HISTORY OF FIRM

Harvard Jolly, Inc., the largest educational design firm in the State of Florida, offering services in architecture, interior design as well as landscape architecture. Firm History Our history features progressive, stable management with measured growth. The firm was founded in 1938 by William B. Harvard Sr. He was one of the first to go against the tide of Mediterranean Revival Architecture with a design concept known as “modern tropical”, which was the first climate-conscious use of balconies and cross-ventilation design. In the mid1950’s the firm was instrumental in re-designing iconic landmarks, which have consequently won AIA Test of Time Awards. In the 1960’s Blanchard Jolly joined the firm, which ultimately became Harvard Jolly. As the firm grew in the 1980’s and 90’s it became noted for the healthcare design projects at St. Anthony’s Hospital in St. Petersburg and St. Joseph’s Hospital in Tampa. The firm also took on a massive re-development project for the Bay Pines Veterans’ Administration campus in St. Petersburg. Since then we’ve been developing relationships with school districts around the state and soon our educational practice flourished with the design of numerous K-12 prototype structures. Over the years we’ve further enhanced our ability to perform on this project type, by encouraging the development of our professional staff. Many of whom, now boast 21st Century Learning Environment credentials as well as Crime Prevention on school campus experience. The longevity of employment of our staff is proof of the success of this philosophy. Our staff possesses the qualifications, expertise and experience to produce projects, which are both aesthetically pleasing and compatible with budget requirements.

Jeff has been with Harvard Jolly since 1986 and 2017 he was named chief executive officer, now leading the firm’s day-to-day operations. He is well regarded as an expert in the design of K-12 facilities, and is on the forefront of educational design trends. Jeff has written and presented on how architecture and the environment provided by a school can affect the success of its students. He is actively involved with the Florida Educational Facilities Planners Association (FEFPA) and the Council of Education Facilities Planners International. Jeff has also co-authored a number of white papers in collaboration with the International Center for Leadership in Education including: Color in an Optimum Learning Environment and The Environment of the Struggling Learner.

Stephen L. Johnson, AIA, is a senior vice president with Harvard Jolly Architecture and currently serves as the firms Director of K-12 Education Design. Steve’s passion for educational design is grounded in a true enjoyment of the planning and design process that engages students, educators, and leadership. He understands that the modern learning environment has a profound effect on both student performance and educator retention worldwide. Steve advises numerous community K-12 student mentorship programs and recently presented to the Florida Educational Facilities Planners Association (FEFPA) on 21st Century Learning Environments. As the Principal-in-Charge, he will ensure that this project is designed and built according to the stated requirements.

Apopka Elementary School was reaching high capacity rates while the outdated campus layout and inefficient car/bus loop were not efficiently serving the growing student population. Harvard Jolly was tasked by Orange County Public Schools to renovate the school by demolishing and adding updated classroom buildings and reconfiguring the traffic pattern. The construction consisted of: two story classroom building and one story classroom wing; administration building; dining; kitchen; media center; central energy plant; tennis courts; prekindergarten playground and elementary playground; and a covered play area.

Harvard Jolly is responsible for architectural and engineering services for this renovation project, including expansion of the dining room, upgrading of ceiling tiles, new lighting, carpeting and flooring, traffic flow, additional classrooms added, school storage areas, and heating ventilation/ air conditioning upgrades. The School District of Manatee County has added scope (replacement of portables with permanent classrooms) while maintaining the overall project budget. Harvard Jolly has offered flexible solutions to maintain the budget. We provided master planning services and presented several different design and phasing options to the District. The designs were ultimately narrowed down to one that met the needs of the expansion while minimizing overall size. Three dimensional fully rendered design progress views were offered as part of the design process with Principal and staff engagement controlled through the District’s Project Manager.

PINELLAS PARK MIDDLE - REMODEL & RENOVATIONS PINELLAS PARK, FL

Harvard Jolly recently won the Pinellas Park Middle School Renovation project, from the Pinellas County School District, which consists of demolition of six structures to be replaced with new multi-use buildings for a total of approximately 86,000 GSF of new construction, as well as renovation of approximately 68,000 GSF in six of the remaining structures. The project will be multi-phased and the firm will provide complete design services for all aspects of the renovations. The structures to be demolished will be replaced with 16 new classrooms, a media center and expansive administrative space that will accommodate student records, teacher planning and staff offices. The current Cafeteria space will be expanded and entirely renovated to give more room for the kitchen and a small café area for teachers. The gymnasium will be upgraded with new floor finishes, paint and an updated sound system, new bleachers will be added and ADA upgrades will be included. A new HVAC system with a 4 pipe chiller system will be installed and service the entire school. A new fire alarm and IT system will be included. The project is scheduled to begin in March of 2017 and continue for an estimated completion in the Fall of 2019.

