I live in paradise—Cane Garden Bay. I love it. I’ve never been happier in my life. And I don’t know why anyone would want to live anywhere else. Then I had a weekend away from my apartment which included an evening stargazing from the suspended, beachside bed at Villa Aquamare in Mahoe Bay, Virgin Gorda, a cookout by the picnic tables at Nanny Cay and a bonfire at the elusive Trunk Bay, Tortola. I realized the BVI contains slices of paradise in every locale. Five of our exclusive locales host the 2009 December Winemakers Dinners, including the elite Baraka Point in Nail Bay, Golden Pavilion above Little Bay, Giorgio's in Virgin Gorda, Pirates Bight on Norman Island and Frenchmans Lookout in Frenchmans Cay. When we visited our cover feature, Moonlit Sea in Nail Bay, I found a paradise to strive for. The understated home welcomed us with rambling garden paths, pineapple plants and vistas that would be impossible to ever take for granted. in spite of the vagaries of the world economic climate, residential property investment remains a sound alternative investment option for long-term investors.The british virgin islands with its majestic ocean-view scenery, serene tropical climate, pristine beaches and luxury properties is an attractive option in this regard. Additionally, with a large expatriate population, vacationers and individuals interested in acquiring vacation properties will often be given to acquiring land in the bvi. However, separate from special requirements for expatriates, non-belongers and non-residents, such as the need to first obtain a Non-belongers Land Holding License (NBLHL) in order to acquire property in the BVI, immigration issues are also a foremost consideration of potential property investors. What special immigration privileges, if any, are accorded to non-resident property owners? What is the maximum duration of time for which entry may be granted to non-resident landholders? For individual property owners, residents employed in the BVI, what would be their immigration status should their work permit expire or is terminated? Under existing laws, visitors to the BVI are normally granted entry to the territory for a period of up to one month by an immigration officer at any designated port of entry. Permission to land is subject to the conditions of the Immigration and Passport Ordinance which requires that any individual seeking permission to land must provide evidence of adequate financial means of support, possession of a return ticket and evidence of prearranged accommodations. When i first joined Property Guide, our office was, at the very least, a little outdated. My workspace consisted of a few feet of Nick’s side desk against a nubby cubicle divider and tucked below overhead storage, upon which i often bumped my head. Daylight barely infiltrated through the stained aluminium blinds. i lobbied to telecommute. but since we expanded and revamped our offices, i look forward to spending my day in the clean, spacious, sunny spot we now call home. our old space has been converted into a two-room suite with a separate conference room and a waiting area outfitted by Arawak interiors. i look at the red and light grey paint and pleasantly recall the time i spent on a ladder with a paintbrush in my hand and headphones in my ears. Around the same time that aLookingGlass remodelled, our landlords, JOMA (Properties) Ltd, decided to refurbish the entire building which is located on the western outskirts of Road Town at Road Reef. The building, which currently houses a number of offices and retail businesses, was repartitioned to create eight new rental units, and the facade and exterior of the property were updated to create a crisp, modern look. They’ve repainted, added a brick walkway in front of the building and redesigned the storefronts so customers now have access to shops directly from the Sir Francis Drake Highway side of the property.The changes have made the property more attractive and also more 12

