Experience has shown that in fighting a vessel fire by shore side or off-vessel firefighters, one of the most valuable assets is information. Much of this information is found here in this plan. This vessel’s fire pre-plan also contains much of the information the Incident Commander (IC) needs to fight a fire on this vessel, such as general layout and dimensions, fire-fighting systems, and other systems that have a direct impact on fire-fighting. It is also ideal for fire-fighters to use as a guide when taking pre-fire tours of this vessel, since it contains the location of most of the items they will be looking for, and it also allows them to become familiar with this vessel’s fire control plans. This plan takes this one step further than the typical large sheet format graphical plan as it contains usable graphical plans as well as general and specific precautions, fire attack and defence methods for this vessel and fire-fighting requirements specific to this vessel. It also will help to define the interaction of the public and private fire-fighter in their respective roles and how they fit into the Incident Command system. SCOPE

This plan has been prepared in accordance with the requirements of 33 CFR Part 155 Subpart I Salvage and Marine Firefighting and considering the guidance of NFPA 1405 Guide for Land-Based Fire Departments That Respond to Marine Vessel Fires.

The purpose of this plan is to examine each space of the vessel for:

This plan has been checked and approved by the Ship Management Team. In addition to its use during fire operations, this plan is useful as a training aid. By using this plan during training, fire personnel can remain familiar with this ship’s vital systems even though they might not have the opportunity to board this vessel for familiarization tours. During a fire scenario, this plan can provide valuable data and insight into common fire scenarios on board this vessel.

A

Shipboard fires are among the most difficult of all fires to extinguish. They have the capability to tax the resources of entire regions. In general the vessel’s own crew will be the most qualified and trained personnel to deal with a fire on this vessel. However when a fire arises, there is the potential of the fire becoming greater than the crew can cope with. Outside resources may be needed and realistic, effective pre-fire planning is crucial to deal successfully with such emergencies. Without this pre-fire planning and associated drills, the wide variety of resources and specialists needed at a shipboard fire can rapidly turn a Command Post into chaos. General fire pre-plans focus on areas and environments. They set hierarchy of goals in the mitigation process and provide a general sense of direction. All responders need to understand their roles and responsibilities and the scope of their authority. This fire pre-plan considers factors, such as human and environmental protection, preferred locations for operations and major hazards to the surroundings and its inhabitants.

As with any fire incident, initial fire department actions should address rescue of endangered persons, protection of exposures, confinement, and prevention of fire spread. Other tactics and strategies, and their order of precedence, vary depending on the type of fire situation and location on this vessel. 5.2.

APPENDIX I – CLASSIFICATION OF FIRES

Fires are classified according to the nature of the combustibles (or fuels) involved. The classification of any particular fire is of great importance since it determines the manner in which the fire must be extinguished. Fires are classified as being class A, class B, class C, or class D fires as follows: - Class ALPHA (A) fires are those that occur in such ordinary combustible materials as wood, cloth, paper, upholstery, and similar materials. Class A fires are usually extinguished with water, using high or low velocity fog or solid streams. Class A fires leave embers or ashes and must always be overhauled.

- Class BRAVO (B) fires are those that occur in the vapour air mixture over the surface of flammable liquids, such as gasoline, jet fuels, diesel oil, fuel oil, paints, thinners, solvents, lubricating oils, and greases. Aqueous film-forming foam (AFFF), or dry chemical Purple-K-Powder (PKP) can be used to extinguish class B fires. The agent used will depend upon the circumstances of the fire.

- Class CHARLIE (C) fires are those which occur in electrical equipment. Nonconducting extinguishing agents, such as PKP and Carbon dioxide, are used to extinguish class C fires. CO2 is preferred because it leaves no residue.

M

- Class DELTA (D) fires occur in combustible metals, such as magnesium, titanium, and sodium. Special techniques have been developed to control this type of fire. If possible, you should jettison the burning material overboard. Most class D fires are fought by applying large amounts of water on the burning material to cool it down below its ignition temperature. However, a magnesium fire can be smothered by covering it with a large volume of dry sand.
