B | PROJECT APPROACH
Harvard Jolly understands that the City of St. Petersburg is requesting architectural services for a new Sanitation Department building to replace the two existing buildings at 2001 28th Street North. The two existing buildings are to remain in operation during construction. The new building is estimated to be approximately 15,000 SF and the project construction budget including the building and associated sitework is $5 million. The new building will house administrative and operational functions. We understand that a building program has already been completed, and that the scope of our services will include Schematic Design, Design Development, Construction Documents, Bidding and Negotiation assistance, and Construction Administration. The building will achieve green building certification. Harvard Jolly believes that the keys to a successful project are collaboration and communication. Therefore, we would begin the project with a kickoff meeting during which we would establish all project team members and the roles of each, both on Harvard Jolly’s side as well as for the City’s team. We would also establish the project schedule including all milestones and deliverables, and appropriate points to involve all interested stakeholders including the user group, facilities staff, AHJ, etc. Although a building program has already been produced, the next step would be to review the program and ensure it is current and complete. We will want to be sure that we understand the organizational structure of the user group, any potential future growth, level of interaction with the public, and space required for storage and meeting space. Following the program review phase, we will begin the Schematic Design process, led by our Project Manager, Emmet VanAken. We will use the building program to first create bubble and/or block diagrams showing the relationships of various spaces, and then further develop those into floor plans. We will also develop a schematic site plan. Because the two existing buildings must remain in operation during construction, our initial thought would be to locate the new building between the existing buildings, on the existing parking lot, but as close as possible to 28th Street, to provide the new building frontage on 28th Street. Then, the existing buildings could be demolished and new parking lots developed in their place. The parking lot in front of the building, off of 28th Street, could serve as visitor parking as well as possibly some staff parking. The majority of staff parking would be behind the building. Some important considerations for the site design will be screening the garbage truck parking and yard waste collection from view, as well as screening the view into the site from the residential neighborhood to the south. We will also want to review the existing traffic patterns and truck parking layout with you, to ensure functionality. The other deliverables we will produce in the Schematic Design phase will include building elevations and sections as well as 3D massing. We have the in-house capabilities to develop photorealistic interior and exterior renderings of the design, which allow all stakeholders to understand what the building will look like from any angle or perspective. These renderings can be helpful for selection of fixtures and finishes.

As we proceed into Design Development, we will involve our consultant engineers and work with the City to select building systems and materials. We will also develop detailed furniture and equipment layouts. An added value with the Harvard Jolly team is our in-house interior design and landscape architecture departments. We have found by having these professionals in-house, we are able to provide a greater level of service and more seamlessly integrate landscape and interiors into the overall design. Because this will be a certified green project, our landscape architect, Jim Clees, is a great addition to this team. He is wellversed in Florida-friendly plants and develops landscape designs that are attractive but sustainable. He also designs very waterefficient irrigation systems. Our interior design department can not only work with you to select finishes, but also has the ability to help you select a furniture package as well. At this stage our team will also meet with the City’s facilities management staff to discuss preferred manufacturers, systems and materials, and schedule preliminary plan reviews with the AHJ and all other applicable agencies. We are also familiar with the City of St. Petersburg’s commitment to sustainable design, and will discuss a plan for pursuing USGBC, FGBC, or other certification. At Harvard Jolly, sustainable design is an integral part of our culture and process and we have the experience to help you select materials and systems that will meet your sustainability goals but are also durable, cost-effective, and maintenance-friendly. We can help you evaluate the life-cycle costs and benefits of pursuing various sustainable initiatives. We have also recently completed projects with solar arrays and can help you determine whether solar panels may be viable for this project if they are of interest. In the Construction Documents phase, we will finish all the detailing and coordination required for permitting, bidding, and construction of the project. Our Principal in Charge, Ward Friszolowski, will ensure adequate staff and resources are assigned to the project throughout the process. At Harvard Jolly, we pride ourselves on the quality of our Construction Documents. We have multiple construction administrators and general contractors on staff, who review each of our projects for clarity and constructability. Joe Blouin will also review the documents throughout the design phases for quality control as well. Joe is an experienced architect who developed our firm’s quality control process and checklist. At the completion of each design phase, Harvard Jolly will either work with the Construction Manager, if they are on board, to develop and refine the cost estimate, or we will utilize our in-house General Contractors and cost estimators to verify that the design meets the City’s budget. Harvard Jolly will remain involved and engaged during the bidding and negotiation phase, ready to respond to requests for clarification and substitution requests as needed. During construction, our team will visit and observe the Construction Manager’s progress on site at regular intervals to verify compliance with the Construction Documents. Because our office is located less than ten minutes from the site, we can be available quickly to meet onsite and address any questions or issues. We will also answer RFIs and review shop drawings and submittals as quickly as possible, to keep the project on schedule.

