letter from the editor Welcome to the February issue of Property Guide.
For the past two months, I’ve been hobbling around the Islands with a broken leg. Thanks to the assistance of friends, co-workers, neighbours, lifeguards, taxi drivers, ferry workers and complete strangers, the crutches haven’t slowed me down too much. Not until this month’s issue did I realize that I do have some limitations. I was slated to write an article about an upcoming development on Anegada. I spoke with the parties involved, saw maps and aerial photos of the land, perused drawings of the interiors, toggled through PowerPoint presentations and researched Anegada’s history, but I knew that I could not write a worthy cover piece without visiting the site, which would’ve involved touring the eightacre property on foot over uneven terrain. Instead of writing the piece using the photos and information I was given, I had to pass the assignment to Owen who could visit the site in person. My decision was confirmed that evening when I attempted to capture the sunset view from a friend’s balcony in Havers. No photo I took aptly represented the 180-degree view of the conch-pink light reflecting off the clouds above the slate-blue sea. We at Property Guide strive to vividly illustrate the real estate we review by providing our readers with written accounts of in-person property visits coupled with vibrant photography. Our reviews should entice readers to personally visit the properties because our words and pictures cannot compare to the experience of standing on the beach at Keel Point, Anegada, walking the nature trails on Peter Island or watching the stars sparkle from atop Great Camanoe.

Green Living AN EARLy SoLAR ADoPtER HAS No REGREtS Interest in alternative energy supply is not a new fad, it has been growing for years. Even Socrates, the Greek philosopher, was on to it: “In houses that look toward the south, the sun penetrates the portico in winter,” he wrote. Albert Einstein's 1921 Nobel Prize in physics related to solar generation of electricity. President Jimmy Carter installed solar panels on the US White House in the 1970s, only to have his successor, Ronald Reagan, tear them down as a symbol of America's official disdain for green solutions to the energy crisis. Reality, however, has a way of disrupting conservatives’ fantasies, and now interest in new ways of producing energy is on a decided upswing as the world belatedly tries to deal with the aftermath of years of denial and neglect on the environmental front. One early adopter of solar and wind power in the BVI, Mike Royle, an owner of Blue Water Divers at Nanny Cay, installed photovoltaic panels in mid-2004. Prompted by his wife, Cheryl, Royle had AES devise a system suitable for his home which overlooks Nanny Cay. A 16-panel array produces up to 11 kilowatts of power in optimum conditions, he says. With a large battery bank, two inverters and a wind generator, the system provides much of the Royles’ electricity needs.

“When there's 24 to 26 volts in the batteries, they kick in and provide the power,” Royle told me recently. “When the batteries drop below 24 volts, they are charged up by the mains electricity.” Describing the impact the system has had, Royle said “When we installed it, my electricity bill was about $370 a month and my brother's was around $125 to $150.” Royle’s bill then decreased to $150
The only downside Royle sees is that “it's a major expense upfront. By the time you've paid it back, the batteries will need to be replaced. But then again, to get a generator to power your house is going to cost you at least $10,000. And all that's going to do is cost you money for fuel and maintenance. His brother, who has not installed solar panels, has seen his electricity bill double since that time. “So we would be paying about $600 a month now.” On an initial outlay of approximately $35,000, the Royles are saving close to $400 each month compared to what they would be paying if they'd not done anything. “It's definitely been worthwhile,” Michael Royle told me. “If I had that money in the bank would I have been earning $400 a month return? I doubt it. I certainly don't begrudge doing it.”

