A Little Too Hot for Some

Officially, according to ‘Aemet’, the Spanish Meteorological Department, July not August is normally the hottest month of the year but they reversed this for August this year. In our immediate area August has been hotter than normal with many “tropical nights” when temperatures remained high. Throughout Spain in the first week of August there were 544 deaths attributed to extreme heat which is a very high number.

Fortunately, we have not experienced the disastrous weather or fires that have ravished other parts of Spain. Some videos on TV and social media were similar to the disastrous floods in Pueblo Laguna in 2012. Palma airport had to shut down totally and some flights to Alicante were diverted to Almería. Very unusually, rail tracks became unusable in Mallorca with severe rainfall. Stranded passengers had to be rescued and helicopters air lifted large numbers of people from other flooded areas. There was a freak storm in Ibiza, equivalent to a tornado, with 52 litres of rain per m2 in just one hour, and 100 litres per m2 over three hours. 50 litres measures 5cm or just over two inches. The situation in the centre of Ibiza was described as being “biblical” and it did not help when sewers backed up. On Friday, August 23rd, Pedro Sanchez, Spain’s Prime Minister, announced a 50 million euros aid package for the Canary Islands. There have been various forest fires, in parts of Spain during August and one in Bonares (Huelva province), near Cádiz, took a long time to control with 150 firefighters, 17 assorted aircraft and heavy firefighting vehicles. A number of residents were evacuated.

As predicted, tourist numbers are up this year, which has been noticed in our area, and total numbers for this year are predicted to be 9395 million, compared to 85 million last year and we comment on this in our “In the News” section. The tourist department of the Junta de Andalucía consider that tourism is now a major factor from April to November and

this reduces the “low period”. The new beach bypass road in Mojácar, that is badly needed, will fortunately be open next year. The new Mojácar medical centre should open this month and we explain the facilities that will be available in our “Community News”.

The ‘Dreambeach’ music festival that moved to El Toyo in Almería city this year, took place without any problems (except for nearby residents), and the total attendance was 120,000. Numbers at Villaricos in 2019 were 130,000 but in 2022 the organisers moved the dates from August to July which was not at all popular, and only 110,000 people turned up. Next year, the festival will be at El Toyo again, but the 2026 location is not yet verified. Some town hall staff take their holidays during August of course, and events in September may not have been given a full mention. We include those that we know about in our “What’s On” section.

El Cable Inglés (The English pier) where iron ore was discharged into ships at the port has proved to be a popular attraction. The previous booking system has been scrapped and entry is on a “first come first served” basis. We give the September opening hours for it and Almería Cathedral in our “In the News” section. The Cathedral is celebrating its 500th anniversary.

There are no major fiesta dates in September or October when everything shuts down nationally. There are local fiesta dates at Alfaix, Cantoria, Pulpí and Vera in September and Mojácar, Turre, Albox and Huércal-Overa in October.

Free or Subsidised Glasses & Contact Lenses

After the summer break the Junta de Andalucía Parliament reconvenes in September. One of the first measures proposed is the passing of a bill that relates to glasses and contact lenses, that will hopefully take place on September 18th or 19th. If not, it will be October 2nd or 3rd. In Andalusia, people who use glasses or contact lenses are in the majority, as they represent 54.89% of the population. Despite this, it is the community with the lowest use of these products, 6% below the national average. The law will make optical products totally free for minors, and a system for adults to pay according to their purchasing power. The average cost of a pair of glasses is put at 150-400 euros and the estimated cost of free glasses for minors is put at 50 million euros. For adults with low incomes the cost will be about 90 million euros.

More Tourists

Predictions that the number of tourists coming to Spain this year would increase have proved to be true, and there is no reduction despite demonstrations in the Canary Islands, the Balearics, Barcelona and Málaga that numbers have to be reduced. The Junta de Andalucía considers that at present there is no need for a tourist tax as there are almost no saturated areas apart from Málaga. In the first half of this year, tourists increased by 13% to a total of 42.5 million. 9.3 million tourists came to Spain during June and 6.2 million, 15.4%, came to Andalucía. Numbers from the UK totalled 2.1 million (the highest number) up by 8.8%, whilst French tourists made up 1 million, up 11.7%. Total income from tourists in the first six months are put at 55.5 billion euros, another record. Predictions from July to the end of September are that 41 million tourists will come here taking the

nine months total up to 74 million. If the predicted rise of 11% proves to be true from October to the end of December there will have been 92 to 95 million tourists compared to 85 million last year. The World Travel and Tourism Council (WTTC) estimates for this year indicate that various tourism activities in Spain will generate revenues of 225 billion euros (15.2% of Gross National Product) and 3 million jobs (14% of people employed).

Heatwave Fatalities

Figures for August are not yet available but in Spain in July, 771 people are stated to have died because of the heat. Between July 22nd and 28th fatalities were put at 337 and from July 29th-31st, 246. Throughout Spain in July there were 32,528 recorded deaths, 824 more than last year ,and the 771 heatwave deaths are in this total. The Ministry of Health reminded people that they had to take special care and stay hydrated by drinking plenty of liquids, particularly the sectors most liable to suffer from extreme heat. These are babies, children, pregnant women, people with chronic diseases and the elderly, the highest percentage of deaths. Drinks containing caffeine, a high sugar level and alcohol, can make people dehydrated.

Sir Keir Starmer and Almería

When Sir Keir Starmer became Prime Minister, growers of fresh produce in our province were delighted. 30% of the money earned by companies in our part of the world comes from fresh food with exports to the UK in 2023 of 360,000 tonnes that brought in about 500 million euros. The UK Prime Minister has promised that he will amend the import regulations to favour fresh food growers in the EU, so that imports are easier and cheaper. Since April 30th imports

In the News

have to go through even stricter frontier controls that increases the paperwork, slows the delivery period and costs more money. Some companies have been forced to employ a person who is solely handling the complicated paperwork needed to comply with the UK regulations. Keir Starmer is promising to make the entry process much simpler and quicker using digital technology. The export of tomatoes to the UK from our province has gone down since Brexit because large supermarkets are buying them from Morocco, particularly during the summer, with no special import controls. Usually, in the winter they cannot compete with prices from Almería. A new EU deal will hopefully help to favour our tomato producers over the whole year. Last summer, with less or no fresh produce available in many supermarkets in the UK, the government stated that this was not a result of Brexit. Growers in Almería quickly stated that the shortage was all because of Brexit and if they exported produce to other EU states when there was a shortage it was far easier than sending them to the UK.

A Spate of Earthquakes

Between the hours of 5.30am on Friday, July 12th and 7.30am on Sunday, July 14th there were seven small earthquakes that ranged from the Macenas area in Mojácar to Sorbas. Six of them were inland, one was in the sea and they were all between 1.5 and 2.8 on the Richter scale. Small earthquakes are often referred to as tremors but there is no actual measured intensity that signifies a tremor. From 1.0 to 2.9 they are considered liable not to be noticed, without any damage, and may be detected only by instruments. There are 100,000 of these every year. In this case some of the seven earthquakes / tremors were felt over a wide area, and the depth below the

surface of the land or sea is also important. The Richter scale, used since 1935 and named after Charles F. Richter, is not linear so a 4.0 event is not two times the intensity of a 2.0 event. Every increase of 1.0 is ten times the previous whole number, so 5.0 is ten times one of 4.0 and releases 31 times more energy. The largest earthquake recorded since 1935 was between 8.6 and 9.5 over a very large area in Chile in 1960. The Lorca earthquake in 2011 measured 5.1 but it was only 1km below the surface, with catastrophic damage, 9 fatalities and over 400 people injured.

