A Decisive Month

The big event in Spain this month has been the referendum in Catalonia, which includes Barcelona, to gain self-regulation setting it apart from the rest of Spain. The government has been putting in place a large number of obstacles to stop the referendum taking place, including a determination by the Supreme Court that it is illegal under the terms of the Spanish Constitution. The referendum was due to take place on October 1st.

For Christians, this is the eve of “All Saints’ Day” on Wednesday, November 1st. This is a major religious fiesta date to remember friends and family who have died, and cemeteries are decked out with flowers and candles. Thursday, November 2nd is “All Souls’ Day” when church services take place to pray for all the dead. Guardia Civil in Madrid on their fiesta day
A severe drought in many parts of Spain, including our own Levante area, has left agriculturalists without the amount of water they need for irrigation. Reservoirs that normally supply water to this area in enormous pipelines are at a very low level, so the amount of water available has been reduced. There is a proposal that the desalination plant at Cuevas is repaired and put back in use after the September floods in 2012 completely wrecked it. Some rain this September has been very welcome but was not enough to end the crisis. The heat wave in July resulted in the highest temperatures for this month in many parts of Spain since records were kept. At Montoro in Córdoba province, a temperature of 47.3 degrees centigrade was recorded which just topped the British Summer Time (BST) ends at 2am on Sunday, previous record in Murcia in July 1994. In the News A New Number ‘Salud Responde’ is the health entity in Andalucía (including Almería province) that deals with many administrative functions. One of them is booking doctor’s appointments by phone. The number to ring until recently was 902 50 50 60, but this has now been changed to 955 54 50 60. The email address: saludresponde@juntadeandalucía.es is unchanged. There is also an App: ‘Salud Responde’. In the first six months of 2017, a total of 1.6 million people in Almería province booked appointments, or consulted the different services available. One of the services they offer is “teletraducción” that enables health professionals to have access to translations in thirty different languages. This means that there is a much better understanding of symptoms and the consequent advice or treatment by the patient. All the services they offer are available 24 hrs a day, 365 days of the year. Registering Holiday Lets Since June 2016, any person who lets urban, short let holiday properties personally, or via an agency or the internet, has been required to register the properties with the Junta de Andalucía (the governing body for Almería province). Each property is given a unique code number that has a reference to the province where the property is situated and the owner. In Almería province, the code numbers start with VFT (standing for properties let for money to tourists), AL (for Almería) and the property/owner number. The number has to be given in any advertising and booking documentation. One of the requirements has been the installation of air-conditioning and heating, and registered owners had until June this year to comply with this. Figures have now been published, and the largest number of registered properties is in Mojácar with 467 properties that cater for 2,401 holidaymakers if full. Vera is not far behind with 446 properties for 2,241 people, and Nijár, which includes the Cabo de Gata area, has 281 properties registered with capacity for 1,547 people. In Turre, Arboleas, Zurgena & Sorbas only one property has been registered, with six in Los Gallardos and 23 in
Garrucha. Throughout the whole of Almería province there are 1,834 registered properties catering for 8,613 people. The authorities “think” that there may be 80,000 properties throughout all of Andalucía, but only 30,000 are registered. There are fines for non-compliance, and the authorities are now trawling through internet sites to see if a code number is given. Inspectors are being employed, and 207 properties have either had requests for documentation or physical visits made in Almería province.
Cinema Tickets As Well The rates of IVA (VAT) across the board were changed in September 2012 and tickets for concerts, bullfights, cinema and the theatre were put up from 8% to 21%, instead of just going up from 8% to 10%. This has caused spectator numbers to drop, and some entertainment companies to shut shop. It was recently announced that the rate would be brought down to 10%. The exception was the 21% rate on cinema tickets. From January 1st 2018, the tax rate will be brought down to 10% in line with the other reductions. Yvonne Blake, President of the Spanish Cinema Academy, has hailed this change as being “the best news of the year”. The cost of cinema tickets varies widely in different cities and is 4 Euros 50 céntimos at weekends in Albacete, but in Madrid the cost is 8 Euros 90 céntimos. Madrid, Barcelona, Vitoria, Oviedo, and Guadalajara charge the most amount of money of all the capital cities. 20 Years or Dead The Spanish ‘Hacienda’ (tax authority) has collected 24 million Euros in 2016 from “dead” bank accounts where there has been no movement for 20 years. Banks have to notify the authorities when this period of time has passed. In the last 10 years they have collected 153 million Euros. Most of this money comes from small amounts where a client may have changed banks and not withdrawn all the money, or forgotten about the accounts. Since 2015, the money has been distributed to organizations that deal with mentally or physically challenged people. Another source of money is where a person has

In the News died without making a will and with no legal relatives. This is a lot more complicated, and if the tax authority is advised that money exists in these circumstances they pay 10% to the persons who have brought this to their attention, less legal fees. Last year they paid out 513,000 Euros but collected in 12 million Euros. 30% of this money is paid to societies who carry out social aid in the town or city where the dead person lived, another 30% is paid to charities in the province, and the other 30% goes into the public purse. They also collected in 11 million Euros in 2016 from the value of 8 million shares where the shareholders could not be traced over a period of time.
Compensation In 2011, when there was an E-coli outbreak in Germany and particularly in Hamburg where 56 people died, two companies in Andalucía were held to be partly responsible. Tests in Germany on cucumbers that were held to be the cause proved eventually that this was not the case, but imports of fruit and vegetables into Germany suffered during June and July in 2011 with 15% and 30% less sales than the same months in 2010. Local Spanish agricultural laboratories in Almería and Santiago de Compostela quickly proved within 24 hours that the Spanish products were not responsible, but buyers and customers in Germany boycotted the products. The Andalucían Agricultural Agency paid out 33 million Euros in compensation to growers that had been affected, but the Almería company ‘Hortícola Costa de Almería’ and the Málaga company ‘Frunet Bio’ subsequently took the health authorities in Hamburg to court. The court costs were paid by the Andalucían agency, and they won their case. The German tribunal recently ruled that Cornelia Prüfer-Storks, in charge of the health department in Hamburg, had acted prematurely when their own tests could have proved within 24 hours that the Spanish products were not responsible, and this caused severe economic loss. The tribunal stated that if these rapid tests had been carried out this would not have damaged the reputation of Spanish growers, and the health authorities in Hamburg did not have a foolproof inspection and testing protocol
in place. The tribunal has not yet specified the amount of compensation that will have to be paid, but it is expected to be substantial. Apart from the economic loss, it is anticipated that an award will be made for damages.
Toll Roads Many of the toll roads in Spain never achieved the numbers that were calculated by the Spanish Ministry of Transport, and the private builders/ operators subsequently went into liquidation. There are nine major toll roads throughout Spain in this situation which includes the AP-7 from Vera to Cartagena. The Ministry of Transport is now taking over these toll roads and paying off the debts that amount to 3.7 billion Euros. In the case of the AP7, the construction company Ploder was lent money by the banks Unicaja, Cajamar and Caja Murcia. The total construction cost was 650 million Euros, and the debts amount to 561 million Euros. From January 15th, 2018, all the 510km will revert to the state, but the 700 employees will be kept on and the existing toll fees will be unchanged. Companies who want to take them over as regards the administration and money collection will be given a contract for a period of 25 years. The Ministry of Transport are calculating that in 2018 the total income from all nine toll roads into the state coffers may be 34 million Euros. The major problem when the toll roads were built was that the expected traffic was specified, and bids and contracts took these numbers into account, but this never

