he seemingly good news for the residents of Pueblo Laguna and Puerto Rey recently had been the firm promise of action by Vera town hall and the Junta de Andalucía Environmental Agency, to clear the very overgrown river bed from the bridge on the Las Buganvillas to Vera road, down to Pueblo Laguna. Pressure from the local resident associations has certainly helped to achieve this. The likelihood of a similar disastrous flood, as in September 2012, is rightly a nightmare scenario for the residents and businesses, and on September 25th they faced this again. The “false alarm” this time was not much consolation for fearful residents. Having no proper solution is intolerable.

The very famous Spanish performer Isabel Pantoja, originally a gypsy singer from Seville, is the attraction on October 18th. She has not performed in Almería province for some time. We commented in our September magazine that many town halls had not published their autumn events. Almería city managed to unveil their activities on September 17th, with the first event starting on October 3rd. They have a basic plan that goes through to the end of December, in theory! This will change as some of the artistes or performers find they are double booked, or no contract has actually been signed. The 4th Almería Western Film Festival takes place from October 10th-12th, mostly in Tabernas, and the Fort Bravo & Mini Hollywood locations. This seems to have been well planned. Focus on Local News More Floods The “yellow” alert by the Spanish meteorological office on September 25th, warning of heavy rainfall and storms, applied to many provinces including Almería and Murcía. It proved to be very accurate. At midday, the Rio Antas flooded the centre of Pulpí where many cars were parked in the river bed. This set off alarms for Cuevas, Pueblo Laguna and Puerto Rey. Flooding followed in Albox, Antas, Turre, Los Gallardos, Huércal-Overa, Lubrin and Águilas. After the disastrous floods of 2012, all agencies involved in prevention and rescue, along with town halls, held a conference to plan the organized response to a similar event. This protocol was initiated in the Pueblo Laguna area in late afternoon. Police and civil defence teams advised the residents that any vehicles in semi or underground garages should be retrieved, and all vehicles moved to higher ground in Garrucha. This “precaution” caused fear and distress to many residents, some of whom evacuated their families as well. Others moved personal belongings and furniture to the first floor levels, if they had one. Fortunately, no flooding occurred. A local British resident was extremely fortunate. His vehicle became trapped in rapidly rising water in a riverbed near the Los Gallardos campsite. With water pouring in to a very dangerous level he eventually managed to get out just in time. Guardia Civil police, alerted to his predicament, had requested the assistance of a rescue helicopter which had been drafted into the area from midday. This was sent to the scene, but not needed when it arrived. A bull fight in Vera was called off, and the N-344A road at Antas was completely cut off.

this was underlined on September 25th. Any more civil engineering work to the river bed is the responsibility of central government, and pressure is being put on them as well. We featured the appalling lack of action in an article in our September magazine.

Saga Sapphire

All At Once Cruise ship operators determine their voyages and ports to be visited a long time in advance. By pure coincidence, three cruise ships all arrived at Almería port on September 16th. A French cruise ship carried “Club Med 2” passengers, the first time this line has come to Almería. The UK “Saga Shipping” cruise ship, “Saga Sapphire”, was the second one, followed by the US “Wind Surf” cruise ship, who now include Almería in their normal stopping points. Luckily for the port authority, all these ships were of medium passenger capacity. Some 2,000 passengers had booked excursions or guided trips to places such as Granada, Cabo de Gata, and Mojácar. The port workers who deal with the arrival and departure, and topping up supplies such as food and fuel were specially organized to adequately cope with the requirements. The organization “Almería Cruise Club”, formed a few years ago, is composed of companies who can offer tourist trips and transport, visits to places of interest, and guided tours of Almería city. Full information and publicity material in various languages are supplied to the cruise ship companies, so that passengers can plan their excursions on land in advance of their arrival.

Flood Work at Pueblo Laguna Following demonstrations by residents at Pueblo Laguna and Puerto Rey, Vera council and the Department of Environment of the Junta de Andalucía had announced that they would clean up the Rio Antas riverbed from the main bridge between Las Buganvillas and Vera, down to Pueblo Laguna, and remove all the existing and dead vegetation. The start of this work was scheduled to begin before Local Elections September 28th, the 2nd anniversary of the Next May is municipal elections throughout Spain, disastrous floods, but it didn't. Focus on Local News years. At present, if no one party has a complete majority, the person who becomes mayor or mayoress is subject to an agreement between all the councillors. Supposing there are thirteen councillors (as in Mojácar), and one party has six councillors elected, along with five from another party, the person heading the party with six councillors is not necessarily, or automatically, the new mayor or mayoress. The present “PP” party central government (with a complete majority) propose to change this so that the person heading the list with most councillors elected, automatically becomes mayor or mayoress. The opposition “PSOE” party consider that this is just a ruse, to get more “PP” mayors and mayoresses. They say that where the “PP” party obtain less than 50% of the votes, it is unfair that with as little as 40%, their candidate becomes mayor or mayoress. The “PP” central government can push this through if they are determined to, but it is a very sensitive issue.

