When people think of mirrors, they usually think of a looking-glass, but a mirror is any surface that reflects. In fact, the first artificial mirrors, according to Mark Pendergrast’s Mirror Mirror: A History of the Human Love Affair with Reflection, were not glass but polished pieces of obsidian, discovered by archaeologists in Çatal Hüyük, modern-day Turkey, dating from approximately 6200 BCE. The next mirrors were fabricated from highly polished disks of metal, such as copper, tin, bronze, silver or even gold. Modern plate glass mirrors, popularized in 16thcentury Venice, consist of a piece of glass coated with a thin layer of liquid metal. Venetian glassmakers used a mixture of tin and mercury, but due to its toxic properties, mercury has been replaced by liquid silver or aluminium. The DIY instructions on how to make a

modern looking-glass read like one of Harry Potter’s Potions textbooks: “...drop ammonia into [the silver nitrate]...at first it will turn dark; keep dropping until it becomes clear again...If it does not clear, stir the solution slowly with your left hand and continue dropping the ammonia, one drop at a time, until it does clear...” (www. make-stuff.com/formulas/mirrors.html). Though humans have adored looking at themselves in mirrors for millennia, children don’t recognize themselves in mirrors until around 18-months old. The only other creatures that pass the “mirror test,” according to Wikipedia, are the great apes, bottlenose dolphins, Orcas, Asian elephants and European magpies. Other animals believe they see an enemy or friend in the glass but not themselves. One of the best uses of a mirror is to reflect the outdoors. With the stunning seascapes and landscapes of the BVI, this is a perfect way to employ mirrors here. For example, a friend has a gorgeous view of

Cane Garden Bay through the window above her bed. So, if she’s lying on the bed and wants to see the view, she has to turn around and peek over the headboard. A properly positioned mirror on the opposite wall would show the view no matter which way she faced. Mirrors can also transport light to a dim room. Or a dim town. The November 12, 2006 edition of The Sunday Times reported on Viganella, a tiny, mountainshadowed valley town in the Italian Alps that uses a heliostatic mirror to reflect sun into their town square. Before utilizing the mirror, the town experienced a complete absence of sunlight for 83 days of the year. If a mirror can light up a town square, a strategically placed reflector can certainly brighten some of the darker corners in your home. Arawak Interiors’ selection of mirrors does not disappoint. Some are framed in reclaimed teak, in both contemporary styles and classic Balineseinspired designs. Stepping in front of a full-length cheval mirror and seeing oneself framed by the ancient Balinese carvings, the idea of passing through into a world on the other side seems plausible. Several other mirror frames appear to be painted

with contemporary abstract designs—circles, swirls and rings, but Arawak’s Roy Keegan mentions that the designs are, in fact, laminates made from crosssections of bamboo shoots, seashells, coconuts or cinnamon sticks set in resin. The cinnamon ones even give off the faint, comforting scent of French toast. He acquires the mirrors in Bali, along with most of his inventory. The craftspeople utilize the laminates not only for mirror frames but also for lamps, tissue boxes, coasters, placemats, trivets, salt cellars and planters in resin colours such as red, black, brown or pink, all available at Arawak Interiors. Mirrors are used in cameras, magic tricks, sculpture, televisions, funhouses and security systems. But their most common use is as a looking-glass, inspiring poems, fairytales, myths, comic books and films. PG

We can learn a lot from others’ experiences during hurricanes. In particular professionals who are there at the scene and can give us the beneďŹ t of knowledge and hindsight, hopefully for prevention rather than comparison. In September 2009, the Turks and Caicos Islands was hit by a hurricane after a long absence. Actually, to be more precise, they had a tropical storm, a Category 1 hurricane and a Category 4 hurricane in one week. There had long been a belief on the islands that the Turks and Caicos never get hit by hurricanes because they are protected from the south by the Dominican Republic, so they are therefore safe. This belief was held by a lot of the long-term ex-pats who had not seen a storm on the islands for their duration there or had only seen

the passing winds from distant storms. One enlightened gentleman even went so far as to tell me that islands with internal salt ponds did not get hit by hurricanes because of the water in the island. Hmmmm... The tropical storm that hit the Turks and Caicos Islands actually stopped a lot of people from getting injured during the following hurricanes, as it woke people to the fact that hurricanes could hit the islands and, as a result, everyone was much better prepared for Hurricane Ike. A series of visits after the storms to Grand Turk and Salt Cay, which are the

two islands that got the worst of it, revealed plenty of roofs off buildings and debris everywhere. There were cases where the whole roof had blown off buildings, and a closer inspection revealed that this occurred to roofs without strapping and roofs where hurricane clips had been used. I had also noted on the Grand Turk visit that in some cases the strapping had also failed in tension. I did not, however, notice any damage to buildings where the rafters had been built into the roof ring beams. To understand the need for roof strapping, the forces involved need to be understood.

