From Easter to Summer
N
ow that Easter is over, the period before summer visitors arrive has started. This inbetween period is always something of an unknown for businesses including beach bars that have already opened. Beach bars have to watch the weather carefully, as well as getting customers in. The good news is that tourists who came here in January and February were much higher than the same period in 2015. Total passengers at Almería airport increased by 47% in February, and the occupancy in hotels over Easter was extremely good. Spain in general had their best year ever for tourism in 2015 and indications are that 2016 will be even better. Problems in other countries now including Turkey, are seeing more people switching to Spain for their holidays. The new registration of holiday homes in Andalucía (so Almería province as well) has to be done by May11th and we explain how this will work in general in our local news section.

Focus on Local News Still Deadlock Spain still has no new government following the General Elections last December. Under the procedure when there is a deadlock, the King of Spain invites leaders of parties to try to form an agreement that will result in a new parliament. Pedro Sánchez, head of the PSOE, was invited to have the second try and joined forces with the Ciudadanos party. This total of 130 MP's was not a sufficient majority unless the other two PP and Podemos parties abstained from voting against this. They didn't so this attempt failed. The next key date is May 2nd. If there is still no government the King will call new elections that would take place on June 26th. If this did happen there are no guarantees that a deadlock would not occur again. The former PP government are still “in function” as a caretaker government. Tortoises Blamed Just before the municipal elections last May it was announced that the work on the 12 km section of the 'AVE' (high speed train) from Pulpí-Cuevas was going to be adjudicated “soon”. Before the General Elections last December the Ministry of Transport again promised a start to the work in the very near future. Both these promises were considered to be politically motivated to stop the barrage of complaints that no work had been proposed or put in motion for years. Problems with the compulsory purchase proceeding for the land were then put forward as a reason for a further delay. Latest announcements are that this will be resolved soon, perhaps by May. The latest delay is being blamed on the tortoises. There is a natural habitat of tortoises in one part of the line in Cuevas, and these have to be re-sited. It is now stated that the construction company 'SACYR' have to wait until the end of spring that is a suitable time in the lives of the tortoises to move them. Work on the line “may” start before the summer. The completion of this section, the first one in Almería province where it joins the border with Murcia will achieve nothing, except less of a political storm. Work on the line from Murcia to Pulpí is only being carried
out at three sections, and the location of the station at Lorca is still undecided. The Pulpí-Cuevas section will not link up with any other completed or adjudicated section either side as these are still in the planning stages.
Almería Castle The Junta de Andalucía (the governing body for Almería province) have arranged special guided tours every Saturday to parts of Almería castle that are normally closed to the public. Building the castle started in 955 A.D. These will include underground passages, some towers, and other hidden areas. The visits started on March 26th and after a break in July and August will resume again in September. Some of the areas present some difficulty of access and only 25 people can join the guided tour, with no children under the age of 12. They will take place at 10am for a period of one hour. 230,000 visitors have been to the castle since the start of 2014, with numbers steadily increasing. 30,000 visitors came in January and February this year, 7,000 more than the same period in 2015. The price for visiting the castle in normal opening hours is 1 Euro 50 Céntimos, but

The removal of 50,000 cubic metres of soil is being suggested. For reasons of “security” it is being proposed that after being put in specially sealed containers the soil would be taken by road to the Spanish Military section of Cartagena port. One idea floated previously is that a special road is constructed from Palomares to Cartagena! Ecologists say that whilst the soil is contaminated, it has been there for 50 years, and why is it a “security necessity” to take it to Cartegena. Carboneras port would seem to be a suitable point to put it on ships. They point out we are not talking about soil from Fukushima! Artist Scholarships In 1990, Paul and Beatrice Beckett set up a scholarship foundation known as “Valparaíso” in an old mill near the original Mojácar village location. Each month eight persons involved in the arts from various countries worldwide come to the building on a grant. Mojácar town hall have agreed to take part in these grant awards annually. In return, painters are asked to donate one of their works to the town hall, or if a musician, give a public recital. A Good Smoke Investigations started when there was an unusual fall in sales of tobacco in Jaén. During the course of the investigation, enquiries centred on Jaén and three warehouses in Almería province at Benahadux and Huércal de Almería. Police and customs tax agents set up operation “Picardo II” and when they swooped seized 88 tonnes of tobacco worth 14 million Euros. The manufactured cigarettes were being sold on specialist websites, or as loose rolling tobacco. Various people were arrested in Jaén and Almería.
El Corte Inglés Department Store From a small tailor's shop in Calle Preciados opened in 1890, El Corte Inglés (the English cut), evolved and is celebrating its 75th anniversary as a major chain set up in 1941. The economic crisis has not been kind to them and they have sold off various stores and properties. In 2016 they hope to gain 1 billion Euros from further sales to reduce their debt of 3 billion Euros. This process has been given the strange name of “Operation Batman”. They intend to sell off premises or property that have “no strategic value” but not stores. The company very recently sold a large property in Barcelona and one in the famous Puerta del Sol centre in Madrid. Their total employees amount to 90,000, and they are

