Dear Ms. Westmoreland and Members of the Selection Committee: Harvard Jolly is pleased to present our qualifications for the new Technical Education Center. As a firm with 80-years of experience designing learning environments we have one of the largest K-12, technical school, and higher education portfolios with over 18 million square feet of K-12 and higher educational environments. For this project, we have added a programming and planning partner, Perkins + Will, to our team. Together with P+W, we recently completed the award-winning Biological Sciences Building at the University of North Florida. In addition to our experiences on similar projects throughout Florida, our team will provide valuable vocational technology insight from around the United States with emphasis on emerging trends in career and technical education environments. We feel our team is best suited for this project based on the following specialized areas of expertise: CAREER & TECHNICAL EDUCATION DESIGN EXPERTS | In the 21st century school model, career and technical education (CTE) programs enhance classroom experiences and emphasize flexibility, critical thinking, teamwork, compromise, and communication the skills valued in today’s society and workplace. Aligned within the National Career Clusters Framework, the new paradigm must offer opportunities for work and real-life experience in the K-12 and career preparation learning spaces; it must provide projectbased learning to put theory into practice; and it must foster connections with the community at large. Our direct experience with both Pasco Schools and remarkable portfolio of specific CTE and Adult Education Center experience will greatly benefit this project with the lessons learned and understanding that has gone into the designs of these specialized curriculum projects. LEADERS IN COMMUNITY ENGAGEMENT AND PROGRAMMING | In the initial educational program planning we will lead a large-scale visioning session with a broad spectrum of representatives of your school community; we suggest including partnering educational institutions, parents and students of the community, district staff, planning administrators, Board members, and potential business partners. Using the National Career Clusters Framework as a guide we will explore which programs should be initially integrated in the designs to support the specific needs of the surrounding community. Out team will communicate with graphics, illustrations, and research data that facilitate effective communication and foster consensus building among diverse perspectives. OUR DESIGNS PROVIDE FUTURE ADAPTABILITY AS PROGRAMS CHANGE | Most CTE spaces have four walls and a ceiling, however the individual, small group, and collaborative learning activities that happen within these walls is changing. Learning environments such as CTE learning labs provide students and teachers a hands-on and collaborative way to design, invent, experiment and most importantly build school projects. Because our community and workforce needs change over time, CTE environments must be planned as adaptable and provide the technological flexibility to provide new programs as they are brought into the curriculum. Thoughtful consideration must be given to accommodating a diverse range of activities, tools, materials and student assignments. Group collaboration and cross-pollination of tasks are essential to the learning and exploration process. It’s these elements and learning characteristics that elevate career cluster and technology learning labs to inspiring and engaging environments for both students and staff. WE DESIGN SCHOOLS TO MEET STATE OF FLORIDA MAXIMUM COSTS PER STUDENT STATION | Harvard Jolly is proud to highlight that our last three projects with Pasco County Schools have met or fell below the maximum cost per student station mandated by the State of Florida. Cypress Creek Middle/High School, Bexley Elementary School, and Wiregrass Elementary School are the result of maximizing project funding while designing 21st Century Learning Environments that align with the Vision and Mission of Pasco County Schools. The completed designs for Cypress Creek Middle School and Starkey K-8 will also meet the mandated costs caps. Our statewide K-12 practice puts us on the front lines of meeting the new cost caps under a myriad of different situations. We will bring this perspective and the Career and Technical Education experience from our programming and design partner Perkins + Will to every Technical Education Center planning, design and construction meeting. We look forward to continuing our successful and long-standing relationship with Pasco County Schools and presenting our thoughts on community engagement, programming, and design approach during the interview process. Harvard Jolly, Inc., is the largest educational design firm in the State of Florida, offering services in architecture, interior design as well as landscape architecture. Supplementing our extensive educational experience is our design expertise in healthcare, higher education and commercial market sectors. Combined they uniquely allow us to plan for facilities such as the Pasco County Schools Technical Education Center that must integrate learning pedagogy, with practical career and vocational technology learning environments. The firm was founded in 1938 by William B. Harvard Sr. He was one of the first to go against the tide of Mediterranean Revival Architecture with a design concept known as “modern tropical”, which was the first climate-conscious use of balconies and cross-ventilation design. In the mid-1950’s the firm was instrumental in re-designing iconic landmarks, which have consequently won AIA Test of Time Awards. In the 1960’s Blanchard Jolly joined the firm, which ultimately became Harvard Jolly. As the firm grew in the 1980’s and 90’s it became noted for the healthcare design projects at St. Anthony’s Hospital in St. Petersburg and St. Joseph’s Hospital in Tampa. The firm also took on a massive redevelopment project for the Bay Pines Veterans’ Administration campus in St. Petersburg. Since then we’ve been developing relationships with school districts around the state and soon our educational practice flourished with the design of numerous K-12 prototype structures. Over the years we’ve further enhanced our ability to perform on this project type, by encouraging the development of our professional staff. Many of whom, now boast 21st Century Learning Environment credentials as well as Crime Prevention Through Environmental Design. The longevity of employment of our staff is proof of the success of this philosophy. Our staff possesses the qualifications, expertise and experience to produce projects, which are both aesthetically pleasing and compatible with budget requirements.

