And she is running to become the first openly transgender Latina in the Pennsylvania House of Representatives in District 182. During the interview, she talked about her life, her efforts, the obstacles that she had to overcome and her commitment to those who have difficulties to ensure daily food. The culture section highlights the work of Félix Contreras, the NPR Music journalist who has on his shoulders El Tiny, a section of the Tiny Desk series, dedicated exclusively to Latino musicians. Contreras recounted what happened this year with 10 artists regarding Hispanic Heritage Month. Also included is a story of Milton Nascimento, an Afro-Brazilian music legend. ommonwealth Edison (ComEd) has officially named Gil C. Quinones as its new incoming chief executive officer. The announcement came less than two weeks after Exelon Corporation — the parent company to ComEd — announced its executive leadership staff changes, which included his predecessor and former ComEd president & CEO Joseph Dominguez being promoted as the new CEO of Exelon Generation and incoming CEO of competitive energy business, Constellation. Quinones has proven himself as an industry leader with more than 30 years of leadership and operational experience that goes far beyond just regulated utility markets. He has also worked in the public and private sectors, as well as state and local government. “It’s an honor to be named CEO of ComEd,” said Quinones in the initial announcement. “I share ComEd’s vision for a clean and resilient energy future that benefits customers and communities across northern Illinois and commit to continuing ComEd’s legacy of local partnership with and investment in the communities it is privileged to serve,” he continued. ComEd is the largest electric utility company in the state of Illinois, and the sole electric provider in Chicago and much of Northern Illinois.

n Friday, Oct. 1, a group of Pennsylvania Congress members sent a letter to President Biden and the Department of Homeland Security Secretary Alejandro Mayorkas, urging them to immediately terminate the ICE contract held with the Berks County Residential Center. The letter, led by Representative Madeleine Dean, came after she joined the Shut Down Berks Coalition at Independence Hall on a National Day of Action against immigrant prisons. The center had been used for many years to house families awaiting asylum in the U.S., but it closed in February. While this was a victory for activists in organizations such as Make the Road PA and Shut Down Berks Coalition, it was short-lived. Berks County Commissioners deliberated in secret, and in August, approved a change to the contract, allowing ICE to house only migrant women at the center. “Placing women seeking asylum into detention centers is unconscionable, especially when there is a track record of harm, abuse, and sexual violence. That is why I led a letter with my PA colleagues to urge DHS to terminate

olin Powell passed away on Oct. 18, 2021 at 84 years old of COVID-19 complications. Let’s get this out of the way first: yes, he was fully-vaccinated, but Powell also suffered from multiple myeloma. It’s a form of blood cancer that limits the kinds of white blood cells patients can produce to fend off infection and disease, and a textbook example of a condition that makes someone immunocompromised. But try as many are to boil Powell’s legacy down to death from COVID in spite of a vaccine, the former U.S. Secretary of State’s story is one both historic and way more complicated.

A HISTORIC BLACK LEADER

Historic because he was the first Black man ever named U.S. Secretary of State under the administration of George W. Bush. Before, Powell had played a major role in guiding the U.S. military to a new, brighter day following the definitive low that was the aftermath of the Vietnam War.

ENGLISH “Powell was among the key officers in the post-Vietnam era who helped rebuild a military that was dispirited and rife with drugs, racial tensions and draftees who wanted no part of regimented life,” wrote NPR’s Tom Bowman. He was also one of those soldiers that fought the war that felt like it was for nothing. Rather than leave him lost,

POLÍTICA ENGLISH Powell learned from the ignorance of the Vietnam War’s leaders. “Make sure you know what you’re getting into,” was the main lesson and something he would carry to all U.S. conflicts as he rose up the military leadership ranks. This is where Powell’s legacy gets complicated.

FIGHTING FOR WHAT?

