One result of Brexit is the continuing ability for the vast majority of ex-pat Brits in Spain to vote in municipal elections, and the next ones are in May next year. What is unique is that the authorities are contacting all of us that they consider are eligible, via a letter, and inviting us to apply for a vote. This never happened when the UK was in the EU. More information can be found in our “Community News” section and an “In the News” item. Don’t miss applying for your vote while you have the chance.
The Andalucía Health Department are asking everybody over the age of 60 who has not had the ’flu jab, or people over the age of 65 who have not had the ’flu jab and the second Covid booster jab, to make appointments to rectify this. We refer to this in our “In the News” section. Facemasks are still mandatory on public transport, and in health centres, hospitals and chemists.
High temperatures in October in our province broke all previous records, and it may be that this happened in November as well. Consequently, there was a big reduction in the consumption of electricity, which did help our pockets. The variable PVPC tariff for 10.5 million users of electricity is being completely revamped next year, to try and stop the wide variation in cost. We comment on the temperatures in our “In the News” section.
Concert venues are back to normal and in our “What’s On” section we list ones that may be of interest to our readers, along with other events.
Tuesday, December 6th is a national fiesta to celebrate the signing of the Spanish Constitution and Thursday, December 8th is a national religious fiesta, “The Feast of the Immaculate Conception”. Town halls, schools, official offices, banks and professional undertakings will be closed on both days. Taking additional holidays before or after a fiesta day is known as a “puente”, a “bridge”. This year, if people take Monday 5th as a holiday, this gives them a long weekend. Thursday, December
22nd is a big day in Spain when the ‘El Gordo’ (The fat one) lottery is drawn. There are enormous prizes to be won, as well as millions of smaller ones. This state-run lottery brings in a very large amount of money with 30% for state funds, but the Spanish taxman takes 20% of all winnings over 40,000 euros.
Christmas Eve is on a Saturday this year, and Spaniards living away from home try to journey back to meet up with their families. There is a lavish evening meal and because of this, many restaurants will shut in the evening but open up again on Christmas Day. As Christmas Day is a Sunday this year, the day’s holiday will slide to Monday 26th. Spanish TV stations show the Puerta del Sol square in Madrid on New Year’s Eve, when party goers try to eat twelve grapes as the famous clock strikes midnight, and people at home do this as well. Sunday, January 1stis a fiesta day that will slide to the Monday. Thursday, January 6th is a national fiesta, “Los Reyes Magos” (The Three Kings) and the evening before, there are parades with the three kings on decorated floats throwing sweets into the crowd.
As in other years, there will be no Focus magazine in January but we return in February. We wish all our readers and advertisers a very Happy Christmas and New Year. The Spanish greeting at this time of year is “¡Felices Fiestas!”.
Los Reyes MagosThe next municipal elections to determine who runs our town halls until May 28th, 2027, take place on May 28th next year. In our “Community News” section there is an explanation of how to apply for a vote by Adele Land, a Mojácar councillor. The very important point for these elections is that you can only apply to vote between December 1st to January 15th and there are Christmas and New Year holidays during this period, when official offices and town halls will be shut, so do it as soon as you can. It is impossible to apply for a vote after January 15th. The Census Office appear to be using the same application form for resident Brits in Spain as for non-Spanish EU citizens in Spain. The easy way to access this form if you need to do so, is to search the form name CERE.DFA-1. This then lists websites including the sede.ine.gob.es one and clicking on this gives you the form. When completing it, under your address, there is a box with “Si” that indicates you want to have a vote in the municipal elections. You put an “X” in the box (not a tick) as in Spain an “X” in a box means you have selected this option, and in this case, you are indicating “Yes” you want to have a vote.
November is probably going to be a month of higher average temperatures, but October average temperatures recorded at Almería airport, were the highest on record. Air traffic controllers using data from their weather station update their information every hour. When a pilot on an incoming flight announces that the weather in “Almeeria” is sunny with a temperature of 21 degrees, he has been told that this is the case. The climate information goes back to 1968, and the average temperature for October during the last three decades was 20.4 degrees. This October it was 23.2 degrees, the highest ever. In other parts of the province, it was unusually high with an average of 23.1 degrees in Adra, 21.2 in HuércalOvera and 20.9 in Roquetas de Mar. Almería airport recorded five days when the temperature was
over 30, two more days than the three in October 1997, 2004, 2014, 2016 and 2019. Minimum temperatures averaged out as 18.9 degrees and the normal average is 16.3. On nine nights, the temperature did not fall below 20 which is the highest since 1997. The organisers of the Easter processions in Almería city have to stop the processions from starting if there is a lot of rain or high wind. A few years ago, they realised that the airport could predict the likely weather so they use their information.
During November, 21 Ukrainian soldiers came to the Spanish Legionnaire base at Viator for eight days. They were trained in the use of the ‘Obus’ 105/40 anti-aircraft artillery gun. Following this, they went to Toledo to the Spanish Infantry Academy to undertake additional training there. Other groups of Ukrainian soldiers will receive the same training.
Information from vaccination department of the Junta de Andalucía Health Authority is that the second covid booster jab for people over the age of 65 results in twelve times less deaths from covid, compared to people who have only had the one booster jab. The Health Department point out that the second booster jab is a bi-variant one that combats a variation of the Omicron strain along with the original SARS one. They point out that people over the age of 60 should have the flu jab, and those over 65 should have both the flu and covid vaccinations. If people of this age have not been vaccinated, they should obtain an appointment by going to their health centre or via “Salud Responde”. Parents are asked to arrange for their children aged between 6 months and 4 years 11 months to have the anti-flu vaccination which is a new category this year.
Zurgena council have heaved a big sigh of relief that they don’t have to pay 1.6 million euros to
a developer. The Andalucía High Court have confirmed a sentence from the court in Almería that the developer is not entitled to 1.3 million euros compensation plus court costs and interest. In the early years of 2000, many building projects and construction in many cases, were on rural land, not zoned for urban development. A developer paid 520,000 euros for land in Los Menchones area where they planned to build 22 houses, but the project was blocked in 2004 as the land was rural not urban. Zurgena town council claim that the developer knew from the start that there were no permissions for the project and the High Court agreed. They pointed out that the ‘escritura’ (title deed) for the land clearly stated it was rural. The mayor of Zurgena, Francisco Martínez, welcomed the court decision as otherwise, the town hall would have been bankrupt. He pointed out that 15 years ago there were many cases where permission to build was authorised when it was illegal, and a previous mayor, Candido Trabalón, was given a prison sentence for his approval of several illegal projects and receiving gifts from a developer.
Apart from imposing a windfall tax on energy companies, the Spanish government are levying a tax on banks that is unique in Europe. The justification is that with the rise in interest rates, when the European Bank puts the rate up, and the rise in the Euribor rate, this will result in banks making a lot more money. The tax is 4.8% on the interest and commissions that the banks will make in 2022, payable in January 2023, and also in 2023 payable in January 2024. The expectation was that this would bring in 1.5 billion euros each year. Shares in banks took a dive the day after the tax was announced, but then their value mostly recovered. From January to September (inclusive) the six main Spanish banks recorded a profit of 16 billion euros and the 4.8% tax on these banks alone will bring in 1.1 billion euros and more money for the whole year. Caixa Bank that merged with Bankia had a profit of 2 billion euros, and figures
from Banco Santander show a profit of 7.3 billion euros, 25% more than the same period last year. Not all of this profit has come from Spain as some of it comes from the UK, North America and Brazil, but the expectation by the end of 2022 is that their profit in Spain will be over 1.5 billion euros. The result of this is that the 4.8% windfall tax will bring in a lot more money than has been predicted, across the board from all the banks. On October 7th the Central European Bank, trying to combat the average of 9.9% inflation in the EU, and a recession, increased their interest rate by another 0.75%, taking it up to 2%. This is the second time the rate has been increased by 0.75% this year, which has never happened before, as previous rises have been a maximum of 0.5% which was the initial rise last July. The 2% interest rate is the highest since 2009, and this will also lead to more money coming from the windfall tax.
