The start of the calendar and financial year in Spain always has changes that affect the general population. This year there are more changes than normal and in our ‘In the News’ pages we comment on the implications and the political manoeuvrings that took place in January.
A quick summary is that IVA (VAT) has gone up as regards basic food items and electricity, to the percentages before the pandemic and economy relief measures, and this will affect everybody. The 11 céntimos increase in the price of a litre of diesel fuel at the pumps, to bring it in line with petrol prices has been put off, but it will have to be introduced soon as it is an EU requirement. The purchase price of properties in 2024 went up by 4% with an increase expected this year.
Retirement pensions went up by 2.8% in January, the minimum wage has been increased, and mortgages are much cheaper. The working week will eventually come down to 37.5 hours for the same wages as a 40-hour week. This is good news for employees but is an increased cost for employers. The extended discounts on travel remain in place along with the MOVES III scheme of subsidies for buying an electric vehicle, but as we explain in our ‘In the News’ section these are currently on hold. The motor trade consider that the subsidies are not enough and obtaining them, which is the responsibility of the purchaser, can take a very long time. The economy is improving and people are putting more money into savings accounts. A new formula for working out the amount that rental contracts can be put up has been fixed at 2.2% for 2025.
A vital requirement for Almería is a good train service, and the completion of the Mediterranean Corridor from Murcia city to Almería city will bring the AVE (High speed train) here. Government figures are that 400 million euros was spent last year and all sections are in various stages of construction. Another 327 million euros is the cost of the underground
station in Lorca that is not scheduled to be completed until 2027.
As is normal, we list events that may be of interest to our readers is our ‘What’s On’ Section. This year, Easter Sunday is not until April 20th so all the associated dates and events are later than last year. The Águilas carnival is later this year and the major parades are on Sunday, March 2nd; Tuesday, March 4th, and the final one on Saturday, March 8th, followed by the closing ceremonies. Shrove Tuesday which is ‘Mardi Gras’ and also Pancake Day in the UK is March 4th , and carnival events are supposed to finish then, the day before the solemn religious start of Lent, Ash Wednesday, but the Águilas carnival always runs over.
Friday, February 28th is ‘Dia de Andalucía’ celebrating this date in 1980 when 90% of people voted in a referendum for Andalucía to become an Autonomous Community, that came into force in 1981. Autonomous Communities are responsible for running their own health service, schools and courts, and 50% of money that is paid in Spain in income tax every year is for the autonomous communities. As with other autonomous communities, Andalucía can set their own inheritance and gift tax thresholds that became very generous a few years ago. ‘Dia de Andalucía’ is a fiesta so the normal range of offices, banks and town halls will be shut along with schools. There are no other major fiesta dates in February.
The PSOE party, led by Prime Minister Pedro Sánchez, do not have a majority in Parliament. To obtain enough seats they had to join forces with the independence parties in Catalonia and there was a lot of horse trading to achieve this. Last year it was announced that state pensions would go up by 2.8% in 2025 which was just over the inflation figure last November, as is normal. The MOVES III scheme to give discounts on the purchase of electric vehicles and a grant for installing home charging points was extended from December 31st until June 30th, and an extension of discounts for travel was also announced with the same cutoff date. On Wednesday, January 22nd all these proposals were put in an “omnibus” bill to be approved in Parliament but the independence parties in Catalonia withdrew their support, claiming that Pedro Sánchez had gone back on some of his promises. The right wing Voz party abstained from voting and in view of this, the PP party in opposition, voted against the bill, so it failed with not enough votes in favour, although this was a last-minute decision on the part of the PP. Pensions paid in January went up by 2.8% but so far, not in February! The PP party do not want themselves to be seen as depriving 12 million pensioners of their increased pension, or the scrapping of the MOVES III and travel extensions, but what will happen during February is entirely unclear. Pedro Sánchez is determined to introduce the omnibus bill again and not split it into separate bills. Another casualty is the proposal to give Valencia another 2.2 billion euros so that the government assume 100% of the DANA reconstruction cost, not 50%. The president of Andalucía, Juanma Moreno, has announced that all the travel discounts in Andalucía will remain in place.
Tourists staying in apartments, so reducing the numbers for ordinary renters is a very hot potato, particularly in areas considered to be “stressed” including the Canary Islands, the Balearic Islands, Málaga, Madrid and Barcelona with a very high cost for long term renters. We comment on a 12-point plan to improve the situation and Airbnb being taken to court in other news items. Figures from last
year are that 94 million international tourists came here, 10% more than in 2023, and they spent 126 billion euros, up 16%. Estimates for the first four months of this year are that 26 million will arrive, up 9% on last year and they will spend 36 billion euros, up another 16%. Jordi Ereu, the Minister for Tourism, anticipates that total numbers of tourists this year will reach 100 million. He stated that the quality of accommodation and facilities were the key, and this led to more arrivals. In Andalucía, Juanma Moreno, the President, announced that 36.2 million tourists came to Andalucía last year, up 5.5% on 2023, and they spent 28.7 billion euros, up 13%, with a daily average expenditure of 82 euros per person. He considers that the number of international tourists will reach 37 million this year.
The minimum wage (SMI) in Spain has grown steadily in recent years, by 54% since 2018 and has gone from 736 euros gross per month in 14 monthly payments in 2018 to 1,134 in 2024. (Normally, the monthly payment for employees is the 14 payments divided by 12). “We are going to continue improving wages in our country, particularly the minimum wage, and we will convene the commission of experts to start the debate on the minimum wage”. This came from the second vice-president and Minister of Labour, Yolanda Díaz, at the Federal Congress of Employee Unions in November, prior to negotiations between her Ministry, unions and employers. Proposals at the start of January were that the SMI would go up by 3.4% to 1,145 euros gross per month or by 4.4% to 1,841, so that minimum wage employees do not have a loss in purchasing power from inflation. The exact percentage had not been agreed and announced as we go to press. The increase will affect more than 2.5 million workers in Spain, especially in sectors such as hospitality, agriculture and services, where salaries are generally lower. The aim is that the minimum wage in Spain is 60% of the average salary and this is an EU recommendation as well. When the increase is formally announced it will be backdated to January 1st. Normally, when the minimum wage increases the threshold for paying income tax is put up to the same amount, so those on the minimum wage are not taxed on the increase.
This time, the ‘Hacienda’ (Spanish tax authority) is saying that they might not do this, so 42% of the extra amount would be taxable. The large UGT union is complaining bitterly and threatening to boycott the minimum wage increase if the income tax threshold is not put up as well. There is also the proposed reduction of working hours later this year down to 37.5, and it was stated that this might affect the increase in the minimum wage. Sectors such as hospitality, domestic employment, services and agriculture will be affected the most because of the rise in labour costs due to the minimum wage increase, the reduction in working hours for the same wages and consequently, having to pay more overtime. We comment on the 37.5-hour week in another news item.
Pedro Sánchez, Spain’s Prime Minister, has put forward a raft of 12 radical proposals designed to increase the availability and affordability of renting a property by residents in Spain, to combat the “growing divide between rich landlords and poor tenants”. One of them is an increase in tax of up to 100% for non-EU property purchasers who are not legally resident in Spain, that would include UK buyers. He stated that the “unprecedented measure was necessary to meet the country’s housing emergency” and pointed out that “nonEU residents bought 27,000 properties in Spain in 2023, not to live in, but to make money from them, something that in the context of scarcity we cannot afford”. He then added that the measure would “prioritise that the available homes are for residents.” Initial panic and assertions that the tax was 100% of the property price appear to be wrong. Lawyers are currently of the opinion that the 100% refers to an increase in “the applicable tax” on property acquisition. At present, IVA (VAT) of 10% of the purchase price has to be paid on the purchase of a new property. There are no further details of how the tax would work, the government have not issued any clarification, nor a timeline for presenting it to parliament for approval as part of the comprehensive package. There might well be amendments to his proposals when they are fully debated in parliament. The “Golden Visa”
programme introduced in 2013 to grant residency to non-EU citizens who purchased properties without a mortgage for more than 500,000 euros will end in April. It is stated to be responsible for property price hikes and speculation.
