Col. Kevin A. Poole assumed command of U.S. Army Garrison Bavaria from Col. Christopher R. Danbeck during a ceremony held July 12 at the Tower Barracks Parade Field. The ceremony was attended by numerous guests ranging from local community leaders, tenant unit leadership, the Bundeswehr, garrison staff and community members. A highlight of the cer emony was the two commanders being raised in the fire truck rescue basket as a symbolic act to orient and familiarize Poole on locations of key facilities and infrastructure, tenant unit areas of responsibility, installa tion boundaries and installation access control points.

Another way the KONTAKT Clubs help Americans better inte grate into Bavaria is through vol unteer work. With the garrison motto “Better in Bavaria” and a “Thank you, Servus, Goodbye and Auf Wiedersehen” he bid farewell to the guests present and gave over to new garrison commander Poole. “Welcome back and congratulations on the command on the best garrison in the Army!”Col. Poole is not new to Germany. He transferred over from the United States European Command in Stuttgart. In addi tion, Poole had also been with the 1st Battalion, 4th Infantry Regiment and Joint Multinational Readiness Center at the Hohenfels military training area in the past. Happy to be back in Bavaria, Poole, speaking fluent German and English in his speech, greeted the numerous guests that had traveled to be part of this event. “Gruess Gott! Thank you all for your presence today. I am looking forward to our partnerships and friendship in the future”Acknowledging Danbeck’s hard work and looking forward to continued rela tions with him in the future Poole thanked him, his family and the community for the fabulous integration they received. “Thank you for your support and your confidence in me to command this great garrison.” To close the ceremony the black pow der shooter Böllerschützen Volsbach tra ditionally welcomed the new commander with a ceremonial volley.

European utility companies often charge estimated monthly amounts based on prior usage at the residence. Request a Living Quarters Allowance reconciliation Living Quarters Allowance is granted to help defray housing costs at foreign posts where housing is not provided. Rates are designed to substantially cover the average employee’s costs for rent, utilities and other allowable expenses. LQA reconciliation is required 12-15 months after moving into a new residence. If there is a significant increase or decrease in utility costs, custom ers can also request a voluntary reconcilia tion. Submit out-of-cycle meter readings to your local utility and track your usage Utility providers usually keep monthly rates the same until the billing cycle ends and usage is Householdsreconciled.can submit additional outof-cycle meter readings at any time during the year to the utility supplier and discuss usage levels versus monthly payments. This will ensure monthly pro-rated amounts are adjusted if needed and are where they should be, not too low or too high. Actual meter readings can be provided to electricity suppliers via the Internet (in some cases), telephone, returning a filled out meter reading postcard, or by giving the meter reading to your garrison tax avoidance pro gram office for forwarding. Regularly tracking usage also can help customers plan for what their end-of-year bills may look like and save them from surprise costs.