Spain has no problem encouraging foreign workers in various sectors to come to Spain, providing they are legal. It has been announced that there is a distinct shortage of workers in the construction industry and allied trades, and these will be put in the category of “Occupations difficult to cover” within Spain. The aim is to attract bricklayers, carpenters, electricians, plumbers, forklift drivers, plasterers, welders, installers of waterproofing materials and foremen. The EU “post covid” stage payment grants for Spain, that are 140 billion euros up to the end of 2026, have conditions that have to be met. One of these is that there must be an investment in civil construction and work to make houses more energy efficient. It is claimed by the Spanish Ministry of Inclusion, Social Security, Migration and Transport that this will give employment to 246,000 workers, and young people in Spain do not show much interest in taking these jobs. Spanish unions are not too impressed with the new proposal to attract foreign workers and complain that there has not been enough
consultation. They state that there has to be more discussion on how workers can be recruited from within Spain, and blame poor wages as being part of the problem. The proposals to attract foreign workers have now been passed in the Spanish Parliament and after a period of time they will be able to apply for resident status.
Traditionally in Spain, October is a month when there is not a substantial rise in employment or an appreciable reduction in unemployed persons. It comes at the end of the summer season and before an increase in employment that is usual in December. This year it was quite the opposite. 103,000 people started paying into the Social Security system, so they had found employment, and the total work force in Spain went up to 20.2 million out of a population of 47.5 million. 27,000 people went off the unemployment register, the highest number in October since records have been kept, and the total number of unemployed people went down to 2.9 million. November figures are not yet collated of course, but there is optimism that it will be another better than average month. Of 29 provinces where unemployment fell in October, Almería province had the largest number of people coming off the unemployment register, with 5,500 fewer people claiming benefit. The total number of unemployed people fell to 57,250, 9% less than in September, and 2.4% less than October 2021. Some 11,000 people found work and started paying into the Social Security system, which is 3.6% more than in September. The total number of persons in work went up to 311,250.
In October in Spain, consumers used 22% less electricity than in September, and this was the lowest amount since September last year. One reason was the weather, with consistent higher temperatures, and 23% of electricity generated came from wind farms. For about ten days the “Iberian exception” cap on gas prices, which the
EU allowed Spain and Portugal to put in place was not needed, because the cost of gas had been below 40 euros per megawatt hour (MWh) set by the Government as a maximum price before they stepped in with a subsidy. This was not all good news as the cost of electricity from January to October was 51% more than the same period in 2021. The government regulation that lights in shops and those in public buildings have to be switched off at 10pm has helped reduce electricity usage, along with private individuals and businesses being more careful.
Spanish people who have their own monarchy, are always interested in the UK monarchy, and they are also pet lovers. A recent article in a Spanish newspaper dealt with the sales of corgis. It claims that the price has doubled since the Queen died, and internet searches are ten times as many as before. The site Pets4Homes reports a current purchase price as being £2,500 (2,678 euros). The Queen was given her first corgi when she was age 18, and has owned a total of 30. The Kennel Club comments that the rise in sales is similar to those of dalmatians in 1961, after the 101 Dalmatiansfilm was released. The demand for corgis was high in 1960 when photographs of the Queen with her dogs were published, but demand then fell off again. In 2014 the Kennel Club rated corgis as being vulnerable, with only 274 puppy registrations, but in 2017 and 2018
sales went up following the TV series The Crown. The last two corgis, given to the Queen by Prince Andrew following the death of the Duke of Edinburgh, are named Muick and Sandy. Prince Andrew and his former wife Sarah Ferguson have had one each.
A few weeks ago, Rosa María Cano, mayoress of Mojácar, and Marifrán Carazo, the Minister for Development for the Junta de Andalucía, had an official signing of the beach road by-pass project. In early November Marifrán Carazo announced that the construction contract would be signed by the middle of the month, and work would start in December. The time scale for building the 2 km by-pass from the petrol station roundabout to the roundabout on the La Paratá road is 24 months. The Junta will pay 60% of the cost and also deal with the necessary compulsory purchases. By summer 2025 the by-pass will hopefully stop the large queues of traffic coming down from the petrol station to access the beach road every summer, and the projected traffic numbers using the by-pass in the high season are stated to be 6,000 vehicles a day. Three roundabouts will give access to urban areas currently accessed from the beach road.
Almería province is part of Andalucía which has its own Junta de Andalucía Parliament. Some funding comes from central government but other income is generated within the community such as 50% of income tax. Since the recent elections, the ‘PP’ party (roughly conservative) have a complete majority. The budget for 2023 has been published and Almería province will receive 386 million euros, which is 144 million more than last year. Juanma Moreno, the President of the Junta, intends to allocate 7% of the Gross Domestic Product for healthcare, and in our province it includes money for the new Roquetas de Mar hospital, the new out-patients department at the Torrecárdenas hospital, and four new health
centres including the one in Mojácar. Money is earmarked for work on the Almería castle, the Vélez-Blanco castle, the ‘Puerto-cuidad’ project to integrate the port with the city, and the new court building in Huércal-Overa. 172 million euros is for agriculture and water and sewage projects including the repair to the Cuevas desalination plant. Juanma Moreno has stated that the maximum amounts of money available from the EU to fund various projects will be obtained, which includes 70 million euros for healthcare. He criticises previous administrations for not taking the full opportunity to generate EU funds.
From January 1st, 2023, cities with more than 50,000 inhabitants have to put ‘LEZ’ Low Emission Zones in place, which includes Almería city, Roquetas de Mar and El Ejido. The zone and subzones can be determined by the authorities with restrictions on vehicle access, movement and parking, according to the emission and contamination levels. Vehicles will have to have to display one of the four DGT stickers that relate to the emission level. The blue sticker ‘0’ is for electric vehicles and plug-in hybrid ones with a range of up to 40km. The green and blue sticker ‘ECO’ is for vehicles powered by gas and plug-in hybrid ones with a range of more than 40km. The green sticker ‘C’ is for petrol cars and light vans registered from January 2006, and diesel cars and light vans registered from 2014 that comply with Euro 4, 5 & 6 for petrol ones and Euro 6 for diesel ones. The yellow sticker ‘B’ is for the same categories but from 2000 and 2006 respectively, with Euro 3 for petrol ones and Euro 4 & 5 for diesel ones. Older vehicles, category ‘A’, that make up about 40% of vehicles in Spain, cannot get a sticker, and this applies to petrol fuelled cars prior to 2000 and diesel ones prior to 2006. In Almería city 34% of vehicles are over 22 years old, 32% in Roquetas de Mar and 38% in El Ejido. To obtain a sticker a person can go to a post office with their vehicle “ficha tecnica” (vehicle registration document that is either a green one, or A4), along
with a DNI, NIE or TIE card, and they cost 5 euros. The DGT has an online purchase facility from an authorised agent at www.pegatines-dgt.com and these cost 6 euros 50 céntimos. Eventually, it is intended that the stickers will be sent to vehicle owners from the DGT free of charge. The stickers should be placed on the right-hand side of the windscreen near the bottom corner. These low emission zones are not going to spring up overnight, but cities and eventually large towns have to introduce them. Three low emission zones are already in place in Madrid city, and one in Barcelona applies to the whole city.