From January 1st electricity prices have gone up by quite a large amount of money. The amount we pay is based on four categories and the first one is production costs, the cost of generating the electricity we use. Access tolls are for the cost of bringing electricity to homes and premises, and the system charge is a proportion to finance renewable energy installations and pay for the subsidy for vulnerable users. The last category is taxes specific to the electricity sector and IVA (VAT). IVA on our total bill, has now gone back to 21% instead of the reduction to 10% since 2021. The Ministry for Ecological Transition has put the system charge up 33% and a user of electricity with an annual consumption of 3,500 kWh (one kWh is using 1,000 watts for one hour) will see a rise of about 22 euros before IVA. Current calculations, for people on the variable rate PVPC tariff, are that the monthly bill for the average household will go up from 75 euros to 84 euros, an annual increase of 108 euros. From January 1st, the “forward buying” amount of electricity from the futures market has gone up from 25% to 40% and will be 55% next year. This is the medium to long term purchase prices and is designed to smooth out the daily market fluctuations. The cost of electricity day by day, on the PVPC tariff, has recently been fairly expensive,
partly due to the increase in IVA (VAT). Customers on fixed price contracts will also pay more according to their type of contract of about 13%. The Spanish OCU (Organisation of Consumers and Users) has made an analysis and states that the evolution of electricity prices this year is uncertain and will depend on various factors including the geopolitical situation, energy demand, and government policies. They conclude that the current changes point to a significant increase in the electricity bill for all consumers. The OCU considers that a reduced VAT rate of 10% (at most) should be applied to electricity permanently, regardless of the price of energy. Saving on electricity costs can be made on the contracted amount of power shown on your bill as ‘potencia’. This may be 3.45kW, 4.6kW, 5.5kW or the highest one, 5.75kW. If they are more than you need when you calculate the total power of all of your electrical appliances when they are on at the same time (but this is fairly unlikely) you can ask your electricity supply company to reduce it. If you look at the offers from alternative suppliers of electricity you might save money if you switch suppliers. All light bulbs that are on for several hours need to be the lower consumption LED ones and replacing out of date appliances that use more power than new ones is also cost effective over a period of time. As regards mains gas, for a person or family with a gas water heater and a gas oven, the cost went up by 8.9% on January 1st for the TUR1 tariff. If you also heat your home with gas, the rise is 10.5% for the TUR2 tariff. The cost will go down in the spring of course with reduced demand, as happens every year. As with electrical appliances, changing an old gas water heater or central heating boiler will save money on running costs. Switching suppliers may also reduce bills.
Ryanair is always complaining that airport charges in Spain are too high and have announced the cancellation of 18% of their flights to Spain this summer, which is 800,000 seats. They are stopping flights to the regional airports at Jerez and Valladolid and reducing flights at five other regional airports. Eddie Wilson, their CEO, blames the Spanish Air Authority, AENA, for their excessive charges
and states that they will operate more flights to Croatia, Italy, Sweden, Hungary and Morocco. AENA has aggressively hit back defending their airport charges and they state that they are far less than at other European cities and that the average cost of 10,35 euros per passenger, which was the cost in 2024, has been frozen for 2025. AENA plans to start “very serious talks” with the Spanish airlines Vueling, Volotea, Air Nostrum and Binter to increase their passenger numbers and take over the slots that Ryanair are cutting out. They stress that “we will not be blackmailed!” In contrast, Eddie Wilson has announced that there will be an increase of 1.5 million seats to other Spanish airports this summer, and states “I want to grow in Spain, and I want to do it with aircraft based in Spain.” If this happens, the numbers of passengers Ryanair carry in Spain this year will go up by 700,000!
The amount that people have to pay to rent a property can be a problem, particularly for the younger sector of the population. The property portal ‘Idealista’ chart the changes and in Almería province in July last year, one square metre (m2) costing 8,10 euros was the average price. This January it went down to 7,90 euros. In Garrucha last November it was 7,10 euros per m2 and it has now gone down to 7,00 euros. Mojácar and Roquetas de Mar are very different to the norm and in Mojácar in January 2024 it was 7,90 euros per m2 that rose to 8,00 euros and this January it was 9,10 euros. In September 2021 the cost was only 5,90 euros and Mojácar now has the most expensive price in all of Almería province, with the steepest rise. It remains to be seen as the year progresses whether this was a “blip” and the cost comes down, or whether it continues to rise.
Final figures for 2024 show that on Spanish roads 1,145 people were killed in 1,040 accidents, 14 more people than in 2023, and 4,634 people had to be taken to hospital. However, total journeys by road were estimated to be 463 million, 3.5% more than in 2023. Fernando Grande-Marlaska,the Minister of the Interior, has stated that the figures
are unacceptable and he intends to bring in more measures to try and get the numbers down. Deaths on motorways and dual carriageways went up by 22, and 122 new radars will be introduced with 60% on conventional roads and 40% on fast roads. The number of people killed who were not wearing a seat belt, not in a child restraint system or with no helmet was 184, the third highest in the last 10 years. 102 pedestrians were killed with three deaths of people on electric scooters. 479 people died because their vehicle went off the road, the type of accident that registers the most victims, followed by 252 deaths in headon collisions. 941 men died compared to 11% less women than in 2023 that went down to 213. The accident rate among young people reduced by 5% with the largest number of victims aged 45-54 and 228 deaths of people aged 65 or over. Fernando Grande-Marlaska stated there were no plans to introduce an upper age limit for elderly drivers. He also referred to the new alcohol limit at the wheel and hopes that Parliament will approve it “as soon as possible” with 29% of deaths from drink-driving. This lowers the 0.5 grammes of alcohol per litre in blood (g/l), down to 0.2 g/l that was agreed in parliament last October. “We want our message to be clear and forceful: the consumption of alcohol or drugs, no matter how small the amount ingested, is not compatible with driving.” He stated that alcohol and drug testing will increase this year with fines from 500-1,000 euros for drink-driving and 1,000 euros for being over the drug limit.
From January 1st, the Law 7/2024 introduces a new special tax relating to electronic cigarettes in Spain that comes into effect on April 1st. It applies to liquids containing nicotine that can be used in electronic cigarettes or vapes and the tax is based on millilitres of liquid. There will be a tax of 20 céntimos per millilitre on liquids containing more than 15 milligrams of nicotine, and for liquids with nicotine content below this threshold, the tax will be set at 15 céntimos per millilitre. As an example, a 10ml container with a nicotine content of over 15mg will have a price hike of 2 euros. This change is part of a broader effort to regulate
and reduce the consumption of vaping products, which have seen a significant surge in recent years. The Spanish Ministry of Health is working towards banning smoking in more public spaces, such as terraces, and restricting the promotion and sale of vaping products, particularly in areas accessible to minors, which will require parliamentary approval. A recent study published in the Lancet medical journal, based on 5,600 smokers from 2014-2021, states that switching to e-cigarettes gives a 31% improvement in respiratory problems compared to normal smokers. They do stress however, that any long-term affect from using e-cigarettes remains to be seen. Taxes have also gone up for cigarettes and hand-rolling tobacco from January 1st.