housed, in addition to the Fireproof building, a small, two storey office and retail complex constructed of timber and block, most of which was constructed in the early 1970s and which, in the view of the Company’s directors, no longer represented the optimum use of the lot, both in terms of functionality and utilization of space. We discuss Christiansted, St Croix, and the historic preservation guidelines they have in place. “A distinction may, perhaps, be drawn between Christiansted and Road Town in the sense that Christiansted may have started out with a higher concentration of buildings of significant historic interest, but, nonetheless, one’s capital should represent one’s country, and we should, therefore, all care what it looks like.Though you don’t want to discourage people from developing because you impose standards that that are arbitrary, that are arbitrarily enforced or are so cost prohibitive that you prevent people from participating in the country’s development.That’s the balance.You don’t want to prohibit or restrict people in that way, but you still want your capital to have a certain image.” But she doesn’t believe in preservation just for the sake of preservation. She explains: “There are pictures when the main thoroughfare in Road Town was a dirt road. But the charm of the dirt road is lost on the people who live here when they compare it to the benefits of improved infrastructure,” Ms. O’Neal adds. At the same time, she names the Coldwell Banker office as an example of an older building that was converted into modern offices. “Over time, that sort of activity does help and revitalize certain areas of town.” I ask if she believes JOMA is improving Road Town. “I think that we are playing a role,” she says. Another JOMA project that has been rejuvenated is the O’Neal Building. “As we’ve renovated the O’Neal building, the refurbishment of the Commercial
Court building is starting to be completed,” Ms. O’Neal tells me. “The two combined have made a big, visible difference to just that little corner of town. It’s coincidental that it happened at the same time, but it shows how much renovating an old building can dramatically change the appearance and feel of its surroundings.” Similarly, they have recently rejuvenated a portion of their property at Lower Estate by constructing a single-level retail complex, complete with landscaped grounds, in an area that was formerly used as an office and work yard for a local construction company. According to Ms. O’Neal, JOMA plans as far as possible to continue to improve its existing properties while pursuing future development opportunities. Future plans include the renovation of the Fireproof building and improvements to the company’s commercial development at Port Purcell. I know the appearance and feel of my surroundings at work have greatly improved both when I first arrive and see the fresh coat of paint and new signs on the building and when I step onto the brick pathway to National Education Services, Arawak Interiors or Tortola Express.Tamra Caul, manager of Tortola Express, also praises the changes and is pleased that her customers have better access to claim their packages, due to the parking lot on the side of the building near Tortola Express’s back door. “We also have better visibility,”Tamra says, “because before we were tucked back in the hallway, and now you can see our flags blowing from the road.” PG

The December 2009 Winemakers Dinners LoCATioNS The 2009 Winemakers Dinners take place at historical and hip haunts where both innovative and traditional wines are paired with meals prepared by celebrity chefs. The first night of the Dinners, a VIP Reception, takes place at Pirates bight on Norman Island, allegedly the inspiration for Robert Louis Stevenson’s Treasure Island. In fact, two confirmed treasures have been found on Norman—one in the late 1700s and another in the early1900s. Some say there’s treasure yet on its 2 ½-miles, but guests should leave shovels at home. If Virgin Gorda is the jewel of the BVI, then baraka Point, where the second night of festivitieswill be held, is the jewel of Virgin Gorda. The exclusive, intimate villa at Nail Bay, boasts “barefoot luxury,” encouraging guests to dip their toes in Baraka’s pebble-clad pool or gambol about the sole-soothing lawn. WiNEMAkErS Larry Stone is an international wine superstar. The first American to win the Best Sommelier in the World title in Paris, Stone now serves as the general manager of Rubicon Estates where he and owner Francis Ford Coppola, along with winemaker Scott McLoed, intend to maintain the prestige earned by their vineyard, formerly Inglenook, which has been producing awardwinning wines since 1871. Andrés belinksy of Cheval des Andes presents his unique wine that is produced jointly by two different wineries: Chateau Cheval Blanc in France and Terrazas De Los Andes in Argentina. According to wine.com, “this wine is a groundbreaking blend of legendary Bordeaux ‘First Growth’ winemaking expertise with the very best terroir in Argentina.” Winemaker Gerhard Grans represents Weingut Grans-Fassian, founded in 1624 in the Mosel region of Germany. Gault Millau WeinGuide says of the winemaker, “Gerhard Grans produces Riesling wines with piquant acidity and an elegant, polished finish.” Proprietor Anselmo Guerrieri Gonzaga brings Tenuta San Leonardo’s wines to the tables. The winery, established in 1784 in Trentino, Italy, “has won more awards than it can keep track of,” according to Cellar Tours including having one of its wines rated #12 in the world in 2007 by Wine Spectator. His vision in Table One is to create spontaneous menus using his guests’ preferences as his inspiration. Pastry chef heidi benyair of Biras Creek Resort on Virgin Gorda creates desserts full of sophisticated whimsy. Heidi’s word-class training included time working at Gordon Ramsay at Claridges in London. Examples from her menu: Asian coconut cupcakes with lemon curd filling and a chocolate peanut butter terrine. Heidi will be joined by other local BVI chefs for the dessert course at all the dinners. Former Top Chef contestant otto borsich is known for his caritas. His proposed event, Feed Every American Starting Today (FEAST), would take place on the White House lawn on World Food Day and feature a chef from every state who would create local dishes for those in need. Former sous-chef to Mario batali on Iron Chef America, and now host of the Food Network program Secrets of a Restaurant Chef, Chef Anne burrell learned her “creative-authentic” Italian style from working and teaching in Italy and New York. Chef Taekyung Chung is author of The Korean Table, the Bible of Korean cooking, which Publisher’s Weekly calls “a welcome and undaunting introduction into Korean cuisine.”