October is National Energy Awareness Month; moreover, a time to challenge yourself to become more energy smart. U.S. Army Garrison Bavaria community members can implement small changes to the everyday routine and see significant differences in energy consumption and utilityWebills.should all work to assess our energy uase and address areas where we are wasteful, because there are finite amounts of energy resources available to us. As populations grow and energy consumption rises, the need for energy conservation — the practice of using less energy — becomes more critical. Less energy con sumption can help you reduce your envi ronmental impacts and even help lower your energy costs. An overhaul to your energy consump tion does not have to mean extensive changes to your home or life. Instead, simple behavior adjustments can have sig nificant impacts when incorporated into your day-to-day routine. Change can be overwhelming, but the lists below outlines simple actions you can begin implementing today. Pick a few to practice this month. Then once they become second nature, add in more to expand energy conserva tion in your home and become an energysaving professional. The earth and your wallet will thank you. Adjusting your daily behaviors with simple, small changes can lead to huge savings, such as:: Be mindful of your thermostat. Heater and air conditioning costs account for nearly half of an average utility bill, so make adjustments for daily periods when you are out of the house. Reductions in intensity and frequency of use offer the greatest opportunity for savings. Turn off lights when you leave a room. Turn off appliances when they are not in use. Appliances waste small amounts of energy while in standby mode. To avoid waste, com pletely turn off or even unplug appliances like your blender, coffee maker, toaster and blow dryer when they are not in use. Perform household tasks manually. Hand washing dishes requires less energy than a dishwasher; furthermore, air-drying laundry is more energy-efficient than using the dryer. Clothes dryers consume as much energy as a refrigerator, dishwater and washing machine combined. If you must use the dryer, be sure to clean the lint filter and use the moisture sensor setting. Wait until you have full loads. Only run appliance washers — dish or laundry — when you have enough items for a full load and use appropriate water settings. Use new energy-saving technologies. Although energy-saving technologies may have higher upfront costs than older coun terparts, the energy efficiency saved overall will lower your energy costs significantly and save you money in the long run. Replace old light bulbs. Upgrade to hal ogen incandescent bulbs, compact fluores cent lights (CFLs), or light-emitting diode bulbs (LEDs). These bulbs use up to 80% less energy and last up to 25 times longer than traditional bulbs. Where you can, purchase energyefficient appliances. Appliances with the ENERGY STAR label have a federal guaran tee that they will consume less energy than standard models. Use smart power strips. Significant amounts of energy are consumed when electronics are off. This unintentional ener gy use is called “phantom loads,” and it is a substantial source of energy waste and util ity costs. Smart power strips, or advanced power strips, eliminate phantom loads by shutting off power to electronics when they are not in use. Do not use more energy than you need. Thoughtful actions will ensure that you are not unintentionally consuming energy. Be mindful of hot water use. Heating water uses a significant amount of energy. Try to use less hot water or turn the ther mostat on your water heater down a few degrees. Consider shorter and cooler show ers and wash most clothing on cold cycles. Weatherize your home. Drafts mean lost energy. Insulate your home with heavy drapes and carpets. Use draft stoppers — both for doors and windows — where necessary.Usereusable items. Single-use plastics and disposable items use a lot of energy to manufacture and do not offer great returns. Instead, purchase reusable items and repair items you already have to cut down your energy footprint. Try to charge less. When possible, put your phone or laptop on energy-saving mode. This will help save your battery and require less energy to charge.

Take cost of living surveys Cost of Living and Overseas Housing allowances are determined by several surveys throughout the year. It’s important to partici pate in these when they are available to ensure allowances are adjusted based on actual living costs. Keep an eye on garrison news sources for information on upcoming surveys.

Twenty-two members of the USAG Bavaria community were sworn in as American citizens during a vir tual naturalization ceremony on June 29 at the Tower View Conference Center. The ceremony, part of a spe cial program to naturalize active duty military members and their families, welcomed the individuals from 12 different countries as new citizens of the United FollowingStates.the National Anthem, sung by Jamie Patterson, the Oath of Allegiance was virtually conduct ed by Eloris James, Immigration Services Officer from the United States Citizenship and Immigration Services (USCIS) Office. “Thank you all for your service and your commitment to the U.S.,” said James. “To become a soldier before becoming a US citizen is an incredible act of patriotism and selflessness. Thank you very much for your service and commitment to ourThenation.”ceremony was concluded with garrison commander Col. Christopher R. Danbeck distribut ing the certificates of naturalization to America’s newest citizens.

The new US Citizens origi nally come from Belize, Benin, Cameroon, China, Congo, Ecuador, El Salvador, Jamaica, Kenya, Haiti, Mexico, Nepal, the Philippines, South Korea, and Venezuela. Currently, the candidates are stationed at garrisons across Germany, including Grafenwoehr, Vilseck, Hohenfels and Illesheim/ Ansbach. Additionally, one candi date even traveled to the ceremony fromPfc.Poland.Bryant Castellanos from Venezuela had been anticipating this moment since he was a boy, saying that “I feel very happy! I have been in the U.S. since I have been twelve years old. I am really happy I could become a U.S citizen and I am proud to be able to serve thisSpc.country.”Henry Shaquelle, originat ing from Jamaica, said ”I am excited and overwhelmed with emotions. It’s really amazing to become a citi zen of the greatest nation. This here today shows that you can achieve anything you want. You just have to work hard and be dedicated.”

