Taking the lead Story and photo by Airman 1st Class Alexcia Givens 86th Airlift Wing Public Affairs Even though he didn’t grow up in a military family, U.S. Air Force Staff Sgt. Torrey Payne, 86th Munition Squadron stockpile management crew chief, knew he would join the military one day.

“I was always interested in joining as a child,” Payne said. “I got to college and I didn’t see a future in my major. So I decided to leave.”

Payne left college for spring break, but unlike his peers, he didn’t return to class the following week. After a few months, he decided to meet with a recruiter to start his Air Force career.

“I didn’t have a job in mind when I joined the Air Force; I just wanted to join,” Payne said. “I just knew I wanted to do something else with my life, so finding out I was going to work with explosives was something I never anticipated.”

The 86th MUNS Airmen are responsible for building aircraft munitions and conducting testing for munitions and countermeasures. A technician’s job is to ensure serviceability for all munitions, from small arms for security forces to explosives for explosive ordnance disposal technicians.

Five years into his career, 86th Airlift Wing leadership recognized Payne as Airlifter of the Week for his skills, experiences and achievements as a munitions systems technician.

Payne is responsible for leading maintenance crews to sustain war reserve materiel, a collection of warfighting material held in reserve in pre-positioned storage to be used if needed in wartime, and current operations munitions stockpiles valued at $743 million.

In addition, he was instrumental during a 12-month $2.2 million facility modernization project.

“Staff Sgt. Payne took on a role that is usually a technical sergeant’s,” Tech. Sgt. Aubrey Thrower, 86 MUNS stockpile management production supervisor, said. “He learned how to account for personnel safety, explosive safety and

compatibility limits. There is no one with better working knowledge than he has.”

Payne and his team have planned and moved over 98,000 munitions over the past seven months while adhering to stringent accountability and safety requirements.

“I’ve been able to build a trustbased relationship with my team because I believe you’re only as strong as your team,” Payne said.

“We can’t do any part of our job alone, so it is important to establish that trust.”

According to Payne’s leadership, he was a key leader during the squadron’s Theater Integrated Combat Munitions System labeling project.

“Staff Sgt. Payne has a level of rapport that is rare,” Thrower said.

“He garners and grants trust and doesn’t hide behind rank. The willingness the Airmen give him their trust is incredible. It’d be underselling to say I’m proud of him.

When he is a technical or master sergeant, the people under him will be better because of his leadership.”

Both pieces of Castle Forge provide a dynamic, joint partnership-focused environment, affirming U.S. commitment to NATO allies and security in the Black Sea region while increasing partnership capacity alongside Bulgarian, Hellenic and Romanian air force counterparts.

“Ramstein Air Base serves as host to both USAFE-AFAFRICA staff teams and 86th Airlift Wing teams responsible for planning Castle Forge,” U.S. Air Force Major Clayton Martin, 37 AS evaluator pilot, said. “It is also home to the 37th AS, which is USAFE’s only dedicated tactical airlift squadron and is responsible for a significant amount of the airlift support necessary to make the exercise a success.”

Exercising elements of ACE enables U.S. forces in Europe to operate from locations with varying levels of capacity and support, ensuring Airmen and aircrews are postured to deliver lethal combat power across the spectrum of military operations.

“Castle Forge is a ‘capstone’ exercise of sorts,” Martin said.

“This operation will allow for immediate lessons learned that will inform how the U.S. Air Force executes ACE and will help the U.S. and its NATO allies and regional partners improve how we put ACE into practice outside of a controlled environment.”

ACE has become central to how the U.S. engages with its NATO allies and regional partners to strengthen interoperability.

Ramstein AB is the Global Gateway and the logistical hub of USAFE. Through the 37 AS, Ramstein can rapidly deploy airlift support across the area of responsibility.

Martin said: “In addition to supporting Castle Forge, the 37th AS continues to support operational missions across Europe and Africa.”

The Lindberg Hof Dining Facility will be open with modified hours. The Northside Fitness Center and Vogelweh Fitness Center will operate under 24/7 access. Ramstein hosts 57th annual Bazaar

The bazaar is hosted every year where vendors sell products to members of the Kaiserslautern Military Community and donate proceeds to the local community.

After a year off due to COVID-19, the community was excited for the event’s return.

