Mt. San Cristobal now covered by pilgrimage moratorium LUCENA CITY--Mt. San Cristobal is now included in a pilgrimage moratorium that covers the adjacent Mt. Banahaw based on a resolution passed on Wednesday by a multisectoral body tasked by the Department of Environment and Natural Resources (DENR) to monitor protected areas.

With the resolution hastily passed by the Protected Area Management Board (PAMB) for Mts. Banahaw and San Cristobal Protected Landscape (MBSCBL), pilgrims and trekkers would now have to seek permits from the Protected Area Superintendent (PASU) before entering Mt. San Crtistobal, said lawyer Shiela de Leon, director for constituency

building of Tanggol Kalikasan, an environment watchdog that provides legal assistance to PAMB. De Leon said Mt. San Cristobal is also being used by some pilgrims as gateway to Mt. Banahaw. It was De Leon who conceptualized most of the critical changes in the implementation of the moratorium before they were passed by the board through votation among its members. During the meeting, DENR-Calabarzon Regional Executive Director Reynulfo Juan said a proposed stricter enforcement of the moratorium and implementation of additional restrictions along the two mountains were also agreed. Juan said penalties and fines will be strictly imposed to violators of the moratorium. The PAMB-MBSCBL resolved to impose the closure of Mt. Banahaw park from March 9, 2004 to 2009. The closure was extended to Jan. 9, 2012. And on Feb. 16, 2012, it was again extended until 2016. After seeking permits from PASU Sally Pangan, Juan said pilgrims will be allowed to stay in the “Multiple Use Zone” of the mountains for two days and one night only while those who will be doing research study can be allowed to enter the area and even at the “Restricted

Protection Zone” area for a longer period of time. The inclusion of Mt. San Cristobal was triggered by the latest fire incident that occurred in the said mountain which started in Bgy. Sta. Lucia in Dolores town and climbed up to Laguna side in San Pablo City damaging some 50 hectares of grassland. Similar incidents happened at the said mountain last March 18 and 19 and at Mt. Banahaw on March 19 and 20. Juan said the public will be informed of the changes through massive information dissemination via social media and newspaper publications within five days before its implementation. "We will do things fast, since Holy week is fast approaching. As usual, we are expecting a large volume of pilgrims and trekkers to arrive in Mt. Bahahaw", said Juan. Asked how PAMB can carryout the task considering that PASU has only five forest rangers manning the entry and exit points of the two mountains, Juan said they will be hiring 50 people from the adjacent villages. He said Environment Sec. Ramon Paje has ordered the immediate release of P500, 000 to be used for the said purpose. "With that amount, I believe we can do the job

smoothly during the whole Lenten season period", Juan said. The board also passed a resolution requesting Quezon Gov. David Suarez for additional funds. Out of the P20 being collected from pilgrims and trekkers since 2004, it was learned from Pangan that PAMB has a P5 share. She said the other P5 goes to the local government units while the P10 to the barangays. Pangan said the total PAMB from the the so- called Integrated Protected Area Fund has already reached to P1.9 million. Asked when the funds will be finally released by the Department of Budget and Management (DBM), Pangan replied, "I have no idea". Pangan said there will be a tight evaluations on the permit applications coming from the mountain visitors before they finally have them approved. She said the board forgot to tackle the issue on garbage disposal which according to her is the responsibility of the pilgrims and trekkers. "We forgot to ask the board to impose additional penalties for the violators", she said, adding that pilgrims should bring home their garbage as they leave the mountain park. ADNSN

