Another month further into the pandemic we are fortunate that Almería province is still reporting low rates of infection, and our area in particular. For more than a month the number of people hospitalised and deaths has been in single figures spread over the three hospitals. Where there have been small outbreaks that are all community based, prompt action has limited the problem. The new instruction to wear masks inside and outside throughout Andalucía seems sensible. There appears to be one area of misunderstanding and this relates to bars and restaurants. Clients can’t wear masks whilst eating and drinking of course, but they should be used if people are just chatting and going to communal areas such as loos. In the News A Final Agreement! After one of the longest wrangles in the European Union in Brussels that spanned four days, all 27 states finally agreed a rescue package during the early hours of July 21st to address the ramifications of the COVID-19 catastrophe. The problems and disagreements were the amounts of money that were going to be given in grants, and the amounts that were loans. Recognition was made that countries such as Spain and Italy were particularly badly hit and needed the most money to recover. The final agreement was that Spain will receive 140 billion euros (a billion is 1,000 millions) over the next six years. 72.2 billion is a straight grant and the rest is made up of various loans. The only EU state that was given more money was Italy. The Spanish Prime Minister, Pedro Sánchez, was very heavily involved in the discussions and he was hoping to get a grant of 77 billion euros, but stated he was very satisfied to get 72.2 billion. The total of 140 billion equates to 11% of the Gross National Product in Spain in 2019. Any conditions regarding the reform of the labour market and the pension system in Spain, which had been another sticking point, were not mentioned. It appears that there will have to be some compromise. To be able to dispense all of the money the European Union will borrow money on the international market, which has never been done up to now. The intense discussions were seen as a barometer as to whether the EU was still a union, or a divided entity. The UK took no part in the talks and will not receive any money as they left the EU last January.

In the News In Spain, a major investigation is overseen by a judge, who works with the police and authorises search warrants and other actions, and is involved from start to finish. In early July at 6.30am, the National Police in Almería city, backed up by Guardia Civil police officers, simultaneously raided 28 properties which are alleged to be used by a major criminal gang who grow and distribute the drugs. The judge ordered the destruction of any plants and equipment, and the confiscation of arms, luxury vehicles and other related material including money. Apart from a very large number of police vehicles, a police helicopter flew over the area for most of the morning following the initial raids as investigations continued, and other properties were raided. A police spokesperson stated that a large number of documents and money had been seized, 3,500 cannabis plants were destroyed, rifles, pistols and ammunition were removed and there were 18 arrests. Technicians from the power company ‘Endesa’ disconnected 96 illegal connexions to the electricity supply in the area. Earlier this year, police in Adra intercepted a boat just off the coast and discovered 25 waterproof bales containing 750kg of cannabis resin and arrested three people. Another attempt in March, when police were waiting for a boat to arrive, culminated in another haul of 77 bales with 2,300kg. In a major investigation following, police in Almería, Murcia and Castellón carried out raids and made 33 arrests. 16 people in Adra and Berja were arrested and police confiscated 17,600 euros, 3,000 litres of petrol, 40 SIM cards and two luxury vehicles (one with false number plates). A senior police officer stated that the persons arrested in Almería province came from one family, and the cannabis resin was transported to other parts of Europe in the high performance cars. 85% Compliance A Spanish survey in July of members of the population in Spain revealed that 85% used masks habitually where required to do so, and 90% used gel and washed their hands frequently. 83% stated
that they did not shake hands, kiss or hug people they did not live with, or were family members, and tried to keep the 1.5m distance. A high 71% preferred to use their car instead of public transport, or they walked short distances. 72% were shopping at small businesses where they considered it was easier to social distance, and 16% thought that meeting in groups such as at a church was risky. 9% thought that air travel was too risky.
Fernando Simón
The Spanish Dr. Fauci Fernando Simón is the head of the Spanish Coordination Centre for Infectious Diseases and Health Alerts and has become the equivalent of Dr. Fauci in the US. Donald Trump and the White House are continually trying to side-line Dr. Fauci because they don’t like his advice, but Fernando Simón has no such problems. In his frequent appearances on Spanish TV he comes across as a quiet, knowledgeable expert with a raspy voice who is portraying the situation as it is. He has lived and worked in various countries, including Africa, and went back there during the 2014 Ebola crisis. Aged 57, he has three children aged 10 to 22 and his wife is a scientist specialising in infectious tropical diseases, whilst his father was a psychiatrist before he retired. He is far from being a spokesperson in a suit and tie and habitually wears jeans and pullovers and shirts that have not been ironed. Sometimes he could do with a shave and he claims he stopped brushing

In the News his wiry hair when he was aged 15. He goes to work on an ageing Suzuki motorbike he bought several years ago and his leather jacket dates back to 1991. His department now has 24 people and his colleagues say that he is always there by 7.30am and regularly works 10-12 hours a day including weekends. His approval rating from the general public is over 90%, and there have only been a couple of occasions when the Spanish Prime Minister, Pedro Sánchez, has not been in full agreement with his advice. Fernando brushes aside any criticism of Pedro Sánchez saying that he is the one who has to put in place severe restrictions with a huge impact on the population, and he considers the Prime Minister to be very brave and focused. Fernando tested positive for the virus on March 30th with only a few minor symptoms and he was back at his desk on April 14th. In his spare time (and he hopes he may have some before too long) he is an avid rock climber as well as playing rock ‘n’ roll with his bass guitar. He is fluent in six languages.

