For years, Property Guide has included a Green Living article in our magazine to suggest ways to protect and conserve the natural beauty of the BVI. As recently as April, for Earth Day, we published an entire green issue. Lately we’ve noticed that more and more of our articles, either from our expert contributors or our own staff, tend to focus on the need for increased environmentally friendly practices in the BVI. When we visit properties on the islands, homeowners and real estate agents are always quick to point out such features as solar panels, cisterns and energyconserving materials. Architects and builders tell us about the ways they integrate the natural environment in their designs. Interior designers and furniture retailers use products made from recycled boats and reclaimed wood. All these efforts do make a difference both locally and globally. In this month’s Property Guide, we sat in on a lively sustainable development seminar sponsored by the Ministry of Finance's Project Support Services Unit. We look forward to many similar discussions in the future and to seeing solutions developed and put into place. At the BVI Go Green Festival, keynote speaker Angela Burnett Penn from the Department of Conservation and Fisheries suggested small measures for residents, business owners and government to conserve and reduce waste. For an article that started out as a piece on lamps, we discovered the disadvantages and inefficiencies of overhead office lighting. The architectural firm of Roger Downing and Partner described the recent renovations to their office space which includes a living rooftop. We all witness the direct result of non-environmentally practices on a daily basis—roadside litter, brown seas after a hard rain, smoke from Pockwood Pond’s incinerator or even Owen’s recent encounter with floating tires and discarded gas tanks when he was caught in a street flood. It’s difficult to imagine a pristine BVI, but it’s something we can all strive towards. Keep it clean.

When the progressive firm of Roger Downing & Partner Co. Ltd expanded beyond the capacity of the modest single-level offices in downtown Road Town, RDP responded with an open-plan upper level studio, reflecting the firm’s design ethos. RDP formed in 1969 and completed Phase 1 of the new offices at 50 Main Street for the expanding architectural and engineering practice in 1985. Allowances in the design made provisions for the structural support of a second level at a later date. 25 years later in 2010, Phase 2 has been constructed to provide modern facilities which consolidate professional services in one building, increasing workflow efficiency and communication while reducing operating costs and incorporating the latest technologies in the heart of Road Town. RDP learned through relationships with clients that commercial property owners need to maintain their marketability through investment in design and technology. With moving walls of glass, space and sound can be controlled for privacy and to reduce cooling costs when spaces are not in use—after hours or on weekends when a deadline looms.
An effort was made to incorporate green materials and concepts into the design not only as RDP's effort to act responsibly but to demonstrate to clients options and styles that are better for the environment and the bank account. This includes certified woods, low-VOC paints, Venetian plasters, durable, low-impact slate floors and carpets with recycled content. The staff kitchen uses energy star, space saving appliances. A recycling storage has been incorporated for when the inevitable recycling plant is built on Tortola. RDP's ideas were made manifest by the use of local labour and materials when possible, and we would

Recent controversy over the Bi-Water/ Ocean Conversion water supply contracts has shone a light on one of the most impor tant aspects of island life today—the increasing demand for water and the resulting difficulty in providing and maintaining supply. This problem is not unique to the BVI. Neighbouring islands such as Antigua, St Martin and the US Virgin Islands all experience immense difficulty in providing sufficient potable water to their residents.This is largely a result of increasing population density outstripping water supply as well as poor infrastructure planning and maintenance. Just a few years ago, most of the populations of the islands could provide for themselves by collecting water from the roofs of dwellings and storing it in a cistern. In some countries such as the USVI, the construction of a cistern was mandatory when building a dwelling while it was accepted practice just about everywhere. Lately, as demand has begun to outstrip supply and as consumers have begun to expect more services from their governments, island nations are rushing to install desalination plants to convert the one incontrovertible asset—sea water—into a product suitable for human consumption.This technology will do much to displace older and cruder solutions, such as transporting bulk amounts of water from one island to another, like
barging bulk water from, say, Dominica to Antigua. As costly as this practice is, it still is cheaper to ship the water from Dominica than it is to transport it by truck once it has landed in Antigua. In St Martin this year, the government on the French side had to supply water to the Dutch side—and not for the first time. The one major cost associated with desalination is the immense energy cost incurred when extracting potable water from the ocean variety. Current methods require about 14 kilowatt-hours of energy to produce 1,000 gallons of desalinated seawater,
potable water, says industry magazine Desalination and Water Reuse Quarterly. Other major complications in the supply of water involve the integrity of the infrastructure—leaking pipes, rusted valves, etc.These aspects are decidedly unglamorous and require serious willpower to find a solution. Perhaps the simplest way to save money and water is to encourage the citizenry to reduce consumption.This has never been a popular solution— changing the behavioural habits of a population is likely to be as successful as the recent attempt to replace plastic shopping bags with the re-usable variety.

