I wanted to share my Publisher’s Notes section with Vicki Varela, managing director, Utah Office of Tourism, Film and Global Branding. Utah is taking a fearless, bold approach to attracting business to Utah in the areas of film production, tourism and targeted business location and relocation. I asked Vicki what, in a nut shell, is the strategy going into 2015. She replied:

“People who have experienced Utah know it is a place where you can thrive at both work and play, but people who haven’t been here have lots of misconceptions,” says Vicki Varela, Managing Director, Utah

Office of Tourism, Film and Global Branding in the Governor’s Office of Economic Development (GOED). “Our Life Elevated branding campaign tells the Utah story from the perspective of residents and recent professional transplants.” This spring, a digital marketing campaign will introduce info-technology professionals who have relocated to Utah from Silicon Valley and other major tech hubs. They tell their stories in short vignettes while highlighting Utah’s quality of life, abundant professional opportunities and business friendly environment. Digital ads promoting the videos will be targeted to IT professionals. Also this year, the global branding team, along with MRM//McCann, will create a

Mantra Video, shot by Fiftyfilms, and develop organic outreach campaigns to encourage Utah residents to share their love for the state on social media. “Collectively, these projects will build Utah’s brand, differentiate us from our competitors and clarify misconceptions. This will expand our success in attracting top talent, new businesses and an ever-growing number of tourists to Utah,” says Varela.

PURDIE DISTRIBUTION RANKS IN THE TOP 20 FILM DISTRIBUTORS IN THE US FOR THE SECOND CONSECUTIVE YEAR. PURDIE KEEPS TOP 20 COMPANY WITH WARNER BROS, SONY, FREESTYLE RELEASING, ET AL. Brandon Purdie takes a very personal approach to distribution. With home runs under his belt such as the “Saints and Soldiers” movies, “Meet the Mormons” and now soon-to-be-released, “Freetown.” Brandon uses the “Sum of all Things” equation to please the triad of distribution: The Filmmaker, The Cinema, The Audience. Kenny Riches’ indie feature The Strongest Man is Kenny’s third script. He’s reeling with joy to be in the festival. Both of the main characters in The Strongest Man are searching­—Conan seeks approval and acceptance, they both are looking for their power animals (a chicken and a dog) and Beef desperately wants to find his stolen bike. Kenny crafted this tale with based on his experiences but as a character in his own life, he does not seek things external as much as he appreciates where he is. “I don’t mind where I’m at right now. I have 12

a good life and I get to see places and meet interesting people that provide stories and characters for my films. I’m liking the experiences I’m having,” he says and answers my question about his ambitions: “I like to let things happen organically—I learned that from a friend. She is doing very well for herself but it took a slow and steady process. I’ve learned not to push harder than where you’re at. People put so much pressure on themselves that they get stuck.” Kenny studied painting in art school but he spends most of his time making films. “Movies cost a lot of money to make,” he says and is committed to living a modest lifestyle in order to be an independent filmmaker. He engages funding from people who love the arts and

share the desire to bring a vision forth. It also helps to make small films he says and shelved his second script because it would cost too much to make. His first film, Must Come Down was a collaboration with and starred his long-time friend David Fetzer who died last year. If he could have a wish come true and be funded in a big way he says, “I would love to make bigger budget films. Instead of asking favors, I would pay people what they deserve. “Its a good time to be a filmmaker,” he says about the technology allowing films to be created with accessible gear as well as the myriad digital forms of distribution. With the ease of entry, he says that filmmakers have to step up their game with interesting material. “Story and character are everything. I’m not trying to change the world with my films, I’m just trying to be a storyteller.” FILM A NNU A L 2015

