FROM THE STATE COORDINATOR “America will never be destroyed from the outside. If we falter and lose our freedoms, it will be because we destroyed ourselves.” Abraham Lincoln

Happy 4th of July to Everyone! By the time you read this, the primaries will be over. Now that we know who the candidates are, we need to research what they stand for and believe in. Stump has put together some questions for the candidates. We will be mailing them to each candidate so we can develop a voter’s guide to be published prior to the election. This is an important election for Colorado! We need to get these candidates to our District meetings and help work their campaigns if they support ABATE’s mission. Let’s don’t falter and lose our freedoms! The elected officials for 2015 will guide the course for the coming years in Colorado. ABATE needs to have more supporters down at the Capital in 2015. We hosted Best of the West in Frisco this last month. Thank you to all the ABATE members that donated their time, funds and energy to help make this a successful event. We could not have done it without you. A big thank you Representative Saine, for attending as our key speaker. This was the last Regional Conference for the MRF. We had great weather and a great location, no better riding than in our mountains!! Classes are going well. We have obtained a range in Rifle, CO and will start training this month. Don Gunn will have the new Colorado Mountain Highway Riding curriculum starting this summer as well. This is a great class to hone your skills in cornering and braking. Check out the web site for the dates of these classes. We

have patches in with the new logo. The cost is $5 per patch. If you want a new patch please email us or let your District Rep know that you want one. We also have the “gremlin” bells in. They are selling for $12 each.

THANK YOU!!!

Larry Montgomery District 10 Rep. He has graciously offered us a home for ABATE. Please see the flyer in the Spoke. We need your help, labor, supplies, and cash donations. Your Reps will be discussing this event at your meetings. We will need help moving once the building is completed. Call the office if you can help us out. Please check out the events ABATE has going on this month. ABATE needs your support. That’s all I have for this month. Happy Independence Day! Ride safe!!! Terry Howard www.abateofcolo.org

Primaries Are Over – Which

Candidates Are Biker Friendly??? Hello Concerned Motorcyclists,

June has turned out to be a busy month for me, even though the Colorado General Assembly is over for 2014. Interim committees are still meeting and I attended one last week. I received a call from the Chairman of the interim Joint Transportation Legislative Review Committee (TLRC) asking me to be part of a panel on distracted driving. I testified about some bills that other states have passed on distracted driving and how motorcyclists are really concerned about it, but the TLRC wanted to know “statistics”. Did any of these bills have a significant impact on reducing accidents and fatalities? I didn’t have that information. One of the other panel members (the Colorado State Patrol Spokesman) had some figures for Colorado, but he explained the current law on texting while driving is difficult to enforce and it’s only a $50 fine. When an accident occurs, even if the person who caused it was texting, a “stiffer” citation (such as careless or reckless driving) is usually written. So the statistics on the number of accidents caused by texting while driving is difficult to determine. According to the Insurance Institute for Highway Safety and the State Highway Safety Office: •

12 states prohibit all drivers from using hand-held cell phones while driving.

43 states ban texting while driving.

• No states ban all cell phone use for all drivers, but 37 states ban cell phone use for novices (the definition of a novice driver varies from state to state, but mostly its drivers under 18 years of age). Currently, Colorado bans texting while driving and no cell phone use for drivers under 18. The TLRC was gathering information for a possible bill in 2015. I hope everyone voted in their primary election last month. There were only 3 CO Senate District races (all Republican) and 16 CO House District races (11 Republican and 5 Democrat). So chances are you didn’t have a choice of candidates for the CO 6 www.abateofcolo.org

