The Run up to Summer

aster weather was a bit patchy in our Levante area, but there was no shortage of tourists. Mojácar recorded some very good figures with an estimated 100,000 visitors during the Easter week. This year, lifeguards were on duty and the urban bus services were extended until 2 a.m. Other parts of Almería province recorded similar excellent numbers of tourists. The gap between Easter and the high-summer period is a time when beach bars hope to have enough trade to tide them over. Because Easter was earlier this year some hotels didn’t open. They took the view that wages and running costs might be difficult to cover until the onset of summer. Because of heavy rain and wind in many parts of Spain electricity prices were down in April, and we comment on this in an article. It is anticipated that prices will remain stable during May and June. There is a lesser demand for electricity as people will no longer be using electricity to heat their homes, and not yet using air-conditioning units.

Day. The month of May is also the time when children have their religious “Primera communión”, first communion, on Sundays in their local church. Lavish celebrations afterwards, as in years gone by, with very large numbers of guests in restaurants, are now less common, but there are still more modest meals in many restaurants. Boys often wear sailor suits and girls sport dresses like bridesmaids. A Romería

This is the time of year when income tax declarations have to be made by the vast majority of residents, and we explain the basic concept, and some allowances, in an article. The financial and political situation in Catalonia is far from being settled. This is having an effect on the economy and many businesses are still moving their fiscal base from Catalonia to other parts of Spain. One major annual event planned for Barcelona in 2019 will not know take place, and there are doubts about another one. We explain why there is still no political solution in an article and our news items. If there is no solution by May 22nd new elections will have to be called for July, and this would be very bad news. Economists are worried that the much improved financial situation in Spain in general will be affected if the uncertainty in Catalonia drags on much longer.

May 15th, so a Tuesday this year, is a major fiesta in Madrid to celebrate the Spanish Saint Isidro. He died about 1172 and was a farmer who reputedly helped large numbers of poor people in Madrid. Locally, he is one of the patron saints of Mojácar, Los Gallardos, Sorbas, Turre, Tíjola and Tabernas. These places have their own fiesta, so some businesses will be shut, and a feature of these is a “Romeria”. These are processions of decorated farm vehicles that head off into the countryside where food and drink is consumed. In some municipalities the fiesta may take place on the previous weekend, or both the Monday and the Tuesday. In June there are no major “red” fiesta dates in Spain when everything shuts down nationally, but the very major event in Mojácar is the “Moors & Christians” three day celebration from Friday, June 8th to Sunday, June 10th. This We list forthcoming events in our “What’s On” is always well attended and Mojácar has received section and the first Sunday in May (so this year a boost in tourism after being awarded one of May 6th) is “Día de la Madre”, Spanish Mother’s the “Prettiest villages in Spain” accolades.

In the News A Blow For Barcelona The ‘Barcelona World Race’ for sailing yachts due to be held in January 2019 will not now take place. The organizers have announced that the political uncertainty in Barcelona may well affect the companies who are patrons of the event. It has been held in Barcelona since 2007, and is the only race of its kind in the world with a crew of two. The organizers point out that the authorities in Barcelona have to ensure that all the necessary funding, which comes entirely from private sponsor companies, is forthcoming. It has been suggested that the 2022 / 2023 event will return to Barcelona. As with the Barcelona World Mobile Congress annual event, a considerable income comes to Barcelona, and this event may be in doubt as well. The annual ‘Gamelab’ world video event has been held in Barcelona since 2011, but the organizers of this event have stated that they are considering an offer to hold this event in Madrid instead. The companies in Barcelona who market video games invoice a total of 600 million Euros every year, 47% of the total income in Spain. Bottled Water at Airports Many passengers at Spanish airports complain that the cost of a bottle of water is excessive. AENA, the Spanish Airport Authority, who control what happens at Spanish airports have now introduced a new regulation. 300ml bottles of water sold in Spanish airport shops cannot be sold for more than 1 Euro. Dispensing machines that have 500ml bottles are required to be sold for 1 Euro as well. Shops at airports have a licence that has been negotiated with AENA, so the licence will be modified accordingly. There are 134 dispensing machines throughout all the Spanish airports, which operate on the same system. In 2015 the International Airports Council (IAC) recommended that 1 Euro should be the maximum price in European airports, and AENA are part of this body. Apart from this, the Spanish ‘Defensor de Pueblo’ opened an investigation following many complaints. This department is an official body that hears complaints at local level and also at

national level. Their recommendations that can be legally binding are usually adopted. They advised AENA that the 2015 guidelines from the IAC should be implemented. AENA is 51% owned by the Spanish state, and they run other airports out of Spain. ‘ETA’ Terrorists Neither Spain nor France have ever given up their search, prosecution, and imprisonment of the Basque terrorist group ‘ETA’. In recent years they have used “mediators” to reveal major arms dumps, most of them just across the border into France. Altogether, 850 people were assassinated, the last one being a French gendarme in March 2010. They have frequently announced that they were disarming and renouncing violence, with the last such declaration in 2011. These have been received with various degrees of credibility and suspicion. On April 8th they announced from the País Vasco in the publication ‘Gara’ that they would completely disband from any activity whatsoever on May 5th in France, and sign documents to this effect. There were some apologies for the violence inflicted on large sectors of the population who were innocent people caught up in the violence, and the consequent pain and suffering. Whatever happens in the future, the families of those people who were assassinated, will never forgive them. Recently a very large dossier, arms, and artefacts, were transferred from the French police to Madrid. All the items were officially logged in to preserve the “chain of evidence” for future investigations and prosecutions. A large number of arms stolen when a raid was made on a gun shop in France are still not fully accounted for. There are still 300 assassinations, mostly from the 1980s, where the perpetrators have never been fully identified and brought to justice. The Spanish Minister of the Interior has stated that there will be no changes in the prison regime that applies to 243 persons in Spanish prisons, made up of 215 men and 28 women. 88% have no rights to apply for remission of their sentence as they are convicted terrorists. There are 53 prisoners in French prisons and one in Portugal.