The approach seemed to be spot on as the U.S. navigated the Gulf War against Iraq, but following 9/11, the country’s rush to get soldiers on the ground in the ‘War on Terror’ lacked a lot of the planning to constitute what became known as the Powell Doctrine. It “posits that the United States should only go to war as a last resort, with a clear and obtainable objective and exit strategy, and with overwhelming

force and strong domestic and international support,” Army Col. Pete Mansoor told NPR. Immediately following 9/11, the first and third requirements listed by Mansoor were met, but over time, the “clear and obtainable objectives” became hazy at best and further from achievable the longer the Middle East armed conflicts dragged out. It also became more clear they did not know what they had gotten into. Despite the failure that came from Afghanistan after 20 years, Powell’s bigger failure was the War in Iraq. Going off shoddy intelligence and unclear satellite footage, the Secretary of State sold going to war with the country over “weapons of mass destruction” in the hands of Saddam Hussein. The country and media followed hook, line and sinker. There were no weapons of mass destruction, but the

eja Lynn Alvarez is running to become the first openly transgender Latina member of the Pennsylvania House of Representatives in the 182nd District. Alvarez is one busy and celebrated woman. She currently serves as the Director of Community Engagement for World Healthcare Infrastructures and the LGBTQ Care Coordinator for the Department of Public Health. In 2018, Alvarez was given the Community Playmaker Award from The Philadelphia Flyers and Walmart, an award that recognizes people across the Tri-State area who are making a difference in their communities. In 2014, she was given the Community Advocacy award by the I Am Human Campaign and in 2016, was awarded the LGBTQ Person of the Year by The Philadelphia Gay News. Alvarez didn’t slow down during the pandemic. Having experienced transphobia, hunger, homelessness and police harassment, she is not one to ignore the suffering of others.

PANDEMIC FOOD RELIEF

When the pandemic hit, she created an emergency food distribution program for those experiencing food insecurity. Alvarez told AL DÍA that the program had humble beginnings, but organically grew into something much bigger. It began because one of her good friends is Brian Sims, the current state representative for the 182nd District, comprising all of Center City. Sims sent Alvarez a food box from a place called Giordano’s Produce. It contained fruit, vegetables, eggs, cheese and milk. As Alvarez was at home going through the box, the idea of distributing food to undocumented immigrants occurred to her. “I’m never one to just jump on the bandwagon. If I see somebody else is already doing the work, great, that’s already being done. Let’s find anoth-

er area to focus on so that we can tackle more things at one time,” Alvarez said. “So I’m going through the box, and I was like ‘wow, I can break this box down and give it to two different families.’ So that’s what I did. I started doing that,” she continued. Then Alvarez got her friends involved, and they started buying boxes from the produce store too. Soon enough, she started asking for donations on social media and people started sending money, allowing Alvarez to buy the boxes in bulk. Every time she would post online about the progress, what she bought, and how she broke down the boxes, the need kept growing. Alvarez would receive messages from people who lost their jobs and don’t have any means to buy food or baby formula. Eventually, the friends she made over the years with City Council members, state representatives and senators were able to connect Alvarez with a local food distribution center, called Share. “So next thing I know I went from going grocery shopping every day to every Tuesday, they were bringing a truck. Well, at first we were going to pick up the stuff. And then eventually it got to the point where they would send a big truck and drop off 10 pallets of food every week,” Alvarez said.

SEX WORK TO ADVOCACY

Alvarez looks back on her past struggles with a sense of gratitude and purpose. While she is not religious, she feels that the universe has guided her along the way. “And that has helped me get through so many situations that could have potentially broken me. Because I always have that in the back of my head, that as hard as this is right now, I know that I’m going to come out the other side of this and there’s going to be a reason for it,” she said. When Alvarez first moved to the Gayborhood and was unable to find a steady job, she became a sex worker and was often harassed by police for simply walking down the street. Late one night in the early 2000s, Alvarez and a friend were hassled by an officer after leaving a bar. She decided to fight back, and Philadelphia police later agreed to conduct mandatory sensitivity training for offi-

Alvarez likes to identify herself as more of an advocate rather than an activist because she chooses to work closely with government officials and the police rather than fighting against them. “The system affects different marginalized communities, no matter how hard we’re fighting from the outside. Who is on the inside making sure that the ones who are currently dealing with these systems while we’re trying to fight them

from the outside...who’s in there making sure that they’re okay?” Alvarez said. She feels that there’s enough people doing all the “screaming and yelling” and activism from the outside, and feels blessed to have the “gift of gab” and emotional intelligence that allows her to amplify community voices in a way that gets heard in spaces where important decisions are being made. Alvarez embodied the quote from famous Persian poet Rumi, “raise your words, not voice. It is rain that grows flowers, not thunder.”