Senate & House Districts, but there were other important races on the ballot, so it is important to vote in the primaries. I tried to get a questionnaire to the 38 primary candidates, but only found 20 e-mail addresses, and only 3 of them replied. The Steering Committee came up with a better strategy for the questionnaire for the General Election in November, so I hope to have more questionnaires returned and formulate a more comprehensive Voter’s Guide. The Voter’s Guide will be published in the September Spokesman. I’ll also try to get some additional information about “Hot” races out to the LegTeam as it becomes available. So why do we need all this information? Can’t we just see the commercials on TV and decide who to vote for? Yeah, right!!! How truthful do you think those commercials are? (It must be true, I saw it on TV!!!). Then again, how truthful are the responses we get from our questionnaires? Once I get the questionnaires returned and the results tallied up, which I hope will be by August 15th, it’s our time for action. Some of the biker friendly candidates might need a lot of help with their campaigns. Everyone should already be planning to volunteer to help a candidate get elected. There are plenty of things you can easily do: walking districts; help with mailings; phone banking; yard signs; helping with fund-raisers. You don’t even have to be a constituent of that candidate. Working campaigns is the best way to get a candidate to remember you and ABATE. It really isn’t that difficult and you can determine how much time you have to devote to helping out. They highly appreciate any volunteer work you can do and if they get elected, they’ll surely remember you down at the Capitol.

The Colorado Spokesman

ABATE of Colorado - www.abateofcolo.org

If anyone needs more information on working campaigns, I’ll gladly come to a district meeting for a brief presentation or I can even e-mail you some information. Let me know. This election is going to be very important and it could be very beneficial for the bikers of Colorado to get some “friendlies” elected this year (especially if we need some help with a MOST Bill or possibly even a mandatory helmet bill). On the National level, June also brought the MRF’s Best of the West to Colorado. I won’t go into all the details, but suffice it to say Jeff Hennie, VicePresident of Government Relations and Public Affairs, gave his usual excellent update on the National issues. There hasn’t been a great deal of co-sponsors signing on to motorcycle related bills lately, so it’s time to remind our Colorado Legislators that we’re still out here. I actually read an interview from a U.S. Senator saying it’s important to keep reminding your Legislators about bills you are concerned about. I plan to send

Issue # 07-14

July 2014

e-mails every month from now on. I use to think, “I expressed my concern 6 months ago when this bill was introduced, so I’m done with that,” but after reading that Senator’s interview, I’m changing my strategy. Here are some bills you can write your Legislators about: (HR are house bills – write you Representative; S are Senate bills – write both CO Senators) • HR 875 – E-15 Fuel Bill • HR 1861 – Motorcycle Only Checkpoints • HR 2414 – Black Box Privacy Protection Act • S 1925 – Driver Privacy Act (Black Box): Senator Bennet has already signed onto this • S 2078 – Stop Motorcycle Checkpoint Funding Act If you need any type of help sending e-mails to you Legislators, please don’t hesitate to contact me.

NORTHEAST REGIONAL REPORT State Representative Lori Saine Addresses the Motorcycle Rider’s Foundation Best of the West Regional Conference What did 100 motorcyclists from Colorado and across America have in common on June 6th and 7th, 2014? They were all attendees at the MRF (Motorcycle Rider’s Foundation) Best of the West regional conference in Frisco, CO. The conference, one of three that the MRF puts on each year was hosted by ABATE of Colorado and was held at the Holiday Inn conference center in Frisco. MRF members from 24 states, some attending from Washington State on the west to Washington, DC on the east, attended to hear presentations about motorcycle issues including the status of motorcycle only checkpoints, noise issues, intelligent transportation systems and rider responsibility among others. The keynote speaker for the Saturday night banquet was State Representative from House District 63, Lori Saine of Firestone, CO. Representative Saine spoke to the group about the government’s role in our lives, what we as individuals can do to preserve our rights and freedoms and the importance of being involved in the political process as citizens of this state and great country. Representative Saine has been serving in the Colorado State Legislature since 2012 when she was overwhelmingly chosen as the Republican nominee for House District 63 in 2012 and in 2014. Lori Saine was one of the conservative champions in the legislature, earning an A+ rating on the The Principles Of Liberty Scorecard on the main planks of the Republican Party platform and has earned the coveted House Champion award from the Colorado Union of Taxpayers for defending the taxpayers of House District 63. The Motorcycle Riders Foundation (MRF), incorporated in 1987, is a membership-based national motorcyclists’ rights organization headquartered in Washington, D.C. The MRF monitors and when necessary, sways federal legislation and regulatory action that pertains to street riders.