Regarding food shopping, more than 50% of people stated they were trying to buy everything they needed in the one place and make fewer visits, and take less time to load their trolley and pay. About 40% of shoppers were buying more “own brands” because they were cheaper, and 24% were buying more goods online for home delivery. 80% of shoppers stated that they were very influenced by the safety precautions in supermarkets and they might go to a different one if they thought the safety measures were not good enough. 50% of the people surveyed stated they were staying home this summer, partly because of the virus and partly because they were short of money. People who did intend to have a holiday stated that they were staying within Spain, and 33% of these people had a second home so their holiday would be cheaper.
Record Exports from Garrucha Port Figures compiled for June show that 712,000 tonnes of yeso (gypsum) and gravel were loaded onto ships at Garrucha port. This was a big increase from June last year when 471,000 tonnes were exported. A contract was signed in June for a study to determine the scope and cost of an extension to the port for merchant vessels, which would allow more ships to be loaded and reduce the time they have to wait to be berthed. Some years ago there was a proposal that a dedicated road for lorries was constructed from Los Gallardos to link up with the turn off on the Garrucha-Las Buganvillas road to the port. This would stop the enormous amount of lorries that come down the existing road from Los Gallardos to the port turn off and back to Sorbas the same way.
Made in Andalucía During the pandemic, a very large number of personal protection equipment had to be purchased from China, and this applied to Spain and Andalucía. Since then, companies in Andalucía are providing 99% of the amount needed, and ‘Noruco’, a large company in Seville, converted their automated factory to produce masks and other personal protection equipment which entailed tripling their work force. 80% of their production is the fabrication of 5 million masks and 1.2 million other items every month. Other companies in Andalucía have embarked on the manufacture of face masks, goggles and hospital gowns.

In the News off. During and after the pandemic, when it finally ends, this situation is going to be much worse. Young people in Spain aged 25-30 still living with their parents is extremely common and is the highest number in Europe. Many young people paying rent, or even with a mortgage, are going back to their family home during the pandemic when it is impossible or extremely difficult to keep up the payments. Andalucía are providing 2.3 million euros to subsidise the rent for about 800 people who are on the poverty line, and this will continue until the end of September. Banks are giving a “mortgage holiday” where three month’s payments can be delayed, but going back to the family home means no bills for services. A new initiative being put forward by some banks and developers is that young people start to rent a property with the aim of this being converted into a mortgage. Ana Botin is the CEO of Banco Santander in Spain, owned by the Botin family, and has seen how the “Help to Buy” initiative in the UK has been very conducive to their banks there in attracting clients. The government loans of 15-20% of the cost, with no interest for five years and only a 5% deposit, has become one of the only ways for young people in the UK to get on the property ladder. Ana Botin considers that the Spanish government should do the same thing to break the vicious circle. A company called “Hola Lucas” was set up by the BBVA bank in 2019 where people can buy a property of their choice, or one from the company stock, for a 5% deposit and an option to buy after three years at a price fixed when they pay the deposit. The amount they have paid in “rent” is then counted as being a deposit for a normal mortgage. What will happen after the current crisis remains to be seen, but for young people who are still in stable work these schemes may prove attractive. Residential Homes Review Each autonomous community in Spain, so in our case Andalucía, has an official department, “El Defensor del Pueblo”, that hears complaints from the public and can make recommendations that
are legally binding. They can also launch their own investigations. Jesús Maeztu, the Defensor del Pueblo in Andalucía, has announced a major investigation into residential care homes during the pandemic. As in other countries, care homes have seen a very large number of deaths and Spain is the second country worldwide with the highest average ages of the population. In Seville, where he is based, a care home experienced 30 deaths from the virus. His department intends to visit many care homes in Andalucía and he wants to know how many doctors there are, how many staff are qualified to help in a pandemic, the problems they had with PPE equipment and how social distancing worked. He states that he is extremely alarmed with the claim that in some cases elderly people hospitalised with the virus, who came from care homes, were not admitted to intensive care wards because of their age. He considers that no medical staff should have the burden of making such a decision or be required to do so. He goes on to say that there are numerous lessons to be learnt from the pandemic and care homes are in a special category. The Spanish Health department states that there are 31,000 care homes in Spain with about 340,000 people living there. Although data is far from being completely reliable it “appears” that up to the end of June there were 27,500 deaths. About 9,000 people died as a direct result of COVID-19 and about 9,800 died from causes probably related to the virus but had not been confirmed as having contracted it. The remaining deaths were related to “normal” causes. A “State of Alarm” until 2021 The Italian Prime Minister, Giuseppe Conte, has announced that their state of alarm will be extended until the end of the year. There is also a list of 13 non-European countries that will not be given entry. These include Brazil, Chile, Peru, Panama, Bosnia and Bangladesh. In July they refused entry to 135 passengers on a plane that had come from Bangladesh and only allowed the plane to refuel. It was stated that the airline had

In the News been instructed to cancel the flight the day before, which they had ignored, and the plane should never have taken off. Giuseppe Conde considers that Italians have made enormous sacrifices to get the pandemic under control and under no circumstance do they want to see a resurgence in numbers amongst the general population. He is quite clear that the prolonging of the state of alarm is in line with recommendations from Italian health experts, and a safe return to work is the primary objective. COVID-19 Work Inspectors A Spanish decree published on July 8th has empowered inspectors from the Department of Employment to visit companies where workers have gone back to work to see if all the conditions are being complied with. The decree authorises fines of 2,000-41,000 euros. The inspectors will see if adequate cleaning and disinfection is taking place with ventilation, and soap and water or gel are readily available. The social distancing of 1.5m will be checked in the individual work area or communal areas and if this is not completely possible PPE items have to be available and used. Large employers are being asked to put in place staggered entry and exit times to reduce the risk of infection. At present there are just over 1,000 such inspectors in Spain but the government has stated that there will be a very large increase in numbers, and the fines will relate to the size of the companies. An ‘ETA’ Prosecution Neither Spanish police nor the courts of justice have closed investigations and prosecutions of the Basque ‘ETA’ terrorists. María Soledad Iparraguirre, known as ‘Amboto’, is now in court in Spain accused of the active participation in the assassination of the Guardia Civil commandant Luciano Cortizo Alonso in León in December 1995 when a car bomb exploded. His daughter, who was in the car at the time, was badly wounded. María Soledad was released from prison in France in 2019 and extradited to Spain. She spent 15
years in prison in France after she was detained and convicted in 2004 of various terrorist related crimes there. Spanish prosecutors accuse her of being directly involved in the manufacture of the bomb that was put under the driver’s seat of the vehicle by her colleague Sergio Polo who was convicted and sentenced to 110 years in prison. There is no dispute that she was one of the most important ETA members and in May 2018 she and another senior ETA member read out a declaration that stated they were disbanding. Other ETA terrorists have referred to María Soledad as being the female chief of operations at the time of the car bomb. The Spanish prosecution is asking for a prison term of 122 years. Sentences like this are “symbolic” but in practice, a person convicted of terrorism will almost certainly stay in prison for 40 years. María Soledad is now aged 59.
The First Tourists The first flight into Almería airport with tourists, when restrictions were lifted, was a Ryanair flight from Manchester that brought 119 adults and one child on July 4th. Some of the passengers were meeting up with relatives and loved ones that they had not seen for weeks, but there were only 19 passengers on the return journey who had to observe the UK quarantine up to July 10th. The Spanish public company AENA own and operate all of the 45 airports in Spain and two heliports, with the exception of a few private ones such as the Corvera airport owned by the