Ang Kabalibalita Laman na naman ng mga radyo, telebisyon at pahayagan ang nangyari sa sikat na artistang si Anne Curtis na pag-atake ng dikya sa maganda nitong kutis, kasama na rin ang mga balita at larawang nai-release sa internet. Tamang-tama nga naman sa panahon ng tag-init kung saan maraming mga Pilipino ang nagbabakasyon at maglalangoy sa beach, tamangtama ngayong marami sa ating mga kababayan ang tutubog sa tubig at magpapalamig. Ngunit tamang-tama nga ba ang ganitong klaseng pagsesenyonalisa sa isang pangyayari? Hindi rin natin makakalimutan ang balita ilang taon na rin ang nakalilipas ng matalsikan ng mantika ang makinis na balat ni Judy Ann Santos habang ito’y nagluluto, at kung anu-ano pang balita kung saan makakatulong ng mabuti sa ating kamulatan bilang mamamayan. Kung hindi natin nakuha ang kabalintunaan ng mensahe marahil may kulang na turnilyo sa ating mga utak. Hindi naman sa wala nang karapatang malathala ang ganitong pangyayari ngunit hindi kaya nila nararamdaman ang insulto sa mga mamamayan nating mas nangangailangan maipahayag ang naranasan nilang mas importante at mas miserableng pangyayari? Samantalang marami ang nabibiktima ng sapilitang pagkawala, iligal na pag-aresto at tortyur, extra-judicial killings, at marami pang klase ng paglabag sa karapatang pantao, kasama na rin ang malalang korapsyon sa ating bansa, mas apektado ang mga tao sa kutis ni Anne Curtis, at sa mala-pandang mukha ni Vhong Navarro, mas nagkakaroon ng simpatya ang mga tao sa mga sikat na personahe na kung tutuusin ay simple at madali lang naman sulusyunan ang problema, na bukod sa may pera sila at resources upang lutasin ito ay hindi rin naman ganoon ka kumplikado ang kanlang kinasasadlakan. Kaya, magtaka tayo, minsan ay tanungin natin ang ating mga sarili, anong ang epekto nito sa ating pagsusuri sa mga bagay, tanungin natin ang ating sarili kung bakit mas naapektuhan tayo sa kutis ng isang sikat na entertainer kaysa sa buhay ng iba nating kababayan, marahil maiisip natin sa pagtunganga at pagnganga natin sa harap ng telebisyon o internet, tayo na pala ang nabibiktima ng kamangmangan at kawalang pakialam na magdudulot pa ng mas malalang problema. Magtaka rin tayo minsan kung bakit mas pinapahalagahan ng mainstream media ang ganitong mga balita, kaysa sa mas mga importanteng usapin, ito nga ba ang mga bagay na kabalibalita?

As we celebrate Holy Week Sa ating paggunita ng Mahal na Araw, kasabay ng pagalala sa pagkamatay at muling pagkabuhay ng Panginoon, we should always be reminded that the sun, without fail always rises after a long dark night that gives us renewed hope fr a much better day with strengthened faith, heightened optimism and positive outlook in life. The resurreccion of our Lord guarantees that of our very own, and as Easter Sunday faithfully comes, so shall good

always triumphs over evil. The Holy week also always reminds us the time for everybody to repent, pagsisihan ang lahat ng mga nagawang kasalanan, maging ito man ay kasalanan sa inyong mga sarili, sa kapamilya, kaanak o sa taumbayan. Next time we look at the sun in the morninf, appreciate and be grateful for it. As it rises with its bright rays brightening the sky and enveloping the world with its inspiring eternal hope, let us firmly and strongly resolve

to liberate ourselves from the bondage of negativism, gloom, cynicism, and crab mentality. Let us resurrect ourselves, to resurrect everybody especially those who are beleagured with PDAP, DAP, and Malampaya funds problems. Pray that they be given enough courage to face the truth and repent for what they have done to the people of the Philippines so they could be able to regain the trust and confidence of the Filipino people.

