from the state coordinator I can’t believe it is September and football season already. We have had a busy summer. I would like to thank everyone that came out in August to help with the house. You don’t know how much you are appreciated!! We will be back out there on September 6th and 7th to finish up. We will be out of current office by September 30th. Officer nominations need to be in at the September Board meeting. All positions to include names for appointment of the Executive Board (Treasurer, Recording Secretary, Legislative, Assistant State Coordinator and State Coordinator). These positions are appointed by the Board of Directors but we still want members input. Voting for your Officers will be at your November meeting. Voting by proxy can be done with an email or hand written letter to your current District Rep. Speaking of voting, please see out voter’s guide in the center of the Spoke. Get some of these candidates to your meetings! They all said they would come to meet with us. As most of you know this has been a challenging year and next year promises to be just as challenging. We have lost some of our training ranges and gained some. Training numbers are down, just as membership is down. I don’t know if it is just the general atmosphere or what is going on. We have cut expenses every way we can. Once again we will be discussing the Spokesman at this month’s Board meeting. We may not have any other choice but to do a bi-monthly publication for a while. This is just not ABATE of Colorado, it is happening all over the country. I think times will get tougher before we see any changes. Rider education in the state is changing as well. Things are going to get much tighter moving forward. I had a suggestion from a member concerning revisiting our Mission Statement. ABATE of Oregon has included the word “liberty” in their Mission Statement, maybe that would appeal to more people? Please discuss this at your meetings and give us your thoughts.

ABATE of Oregon promotes motorcycle awareness, education, safety and liberty through community involvement and legislative action.

Ours would read something like this: ABATE of Colorado exists to preserve freedom of the road, to unite motorcyclists, to promote fair legislation, safety, rider education, and “liberty” and to provide a network for communication on issues affecting motorcyclists. This of course takes a majority vote of the membership to change it. Just something we should think about. We will also be discussing State events for 2015. We need to have committees in order to hold these events, if we don’t have committees, we can’t do the events. Nominations for Volunteer of the Year and Jim Bishop Award will be voted on at our November meeting. It is not too early to get those in. Please see the web site for the qualifications and procedure. We also need ALL District events turned in in November to be in the calendars for next year.

ABATE provides the highest quality rider safety training in Colorado. You pay for a full class so we give you a full class. We have training sites in the Denver Metro area, Colorado Springs, Pueblo and Fort Collins. Our mobile training program currently includes Morgan, Logan, Summit and Garfield Counties. We are the only not-for-profit training company and have been training in Colorado since 1990. We are certified to train and test both two and three wheel vehicles. Our educational mission is further met through programs such as “Operation Save A Life” which delivers “share the road” presentations to other organizations and businesses throughout the state. ABATE contracts with only the finest instructors in the State. Our instructors are certified to teach by the Motorcycle Safety Foundation and by the Colorado Department of Transportation. GENERAL INFORMATION

Courses for the beginning rider as well as the experienced rider are available. Helmets, full-finger gloves, long sleeved shirt, long pants, eye protection as well as leather over- the-ankle boots are required for all riding sessions. Half or “shorty” helmets are not recommended as they may put the user at unnecessary additional risk. Helmets are available for student use. Pre-registration and pre-payment are required (cash, check, money order, MC/V/D/AmEx). With less than 48 hours notice your tuition is NOT refundable or transferable to another date. BEGINNING RIDER COURSE Motorcycle Safety Foundation (MSF) Basic RiderCourse (BRC). Cost is $215.00 INTERMEDIATE COURSES MSF BRC2 (formerly the ERC). Cost is $130. Discounts may be available for organizations that pay for 12 people at once. • Testing for the Colorado motorcycle endorsement and loaner bikes are available for an additional fee. BRC2TEST cost is $140.00 ADVANCED RIDER COURSES MSF Advanced Rider Course (ARC). Cost is $155.00 Motorcycle Skills Training (MST). Cost is $250.00 Mountain Highway Style Riding. Our newest course is set to roll out later this year – cost TBA THREE WHEEL COURSES Evergreen Safety Council Sidecar/Trike Education Program (S/TEP). Cost for the novice course is $215.00; license testing for the three-wheel motorcycle license endorsement is included. “Freedom Isn’t Free!!”

WE ARE ABATE OF COLORADO! ABATE: A Brotherhood Active Toward Education This is one version of the acronym of ABATE organizations across the country and one that we in Colorado believe in as we work to preserve our freedoms as motorcyclists. Without “we”, ABATE would not exist in Colorado. We run this organization through our local districts, our Board consisting of our District reps and State officers and the authority the Board gives our State Coordinator, Terry Howard. We, the members that make up ABATE of Colorado, need to make sure that our organization remains true to the mission and ideals of a motorcycle rights organization.

