Jamaican Films to Premiere at Festival in Trinidad Five local films will premiere at the upcoming Trinidad and Tobago Film Festival (TTFF), slated for September 19 to 26 in Port-of-Spain. The projects are ‘Code’ by Sarah Manley; ‘Fever Dream’, Nile Saulter; ‘Mango Wars’, Kyle Chin; ‘One Patty’, Gay Magnus and ‘This City of Mine’ by Danielle Russell. The opportunity came from the Propella Initiative, a thrust by Jamaica Promotions Corporation (JAMPRO) and Jamaica Film and Television Association (JAFTA), to support the talent of Jamaican film-makers and garner international exposure for the culture through film. Speaking with JIS News, Film Commissioner at JAMPRO, Renée Robinson, explained that Propella is a script-to-screen programme that nurtures Jamaican content creators and enables them to tell their stories cinematically by providing funding and technical support. Jamaican Prime Minister Receives Leadership Award Prime Minister, the Most Hon. Andrew Holness, was presented with the ‘Distinguished Leadership Award’ by the New Yorkbased Jamaica Independence Foundation on Saturday, August 26. Also honoured by the Foundation were former Prime Minister, the Most Hon. Edward Seaga, who received the ‘Nation Builder Award’; and Jamaican-born basketball legend, Patrick Ewing, who was given the ‘Son of the Soil Legacy Award’. The awards were presented at the Jamaica 55 Independence Grand Gala, held at the New York Hilton Hotel by the Foundation. Accepting the award, Prime Minister Holness paid tribute to fellow awardee, Mr. Seaga, whom he described as his personal hero and mentor. He reminded the audience that Mr. Seaga was “one of the framers of the Jamaica Constitution, a father of the nation, a social engineer extraordinaire and a patriot”. “Jamaica is forever indebted to you and the countless contributions you have made to our country’s development,” the Prime Minister told Mr. Seaga. Law Coming for Gated Communities in Jamaica to be Controlled by REB/CSC the overall goodwill or expenses of the development, there is nothing forcing them to do that.

Legislation is in the works for the Real Estate Board/Commission of Strata Corporations (REB/CSC) to be given the responsibility for gated communities. Speaking at a JIS ‘Think Tank’ recently, Chief Executive Officer (CEO) at the REB/CSC, Sandra Watson Garrick, explained that most gated communities have shared expenses, and, therefore, experience similar problems as Strata Corporations, such as persons not paying maintenance fees; disputes between parties; and general communal living issues. “There are some strata corporations that have more than one strata corporation development on the property, and so they share expenses,” Mrs. Watson Garrick noted. She said that, currently, the Registration Strata Titles Act only speaks to each Strata Corporation, but does not address the shared expenses that more than one would have. Therefore, Mrs. Watson Garrick said that if the proprietors refuse to contribute to

In the meantime, she said that if strata owners feel aggrieved with anything to do with their corporation, they can report it to the CSC, so that the Commission can assist in resolving the dispute. The Minister said educators must be alerted to how children understand English and Patois, especially during the early years of enrolment in the formal school system.

The Minister argued that there should be an acceptance that the first language of Jamaica is Patois, and teachers need to always consider that reality as they do the “transition” of the dialect to standard English. “The best practice is to teach standard English, for those of us who come out of a culture of Patois, as a second language,” he said. Excellent Marcus Garvey, of all criminal charges that were laid against him in Jamaica. Addressing a civic ceremony to commemorate the 130 th birthday of Jamaica’sfirst National Hero, held at Lawrence Park, St. Ann, on August 17, the Minister said a Bill is being finalised that is aimed at absolving a number of iconic Jamaicans, including Mr. Garvey, of what she described as “acts of liberation”. The Bill will be presented to Parliament. “We continue to argue that Garvey’s

actions were not criminal, but were acts of liberation with moral justification. The Bill should be brought to the House in October to absolve National Heroes, including Garvey, and other freedom fighters of criminal liabilities arising from their acts of liberation and connected matters. By including Garvey in this Bill, we are moving to ensure that his record will be totally cleared,” the Minister said. Ms. Grange said despite several failed attempts to get Marcus Garvey’s name cleared of criminal charges in the United States, the Government remains unrelenting in efforts to achieve that goal. “As a country, we have done a number of things to honour this great son of Jamaica and to remove the blots

