Congratulations on arriving in the best community in Germany! Living in Europe is exciting. And here at U.S. Army Garrison Bavaria, we have tons of travel opportunities and a bustling community to help get you started. Regardless of your experience, and whether or not this is your first PCS, moving — especially overseas — can be a very daunting and exhausting process. It’s important to be as prepared and knowledgeable as possible, every step along the way. We built a comprehensive PCS guide to help make the transition a simple and successful one. The guide is meant to be a general overview of the process and to help make sure you leave no stone unturned. If you have questions during the move, reach out to your military sponsor or your nearest U.S. Army base’s Army Community Service. ACS staff is always available to help Soldiers and families stay ready, resilient and informed.

Check out the Newcomers Guide. The Newcomers Guide is a one-stop, comprehensive resource for incoming Soldiers and families. The guide can help make your move to USAG Bavaria smooth and efficient. Passports. Dependents traveling to USAG Bavaria will need an official passport with a Status of Forces Agreement, or SOFA, stamp. Soldiers and family members will also need tourist passports to do any traveling outside Germany. Prepare your kids. The Department of Defense Education Activity, commonly known as DoDEA, has a handbook and checklist for moving families. Make sure your children’s sports physicals are up to date and schedule any required immunizations and dental examinations necessary for school and Child and Youth Services.

Parents can also request childcare online at MiltiaryChildCare.com. Request housing. USAG Bavaria Housing has a variety of on- and off-post housing. Follow them on Facebook for housing pictures and updates. Newcomers can also request housing advance. Take the U.S. Army Europe driver’s orientation and license test online. First, study the USAREUR driver handbook. You’ll need to know this information to pass the test. Follow these instructions to enroll in an orientation and to take the test. Explore employment and volunteer opportunities. We post a weekly job listing and other resources on our Employment You can also search and apply for volunteer positions in the Volunteer Information Management System in five simple steps. Organizations like the American Red Cross, USO and health clinics, as well as other garrison functions, are always eager to have more hands on deck.

Get to know the USAG Bavaria website. Bookmark it: https://home.army. mil/bavaria. This site has community news, events, phone numbers and the full gamut of garrison services all bundled into one mobile-compatible, responsive site. It will come in handy. Another important tool that the garrison uses frequently to communicate vital information to the public is Facebook. You can also follow us at www.facebook.com/ USAGBavaria. Join community-driven Facebook pages. These pages are administered entirely by spouses and Soldiers in the community. They are a great place to ask questions and get advice from more seasoned community members. Note: You may have to request to join, since many are “closed.” Attend the initial in-processing brief at the reception center. The bus takes all Soldiers and families directly to the community reception center. Soldiers receive a short initial brief about in-processing procedures,

while families wait in the reception area. Stretch out your legs, charge your phone, walk your dog, have some snacks and meet some of USAG Bavaria’s warmest staff. Sponsors take all families and Soldiers to their hotels or lodging accommodations. Start day one of in-processing. The onboarding process for incoming Soldiers and families typically begins the day after you arrive or the next business day. In the morning, Soldiers should report to the Military Personnel Division — usually located at your community’s reception center — for all-day in-processing. Follow the checklist. Once you have attended the in-processing brief, make sure that you follow the step-by-step checklist with community resources. The checklist covers the full spectrum of onboarding services, from prepping a postal box and updating ID cards to registering for housing and overseas TRICARE. The list is extensive, but it is designed to help you start your time off

Setting up your vehicle: • Step 1: Get a USAREUR Driver’s License. Soldiers and family members can either take the USAREUR driver’s orientation and test online or attend a class in-person. To attend a class, contact your community’s Drivers Testing Station for the schedule. Once you’ve completed and passed the test, bring the certifications and a state-side license to the Drivers Testing Station. The stations allow walkins and scheduled appointments. • Step 2: Have your vehicles inspected. Once you receive notification that your privately-owned vehicle arrived and is ready for pickup, the first step is to pass a safety inspection. Bring shipping documents, orders, stateside registration or vehicle title, your ID card and USAREUR license, proof of car insurance and $35 (credit card, check and money order accepted) to Vehicle Registration. Attach the provided temporary tags to your vehicle. • Step 3: Register your vehicle. The next step is to officially register your vehicle with U.S. Army Europe. After your vehicle passes inspection, head over to Vehicle Registration to receive permanent tags.