“The bazaar is a fundraiser that the ROSC puts on every year to help raise money for the scholarship and welfare fund,” said Jennifer Tittle, Ramstein Bazaar Chair. “We use this event to help out the KMC as much as we can and give back to those who give to us.”

The bazaar helps fund many of the events that happen on and around the base throughout the year.

“I think it’s such a big deal because of our impact on the local area,” Tittle said. “We help support sports teams at the school and the schools themselves, the parent teacher associations, holiday par-

ties in the units and scholarships for high school seniors as well as continued education for active duty dependents.”

The bazaar is the biggest event of its kind in the Department of Defense and gives locals a chance to start the holiday season in a positive, family friendly environment.

Tittle said she, the 86th FSS and the ROSC were excited to see everyone come out to enjoy the event and kick off the holiday season on base.

The bazaar helps the KMC come together and experience an event together as they have done for more than half a century.

“I think the bazaar is such a great event,” said Barbara Olson, the advisor to ROSC. “We’ve had this for 57 years straight and we even have a vendor who has come back for the 50th year. It’s half traditions and comradery for the community to come together and help out a good cause.”

While the event serves the KMC in a variety of ways, none of it would be possible without the team of volunteers making the Bazaar happen.

“We are so proud of everything these volunteers and ROSC members were able to accomplish,” said

When the jets are off and all is quiet, a smile breaks across the face of U.S. Air Force Staff Sgt. Matthew Boyles. A fuels specialist with the 4th Logistics Readiness Squadron, Seymour Johnson Air Force Base, North Carolina, Boyles knows what makes those afterburners scream.

“Without fuel, pilots are pedestrians,” he says. “We make it happen.”

Castle Forge raises the U.S. commitment to NATO allies in the Black Sea region and shows the joint force’s combined ability to respond

to threats with a reassuring presence.

For him, a typical day at Larissa involves coordinating with Greek base support personnel to fill his 6,000-gallon truck as many as five times in a single shift. From there, Boyles supplies fuel not only to the deployed U.S. aircraft but to vehicles and generators that power everything from air conditioners to communications infrastructure that support the Strike Eagles in their forward environment.

Since integrated flying operations with the Hellenic Air Force’s F-16 aircraft began on Oct. 11, U.S. aircrews from Seymour Johnson’s 336th Fighter Squadron say they have already accomplished much alongside their Greek allies.

“Our arrival here is the culmination of months of hard work and coordination between a number of different agencies and nations; not just in the U.S. but also with our allies,” says Lt. Col. Harry Starnes, Castle Forge project officer for the 4th Fighter Wing. “The fact that

we were able to accomplish it so quickly just shows the commitment that we have for our allies and vice versa — the support we’ve received from them has been fantastic and has resulted in a successful deployment here to Larissa.”

To set the conditions that allowed the Strike Eagles to arrive and begin operations almost instantaneously, there had to be assurance that each crucial support element — like fuels and ground equipment — were in place.

U.S. Air Force Tech. Sgt. Steven Watson, an Aerospace Ground Equipment specialist with the 4th Expeditionary Maintenance Squadron, Seymour Johnson AFB, was a member of the advance team that arrived at Larissa Air Base on Sept. 30. He says that by definition, Castle Forge is meant to be carried out at short notice and with rapid movements.

“I had about two weeks’ notice that I was coming here, but to get our equipment ready, we had about

two days,” says Watson. “For 48 hours, it was non-stop. We had day and night shifts working to make it happen.”

The agility demonstrated by the Strike Eagles’ rapid deployment to Greece proves that by leveraging strong partnerships with NATO allies, U.S. air power has the ability to disperse and continue operations nearly anywhere, at any time, with any platform.

This kind of flexibility will continue to be exercised at Castle Forge

as the Strike Eagles perform other forward movements to locations in the Black Sea region. The operation will culminate by encompassing the USAFE MAJCOM-wide Agile Combat Employment Initial Operating Capability capstone event.

Perched in his fuel truck overlooking Larissa’s flight line, Boyles perfectly sums up the heart of Castle Forge.

“We can get up and go do this anywhere,” he says. “It’s just what we do.”

Van Ovost: ‘No other military or transportation enterprise could have executed’ Afghanistan evacuation

by Terri Moon Cronk Department of Defense News “The noncombatant evacuation operation in Afghanistan in August illustrated a resolvable logistics enterprise and highlighted the compassion of the military and U.S. partners around the world,” Air Force Gen. Jacqueline D. Van Ovost, commander of U.S. Transportation Command, said.