Excellent Marcus Garvey, will be protected through the establishment of a museum in St. Ann. Speaking on August 17 at a ceremony in St. Ann’s Bay, St. Ann, to mark the 130 th anniversary of the birth of Mr. Garvey, the Minister said the museum will be established at the location where the national Hero spent his formative years before becoming one of the world’s most influential leaders. Miss Grange said the museum will capture all aspects of the life and times of Marcus Garvey, adding that it will be spearheaded by the Jamaica National Heritage Trust (JNHT), with support from the Ministry and other state agencies. She said that the occupants of the

land which has been earmarked for the museum (32 Marcus Garvey Way, St. Ann’s Bay), will be relocated and that there will be a major public education drive to promote the facility. “This development will be supported by public education on the life of young Garvey intertwined with the history of St. Ann’s Bay, which will form the backdrop of this transformative man. The boyhood home of the Rt. Excellent Marcus Garvey will create a live museum with household furniture and other exhibits used during the period Garvey resided there…The research is on-going,” the Minister said. 1887. As a young man, be moved to Kingston, where he worked as a printer and got involved in social issues, participating in the first printers union strike in 1907 and later setting up the newspaper, ‘The Watchman’. Garvey travelled to Central and South America, where he observed the poor working and living conditions of black people. On his return to Jamaica he spoke out about the injustice and discrimination experienced by blacks and appealed for the colonial government to improve their plight. In 1914, Garvey started the UNIA in Jamaica, which grew into an international organisation dedicated to racial pride and economic self-sufficiency for black people worldwide. Left in the custody of a caregiver who was anything but caring, she was removed from school and made to run errands.

“At the age of 12, my mother migrated to Canada. She left me behind with a caregiver that took me out of school and had me go to Spanish Town to buy bammy for her. I lived in Mountain View so you can imagine the journey. She gave me no bus fare for returning home. I only had one ticket to go, enough money for the bammy and I had to figure the rest out,” she shares. “When I got to the market, one thing I realised very quickly is that there was value. I negotiated with the bammy woman. She would sell six for one price and I would negotiate that she give me eight for the same price and then I

Miss Spencer says she has never been deterred by what some may see as a major hurdle to success, being a black Jamaican woman in business. In fact, she says she has used that to her advantage.

Miss Spencer’s ultimate goal is to have branches in the United Kingdom and other top global markets, leveraging technology and expanding Brand EQ’s portfolio.

“Being Jamaican gave me a lot of resilience. We stand very tall and we are very bold. I also take a lot of spirit from my mother, so when I walk into a room I am very clear about who I am. I am very clear about my strengths. I also work at making my skill set exceptional, so when I sit at a table, I am there because I stand out, in terms of excellence,” she says.

In the future, Miss Spencer says she would love to do more work with young women through a foundation that she hopes to establish, to help grow their businesses.

Ontario Making Major Investments in Social Housing Repairs and Retrofits Province Modernizing Social Housing Infrastructure with Energy-Efficient Upgrades

Ontario is providing new funding for repairs and retrofits to social housing across the province in order to improve living conditions and fight climate change. This investment is part of Ontario’s Climate Change Action Plan and is funded by proceeds from the province’s carbon market. Peter Milczyn, Minister of Housing and the Minister Responsible for Poverty Reduction, was in Toronto today to make the announcement. The province will invest up to $657 million for repairs and retrofits to social housing apartment buildings over five years, contingent on carbon market proceeds. The City of Toronto will receive approximately half of this total investment. The investment will help improve the lives of low-income and vulner-