2008, the then Minister for the Environment, Christina Narbona, came to an agreement with the developers, Aazata del Sol, that would have led to a settlement and demolition eight years ago. Working on the premise that the hotel invaded the 100 metres boundary from the sea, as laid down by coastal laws, Christina Narbona suggested that the value of the hotel as it stood should be determined. This value would have been met by giving the developers land in the El Toyo area near Almería city where they could build a minimum of one hotel. This idea was accepted by Azata del Sol but the then Minister of Economy, Pedro Solbes, decided it was too near forthcoming General Election time to do anything before. Focus on Local News commission by 25% in the 12 months ending on December 31st 2015. They have done this by increasing their charges of maintaining an account, issuing credit cards, charging more when cash is paid in, and for other services. The organization claims that the average amount of commission has gone up from 313 Euros in 2014 to 393 Euros in 2015. This is said to have brought in 20 billion Euros, a third of bank income. The consumer group say that in one case when a current account was “in the red” for 1 Euro during the bank opening hours on one day, a charge of 50 Euros had been made. Between 2012 and 2015, Banco Popular have increased their charge for maintaining a current account from 60 Euros to 120 Euros. Santander has increased theirs from 60 to 96 Euros. Charges from Ibercaja have gone up 24 Euros. Santander have also increased their fee for a credit card from 18 Euros to 36 Euros in the same time period. The very controversial charges for extracting cash from credit machines resulted in complaints from the Bank of Spain (who couldn't stop this), and the Ministry of the Economy approved new regulations to combat this. 'Adicae' say that a ceiling on commission charges has to be introduced tied to the index of the rise of living costs, and the Bank of Spain should intervene. As an example of a bank levying harsh conditions they refer to a complaint made to a 'Defensor de Pueblo' who adjudicates on complaints from citizens. They received a complaint from a female pensioner that she was turned away from a bank when she tried to pay in cash on a Friday to pay a final demand for an electricity bill. She was told to come back on the following Tuesday when this type of transaction could be done. The result was that her electricity was cut off for five days. The Stolen Hearse A funeral director at Olula de Río was getting ready to leave his home in the early hours of March 6th. There was a hearse outside with the keys in the ignition, and there was an empty coffin inside. A youth aged 19 and two other minors took the
opportunity to drive it away. They lost control of the hearse approaching Cantoria resulting in a crash and 5,000 Euros damage. Police suspected one of the minors aged 16 was involved and investigations led to the arrest of the other two. Much Improved Passengers using Almería airport fell to a very low level during 2015 but have increased dramatically so far this year. 47% more passengers used the airport during February compared to 2015. 39,000 passengers travelled on internal flights within Spain (46% more), and 8,200 from International destinations (55% more). More Space Susana Díaz, the president of the Junta de Andalucía, has opened the extensions to Vera Health Centre. The size of the facilities has been doubled. The existing centre was opened in 2000 and badly needed extending. An extra 10 consulting rooms have been added with a further two for children, along with a minor surgery installation, and the work has cost 1.6 million Euros. The catchment area is some 16,000 people and the emergency ambulances cover Vera, Los Gallardos, Antas, and Bédar. Up One Place Spain has now gone up to eighth place in the world ranking for the production of vehicles. In 2015, total numbers went up to 2.73 million, 14% more than in 2014. The figures were published in March at the Geneva Motor Show. The main factories in Spain are in Barcelona, Valencia, Valladoid, Zaragoza, Pamplona, Victoria, Vigo, and Madrid. 2.21 million vehicles were cars and 4 x 4's, and 514,000 commercial vehicles. China is still world leader by a very large margin and produced 24 million vehicles, and the US are in second place with 12 million. World wide sales only went up 1%, so Spanish increases are exceptionally good. Electric

Focus on Local News vehicles are still in low demand, and Spain produced back various developers had gone to court. just 496 in 2015, four times as many as in 2014. The 'Rabobank' team train in Mallorca and Calpe but the area round Mojácar gives them very varied routes. The high quality roads, mountain gradients and flat stretches give the teams a wide variety of challenges. The climate is also a major factor and is considered ideal. One of their favourite and most popular routes which they consider their "Queen Stage" starts from Mojácar Playa and goes up though Bedar (Sierra Cabrera), passing though the Puerto de la Virgen (Sierra de los Filabres) and finishing in Cabo de Gata. They ride simulated cycle races and set out for each session fully equipped with supplies, support vehicles, and mechanics, the same as a real road race. Refunds For Building Licences The mayoress and councillors in Garrucha are strongly criticizing the previous council regarding building licences. They state that nearly 500,000 Euros was collected in from various developers who then abandoned the projects and asked for refunds of the licence money paid over. The mayoress María López says that by not paying back this money the town hall accounts were “fiction” and apart from having to pay the money
A Big Haul Anti-drug police from Almería working with colleagues from Málaga and Melilla in Morocco, have dismantled a drug ring and seized 1,500 kgs of cannabis. 25 people including the Spanish head of the criminal gang and other key members were arrested and further arrests are likely. The cannabis was taken by boat from Melilla and unloaded onto smaller vessels that then brought it to land. Other pleasure boats were sent to the sea transfer location to try and hide the transfer. 4 x 4 vehicles with the drugs hidden in trailers took the cannabis to distribution centres. During the police investigation one of the boats took on water 8 nautical miles from the coast because of the excess weight of the drugs loaded on board. Coastguard vessels intercepted this boat, towed it to port, and after a detailed search found 500 kgs hidden in compartments. A total of 1,541 kgs were seized in the combined operation, 8 vehicles, pistols, a rifle, ammunition, 50 mobile phones with throwaway SIM cards, and a host of documents. “Brexit” Fears We comment on the possible outcome of the UK leaving the EU in an article. Jeremy Heywood the Cabinet Secretary has been criticised by the “out” lobby for sending out a document dealing with the possible ramifications if the UK left. He says that the two year period when the UK Government would have to negotiate the conditions of leaving

Focus on Local News the EU would be not long enough. He suggests that over a period of probably ten years there would have to be negotiations with other member states, including the legal status of all ex-UK residents abroad. He considers that during this time the future of UK residents in other EU countries would be in limbo, and trade tariffs with the EU would also take a long time to be resolved. If the article 50 of the EU Treaty of Lisbon that would have to be invoked if the UK left was acted on, then during the two year period the UK would lose their EU voting rights. Unless all the EU states agreed to give the UK an extension, the two year period is not negotiable. Banco Popular Various banks have had to make refunds to mortgage holders because they put a minimum interest rate into their contracts that have been ruled to be “abusive”. The drop in the Euribor rate over the last few years was ignored by many mortgage lenders who relied on this clause and continued to charge the minimum level of interest stipulated in their mortgage contracts. The first Supreme Court judgement against these clauses was in May 2013. Some banks ignored this and court cases against individual banks followed. Banco Popular were told they had to make refunds from a Supreme Court judgement in December 2015. The bank has now announced that refunds will be made to 101,000 customers with mortgages, but only from last December. Their president, Ángel Ron claims that if refunds were made for every contract apart from mortgages this will reduce their income by 90 million Euros. Loans made to companies, or to purchase a vehicle (for example) will not be subject to refunds, even where these “cláusulas suelos” are in place. He says that mortgage refunds will cost about 350 million Euros. Two more court cases are in the pipeline. The consumer organization 'Adicae' is asking for a judgement that refunds have to be made from May 2013. If found in their favour, banks and other financial institutions could appeal, so this would delay the whole proceedings. Another
claim that the refunds should be backdated is going through the European Court of Justice, asking that the refunds should go back to when the mortgage was signed. Some banks are asking clients to sign an agreement when a refund is made that the payment is full and final, and court cases will not be embarked on to obtain more money. If you are a client of Banco Popular and entitled to a refund it is probably sensible to obtain advice if an agreement like this is demanded by the bank.
Air-conditioning to be compulsory in holiday accomodation
Registration of Rental Properties Estimated figures of the number of properties in Almería that are rented out is between 30004000. The ones that are let out as a temporary “holiday home” where people can make a reservation and pay to stay in them have to be registered. Some new details have been announced by Alfredo Valdiva who is the Delegate for Tourism in Almería province. By May 11th when the new regulations start to be in force all such properties have to be registered on the Tourism Register of Andalucía. Registration is free and each property will be given an identity number that has to be shown on any publicity or promotion and bookings of the rented property. The aim of the regulations is given as a measure to prevent fraud, establish legal requirements, and provide identification documentation from all renters “for security reasons”. The local town hall will initially be responsible for registration but ultimately there