But overall, similar economies can be gained by appropriate sizing of the system and by conservation measures to reduce demand for electricity. Backyard Swim-Up Bars When deciding where to stay for their honeymoon in Antigua, two friends of mine were torn between an intimate, exclusive, privately owned eco-retreat and one of those huge, loud, all-inclusive, couples-only mega-resorts. Knowing the bride and groom as a chill pair who preferred indie films over blockbusters, I asked what attracted them to the all-inclusive. Their answer: the swim-up bar.
Drinking and swimming don’t necessarily go together, but drinking and sitting in a pool while playing cards or watching tennis or chatting with friends is pretty freaking cool.you’re a little bit buoyant and a little bit buzzed. Unfortunately, everyone loves swim-up bars, so at resorts they tend to be crowded by like-minded individuals, and it can be a challenge to find a barstool. For homeowners who want to soak and swill away from the honeymooners, swim-up bars can be built in to personal pools. Some practical things to consider when deciding on constructing a swim-up bar are space, shade and maintenance. When planning the space of the bar, designers and homeowners need to consider where to place the bar, especially if it might interfere with the swimming area. A certain amount of space inside the pool needs to be designated for barstools and the cantilevered bar. Ample space outside the pool should be designated to accommodate spots for out-of-thepool barstools, storage cabinets, a refrigerator, sink or even a full outdoor kitchen. An outdoor bar should be a cool, refreshing oasis, so shade is necessary. To keep guests and beverages from melting in the heat, a swim-up bar is best served by an overhanging roof or awning. A roof will also protect anything on the dry side of the bar from the elements. As the sun approaches the
horizon, overhead coverage is not always effective in obstructing direct sunlight, so strategically planted trees around the yard can provide natural shade at different hours of the day. Pool construction websites mention the problem of cleaning around the barstool bases inside the pool. One way to solve this issue is by having barstools that protrude from the wall instead of those that come up from the bottom. Or why not have swinging bar seats suspended from the overhanging roof? That would allow the option of removing or stowing the swings to provide more swimming space when necessary. A common-sense reminder for avoiding maintenance problems is to discourage the use of glass around the bar area. Glass is a mess to clean up and can damage filtration systems. On top of that, it’s hazardous. I should know. When I was five, I knelt on a piece of glass in the bottom of a kiddie pool, and I still have the scar. In the BVI, everyone competes to have the best parties. I think the host with the swim-up bar would win. And for those who really want to impress, imagine garnishing guests’ drinks with a key lime picked from a nearby branch or using a fresh coconut instead of a plastic cup to serve a daquiri. For inspiration, several public swim-up bars exist in BVI restaurants—Long Bay Beach Resort, Lambert Beach Resort or The Tamarind Club in Tortola or Nail Bay’s Sugarcane Restaurant on Virgin Gorda. When I initially wrote about Whipple House, it had been my first trip to Great Camanoe. I visited the Privateer’s estate, where all land is leased from the Crown. If not for the property review, I don’t think I would have ever visited Camanoe unless to sail past it and simply wonder. But since my first visit to Whipple, in its refit as a somewhat stone ruin, I have been back whenever I can. I have to say I love the place. Life on Great Camanoe is remote, wild and untouched. The houses on it have been there for at least 50 years. Before that, the indigo plantations, before that the Quakers, and before that, no doubt, 10

An alcove where we sit and enjoy wine and cheese looks out over Virgin Gorda. Taking a walk around the finished decks, I come across the stone arches that frame viewpoints of different islands. The master bedroom , one of two, has an inside living room, because it does rain in the islands, and the garden and cistern do need it. Inside colours are cobalt blue and jade with high tongue-and-groove cedar ceilings. All fittings are wood with a deep mix of cedar and pine. My preference is the fully furnished
twin, again complete with en suite bathroom, stone walls with wood trims and a large overhanging deck past the French windows. I could easily live here, I begin to muse, along with six other people, or with the 5.5 acres, probably a lot more. Currently this property is available for sale and vacation rental. The real spirit of the house and the sky would have to be seen by night. I have no doubt it is called Stargazer Villa for good reason. For now I will have to be one of the Camanoe jumbies and highly recommend the experience if not for a lifetime, at least for a week or two. PG

on my bedside table, between my lamp and bottle of water, usually sit two books: whatever novel I’m currently reading and The Miracle of Mindfulness by thich Nhat Hanh. the novel serves as an escape from self, the Buddhist teachings a return. Whenever my mind feels like it’s in the surf—a murky, jagged mix of sand and broken shells—I read a random page of The Miracle of Mindfulness and breathe. After chanting one of thich Nhat Hanh’s poems or perusing his interpretation of a Buddhist parable, my mind settles and clears. Physical statues of the Buddha emblemize the peaceful, contemplative nature of Buddhist philosophy. According to the Buddha Dharma Education Association website, all measurements of a carved Buddha are set down in the Buddha canon and based on ideal physical proportions. The site elaborates, “Everything, the spot between the eyebrows, marking the eye of wisdom, as well as the tip of the nose, has its own special place. The nose has its specific length, just as the ears have their own characteristically exaggerated length.” The physical characteristics of the Buddha were precisely enumerated in the Pali Canon, which lists