As with other airports, there have been extensive changes at Almería that mean people have to allow much more time to check-in. AENA issue licences and collect rent for duty free shops, restaurants, bars, cafes and other commercial premises such as chemists within an airport, and it was announced at the start of July that restaurants would slowly open up. There are 100 explanatory posters and 800 vinyl stickers at Almería airport designed to aid social distancing, and all people within the airport have to wear a mask. Only passengers can enter the airport unless an adult is escorting a child or a disabled person. There are 30 screens between passengers and staff where there has to be contact, and in all the toilets for passengers and staff 66 taps have been replaced with ones that don’t need to be touched, along with paper towel dispensers. The trays used for belongings at the x-ray machines are being continuously cleaned and disinfected, and air-conditioning has been improved to constantly filter the air. The number of people at check-in and security is very controlled as well as in baggage reclaim where there are thermal cameras to scan incoming passengers who have to have filled in a “Passenger Location Card” on the flight. There are other health screening points with hand-held temperature testers, and if it is considered that a passenger needs further tests they will be taken to a dedicated health centre. AENA is asking all passengers to observe the regulations and be patient! The ‘Cemar’ Commercial Centre Opened As soon as regulations allowed it to happen, the new Cemar commercial centre at Huércal de Almería opened its doors. The centre is on the main A-340 road that is used by 34,000 vehicles every weekday and is the road where there are a large number of main dealers for cars. The centre has cost 30 million euros on a site of 45,000m2 with parking for 938 cars. Negotiations are taking place with various companies regarding
an adjoining plot of 21,000m2 that has been purchased by the Cemar owners, and this will become phase 2. The catchment area is considered to be 440,000 people. Companies at the centre include Decathlon, Conforama, Kentucky Fried Chicken, Tienda Animal, Aldy, JYSK, Base, Augry, Pinturas Andalucía and TEDI. Government Grants to Buy New Cars To try and give the Spanish motor industry a much needed boost, the government have introduced an incentive scheme in conjunction with the manufacturers. In some cases the “discount” off the price for a low emission vehicle is matched by the manufacturer. These grants apply to petrol, diesel, hybrid and 100% electric cars to give a boost across the board with in most cases the compulsory scrapping of an old vehicle. Cars that are purely electric are obviously the cars we should all have, and the scheme has a grant of 4000 euros from the government and 1,000 from the manufacturer, with an extra 500 euros for people with reduced income and physical handicaps. The top limit for the value of the new 100% electric cars is 45,000 euros, and scrapping a car is not compulsory for the purchase of purely electric cars. This is in response to a complaint by dealers that people in the market for an electric car didn’t own old vehicles! For other types of vehicle, a car over 10 years old has to be scrapped (7 years for a van and a car when buying a hybrid model), with an extra 500 euros discount for a car over 20 years. Installing charging points is not cheap, but Hyundai have announced that they will pay for a charging point of 7.4kW if a 100% electric car is purchased from them, with an 8 year guarantee for the battery. Other manufacturers will doubtless have their own schemes. For low emission, conventionally fuelled vehicles or hybrids, the discount, which will mostly be doubled, is from 400-1000 euros (2,600 euros for hybrids) with a top price of 35,000 euros, and the person scrapping an old car has to have owned it for 12 months and it has to have a current ITV (MOT). Other extra discounts of up to 500 euros apply to certain sectors of the community. A new feature is that this applies to vehicles registered