Don’t want to wait in another line? The Vehicle Registration office has appointments available in the morning from 8-10:50 a.m. You must register your vehicle within 30 days of inspection. Bring the vehicle inspection sheet, your ID card and USAREUR license, temporary registration and tags and the application for registry (AE 190-1A). • Step 4: Pick up a fuel rations card. Fuel prices at on-post gas stations in Europe are subsidized to closely match American prices. Without a fuel ration card, drivers who pump fuel at on-post gas stations will be forced to pay the local German price for gas — often much higher than prices offered on post. To get a fuel ration card for your vehicle, go to the Army and Airforce Exchange Service primary retail store. Be sure to add your spouse and any other anticipated drivers to the card during registration. You will need a fuel ration card for each vehicle you own. Another tip: Load money to the card, and you can use it at off-post Esso stations across Germany.

• Register to receive emergency messages and alerts. The AtHoc mass-warning notification system sends registered users emergency warnings and other critical information, such as hazardous road conditions, reporting delays, and base closures due to severe weather. Service members, DoD civilians and contractors, and family members are all eligible to register. • Stay tuned on Facebook and AFN Radio. Stay well-informed of community news and events by following USAG Bavaria Facebook and tuning into American Forces Network Bavaria radio channels.

For your child for school, you must have current orders (family travel orders and sponsor’s orders), the student’s birth certificate, student’s social security card, sponsor or spouse ID card, current shot records, two local emergency contact information (other than parent) and one states side permanent contact. Your child cannot start school without the documents listed.

DFAS streamlines payment process for Army PCS moves USAG Bavaria Public Affairs U.S. Army PCS travelers can now use the DFAS SmartVoucher tool to quickly and easily complete their travel vouchers. This streamlined process allows Soldiers to get their travel expenses paid faster. The SmartVoucher is a webbased tool that guides travelers through user-friendly questions regarding their travel and dependents. The responses to these questions will automatically populate a DD 1351-2 (travel voucher) and other necessary forms. Additionally, SmartVoucher prompts travelers to upload sup-

porting documents needed for a valid travel voucher. Once PCS travelers log into SmartVoucher with their CAC or myPay ID and password, they will answer a series of easy questions similar to tax software, attach required forms and submit the completed voucher. Soldiers should monitor their emails for status updates or corrections if needed. SmartVoucher allows Soldiers to get paid their PCS money up to 50% faster and is accessible anytime, anywhere with a CAC or a myPay login/password. In addition, Soldiers may receive texts or

e-mail notifications to expedite the claim process. DFAS also states this process cuts PCS claim returns by up to 50%. There are two ways to access SmartVoucher: go directly to htpps://smartvoucher.dfas.mil/ voucher or visit the myPay website and click on the Quick Links tab at the top of the homepage. From there, travelers will be able to sign into their myPay account via CAC or their login ID and password. In addition to traditional PCS Vouchers, Soldiers can use SmartVoucher for the following: • Military PCS Advances and

USAG Bavaria Veterinary Services PCSing is incredibly stressful, which is only compounded by ensuring your children and pets have what they need prior to travel. Your on-post veterinary treatment facility (VTF) is here to help you. It’s important to call your vet months in advance with any questions so that we can help you iron out the kinks well before it’s time to PCS. Here are some key pieces of information you’ll need to know: 1. Rabies Vaccination and Microchip German law requires that your dogs and cats be up-to-date on rabies vaccination while living in Germany. It is also required that they be microchipped with an ISO PAGE 4

compliant microchip. A rabies vaccination must occur on the same day or after the microchip is implanted, and the primary rabies vaccine must occur at least 21 days prior to travel. The primary rabies vaccination is either the first vaccine the pet receives in its life, or the first vaccine administered a lapse in vaccination. It is best to ensure microchipping and rabies vaccination are done well in advance of your health certificate appointment prior to travel. This is not something you want to be scrambling to fix at the last minute. 2. Health Certificate A European Union (EU) health certificate is required to PCS to Germany. It must be issued within 10 days of your arrival at your destination. This can be done on- or off-post,