There are few places on earth that compare to the island of Anegada. When I originally heard of a development in Anegada, I couldn’t fathom that the sunken island that many visit and love could be subjected to the task. Meet Doug Riegels, entrepreneur and islander. For Doug the same sentiments of Anegada are shared, and with a passion for development with containment, he is beginning to realize a unique development in the truest sense of the word. Keel Point has ten acres and 800 feet of waterfront. Beyond being just a measurement, the waterfront is white sand beach untouched and protected by berms and an outer reef.that’s 800 feet of privacy. I am a watersports enthusiast, so my read of the beach is an entirely selfish approach. I walk with Doug along a sandy path to the beach through the indigenous plants that he intends not to clear or touch. I see flat water, a safe snorkeling area and a side shore wind that travels out to breaking swells. I am in watersports heaven, and I am 40 minutes away from my home island by boat and 20 minutes from the nearest airstrip. We walk up the beach where Doug talks to me of conservation and the need to protect the berms where if protective grass is stripped from the dunes 14
for aesthetic reasons; those properties could slowly sink into the sea. Consider Anegada island nature in its purist form. It’s windier, hotter and wilder, and the fish are bigger as are the iguanas, flamingos and cows that inhabit the island. Given the feel of the island, the project has not much to go but boundless experiences to enjoy. Currently, the former Sands Hotel has 16 rooms that are about to be overhauled, refurbished and brought up to modern standards of comfort with a distinct consideration of the environment. This is Doug’s flavour. As a developer, he considers himself a steward of the land. As a landscape architect, he deems every inch of foliage an asset. As a BVIslander, he clearly maintains a sense of pride. In addition to the hotel and fresh-water poolside bar, raised two- to three-bedroom eco-villas are to be constructed on four-foot stilts to ensure minimal impact on the pristine surroundings. “That’s

about as high as we want to go out here,” Doug says and adds, “The biggest tree on Anegada is about fifteen feet, and we don’t want to tower over anything.” On the sea approach from Tortola or North Sound on any craft, the islands disappear behind, and quietly Anegada appears as though a mirage at first. Every visit is a discovery. That is the experience the Anegada Beach Club offers. Plans are for a unique outdoor restaurant whereby island methods of cooking will be brought to guests savoring the local flavor, predominantly seafood from its surrounding reefs. Old techniques of cooking over lava rocks and using ground spices will be on offer. Simplicity is the overarching philosophy of the programme, with clean, contemporary aesthetics, open-plan living and dining areas, and ample covered deck space. Large openings encourage natural ventilation and daylight.The Caribbean ideal of indoor/outdoor living is incorporated, to create a generous sense of space and harmony with the external environment.The overall internal area is
comprised of an efficient 1,600 square feet, with spacious living areas created by minimising the square footage dedicated to circulation. Kraus-Manning, since their arrival in the BVI, have hit the ground running. Their team is made of specialized individuals who have worked together or sought each other through reputation on projects around the world. It is no surprise then as we tour Peter Island to see the projects at hand, that the larger hands on team has been at work. the showcase product by Kraus-Manning at Peter Island is Falcon’s Nest, a luxurious mansion on the ridge with no holds barred in expense, style and the highest standards of service and privacy. Estimated at $900 per square foot in construction, the Nest is a labyrinth of wood, concrete and spacious symmetry. Tiles came from Iran and Iraq, outside artists designed the shotcrete hillside using trowels and cement rather than brushes and oils to create an amazing effect of giant boulders, streaming into a waterfall and then a grotto by the pool. Each piece in the house is a labor of love, project manager Craig Noblett tells me. Chosen woods of teak, mahogany, embossed ash and wenge wood doors and paneling were brought in and then placed together. The views are breathtaking day or night, and the surrounds give a feeling of elite style. The showers, with water tiles, were constructed at $30,000, and the experience looks like a lifestyle itself. The mansion was rebuilt in eight months; Craig recalling how the landscaping and finishing touches were done literally as the first guests moved in and local contractors toiled to the last minute. As the guests were unpacking, Kraus-Manning was quietly stepping out the back door onto the next project. In addition to upcoming property projects on Peter Island, Kraus-Manning has been commissioned for the ecological upgrade of the island’s energy supplies and its relocation. Stoney Bay is the site of a new water desalination plant and generators for the resort. Up on its ridge are the wind turbines that will catch the trades to sustain the resort’s power draw. Whilst conduits for energy sources are now being placed out of sight, the roads have been partially graded and natural boulders placed to catch sediment from rains. turbines, I imagine the maintenance involved and again I am impressed by KM’s philosophy of longevity, choice and engineering—there is no sense in using ecological wonders that are literally defunct by the next year. The turbine rotors will run at 35-70 rpm