One of the reasons given by specialist police and other agencies relating to the very low incidence of terrorism involving Muslims is that they are very well integrated into Spanish society.
Good Sales Figures Vehicle sales figures in August in Almería province showed a 13% increase over 2016. So far in 2017 there has been a 3% increase, and 7.700 vehicles have been sold. Sales of commercial vehicles have gone up by 42% which is higher than the 24% in the rest of Spain. During August, 914 private cars and 4 x 4’s were sold which is a 12% increase over August 2016. 742 were for private purchasers, 172 were company cars, and 178 were commercial vehicles. The rise in sales is attributed to private individuals and companies considering that the economy is improving and modernization of existing vehicles is justified. The most popular makes of vehicles sold in August were Citroën with 78 sales, Seat with 67, Opel with 64, Kia with 64, and Renault with 61. Sales of vehicles with less than 60 sold were headed by Hyundai with 59, Mercedes with 56, Nissan with 53, Volkswagen with 50, and Toyota with 48. Sales of “renewable energy” vehicles throughout Spain went up to 7% of the total amount of vehicles on the road this August. The government “Plan Movea” with subsidies for electric or hybrid vehicles is resulting in more sales, along with restrictions on the circulation of vehicles in Madrid and Barcelona. Spain has paid 6.27 million Euros in these subsidies since the scheme was introduced. This is a drop in the ocean compared to France where 347 million Euros in incentives have been
Ryanair Baggage Fees The present Ryanair policy of being able to take a wheelie type case and another smaller one into the cabin is causing great problems when the plane is full. From November 1st, Ryanair will operate a different policy. Taking two items onto the aircraft will only apply to customers who have booked Priority Boarding, Plus Flexi Plus or Family Plus, unless there are “operational reasons” why this may not be allowed. The airline states that only 90 of the larger bags measuring 55 x 40 x 20cm will be allowed in the cabin and cannot weigh more than 10kg. The bags of this type put in the hold will be carried free of charge. An additional smaller bag has to be no more than 35 x 20 x 20cm, and Ryanair state that non-compliance of oversize or overweight items will result in a 50 pound sterling charge at the departure gate. To encourage passengers not to use cabin baggage, the weight limit for checked baggage put in the hold is being increased from 15kg to 20kg with the cost reducing from 35 to 25 pounds sterling. Ryanair chief operations manager, Kenny Jacobs, states that the reduced cost for checked baggage will cost the company 46 million pound sterling per year, but will increase efficiency and boarding times and will cut down abuse where passengers are taking advantage of the existing limits.

In the News Still On Strike Driving test examiners in Spain have been on a partial strike since last June. They are asking for an increase in their salaries of 200 Euros a month which they claim was promised by the ‘DGT’ (Spanish traffic authority) in 2015. A total strike and the ceasing of any tests were planned from September 4th, but at the last minute this was cancelled. Their president in Almería province, Rafael Villegas, stated that it was accepted that the strike was causing problems for many people who were waiting for an appointment and needed a licence to drive. There are a total of 170 driving schools in Almería province, and the normal number of tests is 180 per day. Since June, the driving examiners have been on a partial strike on Mondays to Wednesdays, and this was to continue during September. There appears to be no “quick fix” in this dispute as the DGT considers that an increase in wages cannot take place when other public employees are in the same situation without a general rise in wages. The president of the Andalucía Association of Driving Schools state that they are considering legal action for the damage the strike has done to their members, and this was being discussed at a national level throughout Spain.

An Active Cell On September 6th, Spanish and Moroccan antiterrorist police raided properties in Melilla and Morocco. They arrested two people in Melilla and four in Morocco who were all of Moroccan nationality except one who came from Morocco but had Spanish nationality and was considered to be the main leader. Police determined that the six men were part of a very active cell imminently plotting a major attack. Surveillance had shown that they were regularly meeting at night where an attack was being planned, and physical training sessions were taking place along with decapitation simulations. Police stated that this was a very active and extremely dangerous group of highly radicalized men. The Spanish Minister of the Interior, Juan Ignacio Zoida, praised the excellent cooperation between Spanish anti-terrorist agencies and the equivalent body known as the DGST in Morocco. A Popular Drug Run Figures for the last 12 months regarding drug smuggling have recently been published by the headquarters of the Spanish Security Services in Madrid. Drug runners choose Spain as an entry point for Europe from Morocco and North Africa, and the three most usual entry points are Cádiz, Málaga, and Almería. Drugs are smuggled in vehicles of all descriptions, yachts and small ships. Often a boat will be stationed off the coast and other high powered craft meet up with the vessel and ferry the drugs to land. 40% of drugs captured in Spain were intercepted in Cádiz where 145,000kg were seized. 51,000kg were seized in Málaga which was 13% of all drugs, and Almería province was just behind in numbers with 43,000kg which was 12%. In August, an off-sea detection system that small craft trigger led to a police and customs helicopter being sent to look at one particular vessel. It was observed that other small craft were heading towards it, and the vessel was intercepted. When boarded, 18,000kg of cannabis resin was found hidden throughout the boat, and the crew of 13 were arrested. The majority of the imported drugs seized are cannabis resin, but large quantities of marijuana have been discovered and seized that are grown in the province. Growing marijuana usually leads to very pronounced odours, and for the electricity required for indoor growing electricity meters have to be bypassed. This can cause power cuts as the normal electricity lines cannot cope with the extra demand. This often alerts the power company ‘Endesa’ that illegal connections have been made in a certain area. Where banks have repossessed properties for non-payment of a mortgage these are sometimes taken over by growers of marijuana. Last May, the largest organised gang ever broken up in Almería province
was dismantled in simultaneous operation involving nearly a hundred police. Various properties were being used in Los Molinos, El Puche, and Los Almendras areas of Almería city. The extremely large quantities of marijuana were intended for export to Europe.
The Best Numbers The Spanish Institute of Statistics collate all sorts of information, including hotel occupation. Their figures for July and August showed that the level of occupation in Roquetas de Mar was the highest in Andalucía and in front of Seville and Torremolinos. 93% of all beds were occupied, and in September advanced bookings were for 80%. Spanish nationals occupied 70% of the available beds with the other 30% from Germany, France, the UK, and Nordic countries where their tourist numbers have gone up by 10% with respect to 2016. Many of the hotels in Roquetas are shut in the winter, except for those that cater for the subsidised ‘Imserso’ holidays available to pensioners. Luis Miguel Carmona, the councillor for tourism, stated that the figures were excellent in the summer months, but they were striving to attract more winter tourists. If this is successful, less hotels would be closed, and apart from employment the local economy would benefit. Still Missing In an article relating to terrorism last month we stated how there has never been a let-up in the fight against the Basque country ‘ETA’ terrorists in Spain and in France. In 2006, ‘ETA’ members raided an arms dealer in southern France and stole 400 pistols and revolvers. Several of these have been recovered during anti-terrorist campaigns, and last April ‘ETA’ revealed the location of many dumps in France that contained arms, explosives, other devices, and false passports. This was stated to be a peace offering on behalf of the terrorists, but the French and Spanish authorities were not impressed. There are still 100 small arms stolen in the Paris raid that were not found in the dumps notified to police, together with other items such as loose cylinder heads and ammunition drums stolen in the same raid. A spokesperson for the