but the health certificate must be endorsed by a USDA-accredited or military veterinarian. This is usually done by appointment only, but call your local VTF to learn their scheduling requirements and health certificate process. The earlier you start gathering information, the better. 3. Do your homework. The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service pet travel website is a helpful tool. This site contains current information for traveling to or from the United States with animals and gives countryand state-specific guidance. This website is at www.aphis.usda.gov/aphis/pet-travel. Your veterinarian cannot sign anything designating your pet as an emotional support animal (ESA). ESA’s are like any other beloved pet at the vet, and we want to ensure they are healthy and vaccinated prior to travel, but we cannot sign airline documents requiring information other than medical care and vaccine history. Get in contact with local GermanAmerican KONTAKT Clubs By Milena Felkl USAG Bavaria Public Affairs Intern Arriving to a new military installation can take some time getting used to, especially overseas. To help combat the culture shock at U.S. Army Garrison Bavaria, KONTAKT Clubs in Rose and Tower Barracks work to bring people together from different backgrounds. For decades these clubs helped support GermanAmerican friendship, which is an important part of the community and beneficial for all. Both KONTAKT Clubs offer a variety of activities and social gatherings where community members can connect, exchange ideas and experiences. It is a great way to learn about the culture of Bavaria. “The intention of the club has always been to help support the German-American friendship and create a place for cultural exchange,” says Wolfgang Glowania, international president of KONTAKT Club Vilseck. The cultural exchange offers Americans the opportunity to learn about Bavaria and its culture; furthermore, it also gives Germans a great way to learn about America’s melting

pot, practice the English language with native speakers and make new friends. “It is wonderful to establish lifelong friendships and staying in touch for years,” says Walter Brunner, international president of KONTAKT Club Grafenwoehr. “Even after some people have travelled back to the United States of America, we maintain the friendships.” To diversify the program, different trips

and events are offered seasonally. These range from day trips to local fests and attractions, hosting cooking classes, barbecues and more.

Social gatherings are held on a regular basis, where people can meet and connect. Another way the KONTAKT Clubs help Americans better integrate into Bavaria is through volunteer work. To give back to the local community, the KONTAKT Clubs and its multinational members regularly donate to charity, provide pet food to local animal shelters, organize visits to nursing homes and support people in need – like the Soziale Stadt Grafenwoehr with the Buergerladen. By Natalie Simmel USAG Bavaria Public Affairs One of the most anticipated meals in southern Germany is the “Weisswurstfruehstueck,” or white sausage breakfast. Eating Weisswurst, or white sausage, is one of the many traditions a person can partake in when coming to Bavaria. But why do Germans eat it, and what is the right way to eat it? Here are some helpful tips and tricks that will help you impress some of the locals.

How do you cook it? 1.

Weisswürste are supposed to be cooked in hot, but not boiling water, and warmed up for 15 to 20 minutes. 2. Once they are hot, they are ready to be eaten and removed from the water. When you order Weisswürste in a restaurant, they are usually served in a bowl of hot water to keep them warm longer. But don’t be mistaken, the liquid is not a soup. 3. Remove Weisswürste from the water and enjoy while still warm. Warning: White sausages are delicate. You should never boil the sausages, because they tend to burst open in boiling water. Additionally, do not leave remaining Weisswürste submerged too long, because they will lose flavor and become watery. PAGE 6

When do you eat it? The best time to eat Weisswürste is in the morning, and they should never be eaten after noon. An old saying goes, “No Weisswurst should ever hear the afternoon church bells.” This tradition stems from the lack of preservation options during the 19th century. The meat could not be kept cool, so consumption was necessary before turning bad. Even though preservation options have since developed, this tradition is still alive today. Since the dish might be a little heavy early in the morning, the perfect time to eat Weisswürste is around 10 a.m.