In the News by dealers from the start of this year, so includes “kilometre 0” ones that will already have a discount. There are discounts for buying electric scooters but manufacturers are complaining that like other types of vehicles it should apply to petrol ones. If you are in the market for a new car you should ask dealers exactly what discount is available as this will vary to some extent, and the system is fairly complicated to start with. In the previous PIVE discount schemes some dealers threw in extra “goodies” to get the sale. As was the case in the PIVE schemes, the ‘Hacienda’ (Spanish taxman) will rule that the discounts amount to hidden income so tax will be payable. Hardly fair!
Budget Wardrobe The Spanish King Felipe VI and Queen Leticia have been visiting all the autonomous communities, following the end of the state of alarm, to show solidarity with the general population. Queen Leticia often wears clothes that come from recognised Spanish brands that are not expensive, and this also applies to clothes for the two princesses. During this tour she wore budget clothes from a whole range of Spanish companies. One day she wore a dress from ‘Lara’ that cost 46 euros but was on sale for 26 euros and shoes that cost 65 euros. On another occasion she wore a dress that she first wore in July 2019, and she wore a dress from ‘Adolfo Domínguez’ reduced from 224 euros to 99 euros at the time. A “monkey suit” she wore from the company ‘Mango’ was on sale for 40 euros along with a ‘Massimo Dutti’ bag that cost 60 euros and another budget price dress came from ‘Sweet Matitios’. There is always a big boost in sales from the clothes she wears, and particularly clothes she chooses for her children. In 1976 the mine was closed as the selling price of iron ore was less than the cost of extraction. The mine will shortly be re-opened and permission for the iron ore to be brought to the port in Almería by opening up the train line again was denied. Instead, it will be loaded onto ships at Carboneras port from fleets of lorries. Carboneras town hall and pressure groups are bitterly opposed to this and made a complaint to the ‘Defensor de Pueblo Andaluz’ (the official body that receives and investigates complaints from citizens) that the anti-dust installations are not sufficient for the hundreds of lorries that will arrive there. Following information from the Junta de Andalucía regarding the installation of dust screens and sprayed water vapour it was ruled that they are sufficient and comply with regulations. The lorries will also go through a water trough after unloading to take any dust off the wheels. The pressure group complained to the ‘Defensor de Pueblo Andaluz’ a second time claiming that the dust screens in place were not yet operational and there were no installations of the promised water vapour equipment. It was agreed that their complaint would be re-opened! The company has been given a licence by the Junta de Andalucía to emit a small amount of CO2 emissions during the loading onto the ships of the 100,000 tonnes of iron ore.
A “Virtual” Sales Drive In July, the department in Andalucía that deals with exports of fruit and vegetables organised a virtual sales initiative from 18 major exporters, including 11 from Almería province. They were in video conversation with 20 buyers from 9 EU countries and the UK, and there were over 85 contacts and discussions between sellers and buyers. In the News Brain problems from Covid-19 Scientists, particularly from the London University College Neurological Hospital, are reporting that some patients who have survived the virus after hospitalisation are showing evidence of ‘acute disseminated encephalomyelitis’ or 'ADEM' for short, that affects the both the brain and spinal cord. It is typically seen in young children and is linked to viral infections. Among 43 patients who were referred to their neurology unit with post Covid19 problems, the team identified ten cases of temporary brain dysfunction with delirium, eight cases of minor strokes and eight cases with nerve damage. One woman who was discharged from intensive care started having delusions and claimed she was being attacked by monkeys. She was temporarily admitted to a psychiatric ward for evaluation and treatment. The symptom of Covid19 where people report a lack of smell and taste is also caused by nerve reactions. The team at the unit stated that they hoped problems would not be experienced by a large number of people but it was too early to say. A much larger study in Spain of 3,500 people who had been hospitalised similarly concluded that 50% had some problems afterwards such as dizziness or headaches, insomnia, panic attacks or psychosis. There were also a number of people who had suffered a stroke. The authors of the report concluded that the COVID-19 virus is neurone-toxic which is entirely a new discovery, and not found in other viral diseases. Ryanair Cuts In Spain Ryanair announced in mid-July that they have 600 more staff at their 10 bases in Spain than is needed, and they are cutting the wages for 800 pilots by 20% and 1,300 cabin crew by 10%. All these reductions will stay in place until 2024, and Ryanair state that this reduction in wages would safeguard more dismissals. This is a unilateral decision and unions had just concluded talks over 15 days without any agreement. A reduction in wages by Ryanair is a policy that applies to staff in many countries and the unions (that Ryanair was forced to recognise) are in a very difficult position. The company state that reduced wages will stop many staff losing their
jobs, but the unions state that there is no guarantee that if the cuts are accepted there will not be staff laid off.
New investment for Seat When many motor manufacturers are experiencing major problems, an investment of five billion euros from now until 2025 has been announced at the Seat headquarters in Barcelona. All Seat cars are manufactured in Spain but they are part of the Volkswagen group. Investment will particularly apply to the upmarket ‘Cupra’ range and their 100% electric car to be called ‘Born’ that Seat will market. Seat is capturing a younger group of the population, the average age being 10 years less than customers in the Volkswagen group in general. Some of the money will be used to modernise the existing Seat works, to increase productivity, and for research into electric vehicles of the future. The Campo de Gibraltar Raids In mid-July 2018, a crisis meeting was held between the then Minister of the Interior, the then President of Andalucía and senior police officers from three forces. The police had announced that they had lost control of the investigation and prosecution of the drug barons operating in the Campo de Gibraltar and La Linea area, and there were now “no-go” areas where it was not safe to enter. National Police, Guardia Civil police and anti-drug police numbers were greatly increased with extra vehicles, drones and other hi-tech equipment, and neighbouring police forces were put on standby to assist in major raids. These measures have been very successful with many drug barons arrested and very large

In the News amounts of drugs seized. This July, police raided a complex of luxury houses, inside a high perimeter wall, that belonged to drug barons. Each property was “fortified” with high gates, walls and CCTV systems. A total of 71 people were arrested, and large quantities of money, high value jewellery, very expensive watches, and luxury vehicles were seized. The people who “officially” lived in the properties were frequently claiming unemployment and other benefits. The police stated that the amount of money invested in the properties came to 16 million euros, and the total amount of money laundering came to 35 million euros, and there was no way the money had been legally obtained. During the raids, police dogs trained to detect drugs and money were deployed, and police considered that comprehensive searches would take several weeks. In some similar raids police found an entire garage wall that could be slid to one side to gain access to a large store room, and a shower tray that tipped up with a motor drive to gain access to a small room.
Police Spotter Vans Vans are now being used by the ‘DGT’ traffic police that give the police driver and passenger a much better view of the interior of cars because the seats are higher. They are primarily to spot drivers using a mobile phone, as well as not wearing a seat belt. If any infractions are noted, a message is given to a normal police car which will pull the vehicle over. The vans have no markings except that the registration number is the normal “PGC”- Policía Guardia Civil. At present, the two police officers are in uniform and the vans have been spotted in various areas including Alicante and Murcia. More Staff At Courts Courts that deal with cases where people have been arrested under the criminal code still operate during August and September, but the sections that deal with civil complaints are shut in August. The numbers of judges in Almería, Vera, Roquetas de Mar and El Ejido are being increased from August 1st until September 30th. This is to cater for the increased numbers of people during the
holiday period. Numbers in Roquetas de Mar have gone up from four to seven, from four to eight in Almería city and from four to six in Vera. The cost of the additional staff is given as being 61,000 euros. Rewards for Health Workers The Junta de Andalucía Health Department (that covers Almería) have put forward a plan to reward health professionals for their dedication during the pandemic. On average, a payment will be made of 622 euros (tied to the actual salary of the worker), an increase in paid holidays and an extra day off backdated from March to June so four days in all. This has been condemned by health unions as being poorly thought out and is not applicable to nurses or other staff, who the unions say must be rewarded as well. They have demanded that the plan for rewards is amended, and if not, there may be strikes called. The present monetary rewards are calculated to cost 73 million euros. Evictions of Home Owners In the years 2006-2008 when there was the property boom, Spanish banks and mortgage lenders lent amounts of money that in many cases did not take into account whether the payments were too high. Evictions then followed non-payment, often for a period as brief as one month in arrears, and in 2014 there were 34,000 evictions. This fell to 30,000 in 2015, 21,000 in 2016, 11,000 in 2017 and 6,000 in 2018. Figures for 2019 are that the numbers fell to 5,177 and in the last quarter of 2019 they fell 45% compared to the same quarter in 2018. 60% of all eviction proceedings relate to mortgages signed from 2006-2008. In 2013, EU judges ruled that Spanish courts must intervene in eviction proceedings where a client was in dispute with the lender over abusive mortgage terms such as a sharp rise in interest when only one payment had been missed. Tragically, a few years ago there were a number of people who committed suicide when bank officials came to their house to repossess it. In 2017 one woman jumped to her death from her apartment balcony when bank officials and a locksmith arrived, which caused national