Michael serves as an Associate Vice President and is a licensed professional structural engineer with over 40 years of experience in the analysis, design and construction of both new and renovation projects throughout the country and internationally. Michael has designed hundreds of new buildings and other structures in flood hazard areas. Many are located in Coastal High Hazard areas and seaward of the Florida DEP Coastal Construction Control Line (CCCL). Michael has also been called upon to design both wet and dry flood proofed commercial structures in FEMA A-zones. With over 12 years of structural design experience, Chris is a Project Engineer and Manager who serves in our Clearwater, FL office. He provides overall project management from preliminary design through construction, including design and coordination, client interaction, RFI responses, shop drawing review and site inspections. He has worked extensively on both large-scale and small-scale projects involving commercial, residential, industrial, educational and government scopes. Chris has 38 years of experience in mechanical engineering design and construction. He is involved with all phases of HVAC and plumbing systems from the preliminary design through construction phase. Chris is experienced in the design of schools, hospitals, correctional institutions and other commercial projects with very specialized expertise with K-12 Schools, County/City Government, colleges, universities, especially in Hillsborough County. He is also responsible for the direct the procurement, installation and operation of AGI’s network of personal computers and software. PROGRAMMING PHASE We rely on the National Career Clusters Framework (www.careertech.org) as a guide in the Programming Phase. During this phase, we are exploring at a high level which programs will best serve the needs of the community that the school is serving. Discussing the career pathway options with all stakeholders early helps to establish program priorities, opportunities to connect with outside business and community partners, and potential grant funding when available. Based on program certification requirements, dual enrollment of High School students, and adult education hours of operation, spaces are carefully planned and zoned on a campus for optimal safety, security, accessibility of all students. Programs usually track within one of the following career clusters: Agriculture, food, and natural resources Arts, audio/video technology, and communications Education and training Government and public administration Hospitality and tourism Information technology Manufacturing Science, technology, engineering, and mathematics

DESIGN PHASE Adaptability of learning spaces is key when planning career and technical education (CTE) learning spaces. We often see programs change over time and that means maybe an automotive program expands into a digital learning lab space or vice versa. With flexibility and adaptability in mind, we carefully plan the structural components of a building to allow for expansion or more convenient and efficient renovation. We determine early in planning and design what types of spaces need direct exterior access and what type(s) of equipment and vehicular needs the program may need. We recently converted a Large CTE space from an A/V Technology Lab (was relocated) to a Law Academy with a mock courtroom. This program change was successfully completed during the original construction phase due largely to preplanning our team provided regarding location of structure and mechanical, electrical, and plumbing systems being located at the perimeter. This space could also be converted into many other types of labs because of it’s exterior wall location and access to the campus service drive.

