Dominican Republic Declared Gastronomic Capital of the Caribbean The Dominican Republic has been declared the capital of gastronomic culture of the Caribbean by the Ibero-American Academy of Gastronomy this week, a prestigious accolade recognizing the diverse tastes and deep roots of an island long-celebrated for its rich culinary traditions. The designation was announced in a press conference by the Dominican Academy of Gastronomy on Monday, February 20, 2017 at the National Palace in Santo Domingo, after President Danilo Medina met with members of the Ibero-American Academy of Gastronomy as well as the Royal Spanish Academy of Gastronomy - who pledged to host a number of events to further showcase the Dominican Republic’s wealth of culinary offerings. The popular Caribbean destination is highly regarded for its innovative and multicultural cuisine, which encompasses Spanish, African, Taíno and even Middle Eastern influences to produce beloved traditional staples such as casabe, mangu and tostones. In the past year, Torontonians have been treated to several events reflective of traditional Dominican delicacies, including a Brugal rum tasting and Kah Kow chocolate-infused brunch. Renowned Dominican chef, Chef Tita, prepared a fusion of tastes for guests in attendance of the Kah Kow brunch, a unique culinary experience only Dominican cuisine can offer. The Dominican Republic’s illustrious position as the capital of gastronomic culture of the Caribbean is expected to initiate further economic growth, and expose the rest of the world to its excellent Creole cuisine.
The World Oprah Winfrey Considering Running for the US Presidency
“However, there is an even more powerful message to be seen and experienced as the baton passes from hand to hand, from seashore to mountaintop, through cities, towns, and villages. It is the message of a peace-building Commonwealth,” the Queen said.
Governor-General, His Excellency, the Most Hon. Sir Patrick Allen (5th left), shares a photo opportunity with students from the St. Andrew-based Liguanea Preparatory School, at the Commonwealth Day celebration held on Monday (March 13), at King’s House. Also pictured at left is Chairperson of the Royal Commonwealth Society, Indera Persaud.
Jamaica, on Monday (March 13), joined 51 other nations in celebrating Commonwealth Day under the theme ‘A Peace-building Commonwealth.’ Scores of persons gathered in the ballroom at King’s House for a brief ceremony, which featured cultural performances from schoolchildren and the reading of the message of Her Majesty Queen Elizabeth II, by Governor-General, His Excellency, the Most Hon. Sir Patrick Allen. The Queen, in her message, announced that a baton was sent from Buckingham Palace on the day and, over the next 12 months, will be taken to every nation and territory of the Commonwealth. “Carried on its way by thousands of people of all ages and backgrounds, by the time it reaches its final destination, The Queen’s Baton will have brought together, through its route and symbolism, almost 2.5 billion people who share the special connection of being Commonwealth citizens,” she said.
She said that by working together, showing respect and understanding the Commonwealth can build peace.
“By upholding justice and the rule of law, and by striving for societies that are fair and offer opportunities for all, we overcome division and find reconciliation, so that the benefits of progress and prosperity may be multiplied and shared.
NEW YORK (AP) — Oprah Winfrey says President Donald Trump’s victory has her rethinking whether she could be elected to the White House. Winfrey, a Hillary Clinton supporter, spoke with financier David Rubenstein in December for an interview for his Bloomberg Television show, which premiered this week.
“As members of the Commonwealth family, we can find much to be thankful for in the inheritances we have received from those who came before us. Through consensus and cooperation, great things have been achieved.
Winfrey says before Trump’s election she thought that she didn’t have the necessary government experience to run the country but now she thinks differently. The billionaire businessman had never before held public office before his election victory in November.
“We can find further reward and fulfilment by continuing to collaborate with others in a spirit of goodwill to build a peaceful and abundant future for all Commonwealth citizens,” the Queen said. Greetings were brought by British High Commissioner to Jamaica, His Excellency David Fitton as well as Chairperson of the Royal Commonwealth Society, Indera Persaud.
Winfrey also touched on her 25 years hosting a syndicated talk show. She says her ultimate purpose of the show was to let people know that “we really are more alike than we are different.”
Commonwealth Day is observed on the second Monday of March each year, and is used by member nations to celebrate its values and diversity. The Commonwealth was founded on December 11, 1931.