The Directorate of Public Works in cooperation with the Department of Emergency Services currently offer a fire extinguisher exchange service. Within this service all unit fire wardens within the United States Army Garrison Bavaria instal lation can exchange their building fire extinguishers free of cost until Nov. 30. Fire extinguishers play a vital role in any fire protection plan in every environment. They are a first response to fire and can help prevent catastrophic damage to prop erty and even loss of life. According to USAG Bavaria Assistant Fire Chief Sebastian Baier fire extinguishers put out more workplace fires than the Fire and Rescue Service. “Several disasters in the USAG Bavaria footprint have already been eliminated by fire extinguishers this year,” saidFireBaier.extinguishers are life protectors, damage reducers and safety maximizers. However during their life cycle they are exposed to various external factors that can influence and reduce their functional ity. During the years the inside powder can get solid and clotted and prevent necessary action during an emergency. Additionally, humidity can assault the rubber seals lead ing to pressure exhaust. To ensure they are ready when needed fire extinguishers need to be checked and exchanged on a regular basis.Since fire extinguishers fall under sub ject of personal property the building, fire wardens are responsible for accurate ness and functionality of fire extinguishers. While the exchange of fire extinguishers normally comes with a cost, unit fire war dens can now exchange their 6kg ABC dry powder fire extinguishers charge-free using the service offered by DPW and DES. Any outdated fire extinguishers can be exchanged at the following locations and times through Nov. 30:

Peter Moon compared the larg er range capacity in Grafenwoehr that allows flexibility to conduct and execute various training exercises more effectively and how welcom ing the Grafenwoehr community has been since they arrived from Fort Stewart, Ga. “At our home station Fort Stewart, we have a certain num ber of ranges to be able to shoot different caliber weapons systems simultaneously,” said Moon. “The amount of air space in Germany allows us to shoot large caliber artillery or mortars giving us a lot of flexibility to shoot more.”

German Federal President (Bundespresident) Frank-Walter Steinmeier visited 7th Army Training Command July 12. The purpose of the Federal President’s visit was to thank U.S. troops for their key contribution to the freedom and security of Germany and its NATO allies in Europe.Accompanying Steinmeier were U.S. Ambassador to Germany Dr. Amy Gutmann, U.S. Army Europe and Africa Commander Gen. Darryl Williams and 7th ATC Commander Brig. Gen. Joseph Hilbert. After a welcome ceremony at 7th ATC headquarters, Steinmeier gave remarks to Soldiers at the Grafenwoehr Training Area. “Thank you for your service, thank you for your sacrifice,” said Steinmeier. “What you do here, each and every one of you, is exis tential [sic] importance to the secu rity of my country, my people, our continent and our alliance.” Steinmeier also paid tribute to the strength of the transatlantic partnership between Germany and the U.S. and reaffirmed Germany’s commitment to solidarity with fel low members of the Alliance. After the remarks, Steinmeier spent time with Soldiers who gave their account of experiences in training overseas and with fellow NATO members. Steinmeier dis cussed the Soldiers’ vital service to the nation and being away from family and other loved ones for a lengthy period of time.

The 2022 Oktoberfest in Munich runs Sept. 17 through Oct. 3. without any Corona restrictions according to the offi cial website. With over six million guests a year, the Oktoberfest celebrates Bavarian tradition with delicious food, Munich beer and countless rides and attractions. The Oktoberfest, also called “Wiesn”, takes place every year on the largest fair ground in Munich, the Theresienwiese. The fairground is located quite centrally in Munich, slightly southwest of the city cen ter. As always, admission to the Oktoberfest festival area is free. However small handbags and other belongings will be checked at all entrances. All backpacks and large bags, or any thing with a capacity of more than three liters, are strictly prohibited at the festival, Munich police said. Exceptions may be made on a case-to-case basis for justified reasons, such as support for handicapped people.Other prohibited items include glass bot tles, spray cans and any items that can be used as a weapon. Strollers and buggies are allowed, except on Saturdays, German Unity Day on Oct. 3 and all other days after 6 p.m.