What do you feel are the most important design concepts to incorporate into a Career and Technical Education Center?
Designing a space to accommodate such a wide range of activities can be a challenging process. Delicate research and planning efforts are critical in designing a learning environment supportive of multiple learning objectives, but the single greatest planning principle seen in many of today’s successful vocational and CTE learning spaces is flexibility. When exploring the physical aspects of such a learning space, considerations should include not only moveable student furniture, equipment, and storage, but also furniture and equipment that can be arranged in a variety of ways, adaptable to large group interaction, small group activities and single person assignments. Project areas should be open with simple geometries that are free of tight corners, combined with appropriate height and volume allowing projects to flex between small individual assignments to large, complex group projects. Access to project areas should also provide ample room for material delivery and product mobility. The learning environment should be easily changeable and quickly adaptable, possibly maximizing movability by having everything on wheels. Building and utility infrastructure such as power, data and plumbing should be carefully positioned to provide immediate and finger-tip access, while cords, devices and other mobile equipment can be easily tucked away during non-use. Technology should also be wireless, nimble and integrated into the learning process and the environment. Because innovative and blended learning environments such as CTE labs are meant to be experimental project laboratories, building materials and finishes should be durable and minimal. Sealed or polished concrete floor slabs are preferred for ease of cleaning, due to the inevitability of spills and experimental messes. Finished ceilings should be limited, and open-to-above structure is common place, exposing lighting, mechanical ducts, equipment, power runs and other necessary building infrastructure to support the project-based learning process. Walls should be kept minimal, free of clutter and layered in writable surfaces to allow students to draw, diagram and collaborate within peer groups to further enhance the Transparency and connection to adjacent and secure outdoor project areas are equally important, as many project-related activities require either more ample work space or include equipment or gasses that are not suitable for indoor use. With increasing construction costs and labor demands, these types of minimal learning spaces can also help school districts save on initial construction costs and annual operational and maintenance budgets. Encouraging imagination, allowing students to be messy, understanding projects may be loud, and promoting project-based creativity are essential in today’s successful collaborative learning environment. These types of spaces should be viewed as a student’s “playground.” CTE labs are created to do just that: they are a place to learn, design, to collaborate without rules, to explore new inventions, to dissect at times, and to build during other times. These learning labs are our new Vo-Tech, and unlike in past years, these programs and facilities are being celebrated and pursued, They are now seen as the cornerstone of our future educational model, where students can collaborate and learn through authentic, project-based, real-world experiences, enabling a student to attain certifications they need for their chosen field of study.

How do you intend to learn about the needs of a Career and Technical Center before initiating your design?
Once programming is complete and the needs of the community have been prioritized, we find it beneficial to ask stakeholders to describe a day in the life of a student, a teacher, and an administrator. When we, as a group, can find consensus answering these seemingly basic questions, the design process will follow. Because of our teams focus on K-12, technical school, and higher education architecture we are constantly engaged in active learning opportunities with leaders from across the country that share best practices from secondary, postsecondary and workforce development groups and institutions. We will lead the design process by promoting conversation with all stakeholders while bringing forward best practice design options and alternatives. The leadership of our firm are active in several organizations such as the Association for Learning Environments and ACE Mentoring Program that focus on understanding how CTE students learn and teachers teach and the design of facilities that support these varied learning and teaching styles. Steve Johnson and Rene Tercilla are both ALEP accredited professionals which demonstrates the core competencies essential to the practice of planning, designing, equipping and maintaining educational environments. Both attend, serve and mentor for numerous agencies that carry through the CTE philosophy giving us a unique insight into how leading states are committing to a vision of high-quality CTE and meet with national experts about the strengthening of Career and Technical Education for the 21st Century. The existing Largo High School’s 1957 brick buildings were in dire need of replacement. After master planning the existing site, Harvard Jolly designed a carefully phased replacement of the campus. Four new buildings provide space for classrooms, fine arts, a cafeteria, a media center and gymnasium. The new configuration emphasizes security and safety while creating a courtyard that promotes interaction and collaboration between students and teachers. The 242,000 GSF design features over 1,600 student stations and increases the gymnasium capacity by over 1,000 seats. Additionally, Harvard Jolly answered vehicular circulation issues that effectively manage traffic during rush hour events. Harvard Jolly and Perkins+Will, designed the new Biological Sciences Building at the University of North Florida. The facility houses six specialized programs within the Department of Biology, including the Coastal Biology Flagship Program. The building includes 17 teaching labs and 28 faculty research labs, as well as state-of-the art classrooms, conference rooms, and lecture halls. The interior courtyard, named Darwin’s Garden, is planted with species native to Florida and will be used as a botany lab. The building achieved LEED Gold Certification with sustainable design features including: —— 30 percent reduction in Water —— Maximum use of Natural Light Consumption —— Occupancy sensors monitor indoor —— 20 percent reduction in Energy CO2 levels and regulate air quality —— Lighting Controls throughout. The building design and construction materials complement the surrounding area, including the College of Liberal Arts and Sciences facility, which is situated next door. Landscaping around the building utilizes plants native to the area that were selected by the design and construction teams in collaboration with the University’s groundskeepers and biology staff. Six thousand gallons of saltwater, which is provided by and transported from the marine mammal park Marineland, is stored and available for aquatic research and teaching labs. All furniture in these labs is stainless steel to prevent rusting where saltwater is used. A unique necropsy lab allows dissection of large marine animals such as dolphins, sharks, and manatees, which can be up to ten feet long and weigh 2,000 pounds.