Gov’t to Manage Large Surpluses of State Agencies Mr. Shaw said the review has commenced with the Culture, Health, Arts, Sports and Education (CHASE) Fund, Jamaica Civil Aviation Authority (JCAA), and Tourism Enhancement Fund (TEF), which, he noted, have a combined surplus of $1.9 billion.
The Government is conducting a forensic review of state agencies which have significant financial surpluses in accounts, totaling nearly $200 billion, with a view to incorporating these in the Administration’s central operations. Speaking at a post-Budget media briefing, today (March 13), at his National Heroes Circle offices in Kingston, Finance and the Public Service Minister, Hon. Audley Shaw, said the review is consistent with International Monetary Fund (IMF) guidelines. “It is going to be transparent, objective and in the best interest of Jamaica’s development. Jamaicans will be at the heart of the conclusion of that study,” he emphasised.
“We have decided to de-earmark some of these selected entities and (incorporate) their operations back into the recurrent and capital expenditure (arrangement) of Central Government,” he informed. This, the Minister assured, will not result in the entities’ operations being scaled down or terminated. “What it means is that we will take their budget into Central Government, give them what they need (to operate) and keep the surplus. So, this is not going to entail taking some money from here and there (for) every budget. It is going to be in the context of a proper review in which those public bodies operate,” Mr. Shaw explained. Article by: Douglas McIntosh Photo from: www.jis.gov.jm
WASHINGTON, United States (AFP) — President Donald Trump on Saturday accused his predecessor Barack Obama of “tapping” his phone during last year’s White House campaign, without providing evidence of the explosive charge. “I’d bet a good lawyer could make a great case out of the fact that President Obama was tapping my phones in October, just prior to Election!” Trump wrote on Twitter. “How low has President Obama gone to tapp (sic) my phones during the very sacred election process. This is Nixon/Watergate. Bad (or sick) guy!” he wrote in another tweet. Trump leveled the charges in a flurry of tweets shortly after dawn, amid an avalanche of recent revelations about communications between Russian officials and some of his senior aides, including Attorney General Jeff Sessions. Trump repeatedly has denied having any personal ties to the Kremlin, and his aides have denied or played down contacts with Russian officials. But the accusations have continued amid almost daily leaks to the press that have revealed new details about links between Moscow and senior Trump officials. www.jamaicaobserver.com

and ensure that everyone in Ontario has the opportunity to fulfill their potential and participate equally in society. Quick Facts The United Nations’ Decade for People of African Descent runs from 2015 to 2024. Black History month was first celebrated in Ontario in 1993 to mark the 200th anniversary of a law banning the importation of slaves into Upper Canada. Last year, Ontario passed legislation to proclaim February as Black History Month on an annual basis. Between July and December 2016, the Anti-Racism Directorate held 10 public community meetings across Ontario and heard from people about their experiences with racism, including anti-Black racism, and recommendations on how to tackle systemic racism. A UN human rights working group came to Canada in October 2016 to assess anti-Black racism. Their full report will be available in September 2017.