A BRIDGE BUILDER

There are a lot of people in the LGBTQ community that look down upon Alvarez or talk badly about her because of her close relationships with the police department. “Those relationships are so that at three o’clock in the morning, when an undocumented person is robbed and they’re too afraid to call the police; they can call me or come here and then I can contact the police. Then there’s an open line of communication, trying to get it figured out,” Alvarez said. “There’s a change being made from the inside, while there’s also a push from the outside to make change. So everybody has their place. I feel like that’s what the universe decided I was supposed to do, and I take a beating for it. But I can sleep better at night knowing that I’m helping,” she continued. PORTADA rapport and strong relationships with city officials. When people would suggest the idea, Alvarez would find it humorous. She didn’t think that someone like her, who has done sex work, battled with substance use issues could ever fit the mold. But she started telling herself a new story, one where her past did not define her future, and one where her possibilities were endless. Any space that required an authentic leader with lived experiences of issues facing Philadelphia residents was a space that she belonged in.

A SUCCESSFUL FIRST RACE

In 2019, she ran for City Council AtLarge, and even though she didn’t win, she placed in the top 10 out of almost 50 candidates. “And no one expected that. No, but that’s OK. Not only did I place in the top 10, but I did it with no money,” she said. Even now, in the race for State Representative, Alvarez is still working two jobs, and raising funds is not easy. But she holds a lot of confidence in her campaign team full of powerful, dedicated women of different races, religions, and sexual orientations. “[There’s an] incredible dynamic among us because we’re all fighters. We’re not gonna be afraid in any room. We’re not afraid to come up against any person. While at the same time, we have to be careful where we step. Because we want to build relationships; we want to build bridges, not burn them,” Alvarez said. If Alvarez were to be elected as the first openly transgender and Latina woman to represent the 182nd District of Philadelphia, she would feel “beyond amazing.” She said that she wants to win, but even if she doesn’t, it would still be worth it, because of the impact she made. The morning after Alvarez announced her race for City Council, which led to a giant party and media coverage, she received a call from a young, Black single mother, who told Alvarez that seeing her campaign announcement increased her self-worth and made her rethink what is possible to achieve in her life. “And I’m just crying on the phone with her because that meant everything to me. And this was not a trans woman. This was not someone from the commuNOVEMBER 3 - 10, 2021

nity. This was someone from a different community, but also very marginalized for many different reasons. And so they saw something, you know? Well, if she can do it, I can do it,” Alvarez said.

KEEP INSPIRING

Alvarez wants to continue to inspire people to do their best with what they have, especially since she had a very important mentor when she was in a bad place mentally. Alvarez went through a suicide attempt and while receiving treatment at the Rockford Center, she was guided by a

woman who was teaching English at the center. “There was a teacher in there that could see what everybody else could see: that I’m different. But she was compassionate and loving about it. There was something about the way that she spoke to me, dealt with me, and comforted me that made me change my mind about not wanting to live. So when I came out of there, I never attempted suicide again, and now she happens to be the First Lady of the United States,” Alvarez said. It’s as if Alvarez really was destined to be a political leader. z

Así que eso fue lo que hice. Empecé a hacer eso”, continuó. Luego Deja involucró a sus amigos, quienes también comenzaron a comprar cajas en la tienda de frutas y verduras. Muy pronto, empezó a solicitar donaciones en las redes sociales y la gente comenzó a enviar dinero, lo que le permitió a ella comprar las cajas al por mayor. Finalmente, los amigos que hizo a lo largo de los años, entre miembros del Concejo Municipal, representantes estatales y senadores, la ayudaron a conectar con Share, un centro local de distribución de alimentos. “Así que lo siguiente que supe fue que pasé de ir de compras todos los días a solo los martes. Ellos traían un camión. Bueno, al principio íbamos a recoger las cosas. Y luego, finalmente, llegó al punto en que enviaban un camión grande y dejaban 10 palés de comida cada semana”, explicó Deja.