The MRF concerns itself with what is going on in the arena of motorcycling safety education, training, licensing, and public awareness. The MRF provides members and state motorcyclists’ rights organizations with direction and information to protect motorcyclists’ rights and motorcycling. The MRF sponsors annual regional and national educational seminars for motorcyclists’ rights activists and publishes a bi-monthly newsletter, The MRF Reports. The MRF website is: www. mrf.org and the office in Washington, DC can be reached at: 202-546-0983. Jeff Hennie is the Vice President of Government relations and Public Affairs for the MRF and is a very effective voice for motorcyclists in Washington DC. ABATE of Colorado, a Colorado motorcycle rights organization, was the primary sponsor for this year’s Best of the West. ABATE members from all over Colorado provided assistance with the hospitality room, registration, parking lot security and food and beverages. Varying ABATE Districts provided the necessary help and funds to put on this year’s conference. ABATE of CO, District One, had 18 members attending the conference from Northeast Colorado with other members from the Front Range of Colorado to Pueblo and the mountains also attending and helping at the conference. ABATE which stands for “A Brotherhood Active Towards Education”, is a non-profit, educational, charitable and safety oriented motorcycle rights organization. ABATE, District One and other areas will continue to promote rider education as well as member and public education to make the roads safer for those riding motorcycles as well as for motorists in general. Protecting the rights of those who ride motorcycles is an ongoing and important mission of ABATE of Colorado as is the Rider Education classes that are being offered June through August at Morgan Community College in Ft. Morgan and at the airport in Sterling, CO. Those wishing to enroll in a class can contact the ABATE office at 303-789-3264 or going to the website at www.abateofcolo.org. Greetings to all who read this: We had our meeting Thursday

evening June 12 at Mickey’s, 70th & Broadway (7:30 meeting time- earlier for good grub) and exchanged information, enjoyed discussion of various activities and decided we will do this again on July 10, 2014. Same bat time, same bat location... Shure would like to see some of you join in with us, especially for the information exchange. Now, just what type of activity would those of you who read this like to see in the future that you would join in with us at? A cookout? A Party? A swap meet in a parking lot or? A long day ride? A short day ride? A 4, 5, 6 or even 7 Pass Ride? Of course, judging by the activity level, many of you must be too busy. Still, we plod along here in District 5, in an effort to stay on top of things affecting the Motorcyclist Rights that we have seen being trimmed from what they use to be. Who knows, there may be a day coming that with all the lack of action on our part, maybe it won’t be our heads in a helmet, it will be our butts on a bus instead. Are you ready for that? Still, enjoy the roads while we can, AND be careful when yer out playing in traffic... Best wishes, yer D-5 Rep, Pastor Gary

These two events will continue throughout the summer 2nd Saturday of the month we’ll be in Salida at Wallbangers and the fourth Saturday we’ll be in Leadville at the Pastime, everything starts at 2:00 and lasts until everyone goes home. I hope that you’ll bring your friends and join us. We’ve got a Poker Run planned for July 19th; first stop is 10:00 A.M. in Buena Vista at the Branding Iron, 710 Highway 24 North. *Note – Leadville area folks meet at the Manhatten at 9:00 A.M. if you’re interested in a group ride to the starting point. At our last meeting it was pointed out that all of our events are scheduled on Saturdays; it was suggested that we should have events on Sunday as well since many folks have to work on Saturday. So, watch for up-coming Sunday events. We also discussed having some evening rides. I’ll let you know details as we get these events put together. You can all help me keep you informed by making sure that we have your correct e-mail address on file. Hey D13, Short and sweet (not me,although I’ve got the short part down). When it comes to meetings is almost always a good thing. June’s meeting lasted only 45 minutes and we still discussed quite a few things. A big thanks to all the D1 people who made the trek from Ft. If you feel you need a refresher rider course there are always slots available-- contact the state office. D10 has the Ironazz ride coming up on July 12, D17 has the Dart Poker Run on Aug. 8, D1 has the Rally On The Plains Aug 15-17, and the ABATE MRA BBQ is scheduled for Aug 23&24. Proud to be a member of ABATE of Colorado and D-14 I am happy to report the Motorcycle Riders Foundation’s Best of the West Conference was hosted by ABATE of Colorado this year and held in Frisco Colorado. The sessions I attended were informative. It was interesting to hear the reports from the other states. We had riders from all over the west -- Washington, Nevada, Utah, Arizona, Kansas, Oklahoma -- and as far away as Virginia and Washington D. C. You’ll be happy to hear, we are not alone in our fight for freedom and there are some dedicated individuals out there looking out for all motorcyclists. We all have similar issues at the state level and of course we all know the federal level. Sadly it was the last of the regional conferences. Perhaps we can attract the National MRF Conference. One of the sessions I attended was Motorcycle Training hosted by ABATE of Colorado’s very own Don Gunn. We spent an hour in the conference room and out to the range we went. What a blast we had! And all we were doing is working on our skills. There were bikes, big bikes of all kinds doing drills and exercises at the range. Under Don Gunn and Gary Greenwood’s direction, we all had fun and everyone learned something. People, if you get a chance to spend any time with Mr. Gunn, DO IT!

