NDECOM Gets Conviction Against Jamaican Police Constable Graham

The widow of former Governor General died early this month at the age of 100. Portia Simpson Miller, former PM tweeted the sad news to the world. Jamaica House later confirmed the news tweeted by Portia Simpson Miller.

PM Holness hailed Lady Ivy Cooke as an “outstanding educator” Born June 1916. We at Vision Newspaper express our deep sadness. Sterling Service In July 2014 her husband former GG died at 98. Lady Ivy Cooke stood by her husband who held the highest ceremonial office in our land. Jamaica is the poorer for Lady Ivy Cooke’s passing. Sir Howard Cooke served as GG for 16 years from 1991. They gave sterling service to our nation. We express our sympathy to her family and in particular daughter in-law Mrs. Heather Heather Cooke, who is Clerk to the Houses of Parliament.

17,000 Lost Power Following Heavy Rains in Jamaica The tiny island of Jamaica of 4,411square miles, has experienced significantly higher than normal levels of rainfall dumped on it over the past month. In St. Catherine, for instance some 10 inches of rain fell in a 12 hours period.

Minister Bibeau launches Famine Relief Fund to respond to multiple food crises

More than 20 million people in northeast Nigeria, Somalia, South Sudan and Yemen are at risk of starvation as a result of severe drought and conflict. South Sudan is experiencing famine, and unless immediate action is taken, others could slide into a similar situation. This is an unprecedented situation. The Government of Canada is responding to this crisis and will also help Canadians mobilize their own response to a global appeal through the creation of the Famine Relief Fund. Today, the Honourable Marie-Claude Bibeau, Minister of International Development and La Francophonie, announced that for every eligible donation made by individual Canadians to registered Canadian charities between March 17 and June 30, 2017, the Government of Canada will contribute an equivalent amount to the Famine Relief Fund. Hunger is having a real impact on young children in particular as some 1.4 million are now at risk of dying of acute malnutrition and disease. Millions across the four affected countries and the neighbouring regions are in need of basic necessities such as urgent food assistance, water, sanitation services, health care, and shelter. The Fund will support Canadian and international organizations currently hard at work providing assistance to those in need in the affected countries and neighbouring regions.

There was natural disappointment on her part and on that of her feminist supporters and others. The person selected is not a gender thing ... the process was not to please any feminist or other agenda. This is a serious job for the person considered best suited to fill the post. This is how it is, and should be.

Best Choice The crime situation in Jamaica demands a tough person with proven track record. one who can motivate the rank and file of the JCF to get the job done.

To label the new appointee as having been politically appointed, in my perspective would be most unfortunate to say the least.

Perspective: Jamaican Property Taxes Revisited to fill the gap. PNP Government Acted Illegally

Responding to the out cry regarding the 2013 valuations just implimented by the Andrew Holness led JLP government hastily set up a committee. This committee was immediately convened to review the impact of the new property taxes and recommend less burdensome means of implementation. Two Billion Jamaican Dollars About two billion Jamaican dollars will be lost due to the review and lowering of the property rates as announced by Finance Minister Audley Shaw, April 11, 2017 in Parliament The 272,000 who were projected to benefit from relief will now be over 400,000 instead. The Holness government has acted swiftly and the people will therefore get more relief. "We have listened to the cries of the people" declared Finance Minister Shaw, in a Statement to Parliament. They are hoping that the usual 57 percent compliance rate will increase to at least 70 percent. More money will be collected and the projected 2 billion shortfall will be realized by greater or improved collection.This would be a win win for all concerned. This would avoid additional taxes to be imposed