Ella recuerda sus luchas pasadas con un sentido de gratitud y propósito. Si bien no es religiosa, siente que el universo la ha guiado en el camino. “Y eso me ha ayudado a superar muchas situaciones que podrían haberme destrozado, porque siempre tengo eso como telón de fondo en mi cabeza, que por más difícil que sea ahora, sé que voy a salir adelante y habrá una razón para ello”, dijo. Cuando Deja se mudó por primera vez a Gayborhood y no pudo encontrar un trabajo estable, se convirtió en trabajadora sexual. A menudo la policía la acosaba simplemente por caminar por la calle. Una noche, a principios de la década de 2000, Deja y un amigo fueron molestados por un oficial después de salir de un bar. Deja nunca se vio a sí misma postulándose para un cargo público, pero era algo natural si quería desarrollar una buena afinidad y relaciones sólidas con las autoridades de la ciudad. Cuando la gente le sugería la idea, ella la encontraba graciosa. No creía que alguien como ella, que había estado en el trabajo sexual y sufrido problemas de abuso de sustancias, pudiera encajar en el molde. In their Instagram photos, fans can appreciate the vibrant personality that stands out through drag makeup with very sharp contours, shiny stones, lots of shadows and strong colored lips. They walk between masculine and feminine, even stepping on the androgynous, and love being that way. They learned to love being different from what society imposes on them. In an interview with AL DÍA, Juli spoke about what it was like to migrate 18 years ago from Colombia to ‘Las yunai,’ writing their second book, the influence of Drag in their life and in their way of telling stories. Currently, this young person lives in San Francisco, the city where they arrived 13 years ago to study at Berkeley, where they discovered a world full of art, literature and knowledge about the LGBTQ+ community, and among whom they found their tribe of ‘weird freak kids.’ Julian has a very interesting way of speaking, mixing their native language, Spanish, with American English. It is in this ‘Spanglish’ language that they tell the story of their most recent book, Fiebre Tropical. “The story of Fiebre Tropical begins with an assignment I was given in one of

The story is not Julian’s, as their life and Francisca’s have become increasingly distant over the years. However, there are many of their memories written in the pages of the book that are also a reflection of many people who have left their countries to face the ‘American dream.’ “One of my favorite parts of the book is the chapter I wrote about my grandmother,” Juli recounts, recalling that connection they had with her. “I had a very close relationship with my grandmother, we understood each other just by looking at each other and she was very kind-hearted.”

Although the character in the book is not very similar to the writer’s grandmother, who was “too good to be a literary character,” she does reflect to a certain extent those Latina grandmothers who migrate with their families and help them at all times.

One of the greatest motivations for the young writer has been their queer family — a group of people they chose to live with since they arrived in San Francisco and who have allowed them to live and explore new facets of life without being afraid to be different. How do they deal with those “differences” that make them stand out? “In the end we are all doing a gender performance. We all have to comply with certain norms and we build ourselves every day when we decide how to dress, put on makeup or do our hair,” said Delgado. “We should not be afraid of people who look different,” is Julian’s last slogan for their readers. They always seek to tell a different story through their lyrics. z

Fiebre Tropical no es la historia de Julián, pues su vida y la de Francisca, la protagonista, se han ido distanciando cada vez más. “demasiado buena para ser un personaje de literatura”, sí refleja a esas abuelitas latinas que migran con sus familias y las ayudan en todo momento.