As the keynote speaker of the inaugural BVI Go Green Festival, Angela Burnett Penn outlined simple practices that the BVI can adopt in order to become more environmentally proactive. Her recommendations included steps that individuals can take as well as measures that the BVI government should instil.

“Climate change is a direct result of humans’ unchecked use of fossil fuels for energy,” Ms. Penn said. “While the Virgin Islands and the Caribbean as a whole contribute very little to the problem, we are on the front line of the impact and must be a part of the global effort to curb the problem.” The three areas that Ms. Penn focused on were energy, water and waste. As an example of energy conservation, Ms. Penn cited Barbados’ use of solar water heaters—a program that has led to $400 million savings—a savings that affects individuals as well as government. The Barbados government has supported the solar water heater program by removing import tariffs on materials required to manufacture solar water heaters and then implementing a 30% tax on electric water heaters. The program has created new jobs in the manufacture, installation and servicing of the solar heaters. For water conservation, Ms. Penn put forth a plan that could save almost 43,000 gallons of water per year for a typical family of four. She
suggested the use of ultra-low-flush toilets (saving 15,500 gallons/year), replacing old shower heads with low-flow shower heads (saving 10,000 gallons/year), using aerators on all household faucets (saving 6400 gallons/year), and purchasing a front-loading washing machine instead of a top loader (saving 11,000 gallons/year). Ms. Penn pointed out that the total amount saved equalled the size of a standard cistern in the BVI. “Everything that passes through our ports, eventually, whether after one week or ten years,

Office lighting is not the most exciting topic to write about, but I did find out some interesting facts when researching for this month’s Property Guide. First of all, I learned that overhead lighting, which most people think is energy efficient because of its prevalence, is actually a huge drain of electricity. “Overhead lighting,” according to the July 2009 issue of Inc. magazine, “is the biggest electricity hog in the typical commercial building.” It is such a drain because it does not light specific areas; therefore, much of the square footage that it’s illuminating does not even need to be lit. In my office, three overhead fluorescent panels light the middle of the room, where no one sits.

Through a combination of natural light and individually lighted areas, overhead lighting and its draining costs, can be reduced or eliminated. “Exterior offices with daylighting/ windows are usually the best application for task lights. Occupants can typically turn off overhead lights if natural lighting provides the low level backgrounds needed,” according to the North Carolina Energy Department. In addition, the heat from fluorescent bulbs can also make the office warmer thus causing an increase in cooling costs. Not only does it drain electricity, but poor lighting has also been linked to employee dissatisfaction. The lighting panels in our office only provide one light source, one that’s quite a distance from my work area. I prefer to use my desk lamp to brighten my corner on the perimeter. The American Society of Interior Designers found that 68% of employees complain about lighting in their offices. A Cornell University study claimed that “[good lighting] also aids

