The Delicate Balance
C
oming out of the COVID-19 lockdown with fewer restrictions is a delicate balance to see what the effect is, and if people still take precautions. Unfortunately, there has been a resurgence of cases in Spain although hospitalisations are not increasing dramatically. Problem areas seem to be more contact between family and friends, so the latest advice is to restrict this as much as possible, and young people are not being as careful as they might be so night time venues have closed. Infection in the work place is difficult to control and only very good contact tracing can help stamp this out. In our ‘In the News’ section we explain how the mobile phone app “Radar COVID”, that came into force here on August 24th, is designed to help with contact tracing.

The big problem is the people who have no symptoms but have got the virus and may be spreading it. After it became clear that some young people had contracted the virus at night time venues in Mojácar, all the staff that tested positive had no symptoms, and a nightclub in El Ejido closed with similar results. At a residential home for the elderly in Almería city, 47 inmates and 24 staff tested positive and the vast majority had no symptoms. An extreme case in Murcia is a bridegroom who had a test because he worked with young children. He had no symptoms but tested positive and 200 people had come to his wedding a few days before.

Our ‘What’s On’ section is still pretty thin regarding forthcoming events. Vera town hall have another event in the open air and being outside, or in wellventilated rooms, seems to be a recipe for minimising air-borne particles. In the News The New Identity Cards In an article we explain the new system for official residents of Spain who are UK nationals regarding the ‘T.I.E.’ identity cards. They are available for people who already have the green A4 or credit card-sized document but it is not compulsory that the new identity card has to be applied for at present. If a person thinks it is a good idea to obtain the new card before December 31st they can do so. For people who become new residents before January 1st 2021 these cards have to be obtained. The status of UK nationals living in Spain from 2021 onwards that are not official residents is unclear and will depend on the agreements between the UK and Spain following the withdrawal.
The Cuevas Desalination Plant In September 2011 the desalination plant at Cuevas was officially declared open and hailed as providing water “for today and tomorrow”. It was designed to provide 20 cubic hectares of domestic water for Bédar, Carboneras, Los Gallardos, Garrucha, Mojácar, Turre, Vera, Pulpí, Tabernas, Albox, Antas, Arboleas, Cuevas del Almanzora, Huércal-Overa and Zurgena, and 12 cubic hectares of much needed agricultural water in the immediate region. The cost of the plant and all the modifications to pipework when it was totally finished (which it never has been) was put at 512 million euros. One year later in the disastrous flooding that hit our area the plant was totally wrecked and it has remained closed. Following a technical study the first phase of work to get it up and running again has been announced. Substantial work to stop it ever flooding again will be undertaken over a period of 18 months costing 8.8 million euros. When this is done the next phase within the plant will be started at a cost of 14 million. The full provision of the electricity needed has never been made available so this will have to be addressed as well.
would be given to the Spanish state for use in the current crisis. The surplus money, about 15 billion euros throughout Spain will be handed over as a loan and paid back in either 10 or 15 years. Various mayors and mayoresses consider this to be completely unacceptable and are stating that they will not play ball. The dispute in very large cities threatens the ability of the government to pass legislation, and this applies to Barcelona where the mayoress, Ada Colau, is very much against it, and has a seat in the Council of Ministers. The surplus money in the Barcelona municipality is 165 million euros and Madrid and Valencia are also opposed to the regulation. They accuse the government of being far from transparent in the agreement with FEMP and state that if it is not scrubbed they will vote it down in parliament. The Spanish Treasury Department has put forward the idea, to try and keep the scheme on track, that interest of half of one per cent would be paid which is better than the interest rate obtained if the money was sitting in a bank.
Reduction in Ryanair Flights During August Ryanair were hoping that they could operate with 60% of their usual capacity and during September and October they could have 70% of their normal flights. Unfortunately, with the increase in the number of cases in many countries and the 14 day quarantine for people from Spain, France and Holland arriving in the UK, coupled with the severe restrictions on German tourists coming to Spain, they have had to downgrade their expectations. They have announced that there will be a 20% decrease in flights for these two months and are hoping that people booked on cancelled flights will opt for an amended flight date. In the middle of August when this announcement was made it was expected that EasyJet would announce cancellations as well.
A Rebellion from Town Halls
The No Smoking Rule
There is fierce controversy in Spain between town halls and the government regarding the surplus money in their accounts known as ‘superávit’ that town halls can spend as they wish. In early August, the government and the National Association of Town Halls (FEMP) agreed that this surplus money