The Harvard Jolly/AECOM team designed the City of St. Petersburg’s new Police Headquarters. The design meets the facility needs of the 21st century law enforcement‘s growing requirements which combine a functional work environment with modern technology to better serve the community. The facility has been designed to withstand 200 mph wind forces (Category 5 hurricane). It will have redundant services for water, sanitary sewer and generator power to keep operations going for a minimum of 72 hours during and after an emergency event.

The new facility will house a magnitude of services and functions from the Uniform Services Bureau, Investigative Services Bureau to Administrative Service Bureau, which includes Internal Affairs and the Legal Division. Additional the facility will houses an Emergency Communications/Dispatch 911 Center (ECC), a City Wide Data Center, a Forensic Department as well as a Property & Evidence Services. The Property & Evidence will utilize state of the art high density storage units for compact storage.

CITY OF ZEPHYRHILLS - CITY HALL & MASTER PLAN ZEPHYRHILLS, FL
The City of Zephyrhills tasked the Harvard Jolly team with developing a space needs analysis and master plan for a New City Hall. Our findings verified that the existing City Hall is disorganized and lacks the required space to function properly. As a result, many of the city’s key departments are spread out around the city in various locations, and will need room for expansion based on anticipated growth over the next five years. Upon completion of the space needs analysis, Harvard Jolly studied several options for locating the new building on the existing site. In order to maintain a proximity with the library, and work best with the existing site grading and drainage, we confirmed that the building would be best sited in the same location as the existing building. Harvard Jolly designed a plaza to enhance the connection between the City Hall and library, and to create a civic complex that incorporates the City Hall, library and fire station. The City Hall building was designed with an L-shaped configuration that semi-encloses the plaza and simultaneously addresses the main street and provides a civic entrance at the plaza / parking lot side. The two-story portion houses all of the City’s offices, and the onestory portion is a multi- purpose Council Chambers that along with the plaza, can also be used for City events or rented out to generate revenue. The building is designed so that the Chambers, lobby and public restrooms can be accessed outside of regular business hours, while the offices can be closed and secure.

BELLEAIR BEACH CITY HALL AND COMMUNITY CENTER BELLEAIR BEACH, FL
The Belleair Beach City Hall and Community Center accommodates all city functions and departments. The facility houses meeting rooms, conference rooms and city council chambers. The building is prominently located at the entrance to the city and is designed to serve as a welcoming gateway for visitors and residents. Since it is on a barrier island, the design fully incorporates the beautiful views of the Intracoastal Waterway and meets stringent FEMA standards. Flexible space was a priority in the facility’s design. The city council chambers offer views of the surrounding waterways and serve as a multi-purpose space for council functions and a variety of public and private meetings.

LEE COUNTY ADMINISTRATION BUILDING NAPLES, FL
This project involved the renovation and remodeling of the old Metro Mall into Lee County School Board’s Administration offices. The Lee County School Board realized that consolidating their administrative offices under one central location would not only save travel time, but would make their school district more efficient overall. They purchased an abandoned mall, a 320,000 SF facility located in Ft. Myers. Harvard Jolly assisted in the space programming to accommodate over 700 personnel in more than 40 different departments. This process required an immense amount of time, patience and understanding in order to encompass everyone’s wishes and needs into this centralized facility. Given the size of the building, it was decided early in the design process to use the existing skylights as organizational nodes for the four separate wings. We strategically placed the building’s work services, which contain the mechanical, electrical, restrooms, copier/workrooms and conference spaces, around these nodes. The four existing entries to the mall were diminished in scale and are used mostly by staff. A new main entrance/facade for the public was fashioned near the middle of the building. The main entry provides a safe and controlled access point for the public. This facility also contains a wellness center, day-care center, culinary arts, and classroom space for adult education programs. The building will also incorporate space for the Lee County Sheriff’s deputies.