More Mortgages August in 2013 was a month in which the fewest mortgages were taken out in Almería province, with only 188 forming part of the title deed changes at the notaries. Last December, the total was slightly up at 198. In June this year, a total of 277 were recorded, 30% up on the August 2013 figure. The average mortgage amount was 120,000 euros, slightly up as well. This would appear to show that people are more willing now to apply for mortgages, but the banks are offering low interest rates for their own stock of repossessed properties, and often 100% of the purchase price, so this has to be taken into account. Figures from July to September this year will have to be carefully scrutinized when they are available, to see if this trend continues. Throughout Spain, the total of only 17,137 mortgages recorded in June is 19% more than the same month last year. Ryanair Boost The Ryanair “Let's Go” free in-flight magazine provided to passengers in August, heavily featured the western film history from Tabernas, The front page with a picture of a cowboy, has the heading

“Once upon a time in Andalusia, being a cowboy in Spain's wild west”. Nine pages are devoted to the “western” aspects of Almería province with a list of the famous films, including “Lawrence of Arabia”. There is a report of a tour round the abandoned film sets made by the author of the article. Fort Bravo and Mini Hollywood are mentioned, and the tapas in Almería city. Almería and Murcia airports were featured as being the best flight destinations for this area. Some 9.4 million passengers used Ryanair during August, to various destinations.

Wine Producer Grant The wine producing company, “Bodegas Alto Almanzora”, was founded in 2004, with the very latest equipment, and a total capacity of one million litres per year. Sales of their wines have been very good in Europe, North America and Asia, not only due to the quality of the wines, but also comprehensive marketing. A grant available for rural industry and wine producers has been given amounting to 11,300 euros, 50% of the total they intend to spend. The budget is for 8,000 euros to increase their share of the US market, 8,000 euros for a sales campaign in Mexico, and 7,000 euros to enable them to include India in their list of countries where exports are made. The grant will be subsidised by the EU development fund for investment in the Spanish wine producers. An 'AVE' Promise Last month we reported in an article the disquiet and intense recrimination expressed at a meeting of interested parties in Almería city, regarding the

Focus on Local News complete lack of progress on new sections of the Murcia-Almería 'AVE' (high speed train project). The Spanish Ministry of Transport, very sensitive to the strong complaints (2015 is local and national elections year), announced that by the end of 2014, “at least one” of the sections will be ready to be started, with all the paperwork in place. The 'AVE' project has to come from Murcia (promised to be completed up to there in 2015), then arrive at Lorca, then to the existing four section already started from Vera to Sorbas. Diego Martínez, president of the Almería Chamber of Commerce, who organized the July protest meeting, accepts that this is a step in the right direction, but the project from Murcia to Almería is still being amended to be a single track, not two tracks, one in each direction. The Ministry of Transport consider that with a single track, and huge savings in cost, the extent of the line can proceed quicker. There has been a “promise” that the 'AVE' trains will arrive at Almería city, “If not in 2018, certainly 2019”. Various experts think that even 2019 is over optimistic. Any new sections started will logically have to be nearest the Lorca to Pulpí sections, as another section on any other part of the line would serve no purpose.

Action! Hot on the heels of the Ministry of Transport promise of some action “before the end of the year”, regarding the 'AVE' ( high sped train project), a sudden announcement has been made. In the last quarter of 2014, a 12km section from Pulpí to Cuevas will be put out to tender. This is the start of the Almería part of the 'AVE' line from MurciaAlmería. The sections from Lorca to Pulpí have still not yet been fully finalized or put out to tender. This sudden change of heart is obviously politically motivated, as 2015 is local and central government elections year. In reality, this promised section will not be linked at present to any other one, before or after. The Ministry of Transport has repeatedly stated that “island” sections such as this one served no purpose, and would not be started, and this is a very logical viewpoint (ignoring politics!). An actual (or estimated) date for the work to start has not been indicated. The Almería Chamber of Commerce

say that the work on this section is a start, but what about all the other sections?