"Mr Speaker, not only did the Government not have the courage to implement the new land valuations, but we recently discovered that they also Gazetted the new property Tax rates without securing Parliamentary approval of the new schedule. In essence, Mr. Speaker, the Government acted illegally in requesting higher property taxes from the Jamaican people since 2013." This illegal act by the PNP had to be covered. The PNP Opposition supported this Indemnity Act only. Two Bills were Implemented 1) "Property Tax (Validation and Indemnity) Act 2017 to provide validation for the collections of property taxes 2013 and to indemnify the Government against liability arising from these collections: and 2) The Property Tax (Amendment) No. 2 Act to make retroactive to April 1, 2017, the changes to the proposed property tax rates that we have tabled today for debate. This Administration is trying to do the right thing ... to turn back on years of politically motivated Government policies and to reset the economy in the direction of Prosperity. New Tax Rate "We have retained the flat J$1000 tax on all properties valued up to J$400,000. This

will benefit 110,303 persons. These are small plots of lands in the communities such as Crawle River, Kellitts, Mahoe Hill, Bullhead etc. It is the small farmers in rural Jamaica that are included here. The new rate is now 0.5 to 0.9 percent. This is a big reduction from the tax rates announced at the start of the Budget debate. Some 448, 360 or 58 percent of the 776,487 properties will now see a reduction or no change in their property bills." In my perspective, this is a big break for tax payers of property tax and it is our hope that there will be improved compliance. Opposition Responded MP Peter Bunting responding on behalf of the Opposition ... he wanted the Government to delay the implementation for one month ... they did not support the changes, but the Government out voted them and will do as planned. Were they (Opposition) bad minded or just stupid? The Opposition's job is to oppose but not to appear stupid. Were the Opposition shell shocked by the speed and excellence of Shaw's move? Perspective: From Rasta man to Party Leader sound leadership.

The Rise Of Dr. Peter David Phillips to the presidency of the 78 year old PNP, has in my perspective, been Dr. Peter Phillips' life long dream. He tried on at least two occasions to get there and failed. Once against Portia Simpson Miller and against PJ Patterson. Dr. Phillips is an intellectual who has a passion for politics. Dr. Peter Phillips has been a government minister under both leaders who defeated him for the leadership. He has never been up in the polls .... in other words popularity has never been his high point. Technocrat Dr. Phillips' competence has never been in question. What may be in question the means he may employ to achieve his aims. The electorate will have to judge him on his past deeds. Integrity and trustworthiness are vital qualities for

Successive government have expressed a desire to house our people and provide land titles to the landless masses. This laudable plan is not new. Many families have lived on land holding for up to 30 and more years and still have no title for same. To Portia's credit she has tried hard in this area. Also JLP's Bruce Golding and Andrew Holness himself. This lack of titles for the landless in Jamaica is a relic of the post slavery era. Since 1838 landless ex-slaves have struggled with this issue of no titles for land holdings and squatting has taken over. Dr. Phillips is right when he mentioned this as one of his plans to help the masses to improve their lives. We applaud this thinking as it is a great idea. Will he achieve where others have failed to make a real dent? Time will tell. We hope Phillips will bear in mind when he is given the job of Opposition Leader and full power that "Power corrupts and absolute power corrupts absolutely" We also hope he will honour his stated intention to respect our democratic traditions as he yearns for more power. In my perspective the budget as presented will not at the stroke of a pen solve Jamaica's chronic debt crisis of a sliding dollar in relation to our major trading partners. For example the Jamaican dollar, to say the USA and Canada. The economy in Jamaica has come a far way and is improving. It is not all doom and gloom. We saw 2 percent growth this fiscal year. Crime is high but the police et al are fighting back. There is good social stability. There are no reports of wide spreads starving. Tax Relief Tax relief to the working class on PAYE (Pay as you earn employees) of up to 1.5 million dollars effective April i, 2017 is commendable as the Holness administration has honoured its election promise. This alone will not solve the problem of those not in the formal job market to live a better life. PATH We note the increased allocation to PATH (public Assistance/Social Security) to the most vulnerable in our society ...single moms and the destitute. Unfortunately this alone will fall short for some 200,000 according to a PIOJ study. Only 320,000 will benefit at present from PATH. the others will be left out in the cold, as to speak.