Along with other countries in Europe and the UK, Spain has seen a major rise in energy prices along with higher mortgage and food costs in 2022. The Spanish government have introduced various measures to help those on low incomes in particular, and the general population. The subsidy of 20 céntimos off every litre of fuel is still in place until the end of the year, and expectations are that it may be extended. Faced with rising energy costs, the IVA (VAT) on electricity was dropped from 21% to 5%, the 5% customs duty for consumers was dropped to 0.5%, and the 7% tax that the government collect from energy companies was scrapped. Spain was allowed by the EU to introduce the “Iberian Exception” that capped the price of gas and benefitted the 13.5 million clients who pay for their electricity on the PVPC variable rate tariff with a saving of 20%, although the cost is still high. It is currently in force until next May, but the whole PVPC system is being dramatically changed next year to help consumers and take away the large fluctuations. In October, with temperatures higher than normal and a reduction in the cost of gas, the government did not have to subsidise the prices for several days. Additionally, the “Bono Social” discount for people on low incomes who are on the PVPC tariff has been substantially amended. The discounts prior to the pandemic were 25% and 40% for particularly vulnerable people. It has now been
raised to 70% and 80%, and the income threshold to qualify has been raised. There is also a Bono Social of 40% for people using natural gas. Both of the amended bono social rates are now in force. Income tax has been amended, and the threshold for paying tax, after all deductions, has been raised from 14,000 euros to 15,000 euros that will make a big difference in many cases. Income tax collected is 50% for the government and 50% for the autonomous communities, and the percentage payable on the tax bands are usually the same. In our case, the Junta de Andalucía have slightly reduced their percentage. Additional taxes on high incomes will help to pay for the savings. The windfall tax on energy companies and the banks continues in force for all of 2023, and we explain how the 4.8% tax on banks is levied in another news item. Mortgage costs have gone up with the rise in the interest rate from the Central European Bank and the Euribor, but banks are being told they have to be sympathetic and rework mortgage conditions for people who suffer real hardship. Pensioners in Spain will have an 8.5% rise in the state pension from January to balance the inflation rate. Overall, the government in Spain is trying hard to combat the problems that many people face, particularly those on low incomes, based on their actual income, rather than blanket ones in place in the UK.
Discussions between the government and supermarket chains are underway, with a suggestion that the price of a basket of 20 or 30 basic food products should be capped. In October, prices went up by 15.4% and Minister of Labour and Social Economy, Yolanda Díaz, states that other prices are being capped and basic food items should be included. This is a complicated subject as some supermarkets, Carrefour in particular, state that they have decreased their margins on many basic food items and other supermarkets should do the same. There is also the problem of prices in small shops.
The Junta de Andalucía have published their proposed infrastructure projects until 2030 that amount to 7.8 billion euros, and 15 of them relate to our province. The majority of the money is earmarked for roads, but includes money for extensions to the Garrucha port that comes to 8.1 million euros, and 40 million euros for the “dry port” at Níjar adjacent to the A-7 motorway. The Garrucha port handles nearly 7 million tonnes per annum, mostly gypsum, that is loaded into more than 300 ships, and 1.9 million euros is already allocated in 2023 to extend one of the quays. The flights from Almería to Seville will continue to be subsidised by 2.3 million euros per annum, as they are considered to be an essential service. The Junta is keen to obtain EU funding and states that the previous government did not see this as a priority and lost out on many potential grants. They consider that 21% funding can come from the EU, 18% from central government and the remainder from the Junta. There are nearly 50 projects that they would like to put in place, but these will depend on the amount of money that is available. These include the extension of the Almanzora “marble” motorway to Huércal-Overa, links from the Almanzora motorway from Baza to Purchena and to Olula del Río. Other projects relate to a new access to the Albox industrial park and widening of the San Juan de los Terreros bypass. As we mention in another news item, the Junta is funding 60% of the cost of the Mojácar beach by-pass and the new sewage treatment plant.
There are regular rises in the minimum wage in Spain known as ‘SMI’, for a 40hr week. There has been a rise in 2021 and 2022, and experts have been deciding the increase that will take place in 2023. The present amount is 1,000 euros per month that is paid 14 times a year, and for the vast majority of workers this is averaged out to 12 monthly payments of 1,167 euros. Last June it was suggested that the next rise might be up
to 1,046 euros with 14 payments a year, but an increase to 1,100 euros is being discussed in view of the rise in inflation, energy and food prices. Unions and politicians are in favour, but employer associations think that the jump of 100 euros, so 10%, is too much in one go and point out that inflation is going down. They are suggesting a rise to 1,080 euros instead. About 3.5 million workers in Spain are paid the minimum wage.
The traffic arm of the Guardia Civil police enforces regulations from the ‘DGT’ (Spanish Traffic Authority) and they are empowered to carry out spot checks and activities such as alcohol and drugs tests where a large number of vehicles are funnelled into a side road or one lane. A recent campaign, which has not been done before, is to primarily check lights, indicators and tyres. In Andalucía this was carried out over a period of one week looking at 44,000 vehicles, and 2,700 were found to be defective, not just for safety reasons. 26 vehicles including cars and lorries were immobilised as they were not considered roadworthy and 76 had defective lights, indicators or damaged number plates that could not be read. 66 vehicles had tyres that did not have the obligatory 1.6mm of tread depth, and other vehicles had insufficient tyre pressures or abnormal tyre wear because the tracking was defective. 32 lorries or vans were fined for having a higher load than the legal limit, and others for having insecure loads. During the checks, 56% of
vehicles sanctioned had no current ‘ITV’ (MOT), or they had failed a recent test and had not had the minor defects rectified. A small number should not have been on the road at all, as they had major faults that the ITV check showed up, and they should have been taken directly to a garage for immediate repairs before they could be driven again. Drivers have to carry a valid driving licence and the ‘permiso de circulación’ that shows who is the owner, and 208 drivers were fined for not having these documents. Spanish traffic police have access to the insurance in force on all vehicles and it is no longer mandatory that proof of insurance has to be carried, although it is recommended. The DGT have a MiDGT App that allows drivers to have all their documentation available on a mobile phone, providing a person has obtained an electronic signature or ‘Cl@ve’. Traffic statistics for fatal accidents show that the average age for a car is 13 years, and 10.8 for vans.