SARASOTA HIGH SCHOOL ADDITIONS AND RENOVATIONS SARASOTA, FL

Sarasota High School Renovation project consisted of approximately 103,000 square feet of complete interior demolition of the existing dining, kitchen, administration, science classrooms and gymnasium buildings. These space were provided with new interior finishes, mechanical and electrical systems. All renovated areas were provided with 21st century space planning and technology. Harvard Jolly was challenged with modernizing this 1950’s era educational structure, while maintaining the historic aspects of the existing architecture. Two monumental buildings on the National Historic Registry are being renovated into 21st century learning centers to provide the educators and students with access to latest technology and educational pedagogy. A new Global Learning Center and Cafeteria are located in the center of the campus and are adjacent to each other. This provides the students with a café experience where they can use the latest technology and enjoy lunch at the same time. The project also includes a new gymnasium and art center which flank the new social network plaza. There is a unique but flowing balance between the historic aspects of the architecture and the technology-rich educational spaces that allow the students to appreciate and experience both aspects on a daily basis.

DISPUTES, LITIGATIONS & DEFAULTS 1. The regional/district office that will be supporting this contract: The Saint Petersburg office of Harvard Jolly will be the district office supporting this contract. As such, the cases listed in this litigation summary pertain only to that district office. 2. Pending Litigation: Harvard Jolly has provided a high-level of service and dedication to our clients for the past 80 years. We have a proven track-record of handling disputes so they are quickly resolved and to the satisfaction of our clients. The only potential litigation currently pending is Pinellas County Safety Campus v. Harvard Jolly. In December 2017, Harvard Jolly received a demand letter from the County Attorney’s Office in Pinellas County. This letter was in reference to the Pinellas County Public Safety Campus of which Harvard Jolly was the architect of record. Recently, this particular building has experienced water intrusion on the second floor. The County Attorney also alleges that there has been premature deterioration of exterior doors and frames, fading and streaking of exterior paint, and efflorescence-related degradation of exterior texture coating. Harvard Jolly has been proactive in helping County Attorney Jack Powell to conduct discovery in this matter. While it has not yet been filed as a formal lawsuit, it is the County’s position that a lawsuit will be filed in the coming months. DESIGN APPROACH 1. Describe how your firm will approach projects, considering complexity, budget, demanding time schedules and designing around an existing building structure. The following methodologies, processes, and control tools contribute toward our organized framework for the successful execution of complex and demanding projects for Pasco County Schools. Single Point Accountability For effective management, there has to be an individual responsible for the coordination and management of the project. Our team project manager, Curtis Frey, will have that responsibility and will be accountable for all of the work executed by the project team. Curtis brings more than 36 years of experience on educational facilities. His experience includes phased, major remodeling, renovation projects of varying complexity, and campus and building studies. Scope Management and Issue Resolution Curtis will be responsible for the management and overall coordination on the project. Any issues that affect quality, scope, cost, or schedule will be referred to him for decision. The policy of communication before action avoids misunderstandings, unnecessary delays, and cost increases. Commitment of Senior Personnel The quality of our work is a function of the people who do it, and from our experience, the greater the commitment of senior staff, the better the quality of work and the higher the probability of success. Our experienced CEO, Jeff Cobble, AIA and Principal-InCharge, Steve Johnson, AIA, LEED AP, will be actively involved and will set the design direction for the projects and will be assigned to lead the planning and design of all learning environments and supporting spaces. Schedule Harvard Jolly’s approach to maintaining design and construction schedules is simple: We develop an initial list of project tasks, assign timelines to each, recognize critical or fixed dates and then we adhere to the agreed upon schedule. As additional tasks become critical, they are added to the project schedule. The schedule is updated as often as required, and this schedule is then communicated to all members of the project team. Each participant – the District, the contractor, the engineers and the architect – all have deadlines and critical dates that have to be met. Scheduling as a team allows everyone to buy into the schedule and commit to it. Having completed more than 3.3 million square feet of educational renovation / remodel experience, we have worked on many fast-tracked projects and projects that required complicated phasing. The process in which Harvard Jolly has met and satisfied scheduling challenges is to: —— Establish the schedule in initial team meetings to provide input to the schedule and phasing development —— Establish due dates for deliverables for each phase and provide comment to any changes that would need to be made due to project coordination —— Agency/client reviews or other internal factors Schedule and manpower demands will be monitored at in-house coordination meetings and manpower will be adjusted to meet schedule demands. This is critical: team coordination meetings will be held to discuss developments, exchange information coordinate among design disciplines and monitor the schedule. Minutes will be taken and maintained to track decisions. Pasco County Schools’ established deadlines for required information would be defined in the schedule. Milestone deadlines will be tracked. The schedule will be updated as required to keep all team members informed of the status of the schedule and their commitments. Many school projects in Florida present us with special challenges based on their similarities in soil requirements, occupied campus locations and the necessity of phased project execution. Our team has special experience in meeting all Florida Building Codes, State Requirements for Educational Facilities (SREF) and Crime Prevention through Environmental Design requirements. Our overall approach and standard operating practices, include the ability to design flexible multi-purpose space as well as classroom space, that can be utilized efficiently. Our understanding of educational program delivery, as well as the best situation for construction on an occupied campus, makes our firm unique. Our key personnel are always updating their knowledge on the latest strategies for the use of technology in the classroom