An Official State Visit In 1999, King Juan Carlos & Queen Sofia of Spain visited Cuba along with the Prime Minister at the time, José María Aznar. They took part in a summit meeting relating to Latin America, but it was not an official state visit. The first ever official state visit from a Spanish monarch is now being proposed during 2018 when King Felipe VI and Queen Leticia will visit Havana. The Spanish Minister for Foreign Affairs, Alfonso Dastis, has visited Havana to talk to the Cuban authorities. Raul Castro, the brother of Fidel Castro, is the current president of Cuba, but he will stand down officially in February 2018. It is expected that the vice-president, Miguel DíazCanal, will replace him. There are strong economic ties between Cuba and Spain apart from a large number of Cubans who live and work in Spain. Not Legal! The Spanish ‘CNMC’ body is responsible for market forces and anti-completive practices in Spain. They often investigate large companies where they consider there has been price fixing or the formation of a cartel. They have been studying the regulations in place in various parts of Spain where residential tourism requirements are in place. This includes Galicia and Castilla y León, who have regulations very similar to the ones in Andalucía. In the case of Galicia, they consider that restrictions that state that holiday lets have to be for the whole of the property, and for set periods of time, together with lists of items that have to be provided, are anti-competitive. They also consider that municipalities who impose a limit on the number of properties that have to go on a register are carrying out an unfair exclusion. Their objections to the regulations in Castilla y León are very similarly based.
They have started court proceedings in Madrid that will be heard by the Madrid Supreme Tribunal that their restriction regarding tourist holiday lets are also unjust. It may be, including in Andalucía (which includes Almería province), that regulations relating to holiday lettings for tourists will have to be rethought. This is a very interesting viewpoint and any action the ‘CNMC’ take will be closely watched.
Retrorunning In 2005, a group of people from Germany, Austria, Switzerland and France formed the first international association of retrorunning where the participants run backwards. This peculiar way of running has many established improvements over running forwards. There are less injuries, more muscles are exercised, it uses up 30% more calories, and it results in the athlete’s trunk being more upright which helps with posture and less strain on the backbone. Sandra Corcuera is the Spanish women’s champion and came first in 2012, 2014, and 2016 over the distances of 1,500 & 10,000 metres. She first came across this form of running on the internet and thought initially it was a joke! Anybody who wants to try this is recommended to start by walking backwards and then increase their speed. The ideal situation is on flat terrain in the country where there is no traffic. Athletes who train on a track find it very easy to keep within the lanes.

In the News Their 25th Anniversary “El Centro Andaluz de la Fotografia” (known as ‘CAF’) in Almería city is a very important centre that holds regular exhibitions of photographic work. It is considered to be one of the most important photographic institutions in Spain, and it is celebrating its 25th anniversary. They have unveiled an ambitious programme of exhibitions for 2017 and 2018, and since their formation have held 350 major exhibitions. From October 31st to November 3rd they are mounting a major exhibition relating to the most important creative photographers in Andalucía. Other exhibitions they have mounted portray people, buildings, and activities forming part of the history of Andalucía which have received high praise. In 1996, the centre was made part of the Historical Heritage Institutions by the Director General of Culture in Spain. The centre is at number 9, Calle Pintor Díaz Molina and is open from 11am-2pm & 5.30pm9.30pm. It is not far from Almería Cathedral and the Parque de Nicolás Salmerón near La Rambla area.
Not Related. Salvador Dalí (1904-1989), one of the most famous surrealist painters, was born in Catalonia, and is renowned for his painting of melting clocks. Throughout his life he was very provocative and flamboyant and was also the Marquis of Dalí de Púbol. A Spanish woman Pilar Abel was born in February 1956 and was told by her maternal grandmother that she was an illegitimate daughter from a friendship between her mother and the artist. When Dalí died he left no heirs, and Pilar’s mother would never confirm whether her father was Dalí or not. Two years ago she started legal proceedings to try and prove that she was related to the artist and also entitled to have the title Marquess. Finally, María del Mar Crespo, a judge in Madrid, ordered that Dalí’s body should be exhumed from the crypt of the Dalí Teatro-Museo at Figueres for DNA testing. The body had been embalmed, and when the crypt was opened the very famous moustache that Dalí sported was found to be in perfect condition. Forensic scientists took nail and bone samples and a tooth for testing. On September 6th, the Salvador Dalí Foundation announced that the Institute of Toxicology had determined that Pilar had no biological links to the
artist, and she was not his daughter. She has to pay substantial cour t costs apar t from her disappointment and lack of a title.
Dolphins & Turtles Up to the end of August, 34 marine mammals and 27 turtles have been washed up on the beaches of Almería province. Eva María Móron is the co-ordinator of the ‘Equinac’ association who are authorized to attend to every report of these marine creatures being sighted. She laments that the numbers that are likely to be reported by the end of 2017 are truly alarming. She states that the vast majority of the deaths are related to external factors caused by humans. One of these is heavy fishing which reduces the food for these animals and also contamination. A large dead turtle that was washed up on the beach at Almerimar last April had a variety of plastic waste inside it that caused its death. Eva states that it is extremely important that any marine mammal that appears to be still alive is reported to their society by contacting the emergency number 112, who pass the information on. Police will then monitor the situation until members of the society can arrive there. On no account should any action be taken by members of the public, and she states that well intentioned bathers on a beach in Mojácar this August almost certainly contributed to the death of a young female dolphin calf by handling it and crowding round. It is considered that it died from stress before Equinac members arrived. If turtles come ashore to lay eggs, members of Equinac are called out and they transport the eggs to an incubation centre. When the young turtles are considered large enough to survive in the sea they are released. The society is made up of volunteers with specialist training and equipment and receives no public funds. It is supported solely by donations. They have a Facebook page where people can donate money, explaining their formation and activities, and reporting on the wellbeing and recuperation of marine animals they have rescued.

The woman asked for the forms to make an official complaint which she then did. The newspaper ‘Diario de La Rioja’ learnt of this and contacted the owner of the cafe. He explained that it was an unfortunate occurrence that was in the nature of a joke based on some perceived activities of the children, but it should never have taken place and he offered his apologies! He stated that he was not present in the cafe when the incident took place.

The desalination plant was opened just a short time before it was destroyed in the floods at a cost of 80 million Euros, and the amount of money needed to repair it and re-commission it is stated to be another 25 million Euros. Apart from potable water, it provided water for irrigation, and when there are droughts, as at present, agriculturalists are not able to obtain enough water from other sources that rely on reservoirs. If it is put back in service this will not be a quick fix, but it needs doing.

