Housing NOW Addresses the Need for Affordable, Year-round Housing
BY BILL O’NEILLIS IT POSSIBLE TO BUILD A HOME ON CAPE COD THAT’S ATTRACTIVE, ADAPTABLE AND AFFORDABLE?
The members of the Housing NOW partnership think so. The team members came up with designs for accessory dwelling units (ADUs) and one- and two-bedroom cottages that check off those boxes and more.
“We wanted to come up with the next generation Cape Cod style home for first-time home buyers,” said Michael Galasso, an affordable-housing developer with more than 25 years of experience in Massachusetts and California.
The header on the main page of the Housing NOW website says the dwellings are “not your traditional Cape.”
“The idea is they are relatable to Cape Cod architecture, but that they are a fresh, bright, energy-efficient interpretation of it,” said Jill Neubauer, AIA, principal of Jill Neubauer Architects, a Falmouth-based residential architectural firm established in 1994.
The Housing NOW partnership began in 2017 when Cape Cod Young Professionals sponsored a contest inviting local architects and designers to create affordable and attractive
housing designs for year-round residents. The plans were required to be “in keeping with the unique village character of our region and, most importantly, attainable in price for young professionals and families living on the Cape.”
Galasso asked Neubauer and Christian Valle of the Valle Group, a Falmouth-based construction company, to collaborate on a submission. “Knowing how great Jill’s talents are in designing modern-looking, upper-end homes, I thought we could take that talent and put it to work on building some great, affordable single-family homes,” said Galasso.
Neubauer found inspiration in the Sears Modern Homes, kit homes sold by Sears, Roebuck and Co. in the early 1900s.
“I thought, what if we designed buildings that were kits and you could literally go online, pick your colors and pick some features,” she said. “Then you could buy a one-bedroom dwelling unit and then if you needed and if you had more money in a few years, you could buy a mudroom and have it delivered or a home office or a handicapped-accessible elder unit, and you could buy all these pieces. Then we designed versions for two- and three-bedroom houses.”
The cottages include full kitchens, large windows and
cathedral ceilings.
“What Housing NOW is all about, is using material that’s inexpensive in creative ways – make it look great and not make it look cheap,” said Galasso. The dwellings are designed to be affordable for households earning between 80 and 120 percent of the Barnstable County median income.
While the Housing NOW team didn’t win the CCYP contest, they added to their team and continued to refine their design. To create the cost reductions made possible by building multiple units at once, they also designed plans for a community of Housing NOW homes.
“In developing a village that has multiple units, we can include additional features like play space for children and a community garden,” said Stefan Angelovski, a project manager with Jill Neubauer Architects. The design for a 30-unit complex maximizes affordability, he said. “We are part of this journey to solve global and national problems on a local level, in a local context,” he added.
Neubauer’s designs for Housing NOW homes are driven by the principle known as aesthetic justice.
“It ends with the buildings becoming thrilling and joyful and human, not just for the people who get to live in them, but for all the people who drive by them,” she said. “They contribute to the 50- to 100-year built environment of the Cape landscape. I think Cape Cod Young Professionals were visionary when they said design matters, so let’s inspire our design community.”
Neubauer said America has been slow to understand the value of good design, especially for affordable-home developments.
“So many of these projects are not looked upon favorably by neighbors or the community, and I think that they’re right because the precedents they have seen are poorly designed buildings, poorly constructed, and who wants that in their

neighborhood? I don’t want it in my neighborhood because it diminishes my spirit when I drive by it. Even people who aren’t in the building industry or the design world, they know what a crummy building is. They may not be able to tell you why they don’t want it, but they know they don’t want it, and they’re right.
“We have a large mixed-use building right on Main Street in Falmouth and it’s so well designed that I drive by and go, ‘oh, thank you.’ My whole face relaxes, my energy relaxes. If something is designed well, density is not an issue.”
Galasso agrees.