Figures for 2022 show that there are 1.2 million people in Spain who have come from Morocco, Algeria and Senegal, but this number has remained stable since 2011. Incoming migrant numbers are balanced by people going back to their country of origin. Spain has bilateral agreements with several countries so that undocumented migrants coming to Spain, who are not granted asylum, are sent back. This applies to Morocco where 20% of migrants come from, and another 20% who come from Algeria. Senegal, Nigeria and Mali also have agreements with Spain and migrants are returned to these countries. In other cases where there are no agreements with their country, migrants are released into the care of refugee organisations. Previously, any migrants rescued by Spanish Coastguards had to be brought to Spanish ports including Almería, irrespective of where they were rescued. Now, migrants that are rescued near to Moroccan ports are taken back there. Spain has been pressurising the EU to provide funding to help Morocco combat emigration and try to clamp
down on the mafia type organisers who send them off on semi-rigid boats that are often completely overloaded. This has resulted in a 140 million euros grant, and Spain has given Morocco two large high-speed launches that cost two million euros and the Moroccan Navy now works in a much better partnership with Spanish Coastguard vessels. In 2021, a total of 5,100 people from North Africa were rescued or detained on beaches from 527 boats and brought into Almería port, but numbers in 2022 so far are only 2,900. A spokesperson from the immigration authorities stated that “significant numbers” had been returned to their country of origin. One problem is unaccompanied children, and there were 254 in 2021. Young people who claim they are minors are given forensic tests based on their physical size and other development factors such as bone growth, to determine if they are children or adults. Spain takes the view that minors should be returned to their country of origin if they have families there that can be located. Refugee organisations stress that this cannot be done to girls who are fleeing from forced marriages, violence and where there is extreme poverty. In the lists of missing persons in Almería province, there are scores of migrant young persons who walk out of the Junta de Andalucía Child Protection Centres to make their own way to find a better life. In Almería province a high number of legal immigrants find work in the agricultural industry where 60% of workers are non-Spanish. There has been some disquiet in Níjar and El Ejido that have the largest numbers of migrant workers, and the far right ‘Vox’ party, opposed to immigration, increased their votes in the autonomous community elections. The Red Cross man the reception centre at Almería port, and they commented recently that many of the immigrants rescued were now a family, along with unaccompanied minors, and there were fewer single men. In November at a court in Almería city, several men pleaded guilty to trafficking migrants from Algeria. The head of the gang was given a prison sentence of just less than four years, and
three others three years and six months. Six other men who mostly piloted the boats were given suspended sentences of one to two years.
“No” To MidCat, “Yes” to BarMar
Germany has been pushing for the MidCat gas pipeline from Barcelona through the Pyrenees to France and then Germany, to help reduce their reliance on Russian gas, but the idea was discounted in 2019 as being too expensive. President Macron has been opposed to this, as he considers that the cost could be put into renewable energy, and the proposed timescale of 8-9 months for the construction is impossible. Germany, France and Spain have now abandoned the idea and instead, an undersea ‘MarBar’ pipeline will be constructed from Barcelona to Marseilles. This will be made to carry green hydrogen gas that Spain intends to produce in large quantities, instead of the MidCap pipeline that is for natural gas initially, and would then need modifications to carry hydrogen gas. The BarMar pipeline is far more expensive and will probably not be in full operation until 2030, but it is seen as a much better solution, although long term. A full study to determine the route and total cost is underway, with the proposal that the EU provide most of the money. The EU proposals that they import natural gas through a central purchasing body, with a price cap, will be beneficial to Germany. There is still a proposal that a natural gas undersea pipeline could be constructed from Barcelona to Italy. This is long term again, with an interim measure that LNG (Liquid natural gas) from very large tankers would be discharged in Barcelona, which is the largest terminal in Europe, and then transferred to smaller tankers to be taken to Italy. The present problem in Italy is that they cannot accommodate the large LNG tankers that Barcelona can handle.
New consumer protection regulations are in place in Spain, and one of them relates to reviews of products on sites such as www.amazon.es. All of them have to be “verified purchase” reviews, so
only the proven purchaser of an item can post a review. This is to combat fake reviews that are not genuine. It also applies to reviews on www.amazon.es that come from purchasers out of Spain, and all the reviews must now show the words “Compra verificada”. Spanish websites of products also have to comply with the new regulations. Reviews on amazon.uk or amazon.com are not affected.
A recent study has asked the question, “Should people with wood burning stoves or open fireplaces use logs or pellets?” There are various considerations, but pellets, known as biomass, are manufactured from 100% compressed wood, not necessarily trees, with only 10% moisture. A typical price for pellets is 26 céntimos per kilo, and 16 céntimos per kilo for logs, but because pellets have an energy increase of 60% compared to logs the higher price is still profitable. The heat output from pellets is about 450 Kcal per kilo that is 90% of the available energy, but logs only give between 20-70% depending on the types of wood. A wood burning stove uses less pellets or logs than an open fireplace and the ash from pellets is only 1% of the weight, so cleaning a wood burner is much less of a task, and there is no resin produced. In general, with a purely pellet burning stove, the consumption for an apartment of about 70m2 is 1kg/hr. If it is used for 8 hours a day, this would cost about 2 euros per day. A recommendation is that anyone who is buying pellets and has enough storage should buy a pallet, as this is the cheapest. One consideration for people using wood burning stoves is whether they find flames licking round logs to be extremely attractive? If so, pellets don’t do this!
The Spanish National police issued a press release in early November announcing that they had broken up one of the biggest international drug rings and seized a record 35 tonnes of hashish. This was the culmination of a large and long
investigation by various specialist Spanish police departments, the Tax Agency, Customs Surveillance authorities throughout Spain, the Maritime Intelligence agency and intelligence from police forces in England, Italy, Holland, Bulgaria and Greece. The drugs were transported in four luxury yachts with the gang regularly changing the names of the boats and the country of the flags they flew. Nine people were arrested who were Bulgarian and Russian nationals, and Spanish police stated that they were still pursuing various lines of enquiry and further arrests were expected. The street value of the drugs is put at 60 million euros, and the value of the four yachts that were seized is 5 million euros. The gang operated from Cádiz, the Canary Islands and Palma de Mallorca. One of the boats was boarded off the coast of Mauritius, another in international waters off Gibraltar, one southeast of Fuerteventura, and the last one off the Gulf of Cádiz. The General Commissioner of the Judicial Police, Rafael Pérez, stated that the co-operation of multiple agencies was the key to any successful criminal investigation of this type, and in this case it had been outstanding.
Mojácar council has been given the approval from the Ministry of Agriculture, Fisheries, Water and Rural Development of the Junta de Andalucía, for the construction of a new Wastewater Treatment Plant, (WWTP, or EDAR in Spain) costing 19 million euros. The mayoress, Rosa María Cano has thanked the President of the Junta de Andalucía, Juanma Moreno, for the prompt and efficient response to a request that had been made for the last14 years. The present Mojácar sewage treatment plant is near the Garrucha / Los Gallardos bypass road and was built 25 years ago. Apart from Mojácar it handles sewage from Bédar, Garrucha, Los Gallardos and Turre. It cannot cope with the present population numbers, and in particular, the large rise during the tourist season. Opposition councillors in Mojácar have called for sewage pipework to be upgraded as well, that they say has the same problems in summer months. The Mayoress has also thanked the Junta for their assistance with the building of the senior citizens residential home, and the work currently underway to construct the new health centre and the bus
and taxi terminal project. The government of the Junta de Andalucía is now run by the ’PP’ political party, as is Mojácar council.
The Guardia Civil police and Coastguards regularly rescue would-be immigrants who often travel in overloaded boats. Recently, three immigrants from Maghreb were rescued but they were on a jet ski. The emergency services had been alerted by the ship ‘Ciudad de Cádiz’ that the men were adrift 53km south of the Almería coastline. The ship was asked to remain in the area and the maritime rescue ship ‘Santiago’ located the jet ski and brought the three men to Almería port, where they were processed by the Red Cross.