In the News Uber & Cabify The Spanish government has approved urgent regulations that will limit the number of licences for Uber & Cabify self-drive hire cars to one per every thirty taxis. This follows tremendous pressure from associations of taxi drivers faced with a deluge of these alternative operators. In addition, 80% of vehicle journeys have to operate within any autonomous community (in our case Andalucía), and only 20% can be for journeys elsewhere. There is also going to be a Conference of National Transport companies to address issues between taxi drivers and the new competition. Older Still! In our March edition, in our “So Now U Know” section, we featured the oldest “message in a bottle” which was found in Germany and dated back to 1906 when it was put into the North Sea. This record has now gone to a bottle found in the sand in mid-March180km north of Perth in Australia. It was put into the sea from the German ship ‘Paula’ 1,000km off the coast of Australia on June 12th, 1886. Tonya Illman was at the beach with her family when her son’s car became stuck in soft sand. Whilst her husband and son were digging it out Tonya walked along the beach and came across an “interesting” old bottle that she thought was worth keeping. When she got home she discovered that inside the Dutch gin bottle made of thick glass there was a roll of paper tied up with string with a printed form in German and faint writing. She took it to a local museum that sent it to a maritime museum, and they were able to decipher the writing. They were able to determine that the bottle was one of thousands released from German ships between 1864 and 1933. Like the ones put into the North Sea, this was part of an experiment to chart ocean currents. The messages asked that the finders sent the bottles to the Naval Observatory in Hamburg, or a German consulate. Each bottle had the date, the captain’s name, the ship, and the co-ordinates where it was put in the sea. After contacting the

German Maritime Archaeological Museum it was confirmed that records from the ‘Paula’ gave the date it was released, and the co-ordinates exactly matched, when the ship was on a voyage from Cardiff to Indonesia. The oldest German bottle of this type found previously was discovered in the sand in 1934 in Denmark. Altogether some 660 bottles have been found. Tonya Illman has donated the bottle to the Eastern Australian Maritime Museum.

Mojácar Valparaíso Foundation The Valparaíso Foundation that provides scholarships for individuals connected with the arts, along with Mojácar Council, recently welcomed four new residential scholars who had the opportunity to work on individual projects whilst getting to know the town and its special places of interest. Linda Laino, an American painter who was directly supported by Mojácar’s Culture Department, was joined by the Irish painter, Beatrice O'Connell, along with two poets, Rafael Morales and Helen Farish, from Spain and the UK respectively. All had been granted scholarships by the organization to allow them to enjoy their time in the town and develop their own work. Linda Laino, who currently lives in Mexico, donated one of her paintings done during her stay, which will be put on show at the municipal art gallery. Linda had an extensive Art training, including studies at

In the News both Richmond and Virginia Universities, receiving special distinction at the latter. She has also been awarded scholarships by leading museums and North American institutions such as the New York American Craft Museum and the Museum Graduate Fellowship, where her works have been often on show. She has made a number of solo and group exhibitions throughout North America and her paintings are part of private collections around the world. All four scholarship holders put together an exhibition of the work they had developed during their time at Mojácar’s Valparaíso Foundation, and like all the artists who have been on similar stays, the magnetism, peace and charm of their surroundings provided an added bonus to their work as well as on a personal level.

Their President, Enrique Vila, has recently announced that searches of hospital records in Valencia linked a boy baby with a mother who was told her baby had been stillborn in 1964. The man, who is now 54 years old, has been put in touch with his mother who is now aged 77, after DNA tests proved they were related. He had an emotional meeting with his mother and other family members, but lamented that for 54 years he had never known his true roots. It appears that nuns who often worked in public hospitals in Spain in the 1950s & 1960s were sometimes involved in this deception, along with medical staff, and false death certificates were often issued. On the day he was in Finland, modified European Arrest Warrants were issued again. Government lawyers in Finland stated that they did not know whether he was still in Finland, but the Spanish Secret Service knew exactly where he was. It appears that his Belgium-plated car had been fitted with a tracking device. He chose to be driven back to Brussels rather than travel by air, and just after he left Denmark and entered Germany (a distance of 1,500km) he was arrested by German police at a motorway service station, who had been tipped off as to where he was. He was taken to a German prison and appeared before a judge the next day who remanded him in prison again. Spanish international lawyers considered that the crime of “high treason” in Germany was similar to that of “rebellion” in Spain. Subsequently, a great disappointment for Spain, a German court ruled that their high treason crime had to include violence, and released him on bail. Spain took the view that the German court should only have satisfied themselves that he had committed a crime in Spain, not necessarily one under German law, and claimed that he had incited violence. The second charge of misappropriation of public funds was then considered as a separate matter and lawyers in Spain were asked to provide more detailed information. Weight Loss Claims The Spanish organization known as the ‘OCU’ is an official body of consumers and is able to make legally binding decisions and prosecutions if they consider consumer laws are being flouted. They have laid formal complaints against 23 companies who claim their products guarantee a weight loss. They point out that Spanish laws from 1996 prohibit dubious claims of weight loss. They particularly pick out companies that claim to put in place a “virtual” gastric band via hypnosis, which they term “pseudoscience”. The OCU inspectors visited 80 businesses in Madrid and except for products in 12 ‘farmacias’ (chemists), it was

