DRUG FREE WORKPLACE CERTIFICATION FORM In accordance with Florida Statute 287.087, preference shall be given to businesses with drugfree workplace programs. Whenever two or more bids which are equal with respect to price, quality, and service are received by the State or by any political subdivision for the procurement of commodities or contractual services, a bid received from a business that certifies that it has implemented a drug-free workplace program shall be given preference in the award process. Established procedures for processing tie bids will be followed if none of the tied vendors have a drug-free workplace program. In order to have a drug-free program, a business shall: 1) Publish a statement notifying employees that the unlawful manufacture, distribution, dispensing, possession, or use of a controlled substance is prohibited in the workplace and specifying the actions that will be taken against employees for violations of such prohibition. 2) Inform employees about the dangers of drug abuse in the workplace, the business’s policy of maintaining a drug-free workplace, any available drug counseling, rehabilitation, and employee assistance programs, and the penalties that may be imposed upon employees for drug abuse violations. 3) Give each employee engaged in providing the commodities or contractual services that are under bid a copy of the statement specified in subsection (1). 4) In the statement specified in subsection (1), notify the employees that, as a condition of working on the commodities or contractual services that are under bid, the employee will abide by the terms of the statement and will notify the employer of any conviction of, or plea of guilty or nolo contendere to, any violation of chapter 893 or of any controlled substance law of the United States or any state, for a violation occurring in the workplace no later than five (5) days after such conviction. 5) Impose a sanction on, or require the satisfactory participation in a drug abuse assistance or rehabilitation program if such is available in the employee’s community, by any employee who is so convicted. 6) Make a good faith effort to continue to maintain a drug-free workplace through implementation of this section. The following are the key elements our team brings to your projects that differentiate us from other firms: EXPERIENCED | Harvard Jolly is well qualified for this contract, given our extensive experience in elementary, middle, high school renovations, food service renovations, campus master planning projects as well as HVAC renovation experience. SPECIALIZED | Multiple proposed team members have achieved specialty education certifications that add value to their extensive resume of educational facility designs. In addition, all of the proposed Harvard Jolly team have experience designing to Green Globes standards and support the Florida Educational Facilities Planners’ Association. BIM / VISUALIZATION | Harvard Jolly utilizes software to produce 3D documentation and help with the visualization for all stakeholders. 3D documentation allows us to exceed the industry standard levels of accuracy and completeness while providing an added benefit to Pinellas County Schools by reducing surprises during the construction stage. We utilize our 3D model to create virtual reality walk-through environments for the user groups which adds a new level of ability to align expectations. HIGHLY QUALIFIED TEAM | Harvard Jolly employs 43 registered architects, a landscape architect and interior designers. This is approximately 10 times higher than the average architectural firm, resulting in higher accountability and better quality documentation. Harvard Jolly, Inc., is a privately held company with a strong financial history. As such, we have not felt the need, nor have we been required to have audited financial statements. We are debt-free and maintain strict accounting procedures that are reviewed and monitored by one of the largest independent public accounting firms in the State of Florida. On a monthly basis, we prepare Cash Basis statements including a Statement of Revenues and Expenses-Income Tax Basis, a Statement of Assets, Liabilities & Equity-Income Tax Basis, and review our accounts receivables on a weekly basis. As noted on page 17 of 30 in RFQ 18-906-218, we have submitted our Financial information in a separate sealed envelope titled Financial Statement - “Confidential”.

COST CONTROL AND SCHEDULE Our process relies on continuous cost monitoring and value design. Many construction managers and contractors speak of “value engineering,” which is an after-the-fact method of cost control by de-valuation. Value engineering by contractors typically begins during the construction documents phase, which is too late in the process. Harvard Jolly’s proven method starts immediately, when the owner and architect have control over 100% of the decisions that affect project cost. Major decisions are made during the programming phase, based on historic cost/SF experience for the type of addition indicated. Project budgets are established at the earliest part of the programming phase. Schematics are developed based on the budget estimate, which is reevaluated as more detail is developed. During the design development and construction document phases, the preliminary estimate is updated to include any changes in quality or scope. The owner/architect team’s ability to reduce costs declines as more and more decisions are made through succeeding phases. By the time construction documents are complete, savings can be generated in only one of two ways: the “easy way” (reducing finishes and equipment quality), or the “hard way” (deducting space). The easy way, however, can have only a minor cost impact this far into the development of a project. WORK PLAN For each project, our services begin with the development of a project work plan. The project work plan is a key central document, prepared by a project manager, which defines and establishes the expectations for the project delivery team. It is a living document - it is updated as the project evolves - and is owned and managed by the project manager. PROPONENTS OF ORGANIZATIONAL STRUCTURE The quality of our work is a function of the people who do it, and from our experience, the greater the commitment of Harvard Jolly’s executives, the better the quality of work and the higher the probability of success. Our team’s Principal-in-Charge, Steve Johnson, AIA, ALEP is Harvard Jolly’s Senior Vice President, serves as the Director of our K-12 department. Steve’s objective is to ensure that the needs and expectations of Pinellas County Schools, its facilities staff, as well as school based staff, students and community are met and exceeded. He is responsible for coordinating and scheduling all work performed by the Harvard Jolly team and participates in the development of project planning, evaluation, and design, monitors the project from the feasibility/ programming phases through the completion of construction and plays the key role in maintaining project progress and schedules. For effective management, there must be an individual responsible for the coordination and management of the project. Depending upon projects assigned under this contract, Frank Sepcic or Jeff Coulter will have that responsibility and will be accountable for all of the work executed by the project team. There hands-on managing abilities energize effective collaboration, inspiring teams to deliver ultimate project excellence. Success in this area is founded on a solid understanding and working knowledge of how integrated team approach benefits both client and each involved consultant and contractor. Frank and Jeff will also be responsible for the management, communication, distribution of information, coordination of activities, accountability and overall coordination of the project. Any issues that affect quality, scope, cost, or schedule will be referred to them for decision. Throughout the past 25 years, Harvard Jolly has completed more than 20 projects PROJECT RELEVANCY with Hernando County Schools. In 2005, we were awarded a continuing services Continuing Services Contract contract to provide architectural services for projects with a construction cost that Design Services for Multiple Projects did not exceed $1,000,000 and studies that did not exceed $50,000. Project types held under this contract include: —— Studies, Programming, Additions, Renovations, Remodels, and New Construction. —— $285,450 replacement of the Hernando High School Locker Room Building. The project included demolition of existing buildings, redesign of a new building, and PROJECT TEAM MEMBERS exterior ADA access to building and existing bleachers.