Cong Mommy is the commander-in-chief? The much awaited May 2016 elections will take place more than two years and a half from now but Quezon voters have already been speculating this early on who will be the leading candidates for the gubernatorial derby in the cocolandia. It is expected that 2-termer Gov JJ will be running again for his final term unless his Cong Daddy, the “real governor”, would eventually take the wheel and command him to replace her Cong Mommy in the poverty- stricken Bondoc Peninsala. By the way, many observers say that if JJ is a 1 star general, Cong Daddy is a 3- star. I agree to that knowing that the father could not be compared to his still neophyte son in terms of connections, experience, ability, and cleverness. These traits, I believe, truly make Cong Daddy a veteran general. Tahiran na, wika nga! But I have no doubt that, Cong Mommy, although sick, is still the commander- inchief in the family of generals! Si mam siyempre ang boss!, sabi ng isang kumaintarista. (“Sa katunayan, siya naman ang nagbibigay sa amin, ah!”) Going back to 2016 polls, majority of political observers that I talk say that JJ’s wouldbe challenger from the Liberal Party will be Procy Alcala, the beleaguered DA Secretary whose leadership and management style is being bombarded with criticisms almost every day by his detractors.

All the alleged lapses, be it big or small, in every agency attached to DA like the NFA had been blamed to the Secretary. His so- called “Quezon Mafia” (Alcala boys holding key positions in the Department led by his Usec, Tony Pleta) are being accused of involvement in several anomalies which according to Kampon are all fabricated issues aimed at maligning his reputation. Alcala describes as baseless and part of the demolition job, the criticisms being hurled against him and his boys. Many believe that Procy is hell bent into winning the gubernatorial polls in retaliation for the humiliating defeat suffered by his son, Irvin during the 2013 polls. Obligado daw rumesbak ang tatay! The way we see it, Irvin is indeed his father’s young version but not a duplication. The father, in the first place, is a very humble and friendly guy with great charisma especially to the masses. Kung sabagay, hindi lahat ng katangian ay namamana ng anak sa kanyang ama! Anyway, another humored contender for the top provincial post is the graduating Mark Enverga of the still depressed 1st district. At one point, I saw Cong. Mark while performing a good job and I was impressed. He was in a basketball court playing with other young

spicy solons. I was surprised knowing that the son of the weak ex- governor is energetic and a good basketball player. Mas matikas at may tindigan pala ang anak kaysa ama! At mukhang walang hika! That irony has left a big question Mark on my mind! With all due respect, walang masamang nagawa sa akin si Cong. Mark! Wala din naman maganda! Aside from Procy and Mark being top contenders, there’s no more names being talked about. So if it is really a threecornered battle royale, who do you think will be the last man (lalaki) standing (hindi nakaluhod)? Speaking of being a true man, pro Alcalas used to say that this is the edge of Procy over his would-be opponents. Kampon, as hey say is a known man of his word who always keeps his promise. His masculinity has been tested not only by his wife. His constituents, fellow leaders and friends can attest to that. Alcala ‘anila, kaya subok na! Anyway, 2016 is still too far though 2015 is really fast approaching. Dalawang Pasko na lang at tatlong Pasko ng Pagkabuhay, buhay na naman dugo ng mga botante sa Quezon sa dami ng kwarta na kakalat mula sa magkakaibang tribu ng mga kandidato! Pero sa totoo lang, who ever among these three wins the fight is no big deal to me!

Pinangunahan ng mga opisyal ng SM Supermalls, kinatawan mula sa Department of Environment and Natural Resources (DENR), Provincial Tourism Office ang pagpapatay ng ilang ilaw ng SM City Lucena bilang pakikiisa sa malawakang kampanya ng Earth Hour o 60+ sa pamamagitan ng sabayang pagpapatay ng ilaw sa loob ng isang oras noong March 29, 2014 simula 8:30 – 9:30 ng gabi.