Final figures for the total purchases of properties last year have not yet been published, but for almost the whole of last year, interest rates from the Central European Bank were high, so mortgages were as well. Figures from notaries reveal that in Almería province, 49% of purchases were made from funds other than mortgages, the highest percentage for 10 years. Buyers were divided into various sectors and one of them was that during the pandemic there was a notable change in property ownership, because elderly people had died and left a property as an inheritance for their children. Many of these properties have now come onto the market, and these inheritors are using the proceeds to buy another property. Another reason is the purchases by non-Spanish people who often don’t need a mortgage and come from a medium to high wealth background. The third factor is parents giving money to their children as a gift, because the regulations in Andalucía make this easy without tax, and parents over the age of 60 are the ones that do this the most. The vast majority of these purchases are to provide a home, not an investment. Mortgages went down by 17% that is not good news for banks. Sales in general have been slowing down by 5.4 % in our province (although less in coastal regions), but local estate agents point out that this is much better than the 10% fall nationally. House prices went up by 4% in 2024 and there is probably going to be a further rise this year.
We have commented previously on money given to various countries to try and improve their detection of migrants to stop them leaving, and the presence of Spanish police and immigration personnel with the same aims. The Association for Human Rights of Andalusia (APDHA) report that in 2024 up to December, a total of 590 people lost their lives trying to come to Almería province, 30% more than in 2023. This is the highest number apart from the Canary Islands that are swamped by immigrants in fishing boats and deaths can reach 80% on the 1315 days journey. Deaths are due to overcrowding, totally incompetent navigators, no food or drink or lifejackets, running out of fuel, and adverse weather conditions. Algeria was the country that had the largest number of people setting off for our province which included many people from north Africa who went there for the sole purpose of getting on the boats. In all of Spain, 10,457 people died which was 8,498 men, 421 women and very sadly, 1,538 children. Total numbers of immigrants who made it to Spain was just under 60,000 but in Italy it was 160,000. In Almería province, as in other parts of Spain, strenuous efforts are made to identify the organisers who often portray themselves as “passengers” and many of them are sent to prison for human trafficking or causing deaths by negligence. Dead people washed up on beaches or found at sea have their fingerprints taken along with their DNA and their clothing is documented. The aim is that this is sent to countries where they have come from and may lead to their identification so that relatives can be informed.
During the period when there was economic hardship in Spain, the 4% IVA (VAT) on basic food items such as eggs, bread, fruit and milk was scrapped. During 2024 it was reintroduced slowly up to 2%, but it is now back to 4%. IVA on pasta and seed oils such as sunflower oil that was put up to 7.5% has gone back up to 10%, but olive oil will remain at 4%. The EU consider that the “super reduced” rate of 4% in Spain should be almost entirely abolished. Discounts for travel on buses and trains was expected to be stopped from January
1st, but after pressure from political parties it is in force for another six months although as we explain in our first news item, this is currently on hold. To qualify for the season tickets, people have to make a certain number of journeys in a fixed time period. The discounts are 30%, 50% and 100% depending on the type of bus, train and distance.
At present and until January next year, vehicles have to carry two warning triangles to be put in place in the event of an accident or breakdown, by a person wearing a ‘Hi-vis’ jacket, or they can use a V16 flashing light. Warning triangles are not obligatory on motorways because of the high number of people hit or killed whilst putting them out. After January next year the triangles cannot be used on Spanish roads, and it is obligatory that they are replaced by the V16 flashing lights. These were invented by two Guardia Civil police officers and in 2023, analogue types became available. A motorist can use these if they want to, instead of the triangles. They are a circular high intensity 360° yellow flashing light and a driver can put them on the roof of a vehicle without getting out, so they are much safer. They flash with a range of at least 1km for 30 minutes and the rechargeable batteries work for 18 months. From next January, only the digital model can be used that has a Telefónica eSIM card built in and when activated it automatically connects to the DGT (Traffic Authority) 3.0 system. Guardia Civil police will be able to tell when a flashing light has been activated and will know exactly where it is so that they can respond, but there is no indication of the type of
vehicle. When various help lights are activated at the same location on motorways, warning signs will be put on the overhead gantries. If a motorist wants to buy one now it is important that they are the digital model. The cost varies from 30-50 euros and the approved ones will have “Homologado DGT” in their description. From 2026 there will be a fine if a driver does not have one, but at present, they are only obligatory in Spain from next year, so the warning triangles should be kept for use in other countries. Visitors driving in Spain will have to use the digital V16 lights from next year.
Last December, Yolanda Díaz, the Spanish Minister of Labour came to an outline agreement with representatives of the business sector and unions. It was agreed that the working week Monday to Friday, will come down from 40 hours to 37.5, so half an hour less each day. It will have to be approved in parliament and then published in the Official State Gazette when it becomes law the following day. This will either be in the summer or the last quarter of this year. Employers have to pay their workers the same amount of money and part time workers will have a corresponding reduction in their hours. Companies in the hotel trade and agriculture are very much against the reduced working hours and point out that a 40-hour week allows for three shifts of 8 hours over a 24-hour period. There is a changeover period up to December 31st in the case of collective agreements between workers, unions and employers. If unions and employers decide that the 40-hour week needs to be kept in place for operational reasons, employees have to be given a wage increase of 2.5 hours per week. Employers have to keep a register of work hours per person and at present this can be handwritten. A new requirement is that this is a digital tally and a payroll document has to record any part time or overtime worked. These digital records have to be available for inspectors from the Ministry of Work for a period of one year and they have to be introduced within six months of the new law coming into force. At present, an employer can come to an agreement with their workers that they are not paid overtime for extra hours and the employee has to agree to
this if they are frightened of losing their job. A fraudulent weekly total of hours per person is then compiled. This particularly applies in the hospitality sector in the high season. The digital records are aimed to stop this, and an employer can be fined up to 10,000 euros. A novelty is that the 10,000 euros fine is for every employee when there has been fraud. Contacting employees by phone, emails or any other method when they are not at work will become illegal along with contact by third parties that have commercial links with the employer. This particularly applies to teleworking from home. A worker cannot be asked to sign a contract that allows employers to contact them out of hours.
Manufacturers of cars in the EU, including Spain, are describing 2025 as being a “make or break” year, or more ominously “survive or die”. This is because from this year the allowed average emission figure for manufacturers of cars has come down under the CAFE “Clean Air For Europe” regulations to 93.6 grammes of CO2, instead of 115.1 grammes, and from 2030 the CO2 level has to come down to 49.5 grammes. Many manufacturers state that they cannot comply this year except for small cars, and their SUV models certainly won’t comply. Fines for not meeting the new target are up to 19 billion euros. Spanish manufacturers claim that manufacturing totals of combustion cars may have to come down by 15% from 13 million cars to 11 million. The only way to stay in business is to sell more electric or hybrid “0” emission vehicles so that the average emissions comply. This means an increase of 20% to 22% of sales that manufacturers also see as being impossible, as it will means an 8% to 10% increase from the 12% in Spain in 2024. Tesla, Honda and Jaguar-Land Rover state that their emissions are an average of 69.9 grammes of CO2, well below the new 2025 limit. Kia nearly complies with 99.8 grammes, Renault, Nissan, BMW and Mitsubishi averages are down to 104 grammes, Mercedes-Benz are down to 111.9 but Volkswagen is over the 2024 limit at 118.5. They have announced a reduction in their work force in Germany of 35,000 employees up to 2030 but so far, none in Spain. Mazda, Subaru, Suzuki and Toyota
are down to 114.2 so all these manufacturers will have to sell a greatly increased percentage of “0” emission cars to get the average down or drastically decrease the production of combustion vehicles. José Recasens, President of Renault cars in Spain, states that with the goal of 5.5 million “0” emission cars by 2030, it means that 50% of sales have to be “0” emission ones every year, so one to every combustion car. He says that this is clearly impossible, with the 8.5 to 1 ratio at present, and massive fines would threaten manufacturer’s viability. Car manufacturers are asking the EU to postpone the 93.6 grammes of CO2 until 2027 but it remains to be seen if this will be accepted.