How do you eat it? There are many ways to eat a Weisswurst. Depending on where you are, there are different ways and rules for consumption. For example, the real connoisseur would never strip the sausage naked all at once, but would instead skin and cut it part by part — only revealing the piece of the sausage about to be eaten. However, in Munich you do not use a knife at all. Instead, you “zuzel” the sausage link out of the skin by eating it with your hand and sucking the meat out of the sausage casing. As unmannered as this sounds, it is acceptable throughout Munich, but only Munich. And especially in the Munich area, the amount of sausages you eat is www.Bavariannews.com

essential. Never eat an even number of white sausage links. While some say it brings bad luck, the real origin of this rule is unknown. The most important rule is to never eat the skin of Weisswurst. Contrary to other sausages, such as Bratwurst, the skin should not be eaten because it is chewy and ruins the taste.

What do you eat with it? Traditionally, Weisswurst is eaten with pretzels and sweet mustard. As for refreshments, drinking beer with a white sausage breakfast is an unquestionable part of the tradition. Since Germany is a beer nation, there are plenty of alcohol-free options to choose from as well. Just remember, Weissbier, or white beer, goes best with Weisswurst.

Where do you eat it? An interesting fact about this tradition is that it does not apply to all of Germany. This tradition is mainly held in southern Germany — especially in the area surrounding Munich. Since eating white sausages is the No. 1 symbol linked to Bavarian food culture, a metaphoric white sausage equator was established over the years. It describes an imaginary cultural border between the parts of Bavaria that eat white sausages and the rest of Germany. Mostly, the northern parts of Germany neither produce, nor offer, white sausages. But no matter where you are, you can impress any Bavarian native with this Weisswurst eating knowledge. SUMMER 2022

in Garmisch Partenkirchen USAG Bavaria Public Affairs After the long winter months, when the days are cold, short and dark, many people look forward to being out and about again. Now starts the fest and event season in Garmisch-Partenkirchen and all of Bavaria. From Spring through Autumn, people meet again at local markets and fests and visit events like concerts, parades, and festivals. Locals and guests dress up in Lederhosen and Dirndl dresses and enjoy the specialties of the area for food and beverages. In 1935 the villages of Garmisch and Partenkirchen merged to be one city for the 1936 Winter Olympics: Garmisch-Partenkirchen. But both parts still live their own traditions. Thus, each of the local traditional clubs (Trachtenverein) hosts its own fest; Garmisch from 30 July – 7 August and Partenkirchen, traditionally one week afterward, from 13 – 22 August. Both Festwochen (fest weeks) have a similar program. On opening night, the respective brass band and all club

members meet in a certain square of their town part and a folklore parade with live brass music and drummers will march to the fest tent, about 2-3 kilometers away. The spectators, which line the streets, will follow the parade after it passes by. Once at the fest tent, the mayor of Garmisch-Partenkirchen, patron of the festival, will officially open the Festwoche and prost with the leaders of the Musikkapelle (band), the Volkstrachtenverein (folklore club) and the Festwirt (beer tent host). Following the opening, the Musikkapelle will play and the Volkstrachtenverein will perform a series of dances like Schuhplattler (slap dancing), Holzhacker Tanz (lumberjacks dance) and Alter Tanz (a historical dance). That night admission is free; there may be an admission fee for the following nights. On Sunday, there is a festive mass with live music and a choir. Afterward, a parade leads people to the fest tent for lunch and an entertaining afternoon. During the family day at the fest grounds, there is usually a fairground outside the tent where kids can enjoy cotton candy, ice cream, and carousels. Other events during the Festwoche are Steinheben (stone lifting competition), a party night with a live pop band, a Bavarian Folk Night, and usually on Friday, Nacht der Betriebe. On Nacht der Betriebe, fest-goers reserve tables for their company and meet with co-workers and colleagues for a fun night out, dressed up like true Bavarians!