Issue # 07 14

July 2014

If you like riding, you’ll love Don Gunn’s enthusiasm for it and knowledge of it, which he’ll share. As it turns out Don has classes for skilled riders as well and is developing more. DO IT! You’ll also be happy to hear ABATE of Colorado’s many chapters and District -14 represented you, Colorado motorcyclists, well. We were well prepared and I heard nothing but good things from all that were in attendance. We even had at least one member of Abate of Oklahoma actually sign up for ABATE of Colorado membership. It was like having 70+ of our best friends in town. We took advantage of Colorado’s natural scenic beauty, in my opinion some of the best riding in the world. We offered up maps and instructions of our favorite rides in Summit. We offered a guided ride on Sunday after the conference; this would end up adding credence to our patch “We Ain’t No Fair Weather Riders”. We had intended to ride through Park County to Buena Vista but after a quick consult with my “smarter than me phone” we saw there was bad weather all around us. We had to reroute and picked what looked to be the best route we could and perhaps split the rain. We didn’t make it far before hitting snow and rain half way to Leadville. We stopped at Clinton reservoir for a quick photo op and hightailed through the rain to Silverthorne for lunch at Murphy’s. Later we heard about the funnel clouds in Park County. That could’ve been us. Save the date “Around the Mountain Poker Run” July 26, 2014 Frisco, Colorado.

Thanks to all who attended our June meeting. Thanks also to everyone who donated to the “hospitality fund” for the Best of the West. I gave a brief summary of the 2014 Colorado General Assembly and an update of the National Bills of concern to motorcyclists. See the Legislative Report for more details. I also gave the following summary of the May SBOD: 1) our Expo was cancelled because of weather and vendors backing out; 2) we’re waiting for approval of a rider training range in Rifle; 3) we’re moving the office for economic reasons; 4) we voted to pursue a bill in 2015 to repeal the fees that are going to the MOST Program if they don’t follow the recommendations from the Advisory Board; 5) we approved the proposal from the Membership Committee

The wife and I road the ABATE Coffee run and the D-16 Father’s Day Poker Run, had great weather and a good ride. Not a lot of folks attended, but, I was able to meet a few new to me riders and we rode well together. So, we all helped raise a little money for the cause and had a fun time doing something we enjoy.

The medical cost for a minor mishap can easily move into the $10,000 range and a major accident well into several hundreds of thousands of dollars by the time all treatment is complete. Plus, some companies require coverage to be verified before each and every office visit or procedure. Federal legislative attempts have been made to end this discrimination and all have failed. Now, these exemptions or risky activities have to be determined at the state level. Fortunately for us Colorado law prohibits discrimination in health care coverage for participants in motorcycling; snowmobiling; off highway vehicle riding; skiing or snowboarding. About half of the states offer some limited legal protection, we are the only state with this kind of protection. There have been lots of cases across the country where riders were left to pay their own medical bills when coverage was denied. This was because they did not read the exclusions page in their policy. So, please be aware of what your coverage is. A review with your agent once a year will help you keep current. I’m glad you all could make our last district meeting. It was good to see you. For those who missed it, come on out the 3rd Tuesday, 7:30 at the Shack. The food is good and so is the company, give us a shot. So, until next time, Ride Well, Mike.

Did you know that your insurance company can determine health care coverage based on the source of the injury? Employers and insurance providers can exclude “ risky activities “ from coverage. The definition of these activities can vary from one policy to another, there is no standard. www.abateofcolo.org