Participants of the joint Active Shooter training are getting ready to interact and exercise in the run phase. Military police officers worked together with German police officers during the training event.

During three stages — the crawl phase, the walk phase and the run phase — participants went through different scenarios to understand each other better and developed ideas on how to optimize their teamwork. In the crawl phase, the different tactics of each organization were shown and exercised. In the walk phase, both parties worked together adjusting to the new teammates. And in the run phase, teams exercised with training ammuni tion to get accustomed to each others working style and German training weapons. “In our field of work, com munication and good relation ships are important,” said USAG Bavaria Chief of Police Robert Beaty. “You can’t expect good work, if you have nothing to build on.” As COVID19 restrictions lift, both parties indicated that they look forward to more trainings on more frequent basis.

“These joint training events are great for our law enforce ment branch within DES, as well as to build partnership with our German law enforcement coun terparts,” said DES Director Maj. Dale Trakas. “We learn from them, and they learn from us.”

“This is the first of an initial series of training that I’d like to see between us — to build that partnership and develop our relationship — in order to make sure that we can respond appro priately to any type of incident,” Trakas said. To continue good working relationships and ensure that everyone is on the same page in case of emergency — especially with occasional language barri ers — Soldiers and Polizei alike agreed that training exercises like this are beneficial for all parties.“Ithink it’s a great oppor tunity for us to come together, get on the same accord and build our training,” said Staff Sgt. Henry Smith, 18th Military Police Brigade. “It’s something we can build on and continue to move forward with.”

“We work together every day and are in regular contact, since we share common service areas that we are both respon sible for,” said Werner Stopfer, head of the police inspection in Eschenbach.According to the teams, this was the first joint active shooter training event between German and American law enforcement participants on GTA. At this special training event, the German and American law enforcement organizations exchanged knowledge on dif ferent tactics, techniques and procedures in the case of an active shooter situation, and they trained together to ensure com plementary response in actual operational situations.

On June 10, U.S. Army Garrison Bavaria’s Directorate of Emergency Services and Upper Palatinate Polizei participated in a joint active shooter training event within the Grafenwoehr Training Area. Eleven DES Soldiers and 16 local Polizei, from Eschenbach, Auerbach and Vilseck, attended this partnership event to build on their relations and optimize teamwork.Whiledaily collaboration is nothing new between the two parties, this event worked to exchange knowledge and expe riences in the special case of an active shooter scenario. If a situation calls for it, the teams worked on preparedness and the ability to integrate harmoniously.

“I can understand the challenges and struggles families face here in the Bavarian Alps where a majority of the regular services of a garrison are not available at all times and travel time to the nearest installation takes several hours” McConville said. Following the luncheon, the schedule included an office call with deputy gar rison manager Laura Hemming, a tour of the Child Development Center, the Fitness Center and a meeting with Chaplain (LTC) David Schnarr at the garrison chapel. He spoke about the Strong Bonds program, a chaplain-led program for Soldiers and their families, focusing on relationships and relationship preventive maintenance rather than relationship repair. He shared his impression that civilian employees could benefit just as much from the program if it was available. He also pointed out the newly launched program by the Chief of Chaplains “Life Worth Living” approaching suicide pre vention focusing on reasons for living and having a successful life. McConville is a Registered Dietitian and a Certified Personal Trainer. So to no sur prise the second day started with a walk ing tour around nearby Lake Eibsee fol lowed by a visit to Munich International School in Starnberg where students from the Garmisch Community and NATO School in Oberammergau attend High School. Day two and the official program con cluded with a visit to the community library, the PX and the Commissary.

The German recycling system may seem complicated at first, but it is crucial to Germany’s environmental sustainability efforts and betterment of the planet. Moreover, it is easy once it becomes an everyday routine. Here’s a quick guide on how to sort and recycle at USAG Bavaria.

Paper or “Papier” What is it? Cardboard, envelopes, magazines, paper egg cartons and wrapping paper.