In the News off their masks to smoke and then breathe out which could spread the virus if they were infected. Autonomous communities can introduce extra regulations and in Cantabria the two metre smoking ban was changed to four metres where there were children, pregnant women and pensioners. In Madrid, where added restrictions came into force, they decreed that passengers on public transport were prohibited from eating anything during their journey. Once again, this was to stop people taking off their masks.
Five New TAC Scanners Five state of the art CAT scan machines are going on line in Almería city with three at the Torrecárdenas hospital. A Revo Evo 64 model has been installed adjacent to the accident and emergency department and the director of the hospital, Manual Vida, states that this is a tremendous stride forward and will be a much needed added diagnostic tool readily available. Another two similar scanners, model Revo Evo ES and Revo EX, are located in other departments. The Bola Azul hospital has a new scanner as has the Nicolás Salmerón Health Centre. A CAT scanner is a machine that can give far more precise images than x-rays with a lower dose of radiation and is used to find injuries that are the result of serious accidents and check the progress of chemotherapy, surgery, provide transplant information and chart tumour treatment. The money has come from the Junta de Andalucía Health Department as part of an eight year plan to modernise hospital equipment with a budget of 40 million euros.
UEFA Champions League. There were no fans from either side which is a good job as Barcelona fans would probably have stormed the pitch. Bayern scored four goals in each half and after 6-2 in the second half Barca fans were appalled to have two more goals scored against them. A cohesive and merciless Bayern exploited every opportunity from a lack lustre Barcelona who never got it together. Whilst the team were licking their wounds in the Lisbon hotel their manager Quique Setien was sacked, who had only been appointed last January. The future of their star player Messi and Barcelona is now in the melting pot, and the team are also short of cash as there have been no paying fans since the pandemic and lost income is calculated to be 150 million euros. The Barcelona player Gerard Pique who has won 20 major titles in the last 12 years summed it up by his bitter explanation, “We have hit rock bottom”. The championship was also unique because neither of the two German and French teams had ever reached the semi-finals before.
Doom and Gloom for Barcelona FC August 15th was a national fiesta in Spain but supporters of Barcelona FC were far from festive. Barcelona was thrashed by Bayern Munich in Portugal on the evening of the day before by a hardly believable 8-2, the sort of scores that for the best teams in the world belong in history books. Not since 1946, when Barcelona was playing Seville, has there been this number of goals conceded when they lost 8-0. 2020 is the first year since 2008 that Barcelona have not won any major trophies, and they recently lost the Spanish league title to Real Madrid. The Equinac charitable organisation in Almería province is authorised 24/7 to come to the scene when turtles and dolphins are discovered and need expert assistance, and no members of the public should take any action whatsoever. In the past, well-meaning people who have no idea as to the correct procedure have caused deaths from stress if they move dolphins or crowd round taking photos. Exactly the same advice applies to beaches all along the coast.
King Juan Carlos Leaves Spain Last month we reported in an article that there were investigations underway in Switzerland and in Spain relating to the “Honorary” King Juan Carlos I, aged 82, the father of the Spanish King Felipe VI. The investigations relate to a “gift” of 100,000 dollars (64,000 euros) given to Juan Carlos in 2008 by the King of Saudi Arabia “for his help” when the 6.7 billion project to build and operate a high speed train was awarded to Spain. There is another claim that this was 80,000 euros not 64,000. There are allegedly several bank accounts in Switzerland linked to King Juan Carlos and his long term “close friend” Corinna Larson who is a German business woman who has homes in Monaco and London. King Juan Carlos met Corinna in 2006 and they are frequently seen together. She was with the King on a hunting trip in Botswana in 2012 when he broke his hip. In 2012, 64,000 euros was transferred out of the Swiss bank account allegedly owned by the King into another one linked to a foundation in the Bahamas owned by Corinna. In 2016 (when she was being secretly recorded) Corinna claimed that she was money laundering 80,000 euros for King Juan Carlos and the money was a “commission” from Saudi Arabia. A court in Switzerland investigating Corinne has frozen the 64,000 euros, but she claimed recently that the money was a gift to her and her son, as a “sign of affection”. On Monday, August 3rd a very carefully worded letter from King Juan Carlos to King Felipe was released to the press, and in the letter King Juan Carlos announced that due to the “public impact” of the financial investigation he was leaving Spain after a “well-considered decision” to give his son “peace and tranquillity”. It then emerged that on the previous Sunday he had travelled to
Sanxenxo in Galicia where he had met up with some firm friends from his competitive yachting days who were training there for a competition in September. On the Monday morning he went to Portugal where he boarded a plane, so when the letter to his son was released he had already left Spain. On August 8th it was revealed that this was a private jet that took him to Abu Dhabi where he is reported to be staying in a luxury hotel. It emerged that the Spanish Prime Minister, Pedro Sánchez, had been kept informed of protracted talks between the two kings but did not support the idea that King Juan Carlos left Spain. It was agreed that he would still enjoy the title of “Honorary King” given to him by royal decree when he abdicated in 2014 and retain his security detail. Lawyers for the King have stated that he is at the disposal of any investigation in Spain and a key question is whether he still has royal immunity from prosecution after he abdicated. Corinne is scheduled to appear in London on September 8th via a video link with the High Court in Spain to be questioned regarding her financial links with King Juan Carlos and the implications. Four fiscal experts employed by the High Court are studying documents that have been sent to them by the courts in Switzerland. Queen Sofia, the wife of King Juan Carlos, retains her 2014 title as being an “Honorary Queen” with living accommodation at the royal palace and will continue to carry out public duties. She and the King have led separate lives since the late 1990s and only appear together at official functions.
21% More ‘Ninis’ Last month we commented on the fact that young people are going to be seriously affected by the pandemic in economic terms because they may become unemployed and are unable to pay rent, assuming they have been able to rent a property in the first place. For young people under the age of 35, unemployment during the pandemic has seen a 33-40% increase in Almería province. Young persons in Spain who are not in any education program and have no work are known as ‘ninis’ and have gone up 21% compared to the same period in 2019. The Spanish Observatory for the Emancipation of Young People state that to be able to take on a mortgage or rent a property the average salary of a person