Isabel Pantoja This famous national & international Spanish singer is now aged 58, and still continues to be the heartthrob of her generation. Originally from gypsy upbringing in Seville, her fans still idolize her. She is due to perform on October 18th at the HuércalOvera concert nights as the main attraction, her first visit to Almería province for many years. Unfortunately she may be prevented from appearing. She was caught up in a major corruption and money laundering investigation, with her exboyfriend, the former mayor of Marbella, Julián Muñoz, and his ex-wife Maite Zaldívar. In June 2013, prison sentences and large fines were handed out to all three. On September 24th a court in Málaga ordered that she surrendered herself voluntarily to start a 24 month prison term within 10 days, or face an arrest warrant. Within this time she also has to pay the 1.14 million euros she was fined. Her legal team have been fighting this, with various appeals in the pipeline. It is relatively unusual that a sentence of less than 2 years and 1 day means actual prison time. Arboleas Scandal Almost the complete Arboleas council from 2005 are in court starting November 11th. The accusation is that the land was in the public domain, all councillors knew this, and that it could not be transferred to private use, and an illegal building licence was given. Various prison terms are being asked for, including one of four years for the then municipal secretary Fernando García who falsely classified the land as being of no particular designation in illegal documents. The councillors, Ginés García and Antonio Gallego, face a prison term (usually suspended) of 23 months. A ban on holding any public office for nine years is being requested for all the councillors from 2005.

No car has ever used even one of the 35 underground parking spaces, fewer than the surface parking places before the pedestrian only square was built. Apparently there are major rainwater leaks, amongst other problems. Another project now complete is the tourist and residents lift from the bottom of the village to a street above. The budget for this was 370,000 euros. Opposition councillors complained that the bottom access to the lift was at a point where users had to have already climbed a steep incline, and as it only held 13 people, even one bus load of tourists would have to wait a long time. The finished project has cost another 50,000 euros for various reasons. It has frequently broken down, resulting in a sign beside the entrance that now gives the capacity of the lift at a maximum of 9 people, “because of the danger of breakdowns”. The sign is in Spanish only! How a lift can be designed for 13 people and then have to be downgraded to 9, has been strongly criticised and questioned by all the other councillors.

Lost or Stolen Mobiles If your mobile 'phone is lost or stolen you need to notify your SIM card supplier, to stop calls being made. They may well ask you for your individual mobile 'phone unique identification number, called an IMEI. With this they can switch off the handset, so it won't work with another SIM card. If you obtained your mobile at the same time as you got your SIM, your provider will have it. If you have changed handsets, perhaps buying one on the Internet, or privately, or second-hand, this identification number is much more difficult for them to find. 'Vodafone' appear to be able to match a SIM card of theirs to a handset number, but don't rely on this. Whatever handset you have, you can find this number yourself by entering *# 06 #. The same long number should be on the inside of your mobile, by the battery. Check the two are the same, and then keep your number written down, or on your computer, but not with your mobile! TDT Television The EU are compelling member states to stop digital TV transmission in a particular range from 760862MHz. This band is needed for the transmission of 4G telecommunication services. This will affect viewers of Spanish TV channels. At present, TDT digital decoders are either built into modern TV's, or available as a set-top box. The changes in frequency are supposed to be done by January 1st next year. Initially, the Spanish Ministry of Industry put the cost of this to be 800 million euros, affecting the vast majority of viewers, who would have to pay themselves, probably with new equipment. A further study has concluded that the main problem only relates to communities who re-broadcast a range of channels through repeater amplifiers. Depending on the number of channels the communities have, the cost will be between 150 and 550 euros. The total estimated cost has dropped to 300 million euros. The Spanish government are now assuming the cost of the equipment modifications to a total of 292 million euros, and communities can claim their costs back. The lawyer for Pedro Llamas is claiming that the legal process has not been not carried out correctly, and he does not have to go to court (only the builder), and he was excluded from facing these accusations in 2010.