Focus on Local News will be tourist inspectors who can require owners or rental agencies to give access for an inspection. Properties occupied with no financial gain (so for family or friends), rural properties (subject to other regulations), and lets for more than two months to the same persons are exempt. Other regulations from 2010 relate to an owner who lets more than three or four properties at one location. Various standards have to be complied with including heating and air-con, furniture, first aid kits, contact numbers for emergencies, and complaint sheets. There is a twelve month grace period for any of the requirements not currently provided to be made available. Owners are given some protection regarding cancellation of a booking, but fines for owners for non-compliance of registration before May 11th can be levied. The Junta de Andalucía is offering talks and an explanation of the regulations to any town hall that requests this. A New Bank! Trends since the financial crisis are that some banks have shut shop completely, other have merged, and the number of offices and bank staff have declined greatly. The 'Caja Rural de Granada' bank are bucking this trend and have opened a new office in Calle del Mar in Vera. Antonio León, their managing director, who came to open the new office, says that they will increase the number of branches in other parts of Almería province. Caja Granada first came to Almería province in 2007. Mothers and Children The economic crisis, unemployment, and low wages, are given as the reason women in Spain are putting off having children until the age of 31. Apart from Italy with the same age, the average age in the EU is 29. Greeks are not too far behind Spain and Italy and the UK age equates to the EU average. Romanians have children the earliest at an average age of 26. The European agency 'Eurostat' states that to compensate for the increase in the older population there needs to
be a birthrate of 2.1 children per European mother. France achieves this, but in the UK it is only 1.81. Spain is near the bottom of the list at 1.32 along with Poland, whilst in Italy it is 1.37. The statistics show that both Spanish and Italian mothers are not only putting off having children the longest, but when they do are having fewer children. 819,000 mothers gave birth in Spain in 2014, but this is only slightly higher than the 804,000 born in 2001. 'Eurostat' say this is a cause for concern, with the large increases in pensioners and their life expectancy is going up as well.
A Cross Boss Bruce Springsteen is always very angry when he finds that concert-goers have to pay over the odds for tickets. His promoter, 'Doctor Music', for his concerts set to take place in Spain in May have laid 'denuncías' (official complaints) in País Vasco, Madrid and Catalonia, against several websites. They claim fraud and extortion on the part of 'Seatwave', an allied company owned by 'Ticketmaster'. On March 8th tickets went on sale for his concert in Madrid on May 21st. The Ticketmaster website crashed after a few minutes. Straight away tickets were being offered by Seatwave at double or triple the price. Doctor Music says that both companies then get 10% commission for the official seller and 20% on the resale price, so 30%. In 2009 in a series of concerts by Bruce Springsteen in the US Ticketmaster was accused of syphoning tickets to ticketsnow.com.

Focus on Local News 'Bankia' Payout Court judgements against the Spanish bank Bankia have resulted in them giving in to the requests for compensation from minor shareholders. Bankia basically went bust in 2011 and stock exchange dealings came to an end. There are probably 3,000 people in Almería who had shares in Bankia who will receive about 15 million Euros. Anybody who had shares does not now need to go to court to claim compensation. Branches of Bankia now have claim forms that clients can fill in. People who will obtain a refund of their money will be asked to sign an agreement that any court case in progress will be dropped. It is intended that within 15 days of filling in a claim the money due will be repaid. By agreeing to a refund of the money owing Bankia will save on the 4-5% interest a court would give a claimant on the money paid back, and fees from lawyers and court costs. This is estimated to be a saving to Bankia of 8 million euros. More Stop Go Travellers by train from Almería to Seville have been forced to make part of their journey by bus, because of work on the 'AVE' (high speed train) in Granada. Work has now stopped at the Loja part of a 27 km section of track because there is a dispute between the contractors and the Ministry of Transport. The alliance of companies who are carrying out the 'AVE' work put in a bid of 24 million Euros for this section and were awarded the contract. The estimated cost from the Ministry of Transport was 48 million Euros. The contractor is now asking for more money for unexpected costs! The same situation appears to have been resolved on another section of 2.3 km at the entrance to Granada where a contract was awarded for 5 million Euros with an initial estimate of 11 million Euros. An additional sum of money has been authorized but much less than the claim put in. This has been a feature of many contracts awarded for civil engineering in Spain. It seems that to get the work a contractor puts in a very low bid and then tries to rack up the money for a variety of reasons. The accepted
bid for the 12 km stretch of the 'AVE' from Pulpí to Cuevas, part of the Murcia-Almería link, is also a large reduction of the estimated cost by the Ministry of Transport.
“Zika” Mosquitos The mobile app 'Mosquito Alert' set up to trace the location of the dangerous Tiger mosquitoes in Spain has been extended to the Zika ones. People are now being asked to send photographs of mosquitoes that they suspect might be the Zika (Aedes aegypti) variety as well as suspected Tiger mosquitoes. At present the Zika mosquitoes have not been detected in Spain, but the fear is that eggs may be brought here on transport. Both types of mosquitoes prefer urban areas and congregate round domestic dwellings. The Tiger mosquitoes particularly like cars, and bites can occur on people's feet, ankles, or lower legs. The Zika mosquito only bites during the day and sleeps at night. The app requires various questions to be answered and a photograph up-loaded. A scientific team evaluate the information and send a reply within 24 hrs. At present there are seven entomologists on the team that will be extended if the situation warrants it. In 2015, 10,000 people downloaded the app with 4,000 possible sightings of the Tiger variety. It was confirmed as being present in parts of Lleida, Aragón, and Andalucía, and 360 cities. The Zika mosquito is smaller than the Tiger one and is black in colour. It has four white almost circular bands on its thorax (the upper body going up to the neck), with other