Mission Statement ABATE of Colorado exists to preserve freedom of the road, to unite motorcyclists, to promote fair legislation, safety, and rider education and to provide a network for communication on issues affecting motorcyclists. ABATE (A Brotherhood Active Towards Education) of Colorado is a non-profit motorcyclists’ rights organization dedicated to preserving individual freedom and promoting safety. We focus on both motorcycle education and representative legislation. We encourage proper safety gear when riding, however we believe in the freedom of choice. We operate the largest rider training program in Colorado, as well as offer a motorist awareness program. ABATE of Colorado invites you to research our organization and make an informed decision about joining the battle to protect your rights as a motorcyclist. We are dedicated to: • Fostering brotherhood and unity among it members. • Promoting motorcycle safety and education for both riders and the public. • Monitoring the government on all levels regarding issues affecting motorcyclists. • Improving driver awareness in an effort to make the roads safer for motorcyclists. • Reporting the facts about issues concerning motorcyclists and counter any biased news reporting concerning motorcyclists. • Presenting and reporting a positive public image of motorcycling in Colorado and the nation, and Discouraging motorcycle theft.

As we plan events, fundraisers and other things at the District and State levels, our focus needs to be on the mission of ABATE. Considering we are our own best charity, our undertakings need to reflect that mission. Anything we do needs to boost ABATE of Colorado by effective budgeting and events operation to provide the maximum support each District can give to our State office operations. This is what keeps ABATE running and able to accomplish what we have set out to do. While we want events to be fun and attract as many participants as possible, care needs to be taken to not “bust the bank” in the process. As times and people’s interests change, we need to be able to make adjustments in what and how we do things. ABATE State events are the responsibility of all of us as members. To help our State events be successful, we need people to plan and run them effectively. This means that each event needs a chairperson and committee members. As we discussed at the May State Board meeting, ABATE needs you as members to volunteer to fill these positions. This will be discussed at the September meeting in Frisco and will be finalized at the November meeting. Please consider what you will be able to do either as a committee chair or a committee member and let your District Rep know. Events that need committees: Jan/Feb – Denver swap meet April – Motorcycle Expo May/June – Coffee Run May/June – Randy Run Sept –Denver swap fall meet Dec – Last Brass Monkey Run We also have elections coming up for District officers as well as Regional coordinators so consider what you would like to do to help ABATE with your knowledge, expertise and enthusiasm. Legislative Activities in August and WHAT YOU CAN DO IN SEPTEMBER

Hello Concerned Motorcyclists, The most important legislative information this month is presented in the Voter’s Guide, but I do have a few updates to pass along also. On the National level: Motorcycle Only Checkpoint Bills – HR 1861 has 51 col-sponsors and S.2078 has 4; Black Box Privacy Bills – HR 2414 has 17 co-sponsors and S.1925 has 24; E-15 Fuel Bills – HR 875 (viability study) has 24 co-sponsors, HR 1462 all out ban) has 79 cosponsors, and S.344 only has 5. It’s important to keep reminding your U.S. Legislators about your concerns on these bills. It’s not enough to just contact them once and think “I did my part”. It’s better to remind them every month or two and ask for a response as to if they’re going to support these bills or why not if they don’t. Usually you just get some lame response like, “I appreciate your concern and I’m always looking out for the betterment of my constituents”. Keep asking “why not” if they don’t want to support it.

Please read the Voter’s Guide and see if the candidates in your Senate and House District are biker friendly. If you’re unsure which districts you’re in, go to www.votesmart.org and enter your address. Or contact me at stumpandval@msn.com or 303816-0909 if you have any questions about the Voter’s Guide. If you find a biker friendly candidate, the next step is to plan on working his/her campaign to help him/her get elected. More on that through LegTeam updates in the coming weeks. As some of you know, our U.S. Legislators are back in their home states in August, most holding Town Hall Meetings. (Sorry I didn’t mention this in the July Spokesman). I attended a one such meeting last week with Rep. Polis. It was well attended with most people wanting to discuss Fracking, Obamacare, Immigration, Education, and International Relations. I didn’t feel it appropriate to take up everyone’s time with motorcycle concerns (I looked around the room and didn’t see anyone who might even own a motorcycle) so I waited till after the meeting and talked to Rep. Polis’s Executive Aide about HR 1861, HR 2414, HR 875, & HR 1462. I did receive an e-mail reply that he will be looking into these bills. So you know, I’ve got to follow up with an e-mail asking if he’s going to co-sponsor these bills or “why not”! Of course we would have more of an impact if every ABATE member who’s a constituent of Rep. Polis would send him an e-mail asking him the same question (every month!). www.abateofcolo.org