Over 65s Driving Licences

When a person goes to renew their driving licence in Spain, they have to go to special driving assessment centres authorised by the DGT (Spanish traffic authority). These centres are known as ‘Centros de Reconocimiento de Conductores’ and the fee they charge varies, added to the DGT license fee. Applicants of any age will be asked if they are taking medication and why. It may be that they have to obtain a declaration from their doctor or specialist that there is no reason why they cannot renew their licence. The DGT have issued guidelines that particularly apply to drivers over the age of 65 that suffer from various diseases or problems. The vast majority on the guideline list refer to neurological, degenerative and chronic diseases. The most common ones that usually affect mainly older people are Alzheimer’s, senile dementia and Parkinson’s. In addition for all drivers, but with special reference to the elderly, the list includes personality and sleep disorders, obsessive-compulsive disorders, depression, anxiety, amyotrophic lateral sclerosis, aneurysms of large vessels, pacemakers, valve prostheses, various endocrine diseases, attention deficit hyperactivity disorder,

In the News

intellectual development disorder, transient ischemic attack, nephropathy with dialysis, kidney transplant, epilepsy and oncological ailments. If a person has their regular medication on a list that doctors can print out, it is a good idea to take this with you. The DGT does point out that each person has individual considerations and assessment. If you are asked to supply an undertaking from your doctor or specialist that there is no medical reason why you can’t drive, obtaining this can usually be done quickly without any cost. For a person over the age of 65 in good physical and mental health, who has no medical condition or medication that might affect their driving, there will be no problem in renewing their licence. Over the age of 65 a normal licence is valid for five years, there is no upper age limit, and the DGT fee is 24,30 euros until age 71 when the fee is waived. The cost of vehicle insurance varies as well, so an elderly person needs to obtain several quotes. Some insurance companies have no upper age limit or additional costs.

Better Batteries

In an article we comment on stagnant sales of all-electric cars and typically, 30% of the cost is the lithium battery with NMC chemical composition cells. Research by Renault has resulted in the intention to introduce lithiumion batteries with a larger number of LFP cells in the same size battery. These have a very slight reduction in power but are a lot easier to produce and 6-10% cheaper. Perfect for small to medium size cars, they will start to be fitted in late 2025. The cost of them will reduce the list price with the aim that their electric cars will compete in price to petrol fuelled ones with the same specification. The Chinese BYD company already produce and use this type of battery and are the largest

manufacturer world-wide. The CATL company in Hungary are a major producer of the LFP cells that are sold to battery manufacturers.

Mercadona Enters Price War

Last Easter Carrefour and Lidl reduced many of their selling prices and Mercadona is now doing the same thing, but on a larger scale with effect from the middle of July. 1,100 products have a reduced price focusing on fish, bread, pasta and olive oil. The company claim that the average shopper will pay 14% less on a typical shopping trolley at checkout, with a total saving for all their customers of 150 million euros per annum. Mercadona have a very high 25% of the supermarket trade compared to Carrefour (10%) and Lidl (6.5%) and they have 40 supermarkets in our province employing 1,400 staff. Throughout Spain they employ 98,600 people with permanent contracts and the starting salary in all departments is 1,553 euros gross per month, 17% more than the minimum wage. There is already a pay increase agreed with the unions for 2025 and 2026.

‘La Renta’ Refunds

The annual income tax return known as ‘La Renta’ has to be completed from April to the end of June and relates to the previous year, so this last June for the calendar year 2023. People in employment have income tax stopped from their wages, but the selfemployed pay income tax every quarter on a fixed rate. When their annual tax return has been completed, which includes things such as the number of family members, the age of children and mortgages, there will be a refund in many cases. In the middle of July, the ‘Hacienda’ (Spanish Tax Department) announced that in Almería province they had paid back 1.17 million euros to 238,000 people

In the News

which was 82% of refunds due. 395,000 people submitted tax returns which is 6% more than in 2023 for the tax year 2022. In all of Spain 23 million income tax returns were made, and 1.9 billion euros in tax went into the government coffers. People who have to pay income tax can choose to pay 60% straight away and the other 40% in November, or monthly by arrangement. When a substantial refund has to be made the Hacienda, almost always, wait until December. If in some years it is not made until January the next year, the Hacienda have to pay interest on the outstanding refund.

IVA (VAT) on Food & Wages

In January 2023, with the high cost of food products, the 4% IVA on many items became zero rated and this includes bread, breadmaking flours, milk, cheeses, eggs, fruits, vegetables, legumes, tubers and natural cereals. Ones with 10% were reduced to 5% and this included pasta and some oils. The reductions were extended in June 2023 for another six months and again last January until the end of June this year. Current proposals are that after September 30th the percentage is slightly increased until December 31st and then back to normal levels pegged in line with the continuing cost of the item. Because of the sky-rocketing price of olive oil, the 4% IVA was scrapped in June until the end of September and after this will slowly be taken back to 4%. The drop in IVA cost the ‘Hacienda’ (Spanish Tax Authority) 1.7 billion euros in lost income in 2023 and 834 million euros up to the end of last June. In line with a rise in the minimum wage the threshold for employees paying income tax was raised from 14,000 euros to 15,000 in 2023 and has been raised again to 15,876. Government calculations are that the benefit to people who will no longer

pay tax amounts to 1.4 billion euros and the saving in IVA is just over 1 billion euros.

The Gazelle Row

In an article we comment on the successful conservation and breeding centres to drastically increase the numbers of lynxes. Near Almería castle in the La Hoya area there is a similar centre that houses 350 gazelles of three species. They are an endangered species in North Africa and ones from the centre are taken there to be released. The centre is sponsored by the European Association of Zoos and apart from the gazelles there are Saharan Arruí, a type of goat, that is similarly endangered. Open-air concerts have been held very close to the centre and after one in June the centre claimed that four gazelle calves and one from a pregnant female that aborted, along with one of the goats, had died as a direct result of the sound levels that caused stress. Almería city council immediately hit back saying that maximum sound level limiters had not kicked in because the level was much less and they cast doubts on the sound level being “directly responsible” for the deaths. Vets at the centre stated that autopsies confirmed their claims and the Minister of the Environment weighed in and suggested the concerts were moved. A few

In the News

days later it was announced that forthcoming concerts would be moved to a new location. For some years, with expansion in the area, it has been proposed that the centre is relocated to a more suitable place with an area of 50 hectares (0.2 sq. miles) with several suggested, and the council would buy a tract of land. Following the complaint, a council spokesperson confirmed that this will now take place as soon as possible, as it was recognised that the centre was very important.

40 Minutes Waiting for an Ambulance

We are fairly used to hearing horror stories in the UK for the time it can take for an ambulance to arrive and then discharge the patient into the A & E department. On Sunday, July 7th, a call to the 112 emergency number was immediately transferred to the 061 emergency health services who were told a man had fainted in the street in Bentarique (population 240) in the Alpujarra region of our province. An ambulance from Alhama de Almería that is 34km away arrived 40 minutes later with a nurse and technician. The man was conscious, but the crew decided he had suffered a heart attack and used their defibrillator whilst he was taken to hospital and admitted to the cardiac unit where he unfortunately died. An immediate row broke out over the 40-minute delay, with renewed complaints that the ambulance coverage in the whole area, particularly at weekends, was totally inadequate and also surgery hours. It was pointed out that in the general area there are 17 towns and villages, and five residential homes, and the population always increases during the summer months when tourists arrive. The Health Delegate in Almería for the Junta de Andalucía initially claimed that the waiting time for the ambulance was not excessive,

but a few days later it was announced that surgery hours in Bentarique were being extended along with a 24/7 coverage at Canjáyar that is only 15 minutes away and an additional ambulance with a doctor, nurse and technician will be based at Alhama de Almería “at least to the end of summer”. The Health Delegate apologised to the family of the man who died but pointed out that it was initially notified that he had fainted, when in reality he was having a heart attack. He stated that the new arrangements put in place for extended health cover were major improvement for all residents and tourists.