As any wind passes over a roof, a force is developed perpendicular to the line of the rafters on the roof. This is much in the same way as lift is developed in an aircraft wing. To resist the uplift forces, the roof must be strapped down to a weight that exceeds the uplift of the wind. Obviously the higher the wind speed the higher the uplift forces, and the stronger the strapping needs to be to hold down the roof. Engineers, therefore, try to provide a continuous load path between the roof and the foundations. It is no good strapping a rafter to a timber beam at eaves

level if that beam isn’t also strapped down. Block wall and concrete construction provides a good, safe way to build a house as it is intrinsically heavy (and thus resists uplift) and also provides good lateral resistance. We had noted that after the storms, the only walls that had blown over during the hurricanes were the walls that had not been completed and had not been capped by a beam (to tie the wall together). The construction process normally involves the design stage and the construction stage. When

you decide that you do want to build a house, it is normal to have an architect and engineer employed to translate your wishes into a practical property. The engineer’s responsibility in this process is to give the details for the materials and the strength of the structural items. They will tell your contractor the amount of steel required in a slab and the size of the beams and columns. As an engineer, I am always trying to impress on people the need not only for good design work but also that as an industry we are responsible to build for durability. This is fundamentally true when strapping down a roof. Galvanized hurricane straps may be strong enough on day one of their use but are extremely likely to corrode, especially when exposed, and the corrosion of the straps inevitably leads to a loss of strength and subsequent failure of the strap. Strapping and their fixings should also be of the same composition. If two differing materials are placed together, then bi-metallic corrosion can occur. It is important that nothing is introduced into the building at the design or construction stage that can be deleterious to the construction. An example of this is construction using beach sand in concrete. Examples of this can be seen around the islands when


you see the cracking in the concrete and the exposed (and corroded) reinforcement visible. Iron oxide (rust) occupies about seven times the volume of the steel that it replaces, and the expansive forces associated with the corrosion cause localized tensile forces in the concrete resulting in cracking in the concrete and then further exposure of the steel and an accelerated degradation process. Once the design is done, and the approvals have been obtained, you need to have a contractor that you can work with. It then normally falls on the engineer to ensure that the design requirements given via the drawings and specifications are met on site. This process should be undertaken with sufficient checks to ensure that the materials are strong enough to take the loads expected during the life of the building. Concrete is available in various strengths, and it is important that the concrete specified on a project is not only strong enough for the use but also provides the necessary protection for the embedded reinforcement. Concrete is very strong in compression but comparatively weak in tension. As a result in areas of a slab, beam or structure where direct tension, or tension due to bending, occurs then the engineer will design reinforcing steel (which is strong in tension) to control the forces that develop. The concrete (which is naturally alkaline) also helps to protect the steel from the aggressive atmosphere on the islands. The result is what is referred to as the cover of the reinforcement. The (usually) inert concrete is placed between the reinforcement and the atmosphere, and provides an inert barrier to prevent the corrosion occurring to the steel. PG

Kibanda

Kibanda translates to “small hut” in Swahili—think cabaña in Spanish or cabanon in French, cabin in English. But Kibanda, in Belmont, is not a small hut or cabin. And though it’s set amid the trees, it would never be called a tree house. It’s more like a tree palace.

In 1962, the original owners of Kibanda were the first to build in Belmont, and they had the pick of any lot.They chose to build 55 metres above sea level on the .88 acre knoll on which Kibanda is now perched. For good reason. Not only for the 180-degree panoramic vistas encompassing eleven islands but also the fact that the property is situated near two of the best beaches on the island: the mile-long Long Bay beach is a five-minute walk away, and Smugglers Cove is less than a five-minute drive. Though originally built in the sixties, Kibanda was completely renovated in 2000. The double front doors open to a small landing two steps above the great room. Great is an understatement. Royal BVI Yacht Club Gets a New Chef and a New Menu

The aLookingGlass staff walked over to the Royal British Virgin Islands Yacht Club on a sunny Wednesday afternoon to sample some old favourites and some new additions from Chef Crystal O’Neal’s updated menu.