Hey Everyone,

Congress is currently on break so they can’t screw anything up. This also means that they can’t take any action on the motorcycle-only checkpoint bills, black box bills, or ethanol bills. We all still need to contact our federal legislators and ask them to sign on to these bills. We do have a few things going on at state levels so here goes: In Illinois, Chicago is considering a bill to force self-serve gas stations to install E-15 pumps. Illinois is also contemplating adding a third class of licenses. They currently have 2--a license for 150cc and less, one for bigger bikes. The new license class would be for 600cc and above, and you would have to test on that bike to get a license. One of the problems they’re having is training. Would their state-run training facilities have to buy a boatload of bigger bikes for new riders to train on, since most training facilities have 200 to 250 cc bikes? We’ll let them figure it out. I’m not too sure of other states (although I’ll try to find out), but Utah has 4 classes and licenses, depending on what you want to ride. In California, a single complaint from a Sacramento man has forced CHP and other state agencies to remove info on their websites that was intended to help motorcyclists safely execute the allowed lane-splitting maneuver. MC activists had worked for 3 years to get the guidelines posted so riders new what was allowed and what wasn’t. Lane splitting is still legal, there’s now just no place you can go to find out what is legal and what isn’t---until CHP stops you and tells you. In Nevada a bill is in the works for mandatory riders Ed for new riders under 25 years old. If you recall, a couple months ago we had an idiot in Colo. Springs that was setting spike strips and trip wires on some off-road trails, endangering a whole host of people that use the trails. Either the idiot has moved or there is now a copycat doing the same thing in Happy Jack, AZ. As we rolled on up past Newcastle, Wyoming and headed into SO. DAK., we saw a sign that said DRUG CHECKPOINT AHEAD. About a 1/2 mile later there was an officer with a drug dog walking the ditch to see if anybody had pitched their drugs, and another mile up the road was about 12 to 15 cops stopping people. (Maybe kinda like Alice’s Restaurant----everybody wanted to get in the newspaper about it--they might’ve even had the 27 8x10 glossy photos!!!!) I’m going to find out from our SO. DAK. Reps what this was all about. It was the first one I had ever seen. There was supposed to be a booth at the Buffalo Chip by the Renewable Fuels Association touting the cost saving, economic, and national security (?) benefits of ethanol.

They also had fuel HAPPY HOURS where they gave away free tanks of E10 93 octane fuel. I saw some signs about their booth but couldn’t find them. Really wanted to have a discussion with them. The MRF’s MEETING OF THE MINDS will be held in Kansas City, MO. on Sept 25 to 28.That’s just a short putt from here (unless you go through Minnesota, Wisconsin, and maybe Canada like I’m gonna) so come on and join us. This Voter’s Guide was compiled by replies to ABATE’s Legislative Questionnaire and/or other correspondence/ relationships with candidates. The “I” after the candidate’s name indicates they are the incumbent (currently in office). The candidates were asked 10 questions. Each question carries 10% of their overall score. For example: 9 answers were supportive of motorcycling and 1 was not. This candidate would receive a 90% score. 7 answers supportive and 3 not would result in a 70% score. If you are unsure as to which Congressional, State Senate or State House district you live in, call your County Clerk. Please remember to get out and vote in November, and encourage your friends and family to do the same.

Hello D1 Wow, where has the summer gone? In a blink of an eye it’s almost over, but there is time to get some riding done, so I hope you’re all getting those last remaining weekends that we still have. In August, D1 had its Rally on the Plains and it turned out to be the best Rally we’ve ever had! It was a record breaker! I still don’t have all the figures in, but I will have all the information next month. I would like to thank everyone who helped out with this Great event. THANK YOU. The first district 2 meeting is in the books. We want to thank everyone that attended the meeting and sent support if they could not. I want to welcome new members Will Lopez, Mike Machen, Amber Dore and Robert Petersen. We also wish to thank 5th Gear for providing the use of their facility to hold our monthly meetings. It’s always a treat to sit down with people of like mind and share in the passion they have for riding and their community. There are many aspects to ABATE and we have found that if you really talk to someone there is an aspect that fits anyone’s passion. The D-2 officers enjoyed the short ride down to attend the D-7 meeting. We are very grateful to D-7 for inviting us to sit in on their monthly meeting.

We plan to attend the D-7 bike rodeo on Friday the 15th of August we look forward to the camaraderie and the sprit of brotherhood and hopefully win a few rodeo events and take a few awards back home to D-2. The Cripple Creek Rally is in a few days and I find myself very excited to get the word out that District Two is back and looking to be more active than ever. We send our gratitude out to all of the ABATE districts putting on events and doing what they can to support what we all believe in. We will attend as many events as possible.