“I’ve always felt that building affordable housing with a high degree of design quality is more important than anything else because you don’t want people to go by and point and say, oh, that’s the affordable housing project over there,” he said. “We’re trying to get the message across about how important aesthetics is for any type of housing, but it’s even more important for affordable housing.”
A graduate of Lawrence High School (as Falmouth High School was then known), Galasso studied architecture at Boston College and went on to work for noted architect Robert A.M. Stern.
“What I learned from working with him is that you want to drive your kid by a project that you’ve built five or 10 years later, and you want to be proud of it,” he said.
The Housing NOW team is trying to find locations for their first homes. “It’s great to have them on paper, but we need to get them built,” said Galasso. “We’re trying to find a way that we can keep our youth in our community, give people who work here, and that we need to have work here, an opportunity to own their own home.
“Hopefully more people will catch on and see what we all need to do collectively. It’s not just going to be Jill and I and Christian who will solve this problem. We really need to all come together to find solutions.”

Whalebone ’s rebuild sets a classic Cape into a postcard view
The home’s earthy color palette and rough-hewn beams lend a farmhouse feel to the open-space concept of this industrial chic property.

BY DONNA TUNNEYThe windswept dunes of Sandy Neck stand as the backdrop to Barnstable Harbor’s sparkling blue water as one contemplates the outstanding views from an open-concept kitchen and living room in this newly constructed home. A panoramic window, fully eight feet across and five feet high, gives the impression one can reach out and touch those dunes.
Nestled on a hilly bayside lane near Barnstable Village, the house was rebuilt from the foundation after a fire caused irreparable structural damage. The traditional wood-shingled home that stands today has classic Cape-style bones, with, for instance, the center hall stairway directly opposite the front door, but boasts plenty of modern touches, too.
“The idea was to keep it historic and within the same footprint, but modified,” says builder Andrew Prchlik, owner of West Barnstable-based construction firm Whalebone. He used red cedar roof shingles to complement white cedar on the exterior walls, while a set of doric columns across the front porch extends a gracious welcome.
The columns are repeated along the back porch, adding elegance to a stone patio that leads to several outdoor living spaces, including two pergolas with sitting areas, an in-ground swimming pool, a tennis court, a barbecue area, and plenty of green space for lawn games.
Prchlik designed the outdoor living spaces and landscaping, too, adding the pergolas, for example, that enhance the 1-acre-plus property. The sports court and the pool already were in place. But Prchlik’s influence is best seen inside the 3,500-square-foot house, which has four bedrooms, three full baths, and a half-bath.
“There’s a lot of Andrew in this house, and a lot of the homeowners, too,” says the project’s interior designer, Elaine Bellefeuille, owner of Harwich-based Belle Interiors. “The owners said they wanted a kind of industrial rustic style in the interior spaces, and they had cut out pictures from magazines to show what they had in mind. We could see the consistency in those pictures and we created, based on that.”
In this case, industrial rustic comes in the form of an earthy color palette highlighted by rough-hewn wood beams and dark metal stair railings and fixtures. Some aspects are more traditional, such as a floor-to-ceiling New England fieldstone fireplace that has multiple shades of beige and brown, giving a cozy sitting room a dramatic, and useful, accent wall.
“They left a lot of the design for us to do,” adds Prchlik. “We took their vision, and the goal wasn’t to replicate it but to put it in our own vernacular. In the end it feels very similar to what they described. Working with homeowners, I always find that the relationship is an intimate one.”
The front of the house faces west, toward the street, while one side faces north to those gorgeous water views. Entering from the two-car garage at the home’s southern end, visitors stroll through a wide hallway that functions as a kind of mudroom. Dark gray stone flooring was selected for wear-and-tear sturdiness, since the hall would be the primary entry and exit point for the resident pooch. A contrasting white board-and-batten wainscoting graces its interior wall.
With the exception of the hallway and a seasonal sunroom, all of the flooring in the house is white oak.