Dog Catchers The Almería Diputación (County Council) is setting up a unit to deal with abandoned, dangerous or injured dogs in all the municipalities in Almería province with less than 3,000 inhabitants. A 24hr/7day a week centre is to be opened in Fuente Victoria, and town halls or the local police can call for assistance. 169,000 Euros is being earmarked for an initial period of two years which is intended to cover the operating costs, journey time, food, parasite treatment, and necessary vaccinations. Dogs taken to the centre will be available for adoption. Town halls that can take part in the scheme include Partaloa, Taberno, Lubrín, Chirivel, Bédar, Purchena, Lucainena de las Torres, Oría, Sorbas, Los Gallardos, and Zurgena, out of a total of 71. This scheme may just possibly help the local dog shelters in our area.
No Prior Knowledge When the Barcelona massacre took place, the so called Islamic State Daesh website stated that the driver of the van in Las Ramblas boulevard was one of their “soldiers”. Exhaustive investigations since the attacks have found no links of any description that conclude the authorities to believe that they were allied with Daesh terrorists, or had any contacts in Syria or Iraq. When the Islamic State claims responsibility they frequently issue videos but there were none in this case. It is clear to the authorities that they had no prior knowledge of the attacks. None of the men arrested had any phone or internet contact with other terrorists or terrorist sites, and the conclusion is that they were radicalized solely by the Imam Abdelbaki Es Satty, killed when the house where bombs were being made exploded. This Imam had been on the periphery of being “a
person of interest”, and he had spent some short period of time in Belgium and France. He asked to be paid for being a visiting Imam at a mosque is Belgium, but needed a certificate that he had no criminal record which he couldn’t supply. He had been in prison in Spain for four years from 2010 when he was convicted of smuggling drugs from Morocco. He should have been deported from Spain in 2014 but successfully challenged this in court. None of the authorities in France, Belgium, or Spain had information that he was an extreme radical, was involved in any terrorist activities, and he was not on any watch list. From documents found in the house that was demolished, he had tickets to travel to Morocco. He had asked for a three month leave of absence from a local mosque where he lived. This was refused, but they told the authorities that he had stopped attending services there for some months. In May 2017, a CIA agent emailed his Spanish counterpart that a snippet of information suggested there might be a possible attack in Barcelona. This was not put in any official notification as it was nonspecific, not related to any individual or groups, and had no time scale. The Spanish Secret Service was unable to make any connection to any of their ongoing investigations. It was therefore categorized as being general non-specific information. Since the attacks it is agreed that the massacre was entirely “home grown” between individuals who were completely unknown to anti-Islamic terrorist agencies with the exception of some information relating to the Imam. The CIA email did not relate to the attacks at Barcelona or Cabrils.
Facebook Fine The Spanish Data Protection Agency (AEPD) has fined Facebook 1.2 million Euros on the grounds that the company obtained user information that was passed on to advertisers, without authorization by Facebook clients. Facebook has stated consequently that they “respectfully disagree” and will lodge an appeal. They state that it is the user who provides information, such as their religion, if they wish to do so. The agency claims that Facebook obtains information such as ideology, sex, religion, beliefs, personal tastes, and navigation data between users. They state that they do not have “unequivocal

Another allegation is that when a user of the social network deletes their account and requests their information to be deleted, Facebook captures and processes data for a further 17 months via a cookie from the closed-down account. A press statement from the US company states, “Facebook meets European Union data protection law from our centre in Ireland. We are open to continue discussing these issues with the AEPD while we work with the Irish Data Protection Agency and we prepare for the new 2018 European Union regulations.” The fines are 300,000 Euros each for two serious infractions and 600,000 Euros for a very serious one.
government launched an awareness campaign warning tourists that they could face prosecution at home and abroad if found to have lodged bogus sickness claims. A change in the UK law in 2014 meant that holidaymakers can claim against travel operators up to three months after a holiday. Claimants merely produced a receipt from a pharmacy that showed medication to treat stomach problems had been purchased and sent a claim to the tour operator. They passed them over to the hotel, which has to indemnify the tour companies against any such claims. If the claims are not accepted, trying to combat them in court is very difficult and costly, so hotels opt to refund the full cost of the holiday. The claims have been made particularly by UK “all inclusive” customers who then allege the meals provided gave them food poisoning. This is very bad news that unfortunately puts UK holidaymakers in a very bad light.
A Food Poisoning Scam Hotels in the Balearic Islands in particular, have been inundated since 2014 by complaints from UK holidaymakers that they suffered from food poisoning whilst at the hotels. In 2016 there were 400 claims and 9 million Euros was paid in compensation, as disputing the claims is very difficult. After a long investigation by the Guardia Civil Police seven British nationals have been arrested in raids at six homes and two commercial premises in Palma and Calvía. The allegation is that “sales agents” visited hotels, explained to tourists what documents they needed to supply to make a claim, and pocketed the majority of the money paid out via an agency. Hotels in Mallorca were targeted, and the total paid out over several years is alleged to be 50 million Euros, with another 10 million from hotels not in Mallorca. The police “Operation Claims” investigation was carried out with data from the Mallorca Hotel Federation and help from UK authorities. The UK ambassador, Simon Manley, also had discussions with the Spanish authorities. A few days before these arrests, UK police shut down the company ‘Allsure Ltd’ after a UK investigation from the government Claims Management Regulator. The regulator alleged that the company “had encouraged holiday-goers to fabricate or embellish symptoms of gastric illness to get compensation”. This July, the British
California High Speed Train ‘Renfe’, the Spanish train operator, ‘ADIF’ who manage the Spanish rail infrastructure, and other members of a consortium are bidding to be consultants for a US high speed train. The train will link Los Angeles with San Francisco in a three hour journey over 1,300km. A six year contract is on the table for technical and commercial advice and is worth 25 million Euros. Four companies in total have put in bids, and the successful one is expected to take over the operation of the line once it is completed. The consultant contract will be awarded on October 6th, and the line is scheduled to be in operation by 2029. The Spanish consortium are already building the “bullet train” from Mecca to Medina in Saudi Arabia, and trial runs of the first trains have reached speeds of 330km/h.

Ferry Fire The company ‘Acciona Transmediterránea’ runs various ferries from Almería to Morocco and North Africa, and mid-July to mid-September are their busiest time when large numbers of people and vehicles set off and return. In early September, a night ferry with their very modern ship Almaraya that had left the port of Bení Hsar in Nador had to call for assistance at 3am because of a fire in the engine room. The crew quickly extinguished the fire but no longer had any steering function. There were 1,700 passengers on board and 342 vehicles. Tugs went to give assistance, and the ship was taken back to Nador. The company have two “fast ferries”, and these were sent to collect the passengers and cars the next morning. A total of 135,000 passengers used the ferries out of Almería port during this time, and from all the Spanish ports down the coast to Algeciras the total was 2.7 million. At Almería port there is a very large presence of police, passport officers, and customs, and there is also a medical unit set up with four doctors and four nurses. From July 28th-August 3rd, they dealt with 198 people asking for assistance, and 145 from July 14th-20th, with an average of 18 per day. The most common reasons for assistance being requested was for skin problems including sunburn, fainting and dizziness, minor injuries, and stomach complaints. Only 11 patients needed to be transferred to the Torrecárdenas hospital. Their youngest patient at the port was a three month old baby, and the eldest was an 82 year old man.
A Brave Rescue An off-duty member of the National Police in Almería city was running in a very rural part of the countryside near Aguadulce recently, in the late evening. He came across a cyclist who had fallen off his bike badly and had been on the ground for two
hours. He had set off without his mobile phone and had been unable to call for help. The police officer established that he had probably broken his leg, along with other injuries. The track where this had happened was almost impossible to be accessed even by 4 x 4 vehicles, and it was now nightfall. Mobile phone coverage was very bad, so he picked up the cyclist and carried him for four kilometres to where there was a road. A road maintenance vehicle was passing by who helped the cyclist until an emergency ambulance arrived. He was immediately taken to the Torrecárdenas hospital where an operation took place.
Properly Afloat Now The Roquetas aquarium has been going through some troubled times over the last few years. Income from visitors has not been sufficient to pay for the operational costs on more than one occasion. There was a major outcry when it seemed that the centre would have to close. Various species of the fish there could not be housed elsewhere and would have had to be sacrificed. Roquetas town hall has made some grants, and it was proposed that a major 500m2 “Museum of the Sea” was incorporated that would particularly show how the fishing industry in the area functions. Ultimately this museum was scheduled to be put in an old employment office at the port. Everything has now changed with the Spanish hotel chain ‘Hoteles Senator’ taking a 75% stake in the limited company ‘Aquariums de Almería S.L.’. The hotel chain had previously had a limited involvement and also at the Oasys Western Theme Park and Zoo at Tabernas. The Roquetas aquarium is the biggest in Andalucía apart from one at Seville and has 2