considered the claims were false. At places like fitness centres the staff had no formal training. None of the inspectors needed to lose any weight, and in the main they were not told this and products were recommended.

Man’s Best Friend In El Ejido dogs have to be registered with the town hall, and there are 17,000 on the register. A campaign has now been launched to identify each dog by DNA testing. Dog excrement in public places can then be tied to individual dogs and their owners. Appointments can be made at vets for the DNA tests, and dogs will have a metal disc to be attached to their collars with a reference number. The company ‘AND (DNA) Canino’ will organize this, and owners will have a period of time to comply. In other parts of Spain this registration of DNA is stated to have resulted in an 80% decrease in excrement, and a considerable reduction in the cost of street cleaning. The cost for each dog is a one-off amount of 34 Euros. Opposition councillors are claiming that the company AND Canino has been involved in a scandal in another part of Spain. In Almería city, the dog rescue centre run by Almería city council is to operate for an extended period of time. The number of women in work is now the highest number ever, at 8.5 million. The average retirement pension for a woman in Spain is 797 Euros, compared to 665 for a widow. The good news for widows is that in 2018 their pensions will increase by 2%, and 15% in 2019. Higher Pensions Mariano Rajoy, the Spanish Prime Minister, and his ‘P.P.’ party do not have a majority in the Spanish Parliament. Approving the 2018 budget that finally took place at the end of March has involved a great deal of horse trading with other political parties. Increased pensions have been a big part of these negotiations. Pensions are to go up by 3% for the lowest pensioners and proportionate rises for people receiving other pension amounts. Another regulation is that the exemption of 12,000 Euros for pensioners as regards income tax has been raised to 14,000 Euros, and a reduced amount of tax up to 18,000 Euros. There are big changes in respect of pensions for widows, and retirement pensions for women. For a number of years the numbers of pensions for widows were far greater than retirement pensions, with 360,000 more in 2008. The balance has now gone the other way, and last February there were 2.22 billion employment

High-Tech Fashion The enormous Spanish fashion and clothing company Zara is totally renovating their large shop at Westfield Stratford in East London. Meanwhile, they have opened a much smaller shop of 2,000m2, full of high-tech equipment. Shoppers can choose clothes they want, but not physically take them out of the shop. Instead, they will be ordering them on-line for delivery the same day if they are in the shop before 2pm, or the next day. Apart from this, all the various mirrors in the shop have inbuilt sensors that respond to radio frequency tags on an item. A picture of a model wearing this item is then displayed, and complementary items that go with the chosen one. They will also carry out biometric scanning that suggests a suitable size!

In the News The new shop will be open until May, when the normal 45,000m2 store has been renovated and doubled in size. An area of this store will have the same features, apart from sections for women, men, and children. ‘Inditex’, the company which owns Zara, has stated that this is “another milestone in our strategy of integrating our stores with the online world, which represents an important part of our identity.” The Spanish Queen Leticia often wears items from Zara, or buys them for her two daughters. During February at a semi-official event she wore a top that could be purchased from Zara, which cost 6 Euros whilst the sales were on! Mojácar at Easter 100,000 people came to Mojácar over the Easter week. 3* hotels were 90% full and 4* hotels 85% full. There were 8,863 registered guests and an estimated 1,500 in rented accommodation. The Mojácar town hall tourist page received 10,600 visitors during March of which 4,800 were from March 23rd-April 1st. The Facebook page had 95,000 persons using it in the same period. Their tourist offices were open all week, and 2,878 people came in for information. Lifeguards were on duty at the beaches from 11am-7pm, and the urban bus timetable was extended to 2am. A spokesperson termed these figures and occupancy “very good”, and a result of all the hard work that had been done to attract tourists. Overdue Parking Amounts All motorists watch the clock when they are parking in multi-storey car parks. If they exceed certain time periods the cost goes up. On March 24th, 2009, in Palma de Majorca, a woman parked her Volvo car in a good spot near the exit stairs and the ticket machine. The cost of parking was 1 Euro 95 céntimos per hour if the vehicle was left there for 24 hours. She never went back to retrieve her car! In 2012 the owners of the car park went to court complaining that despite repeated demands for her to remove the car and pay the parking costs this had achieved