The Center for Learning, Innovation and Simulation will be located in the existing east parking area and will have a direct connection to the adjacent Building 2 on three floors. Located on a mountain top in southwestern Virginia, the impressive 106-acre site now hosts the new Ridgeview High School and Career Center complex, which serves 1,400 students. The new facility features amenities for the performing and visual arts as well as career programs including culinary arts, nursing, computer-aided drafting, and cosmetology. By consolidating three existing smaller high schools into one facility and combining it with the county middle school population, Dickenson County Public Schools is able to greatly expand their curriculum and extra-curricular offerings. This facility houses expanded career tech programs for 800 high school students and 600 middle school students. While many of the career tech classrooms are integrated with the core academic classrooms, a stand alone career tech building is located to the west of the main school building. This high bay space houses the carpentry, welding, and other construction trades as well as automotive mechanics and body shop programs. Sited along a ridge, the building is oriented north south for energy efficiency and to capture large expanses of natural light. The media center is expresses above the school entry as a large two story volume which marks the juncture of the middle school and high school. The cafeteria and shared music and art rooms open to the landscape on the north side of the building offering wonderful views across the athletic fields to neighboring mountains.

Harvard Jolly designed the Miami Animation and Gaming International Complex (MAGIC). The project was a shell fit out and remodel of 9,000 SF of the first floor in Building 8000 to accommodate the VFX Studio, classrooms and supporting spaces. The space create an interactive setting in which students can learn, explore and produce in a venue which exceeds the environments currently used throughout the industry. The project includes space for a motion capture/green Screen studio, screening hall, color correction suite, audio engineering suite, digital lab and classrooms, as well as a 3D printing lab. The new Manor Senior High School solves the need for greater capacity due to fast growth within Manor ISD, while maintaining the hometown feel of the one high school district. Our team analyzed both the existing site as well as a proposed site and large stakeholder groups were engaged in an interactive process to build a new vision. As a district with a high population of socio-economically challenged students, the vision emerged of creating a senior high school where all students could graduate with not only a diploma, but also a certificate or career training that could support their transition beyond high school. Manor Senior High School is intended to serve juniors and seniors and to focus on launching students forward. The design features an expansive college and career center in the primary entry near the cafeteria to provide fingertip support and remind students of their trajectory. Harvard Jolly facilitated multiple design charettes, then created a design that enhances the neighborhood while retaining the area’s aesthetic. Atlanta Public Schools has hired Perkins+Will to renovate an unused middle school built in the 1960’s and convert it into a College and Career Center for juniors and seniors in the District. Harvard Jolly was challenged with modernizing this 1950’s era educational structure, while maintaining the historic aspects of the existing architecture. Two monumental buildings on the National Historic Registry are being renovated into 21st century learning centers to provide the educators and students with access to latest technology and educational pedagogy. A new Global Learning Center and Cafeteria are located in the center of the campus and are adjacent to each other. This provides the students with a café experience where they can use the latest technology and enjoy lunch at the same time. The project also includes a new gymnasium and art center which flank the new social network plaza. There is a unique but flowing balance between the historic aspects of the architecture and the technology-rich educational spaces that allow the students to appreciate and experience both aspects on a daily basis.

Perkins+Will designed this new high school for Clayton County Public Schools to house 1850 students. The school will have a 9th Grade Academy with its own administrative offices and its own dining commons. Ninth graders will only leave their house for art, music, and physical education. The rest of the building is divided into three smaller learning communities which can be used for as career focused academies or in support of various magnet programs. Assistant principals and counselors are distributed throughout these learning communities making supervision and support readily available. The Career Tech labs are located at the front of each learning community along the building’s main circulation spine, thus showcasing a curriculum that in the past had been relegated to back of house spaces. Atlanta Public Schools hired Perkins+Will completely gut and renovate this in-town high school into three career-focused academies. We reorganized the plan and located two academies on the top floor, one on the facility’s north side and one on the south side running the length of the building. The third academy is on the main entry level on the north side of the building. These Career Academies included: —— Fine Arts —— Engineering

We have located the media center and cafeteria along the south side of the main entry level affording students in these spaces outdoor dining areas and views out to the athletic fields. Previously the school was comprised of an inefficient arrangement of offices and classrooms that blocked off light from the interior courtyards into the building. In our reorganized plan, corridors run along the courtyards so the interior of the building is now light-filled. Marking the new entrances to the building we designed glass spires which can be seen as cars and buses approach the hill on which this building sits. This project earned the 2015 Urban Land Institute (ULI) Atlanta Development of Excellence Award