‘Costa de Almería’ Events

The tourist department for our province, based in Almería city, have teamed up with the French “Last Minute” portal until September 30th. Their ‘Costa de Almería’ campaign has been tailored to have information about Almería and point out the attractiveness of “The sun you need”. Potential customers can search for and book flights, hotels, vacations, getaways, cruises, car rentals, and many other travel and leisure-related products and services. Since 2022 it has been the main sponsor of the Tour de France. It is hoped that the campaign will reach 500,000 people and targeted emails will also be sent to people who have never come here. ‘Turespaña’, the official Spanish tourist body, states that out of the French population of 67.8 million, 80% go on holidays or trips and 20% travel abroad, with Spain being the most popular destination. After Catalonia and Valencia, Andalucía is the next most popular one. To visit Catalonia or Valencia French tourists can travel there by road. For Andalucía they often use airlines but there are currently direct flights between Paris and Almería. On July 12th -14th the Costa

In the News

de Almería team went to the Rutland Nature Reserve in the UK to coincide with the 2024 very important ‘Global Birdfair’ that attracts 40,000 professionals and ornithological enthusiasts. It was pointed out that Almería province has a wide range of migratory and residential species of birds in various protected areas with good all-round weather.

Proposed Traffic Regulations

The ‘DGT’ Spanish Traffic Authority propose regulations that are normally “rubber stamped” in parliament as they are considered to be sensible and necessary. They have announced proposals aimed at vulnerable sectors such as pedestrians, bicycle riders and drivers of electric scooters to improve safety. In our July magazine we explained that insurance for drivers of electric scooters will become compulsory and their registration at town halls. To some extent, the DGT has been playing catch-up, and municipalities have their own regulations, by no means the same. It is now proposed that electric scooters cannot be ridden by young people below the age of 16, they have to wear helmets and either a reflective jacket or suitable reflected areas on the scooter visible from 150m. In the absence of national regulations, Vera council recently introduced their own ones. Young people below the age of fifteen cannot ride

them and the use of a helmet and reflective jacket is recommended, but compulsory on some roads. The DGT proposals are that on inter-urban roads motorists cannot travel at more than 20km/h below the speed limit when overtaking cycles and scooters and have to allow a 1.5m distance. “Riders” who make food or goods deliveries will have to wear a helmet if they are using bicycles. For novice and professional drivers, the present alcohol limit of 0.3mg/l will come down to 0.2mg/l. These proposals will be presented to parliament for their approval in due course.

More Tourist Restrictions

Isabel Rodríguez, the Minister for Housing and Urban Agendas, has announced that the government is proposing to stop apartments in a community of owners being let to tourists, or an agreement to let would have to receive 60% owner approved votes. In 2023 the Supreme Court ruled in two cases that letting was an economic activity that was not allowed in the statutes of the 1960 ‘Ley de Propiedad Horizontal’, which applies to all communities of owners, and had to cease. This is a particular problem for normal residents in large blocks of apartments. Apart from the problems for residents, letting apartments to tourists puts up the rent for normal renters, who will not be affected by the prohibition. The latest government proposals are that renting out tourist accommodation is a commercial activity and should be subject to a minimum of 10% IVA (VAT), the same as hotels, but opposition MPs think it should be 21%. Additionally, rental income will have a higher tax band levied in the ‘Renta’ annual tax return and companies that rent properties to tourists will have to pay more corporation tax. Calculations are that the 21% IVA would bring in 1.7 billion

In the News

euros, sufficient to build 17,000 homes. It was pointed out that the people who rented the tourist accommodation would pay the IVA, not the owners who would pass it on. At the beginning of July, the Junta de Andalucía announced that 2,445 property owners had been told that they had to stop taking in tourists in the eight capital cities, with 140 in our province. The owners were given “cease and desist” orders and they will be prosecuted if they don’t. The reasons given were no permissions in place and no licence of first occupation for a number of new properties. Additionally, some owners voluntarily stopping offering them for rent. The properties in our province were centred in Roquetas de Mar, Vera, Cabo de Gata and Almería city. There are 10,753 registered properties with their tourist licences approved throughout Andalucía.

EU Rental Properties Funding

The government are receiving a four billion euros loan (part of the total of 40 billion euros) from the ‘EU Economic Recovery Plan’ that will be administered by the Spanish ICO (Official Credit Institute). The money is for the refurbishing of empty properties in private or public ownership so they can be let. Private owners will be able to let to normal renters who have to apply through an official website and there will be a guarantee that if an owner wants the property back, this will be assured after six months. Initial estimates are that at least 40,000 properties will be available to rent at sensible prices that will greatly help young people trying to get on the property rental ladder.

The Pedro Gilabert Museum

The Pedro Gilabert Museum in Arboleas that opened in 2003, named after the famous

sculptor, has been officially recognised by the Junta de Andalucía as being of cultural interest and added to the list of official museums in Andalucía. This means that some funding will be available, and in turn the museum has to admit EU nationals free of charge on at least one day a week, apart from special dates such as Día de Andalucía when entry has to be free to all visitors.

Flights from Almería to Seville

In 2009, because of the long road journey from Almería to Seville, the capital city of Andalucía, subsidised flights were authorised. The Department of Transport in Andalucía have committed to maintaining these flights until October 31st, 2027, as the present contract expires at the end of October, which will cost 11.9 million euros. The money is for the maintenance of the aircraft, crew and a discount for passengers. The airline, Air Nostrum at present, has to agree to have regular outgoing and incoming flights at sensible times of the day during the week, a service at weekends, and a guaranteed number of seats.

‘Classijaz’ Financial Problems

The ‘Classijaz organisation, with premises in Almería city, was formed 22 years ago. Through their school of music they train jazz, folk and rock musicians of all ages, have jam sessions in their premises and give popular Classijaz Big Band concerts in Almería city, Roquetas de Mar and other venues in Andalucía. They have an excellent reputation but announced in July that they were experiencing very substantial money problems. Their funding comes from members and associates but the income for several months is far less than the expenditure. Recently, they had to have

In the News

broken air-con units fixed and modifications and repairs to their electrical installation, added to normal maintenance costs. Their only solution, to stop their closure, was that members and associates stepped up their donations and they attracted new ones. Current donations are 10 euros a month for a young person, 20 for an individual, 30 for a couple and 35 for a family. Associated companies pay various amounts of money.

Macenas Expansion

The Cosentino family company that owns the Macenas complex, now called the ‘Macenas Mediterranean Resort’, on the outskirts of Mojácar, have announced that in partnership with the developer Insur they intend to build 125 apartments. Called “Las Terrazas” there will be a mixture of one, two and three bedrooms all with sea views and an indoor and outdoor pool. It is intended that they will be completed by 2027. The Stirling & Martin company of architects have drawn up plans for a new 18-hole golf course with a botanic garden and eventually there will be a 4* hotel. Cosentino claims that their total investment altogether will be around 200 million euros.

Family Doctors’ Pay

In Andalucía there is a shortage of family doctors who work in health centres, and one of the reasons is low pay. A doctor who has completed six years of training to obtain a degree in medicine has a starting salary in Andalucía of 2,550 euros per month gross pay, increasing slightly every year. This is lower than almost all the other autonomous communities, rising to 3,700 euros gross per month from year one in the Balearic Islands. To earn more money in Andalucía and some other communities, doctors have to undertake shift work where they attend to

patients needing treatment in health centres out of normal surgery hours, or they are there on call to go out in ambulances to deal with emergencies. There is a special incentive at present as there is a shortage because Faculties of Medicine at universities shut down during the pandemic. People that finish their training this year in September (later than normal) will have lost out on extra pay available during the summer high season, assuming they had been employed. Because of this there is a special payment of 500 euros in 641 locations where the positions are difficult to fill. As regards nurses in Andalucía, there are continuing complaints that a large number of nurses are on temporary contracts, which can be for a period of months, weeks or even one day, and in all the other autonomous communities these temporary contracts have been changed to permanent ones that is in accordance with employment regulations.

