The Caribbean Jamaica agency that probes allegations against police says 53 officers face murder charges

KINGSTON, Jamaica _ A Jamaican agency that probes abuse allegations against the island’s security forces says 53 police officers are charged with murder. The Independent Commission of Investigations disclosed the number of officers facing murder charges at a Wednesday press conference. Jamaican officers accused of unlawfully taking a life make up the large majority of the 84 officers before the courts. The commission says it recorded 129 fatalities by security forces last year on the island of 2.7 million. That’s a 50 per cent drop in fatalities from 2013, when 258 people were slain, and the fewest deaths at the hands of law enforcement in years. There seems to be a mix of reasons for the reduction, but perhaps the biggest is a newfound fear among officers of prosecution by the increasingly robust commission The Associated Press

Haiti demonstrators protest against gasoline prices, threaten to disrupt Carnival celebrations

PORT-AU-PRINCE, Haiti _ Demonstrators in Haiti’s capital have burned a pickup truck and a car during a protest over gasoline prices and are threatening disrupt Carnival celebrations if the costs don’t come down more. Participants in Thursday’s demonstration also set fire to tires and threw rocks, while police responded with tear gas. A larger protest is planned for Saturday, and organizers are urging businesses to close and calling for people from all sectors to participate. Haiti’s Carnival will be held this year starting Feb. 15 in Port-au-Prince. Students and other protesters warn that they will disrupt the celebrations if gasoline prices are not lowered more because of worldwide slump in oil prices. The government has recently made two reductions, decreasing the price from $4.75 a gallon to just over $4. The Associated Press

NEWS Trinidad leader fires attorney general, security minister after witness tampering allegations PORT-OF-SPAIN, Trinidad _ Trinidad's leader has fired her attorney general and the national security minister over allegations they participated in witness tampering. In a televised address late Monday, Prime Minister Kamla Persad-Bissessar said she could not determine the truth of the allegations against the two officials. But she said the accusations brought their offices “into disrepute.'' “Those office holders preside over the administration of justice, law and order and so cannot remain in those positions while these investigations into allegations are made,'' she said. Persad-Bissessar also called for the immediate resignation of the director of the police complaints authority, David West. She does not have the authority to fire him.

Detectives are investigating an alleged attempt by the fired attorney general, Anan Ramlogan, to pressure investigators into withdrawing a witness statement made in a defamation case brought against him by opposition leader Keith Rowley. Ramlogan denies the accusations. Persad-Bissessar said National Security Minister Gary Griffiths was sacked because he never informed her about a phone call that he made to the director of the police complaints authority to find out whether the witness statement had been withdrawn. The latest government shake-up in Persad-Bissessar's administration occurs during an election year. General elections are due by September. But the prime minister on Monday denied any suggestion that politics played a part in her personnel decisions. The Associated Press

US Coast Guard says 50 bales of cocaine seized, 2 men detained off coast of Dominican Republic bales of cocaine and detained two men. The suspects were transferred to authorities in the Dominican Republic, where they are expected to be prosecuted.

SANTO DOMINGO, Dominican Republic _ U.S. authorities say two alleged drug traffickers have been detained off the coast of the Dominican Republic and 50 bales of cocaine have been seized. The U.S. Coast Guard said in a Wednesday statement that the crew from one of its cutters boarded a suspicious speedboat in Dominican waters. They reportedly found 18

The Dominican Navy also recovered 32 bales of cocaine thrown off another drug-smuggling boat during a chase. There were no arrests in that operation. Coast Guard officials estimated the value of the drugs seized in both operations at $24 million. According to U.S. officials, an estimated 6 per cent of the cocaine bound for the U.S. passes through the Dominican Republic. The Associated Press

The World Angry fans throw bottles at players, delaying African Cup semi between Eq Guinea and Ghana

MALABO, Equatorial Guinea _ Angry fans forced a halt in the African Cup semifinal with less than 10 minutes to go, with Ghana leading host Equatorial Guinea 3-0. The fans became incensed after Ghana scored two late goals in the first half, and riot police were called in to protect Ghana’s players and fans. After Ghana scored a third goal in the second half, the small section of Ghana fans were escorted out of the stadium for their own safety when water bottles started to rain down again. The referee stopped the match with less than 10 minutes to go. One fan ran onto the field during the stoppage and confronted one of the linesmen, but he was quickly taken away by security.