The Endesa Carboneras power station is also being equipped with a similar battery system with a capacity of 12 Megawatts hours (A MWh is 1,000 kW hours, so the energy needed to run 1,000 1Kw water heaters for 1 hour). This will be the largest installation of its type in Spain. The Carboneras power station burns coal, and to meet European standards it has to reduce the emissions of NOx & SO2. The total investment needed to achieve this is stated to be 240 million Euros, and the battery system will cost 11 million Euros. One of the ways to “store” electricity is to pump water up to a reservoir when production costs are cheapest, usually at night. The water is then released to come back down and turn hydroelectric generators to supply electricity when the demand is high during daytime hours. The battery system is a lot simpler and cheaper.
they will be holding conversations in Spanish with ancillary aircraft staff on the ground. Jesús Martínez, the head of the Spanish Syndicate of Aircraft Controllers, states that communication is essential to ensure safety and prevent accidents and for Spanish internal flights having to speak only in English may cause problems. He cites as an example a medical emergency on a flight that a Spanish pilot will indicate to a Spanish controller. They both have the required vocabulary in Spanish, but they may not both have the same detailed vocabulary in English. A pilot in these circumstances will have to declare a “medical emergency” and the controllers will not know what this is. Another Scare At 7.30pm on September 12th, the area around the Sagrada Familia cathedral in Barcelona was evacuated after a white unattended and loaded van was found parked nearby. By pure coincidence, anti-terrorist police known as ‘el CITCO’
in Madrid had been alerted to a “possible threat” earlier in the day by the French authorities. A French intelligence agent in Iraq had advised his French colleagues that there might be an attack in Europe and possibly Spain or France within 48 hours, from an Islamic cell that appeared to have five members. There was no concrete information, and neither the French nor Spanish authorities considered it to be reliable information or more than a low risk general unspecified suggestion. Spanish police classify information like this with the capital letter “F” that stands for ‘fuente’ (source) and an importance on a scale from 1-6, with 6 being the lowest rating. This threat was consequently categorized as “F6”, and no attacks took place in France, Spain, or Europe. After the last Barcelona attack on August 17th, the Spanish threat level was kept at level “4” out of “5”, as it was considered that no information in their possession merited a rise to the highest level. The threat level was raised to “4” after the French ‘Charlie Hebdo’ attack in 2015.

So Now You Know... Neon Signs George Claud was a French chemist who discovered that passing an electric current through inert gases produced a very bright coloured light. His associate, Jacques Fonseque, sold the first commercial sign to a Paris barber in 1912. In 1913 a sign was put up in the ChampsElysees with the name ‘CINZANO’ in three feet high letters to advertise the Italian vermouth wine. By 1915 George Claude had patented his process in the US, and in 1923 the first neon sign advertised ‘Packard’ cars at a dealership in Los Angeles. His company ‘Claud Neon Lights Inc.’ soon marketed 600 different neon signs in the US. Movie Projectors The French Lumiere brothers and Thomas Edison were the most important manufacturers of movie projectors in the 1890s. In 1895 the brothers patented their ‘Cinematographe’ that showed the first ever moving images of workers leaving the Lumiere factory. In 1896 Thomas Edison marketed his ‘Vitascope’ projection system that large audiences could watch. The English inventor Major Woodville Latham patented the ‘Lathan Loop’ that looped the film through the projector with sprockets. The problem of blurred images was solved when a shutter device closed of f the light source between images Vending Machines The first reference to a vending machine goes back to the first century AD. An engineer and inventor named Hero of Alexander designed an apparatus that released a cork and dispensed holy water in churches when a coin was put in. In the 1880s when postcards were popular, a machine in London supplied these. In the US in 1888 a machine provided chewing gum on New York train stations which was very popular. In 1970 the US ‘Venda Talker’ machine said “Thank You” after every transaction and “spoke” a one-liner joke from the comedian Henry Youngman. Large vending machines are now known as “Automated retail kiosks”.

Toilet Paper Zeth Wheeler from Albany near New York invented rolled and perforated wrapping paper in 1871 and registered ‘The Albany Perforated Wrapping Paper Company’. In 1885 he produced the first toilet rolls, but another US inventor, Oliver Hewlett, patented his own toilet paper and manufacturing process. The Supreme Court invalidated this patent in 1894 in favour of Zeth Wheeler. In 1935 the ‘Northern Tissue’ company advertised their product as “splinter-free”. By 1942 the first two-ply and softer toilet paper was manufactured by the London St. Andrew’s Paper Mill in Walthamstow using the name ‘Andrex’. Hula Hoops More than 3,000 years ago it is known that children in Egypt played with large hoops made of dried grapevine. During the 14thcentury a “hooping craze” swept England with adults as keen as children to use them. In 1957 an Australian company made wooden hoops for retail stores, but they were costly to make. Richard P. Kerr and Arthur K. Mervin in the US started a company in 1958 called ‘Wham-O’ with plastic hoops of various colours. They took them to children’s playgrounds in Southern California and called them ‘Hula Hoops’ after a Hawaiian dance called ‘Hula’. They sold 25 million hoops in four months in 1959. Swiss Army Knives A Swiss inventor, Carl Elesner, registered a knife design he called ‘The Officers and Sports Knife’ in 1897. He was trying to create a product that gave employment to people living in Schwyr in Central Switzerland. The army liked his knife, and it was then re-christened the ‘The Swiss Army Knife’, and every army recruit was given one. Elesner improved his design by making it lighter with six different tools. The company he set up now employs 960 people and produce 34,000 knives of various models every day. A version of the knife was included as standard equipment for astronauts by NASA for their Space Shuttles.

Drunken Passengers
M
ichael O’Leary and his company Ryanair have revolutionized cheap air travel and in the last twelve months the airline has carried 124 million passengers. His aim is that by 2020 the number goes up to 200 million. He is trying to put pressure on duty-free shops and bars to limit the sales of alcohol and spirits as increasing numbers of passengers are inebriated when they come on board, cause major problems during flights, and put other passengers and the aircraft at risk. The main offenders are groups of young people often taking part in hen or stag flights to destinations such as Ibiza.
can be inebriated when they come on board. He proposes that alcohol at UK airports should not be sold in bars and restaurants before 10am and a boarding pass should be presented with no more than two drinks per passenger. Another problem he complains about is the unrestricted sale of alcohol during a flight delay. He states that it is totally unfair when unlimited alcohol is supplied at an airport, and then airlines have to sort out the resultant problem. Arrests for alcohol related unruly behaviour at UK airports has gone from 255 persons in February 2015 to February 2016, to 387 up to February 2017.
At the end of August, a Ryanair flight from Stansted to Ibiza diverted to Bordeaux in southern France after aggressive behaviour by a group of young men demanding alcohol. They were blocking the aisle and started remonstrating with flight staff that refused to sell them any more alcoholic drinks. The pilot decided that blocking the aisle and being so disruptive could endanger the flight, so he diverted. Escorted off the plane by French police a fight broke out on the tarmac. It can cost 80,000 pounds sterling to divert a plane to a different airport. Only a few days earlier, on a Ryanair flight from Liverpool to Alicante, some young women on a hen party holiday became disruptive, gave the flight staff a lot of abuse, and were screaming and swearing. In this case the pilot advised the Spanish police that this was taking place, and they met the plane and took the women off first. The remaining passengers cheered, but one woman with children said that the episode was very frightening. Since 2015 Ryanair do not sell alcohol on flights from Glasgow, Prestwick, and Manchester, to Ibiza. Before boarding a flight, persons with duty free alcohol are told that it has to be put in the hold, or they leave it behind.
The World Duty Free Group is totally opposed to this idea. They operate 2,200 duty free shops at airports and cruise departure ports, along with other shops where alcohol can be purchased at train stations in 63 countries. They say that statistically the percentage of passengers who arrive at departure gates when they have consumed too much alcohol is minute. They point out that the problems are almost completely a feature of UK airports and must be addressed by the C.A.A. (Civil Aviation Authority). The C.A.A. has come up with a code of conduct that states that no person who boards a plane can be over the alcohol limit, but a way of enforcing this has not yet been put forward. A fine for being drunk of Michael O’Leary says that the problem in general 5,000 pounds sterling and two years in prison is is not that alcohol is sold on board, as his flights suggested. How about breathalysermachines at are short haul, the problem is that passengers the departure gates?

