just some important chatter Well, we were unsuccessful with SB14-020. It seems the Representatives in the House Transportation Committee think that MOST Advisory Board has the capability to correct our concerns. I wished that were true. Our opponents seem to think this is all about money to the vendors. It’s not. It is about motorcyclists’ money and the intent of this program. We have been told we are out of touch… motorcyclists don’t care about the money….we are co-dependent on the subsidy…so on and so forth. I am not sure what motorcyclists they have been talking to, but the ones we talk to do care that the government is not spending our money as it was intended. So where do we go from here? It was discussed at our last Board meeting to come back to our membership and discuss repealing the fees for the program. Remember there is a difference from repealing the program to repealing the fees. Make sure you are at your meeting to voice your opinion.
We are just around the corner from warm weather which means lots of events. Please support ABATE and attend our functions. We will not be doing a single Randy Run event this year. We just don’t have the manpower. Districts are highly encouraged to earmark a portion of their proceeds to go to the Randy Run fund. We are working on a draft plan to help increase and retain members. Keep an eye out for details soon to follow. It will involve a contest! Remember we are hosting Best of the West this year. Your District Reps will have signup sheets for anyone that wants to volunteer to help work the event. That’s all I have for this month….be safe out there!! Terry Howard
By now we should all have been to our caucuses and County Assemblies. It’s time to start working the candidates to find out who believes in our issues. I can’t stress how important working campaigns are. We need to have supporters as our Representatives. Offer to work phones, place yards signs, or walk a District with your favorite candidate. They will remember that you helped get them elected. The ABATE Motorcycle Expo will take place April 27th, 2014. I hope you plan on attending. It will be a fun day with games and police demos and vendors! We will also have the Coffee and Ice Cream Social Run coming up in May.

ABATE provides the highest quality rider safety training to more people in Colorado than any other provider. We have training sites in the Denver Metro area (Lakewood, Littleton, Westminster, and Aurora/East Denver), Colorado Springs, Greeley, Pueblo and Fort Collins. Our mobile training program currently includes Fort Morgan and Summit County. We were the first not-for-profit training company and have been training in Colorado since 1990. We are the only Colorado company certified to train and test three-wheel vehicles. Our educational mission is further met through programs such as “Operation Save A Life” which delivers “share the road” presentations to other organizations and businesses throughout the state. We maintain a fleet of more than 150 training motorcycles. ABATE contracts with only the finest instructors in the State. All of our instructors are certified to teach by the Motorcycle Safety Foundation and by the Colorado Department of Transportation. We are proud of our instructors! GENERAL INFORMATION
Courses for the beginning rider as well as the experienced rider are available. Helmets, full-finger gloves, long sleeved shirt, long pants, eye protection as well as leather over- the-ankle boots are required for all riding sessions. Half or “shorty” helmets are not recommended as they may put the user at unnecessary additional risk. Helmets are available for student use. Pre-registration and pre-payment are required (cash, check, money order, MC/V/D/AmEx). With less than 48 hours notice your tuition is NOT refundable or transferable to another date. BEGINNING RIDER COURSE Motorcycle Safety Foundation (MSF) Basic RiderCourse (BRC). Cost is $215.00 INTERMEDIATE COURSES MSF BRC2 (formerly the ERC). Cost is $130. Discounts may be available for organizations that pay for 12 people at once. • Testing for the Colorado motorcycle endorsement and loaner bikes are available for an additional fee. BRC2TEST cost is $140.00 MSF ARC-ST. Cost is $155.00
ADVANCED RIDER COURSE
THREE WHEEL COURSES Evergreen Safety Council Sidecar/Trike Education Program (S/TEP). Cost for the novice course is $225.00; license testing for the three-wheel motorcycle license endorsement is included. The Advanced Course is 1 day and costs $125.00; participants must already be properly endorsed on their license and have riding experience on their machine.