How Construction Costs Affect Property Values
What has become clear is that there is a great variance across the region in terms of construction costs and subsequent rental and sales values. A pattern emerges generally in that the higher a country’s GDP per head, the higher the construction cost, and in turn the higher the rental or sales value upon completion. An exception to this rule is the Turks and Caicos Islands, where the GDP is amongst the lowest, whereas construction costs are generally amongst the highest. Relying on the accuracy of the figures, this suggests a wide gulf between the country’s lowest and highest earners and indicates that a high-income minority are involved in the development and subsequent sales and rental of domestic, hotel and commercial property. Of all the types of construction, office buildings show the greatest variance in terms of cost per square foot, although high quality residential properties also vary greatly region to region. Whilst labour and materials cost are a major factor, this may also be dependent on levels of finishes and millwork chosen by the individual client. Commercial developments in the Cayman Islands are noticeably higher as a comparable percentage to other construction costs. This is due to client-driven demand for greater hurricane protection following Hurricane Ivan in 2004, which has called for stricter building standards for such buildings and therefore increased construction cost. 18
Our findings demonstrate individual vagaries regarding specific building materials. For example, sand is found to be expensive in the BVI, while this is true of paint in the Turks and Caicos Islands. Such items would suggest that the suppliers of these items have little business competition so therefore do not have to be competitive in a market which would otherwise demand commercially priced materials. Raw materials such as aggregate and sand are a lot cheaper as a percentage in Jamaica against other building materials which points to the fact that these raw materials can be produced on island, whilst other finishing materials need to be imported. Equipment costs are generally more in line on a country by country basis than other construction elements. In countries such as the Turks and Caicos Islands or the Bahamas, construction costs can vary island to island, with more remote islands attracting higher costs due to transportation of labour, plant and material and accommodation for labour. Even where the country consists of a sole island, such as St. Lucia, costs can vary depending on geographic location, accessibility of the site and proximity to ports.

Natural disasters such as hurricanes or earthquakes can have an immediate effect on construction prices, even if the disaster did not occur in that particular jurisdiction, such as during the highly active hurricane season of 2005 where building materials such as plywood and roof finishing materials increased in
price and therefore directly affected neighbouring countries relying on the same supply chain. World economics also plays a leading role, for example the price of oil falling from $150 per barrel to $50 per barrel in a matter of months over the last two quarters of 2008. 2009 saw an overall reduction is construction costs, partly due to reduced commodity prices. Another main factor was due to the competition for work which forced contractors to take a more commercial approach in their pricing of bid documents. Reduced profit allowances and minimised Labour Day rates made contractors more likely to win work and therefore better positioned to keep a positive cash flow. As to 2010, we continue to monitor the situation as a whole. The BVI is focusing its efforts on building a heritage-based tourism product, so restoration projects such as the Coppermine on Virgin Gorda and the Callwood Distillery and the Lower Estates Sugar Works on Tortola are underway. Tourism has flourished in recent years in St Maarten, yet the Marriott and Hyatt hotel projects have stalled due to the economic condition. St Lucia’s construction industry has suffered in 2009 leaving many projects on the drawing board; however, the report sees a return
of confidence with a government holding high expectations. The same can be said for Barbados which is looking at a number of promising projects in the future, including the Four Seasons Development & Marina at St Peters Bay. Although the economic downturn has affected the public and private sectors in Trinidad, construction continues, perhaps due to the government’s Vision 2020 development plan which the report says allows for a steady flow of construction throughout. Curaçao suffered less than most due to the geographic diversity of its tourism product attracting visitors from South America and Europe and not relying so heavily on the US market. Two major hotel developments, namely the Renaissance Hotel and retail mall and cinema and the 350 room Hyatt Hotel, have supported the construction industry there. A Night to Remember