Photos sent for verification have increased in an accurate image of the Tiger mosquito from 16% initially, to 40% in recent months. Paying Invoices Small and medium companies need invoices paying as soon as possible to increase their cash flow. The Spanish Credit Department has given loans to public entities such as town halls to settle bills quickly. These were taking an average of 162 days to pay suppliers in 2011, down to 75 in 2015. This is a 53% improvement. In the private sector the time has reduced by 13% from 98 days in 2011 to 85 last year. Despite this the payment period is still above that required by law. Private sector companies or autonomous self employed persons have to settle invoices with 60 days. Public bodies legally have to make payment within 30 days. The Spanish Finance Minster, Cristóbal Montoro, (in function until there is a new government) had promised to bring in legislation for more sanctions for late payment. Late payment entitles the invoice issuer to ask for interest on the sum owed. 83% of small companies do not do this, and 94% don't ask for the legal entitlement to recover costs involved in chasing late or non payment. The Value of Passports The UK consultants Henley & Partners have published a study to determine the usefulness of passports as determined by the International Association of Air Travel. The simple question was, “on January 1st 2016, how many out of the 219 countries or territories surveyed, could travel be made without visas, by holders of passports from different countries?” Germans were able to travel to 177 countries, Swedes to 176, and holders of Spanish, French, Italian, Finland, and UK passports 175. Belgians, Danes, Dutch and US citizens could travel to 174. Of the 41 countries who could travel to other countries in the list of the “best” results,
only 10 were non-European. A passport from the Vatican only gives non-visa travel to 134 countries. South Africans are limited to 97 countries, and Cubans 58. People with North Korean passports were limited to 42 countries. The worst countries are Libya, Syria, Somalia, Iraq, Pakistan, and Afghanistan.
More Time José Manual Soria is the Spanish Minister of Industry (in function) until a new government is formed. He has announced that the tests being undertaken regarding the Volkswagen emissions scandal are so complex that it is unlikely to be completed by the middle of 2016. The most popular 30 cars sold in Spain are all being tested. Four models of cars have had all the tests completed during January and February but the aim was to inspect more every month. The Spanish company 'Applus-Idiada' who are carrying out the inspections say that the comprehensive test procedure has to be set up differently for each model tested and is extremely complex. Other EU states are carrying out their own testing so that any differences in particular states will show up, and combined results should give the same conclusions. In France, investigators have announced that certain Renault models do not conform to the stated levels, but there has been no manipulation of the engines designed to give

Going to Court The time taken to resolve a civil complaint relating to a business in Spain, now takes an average of 16 months. This is 17% longer then the UK, followed by Germany and France. Italy is the exception where it takes twice as long as Spain. Since last January all the proceedings have been digitalized to do away with the physical paperwork. This has cut down the time period where a court receives a request for a civil action, and the time documents are received. The number of judges in Spain is also very low. There are 11 judges per 100,000 head of population whereas the average number throughout the EU is 21. Germany has the highest number of judges with 25 per 100,000 inhabitants.
Lots of Tremors Since the fairly large 6.3 magnitude earthquake in the Alboran sea last January 25th that we commented on in an article last month there have been repeated tremors. The Andalucían Institute of Geophysics has recorded 1,600 since January 25th. Emilio Carreño is in charge of this department and on February 23rd they measured a 4.3 magnitude event at 9.46 am and a 4.1 event at 11.12 am. Both these were felt in Melilla, Málaga, and the Torre del Mar area. Twenty aftershocks were recorded of quite a high level with the epicentre 10 kilometres under the sea. This depth is considered to be quite near to the surface. The earthquake scientists are working with universities in Granada and Madrid and are carefully mapping the events. Studies of the results will give an indication where other fault lines occur, and a map can be drawn of the most likely places where future earthquakes and tremors will take place. Earthquake prediction is still a science that needs further investigation. Warning signs that there may be further events can rarely pinpoint the actual time these will take place.
Equal Pay The Spanish Tax Authority (Hacienda) has stated that the average annual pay for a man is 20,500 Euros, but only 16,000 for a woman. They state that in the financial and insurance sector women are paid 6,800 Euros less than their male counterparts. Francisca Serrano is the provincial co-ordinator of the Andalucían Institute for Women. Discrimination against women by paying them less than a man is illegal, and Francisca Serrano has found that many employers are in breach of the law. She considers that part of the problem is the traditional work in the home or looking after children, that women perform much more than men. She thinks this works against women who are being employed. A new law presented in the Junta de Andalucían parliament
Filming Facilities Another meeting recently took place at Almería University to determine how Almería province can attract more film makers to the area. Representatives of various organizations attended. Alberto Rodríguez is a film maker who won a Goya award for his film 'La Isla Mínima' recently. He explained that filming in various parts of the world was very different. In Singapore he found that his crew could film in the streets whenever they wanted to, without needing special permission. In Paris, a member of a film commission had to be consulted before any filming took place, and a reply was received in 48 hours. The political parties who took part in the demonstration consider that a vote of censure should be put before the council that would lead to Gabriel Amat having to stand down. Albox Mayoress Following Rogelio Mena being forced by a confirmed court judgement to stand down as mayor or councillor of Albox for 30 months, Sonia Cérdan has been elected as the first mayoress of Albox; co-incidentally on “International Woman's Day”. She is 33 and has held various responsibilities on the council previously. A big question is whether she and her councillors will now rejoin the PSOE political party. When the court case was pending Rogelio Mena refused to stand down as mayoral candidate before the municipal elections last May as requested by the PSOE headquarters in Almería city. He was then threatened with expulsion from the party. He and all the councillors on the list then formed their own independent political party and subsequently voted him in as mayor. He is still stating that he will appeal to the European Court of Human Rights regarding the confirmation of the ban on holding public office, claiming he is innocent. The court in Almería subsequently stated
Torre Laguna El Ejido has the tallest building at 105 metres of any in Andalucía, apart from Torre Peli the tallest one in Seville. The Torre Laguna has 30 floors designed for homes, offices, and shops. A few weeks ago a video was put on social media sites via WhatsApp of a boy aged 14 who was hanging only by his hands on the outside of the highest floor. The 15 second video appears to have been taken for inclusion in videos on 'Discovery Max' TV of extreme sports. An investigation was launched and the owners of the tower announced that a security guard would be employed. The 14 year old boy was told not to try this or similar exploits again! A Bédar Mine Plan Christian Hibchs is a professor from the Lorraine University at Nancy in France, and became aware of the Bédar mines some year ago. Since then there has been further collaboration with Juan Antonio Soler who wants to see the mines opened up as a tourist attraction, and is the leading figure from the association 'Sustainable Bédar'. Christian Hibchs came to Bédar on March 7th and presented detailed plans of the mines to the councillor for culture at Bédar town hall, José Ramón Muñoz. 40 French students came to see the mines and this is the third such visit starting in 2014. Normally, a French geological survey and visits would take place in