Community Ontario Combatting Systemic Racism and Breaking Down Barriers
5
Province Releases Three Year Anti-Racism Strategic Plan Following community meetings held across the province in 2016, Michael Coteau, Minister Responsible for Anti-Racism, today released A Better Way Forward: Ontario's 3-Year Anti-Racism Strategic Plan. The plan is part of government's commitment to fight systemic racism and create fair and equitable outcomes for Black, Indigenous and other racialized people.
Ontario is combatting systemic racism by releasing a new three year strategic plan in order to break down barriers for racialized people across the province, including Black, Indigenous and other racialized communities. The government has heard from people that despite efforts to promote inclusion and equity, histories of slavery, colonization and institutions of our past continue to shape the present and create a further gap between racialized people and others.
The plan includes measures to help identify and eliminate systemic racism. It is also an acknowledgement that systemic racism -- including anti-Black racism, anti-Indigenous racism, Islamophobia and racism experienced by other communities, including the Jewish community -- is real, and can act as a barrier to achieving opportunity. The strategy includes: •
Developing a framework for the collection of race-based data in various institutions,
including the child welfare system and the justice, education and health sectors. Collecting race-based data is a valuable way to better understand where racial inequalities exist, which will help government work toward solutions to address it. • A new Ontario Black Youth Action Plan targeted at increasing access to supports and opportunities for Black children, youth and their families to address outcomes disparities. • Implementing an anti-racism impact assessment framework to help anticipate and remove unconscious bias in proposed policies, programs and decisions. • New legislation that would, if passed, ensure the sustainability and accountability of the province's anti-racism work by providing a framework for government and organizations to identify and combat systemic racism. • Public education and awareness initiatives targeting racism, including Islamophobia and antisemitism Eliminating systemic racism and
advancing racial equity is part of Ontario's plan to create jobs, grow our economy and help people in their everyday lives. QUICK FACTS •
•

•
Systemic racism occurs when an institution or set of institutions working together creates or maintains racial inequity. This can be unintentional, and doesn’t necessarily mean that people within an organization are racist. Ontario’s Black Youth Action Plan is a four-year commitment with $47 million in funding. In 2016, the directorate held 10 public meetings across Ontario. In total, more than 2,500 people attended and more than 2,000 participated via live stream. Transcripts of the public meetings are posted on Ontario.ca/antiracism. By 2031, racialized people will account for an estimated 40 per cent of Ontario’s population, and Indigenous youth are Ontario’s fast-
est-growing population. QUOTES “During our consultations, I heard a Black father speak about how his 4-year old boy had already experienced racism. I’m a firm believer that Ontario is a place of diversity and inclusion. I also know, just as well as that father and son do, that racism is real, and that government must actively work to eliminate it. This plan is our commitment to change how we do things. It’s our pledge to Black youth who come into contact with the law, Indigenous youth who are overrepresented in children’s aid services and other racialized communities who experience disproportionate outcomes. Ontario is on a path to positive change and better outcomes. I am dedicated to leading this work, and I look forward to shaping a stronger future for all.” — Michael Coteau, Minister of Children and Youth Services and Minister Responsible for AntiRacism

Liberal Government Introduces “Ontario's Black Youth Action Plan” - Largest Investment in Black Youth in Ontario’s History of Toronto - five times their representation in the overall population • Black students become "early leavers" of high school at higher rates in Toronto, 23 per cent, compared to 12 per cent of white students • Black youth across the province are unemployed at nearly two times the provincial rate. Ontario's Black Youth Action Plan is a four-year, $47 million commitment to help reduce disparities for Black children, youth and families. Systemic Racism Exists • Black children and youth in Ontario can face disparities in many aspects of their lives. For example: • In Toronto, Black youth make up 41 per cent of the youth in the care of the Children's Aid Society
The Ontario Black Youth Action Plan • Through the Ontario Black Youth Action Plan, the government is investing $47 million over the next four years to support 10,800 Black children, youth and their families. This includes: • Investing in culturally focused parenting initiatives and mentoring programs • Supporting Black children to stay in school by invest-

ing in early intervention programming Helping Black students access higher education through culturally focused outreach Ensuring programs and policies meet the specific needs of at-risk youth through Ontario-based research Helping Black youth find their career path by investing in targeted skills development programs Investing in community outreach and promoting anti-violence Using a collective impact approach, an innovative way of tackling deep-rooted and complex social problems by aligning efforts and existing resources across sectors to provide a local voice for Black organizations.
How the plan is implemented is equally important to its success. Black leaders, organizations and youth will
be co-producers of the plan. An external implementation steering committee will continue to build partnerships in the community and ensure recommendations provided by Black community leaders are reflected in ongoing work. The Ontario Black Youth Action Plan will contribute to the goal of eliminating outcomes disparities for Black children and youth in schooling, postsecondary education and employment within 10 years. New investments will be available in communities across the Greater Toronto and Hamilton Area (GTHA) that need it most. Targeted investments will also be made in Ottawa and Windsor, communities with concentrations of Black children and youth and high need. The following table illustrates the distribution of Black children and youth in communities targeted for investment.