A New “ITV” Regulation
I
n Spain, the mandatory periodic vehicle tests are “Inspección Técnica de Vehículos” known as “ITV” tests, similar to the UK “MOT” tests. All vehicles on the road have to pass these safety inspections, and in the case of cars, the first test is due on the fourth anniversary of the vehicle first being registered. Further test are due every two years until the vehicle is 10 years old, and then a test is due every year. Reduced periods apply to vans, and motorbikes have to be tested every two years from the fifth anniversary of registration, or after three years for “motos” (scooters). ITV tests in Spain cannot be done at a garage; they have to be taken to official test centres. Garages and mechanics can prepare a vehicle for an ITV test so that any defects have been rectified, or a vehicle owner or friend can take a vehicle to be tested and see what they say. Tests throughout Spain are standardised and there is no difference in procedure anywhere. The people who carry out the tests are licenced by the various autonomous communities (in our case Andalucía). In Almería province there are nine test centres, and you can choose where you go. A prior appointment at any centre should be made by phoning 959 99 99 99 or from www.itvcita.com. You will be asked for basic information regarding the vehicle and where you want the appointment and will be given a time. A vehicle can be presented at a centre without an appointment, but a long wait may ensue until there is a cancelled appointment, assuming there is one. There is a common misconception that there is a grace period of 30 days to present a vehicle for testing after the correct date, but this is not true. A vehicle can be tested within 14 days before the due date. At the appointed time the vehicle is tested, and the technical paperwork that gives the full details of the vehicle has to be produced that has a stamp showing the last time an ITV test was done. The dates given for future testing are strictly on
the anniversaries of the first registration date. From September 15th, there has been a new requirement. The ITV centre requires that the current insurance details are presented. They want to see whose name the insurance relates to, the registration number, the period of cover and the type of insurance.
After a vehicle has been tested a report details all the tests carried out. If it passes straight away this is indicated on the report, and a sticker is supplied to be put on the top corner of the windscreen. These have different colours that indicate the year the next test is due, and the month is shown by punching out a small circle on the sticker. This gives the owner/driver and police a quick indication that a valid test period is in force. Vehicles that fail are put in three categories. The first ones for minor defects (perhaps a light bulb is defective) are described as being “defectos leves”. These faults have to be remedied as soon as possible but a re-test is not necessary. “Defectos graves” are serious faults where a repair is necessary. In theory the vehicle should be driven straight to a garage or mechanic to have the fault(s) rectified and then a re-test. “Defectos muy graves” are very serious and dangerous. The vehicle will have to be left at the centre and collected by a ‘grua’ (recovery vehicle) for transport to a garage.

Losing Driver Points
T
he weekend of September 1st-3rd was the last major movement of vehicles in Spain associated with summer traffic. The ‘DGT’ (Spanish Traffic Police) calculated that there would be 6 million journeys on the roads which included people returning from a holiday period, and people who used this weekend as a last short break. 6,000 Guardia Civil traffic police were on duty to try and keep traffic moving and enforce traffic laws. The ‘DGT’ issued a “reminder list” of the sanctions motorists could be liable for and the amount of driver points they would lose. The list applies to driving on the roads every day of course. Their list of infractions where six points will be lost starts off with an alcohol level of over 0.5mg/l, or over 0.3mg/l for professional drivers or novice drivers with less than two years’ experience. Any drugs detected, or a refusal to take an alcohol or drug test is in the same category, along with dangerous driving and being on the wrong side of the road. Exceeding a speed limit by 50% is a serious offence when the speed detected is more than 30 km/h. Using devices that defeat radar cameras result in a loss of six points, as well as professional drivers who exceed legal driving hours by 50%, or reduce mandatory rest periods by 50%. A driver will lose four points for being over the alcohol limit of 0.25mg/l to 0.5mg/l, or between 0.15mg /l to 0.3mg/l for professional or novice drivers. Throwing objects out of a vehicle that can cause a fire, a danger to other road users, or an obstruction, loses four points along with being on a motorway in a vehicle that is not allowed there. A driver who has passengers who are more than 50% in number over the normal seats will lose four points, as will driving without a licence or an incorrect one. Negligent driving, not giving way, ignoring stop signs and traffic lights, along with dangerous overtaking that puts oncoming traffic in danger or when visibility is reduced, and putting cyclists at risk or causing them an obstruction will also cost four points. Another offence is speeding up or making manoeuvres
when someone is overtaking you that put them in danger, and reversing down a motorway. Not driving with a safe distance from a vehicle in front, or ignoring police signs that you should stop or pull over conclude this list.
A loss of three points will result when you make a change in direction (such as a ‘U’ turn) when road markings prohibit this, or you block pedestrian access. Using a mobile phone, fiddling with or resetting a GPS system, wearing headphones, or anything else that results in a loss of attention will cost you three points. Not using a seat belt, not having children in correct seating for their age, and not wearing a helmet when required by law complete this section. This is a fairly comprehensive list of offences designed to remind drivers how they will lose points. A notification that a driver has lost points will be sent to their registered address. Quite often, for speeding offences (for example), this may be the first a driver knows about it. If you feel aggrieved and wish to make an appeal you have this right. The other penalty associated with a loss of points is a fine. If you are stopped at the roadside and given a fine, or notified by registered post, there is a reduction of 50% if you pay within 20 days. Drive safely!