From June 2019, banks and lenders in Spain were banned from taking any action until the loan repayment was in arrears for 12 months or 3% of the capital sum in the first half of the full mortgage term and up to 15 months or 7% of capital in subsequent years. There are special arrangements if a couple in default of their mortgage have three children, a child under three, or are caring for a dependent adult who is disabled. Similar circumstances are where the mortgage clients(s) and members of a family are unemployed but have run out of any unemployment benefit. In the above cases mortgage payments may be suspended and eviction postponed. Part of the COVID-19 regulations announced in March allowed mortgage holders in difficulty to apply for a three month “holiday” from making payments. This was possible if the income had dropped by 40% or more with other criteria regarding the total income of a family.

Expired Spanish Driving Licences The ‘DGT’, Spain’s traffic authority, have announced that people whose driving licences expired in March and up to the end of May, and have not been able to renew them, have until August 21stto obtain a new one. The renewed licences will be valid from the day this is done, not from the date when they expired. Appointments can be made at authorised renewal centres where there is a blood pressure and eye test, a new photograph is taken and the licence will be sent through the post. The centre will provide a “justificante” that states that a new licence is in the process of being issued. New ‘AVE’ Delays The Almería ‘Mesa del Tren’ is a rail pressure group who campaign to make improvements in the rail system (or lack of it) from Almería. They are asking for urgent meetings with the Ministry of Transport, particularly in respect of the ‘AVE’ (High speed train), that will one day arrive in Almería when the sections here and in Murcia are completed. Apart from missing sections in Almería province there is still no agreement as to the distance in Murcia city that will be underground. Because of this the section from Murcia to Totana is still not finalised. Over the last few years the date of the arrival of the AVE in Almería city has continually been slid. The date of 2021 was slid to 2023 with a period of line testing that might extend to 2025. The ‘Mesa del Tren’ state that the continued delays, if not sorted out, may mean that a new date of 2027 applies and they point out that Almería desperately needs this rail link. They are also complaining of no action or work taking place regarding the Níjar “dry port”. This is a hub beside the line that will be a logistic centre that is close to the A-7 motorway and not far from the Carboneras port. It has been agreed that the work on the AVE will cater for this hub, but there are no definite plans, nor any contract signed to allow it to happen. In another section we
comment on the opening of the new dual carriageway between Las Buganvillas and Vera. There will be an AVE station opposite the petrol station on the dual carriageway, so when the Cuevas to Vera section is built there will be extended new work necessary to cross this newly completed dual carriageway.
Mercadona News The Mercadona supermarket chain has announced that during 2020 another nine supermarkets in Almería province will be completely modernised which will cost 14 million euros. In total there are 33 supermarkets in the province with 1,400 staff. A very large hub for frozen food was opened at Guadix in 2013 that serves our area at a cost of 60 million euros, and extensions during 2020 will cost another 14 million euros, with the employment of 82 new staff. This is one of three major hubs in Andalucía with the other two in Málaga and Seville. During July and August, supermarkets where there are a large number of tourists open on Sundays from 9.30am until 3pm, and in all supermarkets the closing time during the pandemic of 9.30pm has gone back to 10pm. Old Cars In another section of our “In the News” we explain the incentive scheme to try and give a badly needed boost to vehicle sales. Most of them mean that an old vehicle has to be scrapped and this is 10 years for cars and 7 for vans. These vehicles have to have been owned for 12 months and have a current ‘ITV’ (MOT). In Almería province there is no shortage of