The hallway leads to a sitting area on the right, home to that fabulous fireplace. The central stairway just inside the front door separates the sitting area from the most spacious part of the home, the combined kitchen and living room, a convivial space where the focal point is the bigger-than-life picture window. To its right, a second, smaller picture window, flanked by two paned windows, frames a breakfast nook.
The highlight of the kitchen is its island, which stretches nearly the full width of the room. A white quartz countertop is a handsome contrast to the steel-blue/gray paint on the island’s cabinetry, loaded with storage spaces. Even the stainless steel oven/stove incorporates the rustic look, thanks to a piece of rough-hewn wood that serves as the edge of the stove hood. Built-ins and wood beams across the ceiling give the kitchen a farmhouse feel.
A three-season sunroom off the kitchen has a beachy vibe, featuring three walls of windows that look out onto the expansive
yard. A half-bath on the first floor shows off a live-edge maple counter with a colorful basin sink.
At the opposite end of the kitchen a first floor master bedroom suite rounds out the main level of the home. It has an accent wall of square-edged wainscoting panels. Its large bathroom has a soaking tub and walk-in shower, and the décor adds splashes of blues and grays. The bedroom’s windows look out onto the pool.
The second floor houses three bedrooms, two bathrooms, and another sitting room, this one on the north-facing side of the home and taking full advantage of panoramic water views. A barn door closes off the sitting area, which is flooded with light from a set of angled picture windows. White shiplap on the walls and ceiling make for a nautical atmosphere, and double doors lead to a spacious deck.
“Andrew angled the shiplap to match the shape of these windows,” Bellefeuille points out. “That’s the kind of detailing where you can really see his influence in the home.”
The upstairs bathrooms are eye poppers, with one having a dramatic, metal-paned shower door and white subway tiles with black grout and here again the industrial character shines. The second bedroom has an en suite bath with two doors, one from the bedroom and a second door opposite, leading to a hallway that accesses the third bedroom, situated over the garage.
“It’s sort of like a jack-and-jill bath,” says Prchlik. A stairway in that hallway ends at the first-floor door to the garage, where the mudroom hallway begins.
Most of the furnishings were hand-picked by the owners, says Bellefeuille. While they seemed clear about what they wanted, the owners routinely asked her opinion about their choices. Ditto for the paint colors.
“I generally take clients to other houses that already are using the colors they are considering so they can see what they look like on the walls, rather than make decisions from swatches, because for one thing, paint can look different based on the lighting of a room,” she notes.
Bellefeuille chose all of the lighting fixtures in this home, based on the owners’ tastes, and while the lion’s share of the lights are recessed, there are notable exceptions. One that stands out for its elegance, and a bit of whimsy to boot, is a chandelier that hangs from the top of the home’s soaring central stairway.
Looking similar to a wind chime, the fixture is a series of clear glass spheres, each about the size of a softball and containing an LED bulb. The spheres hang at varying lengths on thin metal cable wires, reaching about 12-feet-long at its most lengthy point.
And there’s more whimsy at this home. On its cupola atop the garage, a weathervane alters course with the wind, but unlike many on Cape Cod, which often feature a whale or heron or fish, this one comes in the shape of a dog, a tribute to one of the home’s VIPs.

A remodel makes the view the main event

The Orleans home had a great location surrounded by conservation land with woodlands and amazing estuaries. The problem was the house, built in 1996, didn’t take advantage of its setting. The windows weren’t large enough. The open floor plan was what the new owners were looking for, but it was in need of rearranging and updating.
“We wanted a place in which we could totally relax…comfortable and unassuming with the amazing view doing most of the talking!” says the homeowner, who contracted SV Design in Chatham after purchasing the property in 2019. The home was completed in 2021.
The finished project was just what they had envisioned: “Coastal, welcoming with a cool and peaceful color palette.”