Mental Health
I
n years gone by, people who suffered from a mental health issue were reluctant to admit they were seeing a psychiatrist. There was definitely a stigma associated with mental health. The general population often considered these people to have great problems that set them totally aside. Psychiatrists and mental health agencies agree that this has now almost disappeared, and is a very good thing.
in good health and being unhappy with a condition that doctors or psychiatrists can cure. He states that many people are not content with their life and may need to make changes, but being given a pill is not appropriate. 11% of the population in Spain are now being prescribed sedatives or tranquillisers, and he considers this is totally unwarranted. In medical circles the drug ‘Prozac’ is referred to as being the “happiness pill” and he says that this is prescribed Mental health “illnesses” as classified by professionals far too readily. It is also highly addictive after only are in the main associated with persons who suffer a short period of time. from schizophrenia, psychosis, bi-polar disorder, and other severe symptoms such as extreme depression. Usually they can be treated with the correct drugs, although the dosage may be an area of experimentation, and the person can lead a normal life. In severe cases a person has to be treated in specialist units where they become in-patients. Psychiatrists state that there are still many people who suffer symptoms of these mental states that do not seek treatment. Often the drugs that are administrated can become addictive, but this is an unfortunate aspect of correct treatment. Nowadays, psychiatrists are concerned that many people seek their help for problems that fall completely outside the scope of mental health. They term these types of problems “adaptive behaviour” that they consider should be treated by councillors or other therapeutic means. More and more people are asking for treatment when they are suffering from bereavement, have marital problems, or are recovering from a divorce. Other people are presenting themselves at mental health units when they have a drinking problem, are gambling too much, have problems at work that may be sexual harassment, are children who are being bullied at school, or even some women who have problems related to being menopausal, or have maternity worries. Problems with infertility or sexual problems such as a lack of libido, erectile dysfunction, or premature ejaculation, are increasingly being taken to a psychiatrist.
Joseba Achotegui is a professor of psychiatry at Barcelona University and also a visiting professor at the Berkeley University in California. He states that people nowadays think that there is a readily available medication for every condition, and drug companies and their advertising are encouraging this belief. He goes on to say that every negative emotion cannot be treated with some product, and there are no magic cures. He says that nowadays people lack the resilience to combat slight problems, and turn them into ones that are over important. A survey in 2015 from the various mental health centres in Barcelona showed that the prime reason for people asking for assistance was for adaptive behaviour problems. The vast majority of these people were told to seek help from other agencies who provide specialist help. He considers that Hilario Blasco-Fontecilla is the senior psychiatrist at people nowadays (unfortunately) expect to live in a the Hospital Puerta de Hierro in Madrid. He points world where they experience no emotional pain or out that being happy is now associated with being physical illness which is totally unrealistic.

Overqualified
O
ne of the big problems with the Spanish economic recession has been that persons undergoing higher education including university degrees cannot find employment for which they are qualified. If they stay in Spain they have to earn a living by taking jobs that have no relevance to their skills. The other side of the coin is that companies who want skilled employees are able to demand very high levels of qualifications as there are so many applicants.
have any loyalty to their employer. One example is a graduate who works in a Madrid shop that sells sunglasses, with a degree in social engineering and gender equality. Two other employees in the shop also have university degrees. One of the requirements when they obtained the work was that they had completed basic schooling, but nothing more.
Figures from an EU study reveal that in Spain only 62% of persons from the ages of 25-64 have employment that is commensurate with their qualifications. The EU average is 77% and in Luxemburg it is 85%. Malta, Portugal, the Czech Republic, and Hungary have 95% of qualified persons in suitable employment. The only other countries with less than 70% of skilled employment are Chile, Greece, and Ireland. The Spanish employment agency ‘Asempleo’ calculates that at the end of 2016 there was the astounding number of 9.8 million persons who were overqualified for the work they were doing, and this was 1 million more than in 2013. This is particularly the case for women and young people around the age of 25. Bars, restaurants, supermarkets, shops, hotels, and telephone call centres are full of people who would not be accepting these jobs if there was no crisis. Andreu Cruañas, the President of ‘Asempleo’, is considered one of the most important European experts in the area of Human Resources. He states that it is a mistake that companies employ people who are very overqualified. He considers that if an employer sets on a university graduate as a receptionist this stops a suitably qualified person from having the job. This person may then work as a waitress and in turn is overqualified. He states that an overqualified person doing a routine job will usually become frustrated and at the first opportunity will move to a better one, and the employer then has to start again. He considers it is unreasonable to expect any overqualified employee who is not content with the work they are doing to
Andreu Cruañas cites the case of large numbers of people who in the construction boom decided to train to be architects. Whilst they were studying for the qualifications the bottom fell out of the construction market, and there is now a very large surplus of qualified architects. He agrees that the construction industry crash was very difficult to predict, but he states that universities continued to sign people up for degrees in architecture when many thousands of construction workers were unemployed. Another young lady managed to get a job at an Amazon warehouse in Madrid where she supervises a despatch line putting products into the correct size packets or boxes. There was stiff competition to get the job and she jokes that perhaps her degree in marketing was helpful! In 2005 in the UK there was great alarm that 16% of university graduates were leaving the UK to work in the US, Canada, and Australia. At the time only 20% of the UK population had a university degree, so this was very worrying. This “brain drain” is now becoming a problem in Spain as well.

Vehicle Pollution
A
s a result of the vehicle emissions scandal that involved VW initially, amended EU regulations have come into place from September 1st. Referred to as the “VW Dieselgate scandal”, tests carried out in 2015 on roads showed that the published figures from 2006-2015 were completely untrue. Software installed by the manufacturer gave false results in the “rolling road” laboratory tests where the vehicle was stationary.
apply to certain times of the day from Mondays to Fridays, and others when weather conditions mean that pollution levels exceed an established limit. The new Spanish scheme where all cars receive a sticker they have to display showing how their vehicle is rated for pollution is being extended to all of Spain, and not just in Madrid and Barcelona where it is mostly in force.
In the US last March, Volkswagen admitted that their claimed emissions figures were completely untrue and agreed to spend 25 billion dollars to resolve claims from their vehicle owners and offered to buy back up to 500,000 cars. This August, James Liang, a Volkswagen engineering boss aged 63, accepted a prison term of 40 months and a fine of 200,000 dollars from a court in Detroit. This prison term and fine was much less than he could have received, but it was taken into account that he had fully co-operated with US regulators. He was arrested whilst on holiday in the US, and if court proceedings are started against other Volkswagen bosses in Germany, they will have to be extradited. Current thinking is that the German authorities might block this. The new regulations from this September 1st have tests that are almost exactly the same as the ones the US investigators used that showed the emission figures were false. This 90 minute test on various road types and speeds is called an “RDE” - Real Driving Emissions test. The previous laboratory tests have been replaced with a new “WLTP” -World Harmonised Light Vehicle Test Procedure. This particularly applies to the toxic NOx emissions and particle size and also CO2 emissions and fuel consumption. These tests currently only apply to new models of cars, but from 2018-2019 all new cars will have to comply. As we have mentioned before, EU countries also have to comply with emissions levels and pollution from vehicles, and many countries including Spain and the UK fall far short of the requirements. In Barcelona and Madrid there are regulations that
France has a very similar system for all vehicles with coloured stickers denoting six categories that have to be displayed. From this July, Paris and Grenoble have permanent restrictions on weekdays from 8am-8pm for certain emission levels, and other cities such as Lyon and Lille have these when pollution levels are high. Bordeaux and Strasburg are expected to introduce their own requirements shortly. Vehicles being driven in France from other countries now have to display the appropriate sticker. The cost for these stickers (known as “vignettes”) is 4 Euros 80 céntimos from the official ‘Crit’Air’ (Clean air) website. Apart from general information you have to send a scan of your UK V5C registration document or the equivalent Spanish one. The website to apply is www.certificatair.gouv.fr and has several language options. Organizations such as the ‘RAC’ and ‘AA’ or the Spanish ‘RACE’ explain these requirements in more detail and warn that it may take up to six weeks from online application to receipt by post. Fines for non-compliance of cars with no sticker, or an ignored access period, are 68 Euros, or 180 Eurosif not paid within 45 days. Be warned!