In the News old vehicles, and sales of new cars to private buyers or companies fell by 46% in 2020 up to the end of June, and May and June sales were extremely bad. Figures from the ‘DGT’ (Spanish traffic authority) are that in Almería province there are 376,000 cars registered and 174,000 (so 46%) are more than 10 years old, so would qualify for the subsidised purchase schemes. There is an extra 500 euro incentive if a car more than 20 years old is scrapped and there are 83,000 cars that are in this category in the province. The DGT would like to see the number of old cars on the roads come down dramatically. Apart from higher emissions, they consider that many of them are not serviced properly and in accidents without the modern safety equipment there is a much larger increase in severe injuries and deaths. It remains to be seen whether the incentive schemes will be successful. They assume that a buyer has the necessary money, or is prepared to buy a car with finance during the pandemic.
New 061 Unit In Vera The emergency health number in our area for life threatening events is ‘061’ and since July 20th the new 061 emergency ambulance department is operational in Vera at the health centre. Integrated within the centre, the “advanced co-ordination” ambulance will serve this part of our province. Information regarding patient records can be called up and viewed on-board. Similarly, vital signs and information such as from electro cardiographs can be sent to a hospital before the patient arrives. If required, the ambulance crew can ask for specialist advice on the recommended treatment from accidents and emergency departments. The ambulance is operational from 10am to midnight with the necessary personnel which is a team made up of a doctor, nurse and technician who will work in shifts. Apart from the storage of medical equipment and supplies, there is a rest room at the health centre along with showers and loos. The central 061 unit at the Bola Azul hospital in Almería have mobilised an emergency ambulance on 1,714 occasions in the first half of 2020 in our area, and 78% of these were for urgent treatment. Surveys
from patients give a score of 9 out of 10 for the assistance they receive from the ambulance crews.
Hardly Any Charging Points The new incentive to purchase electric or hybrid vehicles assumes that there are adequate charging points apart from ones at private homes. ‘Anfac’, the Association of Vehicle Manufacturers, points out that there has to be a dramatic increase in public charging points and the lack of them is part of the reason why only 16,900 electric vehicles were purchased in Spain last year. At present there are only 7,600 charging points with just 5,000 in urban areas. ‘Anfac’ says that Spain is far behind other countries and there needs to be 110,000 charging points by 2025. Culling Mink Last month we commented on the culling and cease in trade in sales of mink pelts in Holland and Denmark. This has now spread to Spain and a complete population of 92,700 mink at a farm in Aragon were killed. In May, seven of the 14 workers tested positive and various mink tested positive as well. Consequently, a complete “lockdown” on any sales of the skins and the killing of any more mink was ordered. In June it was thought that numbers of infected mink were under control, but in July tests showed there was a major increase. It is not completely clear whether a human infected the minks, or humans contracted the virus from the minks. What is known is that the “genome” of a mink is very similar to the human one. The transmission of the virus has been documented in cats, and at one mink farm in Denmark feral cats living there tested positive. Virtual Medical Help During the pandemic there has been an explosion in virtual meetings, and schools undertook this to ensure pupils were still being taught and tested. A study from the Institute of Healthcare Management in Barcelona has recommended that because of the experience in virtual health care during the pandemic, this should be extended to Spanish doctors and their patients. They say that up to 80%

In the News of routine doctor consultations could be done without any visits to a surgery and this would save time for the doctors and patients. They consider that some appointments to see specialists could be done virtually, and the results of routine tests such as blood tests. Obviously this is not something that can be put in place quickly, but the experts consider it should be done over the next couple of years although there will always be non-computer literate people who need to see a doctor face to face or have a physical examination.
An Agreed Resignation Arturo del Pino was the director of the Almería museum from 2013 and he drastically reorganised it. He mounted exhibitions of items that had been in storage for years and embarked on guided tours for adults and children. The museum became much more accessible physically, and on social media, and one Chinese website listed the museum as a “must visit” recommendation. He then went to the Almería castle and quickly made his mark there. Unfortunately, he announced in July that he was resigning his position and had been invited to do this over a period of time. He states that he has lacked any input from the authorities and some decisions have been made without him being consulted. He is very critical of the setting on of 10 new conservationists by the Junta de Andalucía. He complains that this was done without any enquiries as to their qualifications and the available budgets in Andalucía. He also laments that the COVID-19 virus has had a very negative effect on the castle without any help from the authorities and it has only recently partly reopened. He considers that with correct and enterprising management the castle could become the “Alhambra” of Almería, a recognition that it deserves, but he can’t do this on his own. Arturo hails from Seville and he intends to move back and seek employment in the cultural heritage sector there. This is a sad ending to his time at the castle.

The proposed sectors are the hotel industry, tourist related companies and tourist commerce. About 20% of hotels have remained closed as they do not consider that income will cover their costs. It is perfectly clear that the numbers of tourists who are expected to come to Spain for the rest of the year will only be a fraction of 2019 figures. When the current ERTE scheme was extended to the end of September, unions had been trying to get it extended to the end of the year in general. The new proposals for this sector of the Spanish economy have been welcomed.
Ryanair Bomb Threats A 51 year old Brit was arrested by police after he gave a note to cabin crew on a Ryanair plane from London to Oslo with 142 passengers. The note stated that there was a bomb on board. The emergency protocol was activated and two Danish F-16 fighter planes from Jutland were scrambled that escorted the plane to the Oslo airport where it landed on a dedicated runway used in cases like this one. The emergency services were fully mobilised and followed the plane down the runway. Armed police disembarked the passengers in an orderly fashion with all of them told initially to put their hands above their heads and remain in their seats. They were taken to a holding area where they were given food and water but had to stay there for six hours. Police wanted to be absolutely certain that the man did not have an accomplice. Specialist dogs trained to sniff out explosives were put on board in the cabin and in the hold, but no explosives were found and the reason the man made this claim was not revealed. This was the second bomb threat on a Ryanair flight within seven days when a note in a toilet on a Ryanair flight from An Extended ‘ERTE’ Period Krakow to Dublin was found when the plane was During the pandemic the Spanish government near UK airspace. Compulsory Items in Cars The ‘DGT’, the Spanish traffic department, are reminding drivers who will be making more journeys during the summer that there are obligatory items that have to be carried in a car. The first one is an approved reflective jacket that has to be worn by anyone getting out of a vehicle when they have a problem or have broken down. A reflective jacket will normally be spotted by other drivers from a distance of 150m but they have to be carried and available within the vehicle, not in the boot. There can be a fine of 200 euros for not wearing one and a loss of three driver points. In the event of a problem or breakdown, drivers have to put out the two reflective triangles that are an obligatory item. On a normal road with traffic in both directions, one should be placed 50m in front and one 50m behind. On a road with traffic only coming from the rear, such as a motorway or dual carriageway, only one triangle is needed behind the vehicle. Switching on the hazard warning lights is recommended. Two Guardia Civil police officers have invented and are marketing a flashing light that is magnetic and visible a long way away, and a driver can put it on the car roof without getting out. It is intended that these will be authorised by the DGT instead of the triangles, as putting out triangles can be risky and there will be a period when triangles will be phased out. If police consider that a stationary car is a great danger and no triangles are being used the fine is 200 euros. Vehicles have to have a spare tyre and the means of changing a tyre, or the more modern “anti-puncture” devices. In practice, many drivers with a puncture will call for a ‘grua’ from their emergency breakdown insurance cover that will take them to a garage,
and this can be safer than trying to change a wheel. A driver has to carry their driving licence, vehicle paperwork, insurance policy and ‘ITV’ (MOT) certificate if applicable, and the ITV sticker has to be displayed on the windscreen. (There is a new system for these essential documents being stored on a mobile phone that can be quickly checked by the police). In areas that are liable to experience snow and ice regularly a set of metallic or textile chains should be carried. A driver no longer has to carry a spare pair of spectacles or a kit of spare bulbs. It is recommended that a basic first aid kit is carried in the vehicle, a torch that may be needed at night, “jump leads” so another motorist can get you going again, a bottle of water for the radiator, a charged up mobile phone to summon help, and an umbrella in case you have to exit a vehicle in the rain. A fire extinguisher for cars is also considered a good idea.
“Flou” Tomatoes The co-operative growing companies, Vicasol and Coprohíjar from Níjar, have teamed up to grow and market a new tomato. It is designed to appeal to the gourmet market and is a variant of the “raf” tomatoes. At the moment there are 10 hectares under cultivation with 50% dedicated to ecological growing and the other 50% conventional. The tomatoes will be available in November and the taste is claimed to be very distinctive with a long “shelf live”. It is stated that the price will make it attractive to all buyers of tomatoes.