Last summer French students made detailed plans of the La Higuera and La Mulata sections that are most suitable to be opened as a museum. To be suitable for the general public, lighting would need to be installed, other work, and an evacuation route. Juan Antonio Soler says that the work would not be cheap, but there are facilities such as these in other parts of Spain, but none in Almería province. The French University consider that some of the work could be done by their students on work visits, and grants would be requested from Almería County Council, the Junta de Andalucía, and specialist organizations. The La Higuera mine was opened in 1896 and the railway from Bédar to Garrucha port was built shortly afterwards. The mines are considered prime examples of iron ore mining from the end of the 18th century to the start of the 19th century, and an important heritage.
Elderly Drivers In early March a driver went up the A-7 near Almería city on the wrong side of the motorway. This caused an accident in which two children travelling in another vehicle were injured when there was a collision with a heavy lorry. Firemen had to cut away part of the car, but the mother who was driving was not injured. One of the children aged 11 spent some time in the intensive care unit at Torrecárdenas hospital. The driver of the car that caused the accident did not stop. A few days later a man aged 76 went to the police and told them he was the driver in company with his wife. He told police he became confused when he entered the motorway junction. This accident has opened up a debate as to what age an elderly driver should continue to be given a licence renewal. 10% of driving licence holders are over the age of 65, and with elderly people living longer this number has quadrupled in the last 20 years. 36,000 elderly persons over 65 have a licence in Almería province, and 23,000 are above the age of 70. A survey by the insurance group Mapre revealed that 67% of elderly drivers said their reflexes were not as good
as they used to be, 45% said their vision was affected, and 17% had some hearing problems. Despite this, accidents involving drivers over the age of 65 are way below average. Drivers over the age of 65 have to renew their licences in Spain every five years.
A Fireball The Calor Alto observatory filmed a rock entering the earth's atmosphere on February 23rd at 6.45 am. This created a ball of fire 93 kilometres above the earth and the speed of the rock is given as 111,000 km/hr. It burnt out 32 kilometres above Valencia and the intensity of the fireball was greater than a full moon. At the time this event took place there was a band of dust from the Sahara but below the height of the Almería observatory. Cheaper Electricity? In 2000 a bad plan came into force where the electricity supply companies in Spain were allowed to present bills for the difference in the claimed costs of producing electricity and the amount charged to customers. This claimed deficit climbed up to 30 billion Euros, to be paid back by the Spanish Department of Industry. There have been repeated claims that supply companies were unfairly taking cheap energy producing sources out of production at times of high demand to inflate this bill. The Minister of Industry, José Manual Soria, has been recouping money from consumer bills, and reduced this debt by 7% last year, down to 25 billion Euros. About 10% of the money from electricity bills that relate to the 50% fixed costs (not the amount of

Focus on Local News electricity consumed) was levied in 2015 to reduce this debt. In 2016 it is planned that another 2.8 billion Euros could be wiped off, and bills to consumers would show a decrease in the percentage of this levy. In theory the complete debt will be paid off by 2028. José Manual Soria is still Industry Minister (in function) until a new government is formed. Whoever is ultimately Industry Minister will no doubt review the whole procedure. Successive governments have been trying to find a way of paying off this debt, including 4% interest that accounted for 882 million of the amount paid back in 2015.
Leaving Spain Figures from consulates on January 1st, 2016, show that 2.3 million Spanish nationalists are registered as living abroad in 2015 and on the “padrón” (official list of residents) in foreign countries. This has increased from 1.4 million in 2009. In 2015 some 122,000 people went on this register, 6% more than in 2014. Unemployment, work prospects and low pay are given as the main reasons to move abroad. 12% are in the UK, 10% in the US and 7% in Germany and Cuba. 264,000 of all the people abroad have come from Andalucía. Registration on the padrón in countries abroad is voluntary. Not Again! The spokesperson for the PP party in opposition in Albox town hall has lodged an official complaint with the Guardia Civil police regarding the ex-mayor Rogelio Mena. They allege that on March 3rd after he had been forced to stand down as mayor and councillor and was subject to a 30 month ban on holding public office, he took 40 box files of documents in a municipal car he was driving to the PSOE party headquarters along with a town hall councillor. (Rogelio Mena resigned from the PSOE party after he refused to stand down as mayorelect in May 2015 before the municipal elections). The PP party say that the documents were then transferred on March 16th elsewhere by the chief of the local police and the same councillor in a police car. They claim the documents removed possibly related to ongoing allegations that
companies connected to the ex-mayor received work contracts. They asked why they were taken to the PSOE office when Mena had left the party, and were they manipulated during the 13 day period? Rogelio Mena was convicted of consistently refusing to supply requested information and documentation to the PP. The new mayoress Sonia Cerdán stated that she had been told that amongst the files were personal photographs and press cuttings. The municipal secretary had requested the documents were returned to the town hall and the local police had brought them back as they were not officially logged out.
'AC/DC' Problems The rock group 'AC/DC' have experienced a number of changes in band members over the years. In 1980 Brian Johnson became the lead singer following the death of Bon Scott. The remaining dates of their US “Rock or Bust World Tour” tour have now been postponed on medical advice, as he is reported to be in imminent danger of losing his hearing. They are booked to give a concert in Seville on May 10th. At present there have been no announcements that this may be cancelled. “Dumb Phones” An increasing tendency is Spain is that basic mobile phones are becoming popular again as opposed to smart phones. The President of Telefonica, César Alierta, has gone back to a basic mobile and also the UK film star Eddie Redmayne. César Alierta considers that smart phone users will soon have