Meatloaf, mashed potatoes and garden veggies make for a filling lunch

When we arrive, the club is abuzz with activity—young sailors and instructors from the youth sailing camp pad barefoot on the deck while inside the restaurant a meeting of the Marine Society hosts the movers and shakers in the yachting community. Flapping burgees overhead add to the festive feel of the restaurant. The new menu has a few healthier options. Salads— Caribbean bean salad, Caesar or Club Med—can be topped with chicken, shrimp, steak or tuna. Also, there are more vegetarian choices including a Portobello, roasted red pepper and eggplant sandwich and veggie burgers. For those not so keen on healthy dining, popular lunchtime dishes like honey stung chicken and burgers and fries still grace the menu. We order the “Homemade Crab Cake Minis” ($9 for members, $10 for non-members) as an appetizer for the table, and when they come out, we’re surprised that they are not mini at all. Instead, two adequately sized crab cakes arrive with a side of tartar sauce and a fresh, crisp side salad—romaine lettuce, red peppers, carrots and Vidalia onions— dressed in a sweet mango dressing. The dish would qualify as a meal instead of the appetizer we thought we’d ordered. aLookingGlass designer Nick Cunha and director Colin Rathbun both choose the homemade meatloaf ($11/$12) from the specials menu. Three thick slices of meatloaf topped in onion gravy are served with a side of creamy mashed potatoes and a heap of roasted garden vegetables: zucchini, squash, carrots and cauliflower. Nick proclaims, “It’s better than my mom’s," after he washes down a bite with an icy cold Arnold Palmer—half lemonade and half iced tea.

I decide to try the Portobello, roasted red pepper and eggplant sandwich ($10/$11). The bursting sandwich sits atop a bed of yacht club fries—perfectly seasoned, golden chips that are crunchy on the outside and chewy on the inside. I usually don’t love eggplant, but the grilled eggplant on this sandwich has been marinated in a balsamic dressing, making it tender and flavourful, and the dressing has soaked into the baguette. Yum. Owen Waters, aLookingGlass editorial manager and promotional salesperson, and Maya Barbir, the accountant for Tortola Express, dig in to the generous helping of chicken curry ($12/$14). They pronounce it sweet, not spicy. “It’s a West Indian style curry,” Maya says. Between sips of pink lemonade, Owen adds that it has a coconutty flavour. Beside the curry is a bit of chutney sauce along with sides of roasted vegetables and rice. “They have the best rice here,” Owen says. A homemade, hand-patted hamburger ($10/$11) inside a Kaiser roll is served to aLookingGlass secretarial accountant Françoise Frank. The ground beef is mixed with onions, parmesan cheese, rosemary, dill and other herbs and seasonings. The burger is available topped with lettuce, tomato and onion and comes with a pile of fries or a side salad. Bacon or cheese can be added for $1 each. “I’m satisfied and full,” Colin says, looking down at his clean plate and patting his stomach. “It was a hearty meal at a reasonable price. And really close to work.” The Royal British Virgin Islands Yacht Club is located in Road Town in Road Reef Marina, just before Prospect Reef. With a high concentration of expatriate residents, as well as potential overseas buyers seeking to acquire luxury homes and investors in search of next big opportunity in the property market, the British Virgin Islands, represents the ideal environment for property buyers to capture a bit of paradise by owning a piece of land. However, nonnationals seeking to acquire property in the BVI confront special requirements in order to do so. It is a prerequisite that Non-Belongers and Non-Belonger Companies receive a NonBelonger Land Holding Licence (NBLHL), in order to own land in the British Virgin Islands. What are the requirements for obtaining a Non-Belonger Land Holding Licence? What are the processes and steps involved? This article seeks to outline the requirements, procedures and steps involved in obtaining a Non-Belonger Land Holding Licence. Who is a Non-Belonger? The Non-Belongers Land Holding Regulation Act (the Act) defines a Non-Belonger by reference to persons excluded from the category of persons defined as a Belonger under section 2(2) of the Virgin Islands Constitution and section 3 of the Immigration and Passport Ordinance (Cap. 130). Belongers include, inter alia, anyone born within or outside the BVI of a mother or father born within the BVI or a naturalized person. Similarly, a Non-Belonger Company is defined as any company incorporated outside the BVI or any