2. Briefly describe how the A/E team will establish “check points” throughout the design process in order to control costs and assure the Owner that the projects will be designed within the established budgets. Harvard Jolly’s management of a project consists of proper budgeting and cost control from the inception of the project through completion. We utilize our database of recently bid K-12 renovation / remodel projects and factor in the specific aspects of this project to provide a cost model. All decisions consider the cost implications. The early decisions including building size, building systems and scope have the biggest impact on the budget. It is important to make good early decisions. We track the cost model through all phases of design. Updated cost estimates are provided on a regular basis. In addition to the construction budget, we provide assistance with the other costs which make up the overall project budget. These include soft costs such as surveys, geotechnical engineering, AE fees, construction material testing, and furniture, fixtures & equipment (FF&E) costs. Utilizing our cost management approach combined with our extensive and recent experience designing educational facilities; we have an excellent track record of completing projects on time and on budget. Cost Control Harvard Jolly will rely on published cost data as well as in-house historical data to analyze the appropriateness of the budget for the project and level of finishes. Any concerns or discrepancies will be immediately reported to the Owner and if necessary proposed courses of action will be outlined to bring the project and budget into alignment. Unforeseen Conditions Budgets can be compromised by unforeseen conditions, which result in costly change orders later. The solution is to do as much initial discovery as possible to identify and provide design solutions for such conditions. Extensive data collection and integration, as well as code and ordinance review during the Pre-Design phase, also is essential to avoiding costly and time-consuming re-design later. Quality Control Harvard Jolly will involve the active participation of the assigned principals, senior architects and engineering staff throughout the course of a project. Each discipline is headed by a key member of the firm with years of educational experience to ensure quality and completeness of all phases of the work. The quality of the documents will be constantly monitored throughout the development of Construction Document Phase by Rick Dalziel who will oversee Quality Assurance / Control. Additionally, a formal in-house quality review will be held at 60% and 90% completion. In-house coordination meetings will be conducted by Rick on a weekly basis to discuss technical developments, coordinate design among disciplines, monitor schedules and assure coordination of owner furnished equipment and systems. Early in the design, Steve will provide oversight. Final review of documents by Steve will also verify full coordination.

FOLLOW-THROUGH TO CONSTRUCTION 1. Describe how your firm will approach projects, considering complexity, budget, demanding time schedules and designing around an existing building structure. Rick Dalziel will provide the construction administration services for projects held under this contract. As construction administrator, Rick will work closely with proposed project manager, Curtis Frey, throughout the life of the projects to ensure all design goals are implemented. Rick will lead the team in administering the project, monitoring quality compliance, observing construction/installation status, reviewing shop drawings and submittals, and completing other customary construction/procurement phase services. In addition, the Harvard Jolly team will meet and consult with District staff and representatives. This process will consist of the preparation of final working drawings, large scale details and specifications meeting all codes. These documents will be used to obtain bids and permits and result in letting a contract for construction. Total coordination among the various engineering disciplines will be achieved. We will immediately advise the District of any adjustments to previous preliminary estimates of construction cost indicated by changes in requirements or general market conditions.

2. List two (2) examples when your firm has “stepped up” and taken responsibility for design mistakes, and describe what you did to resolve the problems. While Harvard Jolly ensures vigorous Quality Assurance/Quality Control practices and envisions the entire life of the building, not just the final facility after construction, mistakes can happen during design, construction and even after occupancy. Harvard Jolly believes in resolving issues at hand in a timely manner by implementing the most economical and appropriate solution. Misaligned Walkway Cover Harvard Jolly designed a school in Pasco County and found a design flaw during the final preparation of contract documents. An uncoordinated problem was discovered regarding the Architectural and Civil Engineering drawings. In the drawings, there was a discrepancy between angles relating to a covered walkway aligned with a curb. The walkway was constructed misaligned. Admitting to the mistake being a design error, Harvard Jolly gladly paid the approximate $40,000 to correct the alignment. Cost of Replacement A full year after the final construction closeout on a high school in Pinellas County, one of maintenance’s lawn mowers threw a stone that broke a piece of glass in a new exterior window of the facility. The owner tried to replace the glass but discovered the cost of a single sheet of the specific glass was extremely expensive. Harvard Jolly assisted in the replacement of the glass. The glass was chosen based on its economical price that was seemingly similar to the standard readily-available glass. However, replacement of individually ordered sheets later in the life of the building can be very expensive and straining on the owner. What was taken away from the experience was to envision the building years after its opening and utilize commonly manufactured products to provide the best long-term value to the owner.

What plan of action does your firm have to manage/maintain these changes when they occur? Harvard Jolly Architecture’s workload is currently slightly below capacity but within normal range. We are known to be the largest architecture firm in the state with 43 registered professionals on staff. We count a workforce of nearly 90 full-time employees in 8 Florida offices locations. Our highly productive staff use the latest, state-of-the-art computer systems and cutting-edge design software, thus we are able to manage the most demanding projects. Many of the current projects are now in the construction administration phase, leaving our team’s personnel immediately available to commit time and resources to the County.