Eddie Redmayne states that he was becoming glued to his smart phone every day and wanted to get away from continually checking emails and messages. He observes that basic mobile phones can be bought for 30 Euros, cost less to use, and withstand being dropped. The Spanish journalist Carlos Morán has reverted to a “dumb phone” and says that going out into the street with internet, films, music, and games, is not necessary. He has found that his life is now much simpler, and if he wants to connect to everything that is on offer he can use his computer. His old Nokia mobile has a hinged cover and he can make and receive calls and SMS messages.
Sites For Artists Raquel Belmonte, councillor for culture in Mojácar, has unveiled a new plan for artists and those involved in related activities. They are being invited to operate in various streets or places open to the public. The town hall is making a map of where they consider the most suitable locations are. This will take into account the space needed, the type of artistic work, and hours. The sites would be available all year round, and persons who are allocated a location have to use this space throughout the year. Interested persons should contact the town hall. Roman El Ejido Many residents of El Ejido are unaware that they have an important heritage from 3000 BC and El Ejido was called Murgi in Roman times. A group of residents who all work for the town hall have launched a project “Idus Murgitae Gadium” to publicise this important heritage. They intend to hold a Roman market where goods can be bought with Roman coins, stage a representation of the Senate, a ritual funeral, and a Roman “Nuptiae” wedding. March 15th is the Roman 'Ides of March' celebration and also an important date in May, July, and October. A large mosaic exists at the archaeological site Ciavieja that is thought to come from the principle room in a Roman villa. The mosaic is thought to be dedicated to the God Bacchus. A
total of 50 people are being sought to stage a Roman festival.
The Carboneras Marina The official paperwork has been published that will lead to the creation of the marina destined for pleasure-boat use at Carboneras. The project will now be put out to tender with a budget price of around 4 million Euros. A much more ambitious plan in 2011 fell by the wayside and another project in 2012 was abandoned as it was stated to interfere with the fishing industry at the port. This new project that will establish a marina away from the fishing boats is designed to give 270 moorings and the normal facilities that a marina needs. Zurgena Budget The mayor of Zurgena, Luis Díaz, and council members have approved the budget for 2016 of just over 2.5 million Euros, an increase of just under 500,000 Euros from 2105. Some of the money will be spent on parks and green areas and improvements in the access roads to Zurgena. Help to support cultural associations and collectives such as agriculturalists will also come from the budget. Opening licences for new businesses will be scrapped. The successful “Help Desk” that has proved very popular with many of the English residents will continue in force. A group to increase security in the town is being set up. A Bad Time of Year Registered unemployment in February went up to 70,000 in Almería province, 1,200 more than in January. These figures are worse than February 2013. Workers who rely on agriculture or services often become unemployed after the Christmas period and the olive collection time is over. Male unemployment went up by 500 to a total of 33,400, and women by 700 to 36,300. In Andalucía as a whole at the end of February there were 988,500 out of work, but this was an improvement of 51,000 from February 2015. So Now You Know... Fire Extinguishers The first recorded use of a patented fire extinguisher is in England in 1723. Fire extinguishing liquid was sprayed on to the fire by igniting a charge of gunpowder. George Manby patented a design in 1818 using three gallons of potassium carbonate in a cask very similar to the shape used today, and compressed air expelled the liquid when a lever was operated. After various improvements a Russian inventor, Aleksandr Loran, introduced a chemical foam version in 1904. The main tank held bicarbonate of soda mixed with water and an inner cylinder aluminium sulphate. When the components were mixed, foam was produced and expelled by carbon dioxide gas. Improvements in these extinguishers followed.
Anaesthetics Attempts to introduce a state of anaesthesia go back to early recorded history in Babylon, Greece, Rome and China. In the renaissance period, surgical techniques improved, but surgery was a last resort. Scientific discoveries in the late 18th century paved the way for anaesthesia procedures. In the 20th century, introducing tubes into the trachea was given the name “airway management”. Improved monitoring of the induced state made anaesthetics much more controllable. Training in hospital for persons known as anaesthesiologists and nurses became normal at the end of the 20th century. In the 21st century, Xenon, a trace gas in the Earth’s atmosphere, has become widely used.
The Longest Snake The longest snake in captivity that holds the Guinness Book of Records listing is Medusa, a reticulated python. She can be seen at 'Full Moon Production Inc.' in Kansas. When measured in October 2011she was 7.67 metres / 25 feet 2 inches long. Fifteen men held her at full length to measure her, and she is twelve years old. She weighs 158 kg / 350 lbs and lives on rabbits, hogs, and deer. The next longest python in captivity was Fluffy. When she died at the Columbus Zoo in Ohio in 2010 she was 7.3 metres / 24 feet long. At the time of her death she was 18 years old. In 1912 a python shot dead in Sulawesi in Indonesia measured just over 10 metres / 32 feet 10 inches. This is the longest recorded python ever measured.

Corkscrews The earliest glass wine bottles arrived in England in the mid 17th Century. How to take the cork out was a big problem. In 1680, variations on musket barrel cleaning tools were adopted. The first patent was taken out in 1795 by an English clergyman. In 1882 a German investor, Carl Wienke, filed a patent for “The Waiter's Friend” design also known as the “Butler's Friend”. This slim corkscrew folded up enabling it to be put in a pocket and used a screw and a single lever. The lever gripped the top of the wine bottle and provided leverage to pull out the cork. Various improvements on this design resulted with two levers being used. This new model was adopted in many places but did not fit in a pocket.
Passports In 450 B.C., King Artaxerxes in Persia gave a letter to an official. This asked for safe passage from “the governors of the province beyond the river”. King Louis XIV in France regularly issued “letters of request” to his court favourites. These asked for “passe port” permission to travel through a port. Within 100 years, nearly every European country had issued passports and visas. The popularity of rail travel in the19th century led to a near collapse in issuing passports. France scrapped theirs is 1861 and other European countries followed suit. World War I resulted in increasing concerns over security and passports and visas were used again as a “temporary” measure. The League of Nations standardized passports in 1920.
Water Pipes Original water pipes were some form of a channel made of hollowed out wood or stone, and then round pipes made out of bamboo and eventually lead. Hollowed out wooden logs were used for water distribution in the UK 500 years ago. Galvanized pipes were invented but were extremely rigid and needed screw threads to join into fittings. Copper pipes made by extruding the copper through a die without any threads became popular, but needed joints made using solder or compression fittings. The production of soft copper pipe in a roll that could be bent very easily made pipe runs and joints much simpler. The high price of copper in the 21st century led to rigid plastic pipes being developed as an alternative.