Una de sus más grandes motivaciones es su familia queer, un grupo de personas que él mismo eligió para convivir desde que llegó a San Francisco y que le han permitido vivir y explorar nuevas facetas de la vida sin tener miedo a ser diferente. ¿Cómo afronta esas “diferencias” que lo hacen resaltar? “Al final todos estamos haciendo un performance de género. Todos tenemos que cumplir con ciertas normas y nos construimos todos los días cuando decidimos cómo vestirnos, maquillarnos o peinarnos”, explica. “No hay que tenerle miedo a la gente que se ve diferente”, es su última consigna, por eso siempre busca poder contar una historia diferente a través de sus letras. z

elix Contreras is known at NPR by the nickname “Tio Felix,” a loving reflection of his commitment to helping others as if they are family. A veteran interviewer, Contreras was a TV journalist before his 2001 NPR debut, working first as a reporter for the News Arts Desk. Within the Washington D.C. music scene, he is also a member of Los Day Trippers, a Latin music Beatles cover band with Caribbean rhythms. Contreras also works on the Tiny Desk concert series, programming for musicians who come from the Latin diaspora. He takes to Instagram weekly to host live interviews with a number of guests.

Approximately two years after starting his work on the Tiny Desk series, Contreras began booking Latin musicians for the show. Now, Contreras books all of the Latin music for the Tiny Desk series. This year, to celebrate Hispanic Heritage Month, Contreras formally began El Tiny, a section of the Tiny Desk series that exclusively showcases Latin musicians. “As we launched this series, the His-

HISPANIC HERITAGE MONTH 2021

El Tiny put on 10 artists from eight different countries and cultures. NPR met with each one and requested that their performance reflect their culture. Argentina’s Nicki Nicole met this request by incorporating the traditional bandoneon in her performance. “Every single artist used either the music, the words, the lyrics or the visual presentation to represent their culture and their country, and their background and their music,” said Contreras. The first El Tiny artist put on for Hispanic Heritage Month was none other than J Balvin, who put on a performance within a setting where you’re unlikely to see a desk. “We went with J. Balvin, along with all the things that go along with presenting J Balvin. We did it, and we stand by it.” Despite the series’ first episode coming out last month, El Tiny was conceived long before this past Hispanic Heritage Month.

It informally began when a musician working with Uruguayan musician Jorge Drexler — who was present to perform a Tiny Desk concert — referred to the series as such. “When I had Jorge Drexler’s musicians come in for a Tiny Desk with him a few years ago, that was the first time I heard someone refer to it as El Tiny,” shared Contreras. “We’re talking in Spanish, like, ‘Yeah, we were waiting to come here to do El Tiny. We couldn’t wait.’” Contreras found the title fascinating, and classically cool. Ever since, Contreras took to using El Tiny unofficially, such as for hashtags, and more people started referring to Tiny Desk as El Tiny. To Contreras, the El Tiny title represented the bicultural nature of the United States.

EL TINY MOVING FORWARD

Going forward, Contreras and his team want to build on El Tiny’s momentum. He is also humbled by the audience reaction. “It’s gratifying to know that appetite for the cultures, the music, and the expression is strong. Not just among Latinos but across the border,” he said. “If more people were able to understand and appreciate each other, their differences, like they do through music, it would be a different world.” z

The Brazilian singer-songwriter, one of the living legends of Brazilian popular music, announced last Tuesday, October 26, that in 2022 he will go on a farewell tour. He shared an animated video on his social networks: “A Última Sessão de Música”, his farewell tour. “A Última Sessão de Música” (The Last Music Session) is also the name of one of the songs from his album “Milagro dos Peixes” (Miracle of the Fishes, 1973). The artist has not provided further details of his latest tour. What is certain is that it coincides with his 60 years of artistic career.