“The English Pier” that juts out over the sea adjacent to the Almería railway station has been a feature of the city since 1904 when it was opened by King Alonso XIII. Designed by Gustave Eiffel, who also designed the Almería railway station, it is 100m long and 17m high and was built to discharge iron ore that came from the Alquife mine, just over the border into Granada, via trains from Linares, into cargo ships. The Scottish company ‘Alquife Mines and Railway Company Ltd’ equipped the pier with hoppers, and it could discharge 8,000 tons into a ship in 10 hours, as opposed to the 10 days necessary with manual labour before it was built. It went out of use in 1986 when the price of iron ore slumped and mining stopped, but the company had new owners in 2008. Major restoration work on the pier over a number of years is now complete with the laying of 8,000m2 of iroko wooden decking that has come from the Cameroon Island, and it will be open to the general public in mid-December. Although known as the “English” pier, the massive steel and cast iron structure came from a company at Motherwell near Glasgow. It is considered to be an outstanding example in Spain of the industrial heritage from the 20th century. The mine re-opened in
September 2020 but permission was refused to build a modern discharge facility in Almería port that is 100km away, or at Carboneras. The iron ore is being trucked to Málaga port instead, that is a journey of 200km.
Representatives of the tourist department in Almería recently went to the 23rd ‘World Travel Market’ in London that is considered to be one of the most important events. They took space in the large stand from Andalucía ‘Turismo Andaluz’ and had meetings with television channels, airlines, tour operators, travel agents and on-line portals. The attractions of ‘Costa de Almería’ were stressed, and as well as beach and sea holidays, ones for culture, gastronomy, sports facilities including golf, nature, climate and rural tourism were highlighted. British Airways have announced that next year they will start flights to Almería again, and state that the return fare will be 170 euros. 150 professionals from Andalucía had meetings with 3,500 organisations.
A bar in Cantabria has hit the headlines after imposing a charge of 1 euro 50 céntimos for a person who comes into his bar, who may be meeting friends, and does not order a drink or coffee. The bar owner states that for each client he has to pay for staff, electricity and taxes. The OCU, a consumer organisation, considers that
this is legal providing it is clearly stated on bar price lists or on a special notice. They point out that a surcharge for serving drinks on an outside terrace is perfectly legal with the same conditions. A spokesperson from the Spanish Association of Bar and Restaurant Owners considers that the surcharge for not ordering anything is just a publicity stunt, and could never be enforced. Some restaurants have a time limit in place of one hour for occupying tables when they are very busy. They say that some people will nurse a single drink for as long as two hours whilst reading a newspaper!
In the Brexit referendum in June 2016 some 52% of the electorate voted to take the UK out of the EU. Sir John Curtice, President of the British Polling Council, has published the results of a survey carried out in October, and only 43% of the British population considered that the UK's departure from the European Union was a good decision, while 57% believed it was a mistake. Part of the reason given is the major problems with the shortage of 100,000 lorry drivers in Autumn 2021 that caused immense problems, and the very rigid policy of putting hurdles in place that stop foreign workers coming to the UK. John Curtice states, “The truth is that Brexit is now probably less popular than it has been at any point since June 2016.” He added, “The political reluctance to confront this issue does not extend to Scotland, where Nicola Sturgeon’s party remains committed to the country rejoining the EU after independence.” Tory MP Tobias Ellwood has suggested Britain rejoins the EU’s single market to help ease the cost-of-living crisis. Ellwood claims that exports to the EU have shrunk by £20 billion, with the fishing industry and farmers facing particular hardship, and the issue of the Northern Ireland protocol remains unresolved. Stephen Taylor, managing director of ‘Winterwood Farm’ in Maidstone, states, “The flow of people coming from Europe to work for the summer has declined every year since Brexit,
particularly the last two summers, and as a direct result we are now growing less and importing more.” French politician Thierry Breton, who is in charge of the internal market within the European Commission, told French RTL Radio that Brits were sold a pack of lies ahead of the 2016 referendum. “They had been sold a sort of mirage. Clearly its destiny is in Europe.” However, another survey in ‘The Daily Express’ of 20,000 people resulted in 79% thinking Brexit was a good idea. This was after BBC radio host Jonathan Freedland branded Brexit as being a "fiasco". In all fairness, this survey took place after a very pro-Brexit article in the newspaper. There are many ex-pat Brits in Spain who also think Brexit was a mistake!
Last May the Spanish National Police issued photos and identification details of the ten “most wanted” people in Spain. There was only one woman, Viviana Andrea Vallejo, of Colombian nationality, accused of being one of the heads of an international gang involved in the forced prostitution and sexual exploitation of women brought from Colombia to Spain. The victims paid a 1,500 euros fee with a promise of work in bars and restaurants, but they were forced into prostitution, with their passports confiscated, and they were told they had to work off a debt of 3,000 euros. It is alleged that the woman personally ran a brothel in Elche, supplied cocaine to the network of brothels, and also laundered money collected from clients, using various accounts in Latin America. The National Police state that she fled to Columbia last January just before she was due in court, but was located and arrested by Columbian police in October. Columbia is a member of the El PAcCTO Interpol organisation for locating fugitives in Latin America. If her court case had gone ahead, the ‘Fiscalía’ (Spanish crown prosecution service) were asking for a prison term of 32 years. Four of the ten “most wanted” persons have now been located and arrested. Just hours after spreading
the news of Vallejo's arrest, the National Police asked for help to locate another of the six remaining fugitives. This individual is 47 years old and of Belgian origin, wanted for money laundering and drug and arms trafficking, and has used numerous identities, such as Tom Michielsen, Tom Richard, Diane Michielsen and Heinrich Schmidt. He is stated to probably be armed and dangerous. Derek McGraw Ferguson is the only British man on the list who is alleged to have killed a waiter outside a bar in Glasgow in 2007 and the suspected murder of another person. He is 58 years old with part of his left ear missing (although he may have had plastic surgery) and has various tattoos including a heart, arrow and a dagger on his left arm. He suffers from alopecia, but may be wearing a wig. He is also considered to be armed and dangerous. The police state, "If you have any information, email us at losmasbuscados@policia.es or call us on 091".
China still has a draconian policy of trying to cut down COVID-19 infections by shutting down complete or whole sectors of towns and cities. On October 31st at 11.30am they shut down the Shanghai Disneyland resort when it had an estimated 40,000 Chinese and foreign tourists inside after two people in the area tested positive. No one was allowed to go in or leave, and people inside could only leave after a negative PCR test. It was announced over loudspeakers that the gates had been shut, but people inside could still procced as normal, with all the facilities continuing to be open. Mass testing took place and the authorities stated that everyone had been allowed to leave by 8.30pm. This was not the first time this had happened, and 30,000 visitors had a similar experience in November last year. Following the October 31st shut down it was announced that Disneyland would be closed for “a period of time” and tickets already purchased were valid for six months. Tourists coming into China have to pay exorbitant prices to get on greatly reduced
flights, and have to stay in quarantine for one week in a hotel, at their expense, with daily tests. The health authorities in China state that their policy, which involves mass testing and confinement, is “the most economical and scientific procedure", and has saved millions of lives.