Prison For Traffic Offences The Spanish Ministry of the Interior has published a report relating to the number of people in prison for traffic offences. The grand total as of January 1st this year, which included repeat offenders, was 4,542 people. 97.3% were males with an average age of 40 and prison terms on average were less than three years. 54% were convicted of driving without a licence, 16% for dangerous driving, 17% for driving whilst over the alcohol limit, and 26 people including two women had been convicted of manslaughter. Interestingly, the report revealed that convictions for motoring offences had gone up 16% from 2009 to 2019 but the total number of people in prison for whatever reason had gone down from 65,500 in 2009 to 50,400 in 2019, a 23% drop. 24,000 people had been convicted of a motoring offence without a prison term and were fined and required to do community service. The prison population in the UK as of the end of July is about 87,900 which is 9,000 more than the official capacity.
A Pioneering Study at Torrecárdenas Hospital A group of medical experts at the Almería Torrecárdenas University Hospital, working with others throughout Andalucía, have published a mathematical model relating to avoidable deaths from operations for colon and rectal cancer, known as ‘colorectal cancer’. Various non-invasive factors are taken into account that determines a “score” that is called the “Spanish Colorectal Mortality Score”. Up to now other techniques have involved a biopsy or other tests that take more time, and are not 100% reliable. Money for the study came from the Strategic Health Investigation Department at the Carlos III Hospital in Madrid and EU funds. The results of the study and their mathematical model have been published in the prestigious ‘Journal of Environmental Research and Public Health’. García Torrecillas, the director of the research department at Torrecárdenas, has said that their model will make
surgery for colorectal cancer far more reliable as regards the risks involved and was a pioneering study in Almeria, Andalucía and Spain. Colorectal cancer is the third most commonly occurring cancer in men and the second in women above the ages of 50. Spain is 21st in a list of the 25 countries with the most cases, slightly higher than the UK. Hungary, South Korea and Slovakia have the most cases. Medical experts consider that increased awareness and screening would save at least 50,000 deaths per year in the US and a proportional rate in other countries.
COVID-19 and Young People In mid-August, Fernando Simón, the Spanish expert on the pandemic, warned that young people were not being careful enough and they must not think they are immune. The average age of infected people had dropped down to 37 for men and 40 for women and was still trending down. Fernando emphasised that night time activity by young people was a real cause for concern and the idea that they would strictly social distance was foolish. He noted that many of these establishments were now closed, and this applied at the time to the Mandala, Moma Beach and Lua establishments in Mojácar followed by Playa Juana. The Junta de Andalucía announced fines of 30,000-60,000 euros for night time venues that did not close their dance floors. Fernando said that young persons who went to a family gathering, met friends the next day and different ones the following day at a night-time venue, were undoubtedly going to spread the virus and contact tracing was impossible. Fernando apologised for a statement he made a few days before when he noted that reductions on tourists coming into Spain helped the statistics, and we were spared the risk from this sector. He stated that his choice of wording could have been better! On August 14th the Spanish Minister for Health announced that all discos, late night bars and nightclubs were to shut, young people having “botellones” (a drinking party usually in the open air) would be severely fined if they took place, and socialising should be limited to immediate family members and close friends. Mojácar Lighthouse Mojácar council have approved the transferring of a section of land in the Marina de la Torre area to the port authority who are going to build a new lighthouse. This will be in place of the present one in Garrucha. Apart from the lighthouse there will be another building with the necessary equipment and an access road, with a combined cost of 300,000 euros. Jésus Caicedo, chairman of the port authority, stated that the lighthouse at Mojácar would be put on all the nautical maps worldwide and will give the town more publicity and recognition.
Spain’s Conguitos Chocolate To Re-brand? With the #BlackLivesMatter campaign against racial stereotypes the Spanish company ‘Lacasa’ that markets the Conguito chocolate peanuts product is in the news. It has a character on the packets of a black and white duck-like mascot, with exaggerated lips, that was invented by an advertising agency in 1961 when the Belgian Congo became independent, and “conguito” translates loosely as “little congo boy”. The black mascot is for their normal chocolate and the white one for the white chocolate version. Videos by the company on social media clearly show the mascots involved in tribal activity. The company has stated that the “adorable” mascot is linked to the product and not any race of people, but it would re-evaluate the mascot if there was pressure from consumers. One organisation is stressing that the Belgian Congo was the site of one of the greatest genocides in recent history with the mutilation of humans, and the mascot is glorifying these crimes. The ‘Lacasa’ group has an annual turnover of 150 million euros. ‘Mars’, which owns Uncle Ben’s rice products, has taken note and recently came out with a statement. “We recognise that now is the right time to evolve the Uncle Ben’s brand, including its visual brand identity.”

Large Elephants in Huelva Province Scientists, geologists and palaeontologists from Huelva, Seville and the museum at Gibraltar have been examining fossils in the Huelva province of Andalucía, parts of Portugal, and Gibraltar. They think that as the Ice Age spread through Europe, animals travelled down to southern Europe, and in Huelva they have found footprints of elephants that are estimated to be four metres tall from 125,000 years ago. They are the species Palaeoloxodon antiquus that evolved from African elephants and they travelled in groups, as do modern elephants. Heavy rain and high seas last year took away a lot of sand on beaches in Huelva and more footprints were revealed. They also consider that footprints from wild boar indicate that they may have weighed 300kg. Neanderthals also seem to have existed in the Iberian area some 12,000 years later than had been thought, and at the museum in Gibraltar they have fossilised evidence of an adolescent found in a small quarry, who was 1.3m tall with very well defined footprints with toes and a heel. Other similar footprints considered to be from Neanderthals have been found in the Algarve.
The ‘Aire’ Grants The ‘Aire’ initiatives are grants for town halls in the province to give employment to special sectors of the community for work that is needed, particularly minor public works. This includes small building projects, improvements in public spaces such as gardens, and the elimination of architectural problems and barriers that make access for the disabled difficult. 23 town halls in our Alamanzora area have put forward proposals that come to a total of 1.39 million euros and will give employment to 148 people, predominantly the young and long term unemployed. This scheme will start in September and run for 68 months and the people carrying out this work will receive initial training. Albox will receive 176,000 euros for 18 people with seven of them involved in minor building work along with a plumber, gardeners, street cleaners and an administrative assistant. Help for Infected Tourists In various parts of Spain there is help for tourists infected with the COVID-19 virus to try and make them feel secure on a proposed visit, and this applies to foreign and Spanish national holiday makers. This is either cover from an insurance company or direct financial aid. In the Canary Islands, the insurance company AXA has agreed to cover infected tourists up to December 31st with a premium of 450,000 euros. It provides money for medical treatment, longer hotel stay if necessary and repatriation if the previously booked flight took off without them. This help is in the event that an infected tourist is not covered by any other insurance. In Valencia the authorities have booked hotel space if people need to be quarantined with a budget of 280,000 euros and two hotels in Benidorm will take in affected people at no cost. The Balearic Islands have set aside money for hotel space and on August 4th this was used for a family of four from Murcia who tested positive and were staying in Menorca. They were transferred to the Hotel Puente and after the quarantine period was over their return fare was paid. A similar scheme in Mallorca was used by 20 German tourists after two of them tested positive with return flights organised, and the Germans considered they had been treated very well. The Balearic Island Tourist Board sent this information to German tour operators to try and boost numbers, but unfortunately the German Health officials added the island to their list of “don’t go there” places on August 14th. The largest German airline TUI, along with Der Touristsik, suspended all flights to Spain except to the Canary Islands, and for the repatriation of existing German holiday makers.
Fake COVID-19 News Fernando Simón, the Spanish expert on COVID-19, was quick to debunk information, particularly in the English press in Spain in mid-August, that there was a new lockdown planned from September 18th. The “fake news” stated that there would be three phases
with the most severe one only allowing people to leave their homes for essential necessities. Fernando stated that there had been no meetings or discussions of anybody at all where this had even been suggested, and any decisions were taken as circumstances changed, not several weeks in advance! He said that this was very damaging for Spain as it had been repeated in the international press in some countries as being “fact” and not “fake news”. During the pandemic there are very heavy fines for anyone publishing fake news, via whatever medium, that falsely alarms the population.
No Change in US Tariffs The authorities in Spain and particularly in Andalucía, are complaining bitterly that the US import tariffs have not been lifted when they have been for products from Greece and the UK. The Spanish Government is hoping that via a complaint to the EU more pressure can be applied. The tariffs are 15% in the case of aircraft (designed to give US companies an equal opportunity to compete with the ‘Airbus’ company), and 25% on other products that include cheese, wine, olives and olive oil. The Junta de Andalucía state that 250,000 families rely on income from these two products in 300 municipalities and it involves 40% of all agricultural and allied workers. They are trying to open up new markets but the US has traditionally been the highest importer after European countries.
Children and COVID-19 In mid-August, with the new school year on the horizon, the Junta de Andalucía reported that 10% of the people affected in the last two weeks in Almería province were children under the age of 14, and now totalled 150 in the last month, up from 25. There were 29 new cases in children under the age of four, 31 from age five to nine, and 27 aged 10 to 14. There were also 39 positives in young people aged 15 to 19. A possible cause was the mixing of young children within an extended family that had not taken place before restrictions were lifted, and a lack of preventive measures in the highest age group. A spokesperson from the Junta de Andalucía Health Department stated that the numbers were very worrying, particularly with the 2020-2021school year starting soon.