Situated between the main street and the town center in Grafenwöhr is a quaint side street featuring the Culture and Military History Museum. This is the only museum in Bavaria with an exhibition about Germans and Americans living together from 1945 to the present day. The museum’s two rooms illustrate how the city and the military training area are both heavily intertwined. Visitors can trace the presence of U.S. and Bavarian soldiers through displays, antiques, documents, oral histories, and photographs. Items ranging from a vintage U.S. Army Willys jeep to German military orders and Hitler Youth uniforms help tell Grafenwöhr’s story. Housed in its own building, visitors can immerse in the history of the training area. The exhibition catalogs U.S. Soldiers and their relationship with the training area and Grafenwöehr. The gallery presents how the Soldiers and prisoners of war lived, the Allied invasion of the Second World War, and the evolution of the Soldier. Presley is further remembered at the museum for his time deployed in the Upper Palatinate. The singer was on a maneuver in the military training area in 1958. He was not allowed to give public concerts during his time in the Army. Before his departure, the King of Rock ‘n’ Roll performed a surprise private concert at the “Micky Bar” in front of his father and bar staff. Today, the Culture and Military Museum commemorates this legendary performance in a permanent display. MOTORCYCLE LICENSING AT USAG BAVARIA • USAG Bavaria Public Affairs Motorcycle season is here, and U.S. Army Garrison Bavaria’s Safety Office wants you to be prepared for this year’s riding season. “USAG Bavaria provides two motorcycle training options. These are mandatory for active-duty in order to operate a motorcycle in Europe,” says Deborah Gonzales, USAG Bavaria Safety Director. On a monthly basis, USAG Bavaria currently provides a Basic Rider Course and an Advanced Rider Course at Grafenwoehr and Hohenfels. The ARC is a change from BRC2 and Military Sport Bike Rider Courses, which were offered last year. Now, ARC will be the advanced training course for all types of bikes. If you have already completed one of the other advanced trainings, you do not

need to take an additional class — unless the course was taken over 5 years ago. Even if your trainings are up-to-date, you are always welcome to attend a refresher. “We welcome standbys if a particular date is full — just call our office to get on that list,” adds Gonzales. “For BRC the contractor does have loaner bikes, but you can also use your own if it is properly registered.” Per USAREUR guidelines Soldiers, dependents and U.S. civilians must have a motorcycle endorsement on their stateside license prior to arrival in Germany. As an active-duty motorcycle rider, there are certain requirements that are needed prior to obtaining a motorcycle endorsement on your USAREUR license. Service members will need to attend the USAREUR motorcycle orientation course at their local Driver’s Testing Station (TB DT 09641838240). In addition to

the endorsement, Soldiers must be current in one of the trainings listed below. U.S. Army training requirements for Soldiers: • Initial Training: Motorcycle Safety Foundation’s Basic Rider Course or state-approved curriculum for motorcycle operator’s safety training. This is a one-time requirement for all active-duty military riders. It can be taken again as refresher. • Intermediate Training: Soldiers will complete either the BRC2 — formerly Experienced Riders Course — Military Sport Bike Riders

Course, Advance Riders Course, or DoD-Component defined curriculum within one year after completing initial (BRC) training. ARC is the only advanced option in USAG Bavaria. This training is valid for 5 years. Sustainment-Refresher Training: Complete at least every 5 years – BRC2, MSRC or ARC, or when changing motorcycles.

To reduce the number of abandoned vehicles across USAG Bavaria, here’s how to conveniently and legally get rid of your POV. Transfer, sell or donate If you plan to sell or transfer your POV to a person or vendor in Germany who has no Status of Forces Agreement, then that person or vendor is not entitled to customs exemptions. The transaction, therefore, must be processed through the U.S. Army Customs Agency-Europe and approved by German customs authorities for payment of taxes or PAGE 10

duties by the buyer. Once cleared through customs, you, the U.S. forces member or family member, must take a copy of the customs document, the license plates, the bill of sale, valid registration and the lien release (if applicable) to the vehicle registration office to have the vehicle removed from your record. The registration office will verify the information provided by the POV owner, complete the form AR 190-AA and give two completed copies of the form to the POV owner for insurance cancellation. The registration office will issue the owner AE Form 190-1S to be completed for each POV. The registration office will send the third copy of the form and corresponding documents to the Registry of Motor Vehicles for processing.

IMPORTANT: Vehicle must have valid registration. If your registration is already expired, turn in license plates to the vehicle registration office, and make a valid registration (can be NonOp) before POV disposal, or before you sell to persons or vendors who do not have NATO SOFA status.