Barclays Bank Sold During the bank crisis, many of the branches of Barclays bank in Spain were shut, and staff made redundant. The branch in Mojácar was one of those that disappeared. The large CaixaBank has been absorbing other banks as part of the major restructuring of all banks in Spain, dictated by the EU and Central European Bank. In 2012, they purchased the Bank of Valencia for one euro, after a 5 billion euros rescue package. Barclays banks throughout Spain are their latest purchase for 800 million euros. After slimming down, Barclays now have 270 offices and 2,400 employees, with 21

Still Number One Spain still leads the world in the number of organ donors and transplants. In the last twelve months this amounted to 4,280 transplants from 1,650 donors. This works out at 35 donors per million inhabitants. This figure is way above the figure per million of the EU at 20, the USA at 26, Canada 16, and Australia at 17. Donated organs from Spain accounted for 4% of the transplants worldwide, and 14% of those in the EU. A special team in Almería are on standby to use the airport during the hours it is officially shut, if necessary. The ambulance service vehicles that normally deal with patients on

Magazine Scam A company in Elche (Alicante) set up a magazine in 2001 specializing in links with the Guardia Civil police, National Police, the Spanish army and handicapped groups. They used the relevant logos, and published interviews with police and other officials, and copied official press releases. 150,000 businesses paid for a total of between 30 & 40 adverts in each magazine, costing between 150-400 euros in various different editions. Using a very old printing press, they only printed enough copies to send to their advertisers! Anti-corruption police were alerted that there was no general distribution of the magazine, and investigated. They think that the publishers fraudulently collected 15 million euros from their advertisers since they set up the scam. Police arrested 49 people, siezed 46,000 euros in cash, four vehicles, and computer equipment. 32 bank accounts were paralysed. The company used aggressive telesales to attract many of their clients, often saying that they were part of the official organizations. There were plans to extend their publicity and advertisers to other Spanish speaking countries as it was working so well.

Focus on Local News continued a regular basis for dialysis, cancer treatment, physiotherapy, or outpatient appointments transport donated organs where they are required by other Spanish hospitals, and do not need to be flown out of Almería. They regularly liaise with similar ambulances from the intended hospital destination, meeting at a half way point on the journey. Despite these figures, organ donations worldwide fall far short of the patients needing transplants. More donors in Spain are still needed and welcomed. In the event of a death in a Spanish hospital, there are special staff who will sensitively approach the relatives to ask if organ donations came be made.

“Illegal Houses” The British ambassador in Spain, Simon Manley, has been engaged in serious talks with the relevant Spanish authorities to put pressure on them to ease the plight of UK home-owners living in “illegal houses”. This problem is very bad in Almería and Málaga provinces. In August he met with the President of the Junta de Andalucía, Susana Díaz. It has been announced that the Junta de Andalucía will amend their 2012 “regularization” legislation. A big problem is where a large plot of land has been subdivided into smaller parcels, and built on. It is claimed that 20-25,000 dwellings will no longer suffer from the threat of demolition. Simon Mandley was asking for an amnesty where owners are subject to existing court cases, and may well face demolition orders. The Junta state that they may issue some guidance, but they could not interfere in the normal workings of the justice system. Gerardo Vásquez, legal advisor to the “AUAN” association, considers that the proposed amendments should make a real contribution to solving this problem in many cases. The exact proposals for the changes are awaited with interest. Albox Houses Almost the same day that the president of the Junta de Andalucía announced amendments to the “illegal houses” problem legislation, a new prosecution has been announced in Albox. This relates to 98 houses in the 'El Romeral / La Aljambra' area. The

managing director of Proyecto y Construcciones Almanzora S.L., Procoal Villas S.L., and Empire Villas S.L. are accused of various planning irregularities. A brother who was the architect and technical director of the project will also be in court. The allegations are that they built on non-urban land, without a building licence, continued to build when they were told the project was illegal, knowingly sold to third parties (mostly UK ex-pats), and defrauded the Spanish tax authority by putting false amounts of money on the title deed documents. The prosecution are asking for a demolition order, with the estimated 689,000 euro cost paid by the defendants, and compensation orders for the owners. The managing director faces a prison term of six years and nine months, with an extra two years for the tax offences.

Arnold Schwarzenegger

New Award The latest film star to be honoured by an inclusion in the “Almería, Land of Film” awards, and a pavement star, is Arnold Schwarzenegger. He came to Almería province to star in the 1982 film “Conan, the Barbarian”. He attended the award ceremony in Almería city on September 28th, and came with the film producer Fredrick Malmberg. This producer is to film a new version of the film in 2015, and it is hoped that he will choose Almería for locations. Both the men were taken on a tour of the region.

Their 'Evo-stik' glue became known as a “contact” or “impact” glue that was brushed on to both surfaces to be bonded. After a few minutes the glue dried, and when both surfaces were pressed together a very strong bond resulted. The craftsman and woodworker, Barry Bucknell, featured this glue in his BBC TV programmes in the 1960s. He couldn't name the brand as that would have been advertising, but everyone knew it was 'Evo-stik'! During the 1970s & 80s sales boomed for both industry and private hobbyists, as being a simple process to use, with high adhesion. The 'Evode' company was later bought by the larger glue company 'Bostick'.