The Organisation for Economic Co-operation and Development (OECD) has improved its growth forecasts for Spain for 2025 and 2026. Last year it was 3% almost quadrupling the meagre 0.8% forecast for the eurozone as a whole. In 2025 the momentum will be smaller, but it will still be well above the average for the euro bloc, with an estimated growth of 2.4% and 2% in 2026 thanks to the good performance of consumer spending, the labour market, tourism, a strengthening of investment and European funds. In mid-December, the Bank of Spain published their own predictions and put the growth in 2024 at 3.1% and in 2025 a reduced 2.5% but this is up from their previous estimate of 2.2%. The EU criticise the high amount of Spanish debt, which it recommends tackling both on the expenditure side, with an improvement in efficiency, and on the revenue side, with an increase in environmental taxation and changes in IVA (VAT). These are two of the great pending issues that Spain has in the tax field. The EU state, “Fiscal consolidation remains vital to maintain a downward trajectory of debt, comply with the new EU fiscal rules, and accommodate spending priorities, such as those related to the ageing of the population.” We explain how the tax on diesel fuel has to go up in another news item. The EU point out that the impact on the public accounts of the aid package for the areas affected by the recent DANA, principally Valencia, is still uncertain. The President of the Bank of Spain states that the main
risk on the horizon is the policy advocated by the new Trump Administration. If an increase in tariffs is approved, it would end up having an impact on global, European and Spanish activity. People in Spain paid more money into their savings accounts in the last quarter of 2024 so this shows that the economy is improving, and this was 1.6% higher than the same period in 2023. This is put down to the highest number ever of employed persons that went up to 21.3 million after 502,000 people started paying into the Social Security system last year, and the number of unemployed people was the lowest in Spain and Almería province since 2007.
In another news item we comment on the growth expectation in Spain for 2025, and an EU proposal that some extra taxes and a rise in IVA (VAT) by scrapping some of the zero rates are needed to balance the books. One of these is equalising the tax burden on diesel and petrol so they cost the same amount of money. This is a requirement to continue to receive “Next Generation Funds” of 79 billion paid to Spain by the EU in stage payments of 7.9 billion euros until 2026. Pedro Sánchez, the Prime Minister, has to comply with this and he doesn’t have any wiggle room. Diesel fuel is about 11 céntimos cheaper than petrol so the difference will be dealt with by putting diesel prices up by the same amount. This applies to ‘Diesel A’ used in cars but not the type ‘B’ used by transport companies. Filling a car with 50 litres of diesel will cost motorists an extra 5 euros 50 céntimos. If this has not been done before the start of March, some of the next sixth stage payment from the EU will not be handed over. Plans to approve this on December 24th to take effect from January 1st did not receive enough votes in parliament so it was postponed, and a start date of April 1st has been suggested. One political party considers that it is an unfair tax on people that do not have very much money and diesel cars are predominantly the ones they own. The extra income from the increased tax will be 1.6 billion euros which would go towards reducing the government debt burden, another requirement from the EU. The Spanish government have proposed an exception to this measure that
would temporarily suspend it in the event that a litre of diesel exceeds 2 euros. Previous EU conditions for Spain to receive the stage payments have been a review and alterations of pensions and the scrapping of temporary work contracts in general.
The Spanish department of Consumer Affairs has opened disciplinary proceedings against Airbnb. The complaint is for renting tourist accommodation, after warning the company “unsuccessfully and repeatedly”, of the need to remove “imminently” thousands of advertisements in various autonomous communities. These are advertisements for accommodation that do not show the relevant licence number which is illegal, particularly if there is no such licence. All these “serious infringements” of the regulations could lead to fines ranging from 100,000 euros to between four and six times the illicit profit obtained that would probably total millions of euros. The investigation and compiling of information started last June. The Directorate General for Consumer Affairs states that all these initiatives are part of the objective of trying to tackle the housing crisis in Spain, an issue considered to be one of the main problems facing our country. “There are thousands of families living on the edge in our country because of housing, while a few get rich with business models that expel people from their homes. No company in Spain, no matter how large or small, can be above the law.” Airbnb has stated that the Consumer Affairs Department “has deliberately ignored the rulings of the Supreme Court of Spain and the Court of Justice of the European Union that have made it clear that not all listings on Airbnb require a licence number.” In addition to the sanctions from the central administration, the municipal plans of two large cities, Barcelona and Madid, are trying to take rented tourist accommodation out of the historic centres to silence citizen discontent over an uncontrolled growth that has reduced the supply of rental housing and has skyrocketed prices. Madrid has approved a plan to veto from August 2025 any tourist apartment in a building where it shares space with resident neighbours. The only exception is if it has an independent
access to the street (something that only a minute number have). As we have commented before, the mayor of Barcelona has announced that from 2028, all licences in the city centre for tourist accommodation will not be renewed.
Almería badly needs the arrival of the ‘AVE’ (High speed train) coming from Murcia, but the underground section in Lorca city has a completion date of mid-2027. Following testing on the whole of the line, the arrival of the trains in Almería, given as 2026 for a very long time, is probably 2028, with luck. Currently, trains from Almería to Madrid take a very long time when they go via Granada with a wait of up to three hours at Granada before the next AVE train to Madrid. The worst journey time is just over nine hours! In 2018 it was announced that a track changeover unit would be built in Granada with special trains that have two sets of wheels. These are for standard Spanish track width and the European AVE one. At the changeover unit, trains have both sets of wheels in contact with the respective track width, and then the wheels of the ones that are no longer needed are lifted up automatically. Put out to tender in 2019 the cost was 7.7 million euros with a stated journey time of “just over 5 hours” but there were continual delays. Last December 15th the first of these trains left Almería at 8.08 am to arrive in Madrid at 14.57 pm (6hrs 49mins) but the final cost of the changeover unit was 14 million euros. The special Alvia S-730 trains use diesel fuel to Granada and then overhead electricity to Madrid. Up to December 15th the fastest train journey was on a Talgo intercity train that don’t go via Granada, with several stops,
and the total journey time is 6hrs 56mins. Critics point out that the cost of 14 million euros for the changeover unit only has a reduction in the journey time of 7mins, so it has cost 2 million euros for each minute saved! The Alvia trains are not as luxurious as the AVE ones, but there is a cafeteria and only two stops after Granada.
Spanish state retirement pensions have gone up by 2.8% from January 1st based on the inflation figures last year, and this will apply to 180,000 people in Almería province who received the rise in their January pensions. What will happen in February or March has not yet been decided after political wranglings. There is an important change in private pensions, usually bank ones. From January 1st people can withdraw in one lump sum the amount they paid in prior to 2015 together with the appropriate interest. The total amount that could potentially be taken out of these private pension funds in all of Spain is estimated to be 64 billion euros and banks are hoping there will not be a stampede. For a person who needs the money this is very good, but there is a catch. Money withdrawn from pension funds counts as income and is subject to tax in the annual ‘renta’ tax return made every year before June 30th for the previous tax year. If a person is lucky enough to earn 60,000 euros per year, the tax is 37% so if they are able to get back 50,000 euros this year from their pension fund from before 2015, the taxman will take 18,500 euros from the income tax declaration in June 2026 for 2025. People earning less money will pay less tax with a reduced rate, but this has to be taken into account.