Applying for a Non-Belonger Land Holding Licence A buyer, having identified a parcel of land that he or she is desirous of purchasing, and having determined the need to obtain a Licence, must now consider

company incorporated in the BVI in which any one of the directors is a Non-Belonger or where anyone of its shareholders, being a Non-Belonger, holds more than one-third of its shares. Section 6 of the Act sets out the criteria used to determine companies under the control of Non-Belongers and thus requiring a Licence to hold land. Any individual other than a person falling within the ambit of section 2(2) of the Constitution or section 3 of the Immigration and Passport Ordinance is categorized as a Non-Belonger and would therefore be required to obtain a Licence in order to hold land in the BVI. Conversely, a Non-Belonger Company would be any company which meets any of one of the conditions prescribed by section 6 of the Non-Belongers Land Holding Regulation Act.

the process involved in obtaining a Licence, the prerequisites and the procedures involved. Firstly, individuals who intend to apply for a Licence, having identified the property, must enter into an agreement for sale with the land owner. It should be noted however, that the property must be advertised for four (4) consecutive weeks in a local newspaper. This is required in order to give Belongers ample notice of the sale of the property and a first opportunity to negotiate a purchase. Proof of advertisement is required as part of the application process and the onus is on the seller of the property to provide such. Additionally, applicants must submit a completed application form together with the following supporting documents: • Two personal references, for each individual or each shareholder and director. Currently in the BVI, there are more vacant houses and rental properties than there are buyers and occupants. This should make for a competitive market in which the buyer or renter gets a good deal. Unfortunately, this isn’t always the case. Both sellers and landlords in the BVI have been hesitant to lower their asking prices, causing their properties to remain unsold or unoccupied and often costing the owners much more in the long run. “If you look in the newspaper, there are tons of houses on the market for rent,” Maritha Keil, managing director of Caribbean Realty, says. “Landlords are only now realizing that this market is forcing them to become more competitive.” Many of the houses are sitting vacant for months and months, causing them to lose a great deal of money in the long term. For example, if a house is advertised for $2500/ month in January and sits vacant for five months, then the landlord receives no income whatsoever for five months. Let’s say the landlord eventually rents it in May for the desired price, after the proper calculations, he will only make $17,500 that year. If the landlord had lowered the rent to $2,000 and rented the house immediately in January, then the amount of rent received for that year would have been $24,000. As the economy improves and jobs are more secure, then landlords can raise the rent along with the island or world trend. “Currently there is a lot of inventory, and some

This may mean leaving the price as it is and being patient for more buyers to materialize. It is not merely a matter of dropping the price, but setting the price correctly in the first place to keep things competitive. Establishing a realistic competitive price may still not be enough to guarantee either occupancy or a contract for sale. In this economy, owners also need to ensure their properties are well maintained and occupant ready. “Landlords who keep their property in good condition have the best chances of renting at the moment,” property manager Caspar Luiken says. “A proactive landlord will tend to keep his property

occupied,” Maritha adds. She also recommends that sellers consult professional interior designers or get their real estate agent's advice on what would help to rent or sell their houses. “Some houses need to be redecorated or upgraded in order to market them, so a makeover is sometimes advisable. There are interior decorators on island that are hurting for work, so this would be a good way to get affordable help and improve the sellability of the home.” Caribbean Realty is also often called upon to give such advice. This isn’t to say that fair deals on updated properties don’t exist in the BVI. They do. But often they go fast. Hopefully, more and more will emerge as owners acknowledge that they will benefit by re-evaluating their prices instead of continuing to pay

mortgages on unoccupied rental properties. Those waiting for their houses to sell may just have to be patient until the international economy recovers while being prepared to lower their prices if the world economy continues to decline. It has been said that Tortola is usually slow to feel the effect of the world economy and also slow to respond. This is to our advantage if there is a quick turnaround, but we will need to stay abreast of current trends both abroad and at home. PG