here is only one clear answer to the question, not on the padrón anywhere, so the exact number “How will British ex-pats in Spain be affected may be somewhere between the two. One if Britain left the EU?” The answer is, “Nobody estimate is 380,000. knows!” Britain would be sailing into completely uncharted waters. On February 27th at the G20 conference in Peking there was an explicit message. This was that if the “Brexit” did take place it would be a “blow” and “commotion” not only for Europe but for the whole world. Christine Legard, Director of the International Monetary Fund, and Jack Lew from the US Treasury both expressed their “fears” if Britain left the EU. Even the Chinese Delegation stated that there should be a united Europe. This viewpoint was a unanimous recommendation by all the delegates. Britain joined the EU in 1973, Spain joined in 1986 and Spain was one of the first countries to adopt the Euro currency in 1999. Fears expressed by many ex-pats centre round their pension rights, the amount pensions from the UK might lose in value if sterling was devalued, and the loss of the EU health provisions. Free movement and the right to work in any of the EU member states is another cause for concern. People with businesses are worried that if Britain left the EU the paperwork to continue in business, or open new businesses would be much more complicated. All these fears may be quite valid, or not as bad as people think. Before 1986, Brits coming to Spain could buy property, work, set up a business, pay Social Security, and receive health care. A BBC survey some time ago gave the number of ex-pats spread throughout the world as 5.5 million, 10% of the UK population. They claimed that apart from Australia, the next largest number related to Spain with 716,000 ex-pats. The Spanish National Institute of Statistics has not yet published figures for 2015, but on January 1st 2015 they gave the number of British ex-pats registered on the “padrón” (the official list of residents in each municipality) as being 283,243. Many ex-pats are
Any ex-pat who has lived in Spain for more than 15 years cannot vote. Persons who came to Spain within the last 15 years can apply to vote, providing they were on the UK electoral role register. Only persons who will be over the age of 18 on June 23rd 2016 can vote, except for persons who were under the age of eighteen when they left the UK, (so not on the voting registers). They can apply if they are now or will be over 18 and their parents or guardians are entitled to vote. In the 2010 UK General Elections only 30,000 expats registered to vote, and only 106,000 in 2015 including 11,000 from Spain; so the vast majority didn't bother. If you want to vote go to www.gov.uk/register-to-vote or for the full information www.aboutmyvote.co.uk/register-tovote/british-citizens-living-abroad. An application to vote can be downloaded on-line and after obtaining a ballot paper a person can vote in person on the day, send off a postal vote that they have applied for, or a proxy vote they have requested. You need to do this soon to be sure you eventually receive the forms by post in time to send them back. In 2015 there was a major row as many ballot papers sent abroad did not have the appropriate stamps! A vote to “Stay In” would seem to be sensible for ex-pats in Spain.

The Tenth Anniversary
O
n February 23rd, a handful of 'Greenpeace' activists came back to the famous EL Algarrobico hotel in Carboneras. This was the tenth anniversary of work being stopped. Instead of daubing black paint all over the hotel as they have done twice in the past, they confined their protest to writing “Demolición” (demolition) on the beach in front of the hotel with the aid of a few rakes. This fairly mild demonstration was probably because on February 24th five 'Greenpeace' activists were summoned to a court in Vera. The court case relates to the sixth time activists had gained illegal entry to the hotel in 2014 with their paint pots. Azata del Sol are claiming 500,000 Euros for the damage done on this occasion. A total of 28 activists are linked to the court case. Carboneras council granted the developers Azata del Sol a building licence in 2001. This is still in place and no court has ever ruled that the granting of the licence was illegal. When the hotel was at an advanced stage of completion and interviews were starting for Carboneras residents to obtain work at the hotel, 'Greenpeace' sailed in on their Rainbow Warrior. A judge in a court in Almería city paralysed the work in 2006. Since then a multitude of court cases have given contradictory verdicts with the last Spanish Supreme Court decision being made known on February 18th. This ruled that between the licence being granted and work starting, the land was no longer zoned for the construction of the hotel. This court ruled that the Junta de Andalucía (the governing body for Almería province) could exercise their right to purchase the land on which the hotel stands for 2.3 million euros, which is the purchase price Azata del Sol paid. The court decision made no reference regarding a future demolition, who would pay for this, and any compensation claim from the developers for the value of the hotel as it stands. On November 15th, 2011, an agreement was reached between the then President of the Junta, José Antonio Griñan,
and Minister of the Environment Rosa Aguilar that the cost of the demolition would be paid for out of Central Government funds, and the Junta would remove the materials and restore the land to approximately the state it was in before work started. The present Minster of the Environment, Isabel García Tejerina, has stated that this agreement still stands.
The cost of demolition is given as 7.2 million Euros from a study made by the ecologists and technical architects from the firm 'n'Undo' in 2012. Azata del Sol have always stated that this figure is completely unrealistic as apart from anything else they poured 65,000 cubic metres of reinforced concrete, to make the 21 levels on which the hotel stands. Carboneras residents have always been at war with the ecologists as the number of employees at the hotel would have been 500. After the activists put “Ilegal” in very large letters on two of their visits, local residents simply painted out the “I” so that the message then read “Legal”! The activists are saying that “selective” demolition should take place giving work to 400 people and a claimed 98% recycling of the materials. They state they are not in favour of demolition balls or dynamite being used! Azata del Sol are entitled to ask for compensation for the value of the hotel, and a small amount of damages, that they quantify as 71 million Euros from an independent valuation. This claim would be ruled on by an independent tribunal.

Eat More Strawberries!
A
part from being delicious, strawberries are an amazing source of nutrition and beneficial to health. Spain is the largest producer of strawberries in Europe by far, and last year produced 300,000 tonnes. This tonnage is only exceeded by growers in California. 95% of the production comes from Andalucía, particularly from Huelva province. In 2014, sales amounted to 355 million Euros and is increasing every year by about 2%. Strawberries are exported principally to Germany which buys 90,000 tonnes every year, France, Italy, Sweden, Poland, the UK, and Switzerland. Sales within Spain are strangely very low. Juan Soltero is the head of the large company 'Bionet' in Huelva and considers that the financial crisis has had a small effect on sales, but nothing like other producers of fruit have experienced.

Blood sugar spikes are linked with weight gain, mood swings, diabetes, and hypoglycemia (low blood sugar). Sugar spikes are followed by plummeting blood sugar levels soon afterwards, which is bad news for persons suffering from diabetes. Strawberries have been proved to be helpful in the management of heart disease and arthritis.
The climate in Huelva allows strawberries to be picked from December onwards. 'Bionet' only produce ecologically grown strawberries and “bad” insects that may be a problem are dealt with by introducing other “good” ones that eat the ones they don't want. This is a tried and tested method to eliminate pesticides that is firmly in place in Almería province. Sophisticated irrigation is controlled from computer analysis of the levels that are needed every day for each plant. The production of strawberries in Huelva gives employment to 70-80,000 workers. The harvesting is very labour intensive because they have to be picked by hand. The best pickers are women as this is a delicate operation! Juan Soltero states that male pickers are often too rough when collecting the mature berries. After being picked, women sort out any that are not perfect, and the ones destined to be sold are usually put on lorries the same day. Strawberries are antioxidant powerhouses and antioxidants protect our bodies from free radicals linked to ageing and disease. They are also excellent sources of vitamin C that boosts the strength of arteries, and strengthens our body’s stress glands known as “adrenals”. These require the highest levels of vitamin C of all organs or glands in the body. One portion of strawberries gives 160% of the daily vitamin C requirement, with very low calories. Studies
Their flavonoid content has been shown to interfere with the development of cancer cells, preventing their ability to multiply quickly. Strawberries have anti-inflammatory and anti-pain properties as well. They lower the levels of the inflammatory marker C-reactive protein (CRP). One study showed that they need to been consumed three times a week to fully capitalize on their anti-inflammatory nature if a person suffers from a severe inflammatory disease. If you like strawberries this is not a problem for most people in this category. Strawberries also contain anthocyanins which stimulate the burning of stored fat in the body, and reduce weight gain in people who eat a high fat content diet. Research also links anthocyanins with a boost in short-term memory and lowering blood pressure. Apart from all the above benefits, eating strawberries just because you like them is a very good reason to add these to your consumption of fruit. Strawberries are also ideal for making milk shakes and smoothies.

uan Roig is the managing director of Mercadona, although the company is in the private hands of family members. He dislikes giving press conferences but every year gives an annual report of the company progress and aims for the next year. El Corte Inglés who celebrate their 75th anniversary this year recorded sales of 14 billion Euros last year, but Mercadona saw 20.4 billion Euros going into their cash registers.