Nail Bay in Virgin Gorda is more than just a 148-acre luxury resort. There we stop. And breathe. And almost melt into the rocking chairs. I know there’s more to see, but why? This is island living defined. This breeze. This blue. Ripples on the water fashion a gauzy veil over the multicolored reef. White clouds form cartoon shapes then fade back into the celluloid sky. Owen snaps me out of it, and the owners ask if we want to take the short walk to Mountain Trunk Bay, one of Virgin Gorda’s most secluded beaches. I bounce down the stone and pebble path, look

out across the sea and pause again. Before me, the Dog Islands speckle the Atlantic, framed by fuchsia bougainvillea flowers and yellow trumpets. The garden path rambles down the hill, weaving between banana palms, cacti, flowering shrubs, granite boulders and pineapple plants. Clearly a labour of love, the garden has taken Jeff, the owner, thirteen years to construct, and he still considers it a work in progress. But I can tell he’s proud of it and the 21 pineapple fruit it bore last season. Owen looks up at the house from the landscaped garden. “How much are you selling for again?” he asks, wanting to make sure he heard correctly the first time. They also mention that there is space below the house for a guest apartment, and I can picture a waterfall-type pool cascading down the hillside,

complimenting the garden. But then again, who needs a pool with the sea so near? After spending too much time wandering around the paths, we have to skip the beach, but we’re told there are three within walking distance: Mountain Trunk Bay, Nail Bay and Long Bay. Back up at the house, I browse the rooms and fall in love with their light-filled, elegant, understated simplicity. The house has everything a BVI resident could possibly need—a comfortable master bedroom with deck access and a large, bright master bathroom; an uncluttered, open lounge and dining area; a full kitchen with all the necessary appliances; a guest room with en suite, full bathroom; and a full, spare bathroom with bathtub. Even though the house is a part of the Nail Bay Resort, it
bathroom with shower is accessible from the main level. The kitchen includes all new crisp, white appliances, plenty of counter space and cabinet space, and a breakfast bar. The glass-topped white wicker dining table comfortably seats six. The dining area also has a desk and two large, mirrored cupboards. Just below the dining area, the sunken living room has sliding glass doors that open to a multi-level patio balcony which features treated aluminum lounge chairs and an outdoor dining area. This unit can be sold separately for $395K or along with the other two units for $650K. The other two units have the same view of the Atlantic but with more intimate balconies. Blue View, the smaller of the two, contains a closet kitchenette and king-sized

beyond the lawn, the ocean, islands and rocky outcroppings that make up the British Virgin Islands is completely secluded and private but still benefits from all the services Nail Bay has to offer. Based on the name, Moonlit Sea, I can only imagine the view at night. I consider camping out on the hammock chair until the sun sets, for the sake of the article, but we have a busy day on Virgin Gorda. I can see Owen going over figures in his head and playing back his conversation with Pam Romney about buying versus renting. We discuss the idea of moving our offices over to VG as we head out the door. While Moonlit Sea feels like a home, the townhouse units in the Island Time Village building feel more like fun, ladiback, holiday rentals. The three separate, air-conditioned apartments are situated in the hub of Nail Bay activity, overlooking the tennis court and Nail Bay’s acclaimed Sugarcane restaurant, but they still have the serene view of the Atlantic beyond the tree line. The open-plan style allows the best views from every room.The main unit, called Small Graces, boasts a master bedroom with a raised, king-sized bed that overlooks the view beyond the tennis courts: the deep, blue Atlantic. A Jacuzzi in the master bathroom presents the perfect place to relax. Another smaller
bed. The balcony has an outdoor seating area and a built in bench seat as well as a gas grill. Like its neighbor, the bathroom also has a corner whirlpool tub. The last suite, Sail Watch, has a full corner kitchen with a breakfast bar, a sitting area, cathedral ceilings, built-in bookshelves and a king-sized bed in addition to a balcony and bathroom with tub. Like its two neighbours, Sail Watch is floored in Italian tiles both indoors and out. Blue View and Sail Watch can be purchased together as one property for $295K. On our visit to Nail Bay, we were impressed with the sampling of properties the resort has for sale, and we look forward to seeing how the resort expands in the future. PG

