$270 Million Allocated to Jamaica’s Citizen Security and Justice Programme Also, the Legal Aid Council is expected to train 250 police oﬃcers and justices of the peace on legal aid issues and continue consultations in CSJP communities via the mobile unit. The Justice Training Institute is expected to conduct qualifying and advanced training for justices of the peace; and provide training for justices of the peace in mediation, court petty sessions and new legislation and policies.

The Government has allocated $270.015 million for the Citizen Security and Justice Programme (CSJP) III. This is outlined in the 2018/19 Estimates of Expenditure, now before the House of Representatives. The programme seeks to enhance security and justice in targeted communities through genderresponsive justice services. For the new ﬁscal year, the Victim Services Division is expected

to identify and retrofit areas to accommodate victim services, provide emergency assistance grants to 50 beneficiaries, assist 110 children exposed to violence and trauma with counselling interventions, and facilitate special therapy sessions with 30 sexually abused children. The programme is also expected to train 65 court officials, police officers, and other first responders; and implement special intervention programmes to support the findings from the West Kingston Inquiry.

There are also plans to conduct training workshops for restorative justice facilitators and volunteers, and facilitate 18 restorative justice cases per quarter. The programme is also expected to conduct training workshops in Child Diversion Practices. In terms of achievements, the Victim Services Division has provided emergency assistance support to 71 victims, provided trauma and grief therapy sessions to 226 children, provided therapy sessions on abuse to 97 teens, and conducted schoolbased intervention workshops with 94

beneficiaries. The Legal Aid Council has trained 282 police officers and justices of the peace on legal aid issues, and expanded service operations with the mobile unit. The Justice Training Institute provided qualifying basic training to 881 justices of the peace, and 35 justices of the peace trained and qualified to practise in the parish of St. Andrew. In addition, the programme continued operation in nine Restorative Justice Centres; provided training to volunteers and school administrators in community justice services; hosted 357 community sensitisation workshops; and facilitated 180 restorative justice cases, of which 148 were finalised. The project is funded by the Government of Jamaica; Global Affairs Canada; Inter-American Development Bank (IDB); and the Department for International Development (DFID). By Latonya Linton

We somehow as a people are not capturing the vision that only the Jamaican (overseas) diaspora vote can counter balance the vote buying in Jamaica. The diaspora is unique in that it represents a critical mass of totally independent electorate no other country has this opportunity and that is why Jamaica stands to be the most or has the potential to

become the most democratic country on earth if the government of Jamaica can see the vision allow the vote. Gov't and Businesses must build institutions around which Jamaican diaspora investment can be protected; Vote and Good Governance. According Bob Wallace, It has been cynically said that “If “Voting

changed anything, it would have been abolished a long time ago”. That said, we work with whatever process we have to “Elect” a “Government” of choice that is most likely to represent our hopes and views and aspirations (Short/Medium & Long-Term). We “Vote” for the Candidate or Party which is most likely to represents our take on life. The “Diaspora” appears to have become a forgotten topic by the present Jamaican Government and some of its stated objectives are highly likely to work against the interests of the Diaspora. The Building of Institutions (Government and otherwise may well be more dependent on the Diaspora

than most will acknowledge. It is therefore lost to the “Detriment” of Jamaicans in general. Good Government and Good Governance are both parts of the same “Continuum”. One without the other is highly like to fail. We judge the likely Governance by the Manifesto, which is not guaranteed to see the light of day in practical terms. As a Jamaican Diaspora Resident, am I likely to Invest in Jamaica right now? That is an interesting question when we take into account that the Diaspora is rarely on the government’s radar. Andrew Holness, says the Administration is working to incorporate more sources of renewable energy into the country’s supply as it seeks to ensure greater energy security. “We are now at approximately18 per cent of our electricity needs being generated by renewables. We are on track to being able to supply 30 per cent of our electricity needs using renewables, and that would ensure that Jamaica has real energy security,” he said. Mr. Holness was speaking today (February 22) at a ceremony to officially name Petrojam Limited’s corporate office building on Marcus Garvey Drive in Kingston as The Edward Seaga Building. The Ministry of Finance and the Public Service will continue implementation of the Fiscal Administration Modernisation Programme this year with a $1.32-billion allocation in the 2018/19 Estimates of Expenditure, now before the House of Representatives. The project, which initially ran from 2011 to 2016, is intended to support the Administration in attaining fiscal sustainability by strengthening the Ministry’s institutional capacity to effectively improve customs and inland revenue tax collections, and manage debt and government payment operations. This is through tax administration modernisation and strengthening of customs control and security as well as the debt management and central treasury management systems. A number of notable achievements

These include capacity building of Tax Administration Jamaica (TAJ) staff in audit command language and software security, roll-out of phases one to three of the Integrated Tax Administration System, installation of additional video surveillance equipment at the Norman Manley and Sangster international airports, upgrading of the existing financial management system, and deployment of an Enterprise Content Management System (ECMS). Programmed activities for this year include upgrading of the Automated System for Customs Data (ASYCUDA), implementation of the Budget Preparation and Management System and single customs electronic window, installation of video surveillance systems at five TAJ locations, implementation of a Budget Preparation and Management System, engagement of a consultant to develop a border-protection plan, upgrading the infrastructure for the Treasury Management System, and phasetwo implementation of the ECMS. Perspective: UN Turns Spotlight On Syria

Update On Ghouta, In The Syrian Conflict where 400, 000 civilians are trapped. Finally the world has turned its spotlight on Ghouta, Damascus, Syria where a humanitarian crisis is unfolding. It was Vision’s perspective dated Tuesday, February 20, 2018 that the United Nations likely saw that touched the International conscience.