Electricity Costs Back Up

In our July magazine we commented on the wide fluctuation in the cost of electricity for the 8.5 million customers on the PVPC variable hour / cost contracts. IVA (VAT) went back up to 21% from the reduced 10% from March but there is a cap on this. The

In the

cost of producing electricity is expressed as being euros per MW, and one MW is one billion watts. If the cost goes over 45 euros per MW the IVA comes back down to 10% which happened in June, July and August. The reduction in IVA is shown on bills for the following month, so bills in August had the reduction from July and pro rata. The 10% IVA applies to all customers on fixed or variable rate contracts. Analysts predicted that in summer months the cost would go up with less wind and rain to power wind turbines and hydro-electric dams and more demand from air-conditioning. Assuming this proved to be the case the 10% IVA would still apply. When electricity costs zoomed up for PVPC customers about 1 million switched to fixed price contracts for peace of mind. Now, the reverse is happening.

The Working Week

In 1983 the working week in Spain went from 43 hours to 40. Proposals and negotiations are that during September it will go down to 38.5, and from January 2025 down to 37.5, for 16.8 million employees. The idea of a shorter working week comes at the same time that Yolanda Díaz, Spanish Minster for Work, has put the minimum wage in Spain up to 1,134 euros per month paid 14 times a year, 5% more than 2023 with a further rise proposed in 2025. The EU have warned Spain that if reduced hours result in a drop in production this will adversely affect the economy and GDP (Gross National Product). One estimate is that the cost of the 37.5 hours in Spain with wages going up, and production going down, might amount to 40 billion euros. The reduced hours do not apply to self-employed people who can choose their working hours which often exceeds 40 at present. Sectors such as health workers, ambulance staff and

airline staff will not have to go down to 37.5 hours in the next 18 months. The only other countries in the EU with a shorter working week are Belgium where it is 38 and 35 in France. In both these countries the amount that employers have to pay in Social Security has been reduced to help them but Spain is not intending to do this. In Germany, the Low Countries, Switzerland and Denmark there is no upper limit on hours, and employees can opt to work longer (with extra pay). From July 1st in Greece, employers can ask workers if they want to work eight hours a day including Saturday that takes the hours up to 48. Alternatively, they can choose to work up to 13 hours on some days. Overtime in Spain is fixed at a maximum of 80 hours per annum, but it is 220 in France, and 400 in Hungary and Slovakia, but in Denmark workers can have a day off if they work 40 hours on four days. In some sectors in Spain, particularly bars and restaurants, employees have their official working hours fraudulently reduced, particularly in summer months, so their employers do not have to pay overtime. An employer is required by law to keep a log of hours worked per week for all employees that they have to sign. If this has been manipulated downwards the employer can be fined and the same thing will happen if the 38 and 37.5 number of hours are exceeded with no overtime payments. Some employees working too many hours have complained to employment inspectors and tribunals, and the employer is fined and ordered to pay overtime back pay, but the majority put up with it to obtain or keep them in work.

The Torrecárdenas Hospital Café

Five companies have expressed their interest in re-opening the café / restaurant at the Torrecárdenas hospital in Almería city that

In the News

shut during the pandemic in July 2022 and is still shut. It is hoped that the chosen company will have been given the contract during August and have it open again by October, as the kitchen equipment described as being “obsolete” will have to be replaced. The contract is for three years with a possible extension for another two years. A hospital spokesperson has stated that it is a vital service and a refuge for staff and visitors to take a break for meals or just a coffee. One of the conditions is that the daily menus for meals, with three choices for each of the three courses, will be changed every two weeks and cost no more than 9,50 euros for the general public and 8,50 euros for staff. When the badly needed new six-storey car park has been built, there will be a restaurant on the roof.

The Best Beach Bars

The newspaper 20minutes, in their gastronomy section, have picked out five beach bars in Almería province that have the most favourable opinions on Instagram and the highest numbers of likes, posts and followers. This is for excellence in terms of menus and outstanding food, their location beside the beach and leisure facilities. The first one is the Los Cocederos in Pulpí that is very popular with visitors from Almería and Murcia provinces followed by the Koral in Roquetas de Mar. La Terraza del Mar in Almería is next on the list followed by the Borocay at the Garrucha and Mojácar border. The final one is La Orilla in Roquetas de Mar.

Brown Organic Waste Bins

Following a successful roll-out in Almería city, dark brown organic food bins are now appearing alongside the normal ones. There are separate ones for nearby

restaurants with their name on the side and a typical time period of 5pm when they can be used, up to 2am when they are emptied. All types of waste food, in bags of course, should be put in them. When they are introduced for general use, light garden rubbish can be put in them as well.

EU Grants

We have mentioned before that when the PP party came into power in 2019 (for the first time ever), to run the Junta de Andalucía, it was stated that various EU grants available had not been applied for, and a person was appointed to correct this. This person travelled to all the provinces pointing out what was on offer. A grant of 11.3 billion euros has been obtained to improve the lot of homeless people in Andalucía with 1.2 billion for our province. The money is for improving the infrastructure, expanding centres that give help, and adapting and promoting residential homes. The Almería Diputación (County Council) have announced plans for all of the 103 municipalities that total 7.4 million euros, made available from the EU “Economic Assistance” fund. 3.8 million is to increase urban expenditure, improve water infrastructure and expand cemeteries. A roundabout will be modified in Albox, the access to Olula del Río improved, and a new park created in Garrucha, along with 2.2 million euros to improve municipal services in general. 1.3 million euros is earmarked for urban improvements in Cuevas del Almanzora. In early July, the Diputación announced that for 2024 the government would give our province 389 million euros, 72 million more than in 2023.

After specific amounts for Almería city, Roquetas de Mar and El Ejido the other 100 municipalities will receive 204.4 million euros

split between them which is 19.3 million more than last year. The government state that the growth in the economy, bringing in more income tax, company tax and IVA (VAT), allows them to increase the funding.

The ‘AVE’ and Almería Port

The Almería pressure group ‘Mesa del Tren’ have written to the Minister for Spanish Ports to ask for immediate plans to put in place a study for the connexion of the AVE (High Speed Train) to the port. It was announced some months ago by Rosario Soto, the President of the Almería Port Authority, but has not happened. The Mesa del Tren points out that the EU have a fund of 3.5 billion euros to establish rail connection to nearby ports and as the AVE is supposed to be operational by 2026 it is vital that the study is announced and the work started. Plans up to date include a tunnel or a watertight box from the existing line and if this is not approved soon it will be very difficult to carry out after the main line is open with its own tunnel.