Binder Clips Unlike English bulldog clips, the other kind of clip is known as a binder clip, or a banker's clip in the US. The key features of binder clips are a spring steel body with a tubular bottom edge to stop any damage to the item being held and with stiff wire inserted in the tubes to open it. It was invented in Washington D.C. by Louis Baltzley and replaced binding sheets of paper by punching holes and sewing them. After being positioned, the wire “handles” can be folded down for less bulk, or one used for hanging on a hook. Squeezing a handle together releases it from the clip completely, for long term use. A modern use is in the fashion industry for a quick adjustment of fabric materials, as well as being used as a cable “tidy” by clipping it over cables onto a surface edge.

Hummer Vehicles The original 'Hummer' vehicles were designed by 'AM General' to a very comprehensive specification for allterrain, high mobility, and all climate US army vehicles. The first prototype was tested in 1982, and an initial order of 55,000 was placed. In 1992, they marketed a model for the general public to buy, experiencing a large interest from photos and videos of the “Operation Desert Storm” campaign against Iraq, initially sold directly from their factory. They leased sales of this version to 'General Motors' with marketing and distribution rights in 1999. By 2006, the proposed regulations regarding diesel emissions in the US coming into force in 2007 forced production to cease. Attempts to sell the brand to a Chinese manufacture failed.

Lamborghini Cars Ferruccio Lamborghini (1916-1993) was a gifted engineer who founded a large company producing agricultural equipment. In the 1960s he produced 400 vehicles a month and then added industrial air-conditioning to his successful products. In 1962 he was one of the richest entrepreneurs in Italy and loved sports cars but none completely satisfied him, including a Ferrari 250 GT. Enzo Ferrari refused to see him when Ferruccio complained about the reliability. His engineers dismantled his Ferrari and discovered that it used many standard parts and Ferruccio decided he could build his own cars. As his birth-sign was “Taurus” he used a bull as his trademark. His own brand of high performance cars became highly regarded and sought after, and a real rival to Ferrari.

Stanley Knives In 1936, the 'Stanley 199' was marketed as a hand tool by the US company, 'Stanley Tools'. The simple design had a two-piece hollow cast aluminium body with a screw holding the parts together. Double ended cutting blades were stored in the body with a triangular safety sleeve to protect the user from the sharp blade when not in use. 'Stanley' knives became a general term for many variations by other manufacturers. The major change in design was when a retractable blade was introduced with sections that could be snapped off when blunt. A simple thumb operated device withdrew the blade, or locked it when in use. Unfortunately this version became used as a weapon by young people intent on causing injury, becoming classified as “an offensive weapon”.

Super Computers A very large and fast computer called “Atlas” was built by the 'Feranti' company and the University of Manchester in1962. It was the fastest computer in the world at that time, and one million operations per second could be processed. Seymour Cray founded the US 'Control Data Corporation' and manufactured an advanced model, the “CDC 6600” in 1964. Cray used silicon transistors, running so fast and hot that the circuit boards had to be refrigerated. It outran all other large computers by a factor of ten, becoming christened a “Supercomputer”. Over 100 of these computers were sold at eight million dollars each. Cray formed his own company in 1972 called 'Cray Research'. His “Cray 1” and “Cray 2” versions were considerably faster still.

No Children!

ourists and newly arrived residents soon realise that the ties within a Spanish family unit are very strong. Parents invariably take their young children out with them to eat, from ones in buggies to the pre-teen age. The children may be very well behaved, or not. If there is some very late night event, a family member or grandparents take over. Hiring a baby sitter is very unusual.

Five years ago they decided to investigate whether there was any reason why they could not turn their hotel into an adults only establishment. Pilar approached her local Guardia Civil police, and was told that they considered that as she already had the right to refuse admission they could see no problem. If any clients with children who had not booked before arrival complained strongly, they said, “Send them to us”. Shortly after they had adopted the “No children” policy the consumer organization (OCU) asked for an explanation, but nothing further was heard. Pilar finds that apart from parents or non-parents who book rooms, she often has grandparents who come to stay. They also want a few days without their grandchildren!