What’s Happened to ABATE? I just returned from our Annual District Campout; as with all of the other events that we have had this year member participation was lackluster with only myself and two other members at our group campsite. During the time that I have been a member I have watched participation at all of our functions steadily decrease. I thought that part of the problem was that during these tough economic

times we always had our hand out trying to raise money. Since becoming District Rep, we have had a series of free events; however, participation has still been almost non-existent. I know that everyone’s lives are busy and that summers are particularly filled with activities. However, ABATE is supposed to be a brotherhood. How can we be a brotherhood when we hardly know and seldom interact with the other members of our district. If we want ABATE to continue we have got to put time and effort into it; simply paying your dues is not enough. I believe that the organization does important work for us, and all motorcyclists, and needs to be saved. However, it is going to take participation by our members if that is to be the outcome.

We will also have a Ride In on Saturday, September 13th at Wallbangers in Salida with our final Ride In for this season is taking place on September 27th at the Pastime in Leadville. I hope that you’ll be able to join us at one or all of these events.

What’s on the agenda?

We had a soggy trip back from Sturgis. By the time you read this D1’s Rally On The Plains will be over and hopefully the weather was dry. The state office should be either ready to move into the new digs, or is already in. Since we have a state board meeting on Sept.20 in Frisco, we are asking for help that weekend to man a booth at the Colorado Motorcycle Expo in the Hall Of Education at the Coliseum. Supposedly this will be a showcase for new bikes, new equipment, and new/newer riders so it won’t take much effort to hand out flyers for ABATE’S Rider Decoma on down and lend a hand, and thanks--ahead of time. Our next meeting will be on Sept.9 so join us at Pepperjack’s at I-25 & why 52.See you at the meeting.

Nominations for District Officers will be taken at our next regular meeting; 7:00 p.m. Monday, September 8th at the VFW in Johnson Village. We’re planning a Fall Color Run for Sunday, September 14th. We’ll be meeting at 10:00 at the VFW in Johnson Village; in case of bad weather the event will automatically take place the following Sunday. Our Annual Highway Clean-up Day will be October 5th. In addition our Ride Ins will continue through September, our next gathering will be Saturday, August 23rd at the Pastime in Leadville.

We then talked about moving the State Office and the work involved. By the time you read this, hopefully most of the repairs have been made and all that’s left is minor repairs and the actual transport of office furniture, equipment and supplies. So if you can spare some time to help with this move, please call the State Office and let them know when you’re available (303-789-3264). I then gave a summary of the July SBOD Meeting.

Thanks to all who attended and participated in our D-16 August meeting. For those of you who missed it, here is a brief summary of what we discussed. For the Legislative Report, Wiley mentioned the MRF Alert about a safety community in Washington D.C. (The Center for Auto Safety, Highway Loss Data Institute, the Advocates for Highway and Auto Safety and the Governors Highway Safety Association to name a few) that is trying to destroy motorcycling as we know it with lies and half truths. They try to alarm the general public with misinformation or partial information. They claim that motorcyclist fatalities have been on the rise from 2005 to 2011, (4,576 to 4,612) and that is true. However, bike sales and registration numbers are up and that tells a very different story. If you take into account the increase in motorcycle registration, the percentage has gone down almost 30% (2005: 6,227,146 reg.; 4576 fatalities = 73.48% / 100,000 reg.! 2011: 8,437,502 reg.; 4612 fatalities = 54.66% / 100,000 reg. !!!) I then gave an update on the

Lastly I mentioned upcoming ABATE runs & events. Next D-16 meeting is Sunday, 9/14, 9:00 am at the Bear Creek Restaurant. Remember, this is a membership based organization and it works best when members participate. Come to the meetings, attend ABATE events, give us your input on how to make this a better SMRO. Also for your own safety, take that advanced Rider Course you’ve been putting off for so long. Sometimes you don’t know what you don’t know. Can you ever be too safe? Hey D-17! We had a good meeting in July. It sounds like the Dart Run is coming together nicely and the Shack is onboard to support us. It is really great to have a partner in this endeavor. Don, we all thank you for being the one who put this run together. You do a great job and we really appreciate it. I want to thank Stump for stepping up and taking on the legislative position at the state level. I know he can be a little longwinded, but these subjects are very complex. Speaking of political involvement, I would hope we are all moving in that direction. Whether it is just being more aware of who are the candidates and what they stand for, or greater participation by working a campaign. I know it may seem overwhelming at first; it certainly is to me. I also know that the people and organizations that believe motorcycling is inherently dangerous or bad for the environment are growing in numbers and in power. Their political power is becoming greater because their recruiting efforts have increased. Whether on-road or off-road, motorcyclists are losing ground. It may be restricting motorcycles from certain streets, insurance discrimination or motorcycle only checkpoints. We collectively are being singled-out. So please, do all you can to support our right to ride. We really do need all of us. Hopefully we still have a couple of months of good riding weather.