Indirect Taxation This type of economic formula of indirect taxation has the IMF blessing. However, as commendable as this may appear to the IMF ....will the poorest of the poor get real benefit? The poorest of the poor are struggling to make two ends meet and are not in the formal employment system to really benefit from tax relief as stated before. They are likely to be further marginalized. It is a vicious cycle. The government has tried and must get high marks for same. Opposition Leader Portia Simpson Miller made this point in her final contribution to the Budget debate Thursday last March 18, 2017. Increased Production There needs to be increased production and we need to earn more foreign exchange by increased exports. Editorial Perspective: More than half a life sentence for selling pot under Trudeau’s proposed new legalized marijuana regime? class caucassian teenagers to arrest for pot. Our neices and nephews, children and grandchildren of colour will be the main ones targeted under this new regime.

Stiffer penalties which are posted on Health Canada’s website, shows that under the new legislation penalties for selling marijuana will increase to a max amount of 14 years in prison.

When the Prime Minister of Canada Justin Trudeau announced that he was going to legalize Marijuana for recreational use, he said it was to protect the youth from criminal records, to keep young kids away from the drug and to take the prophits away from organized crime. Under this new legalization regime penalties will increase and our youth will be looking at longer sentences for a product that will be available in pharmacy’s and grocery stores throughout the Country.

In my opinion this 14 year max sentence is only going to be given to poor people and/or people of colour. In conclusion it is my opinion that Justin Trudeau is not legalizing marijuana to keep the youths from having criminal records but legalizing weed for the billions of dollars of revenue it will bring in the economy and the profit it will make the share holders of the marijuana corporations supplying the industyry. If Trudeau cared about the youths not getting criminal records, he would decriminalize the drug immediatley and stop the over 50,000 arrests and 22,000 convictions scheduled to be handed out this year for a so called legalized product. Ontario passed legislation today that positions the province as a leader in fighting systemic racism and advancing racial equity for all. The Anti-Racism Act, 2017 strengthens the government's commitment to identify and combat systemic racism in policies, programs and services and build a fair society where everyone is provided equal opportunity. The legislation: Establishes the Anti-Racism Directorate in legislation to ensure its

sustainability Requires the continuation and regular review of a multi-year anti-racism strategy, ensuring the sustainability and accountability of the government's anti-racism work Mandates a review of the anti-racism strategy at least every five years, in consultation with the public and community partners Enables the government to implement race data collection and an anti-racism impact assessment tool, to help identify, remedy or prevent inequitable racial impacts of policies and programs. Ontario will continue working with Indigenous and racialized communities, including those impacted by anti-Black racism, Islamophobia, antisemitism and other forms of racism, to ensure their voices are heard and reflected in government's anti-racism efforts. Fighting systemic racism and advancing racial equity is part of our plan to create jobs, grow our economy and help people in their everyday lives.

Ontario Preparing Students for Jobs of Tomorrow Province Helping 50,000 Students Gain Valuable Work Experience them to focus on a career path that matches their skills and interests, while meeting the requirements of the Ontario Secondary School Diploma. Community Impact of Global Warming and Climate Change on Our Weather

Since the 1st week of May 2017 there’s been an immense amount of rainfall. Water levels have reached an unprecedented high. It’s been more than fifty years since the waters at Ashbridges Bay, Lake Ontario and other waterfronts have seen such significant rise in water levels. -CityTv Nationwide flooding in places like Montreal, Ottawa and throughout Ontario. There hasn’t been any newly identified or mysterious causes for the rise in water levels . Although there has been rainfall that has lasted several days, it does not solely account for the uniform rise across the board. Ashbridges Bay for example, a popular site for volleyball enthusiasts, cyclist and family summer fun was hardest hit. The shorelines have become almost non existent, with water pooling in places where its mostly flat lands. The city’s attempts at draining the water is an effort to salvage the shores before the