he new acronym, ‘WFH’, that has emerged during the pandemic stands for “working from home”. This is not a new idea, but in many countries governments issued an instruction, or a strong recommendation, that people worked from home whenever this was possible. For millions of people this was a new concept.

In Spain, telesales are restricted to certain hours so that people are not bombarded with these calls at unsociable times. With the new situation in the pandemic it has become clear that many companies can continue with some employees working from home, and they intend to do this. The Spanish Ministry of Labour is proposing certain guidelines that will apply to WFM and are in talks with employers and unions. Many companies are considering a hybrid way of working where an employee comes to their place of work two or three days a week, and work from home on the other days. A survey in Spain has revealed that 70% of people who have been working at home would like to have these split periods, and Banco Sabadell states that 90% of their employees who have worked from home would like to adopt a hybrid system permanently.
Another part of the proposed regulations will deal with people working from home being paid for “necessary expenses”. There is already legislation in Spain that relates to self-employed persons who always work from home. They can claim an offset in the tax and IVA (VAT) they pay for the cost of telephone, internet, water, gas and electricity. This is based on the amount of space in the home that is directly used for their work and a 30% reduction in taxes applies. So Now You Know... What’s in a Name? William Shakespeare was baptised on April 26th 1564 in Stratford-upon-Avon and died on April 23rd 1616 and this is not in dispute. He is very famous as a playwright, but he was also an actor, poet and a theatre entrepreneur in London. What his real name was is very uncertain. Historians have found out that he used names or abbreviations such as “Willm Shakp” along with “Willm Shakspere” and sometimes “William Shakspeare”. In books by contemporary writers he is referred to with a large number of different surnames such as “Shappere” or “Shaxberd”. There is no documented evidence that he ever called himself “William Shakespeare”! Anechoic Chambers These are totally silent rooms with a complete lack of reflection of any sound, however loud, and they are often used to tests loudspeakers with a microphone. More Twins Twins are becoming more common than ever. From about 1915, when the statistical records began, until 1980, about one in every 50 babies born was a twin, a rate of 2 per cent. The rate then began to increase and by 1995 it was 2.5 per cent. The rate surpassed 3 per cent in 2001 and hit 3.3 per cent in 2010, and is estimated to be about 3.5 per cent this year. This means that of every 1,000 births 35 babies are a twin. Scientists believe this trend is due to the fact that older women tend to have more twins and women are choosing to start families later. Fertility treatments, such as in-vitro fertilisation, also play a role in this increase. Sliced Bread Otto Frederick Rohwedder from Iowa started inventing a machine that would slice bread in 1912, but bakers were not impressed and said the bread would go stale. Undaunted, he patented his machine in 1928 and started putting the bread in waxed paper. A baker, Frank Bench, took a chance and sold sliced bread as, "Sliced Kleen Maid Bread." he former king of Spain, King Juan Carlos I, abdicated in 2014 in favour of his son King Felipe VI but Juan Carlos is still an “honorary king”. There were various reasons why he abdicated and one of them related to a trip to Botswana in 2012 when he had an accident and broke his hip and had to be flown back to Spain in a royal aircraft. He was on a hunting trip with a friend named Corinna Larson, a Monaco-based business woman who had been linked with Juan Carlos previously. She still uses her ex-husband’s aristocratic German title. Following the emergence of the trip to Botswana, the king went on Spanish television to apologise for having been on an expensive hunting trip when Spain was in a recession. In 2018, a recording was made public by a former Spanish police commissioner who had a meeting with Corinna in London. She claimed that she had operated as a front person to conceal wealth belonging to Juan Carlos in Switzerland. A Spanish investigation in 2018 was closed when the judge ruled that there was no concrete evidence. It was rumoured some time ago that there was a 100 million dollar commission paid to Juan Carlos by the Saudi Finance Minister “for his help” when the 7 billion euros high speed rail contract in Saudi Arabia was awarded to a Spanish consortium. Now, it has emerged that a Swiss prosecutor has been holding an investigation relating to Corinna who received a 64.8 million euros transfer into her Swiss bank account in 2012. She now claims this was an “affectionate present” to her and her son from Juan Carlos and was not related to money laundering. A Spanish judge asked the Swiss authorities to provide him with the results of the investigation, and in July it was announced that four experts in financial fraud and money laundering were tasked by the Spanish High Court in Madrid to compile a report. A Spanish monarch enjoys immunity from prosecution and Juan Carlos is still an honorary king. On Sunday, March 15th this year, King Felipe VI astounded everyone by announcing that he was
renouncing any financial inheritance from his father, and also for Princess Leonor, his eldest daughter. It had been stated in the UK Daily Telegraph that Felipe is the beneficiary of two accounts in Switzerland when his father dies. The Spanish Royal Palace put out a statement; “At Felipe VI’s proclamation address to Congress in 2014, the new monarch underscored that the Crown must preserve its prestige and show integrity, honesty and transparency. Felipe VI wants it to be ‘publicly known’ that he has given up any personal inheritance from Juan Carlos I and on any asset, investment or financial structure whose origin, characteristics or goal might not be in line with legality or with the criteria of rectitude and integrity that guide his institutional and private life.”
King Juan Carlos was paid 194,500 euros every year out of funds from the royal household, and King Felipe announced that this stipend would stop. According to recent information from Swiss investigators, Juan Carlos has been drawing 100,000 euros from an account in his name every month. It has been suggested by experts on the monarchy that King Felipe VI might “possibly” be asked by the Spanish High Court to suspend the theoretical immunity from prosecution relating to his father once the results of the current investigation are known. The Spanish Prime Minister Pedro Sánchez has described the latest revelations as being “somewhat disturbing”.