Almería City Tourist Attractions

‘El Cable Inglés’ (the English pier) in Almería city, where iron ore was discharged into ships, has become a very popular tourist attraction, and in the first six months of this year there were 90,300 visitors. A previous booking system was replaced by a first come first served one to a maximum of 250 people. It is a cultural monument and 52 groups have been there from schools and colleges. After a lot of interest and enquiries people wishing to make films and documentaries were able to book it for 100 euros per hour, 500 euros for a half day or 1,000 euros for a complete day. Other approved events (that cannot be for commercial gain) included a civil wedding last October. Until the end of

September, it is open from 9am-10pm free of charge. Almería Cathedral is celebrating their 500th anniversary and 33,432 tourists went there up to June 30th. The existing three clock bells were recast last year and visitors can go into the belfry, with 461 people wanting to do this. There are guided tours every weekend and the cost for 20 people is four euros each. General admission is seven euros, or six euros for pensioners. Young people aged 13 to 17 pay five euros, but there is no charge for children under the age of 12 or residents of Almería city who are on the pádron (the official list of inhabitants). From September 9th it is open Monday-Friday from 10am to 2.30pm and 4pm to 7pm, 10am to 7pm on Saturdays, 3pm to 6pm on Sundays, and it is closed on fiesta days. Tickets can be bought at the door or online at www.catedralalmeria.com

Hefty Mortgage Cost

Guidelines for the amount of income used to pay a mortgage is 30%. A survey states that there are 20 provinces in Spain where this is exceeded, led by the Balearic Islands where the amount needed is 60% of the average salary, which is impossible unless at least two people are in well paid work. Málaga, Madrid, Barcelona, Santa Cruz de Tenerife, Cádiz, Navarra, Alicante, Las Palmas, Huelva and Seville need 35% to 40%, and in our province the amount is just over 30%. Throughout Spain the average amount is 34.5% amounting to an average of 711 euros per month.

Projects for Carboneras

The coal-fired power station at Carboneras owned by Endesa shut because it was not cost effective to modify it to comply with new CO2 regulations, and only a fraction of the workforce has been kept on for

administration and maintenance. The Minister for the Ecological Transition has announced that Carboneras will receive a further 18.5 million euros. Part of the money is for the ‘Endesa Future e’ project that includes training for the affected workforce and helping them find alternative jobs, a microalgae plant, and a larval reproduction centre. Apart from this there is money for a new physiotherapy centre, tourist accommodation and a processing plant for fish. Endesa have announced that they intend to establish a large fish farm just off the coast for mainly sea bass and sea bream. The “Hatchery OAC” project will need staff at a control and operation centre within the power station boundaries and an estimated 150 direct and indirect workers will be needed. Building the fish farm will also give work to between 600 and 800 workers. The first phase in 2025 should be operational in 2026-2027 and the second phase starting in 2028 will be operational in 2029. 15 million euros from the EU Ecological Transition Fund has also been advanced, apart from the latest grant, for the setting up of a renewable energy green hydrogen plant.

More Cruise Ships

The Almería Port Authority have announced that in 2025 there will be 40 stops by cruise ships, double the number this year. Costa

Cruises have announced that their Costa Fascinosa, which carries 4,000 passengers and 1,100 crew, will return to Almería. A total of 21 different companies will arrive, including prominent names such as Renaisensse, Ms Oosterdam and Europe. Two double visits have been scheduled from the ships Seven Seas, Ms Vista, Ocean Victory and Silver Spirit. Three visits will be made by the luxury cruise ships Star Flyer, Star Clipper and Emerald Sakara. The ultra-luxury cruise sector will also have a notable representation with the arrival of the Scenic Eclipse and the Emerald Sakara. The exclusive residential cruise ship The World will spend one night in Almeria in June. Eight ships will choose Almería as their first stopover showing that it is an attractive and important destination. The Spanish shipping company Alma Cruises will make 10 stopovers in its first year of operating in Almeria, as well as regular shipping companies such as Wind Surf and Marella, each with four stopovers, and Oceania Cruises with another four from their ships Ms Marina, Ms Sirena, Ms Nautica and Ms Vista. The Almería Chamber of Commerce will work with Almería University to train people to be Official Tour Guides. Apart from the money that tourists spend, the port receives a good income from refuelling ships, services such as the provision of supplies, and port fees that are kept to a minimum.

IKEA’s First Year in Almería

The multinational company IKEA opened their store in Almería on June 5th, 2023, and the number of people visiting it one year later was 900,000, with 365,000 in the first six months. Of their 150 employees 80% live, or are natives, in Almería province with a 50 /50 split between men and women. Other nationalities are from Saudi Arabia, France,

In the News

Columbia, Argentina, Israel, Mauritius, Senegal and Venezuela. Of these 1.3% are refugees who have been granted asylum, and 5% of the workforce are physically challenged. The company has donated furniture and other goods to a variety of charities who work with the poor or the disadvantaged.

EU Energy and Climate Targets

All EU states have targets for 2030 to improve energy production and deal with climate change. Spain is amongst 22 states where the EU say that more work needs to be done quickly, and a progress report was supposed to have been submitted by July 1st. Adequate and acceptable progress in Spain is being made to reduce CO2 emissions by 23% in 2030 compared to 1990 figures, and last year it had been reduced by 5.3%. Coal-fired power stations in Spain have almost all closed and electricity, particularly from photovoltaic solar panels, is increasing. The 2030 target is 74% from renewable energy, and in 2023 it was 50.4% but energy from wind farms is lagging behind targets. Along with many other states the introduction of allelectric vehicles in Spain is very poor, and the rollout of more efficient air-conditioning units to meet a growing demand is not considered satisfactory. Self-contained energy (with minimum imports) has been very difficult. With the war in Ukraine and imported energy it is now 68% in Spain, with a target of 61%. This is considered to be good, but the 2023 “unrealistic” target was 51%. Spain has been heavily importing LPG (Liquid Petroleum Gas) so that the amount reaches 100% of the storage capacity, so this distorts the figures.

Smart Water Meters

For some time, there have been smart electricity meters that measure our

consumption continuously, and this did away with meter readers. If there is a power cut, Endesa (in our case) know straight away and over what area. In Almería city water is supplied by the Agualia company, not Galasa. It may well be that when we receive our Galasa bills, weeks after the start of the bimonthly period, there is a considerable high usage from a leak that we know nothing about. Galasa send a letter pointing out that our water consumption is excessive, but again, this may arrive long after the problem started. In Almería city Agualia are promoting a ‘StepbyWater’ initiative and installing smart water meters so they know within 24 hours if there is a steep or unusual rise in the amount being used. 7,000 are now in place with a target of 40,000 but each meter fitted costs the company 200 euros. Agualia claim that if there is a property occupied where there is suddenly no water being used at all, this might indicate a problem with a dependent person living alone that could be investigated very quickly. Whether Galasa, who are always in financial straits, will start to install these meters in our area remains to be seen. They certainly sound a good idea.

‘OCAL’ Success

OCAL is the Almería City Orchestra with a Young Person’s orchestra and chorus. Their very accomplished and talented conductor since 2000 is Michael Thomas. They have a history of attracting famous soloists and perform all over the world. They recently performed Beethoven’s 9th symphony with the very prestigious Spanish choir Orfeón Donostiarra. The Cajamar Bank sponsor them and a concert was performed at the PITA Scientific and Technology Park when Cajamar opened their new business centre there which includes a stage.

So Now You Know...

Google.com

The domain name Google.com was registered on September 17th, 1997. Larry Page and Sergey Brin were still PhD students at Stanford University in America when they began working on their search algorithm. The site didn’t actually go live until September 4th, 1998, and Google Search has been substantially modified since then, but at its core it still does the same thing. You type in something you want to search the internet for, and you get a huge number of results to choose from. As of August 7th, Larry Page’s net worth is given as $132 billion and Sergey Brin’s at $126 billion.

Missed Opportunities

In September 1946, after WW II, Henry Ford rejected the offer of the free takeover of the Volkswagen factory and all patents. He dismissed the Volkswagen Beetle as being a bad design that nobody would buy. In 1943 the head of IBM predicted a world market for “maybe five computers”. Xerox successfully designed computers that were used in their head office, but concentrated on producing photocopiers. After the invention of the transistor in 1947 several US electronics companies dismissed portable radios asking, “Who would carry one round?”. The Japanese start-up company Sony marketed their first transistor radio in 1954.