HEALTHCARE AT TRADITION TRADITION, FL
Healthcare at Tradition is a three-story medical office building chosen to occupy a unique parcel in the Tradition Center for Innovation, the area containing Tradition Medical Center and the Torrey Pines Institute. This district is adjacent to the City of Tradition, the Tradition Parkway exit from I-95 and surrounds an expansive, central lake. Healthcare at Tradition’s position within the Center of Innovation takes advantage of these geographical amenities. The building is placed near the lake edge to take advantage of the lake view of tenants and of views from the Medical Center and travelers on the interstate, with high visibility from those points. Each floor is approximately 10,500 sf. The orientation of the central elevator and stair lobby is set to one corner to serve as the central core when the second phase of an additional 30,000 sf is constructed in the near future. The site plan is designed so as to easily accept this building addition without interference with the existing building functions. The common wall of the existing to future floors is planned to have removed certain portions of this wall for tenant expansions in the future.

TREASURE ISLAND MUNICIPAL FACILITIES SPACE NEEDS ANALYSIS TREASURE ISLAND, FL
A recent survey of the City of Treasure Island’s City Hall, Police/ Fire Station, Public Works buildings, and Community Center found that the facilities require many improvements to bring them up to a minimum acceptable standard, but that these necessary updates will exceed the cost of rehabilitation allowed by FEMA standards. Harvard Jolly evaluated the City’s existing buildings and found that the facilities are outdated and inefficient, and lack adequate parking, security and disaster survivability. Harvard Jolly completed a space needs analysis and developed a program for new buildings that would provide adequate office, storage and meeting space for staff, and that would also increase staff efficiency, encourage collaboration and better communication between departments, and improve the level of service to the public through a centralized customer service area. After completing the building program, Harvard Jolly analyzed various site locations and phasing options, considering the value and development potential of available properties, site development cost including additional moves and temporary facilities for staff required by certain phasing options, impact on neighboring properties, site access, and impact on traffic flow. Based on available site area, the desire to preserve as much green space as possible, and FEMA requirements to elevate the buildings, Harvard Jolly reviewed options for vertical parking. As a result we recommended providing elevated City facilities with parking below. As part of the study, Harvard Jolly and our parking consultant, Tim Haahs, also evaluated the possibility of a new public parking garage, but determined that it is not economically viable for the City at this time.

University of South Florida St. Petersburg has consolidated its multiple business programs into the new Kate Tiedemann College of Business. The unique design drew inspiration from the sun and nearby Bayboro Harbor. It features three openings carved out of the four-story building. Natural light and the surrounding landscape is visible throughout the building to enhance the learning experience. Externally, an iconic reflective glass featuring a circle pattern which engages the public and creates a strong identity for the campus. Focused on preparing students for the business world of the future, the design centers around group-based work models that foster collaborative learning environments. Breakout spaces and inspiring common areas allow for casual interaction between students, faculty and even visiting speakers. The facility includes programming, master planning, collaborative learning and computer labs, faculty offices, support and student offices, conference rooms, open work space, focus group rooms, audio room, tiered classrooms, break rooms with kitchenettes, auditoriums, general academic and study rooms. Harvard Jolly with our joint-venture partner, ikon5, incorporated numerous sustainable design features and was certified LEED Gold.