DGT Traffic Regulations
T
he initials ‘DGT’ stand for ‘Dirección General de Tráfico’ and this is the official Spanish body that oversees traffic legislation and enforces it through police forces. The regulations apply to all of Spain and the department makes recommendations to the government, which are invariably “rubber stamped” in parliament.
A fine of 80 euros can apply if this has not been done. Another 80 euros fine can be given if a number plate is damaged or excessively dirty so that the number cannot be read. Traffic police can enter the number of a vehicle into their on-board computers which will flag any infractions.
They have recently published reminders as to the current regulations, and these particularly apply to the situation where vehicles are not being driven. With many vehicles not being used during the pandemic they point out that registered owners of all vehicles in Spain have to have insurance to give a minimum of “third party” cover for civil liability. This applies to vehicles whether driven or not. Last month we commented on a claim by ‘FACUA’, the official Spanish consumer rights organisation, that there should be a rebate or discount in the cost of insurance if a vehicle was not being used over an extended period of time. This does not mean that insurance cover is cancelled. The DGT estimate that there are probably two million vehicles on Spanish roads that have no insurance, and fines go from 601 to 3,005 euros depending on whether it is being driven, the severity of any accidents and not obtaining insurance even after police have already stopped a driver previously.
Vehicle owners have to pay a circulation tax to their town hall that varies according to the type of vehicle, the level of emissions, and age. The DGT are not interested in these but the town hall can add penalties for non-payment, and after a period of time embargo a bank account.
Another regulation that they underline is the requirement that a vehicle has a current ‘ITV’ (MOT) test certificate, and the necessity depends on the age of the vehicle. The tests at special centres (not garages) are designed to spot mechanical problems, along with less serious problems such as non-working lights, the effectiveness of windscreen wipers and undamaged seat belts. If stopped by police without a current ITV the fine for the owner is 200 euros and a test has to be done within 10 days.
Town halls also have the authority to take vehicles to their municipal compounds if they have been parked on a public road for a period of time without being moved. In Madrid and Barcelona a period of five days is considered sufficient as the vehicle is effectively blocking a highway. There will be an amount of money to pay for the municipal ‘grua’ that collects the vehicle and storage, and on top of this a fine if a parking infraction has occurred.
If a vehicle owner moves house, the new address has to be given to the DGT by going to ‘tráfico’, the regional vehicle department, within 15 days but many town halls are able to make modifications to vehicle ownership or transfers, as authorised agents.
Washing a vehicle in the street is prohibited as it is considered to be dirtying it, so a town hall can issue a fine. Almería Dumbo el Musical comes to the Maestro Padilla Auditorio in Almería city on October 25th at 5pm. Primarily intended for children, the performance is in Spanish. Tickets are 15 euros.
Luar na Lubre, the celebrated folk group come to Teatro Cervantes, Almería city, on October 10th at 9.30pm. They are performing their 19th album that portrays aspects of the pilgrims who walk the Camino de Santiago. Tickets are 20 euros in advance or 25 euros at the door.

What’s On Albox Age Support Almanzora is delighted to announce that its much-awaited 1920's Casino Night will now take place on Friday 14th August from 7pm. The venue is still Harley's Bar in Albox, opposite the Bowling Alley, and it will be fully air-conditioned for the event. Claire Stoner is the 1920's vocalist with music provided by Contraband. Tickets cost 10 euros and include a 2 course meal. The event was a sell-out before it was postponed and tickets are of course still valid. If you have a group of more than 4 you will now need to reserve a table via Ellen Green of Age Support (Facebook) or Harleys. The Replacement After Quasimodo's death, Bishop Pierre of the cathedral of Notre Dame sent word through the streets of Paris that a new bell ringer was needed. The bishop decided that he would conduct the interviews personally and went up into the belfry to begin the screening process. After several applicants had demonstrated their skills, he decided to call it a day while he went away to decide who he was going to employ. Just then, a lone, armless man approached him and announced that he was there to apply for the bell ringer's job. The bishop was incredulous. 'You have no arms.' 'No matter,' said the man, 'Watch me!' He then began striking the bells with his face, producing a beautiful melody. The bishop listened in astonishment, convinced that he had finally found a suitable replacement for Quasimodo. Suddenly, while rushing forward to strike a bell, the armless man tripped and plunged headlong out of the belfry window to his death in the street below. The stunned bishop immediately rushed down the stairways. When he reached the street, a crowd had gathered around the fallen figure, drawn by the beautiful music they had heard only moments before. As they silently parted to let the bishop through, one of them asked, 'Bishop, who was this man?' 'I don't know his name,' the bishop sadly replied, 'but his face rings a bell.'