“We worked hand and glove with our builders, the Spencers, and our SV Design
team,” she said. As we did most of the work remotely (lots of Zoom calls) during the pandemic, we were able to put down time to good use.”
The original transitional-style house, which now has four bedrooms and five bathrooms, was essentially gutted and remodeled into a traditional home that evokes “old Cape Cod” outside with cedar shakes, window boxes, and additional shutters. The driveway, which previously went right up to the front of the house, was pulled back and a front lawn and entry porch with columns and monolithic granite steps were added.
The home’s floor plan was opened up and walls changed, while respecting the owners’ desire for a classic house. Crown molding detail adds a classic feature and enhanced character throughout the home. A half-bath was added off the entry as was a mudroom with built-in cabinets for organizing coats and hats and a bench for taking off those sandy shoes and muddy boots. Windows with cushioned benches in the living room invite reading and nature-gazing.
For the interior, SV Design created a soothing coastal palette, mainly blue and white, and the house has a casual feel with touches of elegance such as grasscloth wallpaper in the more formal living area, and an unexpectedly exuberant patterned wallpaper in the powder room.
One of the challenges of the prior layout was that the kitchen was in the middle of the house and access to the dining room meant walking through the kitchen workspace. The new floor plan moved the kitchen back so that it flows into the dining and family living areas seamlessly. Beams were added to the soaring white shiplap ceiling in the family room for a traditional look, and the original oak floors throughout the home were refinished in a medium brown hue.
The “working” part of the kitchen features white Shaker-style cabinetry with wrought iron hardware, light blue marble counters and a curved island with seating. The whiteness of the kitchen is nicely offset

by a wall of tall, built-in blue cabinets that accommodate a wine fridge, coffee bar, and glass door china cabinet. The new dining area is now adjacent to the kitchen, with a jawdropping view of Pleasant Bay through a sliding French door. The cabinetry was custom made by Spencer & Company, Chatham home builders who specialize in high-end residential construction.
“We loved the home’s original open layout a lot, it just needed updating,” adds the homeowner. “The view is the main event for us, and we couldn’t be happier with it.”

“I don’t pay attention to what’s trending,” says Elle, who’s been an interior designer for 35 years on Nantucket. “I truly pay attention to the client’s personality and the way they are going to use their home and who they are.”
Since moving to the island as an 18-yearold, Elle has forged a creative career path for herself that continues to evolve, even now, as she is perched at the top of her interior design career. She’s been working on her first book, which focuses on “spiritual design,” her guiding light.
Her clients have included owners of countless private homes, including David Rubenstein, whose grand home was a getaway for presidents and celebrities; and luxury hotels like the Wauwinet Inn, where in 1989 she was hired to do window treatments and upholstery and continues to maintain a business relationship with Nantucket Island Resorts. She also updates the décor in The White Elephant Residences often and designed the décor for the cottages known as the Boat Basin. Recent projects include a fivestory Back Bay brownstone in Boston and the interior of
a new women’s clothing store in downtown Nantucket called Alice Walk.
Career path
Elle’s path to becoming an interior designer was not a straightforward one.
When she was 18, a friend invited her to the island from the Western Massachusetts hamlet of Easthampton, a rural area in the Pioneer Valley, where she had grown up and was the town’s Junior Miss in 1973.
“When I got off the ferry and made my way to the foot of Nantucket’s Main Street and turned to my friend, ‘Do people really live here?’ I said.”
Elle was smitten with the island’s natural beauty and close-knit community and in 1974, she moved to the “faraway isle” full time. It was the first of many fortuitous career moves for Elle.
From 1976 to 1983, she taught Home Economics and substituted at Nantucket High School. In 1983, she opened Threads, a fabric and dressmaking and bridal gown design shop.
The design intention of this seating area was to create a colorful but cozy corner perfect for summer mornings that mimics the natural landscape surrounding the home. Fabric by F Schumacher was used in the banquette’s seating cushions and toss pillows and in the roman shades. A local woodworker made the pedestal table.