Water from the desalination plant flows to two 500,000-gallon cisterns to be redistributed for guest use and irrigation. As we are standing in the engineering plant compound, and the February deadline approaches for completion, I notice one thing: there is no sound, and the guys at KM simply smile and wink, this is the way forward for Peter Island. For many reasons, the wind turbines fascinate me—this has been an untapped energy source in the BVI. However, Craig warns me very quickly of energy system technology, and he points out how systems are always changing and upgrading. “So we have made sure that everything we are installing is good for two decades at least, but we make our clients fully aware not to go overkill—leave room for nature and other developments in technology,” he says. and generate power on a scale of 16 mph wind providing 250 kilowatts. Since I have been to Peter Island myself recently, I had no idea all this work was going on, and as Craig remarks—that’s how Kraus-Manning like it. The guests are an absolute priority. Under no circumstances does anyone want the guests to feel that there is construction in progress. It is important to everyone working on the projects that they are unseen. Refreshingly, there are no signs in place at all announcing projects, nor is anyone bombarded by constant press releases or sweeping statements of ecological pioneering. As Kraus-Manning put it, “Our clients trust us and we are quiet about it. We want to get the job done and do it right.” To date KM have completed works at Bitter End, Government structures and several houses on mainland Tortola. On the day of my visit at Peter, the pool was being rebuilt and had two days to go before guests could swim in it for Christmas. I have no doubt that the guests sipping cocktails didn’t even notice. From time to time, we here at Property Guide are subject to the mercy of what is current and what is changing around us and the gaps in between. In light of that, we wanted to use our State of the Market to clarify a few points that have been brought to our attention. Whilst we strive to bring you the most accurate sources and reportage from our team of expert contributors, our expert readers sometimes catch our mistakes. I must add that I am delighted our readership is ever increasing. In the article “The Process of Owning a Property” in the December/January issue of BVI Property Guide, we published the following statement: “After each party has signed off on the sale agreement, the executed agreement is then forwarded to the inland revenue department for the assessment and payment of stamp duty. Stamp duty is assessed on the higher of the valuation amount or the purchase price. A valuation report, which would reflect the market value of the property, is therefore required. This would be submitted together with the Sale Agreement...” According to a letter received by Property Guide, the Commissioner of Inland Revenue has corrected
our article with these details: “The document which is required to be submitted to the Inland Revenue for the assessment and payment of stamp duty is the Instrument of Transfer and not the Sale Agreement. Where required, the sale agreement is requested by the Inland Revenue Department; however, it is not and has never been stamped with stamp duty.” On another note, my article on the Sugar Mill in the December/January BVI Property Guide mentioned that Roger Downing and Partner Co. Ltd. architects were “commissioned to design the expansion of the hotel.” To be precise, Jon Osman was involved with the rebuilding and development of the property after Hurricane Hugo in 1989, and the Downing house have been involved with other designs and expansions. John kindly sent us some photos from yesteryear. We hope you enjoy them and get a chance to visit the historic resort in person. I find too many amazing houses with stunning decks just fall short. Why go to all that expense of a house and finish it with a flop? mansion and he made a bloody good railing. He finished the railings with a wood top to soften the effect. He also went quietly about answering the word of mouth recommendations to other houses throughout the islands, augmenting decks with his railing design and product. Believe me, quality product does matter. If you don’t think so, then the plastic railing will do, but expect a lot of rattling and shaking and scratching of heads. As Mike told me when we talked about the railings at Peter Island, it isn’t rocket science. What it is though is a certain wisp of style that is extremely subtle as if to say – built to last, stylish and practical. The key concepts of

I have seen properties and stood on the wooden decks, enjoying the sunset, then placed my hand on the railing which shook and rattled when any sort of pressure was applied. I wondered in disbelief that the homeowners would use a plastic, painted railing on a wooden deck. Not only is it unattractive, but it is also unsafe. On a boat, stainless steel is your best friend.