nothing, and she then owed 21,600 Euros. She did not come to the court hearing and the judge ruled that she had to pay 28,000 Euros in back fees, interest, and court costs. As nothing had happened the car park owners went back to court in 2017. The judge ruled that they could legally remove the vehicle to reclaim some of the cost, but the value was by now so low that it was sold as scrap. At the Madrid-Barajas airport there are hundreds of abandoned cars, and some of the owners have left Spain for ever. Under Spanish law, a public or private car park owner or the police can claim a car has been abandoned after 6 months. On public streets the police will paste a notice on the windscreen, and if nothing happens as a result, they will tow it away. The Cuevas Desalination Plant In September 2011 the desalination plant at Cuevas that had cost 80 million Euros was opened in a blaze of glory. It was hailed as being the ultimate solution, “for today and tomorrow”, to supply water fit for human consumption in a wide area, and agricultural use. The severe floods in September 2012 almost totally wrecked it. Since then there has been a major investigation into the company ‘Acuamed’ that has been accused of corruption. 13 people were arrested and searches made at 16 places. It now appears that there may be some action. A firm of engineers have been asked to carry out a full survey and produce estimates as to the cost of putting it back into service for a fee of 464,000 Euros and a time period of 12 months. An initial estimate is between 15-20 million Euros. The engineers have also been asked for the cost of increasing the capacity from 45,000m3 to 60,000m3. The cost of creating a flood water canal so that it can never be flooded again is also to be quantified. Agriculturalists in the area have been severely handicapped after the closure, and in the last few months they have been very short of water from other sources because of the drought. Continued ....

In the News Radioactive Waste at Palomares Last January 17th was the 52nd anniversary of the mid-air collision of two US planes over Palomares. Three unarmed nuclear missiles fell onto land in Palomares with another one landing in the sea. Two of the ones that hit the ground had fractured nose cones that released plutonium. A major exercise involving hundreds of US troops took away large quantities of radioactive soil, but not all of it. In 2015, John Kerry, the then US Minister of State, came to Spain to thank the Spanish Government for allowing a major increase in US forces and planes at the La Rota air force base near Cádiz. He signed a non-legally binding memorandum of intent to remove the remaining 50,000m3 soil from Palomares and take it to a site in Nevada. On-going talks between US and Spanish nuclear agencies have not resulted in a concrete plan or timetable. The mayor of Cuevas is trying to pressurize the Spanish Department of External Affairs to try and achieve a firm plan. Ecologists in Action think that Spain should deal with the removal without waiting for help from the US, but the big problem is that there is nowhere in Spain where the radioactive soil could finish up. Gone Missing In the middle of April there were 211 cases of minors who had gone missing in Almería province. Along with numbers from the provinces of Granada and Cádiz, this is more than 50% of all in Spain. Young persons who go missing in Almería province make up 61% of persons who go missing of all ages. This is greatly influenced by the increasing number of “boat people” who set off from various countries to find a new life in Spain. Unaccompanied children are put in temporary centres, but frequently they leave these centres and then become part of the statistics. The largest numbers of these young people arrive initially in Garrucha in Almería province, Motril in Granada, and two places in Cádiz. Adults who go missing are considered to be “high risk” if they have any degree of mental or physical impairment, should

be taking essential medication, have been victims of violence, or have totally disappeared from a very normal lifestyle. One of these people is Lourdes Garcia, then aged 36, who has never been seen since October 2009. She left her place of work in Roquetas de Mar, to go home and change for a planned social event the same evening. Her car was later found near the Roquetas bullring with the keys in the ignition, clothes she intended to wear were laid out on her bed, but she totally disappeared without any trace whatsoever. Obviously, foul play is suspected to be the reason, but her body has never been found either.

Almería to Seville In 2010 the Spanish Civil Aviation Authority approved a subsidised flight from Almería-SevilleAlmería as being a vital requirement for the general public. This was adjudged to be necessary because of the long road journey and a rail journey that was not quick either. The Junta de Andalucía (the governing body for Almería province) subsidises the flights which have proved very popular. Because of electrification work on rail lines at Granada, the rail journey is now broken into two journeys, with a bus shuttle in-between. ‘Air Nostrum’, the regional airline owned by Iberia, operate these flights, but their four year contract expires on July 31st. Permission has been given to continue these flights, and interested airlines have until the end of May to put in bids. The bids

In the News are likely to be about 9 million Euros for another four years. Flights from Almería-Melilla-Almería are also going to be subsidised for the same reason. Non-subsidised flights were discontinued last year as they were not financially viable. Clunk-Click Amazingly, many drivers on Spanish roads still consider that they don’t need to wear seat belts. In a recent campaign by traffic police in Almería province over one week, 87 people were reported for not wearing seat belts, helmets, or using child restraints. This results in a fine of 200 Euros and a loss of three points from a licence. 34 persons who incurred these penalties were the driver, but 34 passengers were not wearing them. The driver is still the person fined in this case, as many passengers may not hold a driving licence. In a very serious accident, a front seat passenger is eight times more likely to be killed by a passenger behind them not wearing a seat belt who is thrown forward at a great speed. Four young children were not seated in proper child restraints, and in this case the vehicle cannot proceed unless the child is collected, or an approved seat or booster seat is brought to the scene. In this case the fine is 200-300 Euros. A child less than 135 centimetres tall cannot travel in the front seat of a car, even if wearing a seat belt. Six of the 22 fatalities on roads in Almería province up to the end of March 2018 were persons not wearing seat belts, and police consider that their injuries would not have been fatal with seatbelts. The same view applied to over 100 fatalities throughout Spain in 2017. Since the driver’s points system was introduced in 2006, a total of 23,000 drivers in Almería province have been fined for this offence, and this is the second most common offence apart from speeding. 14% (5,800) of drivers of cars or motorbikes have been fined more than once. As with any traffic fine of this nature, a 50% discount applies if the fine is paid at the roadside (for Guardia Civil police, not local municipal police) or within 20 days. You can do this at a bank, online with a debit or credit card on the DGT Traffic