Hillsborough Community College’s latest project, their new Allied Health Building, will set a high standard in the Tampa Bay area for student learning environments within the higher education and healthcare worlds. The new Allied Health Building will house Nursing, Emergency Medical Services and Respiratory Care Therapy programs, and Harvard Jolly is designing it to simulate a hospital environment so that multiple programs will work together to replicate conditions found in real-life situations. As part of Atlanta Public Schools’ high school transformation to Smaller Learning Communities, D.M. Therrell High School has been redesigned to operate as three independent career academies. This project marks a new beginning for D.M. Therrell High School. The original structure was typical of school design in the late 1960’s - inward-looking and fortified with little natural daylight reaching classrooms or circulation spaces. The new design ‘opens’ the school locating classrooms, media center, offices, and arts facilities around a new front courtyard. The old buildings were renovated and incorporated into this campus plan. Each floor of the new classroom block houses an academy which includes 12 generic classrooms, four science labs, two computer labs, career tech labs and an administrative suite with principal, counselors, and support staff. Flanking the renovated existing gym is a new gymnasium to one side and a cafeteria/media center to the other. The new cafeteria/media center facility and the three-story academic building form one edge of the courtyard which serves as a campus quad. Lemon Bay High School has undergone a multi-phased replacement of the existing campus due to damage from Hurricane Charlie. The previous open campus design was several feet below the flood plain elevation. The replacement campus is now a closed school facility with a vegetative courtyard that recalls the former campus courtyard, rebuilt entirely above the flood plan. The existing performing arts center building, the only structure above the flood plain, has been renovated and incorporated into the horseshoe-shaped structure that surrounds the courtyard. The reconstruction of the school was implemented in seven district phases, allowing the entire school population to remain on campus and for the school to remain open for the duration of the construction project. As part of these major renovations Harvard Jolly was asked to design new athletic facilities including a gymnasium, auxiliary gym, locker rooms, fitness center, wrestling room, and dance room. The new gym is the focal point of the school’s interior courtyard. Lemon Bay High School has received a LEED Silver Certified.

Perkins+Will is currently designing an 800 student Early College High School for Austin Independent School District. The curriculum includes a substantial health sciences program, an audio visual, graphic arts, and broadcast strand, and entrepreneurship program. This school serves 200+ non English speaking students in ninth and tenth grades. These students then move into the main-steam early college and career programs in eleventh and twelfth grades. The school is being built on the campus of the old Anderson High School which was the last segregated school in Austin. The Anderson High School alumni have been very active in the planning of the new school. In response to their desires to preserve parts of the existing old buildings, we have designed the new campus to preserve the front door and the two major classroom wings from the original structure. New two-story classroom wings will be built above the original one-story classroom blocks. Shared functions, administration, and the major career tech classrooms and labs will be located in the original structures and front a newly created internal courtyard. The site improvements include parking to accommodate all the patrons with immediate site access to public transportation. The existing Gold Coast Community School has been demolished in order to relocated the Adult Education Center. This modernization was a multi-phase construction project of uncommon complexity. It includes the addition of new buildings and the demolition or remodeling of several existing buildings. To accomplish this over a three year span, while the facility was used by approximately 2,000 students, careful planning by the design team identified both construction and student areas. The Master Plan called for a student friendly courtyard as the focal point of the new facility. A mixture of landscaped and paved areas turns the oversized courtyard into a comfortable space with opportunities for small groups. Walls surrounding planter areas serve as seating. The only significant building on campus consisted of a two-story structure built in the mid 1960’s. The interior was completely reconstructed, inclusive of all systems. Exterior windows were replaced and its brick exterior was cleaned and sealed. A matched brick was then chosen as a feature to be carried forward to all new construction helping to tie the new and old buildings together. Other features include: —— All instructional areas include ceiling mounted projection systems, student computer access and sound enhancement systems. —— Existing mechanical systems have been