In the News The Return to School All being well, all Spanish schools will start up again in September for the 2020-2021 school year but this will be reviewed if there are still areas with a large number of infections. The Junta de Andalucía (the governing body for Almería province) is allocating 25 million euros to adapt 959 schools and colleges in Andalucía. Over 1,100 projects are included in the plan with minor building work and screening to help social distancing, modifications to toilets, better ventilation, improvements to electrical supplies, WiFi and internet coverage. Some of the work will have been done when schools go back and other work will be done before the end of the year. The money includes the cost of initial tests for 143,000 staff, the supply of 3 million masks every month, 300,000 litres of gel, and the employment of 2,500 nurses and 800 health monitors. 150,000 laptops will be purchased for use by pupils in Almería province and the cost of these, which is 45 million, is in addition to the 25 million euros. During the end of the last school year with virtual learning 7,400 tablets were purchased along with 7,800 SIM cards for children who didn’t have them. One proposal is staggered start and finish times to stop large groups of children being in contact at the same time, and where social distancing is impossible there is a suggestion that a class will be split into two. 50% would have face-toface teaching one week and the other 50% virtual lessons at home. In our province there will be an extra 197 teachers in primary education and 180 in secondary education. The Junta have sent every educational establishment a comprehensive document with 10 major sections and 91 questions and answers designed to cover 300 concerns. It does appear that the rate of infection and passing on the virus is less likely in young children and more so in older children, but in a separate news item we explain worrying numbers of young people who are testing positive in our province. The US is hardly a shining example of how to go about controlling the pandemic but one college re-opened in early August but had to 50% close after three days. One teenage pupil who had felt unwell had undergone a test but came back to school before the result was known, and he had tested positive. Over 100 children and five members of staff were told to quarantine and this
also posed a threat to their family members. On Friday, August 14th a school in Germany with 200 pupils shut after just five days when a pupil tested positive. It was shut for two weeks of quarantine that included all of the teachers and school employees, and deep cleaning took place.
The ‘Tiger’ Mosquitos Return In 2004 the first discovery of the ‘tiger’ mosquito, ‘Aedes albopictus’, took place in Barcelona near the port. It was suspected that it had come off a boat with imported bananas. Larger than normal mosquitos, it is called the ‘tiger’ mosquito because the legs and body have white stripes. By 2015 it had arrived in our area and was found in Mojácar, Vera, Garrucha, Pulpí, Carboneras and Níjar. The mosquito principally bites humans in August and September and can transmit Dengue and Chikungunya fever. In mid-August it was announced that 80 places where it existed in our area had been catalogued, with more than 50% in Mojácar. The mosquitos only live for one month and do not travel more than 450 metres but thrive in as little as 1cm of stagnant water. The reason given as to why they have been found in many parts of Spain is stated to be that they enter parked vehicles if windows are open and fly out after a journey. Experts say that municipalities must do everything they can to spray areas where there is any water, but individuals must ensure that after any rain there are not stagnant amounts in open containers or other places where water collects. In the News accumulation of water should be watered every seven days to flush out existing water before it becomes stagnant. There is no special treatment apart from the normal products marketed that are mosquito repellents and post-bite creams, but treating a bite with an ice cube may help. Health authorities want to know where these mosquitos have been found and there is a free app ‘Mosquito Alert’ where a photograph of a mosquito can be sent. Specialists will decide whether the photo is of a normal type of mosquito or the tiger ones. A small amount of photos of mosquitos sent last year were identified to be a different strain called the ‘Japanese’ mosquito that can transmit the West Nile virus, but they are not normally as dangerous as the tiger ones. An alarm was raised in mid-August in an area of Seville near the Guadalquivir River, when people were hospitalised with a combination of encephalitis and meningitis and six of them were in intensive care. Investigators concluded it was the West Nile virus transmitted from mosquitos and 42,000 local residents were advised to use repellents, wear clothes that covered their skin, use mosquito screens at doors and windows and not leave lights on in the evening if not needed. A shopkeeper in the area complained that they had overcome the listeria outbreak last year with 222 cases, three deaths and seven miscarriages and the problems last January, when toxic gases came from the sewage system. He asked what they might be hit with next in the seven plagues of Egypt? A campaign of vaccinations against meningitis for children is already in place in Spain for different age groups.
‘Radar COVID’ An app that is called ‘Radar COVID’ and was tested for a month in La Gomera island in the Canaries is now being made available throughout Spain. It can be downloaded from Google Play with Android 6.0 mobiles and Apple Store with iOS 13.5 versions. It cannot be used with Huawei mobiles and because of the Android and iOS limitations it may well be that 35% of mobile phone users cannot access it. It can be downloaded now and more than 500,000 people had done this in mid-August although it will not be available for the general public to use until September 15th. All autonomous communities (so
in our case Andalucía) are responsible for getting it up and running in their area and the Junta asked the Ministry of Health if they could set it up before the 15th. This was agreed and it came into force in Almería and Málaga on Monday, 24th August. Once downloaded, the user is asked to connect it to Bluetooth so it doesn’t use GPS and it then runs in the background without using very much battery power, even when the app is not open. In La Gomera island 83% of users kept it running. All personal data is completely anonymous including the location and mobile number. If a person tests positive they press a symbol that notifies this and they are sent a numerical code number. Putting in this code number gives permission for an anonymous alert to be sent to anyone who has been within two metres for a period of more than 15 minutes in the last 14 days, but the exact date within this period is not shown or any information regarding the infected person. Instructions are then given to these contacts as to the action that they should take. Health officials in the Canary Island reported that the list of contacts to be traced was twice as good as any other method. Recommendations are that users should check the app frequently and it should be available in English.
A New Court Building For Huércal-Overa The Justice Department of the Junta de Andalucía has notified the authorities in Huércal-Overa that specific funding is being earmarked before the end of this year in the 2021 budget for a new court building. They state that the work will be fully completed by 2023. The Justice Department has said that there are major deficiencies in the existing building which is obsolete and has too many stairways to the various floors, and amongst other things security is an issue. The existing building is rented, and the authorities state that the only solution is a custom designed new complex in one building.