SWAP MEETS
I have been to the motorcycle swap meet at the stock show complex in Denver for each of the last 4 years. The first two years were fairly interesting but the more I go the less entertaining it becomes. I like the bike displays and the skills competitions, and some of the vendors I visit each year. However the majority of the vendors selling used parts, frankly donʼt hold much interest for me. Granted, if I was looking to build a bike or trying to find parts for some older basket case, I would spend a lot of time perusing the isles and combing through the plethora of rusty, bent and broken parts. My wife and I were looking for a couple new helmets and we were unable to find anything that either fit, or grabbed our attention. The first year I went there were a number of vendors selling new parts and helmets, and we were able to get each of us a nice helmet and a couple new accessories for our rides. This past show however it seemed that there were only a few vendors selling any new items, with the exception of the clothes. In addition, the repetition of a lot of the same products from vendor to vendor takes away some of the wonder and changeability of the place.

I know the Denver swap meet has been going for quite a number of years and I hope this event can be dynamic enough to keep the interest of, letʼs face it, jaded individuals like me. I will still go every couple years or so, just to see what may have changed. Just as in the scenery when I ride, I want variety and surprises in all aspects of my life, including flea markets and shows. I remember the days when they used to have the Bonanza Flea Market along Federal Blvd. just north of where I-76 cuts through the valley there. It was very interesting to see all the different things for sale, both new and used. This wasnʼt strictly a motorcycle flea market, more of a general one. You could get new and used motorcycles and parts if you looked though. Now they have moved it out on I-76 at 88th Ave. in Commerce City and it is called Mile High, but you are still able to find just about anything you could hope for. There is still a changeability about the place even if you go fairly often.

NORTHEAST REGIONAL REPORT As you read this, Spring has sprung, at least on the calendar. I am sure that everyone is pretty tired of cold and wind but riding weather is getting more frequent and is definitely a pleasure after our long winter. As we get on the bikes again, please think about safety, tuning up your skills and being prepared for what might occur on the road. I would strongly encourage you to consider taking an experienced rider education course. It’s only one day of your time and refreshing your skills and identifying and correcting bad habits one develops is a benefit to you and those who ride with you. Taking the more advanced courses on your own bike can be a real eye opener as you will be doing some things you probably were not aware you could do. We are planning an ASMI course to be held in Littleton on April 19th. Information will be available on the website so get registered today. Other classes are in the planning stages with information to be released as available. ASMI Bystander Assistance will prepare you to react in a motorcycle crash situation, making sure the scene is safe, assessing the victims, providing emergency treatment as necessary and interacting with the arriving EMS teams. ABATE offers the classes at an affordable rate of $50 instead of the recommended $75 so this is a great benefit to ABATE members. If you want to have one in your area, let us know and we will get something scheduled. Being prepared in case of an emergency is important! LEGISLATIVE Hello CONCERNED Motorcyclists As of this writing, SB14-020 (MOST Bill) has yet to come up for discussion in the House Transportation and Energy Committee. It’s scheduled for Thursday, 3/20. So by the time you’re reading this, hopefully it will have progressed through the committee and both readings on the House floor and will be awaiting the governor’s signature. I’ll send out updates to the LegTeam at each step of the process so the information can be passed on and you won’t have to wait till the May issue of the Spokesman to find out the results. This past week I testified on HB14-1225 (Concerning use of wireless telephone while driving). While texting while driving is already illegal in Colorado, this bill would make “using apps.” while driving also illegal. It was a complicated bill concerning other types of distracted driving, clarification as to what exactly is a “hands-free” telephone, use of a headset / earbuds with a telephone, primary versus secondary offense and where it should be enforced, and the penalty. It was eventually “PI” (postponed indefinitely – defeated!). It was interesting to watch and helpful to learn the positions of the committee members in regard to transportation issues. Also upcoming on Friday, 3/28, but over by the time you read this is ABATE’s Lobby Day at the Capitol. If you missed it this year, you can still come down to the Capitol any day and meet with your Legislators. As I’ve mentioned many times in the past, they really want your
input on issues.

They’re not experts on every issue and need some educating and most of them actually do care what their constituents are concerned about. Lastly, concerning the political process, precinct caucuses were held on Tuesday, 3/4. County Assemblies have to be held before Sat., 3/29. Actually, Val and I were selected as delegates to our Park County Assembly and went on Sat., 3/15, but we didn’t have a quorum so it had to be rescheduled. (I guess that indicates the level of participation! I thought we had a really poor turnout at our Precinct Caucus, but our chairman said we had a larger than average percentage turnout compared to all state caucuses). Imagine the influence a few ABATE members at each precinct caucus could have! Next we have State Assembly on Sat., 4/12, leading up to the Primary elections on Tuesday, 6/24. I’ll get updates out to the LegTeam as things progress on this also, so if you can’t get to your district meeting, make sure your district rep and LAO have your e-mail address so he/she can forward the information to you.