Invading Russia

Napoleon and his 500,500 troops first entered Moscow from present day Poland on September 14th, 1812, as part of his Russian Campaign. The retreating Russians set most of the city on fire to hinder the advance. Napoleon found it was impossible to stay through the harsh winter in the ruined city where food was scarce, roads were too bad to obtain sufficient supplies, and his men lacked warm clothes. He then began a retreat from Moscow which became one of the great disasters of military history. He lost 300,000 troops in battle but fewer than 20,000 men survived the Russian Campaign and arrived back in France.

James Bond 007

Over half the population of the world have seen at least one James Bond film. Ian Fleming introduced James Bond in his 1953 novel ‘Casino Royale’ that was adapted for television one year later starring Barry Nelson as 007. The first official 007 film was ‘Dr No’ released in September 1962 starring Sean Connery. A spoof version of ‘Casino Royale’ came out in 1967 with David Niven as 007 but it is not recognised as an official James Bond film. Ian Fleming named James Bond after the avid birdwatcher James Bond who produced a famous book about birds and lived near to Ian’s Jamaican estate where he wrote all his books.

Korean Air Lines Flight 007

On September 1st, 1983, the Korean Air Lines Flight 007 was shot down by a Russian fighter jet while on route from New York to Seoul with a refuelling stopover in Anchorage, Alaska. All the 269 crew and passengers on board were killed. The Boeing 747 reportedly strayed 100 miles off course over secret Soviet Russian military installations on the Kamchatka Peninsula and Sakhalin Island. Russian Airforce authorities stated that two fighter planes were launched to intercept it, but the “military” plane did not respond to radio calls from the fighters to change course, so one of them fired a heat seeking missile.

The First Submarines

Two rival inventors in the US each designed a submarine in the 1890s. The US Navy opted for the one from John P. Holland and Russia and Japan built ones designed by Simon Lake. They had petrol or steam engines for travelling on the surface and electric motors underwater. Both the inventors designed rudimentary torpedoes propelled by electric motors but their full potential was not realised. German submarines were called U-boats, short for “Unterseeboot”, German for “Undersea boat.” The first nuclear-powered submarine, the USS Nautilus (SN-571), went into service on September 30th, 1954 at Groton dockyard, Connecticut.

Downgraded to “Vulnerable”

The Iberian lynx cat (Lynx Pardinus) is a spotted tawny colour, has tufted ears, a neck ruff that resembles a beard, and a fully grown male is about 1m in length and weighs 25kg. Females are half the weight and produce two or three kittens in March-April. They are native to Spain and Portugal.

Alarm bells began to ring in 2002 when a survey in Andalucía calculated that there were only 94. They then became classified as “critically endangered” with a comprehensive conservation programme put in place that included breeding in captivity. In 2005 the first three kittens were born at the Doñana National Park centre between Huelva and Seville. Gradually, other centres were set up in Jaén, Caceres, the Botanical Zoo in Cádiz, and Silves in Portugal. The centre at Jaén is situated in the Sierra de Andújar mountain region where 50% of those in Andalucía live. Mountainous areas are their favourite location.

Their preferred food is predominantly rabbits. Males eat one a day but females usually consume two. Wild and domestic rabbits started dying from a virus that caused great concern so breeding rabbits was undertaken. In 2009 male and female lynx started dying from kidney failure and no one knew why. The deaths were found to be from a batch of vitamin supplements, used for several years, but this particular batch had four times the normal amount of vitamin D. Unfortunately, 23 lynx died.

Up to the end of 2014 a total of 188 kittens had been born, and in 2015 the International Union for Conservation of Nature (IUCN) lowered its degree of threat down to “endangered”. End of June totals this year are that numbers had gone up to 2,022 with 1,300 adults and semi-adults and 722 cubs. The IUCN has now lowered their threat level to “vulnerable”. The Spanish Ministry for Ecological Development agree that the present figures are a great improvement but the number of breeding females is thought to be 406 and the experts want this to go up to 750 to be on the safe side. Ramón Pérez de Ayala, a member of WWF and their lynx expert, thinks that there should be

another five new areas where they can expand there and not become saturated. In Toledo, another good location, the number of breeding females remained static but they have now spread to adjoining areas and numbers are going up.

Of the 2,200 total, 1,731 lynxes live in Spain with 291 in Portugal, and the largest number in Spain is in Andalucía with 755. Introducing them into the Castilla-La Mancha mountainous area has been very successful and there are now 715. In Extremadura in the central-western area of Spain there are 253, and a handful in Murcia. It was found that when kittens were between 45-60 days old, one kitten might seriously attack and kill another one, thought to be the natural “survival of the fittest”. To stop this, kittens are separated during this period.

The largest cause of death is being killed in traffic accidents. Drivers who kill a lynx are asked to notify the police, who will pass this on to the nearest centre. They want to see the lynx and identification chip to record the death.

In 2012 the genome of the lynx was sequenced and DNA testing was started to see if their genetic diversity could be improved. Cell embryos were collected at the Leibniz Wildlife Institute in Berlin that are now stored in liquid nitrogen in Madrid. Genetic cloning is a possibility but not needed at present.

Breaking Up the ‘Narco’ Mafias

Combatting the ‘Narco’ launches (so called because they are primarily used to carry drugs) is extremely difficult owing to their high speed. If police craft can keep up with them, they can’t do much with any attempt to stop them, described as “suicidal”. Last February, in the port at Balbate near Cádiz, a Zodiac-type boat carrying four police and customs agents was rammed by a 14m launch that weighed five tonnes with three 300hp outboard motors. It split the Zodiac in two, two Guardia Civil police were killed instantly and the other two badly injured. After a chase down the coast a helicopter guided police to where the launch had been taken, with six arrests.

National and Guardia Civil police have been concentrating on capturing the organisers and breaking up their infrastructure. In June there was a major operation including at Berja and Adra in our province, with 50 people arrested. 700,000 euros in cash was seized along with revolvers, knives and 33 vehicles. A police spokesperson stated that they had broken up a major gang.

Recently, a large number of police from different groups, and customs agents raided several premises in the Poniente area of Almería. Code named ‘Operation Caramel’ they seized more than 30,000 litres of petrol, 12 launches and 10,000 euros, and nine people were arrested. They were charged with belonging to a criminal organisation and aiding and abetting criminal activity. Having more than 60 litres of petrol and 240 litres of diesel is an offence.

On July 24th simultaneous raids were carried out in Almería, Málaga, Algeciras and Campo de Gibraltar. An initial 12 people were arrested, 95,000 euros were seized along with 16,000 litres of petrol, computers, mobile phones, four luxury vehicles and documentation. On July 25th at Barcelona port, from “information received”, four tonnes of highquality cocaine was found in sacks of rice, and on August 8th , 290kgs hidden in a boat in Las Palmas.

The largest ever operation was carried out in midJuly. The mafia that they were targeting were

bringing drugs from South America to Spain and Europe. National Police in Spain led the operation along with the UK National Crime Agency, the US Drug Enforcement Agency, and the EU Maritime Analysis and Operations Centre based in Portugal, with units in Belgium, France, Germany, Ireland, Italy and Madrid.

Europol took part with arrests in France, Poland, Portugal, Bulgaria, Panama and Saint Lucia. There were 13 simultaneous raids with arrests in Norway and one in the UK, Trinidad and Tobago and Columbia. In Spain, 28 search warrants were executed with 13 in Málaga, 6 in Valencia, 5 in Almería, two in Alicante and one each in Murcia and Girona.