We were not afraid to name and shame the UN. This has spurred them into action. The Russians, one of the perpetrators of the human tragedy and conflict in Ghouta has called for a meeting at the United Nations to discuss the crisis. This is a bit late in the day, but better late than never. Lives, especially the helpless vulnerable children will be saved. In Ghouta, Syria … some 400, 000 civilians are trapped. A humanitarian corridor must be opened now. Genocide

Our only interest in the matter to see an end to this human suffering and avert a humanitarian crisis. There is tbis potential for genocide the likes of which the world has seen before. We all remember the atrocities that led to the break up of Yugoslavia. The world stood by and did very little until it was too late. This was after the massacre of innocent civilians. The Serbs were fingered along with their Generals et al . They were subsequently hauled before the War Crimes Tribunal in the Hague. This war which started about 1991 and ended about 2010 … killing between 130, 000 -140, 000 and displacing approximately (4,000,000) four million. A human tragedy indeed. The first UN recognized genocide since World War 2.

Ethic cleansing and rape were among the atrocities committed. Commentary We can do without this conflict escalating and atrocities repeating to shameful levels. Should we not? We welcome and await the UN intervention. Let us give peace a chance. In this our final perspective on this chapter of this sordid situation in Ghouta we just wish to add that we never underestimate the power of the pen over the sword. Perspective: Rwandan Infiltration And Criminality … Violation Of Sovreignty … Death By Hate .. Sad

For a foreign state to send its agents in a clandestine way into another sovereign state to carry out any act(s) of criminality is inexcusable. This type of cross border activity happens ever so often as a form of settling scores by desperate blood thirsty despots. Espionage It is no secret that espionage is an almost normal way that especially the Super powers like China, Russia, France, Canada and the United States use in their normal course of doing business. Spies are planted in foreign embassies and are used to get information and in this instant case even commit assassinations. Bin Ladin

You will recall that Bin Ladin was labeled by the USA as an international public enemy and so hunted. He was assassinated in Pakistan by Seals allegedly sent by Washington, USA. It was a surgical operation that was very successful. Obama was the Commander-in-Chief under whose watch the operation was executed … to takeout Bin Ladin, the perceived terrorist. Israel Unfortunately it happens ever so often across the world. Israel has well trained agents who infiltrate say the Palestinians and carry out covert acts. It should be noted that assassinations are not off limits. These operations are usually very

secretive and take a lot of resources to be executed successfully. Fake passports, or identity documents are common means used to avoid detection of agents/spies when entering a state to avoid detection. Elaborate schemes are oftentimes set up to extract operatives in event there is a capture or mission not accomplished as planned. These methods were more prevalent during the war era of say the 60s and before.

These clandestine operations are carried out under the guise of protecting the interest of states or their national Security interests. Small nation states who may not be able to afford large spy organizations like USA who have CIA, in Canada ICIS, and in Britain has the noted MI5. The small nation states usually spy on their nationals internally only.

lt is our further perspective that the crudity of mass destruction by a pipe bomb with shrapnel hidden in same is designed to inflict mass casualties and high death toll. What a shame! This is a murderous state of affairs. Militants are known to employ such atrocious methods to kill and maim for various and unknown, if not dishonourable causes.

Political

May we refrain from such a slippery slope as a world community. Let peace flow like an ever flowing stream spreading goodness and love to all humankind. Banish racism and or ethnic cleansing, as thus have sadly been among their misguided plans.

Some of these cross border clandestine activities are done by autocratic states or dictators to eliminate dissidents or political opponents who at times fled their country due to actual or perceived threat of persecution. Those fleeing may be marked for assassination, unlawful capture or are seized … have been known to also occur.

Poisoning has been known to be used, if other means cannot be successfully applied to get the “job” done. (ie. their dirty job). Poisoning by a mere handshake has been reported as having been used to kill victims being sought. Such a method may not be easily detected. What a tangled web … or rather what a murderous state of affairs.

PerspectIve: Holness Should Not Bow To Blackmail From Judges et al … No Way There is the conventional wisdom that sharing certain information with close associates should lead to better decisions, really, is this so?