The Transcom commander delivered today’s keynote address — her first since becoming Transcom commander earlier this month — at the 2021 National Defense Transportation Association Fall Meeting.

“Earlier this summer, under what seemed to be an impossible timeline, Transcom executed the largest drawdown of its kind in Afghanistan,” Van Ovost said. “Fast forward to August and no one could have predicted the Afghanistan government would fall in 11 days and that we would conduct the largest humanitarian airlift in American history. The president called, and we delivered.”

No other military in the world or transportation enterprise in the world could have executed the evacuation like the United States, she said after showing a video to the audience of the mission in Afghanistan after 20 years of war there. She noted the iconic images represent the enormous impact of the operation.

“When I see those images, I see humanity,” Van Ovost said. “I see American values on display. I see compassion. The Afghanistan year was really a capstone event for this enterprise.

Our entire warfighting framework was put to the test: global posture, mobility capacity, global command and control integration.

Our Air Mobility Command and commercial partners crushed it,” she said to audience applause.

“Whether you are talking

about our contingency response personnel who operated in Kabul International Airport, our enablers who provided our en-route support, our aeromedical evacuation teams flying out our wounded, our aerial refueling teams extending our reach, our global operations center and air operations center providing command and control, our C-17 cruiser maintainers or our civil reserve air fleet, this incredibly dedicated team of mobility professionals [is] the best in the world,” the general said.

The operational team was integrated at every level, she noted.

Involved were four departmentlevel agencies — the Department of Defense, Department of State, Homeland Security and Health and Human Services — in addition to four DOD combatant commands: U.S. Central Command, U.S. European Command, U.S. Northern Command and Transcom.

“I mention all these to highlight the scale and magnitude of the operation,” Van Ovost said.

providing airlift out of Kabul, nine countries welcomed Afghan refugees … and countless others donated support. Our State Department worked diligently with international partners and combatant commands to acquire the international support agreements necessary to enable this operation, she said.

“This is merely a glimpse into the integration I foresee, in an alldomain contested conflict with a pacing threat. And of course, industry was instrumental to increasing our capacity leading to the full success of this operation,” the commander said.

Stage one of [Civil Reserve Air Fleet] brought in 18 aircraft of multiple carriers, she said, adding, “And what you might not have known is that many of those carriers volunteered their support prior to the 22nd of August, when [Secretary of Defense Lloyd J. Austin III] ordered the division of CRAF stage one. All of our commercial partners embodied the American spirit through this operation. And they’re still going strong as operations have recommenced.”

Van Ovost said she’s even heard of commercial crews staged at Ramstein who bought toys, coloring books, candy, diapers and other supplies to give to Afghan families and children. “I’m sure there are countless similar stories because this is the core of what it means to be an American. To all of those who went out of their way to extend a hand of compassion, I offer you a very special thank you.”

786 CES powers Afghanistan evacuation operation

Since day one, civil engineer Airmen have spent countless hours planning, assembling cots, building pods, setting up hygiene areas and providing power for approximately 35,000 evacuees.

The U.S. Air Force Airmen implemented 24-hour operations to set up a power plant in order to provide the electricity for the large

evacuee population as they awaited transportation to their next location.

“We are always busy during this operation,” Master Sgt. Chris Johnson, 786th Civil Engineer Squadron electrical systems flight chief said. “We were working around the clock to get the work done everyday.”

According to Johnson, electrical systems technicians are essential to keep the base running.

“There were a lot of pep talks, a lot of letting the guys know that what we were doing was important,” said Johnson. “When you’re tired, and you're being pushed, and requirements are constantly changing because of the mission, it was vital for me to ensure my team understood the importance

and lasting impact this would have.”

Electrical systems technicians worked with many agencies to provide mission-essential capabilities throughout evacuation support operations, including working with the Federal Bureau of Investigations and the Air Force Office of Special Investigations to make biometric testing for evacuees possible.

“We’ve had the opportunity to work with everyone during this operation, and we’ve built connections with other shops,” Tech.

Additionally, electrical systems technicians ensured evacuees had access to power for outlets, lights and heat during cold weather spells.