Community News Regularizing Properties ‘AUAN’, the “illegal” property pressure group has put out a press release relating to irregular and illegal houses. Maura Hillen states that some town halls, particularly Cantoria, are not taking all the necessary steps that will regularize these properties. An “AFO” document has to be processed by a town hall to amend the planning situation of these properties so that they can apply for legal connections of electricity and water, and have the title deeds registered. Maura Hillen states that in Cantoria there are complaints about the lack of progress and no alteration to the town’s planning document known as a ‘PGOU’ that is a necessary step. In Albox (Maura Hillen is a councillor) there has been good progress and also in Arboleas where the mayor, Cristóbal García, has been particularly active. ‘AUAN’ are offering to have talks with municipalities who may not fully understand the “AFO” documentation that is relatively new. Maura Hillen can be contacted on 661 329 919 or via info @almanzora-au.org.
main meal plus a bottle of wine to each person in the winning quiz team. The evening raised a whopping 667 euros and will be used for many things which the animals need, especially much needed maintenance at the shelter and vet’s expenses. Special thanks also to Daniela and Alberto in the kitchen! Thank You from APSA Every Tuesday lots of kind people walk lots of lovely dogs. We would like to say THANK YOU to our dog walker team. They take the time every week to come to the kennels and help with the dogs. If it is cool enough they walk, otherwise they help brushing, grooming, cuddling - just spending quality time with the dogs as this is what they need and love most. Muchas gracias guys, you are all stars and the dogs love you so much and are really grateful. We always need more walkers and help at the kennels. Please call 664 73 02 89 or contact us through the APSA Facebook page - go on, it’s getting cooler and we all need the exercise!
PAWS / PATAS fundraising success. A huge THANK YOU and lots of wagging tails to Belinda and Richard at Kuki’s Bar/Restaurant in Mojacar. On September 16th, they kindly hosted a quiz evening which was cleverly devised by the Master, Tony Matthews, who also auctioned a copy of his book about Alan Shearer which was autographed by the footballer. Belinda did a sterling job contacting local businesses for raffle prizes and many others voluntarily offered gift vouchers and goods in order to raise much needed funds for PAWS-PATAS. Too many names to list…but your generosity is indeed most appreciated. Customers paid 2 euros to enter the quiz and Belinda and Richard kindly donated 1.50 euros from each

Jokes of the Month Thin on the Ground
A Woman’s Favourite Animals Q. What are a woman’s four favourite animals? A. A mink in the wardrobe, a Jaguar in the garage, a tiger in the bedroom, and an ass to pay for them.
The Bull A blonde and a redhead have a ranch but their bull has just died. The women need to buy another but only have 500 dollars. The redhead tells the blonde, "I will go to the market and see if I can find one for under 500 dollars. If I can, I will send you a telegram to come and fetch it." She goes to the market and finds one for 499 dollars, so she buys it. Having only one dollar left, she goes to the telegraph office but finds out that it costs one dollar per word. She is stumped how to tell the blonde to bring the truck and trailer and tells the operator what her problem is. Finally, she tells him to send the word "comfortable." Sceptical, the operator asks, "How will she know to come with the trailer from just that one word?" The redhead replies, "She's a blonde so she reads very slowly and will think it says: “Come for ta bull."
On their way to get married, a young Catholic couple were involved in a fatal car accident. The couple found themselves sitting outside the Pearly Gates waiting for St. Peter to process them into Heaven. While waiting, they began to wonder; could they possibly get married in Heaven? When St. Peter showed up, they asked him. St. Peter said, "I don't know. This is the first time anyone has asked me this. Let me go and find out," and he left. The couple sat and waited and waited. Two months passed and the couple were still waiting. While waiting, they began to wonder what would happen if it didn't work out; could you get a divorce in Heaven? After yet another month, St. Peter finally returned, looking somewhat fraught. "Yes," he informed the couple, "You can get married in Heaven." "Great!" said the couple, "But we were just wondering, what if things don't work out? Could we also get a divorce in Heaven?" St. Peter, red-faced with anger, slammed his clipboard onto the ground. "What's wrong?" asked the frightened couple. "OH, COME ON!" St. Peter shouted, "It took me three months to find a priest up here! Do you have any idea how long it will take me to find a lawyer?"
Jesus Christ
A Smart Idea A man went to his lawyer and told him, "My neighbour owes me 500 Euros and he won’t pay up. What should I do?" "Do you have any proof he owes you the money?" asked the lawyer. "Not in writing” replied the man. "OK, then write him a letter asking him for the 5,000 Euros he owes you," said the lawyer. "But it's only 500 Euros" replied the man. "Precisely” said the lawyer. “That’s what he will undoubtedly reply, and then you’ll have your proof!"

A drunk staggers out of a bar and runs into two priests. He goes over to the first priest and says, "Dude, I'm Jesus Christ!" The priest says, "No son, you're not." So the drunk goes over to the second priest and says, "Man, I'm Jesus Christ!" This priest says, "No son, you're not." The drunk said, "Here, I'll prove it." He walks back into the bar with both priests and the bartender looks up and sees the drunk and says, "Jesus Christ, you're back AGAIN?"
...and next... Nebraska Traveling through the country, an old couple drive into a gas station. The attendant asks the old man, "Where you folks from? I know everybody in this town." The old man says, "We're from Nebraska." Hard of hearing, the old lady nudges her husband, "What did he say?" The old man answers her, "He asked us where we are from." "Oh," replies the old woman. The old man tells the attendant to fill up the tank, check the tyres, and clean the windscreen. When that's all done, the attendant tells the old man, "You know, the ugliest girl I ever had sex with was from Nebraska." The old lady nudges her husband once more and asks, "What did he say?" The husband replies, "He thinks he knows you!"
Text Messages A mom texts, "Hi! Son, what does IDK, LY, & TTYL mean?" He texts back, "I Don't Know, Love You, & Talk To You Later." The mom texts him, "It's ok, don't worry about it. I'll ask your sister, love you too."
Just In Case! A man walks out on his front porch one day and sees a gorilla in the tree on his front lawn. He calls animal control and about an hour later a man shows up with a ladder, a pit bull and a shotgun. The animal control employee tells the man, "I'm here to get the gorilla out of your tree. I'm going to use this ladder to climb up the tree and shake the branch the gorilla is on to knock him to the ground. The pit bull is trained to go after anything that falls from the tree and bite its balls which calms it down so I can put the gorilla in the truck." The man says "Okay, I see what the ladder and the pit bull are for, but what about the shotgun?" The animal control employee says, "Oh, that's for you. In the event that I fall out of the tree instead of the gorilla, shoot the pit bull!"

The Sermon During an impassioned sermon about death and final judgement, the pastor said forcefully, "Each member of this church is going to die and face judgement." Glancing down at the front pews, he noticed a man with a big smile on his face. The minister repeated his point louder. "Each member of this church is going to die and face judgement!" The man nodded and smiled even more. This really got the preacher wound up. He pounded the pulpit and shouted, "Each member of this church is going to die and face judgement!!!" Though everyone else in the congregation was looking very serious the man near the front continued to smile. Finally the preacher came down from the pulpit, stood in front of the man and shouted, "I said each member of this church is going to die!" The man grinned from ear to ear. After the service was over, the preacher made a beeline for the man. "I don't get it," the preacher said in frustration. "Whenever I said, 'Each member of this church is going to die,' your smile got bigger. Why?" "I'm not a member of this church," the man replied. “My wife is though!