140 years ago, a doctor at the Sant Pau hospital in Barcelona was the first person to test the brain response in babies by tickling the sole of their feet. Treatment for degenerative brain disease has progressed a long way since, but Alzheimer and Parkinson’s disease are still not fully understood. Albert Lleó is the current director of the neurology unit at the Sant Pau hospital and he states that the treatment for a stroke is now very advanced, providing people understand the symptoms, and get immediate treatment. Jordi Pujol is a former President of Catalonia, and aged 92, he recently suffered a stroke. The successful treatment at the Sant Pau neurology unit meant he was released from hospital in less than two weeks. Albert Lleó points out that a stroke can be caused by a variety of things such as smoking, diabetes, high cholesterol, a sedentary lifestyle and high stress levels, and is not just age related. Neurologists now have a variety of tools to treat strokes, and no-one should just take an aspirin and hope the symptoms go away. Alzheimer and Parkinson’s disease are still very difficult to spot at an early stage, and Albert Lleó states that if there is a normal tumour in the body surgeons can carry out a biopsy that can be analysed and treatment can be determined. He cannot do this with the brain, and neurologists have to rely on imaging techniques that still don’t have microscopic resolution. The immune system in the brain is still not fully understood, although great progress has been made. Two new drugs are being tested that appear to give a 20%-27% reduction in the degeneration, and if the pilot study is successful, they will advance to clinical trials.
The word “solstice” comes from the Latin words, “sol” (meaning sun) and “sistere” (to stand still) experienced in June and December, almost invariably on December 21st or 22nd. During the course of a year, the subsolar point, the spot on the Earth's surface directly beneath the Sun, slowly moves along a north-south axis. It starts moving southward until it crosses the equator on the day of the September equinox. The December solstice marks the southernmost point of its journey, when it stops again to start its journey back toward the north. This results in the shortest day between sunrise and sunset north of the equator.
Born on December 10th, 1830, Emily Dickinson was only hailed as one of America’s greatest poets after her death. She had published ten poems during her lifetime that were anonymous, but her sister found 1,800 poems hidden in Emily’s bedroom after she died. Almost all of them were written on the backs of envelopes or scraps of paper, and only a very small number had titles. She was something of a recluse and preferred writing letters to meeting people face to face. Born in Amherst, Massachusetts, she lived in the same house all her life, except for a fifteen-year spell in Boston. Whilst living there, she and her sister bought the house back.
Ira Gershwin, the renowned American lyricist, was born on December 6th, 1896 in New York city. His parents were Russian Jews from Saint Petersburg who had emigrated to the US in 1891. Along with his younger brother George Gershwin he created numerous Broadway shows including Lady Be Good, Funny Face, Strike Up the Band,and the famous songs The Man I Love, Someone to Watch Over Me, I Got Rhythm and They Can’t Take That Away From Me. Their combined talents became one of the most influential forces in the history of American musical theatre, and many of their songs were nominated for Academy Awards.
This day is about raising awareness that the cheetah is in danger of extinction and is International Cheetah Day. 90% of cheetahs have been lost in the last 100 years and fundraising is needed by the Cheetah Conservation Fund that was started in 1990. The aim is to save the remaining ones, estimated to be no more than 7,500. The cheetah is the world’s fastest land animal and can achieve 70 mph (110 km/h) in just three seconds. The cheetah has a long, muscular tail that is a flat shape. The tail functions like a rudder on a boat, because they use it to help control their direction and keep their balance when running very fast.
On December 5th, 1791, Wolfgang Amadeus Mozart died at the age of only 35 in Vienna. He had been baptised Johannes Chrysostomus Wolfgangus Theophilus Mozart in 1756. A few days before his death he became seriously ill, leading to speculation that he had been poisoned by one of his rivals, but this was never established. A child prodigy, he was able to study a piece of music and quickly memorise it from the age of four. He composed his first symphony at the age of eight, his first oratorio age eleven and his first opera age twelve. Initially very wealthy with a luxurious lifestyle he died a pauper and was buried in a common grave.
The first surface-to-surface guided missile, known as the V-I Flying Bomb, was launched by the German rocket engineer Werner von Braun on December 24th, 1942. They were called “Buzz Bombs” because of the buzzing sound of their pulsejet motors. They were first used against Britain on June 13th, 1944, when one of them landed in Bethnal Green in London. Six people were killed and 266 made homeless. Over the next three months, the Germans launched more than 8,000 from France, nearly all of them against London, killing 5,500 people, injuring 16,000, and forcing the evacuation of more than one million people.
Christmas is a time when many families may consider buying a puppy, and Spain is certainly a nation of pet owners, with an estimated 10 million homes with 29 million pets and over 90% are dogs. New legislation for the ‘Protection, Rights and Welfare of Animals’ is being discussed in the Spanish Parliament, and when all proposals and amendments have been completed will become law.
One of the main proposals is that pet shops can no longer sell any domestic pets except fish, rodents and some birds. Many owners consider that they will be forced out of business, as they will not be able to make a living selling only these exceptions, petfood and accessories. There is a proposal that small dogs that are for adoption from animal charities might be able to be obtained from pet shops.
The main regulation regarding puppies is that as they cannot be purchased from pet shops, they have to be purchased from registered breeders that will be listed online, with fines for noncompliance. People wishing to buy dogs and puppies will have to have undertaken an online “training course and test” that aims to educate them into the responsibilities and requirements. Alternatively, some vets will be allowed to hold the courses.
Owners of dogs will have to purchase third party liability insurance, which is already in place in some autonomous communities such as Madrid. Some home insurance policies may include this already, but insurance is easy to obtain at a cost of 20-100 euros depending on the breed. Leaving a dog indoors for a period of more than 24 hours will be illegal, on the grounds that they need to go out at least twice a day. For other pets such as cats, the unsupervised period cannot be longer than three days.
Dogs used professionally by the police, army, and assistance and guide dogs will have to have an annual inspection by a vet, and should not be subject to overexertion, pain or stress. A proposal that where a male and female dog live together, they
should be sterilised has been dropped. However, this will be mandatory for dogs from animal charities, which is already the case in many communities.
The list of eight “dangerous dog” breeds requiring special authorisation will be dropped, and a “sociability assessment” by a specially qualified vet will have to be undertaken for large dogs. One suggestion is that any dog weighing over 10kg will be included. Dogs that do not pass the test, or dogs whose owners do not want to have the test, will continue to be required to have short, suitable leads and muzzles. The Spanish Royal Canine Society already have sociability assessments and 4,000 dogs have passed, with a small fee.
As regards pet cats,the proposal is that all of them have to be microchipped and sterilised before they are six months old. The MP Milagros Marcos considers that it should not apply to cats in private homes, such as apartments, where they do not go out. The policy for stray cats of “capture, sterilisation and return” will be mandatory in all municipalities, with the proposal that a colony of cats should have a person who undertakes a “management role.” At present, in Madrid there are 5,000 registered feline colonies. Another proposal is that a complete colony should be moved, if necessary, where there is an unwanted effect on biodiversity and nature.
Finally, there will be a list of approved companion animals and species, which will list some invasive species that cannot be kept.
The volcanic eruption at the Cumbre Vieja ridge, in the southern half of the Spanish island of La Palma in the Canary Islands, started on September 19th last year and was officially declared over on December 13th. It was the first volcanic eruption on the island since the Teneguía eruption in 1971 that lasted 24 days, and the 85 days from start to finish is the longest time period, as the 1585 Tahuya eruption is believed to have lasted 84 days.