1,500kg of cocaine was seized, 8 launches, 32 vehicles, 85 mobile phones, 36 laptops and a further 10 launches were located. 50 ringleaders were arrested with 26 in Spain. One of the Norwegian ringleaders, a convicted bank robber who had served 15 years in prison, switched his criminal activity to drug running. The top mafia boss had been involved in drug smuggling in Columbia and Mexico for 20 years.

The leaders used a web of companies to hide their activity, and to combat police surveillance each of them used up to 15 mobile phones. Large amounts of money were hidden in accounts in several countries that will be frozen, with proceedings started to confiscate them. A Spanish National Police spokesperson described the combined operations by all the different international police forces as being “outstanding” and stated that the arrests were “the tip of the iceberg”.

Electric Car Sales

InSpain and in other European markets, sales of electric cars are either stagnant or falling and many European manufactures are postponing their introduction. 2035 is the date in the EU when all new vehicles have to be purely electric. The target for 2030 in Spain is that there will be 5 million electric cars, but at present there are only 180,000 out of the total of 29 million.

After the pandemic there was a surge in sales, but this has now gone down, and so far this year less than 18,000 electric cars have been registered. This is slightly lower than the same period in 2023 and only accounts for less than 5% of all sales. In 2023 petrol fuelled cars accounted for 40.7% of sales, hybrid sales were 35.5% and diesel cars 9.9%.

Market analysts were predicting a few years ago that the cost of electric cars would be the same as petrol fuelled cars this year. New estimates are that it will be 2026-2028. The problem for European manufacturers of electric cars is that they can’t compete in price with their petrol cars because of labour costs and expensive batteries. Wayne Griffiths, the CEO of Seat, who predicted in 2022 that they would produce a cheap electric car this year, has put this forward to 2026. He considers that “Selling small and profitable electric cars is complicated”. In mid-June he resigned, complaining that the Spanish government had promised help last February, but hadn’t come up with anything. Volkswagen (who own Seat) hope that in 2026 they will have an electric car costing 25,000 euros. Renault has chosen Spain to produce their hybrid cars at the large factories in Palencia and Valladolid, and electric cars in France only. As we mention in a news item, Renault is intending to produce cheaper batteries.

‘AutoScout’ collates details of new cars that are being looked at online, and in the list of the most popular 100 cars there are only three electric ones. The Citroën e-C4 (13th place), the BMW iX1 (37th place) and the Peugeot e-208 (52nd place) are the ones that have aroused the most interest.

The Spanish ‘MOVES III’ grants for electric and hybrid cars have been extended until December 31st or until the money left over on July 31st runs out. Germany have scrapped their electric car grants citing a lack of interest, and France has reduced theirs.

The big problem is the dominance of Chinese electric cars. Their manufacturers have cheap labour costs, state-of-the-art manufacturing, and much cheaper batteries. Analysts state that most of their manufacturers are operating at only 50-60% of their capacity, so stepping up production is easy.

The EU have put in place a provisional sliding import tax of 21% to 38% (in addition to the existing 10%) for five years, calculated to bring in 2 billion euros per annum. It will have to be ratified by all member states and Germany and Sweden are very opposed to the idea. As a reprisal, the Chinese government are talking about an import tax on cars made in Europe such as Volkswagen, Renault, Stellantis, Porsche and Mercedes-Benz who export 25% of their production to China, and also retaliatory import taxes on brandy that will hit France hard, and pork products where the major imports come from Spain totalling 1.5 billion euros in 2023.

The Chinese state-owned ‘Chery’ company are taking over the old Nissan factory in Barcelona that will provide several thousand jobs. The benefit for Chery is that their cars will become “Made in Europe”.

The Slow AVE

The Spanish letters ‘AVE’ stand for ‘Alta Velocidád Española’, the Spanish high speed Train, but the speed of the line coming from Murcia to Almeria has been very slow. “Ave” also means “bird” and one journalist has compared the progress to a dodo!

There were calls for a much better train line to Almería in 2005 when it was the Mediterranean Games. A new stadium was built in Almería city, now used by the Almería UD football team, and the rowing canal at Cuevas was constructed, but although the line was promised it was never built.

The AVE line from Murcia city to Almería city is 200km in length and is part of the Mediterranean Corridor from France down the coast to Algeciras. The present 2 hour 30 minutes road journey will be reduced to 45 minutes. The cost of the coastal rail line from Almería to Motril will be extremely expensive, as was the A-7 motorway going from Almería to Málaga. In theory, this line should be built but currently the coastal AVE line terminates at Almería.

Dates for the completion of the line were given as being 2011, 2016, 2018 and 2023. The finish date when passengers can use the line is now “before the end” of 2026 and the government say they are on target. ‘Adif’, the Spanish rail authority, have not confirmed that this is correct, and engineers and construction experts who form part of the Almería based pressure group “Mesa del Tren” think that a more realistic date is 2028. However, the last payment of the 70 billion euros post-Covid grant from the EU is due in 2026, and part of it is intended to pay for the completed line. Once finished there will be an extensive testing phase, and in other parts of Spain, over the same distance, this has taken from 12-18 months, but Adif state it will be much quicker.

The overall budget cost is 3 billion euros, and from 2006 to the end of 2013 only 346 million euros had been spent with another 365 million from 2014

to 2020. Since then, another 463 million euros is budgeted for our province, and Adif state that 80% of the initial work is underway. It is of course a major undertaking divided into 17 sections from Murcia with 71 viaducts and nine tunnels. The 7.5km twin tunnels at Sorbas, the longest in Andalucía, were completed in early 2012 and there are two shorter tunnels between Sorbas and Almería city. There are seven passenger and goods stations over the entire length but coming from the station at Lorca the next one for passengers in Almería province is at Vera.

Apart from a passenger service, the AVE is badly needed for carrying goods. There are more than 1,000 lorry journeys in our province every day, predicted to rise to 1,600 by 2027, and it is considered that 30% to 40% will switch to the AVE. A “dry port” at Níjar will be a logistical area for a road and train transport interchange near to the A-7 motorway and not too far from the Carboneras port. Businessmen from 20 companies near Pulpí are financing a major siding principally for containers loaded with agricultural produce, stone and marble, accessible from the AP-7 toll road and the Almanzora and A-7 motorways. Adif have now approved this with a completion date of 42 months.

When AVE lines have been completed in other parts of Andalucía there has been an injection of money from people coming to conferences. Hopefully, this will apply to Almería city.

The New Mojácar Health Centre

The Andalucía delegate for Health, Juan de la Cruz Belmonte, has announced that the new health centre in Mojácar will be operational during September and the surgeries in the village and the beach will close. Francisco García, the mayor claims that it “will be one of the best in Spain”. Situated just down from the petrol station it covers 2,398m2 square metres built on a plot of 9,196m2 ceded by the council. There will be a separate accident and emergency entrance with a space for ambulances and staff who deal solely with this department. Doctors, nurses and technicians who provide normal care out of surgery hours and crew ambulances 24/7 will have their own restrooms. There will be three family doctor rooms, three for nurses, a paediatric consultation room in a large children’s area, a dental consultation room and areas for Pap smears, ultrasounds, and minor surgery, as well as two physiotherapy rooms. There will be a comprehensive X-ray department and a large waiting room for patients.

Los Bandidos Race in Garrucha

Twelve Los Bandidos runners took on the ninth race in the Circuito de Carreras Populares

Diputación de Almeria 2024 in Garrucha on Saturday 3 August. It was very hot and humid. The 7.25k, two lap race changed location this year. It started at the Castillo San Ramón and finished on the paseo in the new park. There was lots of support along the course from the busy bars and restaurants and Los Bandidos not racing. Unfortunately there were a few issues with the timing as the power kept going off. The winner finished in 24:00, with the first lady in 29:21. 286 runners crossed the finish line. Trophies were awarded to 1st, 2nd and 3rd places in each age group as well as to the overall winners. All competitors received a table fan.