Gas explosion in Trinidad damages 5 businesses and injures 13 people, including 3 critically

PORT-OF-SPAIN, Trinidad _ A gas explosion that caused a fire near Trinidad’s capital has injured 13 people, including three reported in critical condition. Police say they believe a spark set off an explosion in a restaurant’s gas tank Thursday just north of Port-of-Spain. The explosion damaged five businesses and sent glass and other debris flying in the upscale suburb of Maraval. Health Minister Fuad Khan tells The Associated Press that the injured are being treated for burns and smoke inhalation. Police say a truck apparently was servicing gas tanks at El Pecos restaurant when the explosion occurred.

New York state Assembly elects first African American leader, who will hold powerful position Senate. ALBANY, N.Y. _ The New York state Assembly on Tuesday elected its first African-American speaker, who will lead a chamber that has been rocked by scandal. Carl Heastie is a Democrat from the Bronx in New York City. He succeeds Sheldon Silver, the longtime leader who resigned after being charged

with taking nearly $4 million in payoffs and kickbacks. The speaker is one of the most important positions in New York state government. Heastie will direct the flow of legislation, set committee assignments and direct budget negotiations with Gov. Andrew Cuomo and the Republican-controlled state

Heastie noted that the Assembly was, coincidentally, scheduled to take up a resolution honouring civil rights leader Martin Luther King Jr. “Thank you, Dr. King, for making this day possible,'' Heastie said. Four other lawmakers initially sought the speakership but quickly backed out as Heastie locked up support. One of them, Assembly Majority Leader Joseph Morelle, said Heastie

“is one of the most honourable people I've met'' in Albany. The 47-year-old Heastie was first elected in 2000 and has led the Assembly's Labor Committee for the past two years. He is a former budget analyst in the New York City Comptroller's Office. He also leads the Bronx Democratic County Committee, a post he has said he will leave now that he is speaker. Silver led the Assembly for 21 years before his resignation. The Manhattan Democrat has said he expects to be exonerated and intends to keep his seat in the Assembly. On Monday, Heastie outlined his reform proposal, calling for a new Office of Ethics and Compliance led by a non-legislator, new limits on how much outside income lawmakers can earn, and greater reporting of outside income and legislative stipends. Arizona man accuses hip hop mogul Sean 'Diddy' Combs of punching him at Super Bowl party PHOENIX _ An Arizona man is accusing hip-hop mogul Sean “Diddy'' Combs of punching him in the face at a Super Bowl party, sparking an investigation that may include police questioning the rapper, officials said Thursday. Steven Donaldson, 31, had berated Combs with expletives for not performing at one of the many star-studded parties during Super Bowl weekend, said Scottsdale police Sgt. Ben Hoster. Donaldson had believed the rapper was scheduled to perform at the party, Hoster said. Donaldson, a Phoenix-area

resident, told investigators that after he was struck, a security officer threw him to the ground and then ejected him from the party. Donaldson, Combs or his agent could not immediately be reached for comment. Hoster said police were interviewing witnesses and plan to talk again with Donaldson to ask if he wishes to press charges. Donaldson had one red cheek and appeared intoxicated when officers responded to the call at 3 a.m. Sunday, about 30 minutes after the

alleged altercation, Hoster said, adding that Combs had left before officers arrived. Donaldson provided police with cellphone video he took that shows somebody who appears to be Combs approach, but Hoster said it ends before the 45-year-old rapper allegedly threw a punch. Police may question Combs, but Hoster said that depends on whether Donaldson wants to continue pressing the case. “If he changes his mind we're not going to reach out and bother Sean Combs,'' Hoster said. “We'll see.''

Q&A: Rising R&B singer songwriter Jhene Aiko on her 3 Grammy nods, battling Beyonce, Drake listen to a lot of male artists because I kind of get inspired by rappers because they can do a full song, just them, and no one is saying, 'Where is the feature?' No one is begging for a feature because they can hold their own. And so for me, that's where I pull motivation from because I feel like I can do the same thing. I feel like I can write a song with me as the writer and it can be as good as a Drake song. So that's my hope _ that I am competing with the boys because I can. And I don't think I'm there yet, but I'm getting there. AP: You and Beyonce are the only female performers nominated for best urban contemporary album and best R&B song. Are you a fan of her latest album?