Christopher Martin is a big deal. The soulful singer is already hugely popular in his home island of Jamaica and other key reggae markets for what he calls “real-life music”: Earnest, honest songs about everyday realities. Now, with the release of his debut album for VP Records, entitled Big Deal, he’s set to solidify his place on the world stage, too. Throughout his career, Chris has
demonstrated a talent for singing about regular, everyday topics in a fresh and new way — a talent that’s on full display on Big Deal. The album compiles Martin’s biggest recent hits, including “Cheater’s Prayer” and “I’m a Big Deal,” along with new songs like “One Life,” a collaboration with viral Jamaican entertainer Tanto Blacks, and “Easy Like Sunday Morning,” a Jamaican answer to The Commodores’ classic. “My Love” is a fusion of dancehall, pop and reggaeton that’s been getting spins in Latin America, while “Under the Influence” (featuring U.K. rapper Chip) is a passionate love song delivered over a foreboding dancehall rhythm. He spices up his repertoire even more with R&B-flavored suggestive single "Magic," produced by Martin himself, as well as on "Love Distance Lover" featuring newcomer Destiny Moriah.

Music Award-winning Jamaican singer, songwriter and social activist Queen Ifrica calls for global change on her third studio album Climb
The album addresses social issues with a distinct voice of a mother, a sister, a strong black woman. The song "Black Woman" addresses young women with an appeal to know their worth and not be swayed by objectifying trends in popular culture. The song will be promoted as a part of International Day of the Woman, March 8th. Her music is designed to uplift people of all generations through inspired lyrics, encouraging perseverance in hard times. Her motivation to climb is revealed in the song "Ask Me Granny," that speaks of two of her greatest sources of strength, her mother and grandmother.
The soul-tinged reggae track "I Can't Breathe" rails against ongoing police brutality in America; the ska flavored "Rebellion" name checks uprisings across several continents that have secured rights and improved the lives of many marginalized individuals. This sentiment is reinforced on "Battlefield", which warns "we never yield, its war on the battlefield, if you nah hear you ah go feel." "These songs come to me as I am watching the world; I see myself as a social worker that uses music as my tool because music is the greatest weapon to impact societal change, to help young people to understand themselves more," Ifrica says. The power of her music is apparent on Climb and is only surpassed by a live performance from Queen Ifrica. To celebrate the release of the album a special showcase performance is scheduled at VP Records retail store in Miramar, Florida.