POLYPACK MANUFACTURING PLANT EXPANSION PINELLAS PARK, FL
The manufacturing plant expansion project was for a confidential client who specializes in designing and packaging equipment tailored for the needs of their clients packaging applications. The addition to the existing facility provided the client with 23,680 SF of an open floor plan warehouse which includes large open break room area and restrooms to add to the support systems needed for the growth of the facility. The open floor plan will allow the client to have flexibility to arrange manufacturer equipment, house plant materials and allow the client to create customized work flows based off their production needs. The exterior design of the structure was a reflection of the uniqueness of the applications being manufactured in the plant and for the durability and longevity of the material used in these applications. An enhanced roof design was provided to allow for growth of the clients solar array panel system to meet their own environmental needs. Site conditions and traffic patterns were designed to allow for semi-truck vehicles to provide deliveries and to pick up shipping orders from the existing facility during the construction phase and to become a permanent route upon completion of the project. Coordination efforts with client and facilities personnel was integral key to the success of the project.

WASTE MANAGEMENT RECYCLED MATERIAL FACILITY STUART, FL
Waste Management of Florida contracted the Gilbane/Harvard Jolly Design/Build Team to provide Design and Construction Services for a Recycled Material Processing Facility. Materials to be recycled (glass, plastic, paper, aluminum and cardboard) are delivered to one side of the facility. It is deposited on to processing equipment to be sorted and bundled and transferred to the other side of the Facility where it is picked up and delivered to plants to reuse the raw material.

The 68,122 square foot, Pre-Engineered Metal Building is basically split into two areas. The Processing Area is 62,394 square feet and the Administrative Offices are 5,728 square feet. The Site also contains two truck scales to weigh materials as they enter the Facility and as the bundled material exits the facility.

The Facility is designed to work in multiple shifts and to process 25 tons per hour. It has sent in a proforma bid to the City of Tampa to handle 4,000 tons a month. Facility achieved LEED SIlver Certification..

GAINESVILLE POLICE HEADQUARTERS AND TRAINING FACILITY GAINESVILLE, FL
Gainesville Police Department’s desire for a state-of-the-art facility was brought to life with the 41,000 SF Headquarters Building located on the existing campus. The new headquarters provides for the needs of a modern police facility featuring: briefing room, conference rooms, community room, records, operations, investigations, forensics, command staff, Information/Technology and sally-port. Harvard Jolly renovated the existing 8,800 SF building for Physical Training. This training facility includes a gymnasium, mat room and locker rooms. The project design created a “Traditional City”, which reinforces the commitment to community policing. The design creates an inviting, vibrant and pedestrian-friendly streetscape. The new building evokes a civic architecture and takes cues from the neighboring historic community. To minimize disruption to the surrounding neighborhood, privacy fencing and landscape buffers are located between adjoining residences and mechanical equipment and site lighting are thoughtfully placed.

NEW OFFICE BUILDING FOR RED RIVER HOLDINGS

This project encompassed the entire development process, beginning with the site evaluation Process for a 13,120 SF office building. Site alternatives were assessed in order to maximize development. Once complete a building design which minimized corridors and therefore yielded higher leasing options became this attractive modern office property. The design centers on a central lobby carried through on each floor that provides a very professional atmosphere to the separate tenant spaces. Each floor is divided into two separate leaseholders with a flexible configuration that can either accommodate an open bull-pen office layout or separate closed off offices dependent upon individual tenants.

City of Treasure Island Municipal Facilities Renovations, Treasure Island, Florida Harvard Jolly won the AE Services Contract for the City of Treasure Island’s Municipal Facilities Renovation project which includes, the planning, analysis, design, preparation of plans and details, cost analyses, zoning reviews, real estate appraisals, regulatory permitting, preparation of technical specifications and contract documents. This project develops alternatives for possible replacement, or re-purposing of the city hall, police department, fire department, public works facilities, and community center. Gainesville Police Department Headquarters and Physical Training Facility Gainesville, Florida The $10.8 M design/build project include the demolition of the circa 1952 headquarters building and the construction of a two story, 41,000 SF building. An existing 8,800 SF warehouse was renovated into a physical training facility. The project was completed in January 2014. Lee County Public Education Center, Ft. Myers, Florida Conversion of an abandoned mall to serve as the School Board of Lee County’s new office. We assisted with space programming in order to accommodate over 700 personnel in more then 40 different departments. City of Clearwater Police Firing Range Through the current continuing services contract, Harvard Jolly will perform architectural services for renovation of the existing Clearwater Police Firing Range. The $1.7 M project started with a conceptual plan. The team recommended constructing a new sixteen lane, one hundred yard open air, partial baffled firing range. The bullet containment / targeting system will be retrofitted saving money on a new system. Polypack Manufacturing Plant Expansion This Manufacturing Plant specializes in designing and building packaging equipment that is tailored to the needs of the application. We were asked to expand the existing building to include a 23,860 SF warehouse as well as break rooms and restrooms. The Bank of Tampa. Pinellas Park Central Branch The 4,500 SF office building is designed to provide an open office environment to serve and meet with clients and staff needs. The design task was to provide a sophisticated office space to allow clean site lines for security and monitoring, sound control and daylighting control. Borrowed daylight was used to naturally light the interior office spaces through the use of tempered glass walls in the corridors. The site size was limited and presented unique challenges to allow public access, storm water management, traffic management and brown field site issues. The project was completed in May 2017.

