Not a Good Month

eople in Almería province, Andalucía, and the rest of Spain, have been stunned, horrified, and grief stricken following a very large search for a missing boy who lived near Níjar. A woman with links to the family was subsequently charged with his kidnapping and premeditated murder. We expand on this in our “In the News” section.

In general, the weather in March has been colder than normal with many days of rain and wind, with the Spanish meteorological office giving continual warnings of high winds in various parts of the province. A side-effect of this is that the cost of generating electricity came down substantially during March with a considerable increase in the electricity generated from wind farms and hydroelectric dams. In the News A Devastating Ending The sleepy, countryside village of La Hortichuelas near Níjar became the centre of the largest search ever mounted in Andalucía on February 27th, codenamed ‘Operación Nemo’. An eight year old Spanish boy named Gabriel had set off from his grandmother’s house in the early afternoon to walk100 metres along a country lane to his home. He was reported missing some three hours later. In the extensive search, 2,800 volunteers and 1,700 emergency services personnel combed the area. Gabriel’s parents were amicably separated, and the father was in constant contact with his son. He had a partner of 18 months standing aged 43 who came to Spain in the 1990s from the Dominican Republic. An apparent breakthrough took place on March 3rd when the father and his partner were searching an area four kilometres away from Gabriel’s home. The woman discovered a white tee-shirt and DNA tests the same day confirmed that it was Gabriel’s, but police were puzzled as the area had been thoroughly searched previously. On Sunday March 11th, search teams were joined by specialist personnel of all descriptions from as far away as Alicante and Granada. The search was called off in mid-afternoon after plain clothes police boxed in the car that the father’s partner was driving. She had been seen putting a large object into the boot of the car at a property belonging to the paternal grandparents where she had been doing some painting prior to her and the father moving in. Gabriel’s body was in the car boot. On March 13th she told police she had taken Gabriel to the property on February 27th but claimed he had attacked her. She admitted that in a struggle that followed she had strangled him, and then put Gabriel’s clothes in a used bottle container 30km away. She has been charged with kidnapping and premeditated murder. Gabriel’s coffin was taken to the Almería Diputación (county council) building in Almería city on the evening of Monday, March 12th where a large assembly room was turned into a chapel of rest. An estimated 15,000 people came to pay their respects including the Spanish Minister of the Interior who had been in constant contact with the parents, along with
the President of the Junta de Andalucía. The funeral took place the next day in the Almería city cathedral.
Very Cheap! We have commented in various issues that electricity from wind farms and hydro-electrical sources (dams) are the cheapest ways of producing electricity. Without sufficient wind or rain, more expensive sources of electricity have to be used. On March 11th, (a Sunday) from 6am-9am and 7pm-8pm the cost of electricity fell by 76% down to 8 Euros per Mw/h, compared to an average of 32 Euros per Mw/h the day before. High winds and rain meant that 40% of the electricity requirements came from wind farms, and another 16% from hydro-electric sources. Production from nuclear power stations is always about 20%, but coal-fired power stations (such as the one in Carboneras) that are the most expensive sources, only had to provide 8% of the requirements. In 2017, the average amount of electricity from wind farms was only 13 % of requirements because of a consistent lack of wind. Energy needs are always less on a Sunday as factories are normally shut. Nobody in Spain wants to see continual high winds and rain, but this shows what can happen as a result. A Megawatt hour, (Mw/h), is the electricity needed for 1,000 water heaters with a one kilowatt element on for one hour. Going Ahead It has been announced that the extension to the ‘paseo’ (promenade) in Mojácar has now been fully approved, with all the necessary permissions. The 740 metre new stretch will go from the Red Cross building to opposite the campsite just past the Maui beach complex, with parking for 164 cars. Various objections to the route and claims that it will badly affect existing beach bars have been dismissed. Mojácar town hall has stated that work will start before the end of this year. Drink Lots of Coffee Scientists from the Italian Institute of Health have published a survey relating to men drinking coffee.

In the News They followed the risks of getting prostate cancer in 7,000 men. They have concluded that drinking three or more cups of coffee can result in a 53% decrease in the likelihood of men developing prostate cancer. They also measured the results of drinking normal coffee with caffeine and decaff coffee, and found normal coffee was better. They concluded that coffee “significantly” reduced the development of cancerous cells. They made the point that coffee out of machines normally found in bars and restaurants in Italy was not the same way coffee was made in other countries. Spanish coffee machines are almost identical to Italian ones, and many of the large coffee machines in use in Spain are made in Italy.
Large Fines The Spanish Data Protection Agency has fined ‘WhatsApp’ and ‘Facebook’ 300,000 Euros each, the maximum penalty allowed by the relevant regulations. They ruled that when the two companies transferred information between them in 2016, this violated Spanish privacy and data protection regulations. They stated that WhatsApp clients had no say in whether this was done, they were not informed that they could disagree with the transfer, and they did not have an option to stop this happening. When Facebook acquired WhatsApp in 2014 they told European regulators, and the Privacy Regulator in the UK, that they would not transfer any data. The European Commission fined Facebook 110 million Euros in 2017 for the same reason, A Good Result In 2012, the rates of ‘IVA’ (VAT) in Spain were increased. The 18% rate went up to 21% and the 8% rate went up to 10%. In the case of tickets for concerts, the theatre, cinemas, and bullfights, the rate was hiked up from 8% to 21%. This had disastrous consequences with a large fall off in numbers. Last June, the percentage was reduced back down to 10%. This had an immediate effect and the income from concerts went up 21% by the end of 2017 with regard to 2016, with total ticket sales rising to 269 million Euros. David Bisbal,
our internationally famous local singer, pulled in 138,000 fans from 48 concerts in Spain, and the highest number of 209,000 came from 37 concerts by the female singer Melendi. Three of her largest concerts were completely sold out. Concerts in Spain from people on international tours brought in 116,000 concertgoers in the case of Ricky Martin, 92,000 for Gun N’ Roses, and 56,000 for The Rolling Stones. IVA on cinema tickets was not brought down at the same time, but it has now been announced that this will be done very shortly.
Corvera Airport Open This Year After years of nothing happening, it has been announced that the Corvera airport will be operational by the end of the year. A symbolic ceremony took place recently when the president of ‘AENA’ (the Spanish airport authority) signed a contract with the president of the Murcia Autonomous Community and handed over a set of keys. The contract is for 25 years, and the airport will be known by the name of Juan de la Cierva, the Spanish aeronautical engineer who invented the autogyro. San Javier airport will be shut at the same time as the new airport receives the first flights. Negotiations are now underway with airlines. The airport is designed to handle 4 million passengers a year, compared to the present 1.2 million at San Javier, and is intended to be an alternative to Alicante airport. There will be 500 direct staff with some of them coming from San Javier, and 1,000 indirect employees. Calculations are that for every one million passengers there