On one occasion, following a severe fall with multiple injuries, the 061 staff called out the helicopter based in Baza that airlifted the patient to the Torrecárdenas hospital in Almería. The advanced system ambulance can receive patient information whilst on route from the 061 centre in Almería city and send information relating to diagnosis, and data such as vital signs and cardiograph recordings, to the hospital where the patient is being taken. The crew can also seek advice from specialist medical staff. The ambulance operates from 10am to midnight when other ambulances are then on call and serves Vera, Cuevas del Almanzora, Antas, Los Gallardos, Pulpí, Huércal-Overa, Mojácar and Garrucha.
Solutions for Gibraltar The UK and Spain have to decide what is happening to Gibraltar when Brexit takes place, and the Gibraltar authorities hope that a mutually satisfactory outcome can be reached. They have come up with two very major changes that would involve Gibraltar joining the EU customs union and the Schengen passport free area. Joining the customs union was the proposal put forward by the EU for dealing with Northern Ireland with a border between the Republic of Ireland, but this was rejected by negotiators in London. In the case of Gibraltar it already has an EU border with Spain and relies heavily on the single market idea. As regards the Schengen area, Gibraltar has 10 million tourists a year with the majority arriving by land, as well as the 40% of their workforce who come in every day from Spain. The Spanish Prime Minister, Pedro Sánchez, has stated that he is open to sensible ideas and a rise in tax on cigarettes coming into Gibraltar has already been agreed, designed to curb the enormous amount of smuggling across the border. Spain also wants the “tax haven” to be addressed as many Spanish companies have their head office in Gibraltar and because of this they avoid paying Spanish corporation tax. Another subject for discussion is the land where the airport is. Spain disputes that this land was part of the area ceded to England in the 1713 Treaty of Utrecht. One proposal is that Spain would be happy to help modernise it with a longer runway, but with joint ownership.
Emissions from Electric Cars By 2040 all cars in Spain are supposed to be electric, not hybrid, diesel or petrol. The Society of Motor Dealers thinks that this is far too optimistic, but this is the official line. The new subsidised purchase schemes that we commented on last month give a big discount for all-electric vehicles. One consideration is that all electric cars still have harmful emissions because they need electricity to charge them up. Unless this electricity comes from completely wind or solar power there are emissions from the normal production of electricity from power stations. Figures from ‘Aedive’, the Spanish Association for the Introduction of Electric Vehicles, are that electric vehicles on average emit 58 grams of CO2 per km based on an average electricity charge needed of 15kWh every 100km. EU figures are that electric cars emit only 30% of CO2 emissions of diesel or petrol cars but in reality, figures for the most popular non-electric cars in Spain are that the CO2 emissions are only about twice that of electric ones. The average emissions from SEAT cars are 118 grams of CO2 per km, Peugeot 108, Renault 118, Volkswagen 120 and Toyota 97. This figure from Toyota is very close to the EU limit of 95 grams of CO2 per km that has to be the maximum figure next year with fines if this level is not achieved. Electricity needed for the many thousands of charging points that are considered necessary cannot come entirely from renewable sources. If there is a large increase in electric vehicles and therefore the electricity needed to charge them up, the present figure of an average of 58 grams of CO2 per km will go up as well! Roquetas de Mar recently announced that in the next few weeks there would be three double charging points free for owners of electric vehicles with two in Roquetas city and one in Aquadulce. The charging points have a display that indicates the rate of charge and the necessary time period. These have cost 30,000 euros with a 40% grant from the Spanish Department of Ecological Transition who in turn were financed from EU grants. Another EU grant of 35 million euros from the European Investment Bank is being given to the Spanish power company ‘Endesa’. In return, they will provide 8,500 charging points over a four year period. This shows the cost of the many thousands of charging points that are needed