Typically, the 786 CES doesn’t usually work with high voltage electricity in Germany, unless participating in exercises or as part of a contingency environment. Because of this, OAW proved to be a unique training opportunity for Airmen.

“This operation had a lot of positive impacts on the team,” said Johnson. “We got to work with 150

high-voltage elbows, which is rare, so we were able to get a lot of the guys trained.” said Johnson In Germany, 240 voltage is used instead of the 120 voltage that the Field Deployable Environmental Control Units uses. Electrical systems technicians and power production technicians worked closely to fabricate a power plant that could convert the voltage to power FDECUs. “We all came together very well,” Tenser said. “We have a lot of pride.

Turning wrenches on, off duty

Playing Need for Speed: Most Wanted and watching movies and T.V. shows were what really got the future airman first class interested in vehicles.

“I’m a big vehicle person,” Bulik, now an 86th Vehicle Readiness Squadron vehicle management flight specialist, said.

“I love muscle cars, Japanese Domestic Market cars, exotic cars, motorcycles. I just love vehicles in general. A car is basically a giant puzzle. Putting it together, figuring out what went wrong and fixing it is a great feeling.”

Before Bulik became the Airman he is now, he had to face his own set of problems. Having to work three jobs while also taking college classes, Bulik had to make some major changes.

“I had to ask myself, ‘Was I comfortable living this life, or do I want to join the military and get a career out of it?” said Bulik.”

That was when Bulik decided to join the Air Force having heard many good things about it and not being happy with his current state.

As Bulik went through the recruitment process he had his eye set on a mechanic job, where he could not only pursue his passion

and career in cars, but also pursue his degree.

“Getting a career repairing cars was a dream come true,” Bulik said. “Not only would I be working with cars all day, but I would also have the time to take college classes as well.”

Bulik made it his mission to not only become a great mechanic, but also to become a future police officer.

“Working at the shop has been an awesome learning experience,” Bulik said. “There are people with a lot of knowledge and wisdom and being in this environment has really made me grow not just as a technician, but more importantly, as a person.”

Bulik was recently recognized as Airlifter of The Week for his innovation in the workplace and educating maintenance shops on the importance of tools and equipment accountability. In turn, this ensures the sustainment of U.S. Air Forces in Europe – Air Forces Africa’s largest vehicle fleet of 1,700 assets, worth $240 million Oct. 14.

“As soon as he got here he hit the ground running,” said Staff Sgt. Paul Carress, 86 VRS general purpose heavy maintenance supervisor. “Airman Bulik is someone who will go out of their way to help out his fellow Airmen. He really cares about people and would be more than willing to take time out of his personal life if it meant helping someone else.”

Allerheiligen – All Saints’ Day

That’s because a German holiday will be observed.

All Saints’ Day, celebrated on Nov. 1, is a religious celebration and public holiday in many parts of Germany. As its name suggests, the Catholic Church honors not only its well-known saints, but also the women and men who had secretly lived and defended their beliefs, and proclaimed the Christian message, but were not officially canonized.

During the course of the first decades after Christ, it became increasingly difficult to individually honor each saint with a celebration. As early as in the fourth century, an annual celebration was then held the first Sunday after Pentecost in honor of all of them.

At the end of the eighth century, the religious celebration was moved to Nov. 1 in Ireland, which coincides with the Celtic New Year and also marks the beginning of winter. This tradition eventually spread to the European continent.

A modern tradition is to decorate graves of deceased with dried-flower bouquets, wreaths or flower bowls and cover existing plants with fir branches to protect against frost. So-called grave or eternal lights with candles are also placed on graves in memory of beloved

family members.

All Saints’ Day is celebrated on Nov. 1 in the state of Rhineland-Palatinate, Saarland, NorthrhineWestphalia, BadenWuerttemberg and Bavaria as a public holiday with all stores and public offices being closed. Other German states in the Northern and Eastern regions of the Federal Republic as well as Hesse celebrate “Reformationstag” (Reformation Day) in honor of Martin Luther on Oct. 31 instead.

Originally from Melbourne, Florida, she’s been in the Army for 15 years and currently serves with #Team21 in the 266th Financial Management Support CenterFMSC as the administrative and operations NCO. “I enjoy being able to teach and mentor Soldiers across the formation,” Flagg said. “I appreciate being able to travel and meet new people, as I am a ’people person.’”