In the News will be 4,000 direct and indirect employees from commercial outlets, catering, and hotels. The San Javier airport is partly a Spanish Air Force base, and they are reported to be taking over the whole of the airport once commercial flights have finished. Certification procedure to allow the new airport to be fully operational is to start shortly which will take several months.
Declared Bankrupt The company Med Golf Macenas S.L. who started building the 18-hole golf course and properties at Macenas just outside Mojácar in 2006, has been ruled by a judge in Almería to be bankrupt. 54,000 Euros owing for maintenance cannot be paid, and Mojácar town hall has embargoed property because of debts of 188,000. The Social Security Department also has large outstanding debts. In 2015, the Ministry of Employment and Social Security tried to auction the golf course and land where 300 properties were to be built for 153,00 Euros added to a total debt of 2.6 million Euros, so the auction reserve was put at 2.8 million Euros. There were no parties interested in bidding and paying off the debt! The judge has instructed that full disclosure of debts and any money available has to be supplied within two months. A Continuing Impasse The democratic elections in Catalonia on December 21st elected the former president Carles Puigdemont and his number two candidate from the same political party, Jordi Sánchez, to be MPs in the Catalonia parliament. Subsequently, Roger Torrent, a strong separatist, was elected as head of a “committee” of seven MPs who are responsible for how the parliament is run. They cannot dictate how MPs can use their votes. Roger Torrent should have called for an election as to who would be the new president on January 31st but he postponed this election. The party that Carles Puigdemont belonged to were trying to have him elected president from Brussels where he fled to after criminal proceedings were announced. It was eventually accepted by him and legal opinions in Madrid and Catalonia that to do this he had to
appear in the Catalonian parliament, but he had no intention of doing this as he would have been arrested. He suggested Jordi Sánchez was elected as president, but he is on remand in prison in Madrid. An application to a judge to allow Jordi Sánchez to be allowed to come to the parliament was rejected on the grounds that he is facing criminal charges. A new election for a president was then postponed by Roger Torrent. Jordi Sánchez is not in prison because he holds strong political views but for committing criminal acts, particularly against the 1978 written Spanish Constitution, and is also accused of the misuse of public funds. Jordi Sánchez then announced he was not standing as a candidate for the presidency, so the separatist parties and sympathisers had to come up with another candidate. One problem is that they only hold a majority of five MPs, including Carles Puigdemont and another MP in Brussels, and neither of these can vote because they have left Spain. This means they only have 68 MPs who can vote, and the parties in opposition still have 65. Another possibility is that parliament is dissolved and new elections take place! Soundings of voters in Catalonia suggest that in general, the population are thoroughly fed up with the continuing impasse, and the separatist parties might not obtain a majority in new elections.
Arrested in Germany To try and solve the deadlock, elections for a new president in the Catalonian parliament took place on March 22nd. The candidate put forward was Jordi Turull, but the four MPs from the separatist CUP party abstained, so there were only 64 votes in favour and 65 against. Jordi Turull had to go back to court in Madrid on March 23rd as he is one of the MPs under investigation. At the court hearing he was remanded in custody accused of new offences of misuse of public funds. The MP Marta Rovira (former vice-president of the “committee” in parliament) who had been freed on bail of 60,000 Euros was also due in court again the same day. She announced on March 22nd that she was resigning as an MP and leaving Spain, and she fled to Switzerland. She cited family reasons for her

In the News decision. It was quite possible that she might have been remanded in custody on March 23rd as a result of continuing investigations. The Spanish government have been incensed that Carles Puigdemont has been freely travelling to EU countries for propaganda reasons, and a new European arrest warrant for all the persons who have fled Spain was issued on March 23rd when he was in Helsinki. On Sunday, March 25th, the Spanish Secret Service and German police arrested him as he drove into Germany from Denmark on the way back. The German laws “against the state” have similarities to the Spanish ones, more so than Belgium. He was remanded in custody the next day whilst extradition procedures are under way.
New Albox Residents’ Association Residents of Albox now have a dedicated foreign residents association which is to be known as AVEA or Asociación de vecinos extranjeros de Albox. The association aims to promote good relations with other members of the community, to encourage integration into Spanish society and to provide suppor t, advice and most im por tantly representation for its members to the town hall on issues relating to living in Albox. According to its President, Claire Barrett, “The only requirement for joining is that you are registered on the Padrón (the official list of residents) in Albox. Membership is free and is as simple as filling out an application form which can be found on our blog: (https://alboxforeignresidentsassociation.blogsp ot.com.es/) or by emailing us on info.AVEA.Ass @gmail.com. Alternatively, a copy of the application form can be picked up from Girasol Health Food Shop, C/Malaga, Albox.” Claire Bennet states, “The more members we have the better! So please spread the word. Remember this is completely free and is for your benefit. We will keep members informed and up to date on all changes and achievements. We want your input and ideas so that we can make the best use of our time and work on projects that concern you no matter how big or small. This will decide our priorities and help to focus our attention on behalf of our members”. Local Councillor, Maura Hillen, welcomed the new association saying
“Residents Associations are an ideal way of establishing an effective means of communication between the town hall and the community. I wish them every success and they have my full support”.
More Germans The International Tourism Fair in Berlin that finished on March 11th is the largest of its kind apart from the London World Travel Market. This year there were exhibitors from 180 countries and 200,000 visitors came to the fair. Representatives from Andalucía had a 500m2 stand, including the road show ‘Costa de Almería’. In 2017, a total of 1.3 million German tourists came to Andalucía, which is 9% more than in 2016, and the 4.5 million overnight stays was also 9% more. German tourists stayed for an average of 11 nights, three times longer than other nationalities, and they spent an average of 70 Euros per day. From contacts made at the Berlin fair it is anticipated that as many as 1.5 million tourists will come to Andalucía in 2018. One German tour operator is organizing flights from Dusseldorf and Munich that will bring in a minimum of 7,000 additional tourists into Almería during 2018. The total numbers of German tourists worldwide are in third position behind China and the US. New Grants One of the main problems for persons below the age of 35 is being able to pay rent or a mortgage. The Spanish Government have approved plans from 2018 to 2021 to help this sector of the population with an estimated budget of 1.4 billion Euros. If the total income of a person or all the family members is less than 22,300 Euros per year, the government will make a grant of 50% of a monthly rental amount of up to 600 Euros. In certain circumstances, such as areas where renting is very costly, the grant will apply to a maximum rent of 900 Euros. These grants will be available for a period of three years, providing the claimant(s) lives in the property, and does not own another one. It will also apply to persons over the age of 65. The 22,300 Euros is three times the amount of income that is considered a basic level, known

In the News as ‘IPREM’. In the case of multiple families their income can be four times the IPREM amount. Another problem is young people moving away from small towns or villages, resulting in the population steadily shrinking. In municipalities with less than 5,000 inhabitants a person under the age of 35 on a low income can apply for a grant of up to 10,800 Euros towards obtaining a mortgage, providing the mortgage total is less than 100,000 Euros. Any person obtaining the grant has to live in the property for a minimum of five years. Another grant of 400 Euros per month will be paid to persons who have been evicted because they cannot pay their rent or mortgage, also for a three year period, and accommodation will be provided. The availability of these grants is supposed to start in June with 70% of the money coming from the Spanish State, and 30% from the autonomous community. The grants are retroactive from January 1st, but how they will work and what paperwork will be needed should become clearer in the coming weeks.