ENGLISH Nascimento has suffered from diabetes and some heart problems in recent years. And although the voice that Regina was able to praise has not suffered with age, nor with health problems, the artist has had difficulties in some of his presentations. In his last performances before the pandemic, he had trouble walking on stage and his fragile state was evident to the fans who came to see this living legend. The five-time Grammy Award winner has 34 albums to his name and has shared the stage with dozens of groups and musicians, such as Wayne Shorter, Herbie Hancock, Ron Carter, Mercedes Sosa, Fito Paez, Peter Gabriel, James Taylor, Sting, Paul Simon, Chico Buarque, Caetano Veloso, Gilberto Gil and Duran Duran. Nascimento was born to a maid in Rio de Janeiro in 1942. When he was 18 months old, Milton was adopted by a couple that formerly employed his mother after she died. It also took him out of Rio and to Três Pontas in the state of Minas Gerais. His first dabbling in music came as an occasional DJ at radio stations once run by his father. The first real taste of success came when he moved to Belo Horizonte and became an integral leading figure of the Clube da Esquina music collective and movement. Influenced by the Beatles in Europe and The Platters in the U.S., Clube da Esquina was a collective of up-and-coming musicians based in Minas Gerais that fused rock, bossa nova, jazz, Brazilian folk and classical music to make a wholly unique sound. In the post-bossa nova period of the 60s and 70s, the collective released its own eponymous album in 1972 and achieved worldwide fame. s the fight against the novel coronavirus continues, now is a good time to dive into the progress that has been made and the work that still needs to be done. The initial rollout of the COVID-19 vaccine took place just before the calendars turned to 2021. As the months went on, more and more adults — and later some children — became eligible to receive it. As the one-year anniversary of the vaccine rollout approaches in the next few months, many conclusions can be drawn about what has taken place. On Sept. 16, Dr. Denise Johnson, Acting Physician General at the Pennsylvania Department of Health, spoke with AL DÍA to talk about where we stand today, and detail some of the efforts the state is involved in to get more people vaccinated against the virus.

In other counties such as Juniata, Susquehanna and Bradford, the rate of fully vaccinated individuals is at 40% and below. “We’ve seen the heavily populated urban counties really seem to have a little bit higher vaccination rates,” said Dr. Johnson. “And sometimes access to the vaccine is easier in the urban areas than in the rural counties.” The reasoning behind the uneven vaccination rates across the state can be linked to both geographic and ideological reasoning. When asked why many people are deciding against getting vaccinated, Dr. Johnson noted several reasons, such as political beliefs, concerns about potential side effects and a lack of credible information.

THE NUMBERS

THE STATE’S EFFORTS

Since the start of the pandemic, there have been 1,420,478 total cases of COVID-19 in the state of Pennsylvania, according to data from the Pennsylvania Department of Health. In comparison to the number of cases, 16,038,687 total vaccines (9,194,768 partial and 7,350,438 full) have been administered with 57.4% of the state fully vaccinated and 71.8% partially vaccinated, according to Health Data. Across the state’s 67 counties, the number of people fully vaccinated varies. In some counties, such as Montour, Lehigh, Chester and Allegheny, the percentage of residents fully vaccinated is

With science continuing to point to getting vaccinated as the most effective way to combat the virus, there are a number of efforts underway to increase the number of vaccinated across the state. “We’ve had a multi-pronged approach from the state,” said Dr. Johnson. “We’re using lots and lots of different initiatives to make sure that we get every eligible Pennsylvanian vaccinated.” She noted that two major focus areas of those initiatives are access and information. The state has made an effort to get more people vaccinated by expanding

This includes houses of worship, indoor and outdoor community events, state parks, mobile clinics, and in some instances, door-to-door. “Any place that people can gather, we are doing vaccinations,” said Dr. Johnson. In terms of information, the overarching goal is to provide credible information that will help individuals make informed decisions on getting vaccinated, with help from a number of community partners. The PA Department of Health website includes a number of resources in different languages, with messaging also spreading to social media channels. “We’ve understood that the messenger is just as important or maybe even more important than the message,” said Dr. Johnson. “So we have engaged our community partners to be able to carry that message so that people can hear the vaccine information in their language, as well as from a person who looks like them.”

he Mexican tradition of worshiping the deceased is more alive than ever, after enduring restrictions last year due to the pandemic. This year, thousands of families took to the streets to show the strength of this ‘celebration of death’, which comes from pre-Hispanic times and has a color without equal. There are three days dedicated to the dead. On October 31, those who died in accidents; the first of November, to the children; and October 2, to adults. It is the way to welcome those who return from the afterlife to the homes of their loved ones. z