"How Black Mothers Say I Love You"
Trey Anthony the pioneering writer and producer of "Da Kink in My Hair" gave us the first ever primetime show produced by a Black Canadian Female. Once again she has successfully penned a telling tale in "How Black Mothers Say I Love You" a story inspired by realities close to home. She wrote the play after experiencing comparable circumstances wherein both her maternal grandparents relocated to different countries leaving their children behind in search of opportunities outside the circumference of their existing reality, a common place for many women in the diaspora.
Trey was inspired to write the play after her grandmother fell ill with stomach cancer. It's a health crisis and one of many unfortunate and unforeseen circumstances that can affect families whether here or there. When mothers take a temporary leave of absence from their home and children it can definitely place a strain on the relationship with their children once they are reunited. So much life happens in the course of their separation from each other and much of the minor details that can translate into bigger issues down the road are not foreseen. As human beings we are
shaped by our experiences and environment, it's how we grow, inevitably. "How Black Mothers Say I Love You" highlights some of the unique circumstances that transpires over the lifetime of the temporary separation between mothers and their children while off in search of opportunities and also highlights the dynamics of the relationships once they are united. When mothers leave home, they are in their minds, (for the most part, ironic as it may be) are making a pioneering decision and sacrifice for themselves and the future of their little ones. The grass always appears greener on the other side and as the old saying goes a bird in the bush becomes more appealing than the one in hand. Unfortunately, on the road paved with good intentions mothers and children change and grow apart through their disconnect as daily challenges a triumphs takes precedence over meaningful presence. Trey skillfully writes to depict some of the harsh realities and challenges that can tran-
spire over the life and times of such a brave sacrificial move. Interview with Trey Anthony Q. How did you get into play-writing was it a lifelong dream of yours, did it just happened or did you attend theatre school? A. I attended 2yrs of School for Theatre then really spent the majority of my time doing sketch comedy. I also did some writing and performing for The Chris Rock Show and also got experience through co-writing with Clement Virgo Q. What was your inspiration behind the creation of the play "How Black Mothers Say I Love"? A. After witnessing both my maternal grandparents go through similar situations and the relationships they had with their children, the impact of relocating on families can be very challenging it really hit home for me when my grandmother fell sick with stomach cancer that was a really hard time
for our family it also got me thinking a lot more about health and fitness as another avenue that I will venture into sometime in the future it got me thinking a lot and I really wanted to tell our story. Q. What avenues and methods did you use to promote or market your work? A. There are so many options available for creative persons today, we have social media which we can utilize to market our products and with tenacity we can garner a lot more support. There's movie blog and different social media tools that we can use to tell our stories Q. Is there anything I haven't asked you that you'd like to let us now? A. Come out and support the show you can also follow me @Treyanthonyspeaks maresa@visionnewspaper.ca

Depression: Not Just for New Moms
13
NO VIOLENCE IN LOVE pecially in the developing countries like Jamaica.
and social / relationship dysfunction were associated with depression risk, suggesting men already at risk for depression are more likely to experience it before and after the birth of their child.
Think depression is only for new moms? Think again. It's well-established that women can experience pre- and post-partum depression (before and after the birth of their child), characterized by symptoms including feelings of sadness and hopelessness; under- or over-eating; lacking energy or motivation; withdrawal from friends and family; headaches, stomach aches and other unexplained pain; and other manifestations. Research suggests hormone changes during and after pregnancy may contribute to depressive symptoms during this time. But men, too?
According to a study published in JAMA Psychiatry, a peer-reviewed research journal of the American Medical Association, men are also at risk for depression before and after the birth of their child. Among more than 3,000 men surveyed while their partner was pregnant and again nine months after their child's birth, a small percentage of fathers experienced prenatal depression symptoms, while double that amount experienced postnatal symptoms. It's important to note that according to the study, a history of depression

There is too much infuriating anger that permeates and penetrates the cultural psyche of Jamaicans.
The alarming incidences of violence against women and children in Jamaica have been a cause for deep cultural introspection. The #noviolenceinlove campaign aims to culturally decrease ideas causal to violence and honor the mothers, women, and girls so that we turn out better leaders of the future. We have created Films, PSAs, Music, and Videos in an effort to reshape the way Jamaicans and Caribbean nationals see themselves. The Caribbean has 15 of the top violent countries in the world and If we are to survive and live prosperously, we can no longer afford to kill ourselves trying to survive in our music, politics or socio-economic policies. Evolution up to now has been about the survival of the fittest, and this has resulted in a violent narrative for women in many vulnerable nations, es-
We need a culture of wisdom, where the art reflects the care, nurturing and strength of our women, girls, and boys. It may be a transference of the philosophies of the English naturalist Charles Darwin (1809–1882), who hypothesized that life is about having the ability to compete, survive, and reproduce that has caused much pain for Jamaica. This idea of survival and competition within the cultural narrative has encouraged the casual violence mentality of some being the fittest, and someone else being the weakest. Our women have suffered the most because of these violent theories and masculine dominance. Perhaps the key to a growing, holistic and happy society is not to survive, but to treat each other better. by Donovan Watkis for the full story visit www.visionnewspaper.ca