The judge in Almería who deals with this had received 2,100 complaints up to the end of February, which means he is completely snowed under. Judicial guidelines are that a judge is expected to deal with 900 court cases of this type per year, so the case load in Almería is more than double this amount. Throughout Spain, from June 2017 to the end of the year a total of 154,000 people took their claims to the specialized courts and figures show that 98% of these won their case. If a mortgage holder wins his claim in court, the mortgage lender has to pay all the court expenses.

In the News Spanish state, and in 1991 became the company Paradores de Turismo de España S.A. In 1966, Manuel Fraga, the Spanish Minister for Tourism, opened 16 hotels including the one in Mojácar. He stayed there in 1966 when he came to assure people that there was no danger from the Palomares nuclear bomb accident, and was filmed with the American ambassador wading into the sea at Palomares. This was considered extremely foolhardy! Famous people who have stayed at the chain of hotels include Charles de Gaulle, Mick Jagger, Orson Wells, Grace Kelly and Prince Rainier of Monaco (on their honeymoon), Ernest Hemmingway, Ridley Scott and Paul Bowes. In 2015, the Spanish State pumped in 152 million Euros to keep the chain afloat, but in 2017 they invoiced 254 million Euros with a profit of 17.5 million. This related to an average occupancy of 62% and 1.3 million night’s stay.
An Amazing Gadget A few years ago, a Cesna 337 aircraft was equipped with a laser measuring device christened “Lidar”, and the equipment measured anomalies on the ground. It was used for geological surveys and seismology studies. It soon became clear that it could map 3D images of ancient buildings, even under dense forests. In a few hours it provided information on archaeological remains that would have taken 25 years previously. In Cambodia, a very large and completely unknown city was revealed, and a circle of stones in Bolivia, very similar to Stonehenge, with many other buildings close by. An enormous city with 40,000 buildings was mapped in Mexico, spread over 26 km2 including several pyramids. The National Geographical Institute organized a complete survey of Spain, and in April 2017 at Linares in Jaén province, the laser system mapped out a Roman circle 400 metres in diameter, and 50 metres tall. The archaeologist Franciso Arías stated that it would never have been discovered otherwise and is thought to be a very large amphitheatre. Other buildings and an aqueduct were discovered nearby. A large Roman military camp has been revealed at Mérida the capital city of Extramadura along with mine workings and
canals. Antonio Uriate from the Spanish Institute of Scientific Investigation considers the “Lidar” system to be the equivalent of the Hubble Telescope for archaeologists.
Expropriation The ‘AVE’ (high speed train) is scheduled to arrive in Almería city from Murcia in 2023. The railway company ‘ADIF’ has announced land expropriations for the 18 km stretch from Los Arejos near Sorbas (the end of the tunnels) to Níjar. They need to purchase, or temporarily occupy, 452 parcels of land, with 359 in Níjar, 68 in Lucainena de las Torres, and 25 in Sorbas. Unless they own the necessary land, work cannot start. The construction company SACYR pulled out of constructing the 12km stretch from Pulpí to Cuevas after ADIF still didn’t own enough land at the time the complete section should have been finished. Recent expropriations announced on this same stretch reveal that ADIF still don’t own enough land! There has been intense pressure that the Spanish Ministry of Transport build two rail tracks on a double width base which has already been built from the outskirts of Garrucha to the end of the tunnels, a distance of 25 km. The new plans are that all sections not yet started will be a single track only, on a single base width. Trains will travel in both directions on the single track. It has now been announced that a 9km stretch towards Níjar from Los Arejos will be double track as well. This will help the slower goods trains to travel a further distance, and will help with the advanced plans for a “dry port” at Níjar accessible from the AVE line, the A-7 motorway, and Carboneras port. A budget price for the 18km stretch from Los Arejos to Níjar is 175 million Euros, as there are many technical complications. Plug-In Cars In 2017, a total of 3,900 cars powered solely by electricity were registered in Spain. This number is more than the figures from 2016, but is still minimal. The cost of these cars is much more than the equivalent diesel or petrol powered versions, and the Renault ‘Zoe’, the electrically powered version

In the News of the Renault ‘Clio’ costs 4,000 Euros more. The new Jaguar ‘I –Pace’ electric car is stated to have a range of 480km, but they cost just under 80,000 Euros. The special batteries are extremely expensive, and in some cases the purchaser “rents” the batteries, rather than owning them. There are incentive purchase schemes in place from the Spanish government known as “Movea”, and a new scheme for 2018 will be announced shortly. There can be a grant towards the cost of up to 5,500 Euros for the most expensive cars. The range that these vehicles can travel before needing to be recharged is steadily improving, and the latest version of the Nissan ‘Leaf’ is stated to have a range of 285km on conventional roads and 415km in a city. Dealers who offer these types of vehicles for sale all agree that potential customers may be put off because of “range anxiety” in case they might become stranded. The other problem is the recharging time. Recharge points available to the general public are few and far between, and the installation of charging equipment in a private house is expensive. Depending on the power rating of individual houses, it can take from 10-12 hours for a total recharge. 10 hours from a domestic supply is the time needed to re-charge the new Jaguar. Spanish electricity companies offer a cheap supply of electricity overnight, but it still has to be paid for. Some dealerships have their own charging points, but clients wanting a recharge have to leave their vehicles there whilst recharging takes place, although the charging time is greatly reduced. In many countries where electrical powered cars are quite common, apart from street-side charging points, some companies have installed points at their place of work. In Spain, without a comprehensive network of powerful charging points, electrically powered vehicles will not be purchased in large numbers.
Spanish Performers The organizers of the Villaricos ‘Dreambeach’ music festival have announced that the line-up will include four Spanish DJs. These are the internationally famous DJ Uner, Vincent One More Time, a renowned DJ from Madrid, Brain Cross who has
been a well-known DJ for 15 years, and Anna Tur. Anna is a famous DJ who is a founder of the electronic Ibiza Global Radio station. The festival will take place from August 8th -12th.
A Pensioners Centre Arboleas town hall has approved plans for a centre for pensioners in a building they already own, covering 500 m2. The centre will be a meeting place, with areas of recreation, and a room for events with 350 seats. The first phase of the centre has a budget of 160,000 Euros that will come from town hall funds. The mayor of Arboleas, Cristóbal García, states that this centre dedicated to pensioners will provide all the facilities that are necessary, and be a major addition to life in Arboleas. The Fourth Anniversary The Mojácar Bowls Club located at the Hotel Servigroup Marina Playa recently held a celebration of the fourth anniversary of its bowling green. They were joined on the day by members from other clubs in the area for a friendly competition, with the Director of the Cadena Servigroup Hotel Marina Playa, Ricardo Escudero, and Mojácar’s Councillors for Tourism and Sport, Emmanuel Agüero and Ana García. Altogether, there were 100 players from the host Club and the Cabrera, Zurgena and Almeria Lawns Clubs, with the Cabrera team winning on the day. Four years ago, on March 7th, 2014, the green was officially inaugurated by Mojácar’s Mayoress, Rosmarí Cano, along with other provincial officials. Located outdoors and set 100 metres from the hotel, it has a 25m2 artificial lawn with 6 rinks that can accommodate 48 players. There is a clubhouse with a bar, a terrace, all the necessary facilities, along with ball carts, markers, and all the essentials to enjoy a day’s bowling. The Mojácar Bowls Club was founded in 1994 with around 25 members, who played at ‘La Mata’ until it closed. With the collaboration of the local Council and the Servigroup Company, the current rinks were made and have been in full operation since their inauguration, with a membership that continues to grow without losing any of the sporting camaraderie created by its founders.