civil servants take the gloves off over sustainability
Candid, passionate—these aren't terms usually associated with civil servants, but that was the flavour of the recent seminar on Sustainable Development sponsored by the Ministry of Finance's Project Support Services Unit (PSSU). Moderated by Ms. Shaina Smith of the PSSU along with her co-moderator, Mr. Bennet Smith, the seminar was first addressed by Financial Secretary Mr. Neil Smith, who welcomed the group by outlining the financial perspectives of sustainable development, such as operating within budgetary confines and not straying from sound fiscal practices. The conference room at the Moorings was perhaps half-filled, and then largely with insiders from various ministries and departments. Of regular concerned members of the public there seemed few. Those in attendance were treated to several hours of intense discussion that, rather than being a seminar on sustainability became more a seminar on the unsustainability of the present way of doing business. The frustration of the speakers was palpable as they separately detailed the difficulties they experience in attempting to implement the mandate for sustainable development as laid down by government. A common theme was the lack of enforcement of building codes and environmental protections. The Conservation and Fisheries Department (CFD), the audience was told, cannot ticket
transgressors but must go to government and request court action. By the time such requests are received and acted upon, the offending action and its consequences are well in the past, defeating the very purpose of the effort. Shannon Gore, a last-minute addition to the roster of speakers, discussed a series of goals relating to the mission of the CFD. A prime task, she said, is to measure sustainable development without being greenwashed. It is important to achieve real and substantial results without succumbing to mere cosmetic decoration. Among the stated goals were a reduction of vulnerability to climate change, preservation of biodiversity, an emphasis on science and not just people's opinions, improved quality of life for the individual (“most restrooms in
regulation, but I have to say that here in the BVI, you desperately need regulation.” Citing the recent Peebles Hospital construction fiasco, Mr. Drysdale said “the health and safety practices on the hospital project would make you choke they were so bad.” He also made the point that if penalties were raised and enforced, the government would benefit financially. Avaline Potter of the architecture firm A.R. Potter and Associates made the point that the ultimate goal of government was the creation of a strong middle class. “Will our children's children be better off as a result of our actions?” she asked. She cited the indirect costs of development such as the importation of foreign labour to do the work that BV Islanders would not or could not do, including

Kevin Drysdale of construction firm BCQS was equally adamant concerning regulation. “I come from the UK,” he told the group, “where regulation has got out of hand. I came here opposed to most
the increased costs of education and health care, as well as the increased environmental impact. Greg Hodge of the BVI Contractors' Association brought some chuckles when he said, “Sustainability to a contractor means being able to work year-round.” He pointed out that contractors would welcome ticketing as a way of controlling standards.

One participant was particularly incensed at the unwise use of resources and referred to the proposed drag racing strip as an example of development completely out of step with the territory's declared mission.“A pristine environment and low crime are what the territory sells—does government treat these as priorities? People of European descent living here must be laughing their heads off at us,” he said. José de Castro, chief architect of the Public Works Department, lamented the antiquated ways the government conducts business. Because internal government practices require hard copies of correspondence to be ferried around by couriers and to be stamped and signed for at each stop, it can sometimes take two weeks for a piece of mail to get from one government department to another. “Email gets there immediately,” he pointed out. Questioning the wisdom of government's spending $25 million annually on diesel fuel to drive the electrical generators that power the territory's grid, Mr. de Castro noted the absurdity of restricting individuals' ability to provide their own energy via solar and wind generation. Ascribing the restrictions to a belief that electrical linesmen working for the BVI Electricity Department were somehow in danger from energy flowing through the grid from such sources, Mr. de Castro pointed out that linesmen in
virtually every other country in the developed world were able to operate in such conditions. Furthermore, Mr. de Castro said that by emphasizing up-front costs over lifetime costs of a project, bad decisions were being made. Citing the example of air conditioning units, Mr. de Castro said that simply comparing the purchase price of various units didn't adequately account for their varying energy usage and running and maintenance costs

Mr. Bertrand Lettsome, chief Conservation and Fisheries officer, attempted to put some context to the seminar by asking Ms. Smith of the PSSU, “Why are we having this seminar, what is it for?” Ms. Smith's reply seemed to be that the seminar was taking place for the very reasons that were emerging in the meeting—to see what the community had to say on the subject of sustainable development. Mr. Lettsome had earlier raised the issue of the wholesale cutting down of trees in Cane Garden Bay during a recent
waste of resources and money, Mr. Smith reminded Ms. Potter of a time when they both had separately been charged with constructing facilities in the same physical space. He was charged with building a heliport and Ms. Potter with building a sea-plane facility. Having surveyed the site and ordered materials, Mr. Smith arrived on-site to find Ms. Potter's team busy on their own project. “How could that happen?” he asked. In perhaps the one comment to properly address the heart of the evening's theme, Mr. Drysdale urged the group to consult a U.S. Government publication, The Field Guide for Sustainable Construction, which is available free of charge as a PDF file. “Google it,” he said. “It's all in there.” PG