“Priscilla of Boston and another designer would send me their dresses for alterations,” she recalls.
She made countless prom dresses, bridal gowns, and bridesmaid dresses over the years. She was also the tailor for the iconic Murray’s store downtown (home of those Nantucket Red pants). She also had an upholstery workroom, working with designers from New York and Washington.
Elle is the kind of person who seizes opportunity while always scratching her creative itch.
The 1980s was a booming time for building and real estate on the island. The rich and famous, tech industry millionaires, movie stars, and musicians, among others, started buying property and building or renovating existing homes for seasonal use. Elle sensed the change around her and decided to change her career course to meet the needs of the new homeowners. She enrolled in an interior design certificate program at Rhode Island School of Design.
“My career exploded,” she says, after completing her first project.
In 2016 Elle’s daughter Katie Lou Williams joined her staff and grew into her role today as a senior designer. Williams, who is “computer-aided proficient,” also does much of the buying and sourcing for the interior spaces as well as conceiving
the concept boards. Mother and daughter developed the Nantucket Coastal Collection in 2005, a product line of home furnishings, bedding, and seashell-motif hardware.

The art of spiritual design
So what is spiritual design?
Elle insists that her design aesthetic comes from her clients, not from her own likes and dislikes. It all boils down to the initial first meeting where Elle confers with the clients to devise three descriptive words of how they desire to feel when they come home.
“It could begin at your street, an intersection, or your front door, where you begin to feel desirous of how you are recalling a positive feeling being created,” she explains. “It’s as if you were an invited guest in your home where lights, carpets, and objects were well-designed that assured a sense of belonging, nourishment, and safety that would melt away your outside stresses. What is so simple is that you could repurpose a mirror from the attic or add a modern-looking bookcase for familiar collected objects as you were greeted and cherished in your own entryway.”
She and the client come up with descriptive words, such as soothing, eclectic, timeless, loved, welcomed, connected,
seen, evocative, cherished, honored, nourishing, beautiful, safe, held, accepted, joyful, protected.
“It becomes a litmus test,” she continues. “The more the client reveals who they are, the more intuitive the process. I act as a channel and receive downloads of what’s going to work and what’s not in terms of surface finishes, lighting plan, color palette, and I build that path. I envision very specific professional avenues in search of the ideal furnishings, textiles, case goods and accessories that work into the harmony of who they are.”
The ultimate goal is to awaken and create the connection between the clients and their families and the home and for them to resonate with the dimensional space created in honor of their lifestyle.
“If it’s a sensation of peace, safety, and security we prefer and you are not capturing this experience, the goal then is to modify one design element to experiment with effects. We can become numb to the placement in our interiors and not realize how our homes bear an extension to our personal

lives. The right interiors can provide a more elicited response than not. Paying attention to the details of layout and placement of a table and lighting can bear a significant effect on our moods and emotions.”
For corporate clients, there are some rules. Fabrics have to be durable, for example, and hospitality codes have to be followed. “That keeps me in a channel.”
Pandemic challenges
When people were confined to home during the pandemic and working from home became the new normal, Elle experienced a new boom in her business.
“All my clients came out of the woodwork and wanted updates and renovations to meet the parameters of new needs for multifamily living and makeshift offices,” she says. Also, many former clients’ families had grown over
the years, or their lifestyles had changed, perhaps to being retired or becoming full-time residents instead of summer people. They have been seeking her out to redesign spaces to accommodate more seating, reshape interiors into open floor plans, and incorporate performance fabrics into new furniture now that grandchildren were among the frequent visitors.
“I’m an empathetic and clairvoyant person. I’m in tune with interpreting clients’ homes. Upon meeting with a client either on the job site or at a table over blueprints, I begin the sculpting and framing process in my long-held, experiential voice of how the house is going to vibrate a feel and a look,” she explains. “Is she all about patterns? Masculine? Feminine? How much can I push the envelope? Is the space open or closed? Where is the energy of the flow, and where are the dead ends? It all matters.