In the News Extra Water Agriculturalists in the Cuevas area rely on water sent to the Cuevas reservoir from the large reservoir at Negratín in Granada province through an enormous pipeline. The water is used for 19,000 hectares of agricultural land, but the transfer was stopped last August when the level of the Negratín reservoir became very low. On March 9th , it was announced that a water transfer of 4.5 cubic hectometres per month was being started the same day. Agriculturalists were receiving 43 cubic hectometres annually from the Negratín reservoir until the transfer was stopped, and were supposed to be receiving 15 cubic hectometres annually from the desalination plant at Cuevas, but the plant was heavily damaged in the 2012 floods. Plans to reopen it have never materialized. 1 cubic hectometre is 220 billion imperial gallons A Good Haul Because Andalucía (that includes Almería province) is close to Morocco and Algeria, large amount of drugs are smuggled in. In 2017, specialist police and customs agents seized 13 tonnes of cocaine, 113 tonnes of cannabis resin, 4.5 million packets of contraband cigarettes, and 70 tonnes of handrolling tobacco. The amount of cocaine seized is 400% of the total in 2016, and 42% of all cocaine seized throughout Spain. This large increase is put down to dedicated police breaking up sophisticated gangs of smugglers, which is part of a large effort by multiple agencies to intercept drugs ferried through the Straits of Gibraltar. Off the coast of Almería, police seized 10 tonnes of cannabis resin last May, and 16 tonnes when a boat named “Lady Boss” was intercepted in September. Police and customs officers had been monitoring the progress of this yacht from the air for over a week. Officers from a customs vessel and one belonging to the Guardia Civil police boarded the yacht and arrested the three crew members, despite very stormy conditions. The yacht was towed into Almería port amidst fears it might be swamped in the high seas. In cases like this, any vessel is eventually auctioned off after successful
prosecutions. The same thing applies to luxury cars. Becoming British A few months ago we explained the complicated process for Brits, or other nationalities, who wished to take Spanish nationality. The same thing is happening in the UK with Spanish people who have decided that after Brexit it is better for them if they become British. 276 Spanish people have done this, or are well on the way, and if they then go to the Spanish embassy in London, or the consulate in Edinburgh, they can apply to continue to have a Spanish passport alongside the new UK one. They have to do this within three years of becoming British, and unlike Spain, the UK will recognize dual nationality. The whole process of becoming British costs around 2,000 pounds sterling. Persons who embark on this process have to learn vital facts from a book with 180 pages including the history of the UK and the monarchy. A residency requirement is that a person has to have lived in the UK for five years with a maximum absence period of 450 days, and no more than 90 days in any year. 114,000 Spaniards are registered with the Spanish embassy as being residents of the UK, which is 14% of all Spaniards who live out of Spain. Under present European regulations, that may or may not apply after Brexit, a person who becomes a UK national can apply for their parents, sons and daughters, grandparents, grandchildren, and husbands or wives, to be allowed to come to the UK if they are from European countries. People from Poland, Germany, and France, are also doing the same thing in increasing numbers. ‘Terminator 6’ When Arnold Schwarzenegger was presented with a prize at the Almería Film Festival, and a pavement “star” was unveiled, he stated that he had very fond memories of coming to Almería, and he said, “I’ll be back”. Good News for Banks In another item we explain how courts dealing with mortgage claims are nearly at breaking point. Apart from the abusive “floor rates”, various courts in Spain have ruled that expenses relating to the obtaining of a mortgage should be borne by the lender, not the mortgage applicant. These include the valuation cost, legal fees for the bank mortgage, registration at the notary and the consequent fees, and a tax known as “ITP / AJD” (Actos Jurídicos Documentados). This tax is the Spanish equivalent of stamp duty, and is paid to the autonomous community, in our case Andalucía. The Spanish High Court in a judgement made known on March 1st, has now ruled in favour of the mortgage lender, and has stated that the ITP / AJD tax is the responsibility of the mortgage holder. The amount of the AJD tax is very difficult to work out, as it varies with different banks and the tax rate set by the autonomous communities. Typically, it can amount to between 2,500-3,000 Euros. The tax is calculated from the total mortgage amount including all the interest over the whole mortgage term, and some fees. Depending on the mortgage term it is usually 160200% of the mortgage amount. The tax in Andalucía is 1.5% of this amount, but in Murcia it is 2%. This tax throughout Spain currently brings in about 7.5 billion Euros every year, but in 2006 at the height of the construction boom, it brought in 18 billion Euros. The decision by the Supreme Court has various stipulations and conditions, and the full extent and all the “small print” has not yet been published.