Este año, miles de familias salieron a las calles para poner de presente el peso de esta celebración a la muerte, que viene desde la época prehispánica y que tiene un colorido sin igual. Son tres días dedicados a los muertos. El 31 de octubre, a quienes fallecieron en accidentes; el primero de noviembre, a los niños; y el 2 a los adultos. Upon taking on this new leadership role with ComEd, Quinones will be leaving his post as president & CEO of the New York Power Authority, the largest state-owned public power organization in the nation. Quinones had spent the last 14 years with NYPA, including serving the last decade as president & CEO. During his final presentation to the board of trustees for the NYPA, Quinones noted how his 14 years was the longest he had ever been with a single organization, calling his tenure there “the defining experience of my career” and “the honor and privilege of a lifetime.” He further stated that he knew it

would be a difficult decision to leave his position as leader of the NYPA and that only “a truly exceptional opportunity could convince me to do so,” defining his new upcoming role as such. Upon his decision to become the new president and CEO of ComEd, Quinones said: “I believe that this is the right move at this time for me.” Quinones will remain in his role as president and CEO of NYPA until Nov. 5, and will officially begin his new position with ComEd on Nov. 15, 2021. And that disconnect then becomes a slap in the face,” Rivera wrote. Rivera also emphasized that not only is migration a normal human experience, it is a human right, and no level of intimidation from the U.S. government will hinder the natural human instinct to survive and protect children. “We need a pathway to citizenship and the dismantling of the deportation machine all at the same time. We need to demand everything that our communities deserve and be unapologetic when doing so. President Biden, it’s time to shut down Berks. It’s time to shut it all down,” Rivera said.z

n 1814, a little more than 200 years ago, an investigation was initiated for an attack on the Capitol in Washington. The idea was to review the government’s inability to prevent the burning of the Capitol and other buildings by British troops. The House, meeting temporarily in a hotel, approved a special committee of three Federalists and three Democratic-Republicans. Something similar to the House committee currently investigating the attack on the Capitol by Trump supporters last January. Before, as now, the facts were confusing, and there were too many interests and decisions made to assess. On the one hand, the intelligence reports were disastrous. It was believed that British troops would appear on one side and they appeared on another. General Winder, who led the defense of Washington, sent all the troops out of the capital to meet the enemy. Moreover, these soldiers were only volunteers from the District of Columbia and three neighboring states, and as writer Ronald G. Shafer mentions, “Maryland and Pennsylvania fail to provide the promised number of soldiers, and the Virginia militia didn’t reach the battlefield in time after being delayed getting arms and ammunition by a bureaucratic Army clerk who demanded signed receipts for every item.” By the time the soldiers intercepted the British it was too late and they were pushed into retreat. Then other bad decisions led the troops to the heights of

ENGLISH Georgetown instead of the Capitol, so that when the British arrived, there was no defense at all. British Admiral George Cockburn sat in the House Speaker’s chair and asked derisively, “Shall this harbor of Yankee democracy be burned? All for it will say aye.” The question “carried unanimously.” “The troops piled up the furniture and Cockburn set it ablaze,” Shafer recounts, in the Post. The British also burned the White House, the Treasury, the War and State departments before returning to their ships. After only two months, the committee delivered a 370-page report with the facts, but surprisingly, conclusions and blame were avoided. The matter was put to bed in February 1815, just as Trump and his cronies intend to do some 200 years later. Will they pay for this grave offense to democracy worthy of British Admiral Cockburn? Hopefully this investigation will not end up shelved as well.z

olombia has spent decades trying to resolve the strong impact of drug trafficking in all areas. The social, the political and the economic have been traversed by this multimillion dollar business, with great impact in the most remote regions of the country. Corruption, thousands of deaths and a serious environmental impact are part of the balance. Of course, the United States is part of the problem and part of the solution. Of the problem, because a good part of the drug consumers is in that country. And the solution, because it is unavoidable to have its support to achieve a comprehensive solution. The Biden administration appears to have geared toward that kind of exit. The change in anti-drug policy towards Colombia, announced on October 25, aims not only to bring drug traffickers before the judges and fight money laundering, but also considers actions such as the development of rural areas and the protection of the environment. In this last aspect, it breaks with the Colombian government’s decision to fumigate illicit crops with glyphosate, strongly questioned by sectors that understand the environmental damage and health of those who live in the areas where it is carried out. In a statement, the White House noted that the strategy “establishes the framework to define broader measures of success for counternarcotics efforts in rural communities to include metrics on access to state services, institutional presence, income for producers. legal, as well as the eradication of coca”. A 2019 report by the United Nations Office on Drugs and Crime revealed that 66.5% of coca crops are concentrated in the 5% of territories historically affected by structural problems and by the war itself.