Kabilang sa mga ito sina Assistant VicePresident for Operation Engr. John Jason Terrenal, Regional Operation Manager Cid Victoria, SM City Lucena Mall Manager Maricel Alquiros, Provincial Tourism Officer Alberto “Jun” Bay at mga kinatawan mula sa DENR. Workshop on investments and incentives code for Tiaong The Board of Investments, an attached agency of DTI, conducted workshop on the preparation of Local Investments and Incentives Code (LIIC) for the heads of offices together with the members of the Sangguniang Bayan and its presiding officer Tom Ilao as well as Mayor Ramon A. Preza of Tiaong, Quezon on March 26-27, 2014 at Villa Escudero. Director Dennis Miralles, Ms. Rosario Dominguez and Ms. Luna Gracia Panesa Ahmad of BOI conducted the workshop and assisted by DTI-Quezon staff. The participants were

familiarized first with the Foreign Investments Act, the 2013 Investments Priorities Plan of the country, and General Investments Policies. After the initial discussion, the details of the Local Investments and Incentives Code were provided so as to correct the available LIIC of the municipality. In the same day, the LIIC of Tiaong was subjected to critiquing and much clarifications were made. It resulted to a more or less, acceptable LIIC which can provide real incentives to incoming investors. Part of the workshop was about Investment Promotion Strategies which made the participants to

be more creative. Image building, Image Analysis and Image Building Strategies were discussed and several Municipal Taglines were given by the members present. An example of the tagline which was yet being deliberated upon was “ Tiaong, Investors’ Haven”. The suggestion was to conduct a tagline contest among college students of the municipality. While investors failed to initially consider Tiaong as their investment destination, it is not enough that they will be forgotten. It was also important to do investment servicing activities like continuing to connect with the investor, providing

information on updates about the municipality and offering joint venture scheme for the LGU and investor. What is essential in the process of inviting and maintaining investors, is the creation of an Local Economic and Investment Promotion Office (LEIPO) whose main job is to coordinate and facilitate investment thru relevant government agencies like BOI, DTI, DOF, DOT and others. The Investment Promotion Officer (IPO) shall be a highly trained individual who will handle the intricacies and cultural differences that may be met. DTI-Quezon

PAGSASANAY PARA SA PROTEKSYON NG MGA BATA AT KABABAIHAN, ISINAGAWA

Nagsagawa ng unang bahagi ng pagsasanay para sa mga opisyal ng barangay ang Provincial Social Welfare and Development Office (PSWDO) sa pamumuno ni Sonia Leyson tungkol sa proteksyon sa mga bata at kababaihan noong April 1, 2014. Ang pagsasanay na nilahukan ng 72 opisyal ng barangay mula sa bayan ng Real at Panukulan, Quezon ay tinawag na Provincewide Seminar for Barangay Officials on Community-Based Protection for Women and Children ay isinagawa sa Queen Margaret Hotel, Lungsod ng Lucena. Ayon kay Sonia Leyson, Provincial Social Welfare and Development Officer, dahil sa dumadaming napapaulat na mga kaso ng pang-aabuso sa mga kababaihan ay pinag-aralan nila kung ano ang maaaring gawin para sa intervention at prevention. Ayon pa kay Leyson na very alarming ang ulat ng PNP na No. 1 ang lalawigan ng Quezon sa Region IV-A o CALABARZON na may pinakaraming kaso

ng pang-aabuso sa mga kababaihan. Dahil dito, minabuti ng pamahalaang panlalawigan sa pamumuno ni Governor David “Jay-Jay” C. Suarez sa pamamagitan ng PSWDO na imbitahan ang lahat ng opisyal ng barangay para mabigyan ng sapat na kaalaman at maturuan ng mga tamang paghahawak sa mga kaso na may kinalaman sa mga bata at kababaihan. Umaasa naman si Leyson na pagkatapos ng pagsasanay na ito ay maaactivate ang Barangay Council for the Protection of Children (BCPC) na dapat nasusubaybayan ng Department of Interior and Local Government (DILG) at sa pamamagitan ng kanilang tanggapan ay tutulungan ang mga ito na mabuo ang BCPC. Idinagdag pa ni Leyson na kabilang sa kalimitang hindi alam ng mga opisyal ng barangay ay ang tungkol sa Violence Against Women and Children (VAWC) at juvenile justice and welfare act na kabilang sa tinalakay sa pagsasanay.