Gluten Free People that suffer an allergic reaction to gluten can suffer from nausea, stomach pains, vomiting, skin eruptions, and a dramatic loss in weight. For these persons, a “gluten free” diet is essential. Mercadona introduced a range of gluten free products some years ago, as one of the daughters of Juan Roig, the owner of the company, suffers from these problems. Various celebrities have embarked on a gluten free diet including Victoria Beckham, Lady Gaga, Taylor Swift, Kim Kardashian, and Ryan Gosling. They claim that a gluten free diet gives them more energy, helps to lose weight, and makes them healthier. Novak Djokovic thinks his sporting performance is improved, and Miley Cyrus considers it helps her skin and general heath. María Van der Hofstadt is the President of the Spanish Federation of Celiacs (persons allergic to gluten) and considers that the more people who opt for a gluten free diet, the greater the range of available products. Mobile World Congress Since 2006, the annual Mobile (Phone) World Congress has been held in Barcelona. Over 2,300 companies from 200 countries pay to come to the congress, and this year the income from the event is calculated as being 465 million Euros, with 13,000 people from Barcelona obtaining work for the duration. The present contract to hold the event in Barcelona, signed with the host company ‘GSMA’ based in London, expires in 2023. Since 2015, the Spanish King Felipe VI has presided over a celebration meal on the eve of the conference before officially opening it the next day. Because of the current political problems in Catalonia, the mayoress of Barcelona, Ada Calau, and the head of the Catalonia “committee” in their parliament, Roger Torrent, boycotted the meal on February 27th. At the opening ceremony that they did attend, the King stressed the importance of all the organizations working together which included the city of Barcelona and the Catalan authorities. There are fears that after 2023, the site for the congress might change from being held in Barcelona to Dubai or Madrid if there are still problems in Barcelona. Various countries apart from Spain would love to host the congress. A decision is expected to be made in 2019. If it was moved to Madrid the high income would still come to Spain, but if it went to Dubai or another country Spain would lose out totally.
drivers were caught speeding over 100k/h on the N-341 stretch of road between Carboneras and Agua Amarga, and fines totalled 46,000 Euros. On the A-7 motorway at El Ejido 548 drivers were caught speeding, and fines totalled 16,000 Euros. On the border of Almería province on the A-92 motorway going towards Granada, 169 drivers received fines of 7,700 Euros. 10,000 drivers received fines for exceeding the speed limit on the most dangerous stretches of road where there were mobile radar cameras in use by the Guardia Civil police. The vast majority of drivers fined for speeding were males aged from 25-34 who were more than 20k/h over the speed limits. A few years ago the accuracy of radar cameras was improved, and a system known as “7 or 7%” was put in place. At speed limits up to 100k/h the allowable excess speed is 7k/h, and above 100k/h the allowable limit is 7%. A relatively new feature of the fixed radar cameras is that they are positioned to see the front of a vehicle coming towards them, not the rear. This can reveal whether the vehicles have a current ‘ITV’ (MOT) sticker which has to be displayed on the windscreen. The fine for not having a current ITV is 200 Euros, and between 200-500 Euros if a vehicle has been failed for a serious reason and not taken back for an obligatory re-test.
Inherited Debts The amounts of money that a person can inherit in Andalucía (including Almería province) without paying punitive taxes has been drastically increased in the last two years. New limits for 2018 are that minimum tax is payable by direct family members if the inheritance is less than 1 million Euros. Despite this, there can be a big problem if a person dies with large debts that are transferred to the inheritor or inheritors. These people can go to a notary and refuse the inheritance to avoid the debts being passed on. In 2016, a total of 16% of Speeding people in all of Andalucía who were inheritors did In 2017, some 2,000 drivers were fined for speeding this, and in 2017 this rose to 18%. In the News a total of 2,400 wills. In 2010, only 162 persons in Almería province renounced their inheritance due to debts, but this rose to 302 in 2013, and peaked at over 560 last year. The only province in Andalucía with a higher number than Almería province was Cádiz. One of the problems is that a mortgage may have been signed for a property that has fallen drastically in value, or a business with debts may no longer be viable. New and Secondhand In 2016, a total of 10,000 properties changed hands in Almería province, but in 2017 this fell to 9,200. The number of new properties changing hands in 2017 went up, but sales of secondhand properties fell. The reason for this is stated to be the large number of new properties being offloaded by banks, with purchase prices very similar to secondhand ones. In Almería province, 12% of all the “stock” of houses for sale are owned by the banks, and this percentage is the highest in Andalucía and the 3rd highest province in Spain. In municipalities with 1,000-5000 inhabitants, the amount of stock owned by the banks is 17%, but in municipalities with 5,000-20,000 inhabitants, banks own 31% of properties for sale. Banks need to drastically reduce the number of properties they own as this makes up a very high percentage of their debts. An Elderly Driver A 75 year old driver has been in court in Almería following collisions when he set off up the slip road for vehicles coming off the A-7 motorway near Almería, and went in the wrong direction for 300 metres. Various vehicles had to take evasive actions, and one crashed into a lorry. The elderly man then turned round and left the motorway. Following pictures of the accident in the press he went to a police station three days later and told them he was the driver. The driver and his two sons who were in the vehicle that collided with the lorry were taken to hospital and the vehicle was a write-off. The lorry also suffered some damage totalling 9,300 Euros. In court, the lawyer
acting for the driver stated that he had become confused, and he accepted a prison sentence of six months (suspended) a loss of his driving licence for two years, and compensation for the injuries caused of 3,000 Euros. His insurance company will pay for the damage to the car and lorry and compensation. Second Best Companies in Andalucía exported goods worth 31 billion Euros in 2017, and came in the second place of all communities in Spain, just behind Catalonia which includes Barcelona. This was a 15% improvement over figures for 2016. The aeronautical industry exported goods to the value of 3 billion Euros (the military version of the Airbus is assembled in Seville) with 3 billion Euros from mineral sales. Olive oil exports totalled another 3 billion, and vegetables and horticultural products clocked up just less than 3 billion. Sales of fruit were more than 2 billion Euros. Exports compared to imports resulted in a surplus of 1.7 billion Euros. Exported goods from Almería province went up 12% to 3.6 billion Euros. Total exports throughout Spain in 2017 were 276 billion Euros and imported goods totalled 300 billion. This “deficit” of 24 billion Euros is an improvement on previous years. Energy requirements accounted for most of the deficit. Town Hall Tax When a property is sold in Spain, town halls levy a tax on a “notional” increase in value, known as the “plusvalía” tax. Last May, the Spanish Constitutional Tribunal ruled that this was totally unfair if the seller had sold for less money than they had paid when they bought it. This applies to a very large number of properties in Spain. The Spanish Government have now agreed with this decision that is retroactive from June 15th, 2017. Municipalities will not be able to charge this tax anymore where there is a loss, and the Federation of Municipalities is asking the government for improved funding to cover the loss of income. Persons who sold at a loss since June 2017 should be able to make a claim for a refund, and advice

In the intense negotiations in Germany recently between political parties to form a stable government, there is a claim that a dog born in Majorca had a vote. The ‘BILD’ newspaper reported that the three year old dog called “Lima” had been registered to vote for the SPD party via the internet. They claimed that the entry of the dog’s name, sex, age in human years, address (that of its owner) and occupation (unemployed) had been successful in obtaining a vote. The SDP party replied that this was entirely fictitious, and identity documents had to be uploaded to obtain a vote this way. They threatened to report the newspaper to the German press authority!

The President of the Spanish Observatory for Medical Cannabis has called for the study to be put in place. They want cannabis to be regulated and made available under medical supervision. Growing cannabis in Spain is an offence, and fines can be levied from 600-10,000 Euros, depending on the quantity. People with medical conditions who have found that cannabis is helpful risk being prosecuted for obtaining it illegally.
Good Housekeeping Luis Díaz, the mayor of Zurgena, has reported that the town hall debt has been reduced by 40% in the last five years. In 2013 the debt was 1.2 million Euros, and on January 1st this year it was down to 718,000 Euros, and in 2017 the reduction was 110,000 Euros. Luis Díaz has been mayor for the last four years and he has stated that the town hall budget has been steadily rising with benefits to all the inhabitants of Zurgena. Cannabis for Medical Conditions The problems of a young child in the UK whose frequent fits can be helped by taking cannabis as a medication have recently been in the news. In April last year, the Spanish Department of Health and Social Services called for an investigation into cannabis as a legal medication, and parliament announced in September that a study would be made. The study has still not been started, and it appears to be on the back burner. It is accepted in medical circles that taking cannabis can help with the problems of chemotherapy, chronic pain,