There is an ever-increasing sector in the hotel trade who advertise that all their rooms are available to adults, or children over the age of 14 only. There are now about 300 such establishments in Spain, and they have found that this fills an important niche for clients. The Barcélo hotel chain now have seven hotels with “No children” and the Hotel Barcélo Illetas Albatross Hotel Barcélo Illetas Albatross in Mallorca is one. Their manager says that the mix of their clients is about 50:50 between Spanish nationals and nonSpanish clients. Because there are no children, they provide inflatable seats in their pool so that clients can read, or use their laptops or tablets, which would be impossible if children were there. They have also found that a book library is very popular, and catering in the hotel is simpler without menus for children. José Carlos is the President of the Costa del Sol & Andalucía Association of Hotel Owners and considers that all the major hotel groups are now looking at this sector of “Adults only” that is more and more in demand. A Hotel Association with the “No children” policy has now been formed in Spain named “Disfruta Pilar Fondevila has run the small Hotel Casa Arcas Sin Niños” and in English “Enjoy No Kids”. All-Electric Vehicles

f you are one of the extremely dedicated group of people trying to save the planet, often termed “tree huggers”, the only choice of a vehicle has to be an all-electric one. There are zero CO2 emissions or fumes, and no petrol or diesel is used. For these people, the electricity to continually charge the batteries would ideally have to come from “clean” energy sources, such as wind turbines, solar photovoltaic panels, or at a pinch, from nuclear power. In Spain, vehicle manufacturers produce five distinct all-electric models, the Renault Twizy, Citroën Berlinger van, Peugeot Partner van, Mercedes Vito mixed use model, and recently, the very similar Nissan e-Nv 200. The highest number of vehicles produced in the last two years, at just over 14,000, relates to the Renault Twizy, a very quirky little car that can carry two passengers if the second one can squeeze in behind the driver, with no heating or air-con.

Having purchased your e-vehicle, the dealer will send a technician to check your electricity supply (in this area, from 'Endesa'). Depending on your existing supply and usage, an installation with a dedicated charging unit may well cost from 8001,200 euros. 'Endesa' do give cheap tariff access at certain times of the day or night, but a normal charging period of eight hours needs a 16 amps supply, or for a four hour charge time, a supply of 32 amps. In comparison, an average electrical water heater in Spain needs a maximum of about 6 amps. Where all-electric vehicles are popular in other countries, super-fast charging points are available “on the road” at garages, town centres or service areas, often only 25kms apart. In Almería province, the only charger point of this kind is at the BMW dealer at Huércal de Almería. This is because BMW now market an all-electric model “from” 35,500 euros including the battery, or 39,990 euros with a special emergency “range extender” gadget.

Only 811 privately owned all-electric cars were sold in 2013 in Spain, with another 650 commercial vehicles including some inter-urban buses, municipal works vehicles, and quad bikes. This compares to 45,000 vehicles sold in 2013 in the US, 17,000 in Japan, 13,000 in France, and in the UK, 2,600. There are various reasons for this, particularly the cost. A Renault Zoe (equivalent to their Clio model) costs double the price. Mostly, a customer can choose to rent the battery, or buy it outright (usually with a five year warranty). The most successful all-electric car ever is the Nissan Leaf range. By early 2014, total worldwide sales amounted to 100,000. In Spain, the Leaf 'Visia' basic model is 24,000 euros, plus battery hire of 79 euros a month. The car and battery straight purchase price is 29,900 euros. Nissan claim a 199km range (not 200km!) from a full charge, with a top speed of 144km/hr. Using the heating or air-con increases the battery drain. One big problem is that potential (or actual) owners are often very worried that the battery will pack up before their return journey ends, termed “range anxiety”.

There have been incentive purchase schemes in Spain, known as “Plan Movele”. The 2013 discount, from the manufacturer and the Spanish state, was 3,000 euros for a vehicle such as the Renault Twizy, rising to 6,000 euros for a vehicle with a range of more than 90 kms. There has been no such scheme so far this year, and in 2013 it was only from May to October. At present, private motorists are not likely to rush to buy these vehicles. In the future, perhaps!