This year Juan Roig emphasized that the experience of the shoppers and the quality of their merchandise was the most important element. In 2015 they sold 5% more items than in 2014 and sales increased by 3%. Net profit went up 12% to 611 million euros, and they have 23% of the market, considerably higher than their nearest rivals. Their 12% profit in 2015 more than doubled their 5% profit in 2014. Juan Roig stresses that they want to continually upgrade the satisfaction of each client who he calls “El Jefe” (the boss). They have 12 centres where customers are invited to test new products. Their basket of essential foods has diminished in cost by 2% in 2015 and a further reduction of 1% is planned for 2016. They calculate that this can be achieved by savings in heating, improvements from their suppliers, and changes in packaging. Sales of fresh fruit and fish have increased substantially and the aim is to duplicate this in the sales of meat and bread. During 2015 the amount of chocolate covering on their “Choco Stick” was reduced and gave a saving that was passed on to the customer. Despite this sales fell 20%! When they went back to the original coating sales immediately picked up. Juan Roig gives this story as an example of how they must satisfy their customers above all.

In 2016 some 650 million Euros will be invested in 60 new stores taking the total to 1,600. 30 stores will be upgraded and two logistical centres opened in Barcelona and Vitoria. In 2015 the total number of employees went up by 1,000 to 75,000. Juan Roig pays all his employees 1,430 Euros a month net salary, and last year paid 1.5 billion Euros in Social Security payments and taxes. After a brief trial period all his employees are on fixed contracts. Each employee has a written target from their immediate boss, and if they achieve this they can increase their annual wages by up to two months extra money. In 2015 these bonuses amounted to 277 million Euros.
At these press conferences he is habitually asked if he intends to open his supermarkets on Sundays. His reply is always that he doesn't consider it would be fair to his workers, as he thinks they need a day off. 99% of customers buy products in-store, and In 2015 they reduced the average two Euro cost only 1% on-line. Have We Turned the Corner?
I
n our part of Almería province estate agents have been claiming for some time that property sales are picking up. This particularly applies to the coastal areas where there is more demand from people deciding to buy second homes. Some estate agents are advertising that they urgently need more properties “for waiting clients”. The big question is, what are typical prices now for different types of properties? How much of a loss does a seller still have to take compared to the price they purchased their property for in previous years; particularly if they bought in the 2007-2008 period?

In 2015 there were 59,800 properties taken back by the banks and 80% were the main home of the person in debt. 60% of the people evicted had taken out their mortgages between 2005 and 2008. 20% of these mortgages that could no longer be paid relate to 2007. The only “good” statistic is that in 2015 there were less repossessions than in 2014. 14% of all the properties repossessed in 2015 were from builders or promoters who finally threw in the sponge.
The Spanish Ministry of Housing states that prices in 2015 were very similar to 2014, so prices have levelled out. They quote an average price in Almería province of 1,103 Euros per square metre, compared to 1,104 Euros in 2014. The heady days of 2008 had average prices of 1,700 Euros. So anyone who bought in 2008 has lost 30% of their purchase price if they sell now. Prices in the large cities of Almería, El Ejido, and Roquetas are much worse because there was more of a building boom there. For a home or apartment of 70 square metres the average price in the province at the end of 2015 was 77,200 Euros. The same area of a property in Almería city was 76,350 Euros (so not too much different), but 56,500 in El Ejido and 65,800 in Roquetas. And these prices have improved in the last year! A 70 square metre property in 2008 was worth an average price of 121,100 Euros. So this is where many buyers from this period are still unable to re-coup their money if they try to sell on.
Almería province still has one of the highest amounts of new properties that remain unsold. At the end of 2015 this figure was 21,700. This has fallen in the last three years, but is still 5% of all residential properties in Almería province. In Toledo there was an enormous building increase designed to capture buyers from Madrid, and in Castellón a similar boom was predicted. These are the only two places in Spain who have more unsold properties than in Almería province.
Figures from notaries who logged sale prices in 2015 state that the average mortgage taken out last October was 88,400 Euros. During the whole of 2015 this average was slightly above 90,000, but way up on January 2014 when the average mortgage was 73,500 Euros. Banks are still very reluctant to grant mortgages of more than 7580% of a property valuation, unless of course they own the property because it has been

What’s On Minstrels Competition The 7th International “Las Tunas” event for university groups of minstrels, will take place in Mojácar from April 15th-16th. T h e re w i l l b e eve n t s f o r participating groups in various locations from Friday, April 15th at 9pm. On Saturday there will be a group event in the square near the Mojácar church at 1pm. A procession from the church to the viewing area at the Plaza Nueva will start at 6pm. The final event with prizes awarded will start at 8pm at the Centro de Usos Múltiples (Artisan centre) below the village. This event attracts a large number of competing groups, not just from within Spain.

Smuggling Juan comes up to the Mexican border on his bicycle. He’s got two large bags over his shoulders. The guard stops him and says, "What’s in the bags?" "Sand," answered Juan. The guard says, "We’ll just see about that – get off the bike!" The guard takes the bags and rips them apart, he empties them out and finds nothing in them but sand. He detains Juan overnight and has the sand analyzed, only to discover that there is nothing but pure sand in the bags. The guard releases Juan, puts the sand into new bags, hefts them onto the man’s shoulders, and lets him cross the border. The next day, the same thing happens. The guard asks, "What have you got?" "Sand," says Juan. The guard does his thorough examination and discovers that the bags contain nothing but sand. He gives the sand back to Juan, and Juan crosses the border on his bicycle. This sequence of events is repeated every day for a year. Finally, Juan doesn’t show up one day and the guard meets him in a Cantina in Mexico. "Hey, Buddy," says the guard, "I know you are smuggling something. It’s driving me crazy. It’s all I think about… I can’t sleep. Just between you and me, what are you smuggling?" Juan sips his beer and says, "Bicycles."