able tenants with upgrades to social housing buildings such as new energy efficient heating, improved insulation, and window replacements. It also represents an example of Ontario’s ongoing efforts to support the transition of homes and businesses to a low-carbon future, while providing the jobs and skills that will allow individuals to thrive in a sustainable economy. Proceeds from Ontario’s carbon market must by law be invested into programs that help households and businesses reduce greenhouse gas emissions and save money on energy costs. Programs include home energy retrofits, public transit, social housing retrofits, and electric vehicle incentives and infrastructure. In front of scores of well-wishers, Mr. Cliff, who will forever be best known for his iconic role of ‘Ivan’ in the Jamaican classic, ‘The Harder They Come’, was honoured for his work over the years and for also being one of the most prolific entertainers of his generation. His Worship, the Mayor, Homer Davis, who made the presentation during the Independence Uniform Parade and Civic Ceremony in Sam Sharpe Square, described Mr. Cliff as a humble giant and a true patriot. “This is a man who represents everything that is right with Jamaica. Perspective: Should Bolt Postpone his Retirement and Instead Leave on a High Bolt Is A True Legend Big men fall and rise many times, so be it with Mr. Usain Bolt, a true legend. Is Bolt physically not ready to continue …. hence opting for retirement at this time? We are not ungrateful, as Bolt has brought black people and Jamaica in particular a lot of glory. The failure of Bolt to finish after being placed in a medal position by Yohan Blake in the 4×100 relay in the World IAAF Games/ Championships taking place in London, England has raised many questions and has forced many to question the timing of his (Bolt’s) announced retirement? It is for Bolt and Bolt alone to make that call.

Usain Bolt has told the world that this is his last competitive race and he plans to proceed to retirement. We have by and large accepted his decision as we should … but we have a brain and we are thoughtful individuals who do deep introspection. If you accept the notion that only death cannot be changed then you will have little difficulty appreciating

the fact that circumstances can alter cases causing minds to be changed. Falling Star For Dr. The Honourable St. Leo Usain Bolt to leave the stage now, his legacy would be severely tarnished. King Of The Dancehall scores high on artistic authenticity rectly stating in 2016 that Jamaican movies should not be done in patois because they will be perceived as foreign films, and implying that the Jamaican language has little value in filmmaking on the international scene while on a visit to Jamaica. King Of The Dancehall was bought by Youtube for their internationally available subscription Youtube Red service after premiering at the Toronto International Film Festival in September 2016.

King of the Dancehall is an unlikely bitter-sweet tragic story of a troubled American young man, going to Jamaican in search of an identity and to help his ailing mother with medical bills. In the process finding love, betrayal, friendships, enemies and the Jamaican youth expression known as Dancehall. This is an unlikely story because many people including practitioners in the dancehall are seeking to go to America in search of both identity and money. This repositioning of Jamaica as a place to seek progress replaces the usual images of hopelessness in movies with one of possibility and hope. International star Nick Cannon, the movie’s producer and main actor is not a Jamaican. However, he and his team did a brilliant job with the film. He said he came to the island for a visit, fell in love with the culture and decided to make a movie on what he saw. He said he hired all the persons he saw in a

dance he attended to be in his movie. King of The Dancehall was able to capture the essence of Jamaican life, the good, bad, uptown, downtown and the indifferent. In an era of alternative facts, the dilemma of an American telling a Jamaican story will naturally inspire concerns about how cinematographically ethical Nick Canon and his team would portray dancehall and Jamaica. It has been the case when movie directors in the past over emphasize the use of violence in the culture, thus making the movie unrealistic to many who live in Jamaica and are a part of the culture. As a fan of the Dancehall and a Jamaican, I was tempted to watch King of the Dancehall with much scrutiny and consternation as just another dancehall

movie with a subpar script and boring overcompensation with pointless violence. When I watched the opening scene I was greeted with the most gritty and unique spirit of Jamaican life that can be depicted on screen. Similar to the real life soundbites on the Jamaican news stations- “Color Color”– the dancer was blasted on the screen in an animated narration on the life of the Dancer “Tarzan”. He spoke in the most unabridged patios the world will see in a movie, and that authentic expression of language carries throughout the movie. King of the Dancehall like no other movie before showcased the value of Dancehall in all aspects including the language of the Dancehall. This comes against the backdrop of Hollywood director Joel Swick incor-