Paying for Pensions For some years now, the income received from persons in Spain paying social security has been less than that paid out for pensions. Each year since the deficit started the social security department has been “lent” money from various government sources. In 2017 they needed 18 billion Euros to keep them afloat. This is a problem that will get worse year by year unless more people are employed. The number of pensioners is increasing dramatically, partly due to life expectancy going up. In 1980 there were just less than two pensioners for every ten workers between the ages of 18-65 in Almería province, but last year this rose to just under three pensioners per ten workers. In the News that there may be eight pensioners for every ten workers. The retirement age in Spain is being steadily put up every year which will make some improvement in the figures, but not much. In Spain, 58% of the total population are in work, but the EU average is 62% and in Germany 70%. The other side of the coin is that rises in pensions in Spain have been pegged at an annual increase of only 0.25% since 2012. Before then the amount was changed to reflect the amount of inflation. There are demands every year by pensioners and unions that Spanish state pensions have to rise much more than at present. Spanish Promotions From June 1st, the Spanish Minister of the Economy, Luis de Guindos, will move to Brussels and become vice-president of the Central European Bank. He will hold this post until 2026. His annual salary as Minister of the Economy is 74,000 Euros, but his new salary will be 334,000 Euros. Added to this amount he will receive extra money as a contribution to the cost of a home and education of his children. He is entitled to an official car and three personal assistants. The governor of the bank of Ireland, Philip Lane, was in the running to become vice-president but he withdrew. From March 1st, a Spanish woman, Clara MartĂnez, has been appointed to be in charge of the department that assists Jean-Claude Junker, President of the European Commission. Clara has risen through the ranks since 1991 and apart from Spanish, speaks English, French, Italian, and some Portuguese. Standby Pay The EU Court of Justice has ruled that in certain circumstances, an employee who is “on standbyâ€? for set periods as part of his job, is entitled to be paid. A fireman in Belgium took his case to the EU court, and they ruled in his favour. The man was at certain periods of time obliged to stay within a small area and be able to respond to a call-out in eight minutes. The court ruled that he was obliged to forgo personal and social activities that were in contradiction to his standby status. It was
ruled that whilst he was not at his place of work, the restrictions meant that he was effectively working even when he was at home. New Radar Gadgets Drivers are usually able to spot radar cameras and slow down if they are speeding. Existing radar cameras are either on gantries over a motorway, on poles, or in grey boxes beside the road that are not difficult to spot. An initial 60 miniature laser radar cameras are in the final stages of testing, and will soon be put in use. They can either be mounted on a small tripod that is only about 30 cm high (12 inches) or they can be clipped to the anti-crash barriers alongside the roads. They are completely mobile and information is transmitted by WiFi via 3G or 4G technology. They can detect vehicle speeds from 15-50 metres, and a top speed of 250km/h. At night time they have an infrared capability. The technology employed with lasers will not give any indication to a driver that they are in use, and illegal inhibitors will have no effect. Each assembly has cost the DGT (traffic police) 15,000 Euros, but when 300 speeding vehicles have been detected with a fine of 100 Euros, (that if paid shortly afterwards is reduced to 50 Euros), the cost has been recovered. More units will be delivered in the near future. Present plans are that the units will be put in position by police motorcyclists. Installation only takes a few minutes, as does setting them up in different locations. Helicopters Seized An intense investigation in Seville has led to 18 persons being arrested for drug smuggling from Morocco. A helicopter was found last year hidden in an agricultural building, and it was suspected that it was used in drug smuggling. After police had taken the helicopter away, another one was intercepted last December on a flight from Morocco into Seville. Airbnb and Tripadvisor The government in the Balearic Islands introduced legislation last August that required any property used for holiday lets to be registered, and the registration number provided in any publicity. (This is just the same as the regulations in Andalucía). They have fined Airbnb 300,000 Euros for noncompliance, and Tripadvisor is under investigation with a similar fine expected. The fine against Airbnb applies to properties in Mallorca put on their website. Last November, and again in December, Airbnb were given notice that they had to comply with the regulations or face a possible fine of 400,000. Bédar Cat Neutering Animal lovers Jane and Terry Breay recently collaborated with PAWS-PATAS in order to get a tighter control of the feral cat breeding and were able to trap 13 adults and have them neutered and returned to their campo home. Having lived in Spain for seventeen years, the last ten in Bédar, Jane and Terry have been avid supporters of cat neutering, and when they first moved to this mountain village were really happy and impressed that a local woman, Audrey Robson (known as “the cat lady” who has a street named after her in honour of such dedication), had instigated a monthly rastro, asking for stall holders to donate towards a “neutering fund”. Sadly, Audrey died almost 3 years ago, and this regular contribution has slowly dwindled to a halt. This is something that Jane is resurrecting. Jane is also famous for her homemade marmalade and her produce is sold in Bédar at Olive Properties, The Arts Centre, and PAWS-PATAS shops in Mojácar, Turre and Las Buganvillas. All monies collected are given to the neutering programme or to assist an animal requiring medical attention. Over the years, Jane has worked diligently at fund raising and has donated several hundreds of euros towards the neutering programme. She points out that an unspayed female cat, her mate, and all of their offspring, producing two litters per year, with 2.8 surviving per litter, can result in 11,801 kittens being born in 5 years! In Bédar, 13 cats have now been neutered and she states, “It is important to have a small feral cat community in order to keep the vermin statistics low but if all local communities came together in support of neutering, one can see what a massive difference this would make for the future”. The Rastro in Bedar is held in the main car park every second Sunday in the month, beginning at 9.00am.
Stop Here Please Vigo, a city in Galicia in North West Spain, run buses known as “night buses” on various routes after 10.30pm through the night. The number of people who use these buses at weekends is about 1,000. They have put in place a system whereby women can ask the bus driver to stop where they want to get off, even if it is not a normal stop. Apart from women returning from a night out, or going out at this time of night, there are women who have only just finished work. The new service is in place at weekends, and the success or demand will be monitored by the bus companies and the council. A spokesperson from the council has stated that in some parts of the city there are not many people about at this hour, and also areas with less than perfect street lighting, and the service is designed to make women feel safer. So Now You Know... The World’s Oldest Man Francisco Núñez Olivera (13th December, 1904 - 29th January, 2018) was a verified Spanish super-centenarian who was the oldest man in the world when he died. Francisco reached 113 years 47 days, and always lived in a village in Extremadura. He had four children, nine grandchildren and 14 great-grandchildren, all of whom were alive at the time of his 110th birthday, along with a sister aged 91. He was known as "Marchena", a nickname given to him when a boy mistook him for the famous Spanish singer, Pepe Marchena. He is also the second-oldest Spanish (and European) man whose ages were proven. John Doe Often in American detective series an anonymous person is referred to as being “John Doe”, and this may be put on tombstones. This name goes back far earlier than in the US, as it was first used in the 14 thcentury. The name John Doe became used in a UK court if the person bringing a claim wished to be anonymous. The person defending the court action, if they wished to be anonymous, used the name Richard Doe. Why “Doe” was chosen as a surname is unknown. Eventually, the use of the names John and Richard Doe in UK courts died out, but it then became used in the US, particularly for unknown dead bodies, along with Jane Doe. A Shambles If something is untidy to the extent that it becomes chaotic, we term this “a shambles”. The same word is used to describe a very badly organized event. The origin of this word is the Saxon word “scamel” that was a market stall selling meat. It then became used for a street in towns and cities, such as the one in York, where butchers sold meat at market stalls. By the end of the day the streets became littered with remnants of unwanted meat, scavenging dogs, dirty food wrapping material, and a large mess in general. Over time the word shambles became synonymous with any sort of complete untidiness or chaotic situation.