ENGLISH What is most striking about the United States announcement is that the first point of the Final Agreement between the Colombian State and the former Revolutionary Armed Forces of Colombia (FARC-EP), signed five years ago, is taken into account, which indicates the aspects of a comprehensive rural reform. The purpose is to improve the living conditions of the peasants and have an effective presence of the State in areas that are in the hands of illegal armed groups, the majority associated with drug cartels. During the current government of Iván Duque, who belongs to the same party of former president Álvaro Uribe, the implementation of that peace agreement has been halted and the rural situation is increasingly critical. The decision of the Biden administration goes in clear contradiction of the convictions of the Colombian government, which has nine months left in office, which is not well off with the White House and which continues to believe in the infinite war against drug trafficking regardless of the basis social service that cartels use. olombia lleva décadas tratando de resolver el fuerte impacto del narcotráfico en todos los ámbitos. Lo social, lo político y lo económico han sido atravesados por este multimillonario negocio, con gran incidencia en las regiones más apartadas del país. La corrupción, los miles de muertos y la grave afectación ambiental hacen parte del balance. Por supuesto, Estados Unidos hace parte del problema y de la solución. Del problema, porque buena parte del mercado de consumidores están en ese país. Y la solución, porque es ineludible contar con su apoyo para lograr una solución integral. El gobierno de Biden parece haberse orientado a ese tipo de salida. El cambio en la política antidrogas hacia Colombia, anunciada el pasado 25 de octubre, apunta no solo a llevar ante los jueces a los narcotraficantes y a luchar contra el lavado de dinero, sino que también considera acciones como el desarrollo de zonas campesinas y la protección del medioambiente. En este último aspecto, rompe con la decisión del gobierno colombiano de fumigar los cultivos de uso ilícito con glifosato, fuertemente cuestionada por sectores que entienden el daño ambiental y en la salud de quienes viven en las áreas donde se lleva a cabo. En un comunicado, la Casa Blanca señaló que la estrategia “establece el marco para definir medidas más amplias de

éxito para los esfuerzos antinarcóticos en las comunidades rurales para incluir métricas sobre el acceso a los servicios estatales, la presencia institucional, los ingresos para los productores lícitos, así como la erradicación de la coca”. Un informe de la Oficina de las Naciones Unidas contra la Droga y el Delito, de 2019, reveló que el 66,5 % de los cultivos de coca está concentrado en el 5 % de territorios afectados históricamente por problemas estructurales y por la guerra misma. Lo que más llama la atención del anuncio de Estados Unidos es que se tiene en cuenta el primer punto del Acuerdo Final entre el Estado colombiano y las extintas Fuerzas Armadas Revolucionarias de Colombia (FARC-EP), firmado hace cinco años, el cual señala los aspectos de una reforma rural integral. El propósito es mejorar las condiciones de vida de los campesinos y tener una presencia efectiva del Estado en zonas que están en poder de grupos armados ilegales, la mayoría asociados a carteles de la droga. Durante el gobierno actual de Iván Duque, perteneciente al partido del expresidente Álvaro Uribe, se ha dado un frenazo a la implementación de ese acuerdo de paz y la situación rural es cada vez más crítica. La decisión de la administración Biden va en clara contravía de las convicciones del gobierno colombiano, al que le quedan nueve meses de gestión, que no está bien parado con la Casa Blanca y que sigue creyendo en la guerra infinita contra el narcotráfico sin considerar la base social que les sirve a los carteles. Para varios comentaristas de la situación colombiana, el giro en la política antidrogas abre una puerta esperanzadora para cambiar las condiciones que llevan a miles de campesinos a acudir a los cultivos de uso ilícito y que son los últimos en la fila de prioridades del Gobierno.z