There’s a trick you do when you need a little reinforcement to walk into a situation where you feel unequipped to shine in your greatest light. What you do is you imagine that you are a person whom you admire and have seen pull off the kind of results you are want. Sometimes people choose a super hero, a fictional character or even their own mother. In my case, it’s Geralyn Dreyfous. When she invited me to her home and made me fresh eggs from her farm nestled within a posh residential area, I almost couldn’t bear the excitement. Just the night before I attended an event where she and Jennifer Napier-Pearce discussed the nature of the powerful work of Impact Partners. Between Geralyn Dreyfous as executive producer and Impact Films projects, they have 10 films showing in the 2015 Sundance Film Festival. (see “Utah at Sundance” in this edition.) My intent was to learn about the next layer to documentary filmmaking in the effort to affect awareness and measurable improvement to a given issue. In many ways, I feel social media falls flat when it comes to sneaking in commercial content. But when it comes to changing the world for the better and allowing any one anywhere to hear about progress being made on stubborn social issues and be able to engage, there’s nothing more efficient and powerful than social media. It allows the life and influence of a documentary to continue on for decades. Of all the films that have accompanying social media campaigns, the “Alive Inside” story is the one I chose to use as a case study for this piece. “Alive Inside” is a documentary film that explores music’s capacity to reawaken the mind and a person’s desire and ability to re-engage with the world and people around them even in deep stages of palliative care, dementia or Alzheimer’s disease. Filmmaker Michael Rossato-Bennett chronicles the astonishing experiences of individuals around the country who have been re-

vitalized through the simple experience of listing to music. He follows social worker Dan Cohen who founded the non-profit organization Music & Memory, as he fights against a broken healthcare system to demonstrate music’s ability to combat memory loss and restore a deep sense of self to those suffering from it. The success of the customized social media campaign that accompanied and now leads the charge is likely to stream federal funding for a program that provides music to those suffering from memory loss. Geralyn lines it up: Part of when we are deciding to fund a film we look at the opportunities for outreach. When we saw “Alive Inside” we thought, this is fantastic. It’s absolutely possible for music therapy through iPods to become reimbursable by the healthcare system. There’s quantitative evidence that shows that music piped into people ears makes them less agitated and they take less psychotropic drugs and that saves the healthcare business money and makes it easier for caregivers to care for elders. In addition, it’s a beautiful story and the idea that music can be so transformative and that the part of your brain that you lose last, even when you have dementia is interesting neuro science. This is the combination of good news science, a feel-good application that doesn’t cost a lot of money and wasn’t an intervention with medicine and something that is easily implementable and easily reimbursable. So the strategy of that film is to get more music into the lives of elders and allow it to be reimbursable as a healthcare expense, which I believe will be achieved in the next year. So the action around that is to get musicians to endorse it and do PSAs and tell their own stories about family members with Alzheimer’s as a way to get public opinion. Then to do screenings at conventions for nursing homes because nursing homes are the most regulated industry in America after nuclear power because there were so many abuses of the elderly when nursing homes first started. So you have to get to the decision makers in this industry and show this and that’s what we’ve been doing since last the Sundance. Now a filmmaker may have some ideas about that but it’s not the highest use of their skills so we hire consultants to do that work. That’s what the social media outreach is becoming. They can take a property and design a campaign around it that will be effective in achieving an outcome that everybody agrees is an intended outcome. Music is now being used with palliative care in hospice. They are saying the results have been so astonishing—just to have music in the room—that families are staying on average three to five times longer visiting with their loved ones because it’s not as awkward and they have the music to talk about, “Hey dad, remember this song?” He may be there, he may not be there. He could perk up and have a full paragraph which is like gold to someone who is about to lose their father. (continued) FILM A NNU A L 2015

The hospice people say it’s been profound enough that they’re going to change their mission to alleviating suffering and providing comfort and joy at end of life. Music reduces dependence on drugs and allows family to be together more. They see things like people being able to say “good by”, and “I love you”, or “I forgive you”, or “I’m sorry”. This has huge, profound social impact. Something as simple as music. VIRGINIA PEARCE Director of the Utah Film Commission starting in late 2014, Virginia worked as a commercial photographer in Seattle, Maine, Boston and Paris, then serving for 12 years as Associate Director, Artist Relations and Community Programs at Sundance Institute. INCENTIVE PROGRAM It pays to film in Utah. Utah’s state legislature is progressive and is attuned to the benefits of incentivising the film industry of Utah through the Motion Picture Incentive Program (MPIP): a postperformance, fully refundable tax credit. Films with a Utah spend of at least $200,00 are eligible for a 20% tax credit, while projects spending $1 million+ may be eligible for a 25% tax credit.