Updating a Pool’s Look and Efficiency by Traci O'Dea
When I was growing up, my friends and I all had swimming pools, and we thought each one was unique. Margie’s rectangular, turquoise pool had a vinyl liner, so you never got a nubbybottomed bathing suit from sitting on the steps. April’s aquamarine, oval pool was landscaped with pebbles all around, and her Chesapeake Bay Retriever,Tara, would jump in to "save" us whenever we dove in.
My pool was powder blue and kidney-shaped with a rounded brick edge that matched the brick of our house. Looking back, i realize how they were all basically the same: blue pools with steps down into the shallow end then a slope to the deep end with the diving board and a ladder to get out—the standard pool style that has been around since our parents’ generation. Today’s pools couldn’t be more varied. In the last ten years, since Poolworks has been in business in the BVI, Erick Oeseburg has seen unprecedented changes. “The old blue and white doesn’t cut it anymore,” he says. “The colours have become a lot more natural.” They’re less likely to be spotted from an airplane, looking less like rectangular blue scars in green landscapes and more like a part of the scenery. In the current economic situation, when some homeowners are hesitant to upgrade into bigger homes, they’re improving their current homes instead. An easy way to increase property value is updating the pool. “There are many facets to upgrading a pool,” Erick says, “but what people want most are beautiful pictures.” The most popular visible upgrade, and also one of the newer developments in pool shaping, is

changing a regular pool into a vanishing edge pool. This instantly makes the pool seem more connected to its surroundings. Unlike the pools of my childhood, pools today are for adults as well as kids. They serve as literal watering holes where families and friends relax, socialize and cool off. Due to this change, the shape of pools has changed. “We believe very much in centre-deep pools,” says Erick, “where the perimeter of the pool is comfortable enough to stand or even has a bench to sit.” Before starting a pool renovation, Erick attempts to determine the ultimate goal of the project. He talks to the family and whoever else may be involved—architect, landscape designer, interior decorator, builder—to make sure everyone is on the same page. “If someone walks into your backyard and says, ‘What beautiful tile,’ then something is wrong if that’s the only thing they can say. What they should say is, ‘What a beautiful backyard.’ ” Another reason to update a pool is for improved energy efficiency and less maintenance. “Upgrading equipment is very important to make pools more maintenance-friendly. We want it to be a pleasure to own a pool, not a nightmare,” Erick comments. He asserts that Poolworks can take a pool that
costs $2000/year to run and easily turn it into a pool that costs $500/year to run. When Erick does pool renovations, he often finds a pump that is much too large for the pool. “If you look at plumbing schedule and appropriate line velocities of water through a pipe, most pools are plumbed with a one and a half inch pipe which can only take 65 gallons per minute of water. Any ½ horsepower pump can produce that, and most people have 1 ½ or 2 horsepower pumps. That’s a waste.” Another popular way to save money and energy is the use of a salt chlorine generation system which converts salt, NaCl, to hypochlorous acid, HOCl, and sodium hypochlorite, NaClO, the agents typically used to sanitize pools. Pool owners don’t have to buy chlorine, which is vast expense on the island due to importation and shipping costs. It also keeps the pool at a more even level. “The more spikes you have in your chlorine levels, the dirtier your filter gets,” Erick says. “We have pools we only have to backwash or clean the filters once a year. That’s a big difference for clients who used to have to do it every week.” Of course there’s an initial investment for these improvements, but as Erick says, “You either pay for it now or pay for it later, and paying for it later is always more expensive.” PG

The fully furnished living area expands the length of the house, and four sets of sliding glass doors let in the cool air and the green and blue vistas. The sturdy furniture is made from solid refurbished teak in contemporary shapes. Beyond the living room are the spacious dining room and kitchen with tile floors and ample counter and cabinet space. The kitchen has a separate door that leads to the parking pad, and the dining room has double doors that lead to the wraparound balcony and patio, giving both rooms the breezy feel that pervades the house.