What you can’t send through USAG Bavaria Public Affairs • DOD personnel with an APO address in Germany are subject to international customs regulations and are prohibited from ordering several products. According to Andre Hutchinson, USAG Bavaria Customs Inspector, the list of authorized products is determined by German Customs, U.S. Customs, the U.S. Army, the U.S. Postal Service and evolving agreements between the U.S. military and the German federal government. Although the list may seem detailed and exhaustive, Hutchinson said “grey areas,” or situations without clear and specific guidance, pop up regularly. “If families and Soldiers have any doubts whatsoever,” said Hutchinson, “they should definitely run it by the Customs Office first. We’d rather have more calls than personnel reporting to JAG.” DOD personnel who violate customs regulations may be subject to fines and disciplinary actions imposed by the German or U.S. justice system and the Uniform Code of Military Justice, said Hutchinson. German customs officers may require the immediate collection of appropriate duties and taxes before a package is released. On military installations, unauthorized items will be confiscated. International shipments go through three major filtration points, according to Richard Sturm, Lead Postal Assistant for the Grafenwoehr APO. When the package arrives in Germany, German customs officers process the shipments and x-ray a percentage of the packages. APO-bound boxes are then sent to the central distribution point in Wiesbaden, sorted and dispatched to specific installations. Finally, U.S. Army Europe customs officers regularly inspect APO for illegal imports at the installation. A major part of the success is the proper sorting of garbage. But the whole subject of recycling can be an overwhelming task for any newcomer to the country.

The good news is that there are some easy guidelines to follow. Let’s start with glass. Any kind of bottle or glass jar that is non-returnable and on which you did not pay a deposit or “Pfand”, belongs in the designated glass bins. This includes wine bottles, jam/preserve jars, oil bottles, juice bottles and even bath-salt bottles. Ceramics, china, mirrors and wine corks do not belong in the glass bins. Glass is sorted by color. There are different slots for depositing green, brown and clear glass. You will find these bins in every neighborhood. The only thing to take note of is the times when you should not recycle or you will have a couple of irritated neighbors on your hands. The other bins you will encounter are color coded; the color of the lid is key. Paper will go into the blue bin. All packaging made of paper and cardboard, newspapers, magazines, waste paper, paper bags, etc., belong in the blue bins. Tissues, however, do not belong here. Make sure to flatten boxes before putting them in the bin, and throw only the box and not the plastic wrappers in the bin. Plastic materials go into a yellow plastic bag (Gelber Sack). This bag is then placed outside for collection at regularly scheduled times. Cans, plastic, polystyrene, aluminum, tinplate and composite materials

like beverage cartons made of a mixture of materials should be put in the yellow bags. Empty spray cans are also allowed in here. Do not put stuff inside each other, like the yogurt cup inside the baked beans tin. And lastly, spare a thought for the end process: this stuff gets sorted by hand. The waste management companies have kindly requested community members rinse the cans and cups before throwing them in the bags. The bags can be picked up in various places throughout a community – at a nearby kiosk, the Rathaus (local registration office), other stores or at the Self Help Store in Bldg. 742. Now you are left with the “other stuff” and biological waste. This includes kitchen scraps, peels, leftover food, coffee filters and tea bags. You are allowed to throw the bio stuff in your household waste bin, the black one. This includes ash, cigarette butts, old household objects like hairbrushes and frying pans, textiles and nylon stockings, nappies/diapers, tissues, other personal hygiene items, extremely dirty paper, etc. To ensure that the trash bin will be emptied by the city, do not overfill it with any waste. If you are still left with something you would like to throw away, you have the opportunity at certain announced times (information will be available at your local Rathaus) to place your stuff outside when Sperrmüll (miscellaneous items) will be gathered. This could include large furniture, building materials, etc. Don’t be alarmed by “collectors” driving around the neighborhood to inspect the thrown out stuff. Household hazardous waste, which includes fluorescent tubes, batteries and acids, cans of paint still containing paint, thinners, adhesives, disinfectants, insecticides, etc., has to be treated as hazardous. You need to bring your stuff to the Recyclinghof, which is an outlying area where you can bring your trash and Spermüll for them to dispose of in the proper manner. These areas are equipped with containers for the deposit of such things as furniture, batteries, electrical and electronic items, paper, plastic, cans, and glass, wood and garden waste. The personnel there can guide you to the proper bin. Now that you know where to put what, you need to know when to roll the bins out onto your street for collection. Your area will have a designated day on which garbage is collected. The only thing you need to find out is which garbage bin to put out. You can get a calendar with garbage collection details from your local registration office (Rathaus), or wait until your neighbors roll out their bins and check out the color of the week! Vilseck used to be a border town in the bishop’s district, and charged toll fees for people passing the city of Vilseck in a time when the night watchman announced the hour several times throughout the night and day. Vilseck’s rich history dates back to 930 A.D. when the first parts of the castle were built. The Vogelturm tower was built much later, in 1466, still 26 years before Christopher Columbus discovered America. The landmark of Vilseck is the Vogelturm tower, which was the home of the night watchman back in medieval times. From his apartment, he was able to see fires or enemies quickly. His job was to announce these emergencies from up there. He also walked through the city to announce every full hour as well as the start and end of a working day. The Bamberg crest still can be seen at the Vilseck tower, as well as on the remains of the drawbridge going over the former moat between the tower and the Zollhaus. The statue of the holy person for bridges, Saint Nepomuk, also still reminds passers-by of the former drawbridge.