Recently that extended into her work with the Afghan travelers staying temporarily at Rhine Ordnance Barracks, where she led her team in assisting with the clean up of POD 51. The job was tough, she said, because there were only about 20-30 service members cleaning up after about 1,000 people, and they needed to make sure the area was ready for

a new influx of travelers.

“I drew a lot of strength from 1st Sgt. [Moore],” Flagg said. “She was out there like Mother Theresa, every single day. And I thought, if she can do this, I can do this, too.

Helping pick up garbage, talking to people, bringing shoes to the kids. It inspired me.”

Flagg said she tried to inspire her team in the same way, helping to motivate them through encouragement and setting the example.

“If I’m going to tell anybody to do anything, I’m going to do it first,” she said. “Get hot water, get bleach. We are going to make this

happen! Soldiers were motivated by that. I don’t think I did anything special — just trying to get out there and be an NCO.” 21st TSC Special Troops Battalion 1st Sgt. Jacinta Moore praised Flagg’s focus-driven energy and her ability to bring her team together.

“She was fully engaged and took charge of the team to support the reconstruction of the POD 51 for the arrival of the second population of up to 1,500 travelers,” Moore said. “Her leadership and presence was paramount in the successful turnover and completion of the mission.”

Perpetual Legacy celebrated during Hispanic Heritage Month

by Eleanor Prohaska 21st Theater Sustainment Command Angel Estrada thought he had it made at 21. He was earning doubletime pay for working the night shift at his local grocery store in Puerto Rico. His only chores at home, where he lived with his mother, grandmother and brother, was to cut the grass and clean the car. Life was good — for a while.

“Somehow I got fired,” said Col. Angel Estrada, 16th Sustainment Brigade Commander, 21st Theater Sustainment Command. A long way from that Puerto Rican grocery store, Estrada currently oversees U.S. Army support of Operation Allies Welcome, facilitating the life support and onward movement of tens of thousands of Afghan travelers airlifted to Germany and Kosovo after U.S. troop withdrawals in August.

His mother, Ileana Lozano, a military police specialist in the Puerto Rico National Guard, set him on the path to manage the historic mission by encouraging him to join the Army. Eventually retiring as a staff sergeant with 32 years of service, Lozano is the foundation of a legacy, born in Puerto Rico, of military service that continues to inspire others and mold Soldiers today.

As the U.S. Army observes National Hispanic Heritage Month in October, Estrada’s military career and his family’s exponential impact is a fitting example of how a diverse Army is a strong Army.

With his mother’s encouragement and example, Estrada joined the National Guard to become a fire cannon direction specialist. In January 1996, he left the warmth of Puerto Rico for frigid Ft. Sill, Oklahoma, for basic training.

“I’ve never been that cold in my life,” said Estrada. “It was painful cold.” He persevered through the climate and advanced individual training for another six weeks.

“The transformation happened at AIT,” said Estrada. “Because I graduated number one in the class and it was my first time in the states speaking English. So, looking back I said, ’Why, if I graduated here number one at AIT, why can’t I do the same thing in college in Puerto Rico?'”

He soon answered that question, graduating Cum Laude with a biology degree from the Metropolitan University in Rio Piedras, Puerto Rico, and receiving his commission in the Quartermaster Corps in 1999. Later in his career he earned an MBA from Trident University, and a master’s degree in national

resource strategy from the National Defense University in Washington, D.C. He said his first assignment at Ft. Drum, New York, 10th Mountain Light Infantry Division, was one of the best things that could have happened to him. He thrived in the well-structured environment.

“I had a lot of really good mentors from the unit, like my company commander,” he said, crediting that commander and numerous other mentors who counseled him, spent time with him and developed him, for helping him hone his own leadership skills and style. He also remembers his battalion commander’s wife taking his own wife, Mayra, under her wing when he was a captain stationed in Wiesbaden, Germany. “It really meant a lot,” said Estrada. “Now Mayra is doing the same thing for the captains’ wives. It has an ongoing effect.”

The legacy of service and mentorship continues as Estrada and his wife make their family and extended military family a priority.

“I tell the entire brigade, people first is nothing new,” he said. “And first of all is you. Am I taking care of myself as a person? Am I taking care of my family? Because if I can’t do that, how am I going to take care of a humongous family?”