Despite daggers drawn at the throat of PM Holiness the jury is still out as to whether or not the PM should bow to blackmail. There has been considerable public debate on the permanent appointment of Chief Justice Sykes. This matter is not as clear cut as some may wish us to believe that it is. It is the sole prerogative of the PM or if he chooses to consult with say his cabinet etc. Leadership at the best of times can be a lonely role to play. Whom Do You Trust?

In theory this may be so, but when confidentiality is key then the 64 million question is whom do you trust. Even in the White House with the most elaborate security system in the world, yet there are leaks. So leaders are never sure who to trust. Whether you are running a redevelopment project with a million dollar budget or just a simple church project like say a fish fry to raise funds. The control of information is critical for the ultimate success of the project. Trust me, been there, done that. Computing Interests It is my further perspective that

the known saying “man to man is so unjust, you really don’t know who to trust.” You can make that quoted statement be gender neutral if you so wish. You may genuinely be trying to share certain techniques you have developed which have found to work for you yet this technique may be stolen and used elsewhere. Much to your disappointment. This alone forms the basis in many industrial espionage law suits. Even artistes have won law suits because trusted associates have plagiarized their lyrics, chords, moves or art form. This was never expected as this was restricted accessed information. Judges Want To Dictate? What is really happening in this instant case as it relates to the appointment of a Chief justice is that certain elements in our democracy feel they have earned the right to dictate to the PM and by extension the Executive who it should appoint and when. It is surprising that the judges allowed themselves to be so

duped. You would have expected a higher level of thinking if not conduct from them. For example, withholding their services to pressure Holness et al is the last thing we would have expected. We hope we misunderstood the true motives of the judges. What a passa, passa? Blackmail In this my final perspective in this article, it is abundantly clear that for Holness to do as dictated would be tantamount to blackmail and PM Holness should not bow to blackmail. We say take as long as you wish by making sure the most thorough due diligence is done. This is no ordinary decision that has to be made. What is your perspective? This is ours. He encouraged countless youth to pursue their dreams, often telling them: "I did it. You can. You will." In recognition of his extraordinary accomplishments, January 21 has been celebrated as Lincoln Alexander Day across Canada since 2015. Kathleen (Kay) Living-

stone Raised in London, Ont., Livingstone (1918-75)

lived most of her adult life in Toronto, where she was a popular radio host and became one of Canada's most prominent visionaries, activists and humanitarians. She devoted her life

to empowering Black women and is credited with coining the term "visible minority." In the 1950s, she founded the Canadian Negro Women's Association. In 1973, she organized the first National Congress of Black Women, and in 1975 launched the Congress of Black Women of Canada, a now nationwide organization dedicated to the welfare of Black women and their families. OTTAWA, Canadians across the country recently celebrated Lincoln Alexander Day, which commemorates one of the most highly respected figures in Canadian history: the Honourable Lincoln MacCauley Alexander, Canada's first Black Member of Parliament, Cabinet minister, and Lieutenant-Governor of Ontario. Born in Toronto in 1922 to immigrants from the Caribbean, Mr. Alexander dedicated his life to fighting for racial equality in Canada. Throughout his long and distinguished career, during which he served at both the provincial and federal level, he vigorously defended the causes of education, race relations and youth. Rising above the prejudices of his time, Mr. Alexander was instrumental in shaping the spirit of inclusiveness

and tolerance that we enjoy in Canada today. To honour Mr. Alexander and acknowledge his important contribution, the Parliament of Canada designated January 21, date of his birthday, as Lincoln Alexander Day. Mr. Alexander died in 2012 in Hamilton, Ontario, and was given a state funeral. As Minister of Canadian Heritage and Minister responsible for Multiculturalism, I encourage all Canadians to take advantage of Lincoln Alexander Day to learn more about the achievements of this great Canadian, and about the essential role that Black Canadians have played—and continue to play—in our country's history.

Black history month - Héma-Québec reiterates its call for new blood donors from Black communities

MONTRÉAL, /CNW Telbec/ - The 2018 edition of Black History Month is an opportunity for Héma-Québec to underscore the vital support of blood donors from Black communities. These communities are especially affected by sickle cell anemia, an inherited blood disease that requires treatment with numerous transfusions at regular intervals. Consequently, donors and recipients must share a similar genetic background. ABO blood groups are the same in all human beings, but

there are also other blood groups. This needs to be taken into account to avoid transfusion reactions in persons that receive frequent transfusions. In this situation, a donor must be found who matches the recipient for these other blood groups. The probability of finding such a donor increases if the donor and the recipient are from the same ethnic background. The various initiatives put in place since 2009 to mobilize donors from Black communities have been successful: more than 6,000 new blood donors have been recruited through these efforts. In spite of these encouraging results,

however, increasing the diversity of the donor pool remains a constant challenge. Appeal for solidarity As part of the activities planned for the month, a blood drive has been organized by the Table ronde du Mois de l'histoire des Noirs for February 17, 2018. Donors will be expected between 10:30 a.m. and 4:00 p.m. at the Centre d'éducation des adultes, located at 2515 Delisle St., in Montréal.