From June 24th EasyJet are operating flights from Bristol to Almería on Tuesdays and Saturdays. Javier Gándara, their CEO has explained, “Each new connection we launch responds to our constant effort to strengthen connectivity wherever our passengers ask us, giving them new travel options where they need it.” EasyJet already have UK flights from Southend-on-Sea, Gatwick and Luton. The airline Binter that started operations 35 years ago
will start flying between Almería and the Canary Islands from April 1st on Tuesdays and Saturdays. Flights will arrive and depart from the Gran Canaria Airport but for passengers who then want to go to another island there will be a free connecting flight. In the high season they have a total of 210 daily flights with 19 national flights, 11 international flights, and the connections between all the islands. Their Embraer E195-E2 aircraft have only two seats either side of the aisle with good legroom and they provide a gourmet aperitif during the flights. Carry-on-luggage is free. In 2023 it was recognized by the OCU (Spanish Consumer Organisation) as the best Spanish airline based on the opinion of passengers regarding service, prices and quality.
After the steepest rate hike in history, last June the European Central Bank (ECB) lowered the official cost of money. Since then, it has done so on three other occasions, finishing up at 3.25% last December. These reductions have been reflected in the ‘Euribor’ (which does not depend directly on what the ECB does, but tends to follow the trend) which dictates the mortgage offers from banks. It was 3.6% at the start of 2024 and whilst figures are not yet available for January it was 2.46% at the end of December. Variable rate mortgage holders with an annual revision at the end of each year will see a significant reduction. This has encouraged more people to look for (and find) a house. María Matos, head of the internet portal Fotocasa considers that buyers are thinking “now or never”, and it is an intense demand, which has been almost stagnant for two years. There is a catch 22 however, as house prices went up 4% in 2024 with an expected rise this year, so a buyer needs a larger deposit (usually 20%) and a more expensive mortgage. Sergio Carbajal, head of mortgages at the comparison site Rastreator, agrees with María. “We have seen more demand, mainly because rates are falling.” He states, “The typical customer is a 39-year-old person, with an indefinite contract (so a stable job) and who is asking for a loan with an average term of 23 years but there is not much variation in the type of mortgage product that home buyers want. 72% go for a fixed interest
mortgage, (with the same payment every month for the whole of the mortgage term) and 27% choose the relatively new mixed mortgages with a few years of fixed payment that then becomes variable. At the moment, no one believes that the entry of more young people into the housing market is going to be significant, because they cannot afford a mortgage.” María Matos warns, “Property prices are going to continue to rise which is going to reduce the market at some point and maybe that’s what we will see in 2026, along with a possible increase in the Euribor during 2025.”
The OCU is the Official Spanish Consumer and User body. In the UK the equivalent one is Trading Standards, but the OCU have a lot more power. They approve mergers if they are not against the public interest and mount investigations if they consider businesses are operating a cartel and have fixed prices between them. They can, and do, raid the main headquarters of businesses they are investigating, take away paperwork and computers and hand down very large fines if they consider they are justified. Recently, they published a report criticising variable pricing. Airlines were at the top of the list of course and our readers will know that prices change frequently, sometimes whilst you are trying to book! OCU investigators monitored one flight price over a period of 24 hours and there were six price changes with none of them the same amount of money. In one case, the price for a Monday morning flight was 80 euros more on a Friday evening flight. They point out that cost per passenger with the same number of people is the same whatever the time of the flight. People in Spain accept that hotels have winter and summer prices and also special rates at Christmas and Easter. However, if there is a large concert nearby, or a congress, hotel prices go up sometimes by a large amount. The OCU point out that if a hotel is normally full, their costs per night are fixed and there is no justification for a price hike. They also condemn people such as Taylor Swift in the past and Oasis recently, who operate a “dynamic pricing” booking system for their concerts. The starting price for tickets can go up to absurd amounts of
money that they consider is totally unjustified. In the UK, the Consumer Affairs Minister complained about Oasis pricing and pointed out that booking agencies cannot use dynamic pricing unless they have approval from the performers. The OCU heavily criticise some websites where customers can buy a particular item. Algorithms store the number of times a potential purchaser looks at the price and they use “personalised pricing” so they often put the price up for this person who buys it in case the price might go up again. Someone who makes one visit to their website and then buys the item can often pay less money. The OCU state that storing customer information of this type is totally illegal under data protection laws.
In 2021 a law was passed in Spain decreeing that ‘riders’ who made deliveries to clients, usually on bicycles, were ‘falsely self-employed’ and the company had to give them employment contracts and pay Social Security as normal. Glovo, with an estimated 15,000 riders has never done this, has been fined numerous times, and owes an estimated 267 million euros to the Social Security department in unpaid contributions. The law changed in January 2023, with prison sentences of six months to six years and a large fine over six to 12 months for “those who impose illegal conditions on their workers by hiring them under formulas outside the employment contract or maintain them against an administrative requirement or sanction”. This was particularly aimed at the owners of companies personally. On December 2nd, a day before he had to appear before the High Court in Madrid accused of crimes against worker’s rights, the Glovo CEO Oscar Pierre announced that they would comply with the law and employ their riders “soon”. The company Delivery Hero that own Glove has set aside 100 million euros that will affect their balance sheet and anticipates an expenditure for fines and Social Security payments of 440770 million euros. Just Eat, that did comply with the law, claim that Glovo has been operating in a manner that affects Just Eat profits and they have gone to court to claim 295 million euros in compensation for unfair competition. Unions are
waiting to see what conditions Glovo will introduce and how much they will pay their workers.
The Almeria Guitar Museum that bears the name of one of the most famous guitar makers in Spain and the world, is in the news again. The president of the Guitar Society of Almeria, Joaquín Carrillo, states that there is a widespread discontent among the devotees of the genius born in La Cañada in 1817. Years go by and his figure and achievements still do not have the projection that this guitar builder from Almería deserves. He is considered to be the creator of the modern guitar, and the one who transformed a popular instrument into a symbol of musical and technical excellence in the second half of the nineteenth century. Carlos González has been its director-curator since it opened its doors at the end of 2013. He states that most of the instruments are donated altruistically from luthiers and artisan owners because the museum does not have funds to invest in guitars. “All of us who love the figure of Antonio de Torres are very hurt and disappointed with the deficient situation. He deserves greater recognition, and investment is needed. The Museum has no regular programming, it only opens on Saturdays and we have been asking for more than two years to install air conditioning because in summer you cannot be there,” he argues. The city council recently bought the second oldest guitar dated in 1853 from Consuelo Alarcón, built in Seville after Antonio de Torres moved there, but another purchase that was recommended was not made. This guitar had been on loan to the museum for several years. After a lot of pressure, the Spanish Ministry of Culture
stopped the auction of a guitar he made in 1865. A French auction house accepted a bid of 176,000 euros on November 6th but fortunately the sale was prohibited as it was officially declared to be a “Spanish Asset of Cultural Interest” and the guitar was not allowed to be given an export licence. This guitar had also been on loan to the Almería museum.