“It’s not the next photo on Instagram. Over the years, I’ve become the house whisperer. “
The Compound
Water views cater to a Cape Cod lifestyle in Cataumet
The stunning property known as The Compound was built by Halliday Builders to accommodate the homeowners’ large family and create a lifetime of summer memories on Cape Cod.
The Cataumet home is distinguished on the waterside by a sweeping double staircase that steps down from a wrap-around porch. The rear of the house opens to a backyard featuring a built-in pool, tennis court, sprawling lawn, raised gardens, and a “guest house” that contains a home gym and sauna.
“The homeowners desired a home where their family could come and enjoy for years to come,” notes Jim Halliday, owner
and president of the family-owned and operated business. Halliday Builders has been building custom homes on Cape Cod for more than 30 years and prides itself on personal attention, from proposal to move-in day and beyond.
The waterfront site did present some challenges for the project.
“The site presented a few challenges as the property is in a velocity flood zone and we had to comply with FEMA regulations,” explained Halliday. “It was a wonderful job and amazing customers to work with.”
It’s a postcard view of idyllic Cape Cod: water views and trees embracing a classic, rambling Shingle-style Cape Cod home.
The four-bedroom shingle-style Cape Cod home indeed has plenty of seating areas for large gatherings, via the expansive, wraparound porch, mahogany decks, and an outdoor patio as well as enviable water views from many interior rooms.
“The home was designed to take advantage of the water views,” adds Jimmy Halliday, production and marketing manager at Halliday Builders, who was responsible for keeping the project running smoothly.
Interior design throughout the home was coordinated by Kristen Halliday Diotte, general manager and designer, who worked closely with the homeowners sourcing trims, tile, solid surfaces, accessories, and lighting and determining kitchen and bath designs. Materials that add texture and warmth throughout the home punch up a muted coastal palette.
Families today require an open floor plan, and William Lee Architects & Associates delivered with a spacious kitchen, anchored by an island, with seating, that opens to the dining area and living room.
In the kitchen, Shaker-style inset custom cabinetry is painted White Dove; appliances and the range hood have been paneled to match the cabinetry to create a seamless look. Two types of counter materials were used: a handsome Absolute Black honed granite in the working areas of the kitchen and walnut top on the island and wet bar.
The dining room has a more formal air with a beaded chandelier and a custom wood table flanked by black and white high-backed upholstered chairs. The ceiling features a unique architectural detail: round ceiling molding.
The family can gather comfortably in the living room around the fireplace to chat or watch television. The interior design mixes textures and styles: a leather sofa, two upholstered swivel chairs, and two large wicker chairs with comfortable cushions and arranged around a round hammered coffee table. There’s also a window seat that beckons reading or water-gazing.
White oak flooring was installed throughout the main house.
The master bedroom features a wall of double-hung windows with transoms above, opening to a mahogany deck.
Upstairs, the four bedrooms cater to a large family. One guest room includes two built-in twin beds with a floating, built-in nightstand between them. The space also includes a queen-sized bed.
The main house also includes a home office.
The pool area features an outdoor kitchen, real wood-burning fireplace, and dining area shaded by a pergola.
When it’s time for the gym, the family can head to the guest house, which houses gym equipment, a sauna, wet bar, beverage center, living room, and a full bath. The ceiling is vaulted to a cupola, making the one-story structure seem spacious.
The family also enjoys gardening in enclosed raised vegetable garden beds constructed in the rear of the property.
The understated landscaping incorporates hydrangea and beach grasses, cobblestone borders, and landscape lighting.
The cedar shingles of the main house and guest house will weather to a Cape Cod gray, thanks to a bleaching oil. Red cedar shakes were used on the roofs.
Like all their custom-built homes, Halliday Builders incorporated all the latest technology, from complete audio/video systems, to integrated smart home features and green technologies.