Through a small hallway are the master bedroom and master bathroom. Both have cathedral ceilings and ceramic tile floors. Dark woods atop the vanity, framing the mirror and composing the cabinets contrast to the celedon coloured tiles. The roomy shower presents the perfect place to shake off sleep and start the day. While downstairs is open, breezy and accessible with dramatic panoramas at every turn, the upstairs rooms are funky, bright and personalized with unexpected features in each room. The upstairs rooms—a second bedroom, bathroom and third bedroom loft—are connected by a ventilated corridor. The cathedral-ceilinged second bedroom connects to one of the house’s best features—a covered sun porch, an ideal spot for cocktail hour with friends, candlelight dining or afternoon lounging. Once again, the view from MacNamara Hill does not disappoint. Past the upstairs full bath is the third bedroom loft and office space. Even without the additional deck, the patio offers plenty of room for a potential hot tub or plunge pool beside the patio. In addition to the views, breezes and funky surprises, Lizard’s Leap also possesses many practical amenities. The house has full hurricane protection as well as solar panels that provide 12-volt battery power for lighting, water pumps and hot water during outages. Three freshwater cisterns supply water for drinking and showers while a fourth greywater cistern provides water for toilets and outdoor use. We compare our market to some of the exclusive areas in the US such as the Hamptons, where prices hold quite well. Most island populations are growing, so property is in demand. Our island is serviced by direct air flights from 10 or so countries on 3 continents. Outside of PR, we are the largest Caribbean hub. We have a diverse client base. Our economy is only tourism, but it is very diversified.This diversity has insulated us and given some stability. In addition, we have the French side – St Martin – that uses the Euro, so with two of the world’s largest currencies, we are protected as one offsets the other.
Susan Thompson, Bermuda Consumers continue to purchase real estate in Bermuda, but at perhaps a slower pace as there are more choices. Prices have come down in various sectors of the market which is encouraging for those looking to own a piece of the rock. Overpricing your property is not an option if you wish to sell in this market as buyers are well educated, banks are being conservative with appraisals, and there is lots of competition for most properties. However, ultimately, everything will sell at the correct price.

Followers of BVI real estate will have noticed that the number of properties listed for sale this year has certainly risen. Hardly surprising, given the pickle the world economy has gotten itself into. But they’ll also have noticed that on the whole, asking prices have not dropped. Locally, the number of transactions is down, but nobody is giving anything away, and prices are therefore holding. In the expat or “Non-Belonger” market, the same is true. Perhaps the nature of the overseas buyer in the BVI has something to do with that. Most of our clients tend to be reasonably successful, middle-aged folks, who enjoy the peaceful, calm way of life here. Let’s not call them dull, but generally they aren’t the nightclub-hopping, casino-loving, risk takers that are found purchasing property on South Beach or in Nassau, Bahamas. So, being somewhat more conservative, perhaps they haven’t lost their shirts in the downturn and therefore don’t have to give anything away at a knockdown price. Just a thought.
Jeyan Stoutt, St Thomas People buy and sell real estate for a number of reasons and some of those will never go away, no matter what the state of the economy. Changes in people’s lives still happen, and some must buy and sell. A couple who perhaps bought down here in their mid-fifties now have more grandchildren back home than they ever imagined.The kids can’t afford to visit, and Grandma is longing to spend more time with them. So they put the VI house up for sale. Overall though, the volume of transactions is probably down 40 to 45% on two years ago, yet sales prices have actually remained pretty stable for land and villas. We are definitely seeing signs that the worst is over. JC Calhoun, Cayman Islands Supply is up – but not as much as we had feared which demonstrates the financial strength of those who invest here and also indicates a growing reluctance for people to liquidate their offshore nest egg. Prices have continued to come down, but on average not anywhere near as radically as our neighbors up north.Those who need to sell and have been properly advised on pricing aggressively– their properties are selling. If Obama gets much of his socialist agenda passed in the US, we expect to see many more American purchasers which will improve our foreign market. Locally, we expect

List prices were holding up but the number of transactions was way down and actual accepted offers, not that there were many, were far lower than list in certain cases. People who have been sitting on the sidelines waiting for their homes to sell in the US are finally coming out of the shadows, checkbook in hand. Gina harrison, Jamaica Lower valued properties continue to sell and hold their value, particularly apartments and land. Higher end properties that are competitively priced are taking a longer time to sell while buyers are waiting for a ‘fire sale’ that so far has not emerged. All is not gloomy! For September we have had, by far, the best month for new business for the entire year. This may be due to the Government of Jamaica’s further cut in Transfer Tax and Stamp Duty in order to stimulate the real estate market. The boss, Turks & Caicos Um…he didn’t answer the phone. We can only assume he has decided to take that two-year cruise around the Caribbean he’d always dreamt of. He might as well, given their current political climate! PG