The Dinosaur with Bone Cancer Tests on the remains of a dinosaur that was on the earth 76 million years ago has revealed that it died of bone cancer, and just prior to death the bone in its right back leg fractured. The dinosaur was found in Alberta in Canada in 1989, and in 2017 experts from the Royal Museum of Ontario, which included a Spanish scientist, asked for permission to subject the bones to various tests as it appeared to them that the bones possibly exhibited signs of cancer. Their analysis showed that there was a large tumour at the top of the knee joint on its back leg that had almost certainly spread to other parts of the body. The experts concluded that the dinosaur would have been very vulnerable to attacks by other dinosaurs and it would not have been able to move with any speed. In 2019 scientists announced that they had found signs of bone cancer in a tortoise that died 240 million years ago. Cancer has also been found in the skeleton of a man whose remains were discovered in South Africa and dated back 2 million years.
Roman Amphorae Recovered On a routine food handling inspection at a shop that sold fish in Santa Pola in Alicante, the inspectors noticed some very old pottery and notified the Seprona branch of the Guardia Civil. The son of the owner claimed that they had been recovered from fishing nets and they were put in the shop to provide some decoration. The objects were taken away and inspected in a maritime museum in Valencia. They determined that they were six Roman amphorae that were typically used for wine or fish sauces, and probably came from the 1st century A.D. It was considered that they had been on a voyage to Rome from the Roman port ‘Portus Ilicitanus’ near Alicante when the boat was shipwrecked. There was also a very old anchor and a small pottery plaque that was considered to be of major importance and high value. Although the owners of the shop had no intention of selling the Roman items they will be prosecuted for hanging on to them and not reporting their discovery. In
2018 some more valuable Roman amphorae were recovered in Girona after police found that they were being sold on the internet portal ‘Wallapop’ for 500 euros each.
A Tough Time for Banks During the pandemic the economic problems are severe and all banks are experiencing problems. The Central European Bank has announced that the 86 major banks in the Eurozone will have to be monitored to detect “stress”, and some intervention may be necessary as was done during the last financial crisis. They have recommended that banks don’t pay a dividend to shareholders this year. The problems apply to Spanish banks, and Bankia became state owned after the last financial crisis with the government still having a 60% stake. They have had to allocate 125 million euros in the first quarter of this year, 185 million in the second quarter with more money needed in the third quarter to keep them afloat. It is thought very likely that a fusion with another bank is a good idea and they fused with the BMN bank two years ago. A fusion reduces operating costs but the other side of the coin is that branches and staff numbers are reduced. The government was hoping that by the end of 2020 they would have sold off some of their 60% ownership but this is now a forlorn hope. Banco Santander is forecasting a loss in 2020 taking into account it includes their operations in the UK, Poland and the US. They fused with Banco Popular after they bought the bank for one euro and assumed the debts, and this operation is now complete. Ana Botin, the Banco Santander

In the News president, has stated that they don’t need to fuse with any other bank. 700 small branches out of their total of 3,300 have put up “shut for holidays” signs in August, after closing because of the pandemic. Banco Sabadell are anticipating that they will close 230 branches before the end of the year when the number they expected to shut was only 140, and the BBVA bank has announced that 160 branches will close. CaixaBank consider that they have to attract more clients in larger branches where they can offer a greater range of services to attract personal clients and businesses. Part of their strategy is to promote a friendlier image including dispensing cups of coffee! The Bank of Spain states that there are currently 24,000 bank branches in Spain which is 300 less than at the end of 2019. In 2014 there were 36,000.
Rafa Pulls Out of US Open At the beginning of August, Rafa Nadal announced that he would not be going to the US to compete in the US Open tennis tournament to take place from August 31st to September 13th. He announced that with the COVID-19 situation in the US he did not think it sensible to go there and apologised to the millions of fans that would watch it on TV. His decision followed the Australians Ashleigh Barty (female world number 1) announcing that they were not going, along with Fabio Fognini, Stan Wawrinka, Gael Monfils and Jo Wilfred Tsonga. Roger Federer is not going because of an injury but Novak Djokovic stated he would compete there. Rafa intends to go to the APT Masters 1000 in Rome from September 20th to 27th and the French Roland Garros tournament from September 27th to October 11th.
Not Wearing Masks The Policía Local (the police employed by municipalities) are tasked with enforcing that people wear masks where it is obligatory, and the fine for non-compliance is 100 euros. In Málaga up to the middle of August, 3,295 people had been fined, but the police stated that they had warned a very large numbers of people that not wearing a mask was an offence and a fine might follow if they were stopped again. In Valencia there were 200 fines every day, and in Barcelona, where the police stated that people
were much better at wearing masks, only 100 people were fined daily. When stopped by police there are a large number of excuses. Some young people carry a bottle of water or a canned drink and claim they are in the process of drinking, but frequently they are not drinking, and this is merely an excuse to not wear a mask. Another excuse is that a person is taking part in physical activity, when it is clear that this is not the case. A further problem for the police is people on beaches who do not wear a mask and this is more difficult to stop without suitable police vehicles. There were numerous complaints when videos on social media showed large numbers of young people without masks at a ‘Starlite’ concert in Marbella on August 7th. The organisers stated that the number of people allowed to attend was 1,500 and there were only 1,398 but they couldn’t enforce the wearing of masks. The week before, the Junta de Andalucía (the governing body for Almería province) passed a regulation that organisers of events that were illegal could be fined up to 600,000 euros. The average age of people fined for not wearing a mask is from 15-25. Discos, nightclubs and late night bars were shut down throughout Spain on August 14th.
Payment on Results The 70 billion euros that the EU are giving Spain to recover from the economic problems with the pandemic are dependent on Spain complying with targets. The 70 billion euros will be advanced up to the end of 2022 with some 30 billion available if projects are included in the government budget for 2021. The budget has to deal with unemployment, the ecological transition, modernising houses in poor areas, the digitalisation of local, regional and central government administration, and investment in the ‘Mediterranean Corridor” which is the high speed train project that will eventually come to Almería city. 10% of the money will be supplied when the projects have been approved in October, and the rest in four payments every six months during 2021 and 2022. Another 12 billion euros is available from the plan ‘React EU’ that deals with infrastructure, but Spain will have to match this amount of money so 50/50. This will bring the total in 2021 to 30 billion euros. Spain was