In Germany, bulky, hazardous, electrical and automotive waste have special disposal and recycling procedures. Rule #2: Separate everyday waste into five groups: refuse, paper, plastic or packaging, metal and glass. Some communities also require that plant-based biodegrable waste, or “bio waste” be recycled separately. It depends on the community, but typically refuse, paper, plas tic and bio waste are collected on a bimonthly or monthly basis.

Bulk trash What is it? Furniture, mattresses, carpets, bicycles, strollers and other items that are too large to transport to a recycling center in the trunk of a car. Where does it go?

Rule #1: Regular waste and recyclables — leftovers, paper, milk cartons, cans and glass jars — must remain in your community’s waste system, according to German law. In other words, do not take your recyclable products or extra trash bags to another community for disposal. It is also against IMCOM Europe policy to take excess waste on-post.

Attention: Bulk trash should not be placed at pickup points more than one day prior to pick up. Do NOT dump bulk trash at the pickup points, if no bulk trash pickup has been announced.

Host nation and Installation Management Command Europe regu lations require all DOD community members and training units to sep arate household and special waste products from non-recyclable refuse. These items must also be discarded correctly — thrown in the right bag and taken to the proper recycling cen ter or drop-off point. Failure to sort trash, or illegally dumping waste at incorrect recycling centers, can result in German fines ranging from €30 to approximately €500 and administrative UCMJ actions. The Soldiers’ chains of command will also be notified. To report illegal dumping and trash violations, call the Military Police Front Desk at DSN 4763398/3397, CIV 09662-83-3398/3397.

We all have a responsibility to keep our garrison clean and safe. Tossing everything into one waste bin may be acceptable in the United States, but at USAG Bavaria it is illegal. Department of Defense personnel stationed in Germany must sort trash and recycle.

Kitchen and food waste, such as fruit and vegetable remains, leftovers, coffee filters and other organic and compostable waste; used paper products; diapers; torn clothing; ceramics and porcelain; pet litter and non-recyclable materials.

We can each challenge ourselves every day to be better stewards of life-giving water. U.S. Army Garrison Bavaria community members can imple ment small changes to their every day routine to limit and efficiently use water that will make impacts that affect the world. Water is an essential part of life. It is also a finite resource. Most of the water found on the globe is saltwater (over 97 percent), and the remainder must service a growing population. We should all work to assess our water use and address areas where we are wasteful. As popula tions grow and water consumption rises, the need for water conserva tion — the practice of using less water and using water more effi ciently — becomes more critical. Less water consumption can help you reduce your environmen tal impacts and even help lower your utility costs. Today is the day to challenge yourself to become more water conscious and con serve water in everyday actions. Pick a few to practice this month. Small changes can make big differences in water consump tion and use!

• Do not use more water than you need. Thoughtful actions will ensure that you are not unintentionally consuming water • Wait until you have full loads. Only run appliance washers — dish or laundry — when you have enough items for a full load and use appropriate water settings • Use the shortest cycle possible for washing clothes and use the ‘suds-saver’ feature if your machine has one • Stop using your toilet as an ashtray or wastebasket. Every flush uses 5-7 gallons of water • Turn off the tap when you brush your teeth. A running tap uses up to nine liters of water a minute • Have a shower rather than a bath. Filling your bath by an inch less deep than usual will save, on average five liters of water Shorten your shower — reducing your shower from 10 minutes to 4 minutes will save more than 300 liters of water every week Keep a bucket in your shower to use to water your plants Install a showerheadwater-savingtocutthe amount of water you use by about 30% per shower Rinse your razor in the sink Use a water-saving device in your toilet cistern. Where can I drive? E-scooters can be operated in designated bike lanes and bike paths. Just in case these options aren’t available, the usage of regu lar streets is allowed. E-scooters are strictly prohibited on German highways (Autobahn). Pedestrian streets and sidewalks are also not allowed for e-scooter driving but it can be pushed or carried. Scooters must be equipped with lights since lights are mandatory at night times. Is a helmet mandatory? On German streets helmets are not mandatory but highly recom mended. However, on Garrison installations the wearing of a hel met is required. How can I indicate my direction? If your scooter isn’t equipped with a turn signal you need to indi cate the direction with your arms, similar to bicycle rules. Can I bring it on buses and trains? Most transportation compa nies in Germany agreed to trans port street approved e-scooters. Scooters that can be folded can be transported for free. Scooters that can’t be folded are handled similar to bikes and an extra ticket must be bought.