Act 13 of a Very Long Play

t noon on September 12th, José Ortiz went to the notary, Alberto Agüero, in Almería city to sign an “escritura” (a title deed transfer) for land and a building. He took along a cheque for 2,313,896 euros. The seller did not turn up but sent a letter. José Ortiz represented the Junta de Andalucía, and the intended seller was Azata del Sol S.A., the builder and promoter from Madrid. The land involved, with the 95% completed 21 storey building is the hotel El Algarrobico at Carboneras. The Junta de Andalucía, panicking after two recent unfavourable high court judgements, decided this August to exercise quickly their 2006 option to compulsorily purchase the land. The 2.3 million euros is the price Azata del Sol paid for this sector in 1999. Azata del Sol stated in their letter that the recent court judgements confirmed that the land on which they were building was zoned for urban development, was not part of the National Park area, and Carboneras town hall were completely within their right in giving them a building licence. They argue that the Junta had the opportunity to buy back the land in 1996 & 2006, but not now. They spent 27 million euros on the hotel before the work was stopped, and had been promised a 2.8 million euros tourist grant. In 1996, the company, Parque Algarrobico S.L., purchased the future hotel site for 720,000 euros. Written into the title deed was a clause that stated that the Junta de Andalucía did not wish to exercise their right to purchase the land themselves. So it wasn't considered to be part of the 1994 designated National Park area in Carboneras, and it could be built on. They later sold the land to Azata del Sol with the same clause, along with five other sectors where it was planned to build another six hotels, 2,500 dwellings, and a golf course with a helicopter pad. In 2006, the Junta announced that they would compulsorily purchase the hotel site, wrote out the cheque with money earmarked in a bank account, but then did nothing until now.

Just before September 12th, Carboneras town hall were told that their 2003 building licence was confirmed as completely legal. They quickly invited the developer to start work again! Azata del Sol replied that they might, but hang on a bit!

So what will Acts 14, 15, or 16 be? The estimated cost of the proposed demolition by the Junta, (if they can purchase the hotel), is 7 million euros. Added to the 2.3 million, a total of 9.3 million euros of public money. Azata del Sol say that the 21 stepped bases alone needed 65,000 cubic metres of reinforced concrete, so the 7 million euros figure is rubbish! An independent valuation states that the 95% completed hotel is worth 71 million euros. Azata del Sol were told they wouldn't get this amount in compensation following demolition, but they would now dispute this if necessary. In the last few weeks, investigative journalism by the local Spanish newspaper “Actualidád”, has resulted in several skeletons tumbling out of closets. Parque Algarrobico S.L. was a mixed company with public and private finance. The Junta de Andalucía indirectly owned a majority 33% share, as part of an Andalucía development project. A grant of 416,000 euros was promised by the Junta, (so partly to themselves!), for the Junta approved projected building costs. So all somewhat incestuous! The big question now is whether Azata del Sol will start work again on the hotel, or on the other projects? Carboneras residents would love this to happen!

New Transparency Laws

urveys of the dissatisfaction and worries of Spanish citizens are regularly taken and have often been headed by fears of unemployment and the current job situation. Lately, corruption at all levels of local, regional, or central government, along with large financial institutions, has become one of the highest considerations.

The Junta de Andalucía (the governing regional body for Almería and the other provinces), have set in motion a series of comprehensive “transparency” laws to come into force in December 2014, for their own structure and organizations, and by December 2015 down to local council level. This mirrors the central government transparency law passed in parliament last December. The objective is that every euro of public funding is accounted for. MP's, ministers, and regional government officials, already publish their own income tax declarations, showing what property they own, all their income, and bank a/c balances. By December 2015 it will apply to all local councillors.

So all this is very ambitious and comprehensive, and the big question is if it will work in practice? It is proposed that a “Consejo de Transparencia”, an overall regulatory body, with various sub departments is set up. This will at least in theory be entirely independent, with legal powers to compel bodies to publish the relevant information, and levy fines up to 100,000 euros for non-compliance. Emilio Guichot is a professor at Seville University who studies regional administrations. He has been involved in these discussions in Andalucía and the likelihood that they will work. He considers that providing the regulatory body that oversees these new laws is set up correctly, and has real teeth, this is a major step forward.

When totally in force, any citizen of any nationality, can request details at all levels of regional government and other bodies which have to be supplied within a 20 day period. This will apply to all political parties, the Junta de Andalucía in our area and all of their agencies and foundations, local area county councils so the Almería “diputación” in our case, all local councils, unions and syndicates, universities, companies with grants of more than 100,000 euros, or 40% of their income.

For many politicians and employees in national, regional and local government, these new “transparency” regulations may not be looked upon very enthusiastically! What’s On Concerts “Abba the musical, 40th Anniversary” comes to the Maestro Padilla auditorium, Almería city on Oct. 11th. There are two performances at 7.00pm & 9.30pm. This highly acclaimed production is a mix of music, theatre and dance. Tickets are 20 & 25 euros. “El Gato con Botas” (Puss in boots) musical, for children and all the family is performed at the Maestro Padilla auditorium on October 18th at 7.30pm. The Almería municipal band performs a classical music benefit concert for the “Friends of Alzheimer” association, entitled “Viva la Zarzuela” (Long live comic opera). The Jazz quartet Joakim Milder, Tommy Ander sson, Mar tin Anderson & Henrick Gunde, from Denmark perform on November 11th at 9.30pm at the Teatro Apollo, Almería city. Albox Ciclo de Música “Solos” (Solo musicians) continues on October 10th with Lucas “Pez Mago” from Madrid, and concludes on October 17th with the well known Rafael Berrio, a musician and poet, whose album “Diarios” was released in 2013. All concerts start at 10pm at the Federico García Lorca auditorium in Albox, and tickets are 2 euros.