Spanish Help for Airbus In common with the aviation industry worldwide, Airbus is experiencing some very bad months. Up to June the company only supplied 196 aircraft to customers compared to 389 in the same period of 2019. This is because airlines are cancelling orders, or postponing the modernisation of their fleets of aircraft and have put off planned purchases. Losses announced up to the end of June are 1.9 billion euros compared to a profit of 1.2 billion euros last year. They are proposing to lay off 600 Spanish workers in their various factories and this is in addition to another 700 in their admin side of their defence sector. The price of gold has been rising and was about 2,000 dollars (1,690 euros) per ounce in mid-August, the highest amount since 2012. Bailing Out Airlines
O
ne of the huge problems because of the pandemic has been the reduction in flights, and therefore income, for airlines, that in many cases has dropped to zero. Several countries are proposing action to try and keep their national airlines in business to some extent, and this can be a direct injection of cash, interest free loans, or purchasing shares which is effectively part nationalisation. Iberia, which includes the low cost companies Iberia Express and Vueling, is a major player in internal flights in Spain. To this extent it is effectively a national airline, although it is owned by the ‘IAG Holdings’ group that includes British Airways. Air Nostrum is another company with internal flights within Spain and this is a franchise company linked to Regional Iberia
Many airlines are announcing cuts in employees from pilots down to handling staff at airports, with plans to cease operations at airports that are not cost effective. Large numbers of planes are being “mothballed” and in July we reported that this applied to eight aircraft parked at Almería airport. Virgin Atlantic, Ryanair and EasyJet have all grounded most of their fleets, while IAG has cut capacity by 75%. Norwegian Air has cancelled thousands of flights and none of these companies consider that this is just a temporary situation. Willie Walsh is the CEO of British Airways and his prediction is that “hopefully” things may get back to normal in 2024.

So Now You Know... Richard Nixon, the Musician The 37th President of the United States from 1969-1974 (and the only president to resign from office to avoid being impeached) was an extremely talented musician. He played "God Bless America" on the Grand Ole Opry stage in Nashville Tennessee, and accompanied singer Pearl Bailey in a performance at the White House. Champagne Pierre-Emmanuel Taittinger, the head of the very famous family-owned French producer of ‘Taittinger Champagne’, considers that champagne was first discovered by English wine companies, but they did so by mistake. He says that at one time Benedictine monks were supplying English wine importers with still red and white wines from the northeast French region of Champagne. They left the inexpensive white wines on the London docks and when the wines got really cold they started undergoing a second fermentation, causing carbonated bubbles. Like all great mistakes, it led to a great invention! Earthquakes Earthquakes can range from minor tremors that are barely noticeable to ones that destroy buildings and cause massive destruction. It's an inevitable part of life for those who live in countries such as China, Indonesia, Iran, and Turkey, some of the most earthquake-prone places on the planet. According to the U.S. Geological Survey, Japan records the most earthquakes in the world because several continental and oceanic plates meet. On March 11th 2011 the strongest recorded earthquake caused the tsunami along the Pacific Coast of north-eastern Japan. Over 20,000 people were killed and the Fu k u s h i m a n u c l e a r a c c i d e n t o c c u r r e d .

Aerosol Spray Cans The first modern aerosol spray can was patented in 1927 by Norwegian engineer Erik Rotheim, looking for a better way to wax his skis, and spray can insecticides were developed to protect US troops against malaria during WWII. It wasn’t until 1949 that Edward Seymour, of Sycamore, Illinois, thought of putting paint in a spray can (though he credited his wife, Bonnie, with the initial flash of inspiration). Initially considering the idea little more than a novelty, Seymour soon realised the potential of such an efficient method of dispensing paint. He founded ‘Seymour of Sycamore’, today a leading manufacturer of aerosol paints. Monopoly One of the most famous board games of all time, responsible for endless hours of wholesome family fun or devastating family arguments, was invented by Elizabeth “Lizzie” Magie in 1904. She called it ‘The Landlord’s Game’ and it was intended as a game to underline the injustices of unchecked capitalism and demonstrated how the poor became penniless when land prices and rent increased and they could finish up in jail. Charles Darrow stole the idea 30 years later, called it ‘Monopoly’ and sold it to the Parker Brothers. They eventually tracked down Magie as they wanted full manufacturing rights and paid her 500 dollars. The World’s Population The world's total population is calculated as being about 7.8 billion which certainly sounds like an enormous number of people. However, it might feel a little more manageable once you learn that if every single one of those people stood shoulder-to-shoulder, they could all fit inside the 500 square miles of Los Angeles, according to the National Geographic Magazine. This could only happen if there were no trees or buildings to get in the way and all the land was flat. This assumes that 5.8 people can fit into a space that is 10.8ft2 or 1m2, so very squashed. The world’s population could fit into Almería province 6.77 times without trees or buildings.

Drinking Water

wo Spanish nutritionists have published their recommendations relating to the amount of water that we drink and the effects of natural or artificial additives. Their advice is principally aimed at drinking water from the tap, not bottled water, and they point out that there are many myths and false claims.

They state that people can get used to the slight amounts of chlorine, just the same as drinking coffee or beer that have a distinctive taste. Similarly, their conclusions are that the presence of trihalomethanes (a bi-product of treated water) has no links with cancer of the bladder as has often been claimed. They agree that the EU recommends a limit of 100 micrograms per litre, but in Spain the typical amount is 28 micrograms. They point out that smoking is a cause of many cancers including cancer of the bladder. Regarding “hard” water, this contains calcium and magnesium together with lesser amounts of zinc

Lemon juice is known to be linked with dental problems and can destroy tooth enamel. In California, companies are selling bottled sea water and claiming that it is good for humans because it is “the diet of dolphins” and is an aid to losing weight. The experts say that this is a very bad idea because sea water has no treatment that makes it suitable for humans. They consider that this is a very dangerous idea that can lead to a vicious cycle. The more sea water that is drunk, the more a person can become dehydrated and they then drink more sea water. This is considered to be very bad in general and can cause damage to many organs. They think that marketing sea water should be banned.