In the shadow of Vilseck’s tower is a small and unique building called the Zollhaus, or “tax house.” This used to be the place where people passing the diocese were charged the toll. The diocese is the jurisdiction of the bishop. The diocese of Bamberg included Vilseck as well as the former Grafenwoehr Training Area, which used to be settled during that time period. The diocese Eichstaett was right next to it. While Vilseck was part of the diocese Bamberg, Schlicht, which is now part of Vilseck, belonged to the diocese Eichstaett. When the Thirty Years’ War ended, Vilseck and Schlicht used to have two different currencies. Vilseck used the Franconian currency, while people from Schlicht paid with Bavarian money. At the time of Napoleon Bonaparte, Bavaria was close with France. Napoleon tried to strengthen the area to be more powerful against Austria. He made Franconia, including the diocese Bamberg, a part of Bavaria. The Vogelturm now hosts the first Tuermermuseum, Germanys’ first watchtower museum. If you’re one of the many Americans who will be traveling around to explore this season, there are some things to keep in mind. Things to know • All civilian employees, military personnel, and their dependents, traveling to or within Europe are required to register with the State Department’s Smart Travel Enrollment Plan (STEP), according to a European Command tasking order dated June 16, 2016. All personnel with a security clearance must report all travel outside of Germany to their Security Manager in advance.

Travelers going to countries with an elevated risk/ threat profile may be required to obtain pre-approval and a tailored country briefing prior to travel. Carry a passport when traveling outside the country U.S. Army Europe Public Affairs U.S. Army Europe Office of the Provost Marshal officials want to remind members of the American forces community in Europe to carry their passports when traveling to countries to which they are not assigned. A common misconception is that European borders without checkpoints can be crossed freely. However, while this may be true for residents of countries within the European Union’s Schengen zone, the agreement does not extend to U.S. or other non-EU citizens. In some European countries federal police have the right to pull vehicles over and check passports without suspecting a person of wrongdoing, and in some nations only a national form of identification such as a passport is recognized as valid ID. A passport also establishes citizenship if its bearer needs assistance from a U.S. embassy or consulate. A military ID or Status of Forces Agreement card is not a substitute for a passport. Penalties for being caught without a passport are fines, searches and detainment. PAGE 16

By Michelle Thum Regional Health Command Europe As people spend more time outdoors, so do many insects and pests. Among those are ticks, which can carry several potentially serious diseases. One of the most common is Lyme disease. According to Public Health Command Europe officials, a person with Lyme disease may develop fever, headache, fatigue and a skin rash. This rash is sometimes referred to as a “bulls-eye” rash because it is red and circular in appearance. In most cases, Lyme disease can be treated with antibiotics. However, if the disease is left untreated, it can worsen and cause a number of serious problems, to include, facial paralysis and pain and numbness in the hands and feet. “Ticks can be active on winter days when the ground temperatures are above 45 degrees Fahrenheit but they are most prevalent during warmer days,” said Maj. Amanda Cline, Chief of Entomology at PHCE. So what do you do if you find a tick on you or your pet? Cline says ticks can be safely removed with tweezers. “The first thing to do is to make sure you remove it properly,” she said. “Forget everything you have heard about removing ticks before now. All you need is a pair of sterile tweezers and simply pull at the mouthparts, or as close to the skin SUMMER 2022