On the National level, not much action is happening on the current issues as far as getting more cosponsors; here is the current number as of March 15th: 1. HR 875 (E-15 Fuel) - 23 co-sponsors (none from CO) 2. HR 1861 (Motorcycle Only Checkpoints) 45 co-sponsors (none from CO) 3. HR 2414 (Black Box Privacy Protection Act) 17 co-sponsors (none from CO) 4. HR 1462 (Renewable Fuel Standard Reform Act) 57 co-sponsors (none from CO 5. M R F R E P O RT Hey all ,
As of this writing the 5 bills the MRF has been keeping an eye on are in committees. Additionally, a Senate bill has been introduced by Senator Jeanne Shaken (D-NH) and lead Republican Sen Ron Johnson, and cosponsored by Senators Joe Minchin (D-WV) and Kelly Mayotte (R-NH) to prohibit the federal government from funding mc only checkpoints. Two other things of notable importance are: (1) When the Agricultural Bill of 2014 was signed into law, it contained a provision that prohibits the use of Rural Energy for America Program grant money to purchase and install ethanol blender pumps to dispense E-15 fuels at the retail level. This is huge for those of who travel around the country. Less blender pumps means less chance of inadvertently pumping E-15 into our bikes and detonating our engines. (2) The CDC has finally responded to Congressman Petri’s letter, which asked that the CDC not waste their efforts on motorcyclists, but rather on Ares of their “expertise.” In typical government response, the CDC states that motor vehicle crashes are the leading cause of death in the first 30 years of life and “ the CDC is uniquely positioned as the nation’s health protection agency to ensure the most current science is available to keep people safe”. So their conclusion was that, according to their own 2010 statistics, 41% of all motorcycle operators who died were not wearing helmets. Therefore, 59% of riders who died were helmeted. Looking at the last 2 lines, that is a ringing endorsement for helmets only to the CDC. The CDC did say that they address mc safety like any other public health issue (remember, that they had to declare us a disease so they could study us). They define the problem; identify the risk factors, and

assess prevention strategies. In talks between the MRF and CDC it has been clear that the CDC has no faith or interest in rider education and motorist motorcycle awareness campaigns for prevention of crashes. Their recommendation is to pass mandatory helmet laws in every state. Some state issues to be aware of: Nebraska has killed their helmet repeal and the only way to possibly get it passed is a vote of the people. The problem there is that an online poll was done to ask about the repeal and the bikers got smoked. Looks like a good state to avoid again this tear. In Virginia, HB122 was introduced to create a new classification of motor vehicles called autocycles. An autocycle would be a 3 wheeled motor vehicle that has a steering wheel and seating that doesn’t require the operator to straddle or sit astride the engine. Autocycles would not be deemed as motorcycles, as they currently are. Two important factors here are the autocycle operators would not have to get a motorcycle endorsement and, more importantly, they would not be included in motorcycle crash data. Kansas Bill 2543 would exempt motorcyclists from paying tolls on the Kansas Turnpike. Georgia HB869 is a red light bill and HB1047 would permit lane splitting. Missouri HB1655 would authorize adult mc operators and passengers the option of wearing helmets. New York SB6456 would prohibit mc passengers younger than 6 unless in a sidecar. Oklahoma HB2459 would prohibit mc passengers younger than 5. LOTS of varying bills all over the country. I’ll try to keep you informed as best I can, but YOU joining the MRF would help, too. Hello D1 Well as I write this report it is the middle of March the weather has been very nice with lots of motorcycles out on the road I’m sure happy to see that because I’m so done with winter, last weekend I got the beast out of the garage and went for a 240 mile ride around N.E. Colo. saw 100’s of bikes while I was out delivering flyers for our Sandhills Poker Run. It’s been a long 4 months and all I want to do is ride! Ok enough of complaining, on Feb. 8, 2014 D13 had their Sweethearts Dance had a great turnout with lots of food and good times and I want to thank all my D1 members who came out to support this event. On Feb. 22, 2014 D1 had its Chili Cook Off turn out to be a very good event with 59 in attendance and 27 for the poker walk. Chili entries we had 2-reds and 4- greens, the winners were Carolyn Cawley- Best Red, Kathleen Emry / MefferdBest Green and Denise Fry- Best overall congrats to all winners you 3 winners will be eligible for the grand Championship in 9 years and all winners gave back there money winners for Kids for Christmas THANK YOU. And a special thank you to all who entered their chili and a thank you to all 9 judges. April 6, 2014 we will be doing our Adopt a Highway cleanup we will meet at Hwy.Marker 173 outside of Brush @ 9am, the last time we did this it only took 1 hour and that 2 miles of highway looks very clean so I hope to see you all there. Greetings District 3 members… I would like to take this opportunity to remind you what an important job Abate of Colorado does. My apologies for missing the last Spokesman with an article. I will endeavor to improve in submitting monthly reports. AND, something to keep in mind is that if you believe that you have something of importance to write about regarding the Motorcyclist Rights agenda, I