Humongous, in this case, means three organic battalions in Germany and two attached battalions in Poland, one active duty coming from Ft. Hood, Texas, and another National Guard unit from Alabama, for a total of 3,200 Soldiers.

“So it starts with my own family,” said Estrada. “And there have been ups and downs. There’s been three deployments, back to back, moments where we were about to break the relationship.”

Army research shows military

families face multiple challenges and Estrada leads by example by making the most of family advocacy resources such as military family life counselors. He reached out when he and his wife needed support to maintain their marriage.

“I used it because I wanted to save the relationship and it worked,” he shared. ”And this is 11 years later and we are still strong with 18 years of marriage. And that’s what I tell my guys—yourself, your family, and then your unit and your personnel.” He encourages Service Members to use all of the resources available to them. “When you need help, you have to find help,” he said.

In addition to emphasizing self-care and family relationships, Estrada has three basic lines of advice for his Soldiers: follow instructions, know your people and be disciplined.

“I made it to this rank and position right now by following instructions,” he said. “The Army is not hard. You are told to do something and either you do it or not.”

Estrada’s Soldiers appreciate the way he provides those instructions and empowers them to achieve end state objectives.

“Col. Estrada embodies the mission command philosophy,” said Maj. Michael McCrory, Executive Officer from 39th Movement Control Battalion, 16th Sustainment Brigade. “He gives clear guidance and provides left and right limits that enables successful operations.

He allows for leaders and staff to solve problems as well as ensures the resources are provided for mission accomplishment. When faced with a tough operation, he reminds us to follow a few key guidelines: discipline, respect, care, empower, and trust!”

Estrada’s commitment to

knowing his people goes back to his days as a second lieutenant.

“I had 26 people in my platoon,” he said. “I had to know them all.”

Today, he sends hand-written birthday cards to all Soldiers E-7 and above in the brigade. According to Lt. Col. Matt Rivera, 39th Transportation Battalion and Task Force Home Command and Control Headquarters Commander, Estrada holds weekly MS Teams lunches with his commanders, no matter where he is. These “mentorship sessions” build camaraderie among the team. “I have no problem talking with my fellow commanders,” said Rivera. “We’re very open with one another. A lot of that is in direct correlation with Col. Estrada and how he engages with us and brings us together. He’s good at building teams.”

Estrada made sure to interact with Soldiers thrust into the OAW real-world mission that demanded long hours and duties that were sometimes out of their comfort zones.

“During Operation Allies Welcome he has 1,400 soldiers that are actively committed to the mission,” said Rivera. “And he would go to the LSAs [living support areas] and the DPC [deployment processing center] and talk to the Soldiers and try to gauge their morale, their welfare, how they were doing. He asked about when they had their last day off, are they getting rest?

And he’d ask their thoughts.

“So he would mention it to the commanders, if you can afford to give them [Soldiers] two days off a week instead of one, look into doing that. He definitely tried to increase reset time for the Soldiers after having conversations with them. He reinforced that the leaders, many who did not want to take days off,

should do the same.”

Mentoring, coaching and counseling are his passions and Rivera estimates he spends 75 percent of his time with people and the other 25 percent on everything else. He is committed to making sure his Soldiers are on track and realizing their potential.

“Despite overseeing an organization spread across an entire continent, he prioritizes in-person interactions with his teams,” said Capt. Alex Lovely, 1st Inland Cargo Transfer Company, 39th Movement Command Battalion. “His calm, thoughtful, and positive attitude coupled with his openness to learn inspires trust and confidence throughout the team.”

“It takes time, it takes effort, but then we create a legacy of those leaders doing that same thing for the rest of their careers,” said Estrada, “and if they’re doing it, NCOs are doing it. Then those NCOs are going to be sergeant majors someday.”

Of all the Soldiers he has mentored, Estrada may be particularly proud of a Quartermaster course graduate heading to the 25th Sustainment Brigade in Schofield Barracks, Hawai’i. His daughter, Ariana Estrada will graduate as a second lieutenant and follow in her father’s footsteps at the end of October.

Proud of his Hispanic heritage, he recalled being told early in his career that he would not make it to the rank of major unless his English improved.

“And I’m a company commander now,” he said. He advises fellow Hispanic Service Members or anyone whose first language is not English to not be discouraged.

