1. INTRODUCTION

The Fuel Oil Management Plan has been developed in accordance with Regulations 14 & 18 of MARPOL Annex VI and relevant requirements of __________Notation. The purpose of this manual is to provide guidance regarding fuel bunkering, fuel oil storage, changeover procedures from very-low to ultra-low sulphur fuel oil and via versa, sampling and recordkeeping.

Annex VI comprises of regulations pertaining to the control of the emissions of a number of substances which contribute to air pollution and will apply to all new and existing vessels. These substances can be categorized as: 

Ozone depleting substances (ODS)

Nitrogen oxides (NOx)

Sulphur oxides (SOx) and

Volatile Organic compounds (VOCs)

In addition to regulations controlling these substances, the operation of shipboard incinerators is also regulated. Finally, Annex VI provides the guidelines for controlling and monitoring the quality of the bunkers provided to the vessels.

Sulphur is a naturally-occurring element in crude oil and is concentrated in the residual component of the crude oil distillation process. Hence the amount of sulphur in the fuel oil depends mainly on the source of the crude oil and to a lesser extent on the refining process. The level of sulphur has a marginal effect on specific energy. In the combustion process in a diesel engine, the presence of sulphur in the fuel can potentially give rise to corrosive wear. This can be minimized by suitable operating conditions and lubrication with alkaline lubricant for the cylinder liner. Sulphur Oxides are also contributing significantly to acid deposition.

4. FUEL OIL MANAGEMENT PLAN

As per MARPOL Annex VI requirements, the following procedures have to be planned and implemented onboard: Due to Regulation 14: Fuel oil changeover from very-low sulphur fuel oil (VLSFO) to ultra-low sulphur fuel oil (ULSFO) and vice versa, when the vessel enters or exits an ECA respectively. The changeover to ultra-low sulphur fuel oil should be completed (i.e. ultra-low sulphur fuel oil is present at the injector) before the vessel passes the ECA border.

Records of the changeover operation must be kept onboard when entering and leaving the ECA including time, position and ULSFO ROB and will be subject to checking by the Port State Control authorities and the Class Surveyors. The form of the record book to be used will be defined by each Flag Administration.

Due to Regulation 18:

Sampling of fuel oil must take place during bunkering. Fuel oil samples must be kept onboard for 12 months and the relevant Bunker Delivery Notes (BDNs) for 3 years. The samples and BDNs must be easily traceable and readily available to the Port Authorities.

The fuel sampling is a mandatory statutory requirement and the Port State Control Officers have the right to collect the sample kept onboard and/or copy of the BDN certified by the Master as a true copy, as evidence of the fuel oil quality (including but not limited to the sulphur content).

Due to Regulations 14 & 18:

Correct procedures for bunker quantity measurement should be followed to avoid quantity discrepancies. This becomes even more significant since VLSFO quantities are an investigating target for the Port State Control, similar to the bilge water and sludge quantities mentioned in the Oil Record Book.

Bunker storage management has the additional task of storing fuels of different sulphur content onboard. The rule of never mixing bunkers received during different deliveries due to compatibility problems is well known to Chief Engineers.

All Officers onboard should be aware of the Fuel Oil Management Plan; however, it is to the responsibility of the Chief Engineer to complete the relevant forms and ensure that bunkering operations and procedures described are followed. The Fuel Oil Management records should be kept onboard ready for inspection and should also be sent to the Company office at the end of each month for record keeping and statistical analysis.

FUEL OIL NON-AVAILABILITY REPORT (FONAR) Note: 1 This report is to be sent to the flag Administration and to the competent authorities in the relevant port(s) of destination in accordance with Regulation 18.2.4 of MARPOL Annex VI. The report shall be sent as soon as it is determined that the ship/operator will be unable to procure compliant fuel oil and preferably before the ship leaves the port/terminal where compliant fuel cannot be obtained. A copy of the FONAR should be kept on board for inspection for at least 36 months.

2 This report should be used to provide evidence if a ship is unable to obtain fuel oil compliant with the provisions stipulated in Regulations 14.1 or 14.4 of MARPOL Annex VI. Before filing a FONAR, the following should be observed by the ship/operator:

3.1 A fuel oil non-availability report is not an exemption. According to Regulation 18.2 of MARPOL Annex VI, it is the responsibility of the Party of the destination port, through its competent authority, to scrutinize the information provided and take action, as appropriate.

3.2 In the case of insufficiently supported and/or repeated claims of non-availability, the Party may require additional documentation and substantiation of fuel oil nonavailability claims. The ship/operator may also be subject to more extensive inspections or examinations while in port.

3.3 Ships/operators are expected to take into account logistical conditions and/or terminal/port policies when planning bunkering, including but not limited to having to change berth or anchor within a port or terminal in order to obtain compliant fuel.

A

3.4 Ships/operators are expected to prepare as far as reasonably practicable to be able to operate on compliant fuel oils. This could include, but is not limited to, fuel oils with different viscosity and different sulphur content not exceeding regulatory requirements (requiring different lube oils) as well as requiring heating and/or other treatment on board. APPENDIX V – SHIP IMPLEMENTATION PLAN

According to MARPOL Annex VI, from 1 January 2020 onwards, the sulphur content of fuel oil used onboard ships trading outside sulphur Emission Control Areas (ECAs) must not exceed 0.50% m/m. The 0.50% sulphur content limit (also referred to as the “Global Sulphur Cap”) is a significant reduction from the previous global limit of 3.50% m/m which has been in place since 2012. The only exemption to the use of 0.50% sulphur fuel oil will be those ships with equivalent compliance mechanisms, i.e. Exhaust Gas Cleaning Systems (EGCS) installed onboard.

This Ship Implementation Plan (SIP) is prepared in accordance with IMO’s Guidance (MEPC.1/Cir.878), Resolution MEPC.320(74) and relevant industry guidelines (e.g. ICS Guidance, Class guidelines, etc.). The purpose of this Plan is to outline how the ship will prepare in order to comply with the required 0.50% sulphur content limit by 1 January 2020. The plan is also complemented with a record of actions taken by the ship in order to be compliant by the applicable date. It is noted that although the SIP is not a mandatory requirement, Flag Administration and Port State Control (PSC) authorities may consider it when verifying compliance with the 0.50% sulphur content limit requirement.