NEW YORK _ Jhene Aiko released both an EP and an album ahead of the Grammys, but it's her seven-song effort that's competing for a Grammy against Beyonce, Pharrell and Chris Brown. The rising singer-songwriter released the EP “Sail Out'' in November 2013, which features collaborations with Kendrick Lamar and Childish Gambino. It debuted at No. 8 on the Billboard 200 albums chart and launched the R&B hit “The Worst.'' Now, the EP is nominated for best urban contemporary album at Sunday's show in Los Angeles, and “The Worst'' is up for best R&B song against smashes like Beyonce's “Drunk in Love'' and Brown's “New Flame.'' “It was something unexpected,'' Aiko said. “I don't think it will sink in until I'm there.'' Aiko released her first full-length album, “Souled Out,'' in September _ in time for Grammy eligi-

AP: How does it feel to have your EP nominated for a Grammy? Aiko: That was what I was most surprised about _ that it was for the EP. I didn't even know it could technically be nominated for an album category ... when I made the EP ... I was like, 'It's an EP, let's just put together these songs,' and everything just sort of was a very easy process. And then when it came to the album, we were overthinking it a little too much ... because we had so much more to work with. ... But with the EP, I feel like that was a true representation of just like going with the flow and doing

what was coming naturally. It kind of taught me a lesson _ being that it was recognized (by the Grammys). Like, 'OK, this is how I should feel when I make a project.' It just totally felt easy. AP: For best R&B song, there are eight writers listed on Beyonce's “Drunk in Love,'' 10 for Chris Brown's “New Flame'' and six for Usher's “Good Kisser.'' For your song “The Worst,'' it's just you and two other folks. Aiko: It's me and the producers. They get publishing because they wrote the track. ... I didn't know that was so rare until I saw that. ... It didn't make me feel like, 'Oh, yeah. I'm so much better than these other artists 'cause I wrote the song.' I write all of my songs so that's not a big deal to me. AP: You've worked with Chris Brown and Drake. What's it like to be competing with them at the Grammys? Aiko: I think it's really cool. I

Aiko: I honestly have only heard a few songs. I love Beyonce. I think she's an amazing singer. Especially last year, I wasn't listening to a lot of music 'cause I was making it. ... But definitely, of course 'Drunk in Love' _ that was obviously like a major hit that you can't help but sing along to. But, yeah, I know (the album) was widely received and had rave reviews for it, so I'm sure it's a great album. And she's Beyonce, so you know, she doesn't make anything less. AP: Have you decided what you'll wear to the Grammys? Aiko: We've been working on that. ... The scene has become far more familiar than Woods posing with a trophy, especially over the last 18 months. Woods left the Honda Classic in the final round after 13 holes with what he called back spasms. He was

driven to the parking lot at Firestone after eight holes when he said spasms returned from a jarring leap into a deep bunker. And on Thursday, the reason for withdrawing was the weather. It's a little more complicated than that. Woods said he warmed up nicely at Torrey Pines in the morning as fog finally lifted along the Pacific bluffs. Waiting for his tee time, play was suspended for 90 minutes when the fog returned, and Woods didn't quite feel the same. “It's just my glutes are shutting off,'' he said. “Then they don't activate and then, hence, it goes into my lower back. So I tried to activate my glutes as best I could in between, but they never stayed activated.'' Medical lingo aside, he never looked comfortable. Horschel noticed it early after they started _ finally _ on the 10th hole.

Nicholas Thompson had an 8-under 64 on the North Course and had a one-shot lead over Michael Thompson when play was suspended by darkness. Brooks Koepka, coming off his victory in the Phoenix Open, had a 66 on the North. The best score on the tougher South Course belonged to Jhonnatan Vegas, who shot 67. Dustin Johnson, playing for the first time since his six-month leave for “personal challenges,'' holed out for eagle on No. 4 on the South Course as his lone highlight. He had five bogeys and was 2 over with one hole remaining. But this day was all about Woods, which used to be typical at Torrey Pines because he has won the tournament seven times. Thursday was different. Several players came out of the scoring area and said, “What happened to Tiger?'' It has become a troubling trend for Woods. In his last six tournaments since back surgery last March, he has missed the cut three times, withdrawn twice and finished 69th in the British Open, his lowest 72hole finish in a major.