EXPERIENCE City of Zephyrhills - City Hall Study and Master Plan The City of Zephyrhills tasked the Harvard Jolly team with developing a space needs analysis and master plan for a New City Hall. The James Museum The project involves gutting and reconfiguring the interior space, as well as providing a new shell for the first and second floors. The first floor consists of mostly public spaces, such as a 450-person event space, the museum store and café, and leasehold spaces including a restaurant, as well as some museum back-of-house space. Upon entering the building, visitors arrive in the “Arroyo”- a two-story sculpture court influenced by the canyons of the western United States. At the end of the arroyo is a waterfall feature, and a grand stair to the second floor. The second floor houses the galleries as well as administrative space for the museum and leasehold space. City of Treasure Island Municipal Facilities Space Needs Analysis A recent survey of the City of Treasure Island’s City Hall, Police/ Fire Station, Public Works buildings, and Community Center found that the facilities require many improvements to bring them up to a minimum acceptable standard, but that these necessary updates will exceed the cost of rehabilitation allowed by FEMA
standards. In addition, the facilities are dated and inefficient, and lack adequate parking, security, and disaster survivability. The City hired Harvard Jolly to evaluate their existing buildings and the space needs of the various departments, and to develop programs for new buildings. Waste Management Recycled Material Facility Waste Management of Florida contracted the Gilbane/Harvard Jolly Design/Build Team to provide Design and Construction Services for a Recycled Material Processing Facility. Materials to be recycled (glass, plastic, paper, aluminum and cardboard) are delivered to one side of the facility. It is deposited on to processing equipment to be sorted and bundled and transferred to the other side of the Facility where it is picked up and delivered to plants to reuse the raw material. City of Melbourne Police Department Space Needs Analysis The existing police headquarters building is in a deteriorated condition due to age, insufficient design, under-engineered systems and accumulation of moisturedriven mold. The City Council conducted a workshop to discuss the current condition of the police buildings and future facility options. By consensus, they indicated a desire for a new police facility and selected Harvard Jolly to complete the Space Needs Analysis and full design. City of Sarasota Space Needs Study Harvard Jolly was tasked to analyze the space needs requirements of the City’s existing facilities. The departments had outgrown their current locations. Harvard Jolly recommended how to reorganize their departments for a more efficient and productive layout now, and also projected the space needs requirements of each department in 5-year increments until the year 2042.

Externally, an iconic reflective glass featuring a circle pattern engages passersby and creates a strong identity for the campus.

Charlotte County Public Safety Complex The new Public Safety Complex includes fire and EMS, EOC/911/211, sheriff’s administration, and ancillary support and office spaces. Project also included all site work, off-site infrastructure, design and erection of a building to withstand major hurricane force winds and storm surge, and all necessary equipment and fixtures. Collier County Emergency Services Complex The $56 million, four-story facility is hurricane hardened. The 139,000 SF building houses all County Emergency Service Departments, including Emergency Management Services, Emergency Operations Center, Emergency Medical Services, Clerk’s MIS, Information Technology, Communications TV Studio and Media Briefing, Sheriff Substation, 911 Communications Center and Traffic Operations Pinellas County BOCC - Clerk of Courts - Space Planning Harvard Jolly was awarded a project for existing space planning analysis at the office of the Pinellas County Clerk of Courts.