In his last term as President, Donald Trump was highly critical of NATO countries that were not spending 2% of their gross national product on defence that was agreed in 2014 with a 10-year target. It is highly likely that he will return to this hobby horse and he went so far as to say that he would not come to the defence of those allies who did not comply with the 2% commitment, calling them “defaulters”. He claimed, incorrectly, that the percentage is paid to Washington. NATO, with 23 of the 27 EU states that are members has asked those that do not pay 2% to rectify this as soon as possible. Spain is singled out because their percentage last year was only 1.28%, with the 2% not scheduled to be reached until 2029. Spain has been a member of NATO since 1982 and they do provide troops in the Baltic countries, in Turkey (where they man a Patriot anti-missile battery), Romania and Iraq. NATO considers that the percentage should be increased to 3%, and there is a summit meeting at the Hague in July where this may be adopted, although many countries consider this to be unrealistic. Donald Trump wants to raise the spending commitment to 5% (more than double the current 2%) and it is anticipated that he will begin to demand it from European allies. This is considered to be a “utopian” figure and not even the United States comes close to this at 3.38%. Poland spends 4.12% as Russia is seen as a very real threat, Estonia 3.43%, and Latvia 3.15%. Percentages in many countries have increased since Russia’s invasion of Crimea in 2014, and to a greater extent since the full-scale war.
The restaurant and cafeteria at the Torrecárdenas hospital in Almería city, out of action since June 2022, reopened on February 1st. The chef José Alvarez, from La Costa restaurant in El Ejido which
has one Michelin star, will supervise the menus and food preparation as a consultant. The restaurant has three areas for members of the public, hospital staff and those who are at the hospital “on call” during the night. A hospital spokesperson has stated that it is a vital service and a refuge for staff and visitors to take a break for meals or just a coffee. One of the conditions is that the daily menus for meals, with three choices for each of the three courses, will be changed every two weeks and cost no more than 9,50 euros for the general public and 8,50 euros for staff. The company Aramark, who have a three-year contract with a possible extension for another two years, has operated restaurants of this type in hospitals, colleges and residential homes for 30 years. Altogether they have 3,500 employees in 771 locations in Andalucía and there will be 29 employees at the hospital. When the new six storey car park has been built, there will be a restaurant on the top floor.
From January 7th the Disney Channel is no longer available on Spanish TV as a free-to-air channel which has been the case since 2008. Instead, programmes can be watched on the Disney + subscription channel. Although the channel oscillates around 0.7% of average monthly screen share, it has reached peaks such as those achieved in June 2010 with a 2.4% share, or the 4% it achieved in November 2016 with the broadcast of The Lion King in prime time. It is the channel that broadcasts two of the most popular children’s series of the moment, Bluey and Miraculous. After its disappearance, only two channels dedicated exclusively to children and young people will remain on free-to-air Spanish TV, Clan (from RTVE) and Boing (from Mediaset). Born in the United States in 1983, the channel came to Spain in 1998 as a subscription channel until July 2008, when it became one of the free-to-air ones.
A pair of beige trousers bought from the company Zara were put in a textile recycling bin in Madrid. Along with another 28 items of clothing disposed of in 11 major Spanish cities, Greenpeace tracked their progress with geolocators sewn into the clothes. The trousers went to the United Arab Emirates
along with five other items and then on to Marfil in the African continent. The journey was 22,000km and the trousers finished up in a city petrol station where their further progress was lost. It is assumed that the geolocator was removed and they were then sold. A jacket put in a recycling bin in Valencia went to Tulcea in Rumania fairly quickly, before being sold in a second-hand clothes shop. This was the only item that finished up in Europe, and other countries where the items were tracked were Pakistan, India, Egypt, Togo, Ghana and Chile. Greenpeace point out that these long journeys, an average of 10,000km totally destroy the idea that recycling is environmentally friendly and they should all have been processed and recycled in Spain, according to the composition of the textile.
A driver in Barcelona was stopped by police because he was driving in a bus lane. The police noticed that he had covered the mandatory letter ‘E’ for Spain with a blue sticker that read ‘CAT’ (Catalonia). The driver told the police that he had put the sticker on 20 years ago, but he received a fine of 200 euros. It is the same amount when something prevents a number plate identification if the plates are poorly placed, deteriorated, bent, broken or with blown bulbs. The current registration system was launched in 2000 and is used by approximately 82% of cars and 77% of motorcycles. A white background plate has two blocks of numbers (0000) and letters (XXX) in black. On the left, a blue band with the logo of the European Union and the E of Spain. Vowels are not used as part of the three letters, (to avoid combinations such a PIS, ETA or ANO) and the Ñ and Q are not used. Licence plates with a blue background signifies that the vehicle is a taxi, or an ‘Ubi-type’ vehicle, and a red plate is used on the back of trailers. Moped licence plates are yellow, and a green plate is a temporary plate for individuals whilst the normal colour plate is being manufactured. Police forces have specific letters such as CNP (National police) and PGC (Guardia Civil police). From year 1900 to 2000, number plates started with one or two letters indicating a province such as A for Alicante, AL for Almería, M for Madrid and MA for Málaga. Number plates can be oblong or square but only made to the designated size.
Rafflesia Arnoldii, also known as the “corpse flower” or “giant padma,” is a species of flowering plant that is native to the rainforests of Sumatra and Borneo. This plant is known for producing the largest individual flower on Earth, which can grow up to a metre in diameter and weigh up to 9 kg. The flowers have a strong and unpleasant smell of decaying flesh, which attracts flies and beetles. It was first discovered in the Indonesian rainforest in 1818 by the French botanist Louis Auguste Deschamps. The plant was named after Sir Thomas Stamford Raffles, the founder of Singapore, who was the governor of Java at the time.
The primary reason why white chocolate is not considered chocolate is because it lacks one key ingredient; cocoa solids. Unlike traditional chocolate, which is made from cocoa solids from cocoa beans, white chocolate is made solely from cocoa butter, sugar, and milk solids. Cocoa butter is the fat extracted from cocoa beans during the process of making normal chocolate. While white chocolate does contain calcium and a small amount of iron, it lacks the health benefits associated with dark chocolate, such as antioxidants and flavonoids. It can be used as a substitute for dark chocolate in certain recipes.
Ingvar Kamprad left school age 17 in 1943. To reward him for doing well in school in his last year, Ingvar’s father gave him a small sum of money which he used to set up a company selling pens and wallets. In 1948 he started selling furniture, signalling the start of the IKEA range as we know it. He had a brochure that stated, “Our low prices – by far the lowest in the land (Sweden) – are possible thanks to a high turnover, direct delivery from the factory and very low overheads.” In 1953, IKEA adopted the flatpack. These selfassembly products proved very popular and were the solution to cutting costly transportation.
The Great Pyramid of Cholula is at a complex located in Cholula, Mexico. The complex is the largest archaeological site of a pyramid in the world, as well as the largest pyramid by volume. It is only 25m (82 ft) above the surrounding plain, which is significantly shorter than the height of the Great Pyramid of Giza that is 146.6m (481 ft), but much wider, measuring 300m by 315 metres (984 ft by 1,033 ft) in its final form compared to the Great Pyramid’s base dimensions of 230.3m by 230.3m (756 ft by 756 ft). The pyramid is a temple that has traditionally been considered to be dedicated to the god Quetzalcoatl.
Our teeth are unique and none of the 32 teeth in your mouth are the same shape. They are like fingerprints and no two people have the same teeth, not even identical twins. As portrayed in crime dramas, a forensic odontologist can take measurements and photographs of bite marks on a victim and match them to a mould taken from the teeth of a person who is a suspect. If your teeth are chipped or damaged, only a dentist can repair them or make replacements. Unlike other parts of your body, like muscles and certain bones, teeth are not alive and are not self-repairing structures. Fluoride in drinking water protects our teeth.