More than 1,100 hectares (4.3 square miles) were completely covered in lava, causing the partial or complete destruction of 3,000 buildings that in some cases were 80m below the lava level. 73km of highways were covered, and 228 hectares (0.9 square miles) of banana plantations ceased to exist. 20,000 people were affected and 7,000 people out of the local population of 35,000 had to abandon their homes.
2,000 people have been unable to return to homes that are still standing because the big problem is the amount of CO2 gas seeping through the lava. Scientists who are measuring the concentration wear full hazard suits and breathe oxygen. They state that there are many fissures and fractures under the lava that are carrying the gas to the surface, and in many cases the concentration is lethal. Normal CO2 atmospheric contamination is about 400 ppm (parts per million) which is 0.04%. In La Bombilla and Puerto Naos area it varies from 100,000 to 200,000 ppm, between 10-20%. Less than 15% of oxygen in the air is considered lethal and in the basements of some buildings, there is only 13%. In various locations, the temperature one metre below the surface of the lava is still 400 degrees, and under 80 metres there will be above normal ground temperatures for an estimated period of 50-100 years.
Grants from central and regional government total 530 million euros. 88 million euros has been allocated for public work employment and 4,400 people steadily remove the ash. Repairing roads has needed special measures as normal asphalt will melt from sub-soil temperatures. The mixture used is called
“Roman mortar” containing brine, minerals, small aggregate and volcanic ash.
The authorities have registered 7,800 applications for help from people who have lost their homes and businesses, and 242 million euros has been spent on relocation, but there are still people in hotels that has cost 4 million euros to date. Banana plantation owners have received 90 million euros in compensation.
Rustic land has been reclassified as urban land in some areas, so that people can build properties, but there are complaints that land owners are putting up the selling price when the purchase is for buildings.
Going to see the volcano became a big tourist attraction that continues, but Puerto Naos beach, which used to welcome thousands of tourists a year, is inaccessible because of the CO2 levels as it is still in an exclusion zone. Some other tourist accommodation is under the lava, and the total number of properties that can house tourists has gone down by 34%. The Meliá hotel at Puerto Naos is one of the three largest hotels on the island and they cannot reopen their doors for the foreseeable future.
Officially, there were no fatalities, but a 72-yearold man who had gone to clear ash from the roof of his house was subsequently found dead, possibly from natural causes.
The La Palma regional government has stated that there is still a “state of alert” on the island.
Organ donations in Spain have been the best in the world for a number of years, and people living in Spain are also very good at giving blood. During the COVID-19 pandemic there was a drop in numbers, but donations are now back to the 2019 levels. During November the Almería Blood Transfusion centre undertook a tour of 25 municipalities to collect blood and plasma.
In the UK in mid-October there was the first ever “amber alert” by the NHS Blood and Transfusion Service as stocks of blood were getting dangerously low. The normal overall 6-day stock had fallen to 3.1 days and the most important “O” group had gone down to less than 2 days. This was stated to be because there were fewer donors and fewer qualified NHS staff who were able to take blood and process it. Because of this severe problem, hospitals were advised to postpone, yet again, non-urgent operations that needed a blood transfusion.
Blood types are inherited from both parents and there are four major blood groups determined by the presence or absence of two antigens, A and B, on the surface of red blood cells. In addition to the A and B antigens, there is a protein called the RhD factor, which can be either present (+) or absent (–), creating the 8 most common blood types: A+, A-, B+, B-, O+, O-, AB+ and AB-. Types O- and O+ are in high demand. Only 7% of the population are O- but the need for O- blood is the highest because it is regularly used during emergencies for people with any other blood group. The need for O+ is high because it is the most frequently occurring blood type in 40% of the population.
To give blood in Spain at a centre or a mobile unit, a person has to be aged 18 to 65 (plans are that this upper age limit is increased to 70), weigh more than 50kg and be in good health. A form has to be filled in with photo ID, followed by a routine blood pressure test, and questions about general health. The blood taken is 450cm3 along
with an additional three samples of blood to be tested straight away. After an analysis proves satisfactory the donated blood enters the blood storage system, or if the analysis shows a problem, the donor is alerted that this is the case and why the blood cannot be used.
People giving blood do not have to have eaten nothing beforehand. The reverse is true, and giving blood after eating is recommended. Men can give blood four times a year with a two-month interval, and women three times. The time taken, including a short rest afterwards is about 30-40 minutes. A period of four months has to have passed if a person has had a tattoo or piercing, not during pregnancy or six months after a birth, but only three days after a ’flu jab. There is no problem for women if they are taking contraceptive pills or they are having their period. A person in Spain cannot sell their blood, and any donation is entirely confidential.
Ex-pat Brits who lived in England between 19801996 and spent 12 months there, (either a complete period or various periods) have not been allowed to give blood because of the outbreak of “mad cow disease”, the Creutzfeldt–Jakob disease known as C.J.D. but the ban only applies to England, not Ireland. A person born in Britain from 1997 onwards can give blood when they are aged 18.

Recently defeated Brazilian President, Jair Bolsonaro once said: “You'll never change anything in this country through voting. Nothing. Absolutely nothing.” – He may want to rethink that one.
Voting does make a difference and does bring change. The right to vote should never be taken for granted, throughout the ages, across the globe, people have fought and continue to fight for the right to vote.
Showing up at the ballot box is more than about choosing a candidate or a party, it’s about saying “I’m here and my voice matters”.
When the UK voted to leave the EU in the 2016 referendum, it was unclear if UK residents residing in EU countries would retain the right to vote in the municipal elections. Following negotiations between the Spanish and UK Governments, a bilateral agreement was reached that would allow British Expats to retain their right to vote at and to stand as candidates in the local elections.
There is a process to follow before you can show up to vote next May, but remember – your vote really does matter. Hopefully I can simplify the process with the information below.
The period to register your intention to vote is very short. The window will open on December 1st 2022 and will close on January 15th 2023. Bear in mind that many official Spanish public departments will close for a length of time over the holiday period.
An important criterion is that you must have been an official resident in Spain for a minimum of three years by the date you register your intention to vote, not three years by the date of the elections. For example, if you plan to register to vote on December 1st 2022 you need to have been resident from or before December 1st 2019.
The INE or Census office has said that it will be sending out letters to all British citizens residing in Spain who meet all the criteria. The letter will include a pre-paid envelope for its return and codes to use in order to use your digital certificate if you prefer. However, time is of the essence so if you don’t receive this letter shortly after December 1st you need to set the ball rolling.
Your first action should be to ensure you are on the ‘Padrón’ at your town hall where you reside.
You can visit the INE website at sede.ine.gob.es /manifestacionVotoUECTT/presentacion and click 'pulse aqui' to download a form to complete, stating your intention to vote.
You can submit your completed form by post to the INE office in Almeria. Or, you can take this form to your local town hall (along with your passport, Padrón certificate and TIE or Residencia certificate) and ask for a receipt. Or, if you have a digital certificate facility you can upload it directly to the INE website.
You may receive a letter from the INE which states you do not meet all the criteria, specifically the length of time you have been resident - if you believe this to be incorrect you can download the form and submit this along with supporting documentation. This could include a copy of your old green residencia certificate or card, Padrón certificate, resident tax returns, anything which substantiates your claim that you have been officially resident in Spain for three years or more.
Even if you receive the letter, you still need to register your intention to vote via the INE as detailed above. Receipt of the letter simply means you meet the criteria in order be eligible to vote.