water reaches the boardwalk to completely erase the shores. It appeared there’d be no end to the cold rainy season. Lake Ontario has also seen the highest rise of all in water levels, up to 50cm more than average. Shore lines are disappearing in some places, residents with help from neighbours scrambled to create make shift borders using sand bags to protect their homes from flooding. One resident in the Scarborough bluffs, reportedly experienced sudden rise in water levels that reached as high as 10 to 12cm above his 5 foot 8 inch frame. So what’s caused the dramatic changes in water levels? The unstable changes in seasonal temperatures? Its Uncharacteristic, when our expected April Showers instead bring cold temperatures and snow in some instances and our expected May Flowers are replaced by delayed April showers. For several years, scientists and environ-

mentalist have warned of the signs and times of global warming. Could all these unexpected weather conditions be attributed to that? More than likely, according to a National Geographic 2014 article “The Fast facts to Global Warming.” According to the article “Global warming which is sometimes referred to as climate change is showing no signs of cooling down.” -National Geographic It states that earth is showing signs of worldwide climate change like a female enduring menopause. The 20th century's last two decades were the hottest in 400 years and possibly the warmest for several millennia, according to a number of climate studies. The United Nations' Intergovernmental Panel on Climate Change (IPCC) reports that 11 of the past 12 years are among the dozen warmest since 1850. • The Arctic is feeling the effects the most. Average temperatures in Alaska, western Canada, and eastern Russia have risen at twice the global average, according to the multinational Arctic Climate Impact Assessment report compiled between 2000 and 2004. • Arctic ice is rapidly disappearing, and the region may have its first completely ice-free

summer by 2040 or earlier. Polar bears and indigenous cultures are already suffering from the sea-ice loss. • Glaciers and mountain snows are rapidly melting—for example, Montana's Glacier National Park now has only 27 glaciers, versus 150 in 1910. In the Northern Hemisphere, thaws also come a week earlier in spring and freezes begin a week later. • Coral reefs, which are highly sensitive to small changes in water temperature, suffered the worst bleaching—or die-off in response to stress—ever recorded in 1998, with some areas seeing bleach rates of 70 percent. Experts expect these sorts of events to increase in frequency and intensity in the next 50 years as sea temperatures rise. • An upsurge in the amount of extreme weather events, such as wildfires, heat waves, and strong tropical storms. So what does all this mean for the planet? It means even if we are not able to stop these changes there is opportunity for us to slow the rapid changes in global warming. Liesure & Lifestyle The Son Rises in Toronto - Richard Pryor Jr - son of the legendary comedian - brings his intimate cabaret show to the city June 30.

"I'm very excited to be coming to Toronto to perform for the first time in Canada," says Pryor, "I've never had the opportunity to do my show in front of a Canadian audience before. It's going to be a fabulous show!" He adds that he is looking forward to be coming in time to enjoy Toronto's PRIDE parade. Pryor expects to join the city's LGBTQ community in celebration in advance of his first ever Canadian performance, June 30th at Toronto's MOD CLUB THEATRE. Pryor works within the LGBTQ (lesbian, gay, bisexual, transgender, and questioning) community using his voice as an African American gay man. In 2015, Richard was selected as the My True Colors Festival (MTCF) celebrity ambassador. Son of the late comic genius, Richard Pryor Jr. got his start in show business introducing his dad's comedy shows. Pryor

relaunched his career in 2006 in New York City as a tribute to his late father . A talented singer and actor, Pryor Jr. has performed with gospel groups throughout the Midwest and recently finished up several film projects, in addition to portraying his father in American Gangster. He has performed around the world at famous venues and cabarets, and will soon release a book and movie about his life as the son of the comedic icon Richard Pryor

His first ever Canadian show takes place June 30th. Presented by Toronto's own Herbie FABULUS, a rising reggae artist who will be opening for Pryor, this one night only event is sure to thrill Canadian audiences.