as possible, in a slow steady manner. Following removal, you should apply alcohol or an antibiotic ointment.” Prevention is also important in protecting yourself and your family. Here are five tips to prevent tick bites: 1.

Wear long-sleeved shirts and pants when in wooded areas.

Wear closed shoes — no bare feet or sandals.

3.

Use an insect repellent with DEET.

4.

Don’t walk through bushes or tall grass. Stay on marked trails, where possible.

Protecting yourself from ticks is important, but it is equally important not to forget about your furry family members. “Having a pet dog or cat more than doubles the odds that humans will find a tick on themselves,” said Maj. Stephanie Kennedy, PHCE Regional Veterinary Clinical Medicine Officer and Consultant. PHCE recommends that pets be treated for ticks year round and encourages pet owners to talk with their local veterinary treatment

“Private” areas: Make sure to check in the groin area between the back legs and underneath the tail. These are popular spots for ticks to hide.

PHCE offers a free tick surveillance program which identifies and tests the ticks for the military and beneficiaries. If you do find a tick on any member of your family, once removed, take the tick to your local medical treatment facility or for your furry friends, to the veterinary treatment facility. Be sure to have information on where you may have been bit and the date it was removed, so PHCE can capture the information. MARTEN: A misunderstood pest and how to deter from vehicle wiring

If you have been in a local car shop, you’ve likely seen products that tout a hissing, ferretlike animal on the front cover, warning of their presence. Martens, or Marder in German, notoriously damage vehicle electrical systems by chewing on exposed wires and tubes beneath a car’s hood. According to Gesamtverband der Deutschen Versicherungswirtschaft, a German auto insurance company, martens account for tens of millions of dollars cumulatively in damage to car cables each year. These animals may be portrayed as vicious, but in actuality they are misunderstood. Martens, specifically Stone Martens (Martes foina), are small mammals with long, furry bodies. They are crepuscular or nocturnal— or active at twilight or nighttime—so they are difficult to spot any time of day. While a handful of studies have been completed on the subject, it is currently not known exactly why martens exhibit chewing behavior on vehicles. Their territorial nature is the most likely explanation, where martens feel the need to exhibit dominance by marking objects, including cars, within their territorial area. There are other hypotheses that suggest the coating found on wires or cables attracts the martens, inviting them to have a bite. Or, while taking rest and refuge in the hood of the car, they simply get curious and take a nibble. Trapping and hunting of martens in Germany is illegal, unless performed by a designated state certified trapper and hunter. Trapping is not a viable option. There are, however, a number of established ways to deter martens. The effectiveness of these deterrents have not been studied in detail, and users report positive results in only some cases. While martens have a keen sense of smell, repellent sprays can be put under the hood of the car, and ideally will detract them. Alternatively, small acoustic machines with

a built-in infrared or movement sensors can be installed at the parking spot to emit a very high-pitched sound thought to scare away martens as soon as they approach the car. There are downsides to both of these repellents, as sprays can leach into the surrounding environment, and acoustic machines may allow sneaky martens to slip past the sensor. The noise emitted, too, is quite jarring, so if kids or pets are in the surrounding area, they’ll likely hear this noise every time they pass by. The noise can also negatively impact other unsuspecting wildlife, including birds. One less invasive deterrent is building or purchasing a marten grid, or Mardergitter, to be placed under the engine compartment while the car is parked. The gridded metal or mesh acts similar to the way a cattle grate deters cows from crossing through a gate. It’s supposed to prevent martens from getting under the car. It is possible to purchase wire grids to drive over directly, however, some grid users have claimed that having the mesh sit at least an inch off the ground on a wooden frame— giving the impression of a drop-off when the marten’s paw slips through the wire—deters the animals.