The New “TIE” Cards
F
ollowing Brexit on December 31st, UK nationals categories. The card specifically states it is for a beneficiary of the Withdrawal Agreement and will help with administrative formalities and border crossings. The UK Foreign and Commonwealth Office and the British Consulate state quite clearly: “If you registered your residency with the Spanish authorities before 6 July 2020 and have a green paper residence certificate, you do not need to take action. Your green certificate (A4 or credit card sized) will remain valid proof of your residence and of your rights under the Withdrawal Agreement even after 31 December 2020. You may exchange it for the new TIE if you want to. There is no deadline for doing so”. For some time now, advice from the UK authorities and the Spanish government has been that people living in Spain who had not become official residents should do so as soon as possible before Brexit. If you are in this category, from July 6th until January 1st 2021 the procedure is different and is a two-step process. At the same office as where the T.I.E. cards are being issued (detailed below) you have to have an appointment to apply for resident status and need the documentation required regarding the criteria for income and healthcare. You do not necessarily have to go in person, and there are ‘gestors’ in Spain who deal with official paperwork and ‘asesores’ (accountants) who will give you advice and will present the documentation if you ask them to. Anyone applying for the new identity card has to go to the office in person as a digital fingerprint is required, along with a completed application form FX23, their passport, proof they have paid the 12 euros fee, and a photograph that complies with the relevant requirements. Another trip is necessary with your passport to collect the card. The new cards will be for ten years if you have a green certificate that is for ‘residente permanente’ otherwise for five years. The place where applications have to be made is the ‘Oficina de Extranjería’ that is run by the National Police, and for Almería province it is in Almería city at Calle Marruecos no. 1 (not far from the Mediterráneo Commercial Centre). Since August 3rd, this office is operating for longer hours which are Monday to Friday from 8.30am2.30pm & 3.30pm-7.30pm. From 12 noon, appointments can be made for the following work day on a “first come first served” basis. They aim to deal with 150 applications in the morning and 100 in the afternoon. Appointments can be made by ringing 950 759 302 or online. The procedure “should” be the same throughout Spain, so for people living in Murcia province they go to Lorca. As far as we are aware, the above information is accurate at time of going to press but it is not an exhaustive guide. Seeking expert advice, if in doubt, is always a good idea.

Car Sales During the Pandemic

ar sales in Spain during the pandemic have dropped substantially to almost nothing, but the government incentive schemes we explained last month have resulted in some improvement.

Seat Arona
The most popular purchases this year, with 25% of all sales, has been the medium size SUV (Sports utility vehicle) that is also called a “cross-over” because they combine normal equipment together with some features from “off-road” driving, which may be a higher ground clearance or four wheel drive. The most popular model in Spain has been the Nissan Qashqai that accounts for 25% of all car sales so far in 2020, followed by the Seat Ateca and the Peugeot 3008 which is in the top ten list of all sales. The “compact” car had sales of 20%. The most popular models that had all been upgraded during 2019 were the Seat León, Ford Focus and Toyota Corolla. 20% of all sales were Utility cars that offer a good range of equipment without being luxury models, and the Dacia Sendero has been popular for its price, along with the Renault Clio. These two cars are respectively the second and third most popular models sold so far this year.
Mono-volume cars are larger than their urban brothers and sisters but they only achieved 2.5% of all sales. This is a rather strange category that may be attractive because of the price, but only the Fiat 500L stood out. 1% of all sales were the Premium SUV models that are fairly or very expensive although they have hosts of features. This year they are obviously not a popular choice, probably due to the cost. BMW, Audi, Mercedes-Benz and Land Rover had almost equal sales in this very small sector. The luxury end of the saloon car market with large dimensions but full equipment only achieved 0.6% of all sales which totalled 2,500. There was no particular make or model that had decent sales.

Almería Dumbo el Musical comes to the Maestro Padilla Auditorio in Almería city on October 25th at 5pm. Primarily intended for children, the performance is in Spanish. Tickets are 15 euros.
Luar na Lubre, the celebrated folk group come to Teatro Cervantes, Almería city, on October 10th at 9.30pm. They are performing their 19th album that portrays aspects of the pilgrims who walk the Camino de Santiago. Tickets are 20 euros in advance or 25 euros at the door.

Miscellaneous The Royal British Legion Mojacar Branch Recommencing on 3rd September at 11:30, the first meeting after the summer break is a social meeting at The Hotel Continental, Mojácar Playa for coffee and chatter. Afraid To Fly John lives his life by statistics and is afraid to fly. One day his friend, Bill, asks him, "Why do you have this irrational fear of flying?" "Irrational?" John replies, "Not at all. I've merely calculated the odds of a bomb being placed on a plane and it's much too high for my comfort." A few days later, Bill boarded a flight only to find John sitting in the seat right next to him. "What happened? Have the odds changed?" "No," John replied. "The odds of a bomb being on a plane haven't changed. But I calculated the odds of two bombs being on a plane, and I found those odds much more acceptable. So now I bring my own bomb."

It is the only gorilla at the zoo since they are not very profitable. However, the gorilla is their most popular attraction by far, and they can't afford to go a day without it. So the zoo owner asks one of his workers to wear a gorilla suit they have in storage for an extra 100 dollars a day if he will go in the gorilla cage and pretend to be the gorilla until the zoo can afford a new one. Quickly, the new "gorilla" becomes the most popular craze at the zoo. People from all over are coming to see the "Human-like" gorilla. About a month in, the craze has started to wear off. So, to get peoples' attention back, he decides to climb over his enclosure and hang from the net ceiling above the lions' den next to him. A large crowd of people gather watching the spectacle in awe and terror. Suddenly the man loses his grip and falls to the floor of the lion's den. The man starts screaming "HELP!! HELP!!!" Suddenly a lion pounces him from behind and whispers in his ear, "Shut up right now or you're going to get us both fired."