Police website, www.dgt.es, or by making a bank transfer. If a person has been caught on radar cameras, the fine and points lost notification will be sent by certified post to the address of the person who is the legal owner of the vehicle. About a couple of years ago special portable roadside cameras were introduced that take multiple photos of a vehicle coming towards them, and are used to show if seat belts are being used, or a mobile phone, but these are not speed cameras. ‘Sareb’ Rental Properties As a result of the financial crisis in Spain, many banks were holding an enormous portfolio of properties and land that were “toxic debts” with little change of them being sold. In 2012 the public company ‘Sareb’ came into existence, and the majority of these toxic debts were transferred to this new company. The official value of all the properties was 200 billion Euros. Complexes of houses and commercial properties were classified as being in a very basic stage of construction (so demolition to free the land was the best option), properties that needed some work doing, or completed properties. The object of the exercise was to sell multiple properties to an investment company who would take the long term view that the value could increase in 15 years. This has been fairly successful, but Sareb still has 70% unsold. A new company, Témpore Properties, owned by Sareb, has now started trading with a portfolio of 1,400 properties to be offered to rent. There are also 160 garages and small units. Monthly rental prices average 560 Euros, and 23% of them are in Catalonia. It is anticipated that more properties will be offered for rent throughout Spain. Sareb have their own website offering completed properties for sale. Ana Botin from the Botin family who owns Banco Santander has now acquired the credit and debit card side of Banco Popular that was sold in 2014 and 2016 to raise finds. An agreement has also been reached with ‘Euro Automatic Cash’ who own all the Banco Popular bank machines. All cash machines, totalling 7,500 at Banco Popular and Santander, will now be able to be used by clients of both banks. The cash machines at Banco Popular will be converted to allow money to be deposited and certain bills paid, as well as withdrawals and balance of account information. 20 Years of ‘Viagra’ One of the most profitable accidental discoveries of all time was when the drug company ‘Pfizer’ were testing a composition designed to combat angina, a heart condition where not enough blood is being pumped. In a clinical trial it was found that there was only a slight, or nil, improvement. However, men reported a “side effect”, which involved a higher sexual experience and longevity of an erection. Erectile dysfunction affects a third of men over the age of 40, and ‘Pfizer’ had hit the jackpot! They anticipated that the drug might bring in 100 million dollars, but it soon rose to 1 billion dollars. Following some good publicity, 15,000 prescriptions were dispensed by doctors in the US in the first 14 days it became available, and each tablet cost 15 dollars. In the last 20 years 65 million prescriptions have been dispensed in the US. In September 1998 it was made available in Europe, and a similar success followed. As a result, Viagra has become by far the largest fraudulent medication sold principally from Thailand and India. Pfizer claim that 80% of internet tablets are fake ones, and some have been found to contain pesticides and even printer ink! As the sole manufacturing licence has now expired other reputable drug companies are now producing their equivalent tablets.

On Easter Sunday the whole family went to mass in Palma, and the honorary King Juan Carlos and Queen Sofia (King Felipe’s parents) were there as well. Coming out of the church Queen Sofia gathered the two princesses alongside her for a photograph. Queen Leticia stepped in front of the photographer and there was a bit of a tense confrontation and conversation. Both King Felipe and King Juan Carlos intervened to calm things down. The photograph was not taken, but later in the week all the family went to see King Juan Carlos who was in hospital for a knee operation. When they came out an “official” photograph took place, with the two princesses either side of Queen Sofia! Illegal Electricity Connections Working with Guardia Civil police, the electricity supply company ‘Endesa’ dealt with 2,400 incidents in 2017where an illegal use of electricity had occurred, and more than 50% was being used to grow cannabis plants. Growers need a heavy supply of electricity to drive heat lamps and extractors. To do this they bypass the meters or connect up to a supply point. Transformers may catch fire because of the heavy load, and frequent power cuts in the surrounding area are common. Another use of illegally obtained electricity applies to squatters. The amount of electricity fraudulently obtained in 2017 in Almería city has been quantified as being 18 million kilowatts, enough electricity for all the requirements in the whole of the city over a period of 9 days! In 2017, with a concerted effort by the police and Endesa the illegal connections were 44% less than in 2016. A person convicted of a very large fraudulent connection of electricity can be sent to prison. The police and Endesa ask people to notify the police if they see suspicious use of a property where squatters have moved in, or smell cannabis plants that have a strong odour. Often growers may use an abandoned house and make regular visits. This can be done anonymously on the free phone number 800 760 220, or an email to