will gladly allow you to use this platform for the submission of an article. Just call, text or send me an email. As an organization ABATE is always about freedom of choice and freedom of movement in our great country, not stoppage of passage. Which brings me to our next item of this report, The Monthly District 5 Meeting. Over the past few months, we have been maintaining our relationship with Mickey’s on 70th & Broadway. People are good, food is good, service is OK, and they are fairly accommodating in our requests, even though we lost our on the back banquet room. Well, after several special sessions of meeting with the “Powers That Be”, we now have the back Banquet Meeting Room back under our control, at least for a while. However.... we did have to give in and compromise, and move our Monthly Meeting onto the second Thursday of each month. Which oddly enuff, is usually directly or closely there-after or possibly slightly before the second Wednesday of each month... Hmmm... NOW, This schedule will commence immediately (or reasonably thereof) with the April 10th meeting, at 7:30pm- And of course, earlier that evening for Social Hour, drinks and snacks... The detriment is that we are on the Second Thursday of the month for
our meeting. The benefits are that we are once again out of the General Population for our meeting. And, we can once again attend to our matters in relative privacy. Hope to see many of your faces once again at our meetings as we resolve important matters and save the world. Now, the next item: The SGLRun, we host in May, is in need of participants, ideas, direction, prizes and spreading the info. What would it take for you to attend this event and support your local ABATE District? If you have some ideas, please feel free to bring them with you and attend your local ABATE Denver D-5 meeting at Mickey’s in April on the 10th, and join in with us for the planning meeting for this D-5 spring fundfaiser. Another item of interest to pay attention to is that the MRF Best of the West conference will be hosted by ABATE of Colorado this year in the thriving Metropolis of Frisco!! This event will be on the 6,7 & 8th of June, 2014... We WILL be needing help in many forms with volunteer work. You can get in touch with me or any of the officers of this district or feel free to call the ABATE State for additional info. This is ALWAYS a relevant event, AND always about biker’s rights... Please do what you can about attending this BotW Conference, even if only for a short while. They don’t often happen in our back yard like this.

an un-numbered bill in the Senate, but it would address removing the funding for Motorcycle Only roadside checkpoints and blockades. You should be among the many people who feel violated in your personal privacy and civil rights violations if this ever happens to you on one of your trips or rides. Especially if you are out of town, you are stopped in a roadblock for motorcycles only, and your motorcycle appears “suspicious” to one of the inspecting officers. If that scenario ever happens to any of us, I wish us ALL good fortune with the outcome. Well we did it; The Corned Beef Bash was a great time for all that came to enjoy great food and friendship. Special thanks to the Frontier Club and staff for all their help and support. I would like to give a special thanks to District members: Kathy & Mike, Chris & Rocky, Deb & Galen, Terry H, and my wife Kathy for the endless work in preparation of this event. There where many others that made many things come together. Thanks to my friend Paul and his wife for the pistachio bread. Also thanks to Robert & Amber for there donation in the running of the kilts. Kudos go out to all other districts and originations that came to support our district event. As spring is just around the bend we are getting ready for the Blessing of the Bike’s. This will be held on May 3rd in Franktown starting at 11 am. The next morning we will make tracks to the Sand Hills Poker Run in support of District 1 hope to see all of you at both events. At our regular meeting we finalized plans for the upcoming St. Patty’s Day party. Discussion also continued on giving the district a name. After I explained that the purpose of a district name was not to try to distance ourselves from ABATE or to change what we are about but rather a way to reach out to people who either don’t know what ABATE is about (and probably don’t care to learn) or who have pre-conceived, and out of date, ideas about ABATE. We discussed the fact that district membership is about 70 while there are over 2000 registered motorcycles in the area we serve. We need to find a way to get those people involved. Following the discussion a motion was made and passed to call ourselves The Arkansas Valley Riders; this will be in addition to our official designation of ABATE of Colorado, District 11. We also had a discussion about activities that would allow current members to get better acquainted; we will be looking at setting up a members & families pot-luck dinner sometime in April with details to be sent to members after the April meeting. We are in the planning process for a ‘Golf’ Run, like a poker run but with a twist, for sometime this spring. We will send details as soon as plans are finalized. I am trying to organize a spring ‘Get Acquainted’ ride for mid-May in an attempt to get riders from the entire area out. If we can introduce new folks to the fact that ABATE is an organization that has fun as well as doing serious work for the motorcycle community maybe we can get them to join our ranks.