On the first day, they filmed the last scene of ‘Sorcerer’s Stone’ where Hagrid and Harry bid farewell at the railway station at Hogsmeade. Dan Radcliffe was wearing contact lenses to make his blue eyes green and he had an allergic reaction to them. His eyes were red and swollen and they had to take them out, but it was quite appropriate for the scene where he was saying goodbye to Hagrid. He was also allergic to the first pair of his iconic round glasses and the nickel frame material had to be changed. They had no lenses to stop reflections from lights behind the set, and the plain glass lenses were added in the post-production stage.
Alaw in Spain from 2021 on Climate Change and Energy Transition, established the legal requirement in 151 cities with more than 50,000 inhabitants to designate low emission zones (LEZ or in Spanish, Zona de Bajas Emisiones (ZBA)). Vehicles can enter freely with the appropriate DGT (Spanish Traffic Authority) sticker. Without the designated stickers, vehicles cannot enter these zones and will be fined if they do. The zones had to be operational from January 1st, 2023.
A National Ombudsman (El Defensor del Pueblo) heads a body that can rule on matters that relate to Spain as a whole and his rulings are legally binding. He has published a report listing cities that have not introduced the LEZ/ZBA zones, or are slow in putting them in place. He states that various reasons are being given as to why they are not in operation, such as not being sufficient time to introduce them, technical problems with installing signs and cameras, a lack of qualified technicians, no available budget, claims that pollution is low anyway, or they have put in place other systems.
He rejects all these excuses and states, “The objective of LEZs/ZBAs is not only to combat pollution but also to mitigate climate change, and emissions of polluting gases harmful to health are only a part of this. The legal requirements cannot be substituted by other ones”. He has told 33 cities that they must put them in place, and in other cases criticises the time taken from approval to fully implementing them. Murcia city did not reply to his request for information, and Alicante city has put in place their own system, with minimum restrictions and no fines that is not based on the LEZ requirements.
Almería city set up the zones from January 1st last year and a fine of 200 euros (with a 50% reduction for prompt payment) will apply “soon”, after an “education campaign” by the Policía Local. Vehicles need to have a “0”, “eco”, “C” or “B” sticker. The zone is in force from Monday to
Friday 8am-8pm, not weekends, and it applies mostly to the historic part of the city and part of the port area totalling 54 hectares (0.2 square miles). A company has been awarded a contract worth three million euros to operate the scheme for the next three years. 18 video cameras have number plate and sticker recognition software that can generate a fine if applicable, posted to the registered keeper of the vehicle.
The exact emission status can be found on the DGT (Spanish Traffic Department) website, by entering your (Spanish) number plate. The “0” category, the most efficient one with a blue sticker, is for electric vehicles, plug-in hybrids with a range of more than 40 kms, and hydrogen fuelled ones. The “eco” category, with a green and blue sticker, is for hybrid or plug-in hybrid vehicles with a range of less than 40kms, vehicles powered by natural gas (NG), compressed natural gas (CNG) or liquefied petroleum gas (LPG). The “C” category, with a green sticker, is for petrol vehicles registered from January 1st 2006 or diesel vehicles registered from September 1st, 2015. The “B” category with a yellow sticker, is for petrol cars registered from January 1st, 2001, to 2005 and diesel cars registered from January 1st, 2006 to 2014 (Not allowed entry in some LEZ zones).
Post offices supply the circular adhesive sticker after seeing your vehicle documents at a cost of 5 euros and they print them out on the spot. They have to be displayed on the bottom corner of the passenger side of the windscreen.
Following the disastrous floods in Valencia last October, the total number of damaged vehicles came to an estimated 150,000, at 20 locations in various municipalities. 128,000 so 85% were written off, as the cost of repair was a minimum of 75% of the insurance book price. The authorities in Valencia are giving 2,500 euros to everybody whose vehicle has been scrapped, irrespective of whether they buy a replacement one. Central government is giving a grant of 10,000 euros if a new DGT eco “0” rated vehicle (electric, hybrid or hydrogen) is purchased, or 4,000 euros if it is second hand from a dealer. Conventional fuelled diesel or petrol vehicles have a grant of 5,000 euros or 2,000 euros respectively.
To permanently take a car out of circulation in Spain, paperwork has to be processed through the local ‘trafico’ office, part of the DGT (Spanish Traffic Authority), and a certificate is issued from the scrapyard. This procedure is known as putting the car in ‘baja’. Trafico notify your town hall where the vehicle is registered for the yearly road tax (Permiso de Circulación) and this normally relates to January 1st. The fee has to be paid corresponding to the year in which it is scrapped or sold.
In Valencia, the paperwork is being processed centrally, and the intention is that all the vehicles will be moved to one place as there is a health risk from the mud that covers or fills them and also sewage. Authorized (CAT) scrapyards handle the dismantling and recycling and there are 1,200 centres in Spain which are able to do this, with 64 in the Valencia area.
Scrapyards remove everything from the vehicle until there is only the shell remaining. They make their money by selling components that they remove, from vehicles of all ages. The problem in this case, unlike cars that have been in accidents and are clean, is the mud. Many parts will not be able to be sold if they are full of mud along with damage to doors and seats. In many cases,
water and mud has gone into the engine when the vehicle has been totally submerged, but most engines have aluminium parts so these can be removed and sold as scrap metal. A major Valencia scrapyard owner has commented that money from selling second-hand parts will be “almost nil”. Plastic, foam rubber, rubber and wiring looms are bought by industries such as the ones who make cement, as the thermal energy released when they are burned is very high. After removing everything, the shell is crushed into a cube using large hydraulic rams.
These are sent to a fragmentation centre and there are 27 of these in Spain. The cubes are shredded into small pieces and put on a conveyer belt. Ferrous metal is removed by electromagnets and then further reduced in size. 13% to 15% of metal in a car is aluminium, copper or zinc and these are reclaimed in special tanks. The density of these metals determines whether they float, partially sink or totally sink. Foundries buy all these metals as it is cheaper than buying them as raw materials. The fragmentation centres, who will have dealt with vehicles that have been underwater before, have an additional problem this time. They use filters to stop dust going into the atmosphere and dirt from dried mud soon blocks them, so they will have to be changed and cleaned regularly. It is estimated that the disposal of the 128,000 vehicles will take at least six months and will not be easy.
TheEl Moresco hotel in Mojácar Pueblo, with 10 floors and 147 rooms for 300 guests, has been shut and abandoned since 2008. Mojácar town hall have announced that they have come to an agreement with the present owners, the Banca March in Mallorca, that it can be reclassified as a hotel. It needs very substantial renovation to provide the usual facilities for guests, areas for celebrating events and meetings, a bar and restaurant, and the rooftop swimming pool. The approval for the reopening is dependent on the owners complying with various conditions such as work starting within 12 months.
The hotel welcomed people on package holidays from the Horizon Holiday Group when it opened in 1973, and during the low season it took in Spanish pensioners as part of the subsidised scheme that provides cheap holidays for the elderly. When package holidays became less attractive because of the introduction of low-cost flights, it ran out of guests.
The original developer who owned the land, was a Belgian empresario, Van der Vert. The company Laing Ibérico built it, and it is stated to have a high resistance to earthquakes (They also built the Guardia Vieja complex in Mojácar). They were the Spanish subsidiary of the large UK construction company John Laing. There has never been any parking as the package holiday tourists arrived in coaches and the current plan is for 2000m2 of parking on adjoining land. Originally, there was a car park planned below the hotel with access from the Mojácar-Turre road and lifts up to the hotel but it was never built owing to the cost.