Pest Control in Mojácar

Press release from Mojácar Town Hall Mojácar Council reaffirms its commitment to public health and the quality of life of its residents through the implementation of an advanced mosquito and cockroach control treatment plan. This plan, designed to protect both the municipality’s residents and the natural environment, is based on an approach that prioritises prevention and respect for the environment.

The Municipal Council has adopted the integrated control system as a central strategy, aimed at early detection and preventive intervention. This approach not only seeks to reduce the proliferation of pests, but also emphasizes the use of alternative techniques and environmentally friendly biocides, hence demonstrating its commitment to sustainability

and environmental protection.

The Councillor Delegate for Health and Senior Citizens, Ana María García, has highlighted the importance of this programme: “Our priority is to guarantee a healthy environment for our residents and visitors. With this plan, we are not only acting reactively, but we are putting in place preventative measures that make a significant difference to the quality of life in Mojácar.”

The Mojácar Mayor, Fran García, has underlined the importance of these treatments, especially during the summer months: “We know that the presence of mosquitoes increases at this time, and that is why we have reinforced our control plan to ensure that both our residents and tourists enjoy a summer free of annoyances. These measures are essential to maintain Mojácar as a safe and pleasant destination.”

With these actions, Mojácar Council demonstrates its constant commitment to public health and the well-being of all its residents and visitors. The implementation of these measures, especially in the summer season, reinforces the municipality’s dedication to maintaining a clean, safe and pestfree environment.

Jokes of the Month

The Cures

A Chinese doctor opens a clinic in the U.S. with a sign: “$50 treatment, $200 refund if not cured.” A patient thinks he can make a profit, so he goes to see the doctor and says: “I’ve lost my sense of taste.” The doctor instructs his nurse: “Two drops from the red bottle.” The patient tastes the drops and instantly reacts, “These are a hot chilli sauce, there’re disgusting!” The doctor smiles, “Great, your taste is back. That’s $50 please.” A few days later, the same patient returns, “This time doctor, I’ve lost my memory.” Again, the doctor instructs: “Two drops from the red bottle”. The patient exclaims, “I don’t want these hot chilli ones again! You gave them to me last time!” The doctor smiles again, “Great, your memory is back. That’s $50 please.” A week later, the patient tries again, “I can’t see.” The doctor hands him two bank notes and says, “I can’t cure your vision, here’s your $200.” The patient looks at the bank notes and exclaims, “These are $1 bills, not $100 bills” The doctor replies, “Great, your sight is back. That’s $50 please.”

The Three Wishes

Joe Biden walks into a bar, but he is mysteriously invisible. The bartender hears him and asks: “Joe, I can hear you, but why can’t I see you?” Biden begins, “You see, I found a dusty oil lamp in my basement. Naturally, I dusted it off, and a genie appeared to grant me three wishes. For my first wish, I said, I want a very smart, ambitious and friendly wife and the genie gave me Jill although I was already married to her. For my second wish, I said, I want to serve as the President of the United States. Lo and behold, that wish was fulfilled as well. However, as soon as I started the job, inflation started to skyrocket and Russia attacked Ukraine. I realised I forgot to specify that I wanted to be President in a successful and trouble-free world. “Finally,” Biden said, “For my third wish, I started with: “Let me be totally transparent…….”

At the Opticians

A man goes to see an optician and tells him, “I have trouble seeing things at a distance.” The optician takes him over to the window, points up to the sky, and says, “What do you see up there?” The guy says, “The sun.” The optician says, “That’s right. So, exactly HOW far do you need to see?”

The Old Lady

A man in India travelling by bus from Pune to Mumbai finds an old woman in the seat next to him. The old lady speaks with him for a while and asks him to wake her up at ‘Lonavala’ station. She goes to sleep shortly afterwards. After a while the man falls asleep. He wakes up after a long time to find that the bus left Lonavala a short while ago. To his horror, he finds the old woman fast asleep in her seat. Panic-stricken, he approaches the driver and requests him to take the bus back to Lonavala. The driver, irritated by such carelessness, at first refuses to do so. The man somehow convinces the driver to return and the bus finally arrives back at Lonavala station. Highly embarrassed, enduring the dirty looks from fellow passengers, and tired by the whole exercise, the man gets back to his seat and wakes the old lady up. “Madam, here you are, it’s your Lonavala station.” The woman wakes up and says, “Thank you for reminding me son. It’s half past twelve, it seems the bus is running 2030 minutes behind schedule. Anyway, it’s time to take my medicines. Thanks again.” She takes her medicines and goes to sleep once again.

The Honeymoon

I came across a friend of mine in a bar the morning after he had become married. “What are you doing here, shouldn’t you be with your new bride?” He replied, “Well, I woke up after a night of lovemaking, but I was still half asleep so out of habit I put two 50-dollar bills on her bedside cabinet.” His friend said, “Don’t worry about it, she will probably think it is money for her to spend, so tell her this if she asks you.” The new husband replied, “It’s not that simple, she was half asleep too, but she gave me 20-dollars change.”

The Test

I asked the director of a psychiatric ward how they know for sure if someone is mentally unstable and needs to be committed. He explained their method: they go to a bathroom and fill a bathtub to the top. They then give the patient a big bucket and a small spoon, and ask them to empty the tub. “Ah,” I replied, “So the normal person chooses the bucket because it’s larger, right?” The director disagreed: “No, a normal person would simply pull the bath plug out.” And he added “By the way, is a room with a garden view ok for you?”

Costly

A successful middle-aged man takes his wife out for a meal to celebrate her 40th birthday. He asks her what present she would like, “A Jaguar car, a sable coat or a diamond necklace?” She replied, “I want a divorce!”. He replied, “I wasn’t thinking of spending that amount of money!”

A Job for the Laziest

A Sergeant was addressing a squad of 25 and said: “I have a nice easy job for the laziest man here. Put up your hand if you are the laziest.” 24 men raised their hands, and the sergeant asked the other man “why didn’t you raise your hand?” The man replied: “Too much trouble raising the hand, Sarge.”

Little Johnny

Little Johnny attended a horse auction with his father. He watched as his father moved from horse to horse, running his hands up and down the horse’s legs and rump, and chest. After a few minutes, Johnny asked, “Dad, why are you doing that?”

His father replied, “Because when I’m buying horses, I have to make sure that they are healthy and in good shape before I buy.

Johnny, looking worried, said, “Dad, I think the pool man wants to buy Mom.”

Bed for the Night

By the time a Marine pulled into a little town, every hotel room was taken. “You’ve got to have a room somewhere,” he pleaded. “Or just a bed, I don’t care where.”

“Well, I do have a double room with one occupant, a Navy guy,” admitted the manager, “and he might be glad to split the cost. But to tell you the truth, he snores so loudly that people in adjoining rooms have complained in the past.

I’m not sure it’d be worth it to you.”

“No problem,” the tired Marine assured him.

“I’ll take it.” The next morning the Marine came down to breakfast bright-eyed and bushy-tailed. “How’d you sleep?” asked the manager. “Never better.”

The manager was impressed. “No problem with the other guy snoring, then?”

“Nope, I shut him up in no time.” Said the Marine. “How’d you manage that?” asked the manager. “He was already in bed, snoring away, when I came in the room,” the Marine explained. “I went over, gave him a kiss on the cheek, said, ‘Goodnight, beautiful,’ and he sat up all night watching me.”

A Nice Car

My boss was honest with me today. He pulled up to work with his sweet new car this morning and I complimented him on it. He replied, “Well, if you work hard, set goals, stay determined and put in long hours, I can get an even better one next year.”