Willy Wonka and Quaker Oats The Quaker Oats company decided to put up 2.9 million dollars to partly finance the making of the 1971 film “Willy Wonka and the Chocolate Factory”. They intended to market a new chocolate bar but had changed their minds by the time the film was released and decided to stick to making breakfast cereals. Seven years later, they sold their rights to Warner Brothers for 500,000 dollars. By the 1990s “Willy Wonka and the Chocolate Factory” became a cult film, and the Nestlé chocolate company bought the rights to produce their own chocolate bar. The Quaker Oats company could only watch the resulting huge sales that followed. “Ribbit Ribbit” Frogs in films habitually make the noise “Ribbit ribbit” but this is because the Pacific tree frog is found in the Hollywood area. Recordings were made of these frogs and then became used in films all over the world. As with animals, frogs make noises that included grunts, whistles, whoops, croaks, a noise like snoring, and other sounds. Only male frogs make mating noises, and each species have a distinctive noise that female frogs of the same species can recognize. Scientists were puzzled for a long time why frogs didn’t damage their ears from making extremely loud calls, but it was discovered that they hear through their lungs. The World’s Biggest Predator This honour belongs to female mosquitoes that have been estimated to have killed 45 million people, whilst male mosquitoes only bite and feed on plants. It is calculated that a person dies every 12 seconds from a mosquito bite related disease. Mosquitos can carry up to 100 potentially fatal diseases and the most common ones are malaria, yellow fever, dengue fever and encephalitis (acute inflammation of the brain). A British doctor discovered in 1877 that mosquitos could cause encephalitis, and in 1894 a scientist proved that Malaria was spread by mosquito bites. There are an estimated 2,500 different types of mosquitos.

A Steady Decline

any Brits of retiring age, who came to Spain some years ago, have found that their UK pensions have dwindled. This is a direct result of the sterling to Euro exchange rate dropping dramatically. The spending power from their UK pension paid in Euros is now considerably reduced, and many Brits have returned to the UK. One result of the poor exchange rate is that if people sell a property in Euros, they get more pounds if they go back to the UK, but the other side of the coin is that they may have to sell their property at a loss.

If a person is moving from one municipality to another they must tell the town hall that this is happening, and they should then enrol in their new municipality. If a person dies however, or goes back to their country of origin, or moves to another country, there is no obligation that they deregister themselves from the padrón. Over the same period, a total of 89,000 Brits registered themselves as living in Spain, so the net loss is 68,000 people. Between 2008 and 2012 there were 40,500 more Brits registering their residency in Spain than the numbers who left. We continually stress that residents of Spain should go to their town hall and register on the “padrón”. The more people there are on the padrón, the more benefits are made available to all the inhabitants of any nationality. Municipalities are able to attract more teachers, health professionals, civil defence personnel, and more monetary grants. It is necessary for many administrative dealings in Spain that persons are listed. A family with children of any age can all enrol themselves on the padrón. If children are being enrolled in nurseries or schools they have to be on the padrón, and this is necessary for health care. 2019 is municipal election year throughout Spain, and residents can apply to have a vote. This can only be done if they are on the padrón on January 1st, 2019, so this is another good reason.
Mojácar Town Hall
To correct this, the Institute of Statistics now requires town halls to have confirmation that nonSpanish persons on the padrón are an accurate number. Persons who are official residents with the appropriate paperwork now have to confirm that they are on the padrón every five years, and for non-official residents this has to be done every two years. Mojácar town hall issued a press release last November pointing out that the new regulations were in force. Municipal Local Police try to reconcile the lists with actual residents by knocking on doors, but the most important thing is that residents confirm their status themselves. The “Spanish” Flu
T
his year, 2018, marks the 100 year anniversary of the beginning of the worst flu pandemic in modern history. At least 50 million people died worldwide, with some social historians and medical researchers considering that the true number is 80 million or more. Between 3-5% of the world population died, and the death rate was only about 20% of those who were affected, but it killed at least 25 million people in the first six months. To put the numbers in context, total casualties in World War I were about 17 million. Large groups of combatants in the war died because it spread rapidly amongst this sector of the population, affecting all the countries at war. The flu pandemic was christened the “Spanish” flu, but it didn’t start in Spain. Many countries ravaged by the war suppressed the numbers in their country for a variety of reasons. It was thought that if the true numbers were announced it might encourage “enemy” countries to re-double their war effort. Apart from this, countries were trying to stop wholesale panic and played down the numbers. In neutral Spain, the numbers known to be affected and the amount of deaths were accurately reported, so it appeared that the pandemic had started in Spain. Nowadays, it is thought that it started in the US, possibly in Kansas. Sanitation and general heath at the end of the war was particularly bad, and the numbers of people badly affected meant that overcrowded hospitals and makeshift centres spread the disease even more. Unlike many flu epidemics, it was not the elderly population who suffered the most. It is thought that relatively young people developed antibodies that were so strong that this caused many deaths. In 1918 there were no vaccines against the flu, anti-viral medication didn’t exist, and there were no antibiotics to treat severe bacterial infections for persons who then contracted pneumonia that spread to the lungs. One “remedy” in developed countries was that people were advised to consume very large quantities of aspirins. It appears that aspirin poisoning caused many deaths. Nowadays the various types of flu viruses are
recognized and can be put into categories. Scientists in the US in 2005 determined the make-up of the 1918 virus from tests on a man who was discovered frozen in the permafrost in Alaska.
The weather in Spain since the end of last year has been far colder than the same period in 2016/2017. In the present flu season that started in Spain towards the end of 2017 the exact type of the flu virus is slightly different to the vaccine that was available. More deaths have resulted than from the bad epidemic in 2009. Unfortunately, many people at risk of contracting the flu are not having the anti-flu vaccinations. Only about 60% of people over the age of 65, the high risk group, took advantage of the latest vaccination program. The World Health Organization are very concerned that large numbers of people who should be vaccinated are not coming forward. They consider that the ideal number of elderly people and those in a highrisk category who have the vaccination must be a minimum of 75-80%. So far this year the average age of people dying is eighty-three. 98% of deaths in the elderly population relate to high risk categories, but more than 50% have not been vaccinated. No flu vaccinations can stop all types or strains because the exact composition of flu viruses cannot be 100% predicted. Vaccination programmes only work if large numbers of people take advantage of them.

Health Care on Holiday

eople on holiday in a different country to where they live may well find that they are ill, or have accidents, needing emergency medical attention. In Europe there are reciprocal agreements that include all EU countries, Norway, Iceland, Lichtenstein, and Switzerland. Tourists from these countries needing medical attention are entitled to the same health care that applies to residents from their National Health systems.