``It's just tough not seeing him have his best, whether it's with his game or with his health,'' Fowler said. Woods was 2-over par through 11 holes and in a tie for 130th when he withdrew. He will fall to his worst world ranking since before he won his first PGA Tour event as a 20-year-old in 1996, and he most likely will not qualify for a World Golf Championship for only the second time in his career. Woods is not expected to play again until the Honda Classic in three weeks. Doral is the following week. He did not indicate earlier in the week that he would add tournaments to his schedule ahead of the Masters, which is April 9-12. His opening nine holes were more of the same kind of golf he showed in the Phoenix Open last week with a short game that was shocking. On his first hole, the par-4 10th, Woods short-sided himself right of the green and he bladed his chip some 35 feet beyond the hole for a bogey. He was in trouble again on the next hole, facing the same chip, and this time struck it perfectly. He chipped in to save par. From there, it was a mixed bag of poor tee shots (he hit only one fairway) and poor iron shots. His tee shot on the par-3 12th wound up on a front tee box at the 13th hole. On his final hole, the short par-4 second, he sent a sand wedge from the rough well over the gallery and nearly onto a tee box at the next hole. He flubbed a flop shot and wound up making double bogey. Woods won five times in 2013 and was PGA Tour player of the year. His future looked foggy leaving San Diego.

Promoter says HBO and Showtime in agreement on Mayweather Pacquiao fight

HBO and Showtime have agreed on how they would broadcast a fight between Floyd Mayweather Jr. and Manny Pacquiao, promoter Bob Arum said Thursday, leaving only two remaining issues to be settled before the much anticipated May 2 fight can be signed. Arum told The Associated Press that the rival networks have come to terms on an announcing team and other details for the pay-perview blockbuster, and that talks this week have narrowed the remaining differences between the Mayweather and Pacquiao camps. “We had four issues and we resolved two,'' said Arum, who promotes Pacquiao. “Now we're working on resolving the other two. Unless something else comes up at the last minute, that's what my take is.'' Not so fast, said Stephen Espinoza, executive vice-president for Showtime Sports. “There are a few significant issues remaining on both the fighter side and the network side of this deal,'' Espinoza said. “While we are

optimistic, it's a bit premature to say that the networks are in total agreement.'' Arum declined to say what those two issues are, saying he didn't want to sabotage the negotiations just as they are reaching a critical juncture. And it was not clear whether the Mayweather side views the negotiations the same as Arum, or even if Mayweather will agree to the fight. Mayweather's adviser is Al Haymon, who reportedly has been doing the negotiating on his fighter's behalf. But Haymon doesn't talk to the media, and Mayweather communicates almost exclusively through social media. Mayweather's latest postings showed him enjoying a trip on a private jet to the Caribbean and getting a fish pedicure. He did post on social media last week that a media report the fight was a done deal was a “lie'' and posted another picture Thursday from his earlier meeting with Pacquiao and saying it was Pacquiao's side that was holding up the fight.

Arum said the major financial points of the fight have been agreed to, including a reported 60-40 split in the purse in Mayweather's favour. Based on the fight doing a record $200 million or more in revenue, Mayweather's payday could be at least $120 million. “There's a lot of devil in the details and that's what we're sorting through now,'' Arum said. “The remaining issues are obviously important to the participants, and are things we have to work out.'' Mayweather's representatives have dictated most of the terms of the fight, and Arum said Mayweather will be the one to announce it if it is made. Mayweather fights under contract to Showtime and Pacquiao to HBO, and there was speculation the two networks could hold up the fight by not coming to terms themselves. But talks between top executives have been ongoing for weeks, and HBO issued a statement Monday saying it was not an “impediment'' to the fight.

“We stand ready to go,'' the statement said. “The principals need to agree to terms and come to a deal.'' An HBO spokesman declined further comment Thursday. While Mayweather has been vacationing, Pacquiao was heading home Thursday to the Philippines after a trip to the U.S. and England. While in Miami for the pageant, Pacquiao attended a Miami Heat basketball game the same night Mayweather was there and the two fighters exchanged numbers and discussed the fight. They later met for an hour, and Arum said the meeting convinced him that Mayweather wanted to make the fight. Before heading home, Pacquiao also met in Washington with Senate Minority Leader Harry Reid and on Thursday attended the National Prayer Breakfast, where President Barack Obama spoke.