UTAH IS PRO-INCENTIVES In support of the film industry in the State of Utah, Governor Gary Herbert and the State Legislature have approved the Motion Picture Incentive Program (MPIP). The State of Utah may provide a post-performance financial incentive to production companies in order to help develop a strong motion picture industry presence in the state, that will contribute substantially to improving Utah’s economy. The MPIP is a post-performance, fully refundable tax credit of production dollars spent in the State of Utah. An approved production will be rebated 20% to 25% on every dollar spent in the State. A production must spend a minimum of $200,000 in the state to qualify for a 20% tax credit. A project spending $1,000,000 or greater in the state is able to qualify for a 20% or 25% tax credit.The tax credit has no per project cap. An application must be completed, submitted and approved for each project, prior to the start of principle photography.

Utah can stand in for a variety of locations nationally and internationally while being one of the closest locations to Hollywood.

Mimi Davis Taylor, Derek Mellus

The Producer Services arm of the Utah Film Commission provides a valuable service to both in-state and out-of-state producers who look to Utah for the ideal location for their project, whether that project is a photo shoot, a commercial, a TV series or a feature film. Mimi Davis Taylor and Derek Mellus, producer service executives, represent Utah’s experienced resource team at the Utah Film Commission, both of them coming from production backgrounds in locations management. Their collective understanding and experience make the difference when the call comes in to provide not only the perfect location, but also handle the host of other variables that go along with the important task of creating a positive impact on the overall experience a producer will have while working in Utah— one that will keep them coming back. Mimi gets right to the point saying, “We provide as many options as we can to a producer. We come up with ideas to help them see not only great locations, but any and all benefits that might not be obvious up front that can help them decide to choose Utah over other states. The competition is tough with every state going after the same production dollars.” Being receptive and resourceful pays off as Mimi describes, “The key is to listen and locate the reality of what someone sees in their 22 22

mind. That takes experience and knowledge of everything from location permits, state and federal government jurisdictions, city regulations, and how to approach private homes, neighborhoods and business owners… all while finding the right look.” Derek adds, “Our job entails really being a part of the filmmaking team by studying the script and helping them actualize what they are visualizing. We optimize every moment of a brief scouting trip by screening locations for considerations such as distance, elements and amenities.” Derek describes that he will also seek out locations that offer additional angles and options for ancillary scenes. It’s no secret that Utah wants to lure producers to Utah. With a robust incentive in place, Derek and Mimi have the charge of selling the big picture of Utah. “We help any potential producer see and realize the full benefit of choosing Utah,” says Derek, “and then we support the project location manager hired by the production company, as they are ones who make the final deals, manage the locations and make sure that the company leaves the location in better shape than they found it. It’s their job to make sure that all of the details are worked out to everyone’s satisfaction.” Former Director of The Utah Film Commission


photo by Matthew Williams Marshall Moore adds to that point by saying, “Communication and honesty are really the keys to working with people to help them understand exactly what the production company’s needs are. Sometimes we have to negotiate with a home owner to change out all of the furniture in their house—like what happened recently on the local production of the TV series, “Granite Flats.” The owners had to be comfortable living with 60’s style furnishings for three weeks while the show filmed there everyday; and they ended up loving it!” Marshall says, one of the best things he ever heard when he was starting out was from veteran location manager, Mike Fantasia. “Mike said to me, ‘Show me what I don’t know about your state—what I can’t find on the Internet.’” Local Location Manager Clay Maw has scouted locations in nearly every state and can say with assurance that Utah can stand in for a variety of locations nationally and internationally while being one of the closest locations to Hollywood. Beyond the stunning red rock country, best snow on earth, alpine vistas, rural plains, city scapes is a burgeoning virtual, sound and green-screen stage resource base giving a production reason to spend more time in Utah.