The double winner of the Spanish Open BBT Marathon and the Ultramarathon Master 60 in 2021, Manuel García, has once again climbed to the top of the podium in 2022 after he was proclaimed Spanish Cup Champion in the XCUM Master 60 cycling category, a rigorous trial staged on longer routes than other mountain bike categories.
Manuel García, a member of the Mojácar club “Los Saltapitas”, has yet another year shown himself to be unbeatable on a mountain bike, as well as having physical strength and perfect preparation.
Following two trial classifications in Jaén and Galicia, it was finally in Ejulve, Aragón, where Manuel García was proclaimed champion of Spain. The route was especially tough:160 kilometres and a 4,500 elevation. which made his victory even more praiseworthy.
Our champion always dedicates special words to his “saltapitas” companions, as it is with them that he always trains and with whom he began his competition journey. According to him, “the Moro track” and the climb to “El Jalí” were of great help to him in this latest trial in which he was declared champion as “they were very similar.”
When the competition season ends, it is easy to spot him, along with his fellow “saltapitas” cyclists, riding all the trails in Mojácar and Sierra Cabrera. According to Manuel García, perseverance is very important to have excellent physical shape, which helps when it comes to tackling these exhaustive competitions.
Just three Los Bandidos runners participated in the X Media Maratón Ciudad de Águilas on Sunday 6th November. The 21km course consisted of three 7k loops along the sea front and through the town.
The winner finished in 1:14:06, with the first lady in 1:40:03, just beating Los Bandidos runner Gail Colville who took second place. 95 runners crossed the finish line. Trophies were awarded to 1st, 2nd and 3rd places in each age group as well as to the overall winners.

Los Bandidos is a local group, set up by Kevin Rowe in June 2018. The group started with a small number of regulars and has grown with runners, joggers and walkers, from permanent residents to regular visitors and holiday makers, covering the 5k Mojácar Paseo. All ages, nationalities and speeds are welcome! We also have a road cycling group, a triathlon group and a group of sea swimmers.

Niño Josele is a renowned flamenco guitarist who was born in Almería in 1974 and he performs at the Maestro Padilla Auditorio in Almería city on Friday, December 16th at 8.30pm. He studied with the very famous Paco de Lucía and Enrique Morente and performed with both of them. He has been nominated for a Grammy award on various occasions. Tickets are 12 & 15 euros.
The ballet La Bella Durmiente (Sleeping beauty) comes to the Maestro Padilla Auditorio in Almería city on Tuesday, January 3rd at 8.30pm, performed by the Ballet Clásico Internacional Company. Tickets are 25 & 30 euros.
The Banda Sinfónica from the San Indalecia company present a New Year concert at the Maestro Padilla Auditorio in Almería city on Sunday, January 8th at 8.30pm. Tickets are 5 euros.
Rock En Familia “I Love Rock and Roll” is a family event featuring the history of rock and roll with performances and a narration that comes to Teatro Cervantes in Almería city on Thursday, December 29th at 6pm. Tickets are 12 euros in advance and 15 euros at the door.
TheNeonCollective80’sShow comes to Teatro Cervantes in Almería city on Saturday, February 18th starting at 11pm.

Pastora Soler, the very famous Spanish singer, comes to the Roquetas de Mar Auditorio on Saturday, December 17th at 9pm. This is part of her Spanish and international tour entitled ‘Que hablen de mi’. She is considered to be one of the best artistes of our time and has won numerous awards. Tickets are 35, 38 & 42 euros.
The Zambomba Flamenco company featuring Felipa de Moreno comes to the Roquetas de Mar Auditorio on Sunday, December 18th at 9pm. They perform traditional flamenco routines with an emphasis on street performances and music that took place at Christmas. Since December 2015 their Christmas performances have been recognised as being culturally important by the Junta de Andalucía. Tickets are 10 euros.
Peter El Musico performed by the Theatre Properties Company returns to Spain for a 2023 tour and is performed at the Roquetas de Mar Auditorio on Saturday, January 21st & Sunday 22nd. Performances on the 21st are at 5pm and 8.30pm, and on Sunday at 12 noon and 5pm. The company have toured various countries and in London the newspaper The Times rated it as amongst the best five musicals. Full ticket prices were not shown at time of going to press but online they start at 38 euros.

A lady walks into a stationary shop early in December to buy her son a Christmas present. She settles on a really nice pen and the shop assistant asked her, “Is it a surprise present?” The woman replied, “I’m sure it will be, he’s hoping for an iPhone!”
Billy wanted to purchase a Christmas gift for his new sweetheart but they had not been going out together for very long, and she was a bit shy. So, after careful consideration, he decided that a pair of gloves would be most appropriate; thoughtful, but not too personal. He asked his sweetheart's younger sister to help him choose a pair and off they went shopping together. Billy eventually bought a pair of very stylish winter gloves and the sister took the opportunity of buying herself a pair of black lacy knickers that she decided to keep until Christmas. However, during the wrapping process, the shop assistant mixed up the two items and gave the sister the gloves and Billy was given the knickers. He sent the present to his sweetheart with the following note. “'I chose these because I noticed that you are not in the habit of wearing any when we go out in the evening. If it had not been for your sister, I would have chosen longer ones, but she wears short ones that are easier to remove. I asked the young shop assistant to try them on for me and she looked really good in them. I wish I could be there to put them on for you on Christmas Morning, but I can see them later on. It was the doctor's last patient on Christmas Eve. Danny had recently passed his driving test and decided to ask his clergyman father if there was any chance of him getting a car for Christmas, which was still some months away. “Okay,” said his father, “I tell you what I'll do. If you can get all your exam grades up to A's and B's, study your bible and get your hair cut, I'll consider the matter very seriously.” At the start of December, Danny went back to his father who said, “I'm really impressed by your commitment to your studies. Your grades are excellent and the work you have put into your bible studies is very encouraging. However, I have to say I'm very disappointed that you haven't had your hair cut yet.” Danny was a smart young man who was never lost for an answer. “Look dad. In the course of my bible studies, I've noticed in the illustrations that Moses, John the Baptist, Samson and even Jesus had long hair.” “Yes. Christmas has to be a warm, well organised, caring and considerate social occasion. So, it's unlikely that a man could take responsibility for making it happen. For starters, the vast majority of men don't even think about Christmas until Christmas Eve. And when they do eventually rush into the high street at the latest possible moment, they seem genuinely surprised to discover that the only options remaining on the shelves are cheap perfume and lingerie suitable for high class tarts. Let's face it, Santa Claus must be a woman. If Santa was a man, and thought about it in advance, all there would be under the Christmas tree are high-tech gadgets with no batteries. Another flaw in the “He-Santa” argument is the ability to arrive promptly every Christmas Eve. If Santa was a man, he could be relied upon to have transportation problems, get lost in all the snow and clouds and flatly refuse to ask anyone for directions. There are lots of other reasons why Santa can't be a man. Men have no idea about wrapping presents and men would rather be dead than be seen wearing a red velvet outfit. And, men have no interest in stockings, unless they are black and being worn by an attractive female. Obviously, Santa is a woman!
A seven-year-old boy was asked to say thanks for the Christmas dinner. The family bowed their heads as he began… “Thank you God for Mommy, Daddy, my brothers and sisters, Grandma, and all my aunts and uncles”. He then began to thank God for the food. “Thank you for the turkey, the stuffing, the roast potatoes, sausages and….” Then he paused.