anomalias@endesa.es. Endesa point out that an illegal supply means that domestic bills for normal consumers go up as a result. Throughout Spain in 2016 this was estimated to be 150 million Euros. Take Me to Prison In Japan the crime rate is very low, and there are only 47 persons in prison per 100,000 head of population. A new feature is that 20% of these people are over the age of 60. These people are probably struggling to make do, with a pension that may only be the equivalent of 600 Euros per month. Committing a minor crime, such as repeat shop lifting, is a way of being sent to prison with all the benefits of fairly decent accommodation, medical attention, and regular meals. Every year in Japan, 6,400 people are released from prison, but many of them have no home. Over 60% commit another crime, and go back to prison within two years. The population of Japan is 127 million, but in 2017 a total of 27% were pensioners, and they have the highest life expectancy in the world, just in front of Spain. The average cost for a prisoner is equivalent to 18,000 Euros per year, but older prisoners need more medical attention. Spanish Trading Standards Businesses such as shops and offices have periodic inspections to make sure that all employees are paying into the Social Security system, and restaurants have food hygiene inspections. Apart from this, the Spanish equivalent of UK Trading Standards Officers carry out their own inspections. They are looking for fake goods, unsafe toys, and correct storage of any food items. Outlets selling fake “branded” clothes will have them confiscated. A few years ago English people running a shop were hauled over the coals for selling medication from the UK. In 2017 the department carried out 867 inspections in Almería province that led to 365 sanctions. 259 related to shops and small businesses, 60 were with regard to industrial products, and 46 where food was being sold. Total fines came to 7.8 million Euros.

In the News Colon Cancer Cancer of the colon is a malignant type of cancer that affects both men and women. In men it is the third highest category of cancer after prostate and lung cancer. In woman it is the second most common cancer after breast cancer. In Almería province there are about 300 cases every year and prompt treatment can combat the disease, with a 90% success rate when caught in the early stages. Colon cancer usually appears above the age of 55, and genetic make-up has an effect in about 25% of cases. Healthy eating is recommended as a way of avoiding colon cancer, and also physical exercise. A test for colon cancer is very easy, and costs virtually nothing as regards laboratory expenses of between 3-5 Euros. Stool samples have to be provided from three consecutive days, and a simple test for the presence of blood is all that is needed. People plugged into the Spanish Health Service can obtain the necessary receptacles and then take them back to the nurse. Private doctors can also arrange for the tests to be carried out. If there is any need for further investigation a colonoscopy test will follow that costs the health service 180 Euros. A full treatment following the discovery of colon cancer can cost 27,000 Euros. It has been announced that a campaign will be launched in Andalucía so that everybody in the age group of 50-69 will be sent a letter inviting them to go for a test. At present this only applies to 5% of these people. Town Hall Regulations Opposition councillors in every municipality in Spain are entitled to be given information and documentation that they request from the town hall within a reasonable period of time. If this is not done it can be brought before a court. This is the reason why the ex-mayor of Albox, Rogelio Mena, was banned from holding public office for 30 months. He therefore had to resign as mayor and councillor. The mayor of Carboneras, Salvador Hernández, has now accepted a ban on holding public office for 12 months. A previous sentence

of 36 months has been reduced on appeal. The court found that on at least 26 occasions from September 2011- June 2014 when a valid application had been received for documentation to be supplied to opposition councillors this had been “deliberately” refused.

Mercadona are famous for their good wages, staff benefits, and bonus schemes. After a short trial period, employees are given permanent contracts at a starting salary of 1,312 Euros per month. They allow women to have 30 days of extra maternity leave if they wish to take it, above the period stipulated by law. 47 women in Almería province took advantage of this in 2017. In many cities and towns they operate their own nurseries for employees’ young children. In 2017 they donated 112 tonnes of food to organizations such as the Almería food bank for the poor. Wagner ‘Die Walküre’ The German composer Wagner has very loud passages in his operatic musical compositions with a full orchestra, which have been compared to the volume level from a heavy rock band. In the loudest passages, the volume level can be not far short of the sound of a jet engine from 30 metres away. An English viola player, Christopher Goldscheider, recently took the Royal Opera House orchestra to court, claiming severe hearing loss. During a rehearsal of ‘Die Walküre’ in 2012, which was spread over 8 hours, he was seated just in front of the large brass section of the orchestra with 18 players. He left the orchestra in 2014, and his solicitor claimed that he now had to wear ear-defenders constantly, and any noise such as water running was very painful. The judge considered it was quite likely that the high sound level had damaged his hearing and an award for compensation for “acoustic shock” of up to 750,000 pounds is being decided on by the court. The orchestra intend to appeal and argue that one single occurrence of loud music was not sufficient to cause any long term damage. They state that the viola player was suffering from an

entirely natural hearing condition, known as Meniere's disease, at the same time that the rehearsal took place. Speaking of the impact of the decision, Mr Goldscheider's solicitor said, "This case has huge significance and will send shockwaves across the music business”.

Bathers Beware The Portuguese “man of war” is somewhat similar to a jelly fish, but a totally different species, and is appearing on beaches in Andalucía. It has tentacles that can grow to 30 metres in length, and can inflict a severe sting that may result in vomiting, a feeling of weakness and heart problems. Multiply stings can prove fatal. Children can be severely affected as they have less capacity to withstand the stings. The authorities point out that if any of them appear on a beach they should be left well alone, as the tentacles can still cause a nasty sting, and lifeguards or police should be notified straight away. Medical attention must be sought immediately in the event of a sting. The species is found in the Atlantic, Pacific, and Indian oceans, and are being carried through the straits of Gibraltar in strong seas.