“If someone does not understand what you are saying, you ask them, ‘Do you understand what I am saying right now?’ Read more.

Write more. That’s my self-development.”

When asked to reflect on what he hopes his impact has been, he thinks about the people who have charted courses before him.

“That a private or lieutenant or captain can reach out to me or my wife 20 years from now and can thank me for whatever I tried to do for them—like I have for many of my leaders who have already retired. That means your legacy continues.”

Once again, Angel Estrada feels like he has it made.

“I am proud to be a Hispanic colonel in the United States Army,” he said. “I’m proud to be the Knights Brigade commander. I am just proud to be a soldier.”

U.S. Army Garrison RheinlandPfalz senior leaders gathered at Germersheim Army Depot Monday to not only celebrate the installation’s 70th anniversary, but also to recognize and recommit to the German-American partnership that keep goods moving throughout U.S. Army Europe and Africa.

The depot’s operations manager Leonard Chanler hosted a cake cutting ceremony for command team members and leaders from garrison staff offices, the depot’s tenant units, local national workers and some of the German emergency services teams that all support the depot’s mission. The day finished with a bus tour of the installation.

The cake and conversation served as a reminder that a strong partnership is what keeps any relationship going for 70 years. Chanler can’t do it alone, despite ironically, being a one-man shop.

“This place would not exist the way it does without the cooperation of the cities, the local fire department, the contractors – it’s a partnership,” said Chanler.

The 24/7 depot sits on more than 430 acres of land and is about a 90-minute drive from any U.S. military base service. Of the depot’s approximately 850 employees, only about 165 are DOD ID holders so there is a heavy reliance on the local economy. Garrison employees include public works personnel, security staff, firefighters and postal workers.

Originally used after WWII as a U.S. Army storage site for equipment, it was officially established as an Army depot Oct. 18, 1951, and named Germersheim Ordnance Vehicle Park

with a mission to store, receive, and issue equipment and supplies in support of U.S. Army in Europe. At the time, it was the only vehicle park in theater that could store 25,000 vehicles, to include trucks, jeeps, ambulances, armored cars, tractors and trailers.

The site was chosen by the Army due to its ideal location near river, rail, air, and ground transportation ports. GAD serves as a central receiving, storage, and distribution facility for various Department of Defense logistics organizations.

It’s a central logistics hub for the Defense Logistics Agency, the Defense Commissary Agency, and the Army and Air Force Exchange Services in support of missions in the European, Central Command, and Africa theaters of operation.

The trucks start rolling in from all over Europe in the morning for cargo destined for, but not limited to, commissaries, exchanges, shoppettes, class sixes, and school cafeterias.

While force protection and safety are top priorities, senior leaders learned during the bus tour that another challenge comes in the form of frogs. Yes, frogs.

A section of the depot’s land is home to an endangered species of insects and frogs. Before the grass can be mowed, landscapers must hand-carry the endangered frogs to another piece of land. It serves as a prime example of just how the depot maintains its strong partnership with the host nation.

“Taking care of endangered species and respecting the host nation’s laws shows that we care,” said Dr. Richard Calnon, director of garrison human resources. “That respect builds towards longterm goals and manages that relationship.”

Nov. 2 is the deadline for activecomponent Airmen and Guardians to be fully vaccinated against COVID-19, followed by Dec. 2 for Air National Guard and Air Force Reserve personnel.

Any active-component Airman or Guardian who has refused to obtain a qualifying vaccine by Nov. 2 and has not received, or, is not in the process of seeking, a medical exemption or religious accommodation will be in violation of a lawful order and subject to discipline under Article 92 of the Uniform Code of Military Justice.

As of Oct. 18, 96.2 percent of the active-component population has at least one shot, according to Air Force officials. The percentage of the total force with

at least one shot is 92.8 percent.

“Thank you to the hundreds of thousands of total force Airmen and Guardians who are fully vaccinated or on track to meet the Department’s vaccination timelines,” said Secretary of the Air Force Frank Kendall. “To those yet to get vaccinated, the order is clear: You have a responsibility to take action now, protect our nation and those we love, or be held accountable for failing to do so.”

Should a service member refuse to receive the COVID-19 vaccine, commanders retain the full range of disciplinary options available to them under law and policy, some of which includes issuing administrative paperwork, imposing nonjudicial punishment, or referring court-martial charges.