Do I need an insurance? Yes — An insurance sticker is mandatory. This sticker is available at German insurance companies. The price is about 15 to 30 euros per year. How fast can I drive? The maximum speed of scoot ers is allowed which is 20 kilo meters per hour (12.4 miles per hour). What are the traffic regula tions? Do I need a drivers’ license? There is no license required to drive the scooters, but there is a minimum age of 14 years. Drivers younger than the age of 14 are not allowed to ride e-scooters on pub lic streets.

The home should be a safe place for everyone, but there are some hazards fami lies should always be aware of. Ranking as one of the top five hidden hazards in the home are windows. Falls from windows are more common than people might think. According to stud ies an average of eight children the age of five and younger die every year and more than 3,300 are hospitalized due to injuries from window fall.

• Don’t allow children to jump on beds or other furniture to help reduce potential falls • Don’t rely on insect screens to pre vent a window fall. Insect screens are designed to keep bugs out, not to keep children in the home

• Install fall prevention devices designed to limit how far a window will open or window guards (with quick-release mechanisms in case of fire or other emergency) to help prevent an accident

2 Bachelor and bachelorette party Germany adopted the tradition from the U.S. and it is similar. Bar hopping or clubs are very popular. Some bachelors are equipped with “Bollerwagen,” a simple wagon usually weighed down by adult beverages. Bachelorettes sell shots for some euros followed by a kiss for the future bride.

Between coffee and cake in the afternoon and dinner, it’s tradition to hijack the bride. Some close friends take the bride to a bar to drink champagne, followed by a small Bavarian band, mostly equipped with an accordion. The group enjoys the party without the groom. The groom has to find the group and bring the wedding bouquet to the bride, followed by some games in which he has to do funny things. The groom has to pay the bill, and he gets all the corks from the killed bottles on a rope as a huge necklace. The whole group then heads back to the main wedding location.

6 Spitzwecken A Spitzwecken is a 10-foot long cake, which is ritualistically brought into the festivity room. The long cake on a wooden plate is carried by a group of about 10 male (or nowadays sometimes female) wedding guests. It starts with music and the group tries to enter the room, pretending to not get in because the cake is too long. After a couple of beer breaks served with a ladle out of a bucket, the group needs to find a solution to get the cake inside. The next step is to ax the door frame. One group member holds a piece of wood to the door frame while another axes it, simulating axing the door frame. This is of course not the solution and the group ends up sawing the cake with the plate in two pieces. Finally, the cake is inside with a lot of applause. This cake is for the guests’

The wedding night is not easy for the newly mar ried couple because of various pranks. One version is to hide alarm clocks all over the sleeping room with dif ferent alarm settings. Another common prank is to fill up the whole sleeping room with balloons. Barriers to the house or sleeping room are also a way to fluster the bride and groom.

3 Polterabend In Germany, rehearsal or groom’s dinners are not celebrated. The Polterabend is the equivalent, which is usually celebrated one to three weeks prior to the wedding. Every guest brings old porcelain to break at the party. The breaking is supposed to banish evil spirits. The future bridal pair has to clean it up together. Don’t be sur prised if guests show up with porcelain toilets or with a truck full of porcelain. It’s all legit as long as it’s not glass, which is considered bad luck if you break it.

Personal invitation When the future married couple visits in per son to surprisingly announce their wedding, it’s a tradition to serve them scrambled eggs as a snack. Since the suddenly invited wedding guests can’t prepare for a spon taneous meal, it became a tradition to prepare something quick and simple everyone usually has in the kitchen — scrambled eggs.

It’s a tradition that the bride buys the shoes from her savings, but using only one-cent coins. This symbolizes that she can be thrifty. Late on the celebra tion day, the shoes go on sale by auction. The guests put money in the shoes and at the end, the groom puts in the last bid and gives the shoes back to his wife. The auction is a less and less used tradition because the bride and the groom don’t want more financial burden for the guests.