OFFICE PRACTICES COMMITTEE An Office Practices Committee meets monthly to maintain and develop firm-wide standards for Technology, Design, Human Resource Policy, Communications, Insurance and Quality Requirements. 2. TECHNICAL STANDARD COMMITTEE A Technical Standard Committee meets weekly to direct the constant development and evolution of our CADD system, our standard details, material research, as well as specifications and contract requirements. We feel this Committee is important for the complete, concise communication and delivery of the project requirements. 3. DESIGN METHODOLOGY A Design Methodology is established to ensure proper and correct identification of program requirements and client needs. In-house design reviews are required early in the project to not only substantiate that the design meets the program but that the design meets the firm requirements. 4. CONSTRUCTION DOCUMENTS Construction Documents are systematically organized to assure compliance with codes. Construction details are time-tested and reviewed by our Technical Standards Committee. 5. CONSTRUCTION DOCUMENT REVIEW Construction Document Review processes are enacted that include a series of checklists and a team coordination meeting when the documents are 75% complete. Imperative to the quality of the Construction Documents is our final review policy prior to issuing the documents. 6. AGGRESSIVE CONSTRUCTION ADMINISTRATION PROGRAM An aggressive Construction Administration program is mandatory to ensure a successful project. Our detailed progress reports, change order tracking procedures and enforcement of the contract documents are the key tools. 7. POST-CONSTRUCTION EVALUATION AND POST-OCCUPANCY SURVEY A Post-Construction Evaluation and Post-Occupancy Survey with the Contractor and Owner complete the quality circle by allowing us to incorporate and reinforce the ideas and details that work and drop those that do not. Fees/bids are not a basis for selection in architecture bidding projects. As that is the case, Harvard Jolly has never been denied a contract award based on bidding. Item number two: Harvard Jolly has provided a high-level of service and dedication to our clients for the past 76 years. We have a proven track-record of handling disputes so they are quickly resolved and to the satisfaction of our clients. The only potential litigation currently pending is Pinellas County Safety Campus v. Harvard Jolly. In December 2017, Harvard Jolly received a demand letter from the County Attorney’s Office in Pinellas County. This letter was in reference to the Pinellas County Public Safety Campus of which Harvard Jolly was the architect of record. Recently, this particular building has experienced water intrusion on the second floor. The County Attorney also alleges that there has been premature deterioration of exterior doors and frames, fading and streaking of exterior paint, and efflorescence-related degradation of exterior texture coating. Harvard Jolly has been proactive in helping County Attorney Jack Powell to conduct discovery in this matter. DESIGN APPROACH Briefly describe how the A/E team will establish “check points” throughout the design process in order to control costs and assure the Owner that the projects will be designed within the established budgets.
Harvard Jolly’s management of a project consists of proper budgeting and cost control from the inception of the project through completion. We utilize our database of recently bid K-12 renovation / remodel projects and factor in the specific aspects of this project to provide a cost model. All decisions consider the cost implications. The early decisions including building size, building systems and scope have the biggest impact on the budget. It is important to make good early decisions. We track the cost model through all phases of design. Updated cost estimates are provided on a regular basis. In addition to the construction budget, we provide assistance with the other costs which make up the overall project budget. These include soft costs such as surveys, geotechnical engineering, AE fees, construction material testing, and furniture, fixtures & equipment (FF&E) costs. Utilizing our cost management approach combined with our extensive and recent experience designing educational facilities; we have an excellent track record of completing projects on time and on budget. COST CONTROL Harvard Jolly will rely on published cost data as well as in-house historical data to analyze the appropriateness of the budget for the project and level of finishes. Any concerns or discrepancies will be immediately reported to the Owner and if necessary proposed courses of action will be outlined to bring the project and budget into alignment. UNFORESEEN CONDITIONS Budgets can be compromised by unforeseen conditions, which result in costly change orders later. The solution is to do as much initial discovery as possible to identify and provide design solutions for such conditions. Extensive data collection and integration, as well as code and ordinance review during the Pre-Design phase, also is essential to avoiding costly and time-consuming re-design later. QUALITY CONTROL Harvard Jolly will involve the active participation of the assigned principals, senior architects and engineering staff throughout the course of a project. Each discipline is headed by a key member of the firm with years of educational experience to ensure quality and completeness of all phases of the work. The quality of the documents will be constantly monitored throughout the development of Construction Document Phase by Rick Dalziel who will oversee Quality Assurance / Control. Additionally, a formal in-house quality review will be held at 60% and 90% completion. In-house coordination meetings will be conducted by Rick on a weekly basis to discuss technical developments, coordinate design among disciplines, monitor schedules and assure coordination of owner furnished equipment and systems. Early in the design, Steve will provide oversight. Final review of documents by Steve will also verify full coordination.