The previous owner was Arturo Fernández, a businessman from Madrid, and his Arturo Cantoblanco Group ran the hotel from 1998 until it closed in late 2008. They had bought it from the Spanish Servigroup hotel chain that had bought it from the UK Bass Holdings company. The Cantoblanco group had 135 hotel and restaurant establishments throughout Spain before they
declared bankruptcy in 2013. In 2008, Arturo Fernández was awarded the Indalo de Oro medal given to people who have made a substantial contribution to Mojácar. In 2013 there was a proposal at a council meeting that he should be stripped of this honour because he had accrued a very large sum of town hall debt from not paying the annual IBI (rates), reputedly over 100,000 euros, since 2008.
In 2009, a grant of 1.6 million euros was agreed by the Tourist Department of the Junta de Andalucía to refurbish it and reopen and an initial 20%, 320,000 euros, was advanced. No work was done and the Junta subsequently started legal proceedings to recover the money. In 2020 it was auctioned off by the public company Avalmadrid, a venture capital company owned by the Madrid Community that had taken the hotel as security in 2007 for a loan to Arturo Fernández. 1.9 million euros was still owing that had not been repaid, so they foreclosed on the loan. The suggested purchase price of 8.6 million euros at auction attracted no buyers because the hotel needed so much restoration. Banca March, the tenth largest bank in Spain, who had partly guaranteed the loan then became the owners paying an unspecified amount of money.
A few days after the town hall announcement, a spokesperson for Banca March stated that they had paid the outstanding IBI from when they became the owners and were in discussions with hotel companies that might be interested in running it eventually.
Since January 2024, a committee of 50 Spanish experts have been studying the use of mobile phones and digital technology for small children and adolescents.
Their 231-page report with 107 recommendations was presented to parliament in December. The general recommendations are for “progressive access” of minors to digital devices and not to expose children under the age of three to any mobile, tablet, computer or screen. Their use from three years to six years of age is not recommended. “As an exception, in case of necessity and on a oneoff basis and under the supervision of an adult, it may be allowed, with the aim of maintaining social or family contact”. They advise “limiting the use of digital devices by adults in the presence of minors until the age of six.” As regards schools, individual digital devices should not be used, although the use of collective teaching tools will be allowed, under the appropriate supervision.
Between the ages of six and 12, they strongly suggest that the use of devices (without internet access) be strictly limited and that educational activities should be prioritised. “If it is decided that a device is used, it should be under the supervision of an adult and accessed with pre-set limits and content adapted to their ages and capacity.”
Between the ages of 12 and 16, the use of analogue “dumb” phones should be prioritised, without internet access. The experts urge parents to “delay the age of the first smartphone with an internet connection as long as possible” and if given to a child under 16, “parental control is needed to limit and monitor access to content and time of use, without access to social networks and with an agreement on the time, type of use and with emphasis on digital education, practical and up-to-date for both minors and adults.” In schools, basic vocational training will be allowed, but “only as a didactic tool, duly justified and supervised, and taking into account the age of the students”.
The experts denounce that “there is no control” over the algorithms that social networks such
as Instagram, TikTok or YouTube Kids implement to encourage people to use their platforms, particularly children. “Although platforms usually require a minimum age to register (between 13 and 14 years old), there are no robust age verification systems and the age should be raised to 16, already in force in some countries including Australia.” They point out that “the use of these platforms is usually free, and this means that they are financed with the collection of personal data, used for profiling and advertising purposes, representing a risk for children and adolescents”.
The report recommends training for the whole family dealing with “issues of privacy, cybersecurity, legal responsibility for acts committed on the internet, as well as tools and other resources and training to make the most of the time invested on the Internet (learning languages and perfecting talents and hobbies through tutorials, etc.).”
The experts advocate educating minors by parents and health professionals to the impact of digital media on health, (sleep problems, less healthy diet, worse physical activity, cardiovascular risk, visual fatigue, and a decrease in brain volume) as well as “the absence of social interaction with the deterioration of family relations”.
In addition, digital devices marketed in Spain should include labelling warning of the main health risks involved in their use, as well as access to content that is not appropriate for the development of children and adolescents and the dangers of pornography. These are far reaching proposals!

Agatha Crusty (pronounced Croosty) is a crime novelist and she’s also pretty adept at solving crimes! When her sister-in-law Alice invites her to spend a few days with her in the village of Chortelby, it’s not long before she gets caught up in a series of murders which seem directed at the All Saints Village Hall Committee.
From Toby, the vicar and Eleanor, Chair of the Committee, to Harry Knott the caretaker and identical twins Olivia and Oliver TrusscottPratt, there are plenty of suspects. And with an investigating officer as incompetent as D.I. Twigg, there are plenty of laughs as the murders begin to pile up!
But, while packed full of wit and very funny scenes, this is also a genuine murder mystery with an ingenious plot which will tax the little grey cells of the audience at the same time. Watch out for the “red herrings”. This play is approaching 1,000 performances in the UK, Australia and America and as far as we know, this is the first performance in Spain.

On Friday, 17th January the Teatro Apolo in Almería was the setting for the premiere of the documentary “Consenso Victoria” (Victoria Consensus), a production filmed entirely in Mojácar that highlights the joint effort between civil and military institutions to establish a comprehensive response model to intentional mass-casualty incidents (IMCI). Mojácar Council, Vera Council and the Escuela de las Tres Armas are collaborating on the event.
“Consenso Victoria” adapts international tactical response strategies, such as the renowned Hartford Consensus, to the Spanish healthcare context. This model focuses on the training, coordination and active participation of all the agents involved, from citizens to specialised teams, to tackle critical situations such as terrorist attacks or incidents with active shooters.
In March 2024 Mojácar was the base for a pioneering simulation that brought together emergency professionals, security forces and healthcare personnel. This exercise, carried out in a realistic environment, illustrated the civilian tactical survival chain, and was included in the documentary. According to the Mayor, “this simulation was not only a unique training experience, but also a demonstration of how effective coordination can save lives.”

Mojácar now has a Municipal Play Centre located in the CEIP Bartolomé Flores school. It opens its doors from Monday to Friday, from 5-8pm, offering a play-based and educational space for children and an opportunity for the parents to enjoy complementary activities.
“This is a great step forward for our municipality,” said Francisco García, Mayor of Mojácar. “The Municipal Play Centre is a service that we have never offered before and which responds to a growing demand from our families. We are proud to be able to provide this space, which not only looks after our children, but also encourages a work-life balance.” The Mayor also highlighted the multiple benefits that the play centre will bring to the community: “Our little ones will have the opportunity to take part in educational, creative and entertaining activities designed by professionals. Meanwhile, parents, and especially
mothers, will be able to take advantage of this time to dedicate to their wellbeing or to learn new skills. The options range from relaxing yoga classes to a climbing workshop that combines fun and learning between mothers and children.”
This new service has been made possible thanks to the collaboration between Mojácar Council and the Almería Provincial Council, which has partly funded the initiative through the CoResponsible Plan, a strategy aimed at promoting work-life balance throughout Almería province.

As part of the VI International Music Festival in Almería city, on Thursday, February 20th at 7.30pm, there is a recital by the Italian pianist Estefanía de Santi, and the Italian soprano María Giulia Milano. Israel Fernández performs at the Maestro Padilla Auditorium in Almería city on Saturday, February 15th at 8.30pm. His repertoire includes flamenco and flamenco-fusion compositions from his latest album, ‘Pura Sangre’. Tickets are 29 and 35 euros.