Miscellaneous The fourth Almería Western Film Festival takes place in Tabernas and the Fort Bravo and Mini Hollywood locations from October 10th-12th. As in other years there are a wide variety of events. Various modern films will be screened including the German 2013 western “Gold” directed by Thomas Arslan,

“Sweetwater” another 2013 film with the late Mexican actor Eduardo Noriega, and “Ambush” the 1950 western, the last film directed by Sam Wood. Classic westerns films will also be shown along with short video films, film music, and other activities including live western entertainment. More info from www.almeriawestern filmfestival.es. The 2014 Huércal-Overa “Feria” with stalls, events and nightly concerts take places from October 15th-20th. There is an inflatable bull race for children on Friday, 17th, going from Plaza de la Constitución to the bullring, and a children's musical “Pandilla de Drilo” on Monday afternoon. The rock group 'El Drogas' start off the evening concerts on Thursday 15th, tickets 5 euros. 'Gemeliers' perform on Friday, Oct 16th, tickets 20 euros. Isabel Pantoja will hopefully be able to be in concert on Saturday, Oct 18th & pensioners living in Huércal-Overa can buy tickets for 15 euros, and the general public 20 euros. What’s On Marc Dolci, the French photographer from Mojácar has an exhibition entitled “Jazz en el levante almeriense” at Carboneras until October 25th. Marc Dolci is a sound and lighting technician who h a s t a ke n t h o u s a n d s o f photographs throughout his career. The exhibition can be seen in the San Felipe de Carboneras castle. The exhibition coincides with the “We love Jazz” festival of jazz and blues in Almería. La Vida, El Cucador, are holding a charity event on Saturday October 11th, in aid of The International Animal Rescue Association and the Albox animal charity APSA. It will start from 4pm until late, with a varied programme. Special evening guests are Rod Oxley, DJ from Smooth FM and Brian Dee, well-known local singer and charity supporter. There are excellent donated raffle prizes with

a star prize of a set of baroque pearls worth over 100 euros. Raffle tickets can be brought before the night as well as at the event. Villaricos Archaeological Site Villaricos is the site of an important Phoenician and Punic village that dates back to 800 BC. The site is at the mouth of the Almanzora river bed and features an area where dried fish were prepared, local esparto grass woven, and there was a foundry area, together with a burial site. The Romans also occupied the site as well. Excavations were made during the 20th century by a famous local historian, Luis Siret. Cuevas town hall and the cultural department of the Junta de Andalucía have jointly cleaned up distinct areas of the site, and made it suitable for visitors. It is now open to the public, and is centred near to the watch tower tourist office, where application can be made to see the excavations with guided tours. The Plane Crash Failing Memory

As an airplane is about to crash, a female passenger jumps up frantically and announces, "If I'm going to die, I want to die feeling like a woman." Three ladies were discussing the travails of getting older. An old man goes into the Social Security Office and fills out an application. Too old to have a birth certificate, he is asked to prove he is old enough. He opens his shirt and shows them the gray hair on his chest and they accept that as proof. He goes home to his wife, shows her the cheque, and explains to her what has happened. She replies, "Well, get back down there, pull down your pants, and see if you can get disability!"

One blonde was on one side of the river and there was another blonde on the other side of the river. One blonde yells to the other, "How do you get to the other side?" and the other blonde yells back, "You are on the other side!"

A herd of buffalo can move only as fast as the slowest buffalo. When the herd is hunted, it is the slowest and weakest ones at the back that are killed first. This natural selection is good for the herd as a whole, because the general speed and health of the whole group keeps improving by the regular killing of the weakest members. In much the same way the human brain can only operate as fast as the slowest brain cells. Excessive intake of alcohol, we all know, kills brain cells, but naturally it attacks the slowest and weakest brain cells first. In this way regular consumption of beer eliminates the weaker brain cells, making the brain a faster and more efficient machine. That's why you always feel smarter after a few beers, and that's why beer is so good for you!

The Winner Two boys were arguing when the teacher entered the room. The teacher says, "Why are you arguing?"