Hey D-13, As the riding season gets closer be very aware of sand and dark spots in corners that may contain a bit of ice towards evenings. Hitting the pavement, literally, is not the way to start out the spring season. There are a few events coming up in D1 with the Sandhills Poker Run and at the state level we have the ABATE Motorcycle Expo. At our April 8 meeting we’ll be discussing a summer run through the mountains, possibly ending at my place between Nederland and Rollinsville, with a picnic to follow. As I write this in mid-March, I am watching it snow, snow, snow. Our biggest storms of the year are hitting now, in April. Have no fear for riding season will be here. We are scheduled to host the Motorcycle Riders Foundation’s Best of the West Conference here in Frisco on June 6 -7 @ the Holiday Inn we will be hosting a Hospitality Room and need all to help with setting up manning and getting food and beverage donated please contact me with questions There are a host of riding opportunities just within the ABATE community. If you haven’t already done it, Grab a Spokesman or go online and fill in your 2014 riding calendar with great ABATE events. Safety First. Our bikes have been sitting a few months now, make sure to do a safety check of your bike before you ride. I am trying to organize a wet clinic to help us all learn to change our own fluids. Thanks to all who attended our D-16 March meeting. Not too much happening on the National Legislative front. The E-15 Fuel Bill, Motorcycle Only Checkpoint Bill, and Black Box Bill are slowly getting 1 – 2 new co-sponsors every couple of weeks but not too much progress. See my Legislative Article for a more complete update. On the State Level, hopefully by the time you read this SB14-020 (MOST Bill) has passed through the House Transportation and Energy Committee and both readings on the House floor and is being sent to the Governor for his signature. (It was scheduled for discussion/vote in the committee on Thursday, 3/20). I also gave a brief summary of the Precinct Caucus Val & I attended: Low turnout and we got selected as delegates to go to the County Assembly, plus we got to submit a resolution on motorcycle safety and the MOST Program. Val then briefed everyone on an upcoming Accident Scene Management course we’ll be attending with D-17. Thanks Mike for making all the arrangements for this. It will be on Sat., April 19th. If you’re interested in attending, contact Val at 303-816-0909 for more details. It’s a good course and I recommend it for every biker. (Who do you think is going to be the first person at a motorcycle accident? Obviously the other bikers riding with him/her! So at least make sure your riding buddies take this class!!!). We then discussed D-16’s upcoming Father’s Day Poker Run. We’re going to keep it simple again this year with about a 150 mile scenic ride and the usual activities at the final stop. way too much going on. So I hope you have given your bike or bikes a thorough safety inspection and cleaning. Might as well start the season out with a dependable machine. I was reading in the MRF Reports about a study comparing people who operate both a motorcycle and a car with those who drive a car only. They found that the motorcycle riders were better at driving a car than those who only drove cars. Maybe we already knew that. On a similar note. The Hurt study, which is over 30 years old, found that motorcycles with fairings or windshields were underrepresented in accidents. Probably due to greater visibility from the front. With riding season just getting started we all need to be extra alert, most drivers have lost the thought of looking for us. There will be a Accident Scene Management Class in the Littleton area on Saturday April 19th.