So Now You Know... Magazines The English word “magazine” came from a military “storehouse” of war materials. Assorted items in one publication then became known as a magazine, and Edward Cave used the word when he was started “The Gentlemen’s Magazine” in 1731. It had entertainment sections, essays, stories, poems and political commentaries. The first magazine for women, “The Lady”, was published in 1885, with literary and fashion sections and embroidery patterns. “The National Geographic” magazine came into being in 1899. “Playboy” started up in 1953 with Marilyn Monroe on the front cover, and “Penthouse” soon followed. Cruise Ships From January 22nd to March 22nd 1891, 241 passengers went on the ‘Augusta Victoria’ on a journey through the Mediterranean and the Near East. This is considered to be the first “cruise” on any ship. Albert Ballin, who was General Manager of the ‘Hamburg-America’ line, built the ‘Prinzessin Victoria Luise’ ship in 1930, exclusively for cruises. This followed the tradition of transatlantic liners where the crossing took from two to four weeks. In the 1980s, dedicated cruise ships became very popular, with a large number put into service. Many of them could carry 2,000 passengers, which are now considered very small cruise ships. Keyboard Instruments A type of organ was invented in the 3rd century B.C. which used buttons and levers rather than actual keys, but is classified as the first keyboardtype instrument. The clavichord and the harpsichord were invented in the 14th century, but unlike organs there could be no difference in volume. When the keys were pressed, a peg plucked the string to produce the sound. Bartolomeo Christofori (1655–1731) from Padua was a harpsichord manufacturer, who replaced the pegs with pivoted hammers so different volume levels were possible depending on how hard the key was depressed. This became the forerunner of modern pianos.

Woolly Mammoths Woolly mammoths were closely related to today's Asian elephants. They looked a lot like their modern cousins, except for one major difference. They were covered in a thick coat of brown hair to keep them warm in their home on the frigid Arctic plains. They grew to around 13 feet (4 metres) tall and weighed around 6 tons (5.44 metric tons). The permafrost in the Arctic preserved many intact woolly mammoth bodies. In 2007 in Siberia, two mummified baby mammoths were found. The bodies were so well preserved that CT scans found they died from choking on mud that clogged up their trachea, 40,000 years ago. Mirrors In ancient times people found that they could see their reflection in pools of water which was considered very magical. The first man-made mirrors were made of polished stone or metal sheets. These have been found in Turkey dating back to 6000 B.C. When sheet glass became available, the Romans coated one side with silver or gold foil. Following this, metals such as tin, mercury, and lead were used as this was much cheaper. In 1903, Emil Bloch, a Russian émigré living in America, patented “The transparent mirror” which was a two-way mirror. It soon became used by police forces who could observe interviews without being seen. Gunpowder Gunpowder consists of potassium nitrate, common charcoal and sulphur. When Chinese alchemists invented gunpowder during the late Tang Dynasty (9th century) it was a mistake. The alchemists were trying to find a potion for immortality but they wound up causing explosions. Tang Dynasty emperors used gunpowder to put on enormous fireworks displays but through many accidents it became clear that gunpowder could be used as a powerful weapon. So the opposite effect came out of the original idea. The earliest record of a written formula for making gunpowder is from the Song dynasty (11th century).

Help to Buy or Rent

ast month we commented in our “In the News” section that new regulations have been introduced to help various sectors of the community to rent or buy a property. These grants can be applied for in the four year period from 2018-2021. The new regulations were passed in the Spanish Parliament in March, but they are backdated to January 1st. The autonomous communities (so in our case Andalucía) will publish the requirements that will probably come into force in June. The government will pay 70% of the grants and the autonomous community 30%.

is 330 Euros per month for three years. People over the age of 65, with the same limit on income, can claim up to 50% of the rent (or the additional 30% of the difference up to 900 Euros) so in total they can claim a maximum of 390 Euros. Alternatively, if they own a property, they can claim up to 200 Euros per month towards expenses such as ‘IBI’ (rates), community fees, and the provision of basic necessities such as a supply of electricity and water. Their ‘patrimonio’ (net worth) has to be below 100,000 Euros.

As regards “young persons”, they have to be below the age of 35 when they apply for a grant. Their annual income, or from their family unit, has to be below 22,558 Euros (Three times the amount of money known as ‘IPREM’). The income will have to be verified as that shown on the last income tax declaration ‘IRPF’ made before June 30th every year, for the previous year. In municipalities with less than 5,000 inhabitants, a young person can apply for a 20% grant towards the cost of buying a property. The “20%” is a maximum of 10,800 Euros and the purchase price has to be less than 100,000 Euros. Their total income has to be less than the 22,558 Euros. The person obtaining the grant has to live in the property for five years and cannot already own another property.