Prior to taking action against a service member, commanders will

coordinate initial disposition with the first O-6 with special courtmartial convening authority in the service members’ chain of command, and should consult with their servicing Staff Judge Advocate for additional guidance on vaccination non-compliance.

The Department of the Air Force is also holding new recruits accountable, recently discharging nearly 40 Air Force Basic Military and Technical trainees under “Entry Level Separation” characterizations who refused the vaccine.

Secretary of Defense Lloyd J. Austin III mandated all members of the Armed Forces receive the COVID-19 vaccine Aug. 24, following the U.S. Food and Drug Administration approval of the Pfizer-BioNTech mRNA COVID-19 vaccine.

Additionally, Department of the Air Force civilian employees must comply with the Sep. 9 Executive Order, or EO, requiring all federal employees be fully vaccinated to ensure the health and safety of the federal workforce and halt the spread of COVID-19.

Department of the Air Force civilian employees need to be fully vaccinated by Nov. 22, and contractors by Dec. 8, in accordance with the Presidential EO. The Safer Federal Workforce Task Force has issued guidance here with additional DAF guidance forthcoming.

“I get at least one notification a day about an Air Force or Space Force teammate we have needlessly lost to COVID,” said Under Secretary of the Air Force Gina Ortiz Jones. “The data is clear— the vaccine is the best tool to fight this disease. This is about readiness and ensuring our Airmen and Guardians are healthy and ready to defend the Nation.”

WITCH TOWER from Page 1 with Idstein because it is such a fascinating and historic city. I had a simple day planned just to get some coffee and walk around Idstein. However, my day turned into an adventure!

To my surprise, I actually swapped my car key for the key to the Witch Tower!

Idstein was first mentioned in documents in 1102 and the city was given charter in 1287. The architecture is rich with colorful carvings and impeccable detail. It is an incredible feeling to walk around and admire the half-timbered houses from the 15th to the 18th century.

The adventure begins This adventure starts in the gardens right below the Witch Tower. Parking is available in the area or you can park at the Hexenturm car park. Located next to the tower is this sign with information on how to visit inside.

The tower sign tells you to go to the tourist office to get information about getting into the tower. I thought that someone would come and open it for me or there would be a group going inside on a tour. To get to the tower you must walk around the corner into the Idstein courtyard. It is such an enchanting experience when walking into and out of the arched tunnel. In fact, it is one of my favorite views in Germany!

Even the tourist office in the center square is a beautiful building!

The woman inside was very friendly and of course spoke English. After expressing that I would like to go inside the tower, she asked

me for my car key as a deposit. I couldn’t believe the awesome old skeleton key she handed me in return for my boring Ford car key.

Visitors are asked to lock themselves inside when going inside (GULP!) and to return in about 45 minutes.

So key in hand, off I went to the tower!

I felt pretty important with my big key as I walked inside and as some people watched from the outside.

Once stepping in the tower, I did as instructed - I locked the door behind me. Yes that felt kinda creepy!

The stairs go up and lead to more stairs. There are also nice window views along the way.

When reaching the tunnel, you are now in the wide top part of the tower.

You must look up!

From the final staircase of this 42-meter tower, you can look out of the top window!

I was able to check out beautiful Idstein from high above, all alone in (temporarily) my tower!

When it was time to head back to the office, I walked down the stairs and triple checked that I locked the tower properly.

Witch Tower’s history In the tourist office I learned a lot about the history of the Witch Tower. It was originally built as a watchtower for the city of Idstein. Between the years of 1449 to 1779, the tower was used to look out for enemies and it served to alert the town in case of fires in the area.

The name Hexenturm (Witch Tower) emerged from locals only since the year 1900 due to the town’s history with witch hunts

during the late 1600’s.

Almost 20 years before Massachusetts had its Salem witch trails, Idstein also experienced witchcraft accusations of their citizens.

In 1676 and 1677 a total of 35 women and eight men were accused of and executed of witchcraft. A remembrance plaque for the victims can be found at the tower.

A bite to eat and more All this tower climbing and witch hunt history made me hungry and I needed coffee. The best place to go is the Bäckerei Huth Café, located next to the tourist office in the center of the town.

The relaxing and welcoming bakery has the added bonuses of free WiFi and a children’s play area.

I could have stayed here all day!