Not Exactly “Justice”
O
n February 16th, Vera Town Hall made a bank transfer to Helen and Len Prior of 235,800 Euros. A local newspaper, and The Sunday Times, used the word “justice” in their headlines, but this was far from the word Helen and Len would have used. Helen announced that the amount of compensation was “very poor”. Their monumental problems started in 2008 when their dream retirement home in Vera, christened “Tranquilidád” (Tranquillity), was razed to the ground by a bulldozer on the instructions of the Junta de Andalucía (the governing body for Almería province). The Priors had employed a reputable builder in 2003 for their 350,000 Euro house, with a solicitor to check that the construction was legal with a building licence from Vera town hall. Unfortunately, and knowing nothing about it, the Junta then started pursuing Vera town hall through the courts. They claimed that the group of houses was a “nucleus” that meant owners might ask for proper roads, street lighting, rubbish collection, and school transport. A demolition order was obtained relating to the Prior’s house, but not then or since, for any other neighbouring properties.
In April 2016, a court in Almería ruled that Helen and Len should be awarded 425,000 Euros, but Vera town hall mounted an appeal. In January 2017, the European Court of Rights ruled that “secret” court proceedings relating to possibly illegal houses, as carried out in Spain, were a violation of human rights as the persons affected had no opportunity to contest them.
Helen & Len Prior
On appeal, the 425,000 Euros was reduced to 220,000 Euros partly because they still owned the land, now zoned only for agriculture or livestock. They were additionally awarded the paltry sum of 9,200 Euros in compensation. On February 16th, Vera town hall paid them the 229,200 Euros, plus interest amounting to 37,300 Euros, but they took off their court costs when the 2012 court case failed, and municipal taxes amounting to a grand total of 31,000 Euros. The money came from the insurance company that covered civil liability for the town hall.

Community News Bowling Event a Huge Success On Saturday, March 10th,90 bowlers competed in the annual Cancer Awareness Bowling Day organised by The Arboleas Forum and Almeria Tenpin Bowling Centre to raise funds for Walk for Life. In total the event raised an amazing 1,875 Euros including all the bowling charges of over 700 Euros going to the charity. Age Support Almanzora opened its new shop in Albox with a reception for volunteers and supporters. The ribbon was cut by Sharon and Stephen Garner of Spanish Property Choice who
had generously sponsored the event and are active supporters of the local community charity. The tasty buffet was provided by Bar Lepanto, and the supporters had a chance to see the new shop with all the stock ready for sale to the public. Jo Tissington from Albox Town Hall was also in attendance, as was Richard Tolman from Smooth FM. Roz, shop manageress, was delighted with the opening, particularly as the move from the old shop in Arboleas had gone so well - with help from the volunteers. The shop staff's appreciation for all the hard work done by Cathy, President of the charity, was shown when Liz presented her with a bouquet. The staff are delighted with the light, modern, spacious shop. Everyone is pleased that the Welfare Team are now based in the shop with the mobility aids that they have for hire. This will mean that shoppers can see how their donations help the charity to help older people in the Almanzora area - befriending, offering advice and support. Maggie, who is in charge of fundraising for the charity, announced that, “The new appeal is to raise funds for another hospitalstyle bed as the one we have is always in use.” Sharon Garner has offered to support this appeal and has already collected mobility equipment for the charity. The shop, opposite the Peugeot garage in Albox needs donations and more volunteers. If you can help, please call in the shop from 10am to 2pm, Monday to Saturday.
Shoestring Productions Apart from sponsoring the PAWS-PATAS neutering programme, the cast of Shoestring Productions with James Dale-Grey, writer, producer and director of Hotel La Resistance, also raised money in order to purchase a defibrillator in memory of his dear wife Annabelle who suddenly died after the performances last April. Rosa María Vincente Fernández, one of the main attendees at The Red Cross Station in Mojácar, was delighted to receive 1,695 euros and the new defibrillator will be named ‘Annabelle’.

What’s On Exhibitions Almería Archaeological Museum has an exhibition entitled “Baria, Ciudad Fenicia y Romana” until July 8th. What’s On APSA, the animal charity based in Albox, is after your money to help support the work the volunteers do to pay for vets' bills, fostering and homing costs, neutering, feeding, building new kennels etc. Liz Carey, from the charity, explains, 'We are asking people to look out old British coins and any foreign coins and notes they may have and take them to the shop in Avenido Lepanto in Albox, or to the APSA stall at Los Llanos Saturday market. It does not matter about the quality or quantity of coins and notes - every little helps.' The charity has already received notes from Ceylon, India and Russia and coins as old as 1788 - a pineapple penny from Barbados. So do you have any old pennies, threepences, even florins, in a drawer? Please help the charity by donating them. They will be checked and sold on to raise muchneeded funds - even if you only have a few please donate them as they will add to the collection to be sold. APSA is focusing on broken jewellery donations this month as a novel way to raise funds.

A city boss needs a new secretary and three women apply for the job. The first woman replied that she would immediately ring the payroll department and give back the money. Relatives A couple drove down a country road for several miles, not saying a word. An earlier discussion had led to an argument and neither of them wanted to concede their position. As they passed a barnyard of mules, goats and pigs, the husband asked sarcastically, "Relatives of yours?" "Yep," the wife replied, "In-laws." The Pilots Two men dressed in airline pilot’s uniforms walk down the gangway from the back of the plane when all the passengers are strapped in. They both have dark glasses, one has a guide dog, and the other one has a white cane. They both go into the cockpit, and some of the passengers get quite nervous, but they decide it’s a practical joke. The plane goes to the end of the runway, and then it starts to speed up for take-off. Some of the passengers are still quite apprehensive, but then the ones in the window seats see that at the end of the runway the sea is very close, and the plane still hasn’t taken off. As the end of the runway and the sea gets closer and closer some of the passengers start to scream. Straight away the plane lifts off, and the passengers who began screaming are quite embarrassed. It looks as if there was no problem at all, and everybody begins to relax. In the cockpit one of the pilots says to the other one, “You know what Jim? One day they’re going to start screaming when it’s too late, and we’re all going to bloody well drown in the sea!”
Some Native Americans asked their chief in autumn if he thought the winter would be cold or not so cold. The chief had no idea but told them it was a good idea to collect wood, just in case it was really cold. To see if he could get some reliable information he called the US Weather Bureau and asked, “Is it going to be cold this winter?” A man told him, “It is likely to be quite cold this winter.” The chief told the natives to keep collecting wood, and three weeks later he called the Weather Bureau again. The man told him, “We now think it’s almost certainly going to be unusually cold.” The chief tells the natives that they must collect as much wood as they could find, including using some of the women to help, and they start doing this. After another three weeks he rang the Weather Bureau, and the man told him, “We now have reason to believe the weather is going to be exceptionally cold.” The chief asked the man, “Are you quite sure about this?”, as he didn’t think there was much wood left to collect. The man replied, “Absolutely. The Native Americans are collecting wood like crazy! They’ve even roped in some of the women!”
The Dog A hound dog lays in the yard and an old man in overalls sits on the porch. "Excuse me, sir, but does your dog bite?" a jogger asks. The old man looks over his newspaper and replies, "Nope." As soon as the jogger enters the yard, the dog begins snarling and growling, and then attacks the jogger's legs. As the jogger flails around in the yard, he yells, "I thought you said your dog didn't bite!" The old man mutters, "Ain't my dog."
