doing trash pick-up along a section of highway 285 in the Chub Park area at 10:00 on Sunday Octobers 5th. We’re also planning a Halloween poker walk in Salida, but have not yet set a date as we’re trying to coordinate with the haunted house that the VFW in Johnson Village is putting on.

I then gave a brief summary of the August MOST Advisory Board Meeting. We also voted to continue our sustaining membership with the Motorcycle Riders Foundation.