A person who has been evicted because they could not pay their mortgage or rent, and has the same minimum income, can claim the total amount of renting a property up to a maximum of 400 Euros per month. They will be put in empty properties that banks or finance companies own. The Walk for Life 2018 is on Saturday May 5th, Arboleas Town Hall. Do you know somebody affected by cancer? Most people do. Walk for Life supports people affected by cancer and their families. Come along and support Walk for Life. It will be a fun filled day starting in front of Arboleas Town Hall at 2.30pm with the dog show, registration 1.45pm, followed by a flamenco display. The walk itself will start at 5pm, registration from 4.30pm. There are 3k and 6k routes, and you can run, walk, walk with your friends, walk with your kids, walk with your dog, and this year you are encouraged to walk in fancy dress. Photo Loco will be there to provide a lasting memento of your day. Go for gold! This year winners will be awarded medals with gold, silver and bronze in all categories including fancy dress. It doesn’t stop there. The Party in the Plaza kicks off at 7.45pm with singer Kayleigh, followed by Danny solo guitarist and vocals, Danny is then joined by Jordan, and Roadrunner finish off the night. It does not matter about the quality or quantity of coins and notes every little helps.' The charity has already received notes from Ceylon, India and Russia and coins as old as 1788 - a pineapple penny from Barbados. So do you have any old pennies, threepences, even florins, in a drawer? Please help the charity by donating them. They will be checked and sold on to raise much-needed funds - even if you only have a few please donate them as they will add to the collection to be sold. A man is driving down the road when he hears a “tttttttttttttttttssss” sound and his steering goes funny. He pulls over, gets out, and finds he has a flat tyre. He gets out the jack, loosens the wheel nuts and starts to change the wheel. Out of nowhere another man suddenly appears, smashes the driver’s window, and prises out the radio. The driver with his burst tyre screams, “WHAT THE HELL DO YOU THINK YOU ARE DOING?” The second man replies, “Well, if you’re having the tyres, I’m having the radio”.

Two women are getting ready to leave work on a Friday night, and one says to the other one, “Mary, I don’t know what to do. The really good looking man in accounting has asked me out on a date tomorrow. He is going to ring me tonight to decide where we are going to meet up. Do you think I should go out with him or put him off?” Anne replies, “My God! I have heard about him. He will wine and dine you, and then use some ruse to get you back to his house. When you get there he will rip off your dress and make you have sex with him for hours, but apparently he is really hot stuff”. Mary asks, “Do you think I should put him off then?” Anne replies, “No, just make sure you wear an old dress!”

At the Barber’s Donald Trump and Barack Obama ended up at the same barber shop. As they sat there, each being shaved by a different barber, not a word was spoken. The barbers were both afraid to start a conversation for fear that it would turn nasty. As the barbers finished their shaves in silence, the one who had Trump in his chair reached for the aftershave. The Punishment A woman appears in court charged with driving through a red light, and before passing sentence the judge asks her what her occupation is. The woman replies, “I am a teacher”. Oil Dipstick Not Sure Two men are in the pub discussing sex and relationships, marriages, and family values. One man said to the other one, “I chose not to sleep with my wife before we got married, as I thought it was the right thing to do. A woman pulls over at the gas station, gets out of her car, opens the hood, and checks the engine oil. After a few seconds of intelligent thinking, she takes a dipstick in her hand and, raising her chest high, walks up to the attendant, "Excuse me sir, but can I buy a longer dipstick?" "May I ask why you need a longer one ma'am?" "Because this one isn't long enough to reach the oil!!"

...and next... The Mother A child who is aged five is bright as a button and is always asking her father questions. When she has difficulty in grasping the concept of marriage, the father gets out the photographs from their wedding. He shows her one page after another with her mother arriving at the church, standing at the altar, signing the register with him, posing outside the church, and at the reception. He asks his daughter, “Do you understand what happened when I married your mother now?” The little girl replied, “I think so. Is that when mummy came to work for us?”

Hoya! Hoya! A politician gives a stump speech in an Indian reservation, trying to garner the Native American ballot. "If elected, I promise better education for Native Americans," he says. The crowd goes wild, calling out: "Hoya! Hoya!" Guy doesn't know what the word means, but he figures, hey, they look excited, so he goes on. "I promise to propose legislation permitting a casino to be built on this reservation," he says. The crowd gets even more frenzied, and keeps shouting "Hoya!" over and over. Encouraged by the cheers, he finishes his speech, "And if elected, I promise to ensure better health care and employment options for Native Americans!" The crowd is at a fever pitch, stamping their feet and yelling "Hoya! Hoya! Hoya!" His speech finished, the guy shakes some hands, kisses some babies, and decides to go on a tour of the reservation before hitting the campaign trail again. He comes across a huge herd of cattle, and says to his guide, "I was raised on a ranch, and I've always loved cattle. Mind if I go over and get a closer look?" "Sure," says the guide, "but be careful not to step in the hoya."

At the Chemist A man walks into a chemist and buys a packet of condoms and then goes out in fits of laughter. The pharmacist is very puzzled as to why the man is laughing so much, but there is no law that stops anyone who is a bit weird from buying condoms. He decides it’s probably a good thing that the man is using some protection. The following week the man comes back, asks for a packet of condoms, and laughs hilariously again as he leaves the shop. The pharmacist is intrigued as to why the man is laughing and tells his assistant, “There is something really strange about this man! If he ever comes back I want you to follow him to see where he goes. It’s all very mysterious why he is always creased up laughing.” Sure enough, another week later the man is back again, buys more condoms and cannot stop laughing. The pharmacist tells his assistant to follow the man and see where he goes. About an hour later the assistant comes back and the pharmacist asks him, “Did you follow him? Where did he go?” The assistant replies, “Your house”.
