Peter Bunting says the 1,005 slayings recorded last year was Jamaica’s lowest annual total since 2003 and represents a 40 per cent reduction over the previous five years. In a Tuesday speech in parliament, Bunting partly attributed the success to “changing the paradigm of policing.’’ He says a community policing approach with officers working to develop trust in neighbourhoods is starting to replace a paramilitary style of law enforcement. But Bunting says a rise in homicides this month shows the situation is fragile. So far in 2015, the island of 2.7 million people has averaged 3.2 murders a day compared to 2.7 for all of 2014. KINGSTON, Jamaica _ Jamaica’s Senate has started debating a bill that would decriminalize possession of small amounts of pot and establish a licensing agency to regulate a medical marijuana industry. Justice Minister Mark Golding introduced the legislation to the upper house and discussions began Friday. The bill would establish a “cannabis licensing authority’’ to deal with regulations on cultivation and distribution of marijuana for medical, scientific and therapeutic purposes. Possession of 2 ounces or less would become a petty offence that would not result in a criminal record. It would also give Rastafarians special privileges to use the drug for spiritual purposes. Sen. Tom Tavares-Finson said the opposition supports the bill overall and is “happy with the progress that is being made.’’ But he says sections dealing with Rastafarians are problematic. A Coast Guard statement says the Americans were in good health. It did not identify them.

SANTO DOMINGO, Dominican Republic _ The Dominican Republic is sending reinforcements to its border amid concern about instability in neighbouring Haiti. Army Commanding Gen. Eugenio Matos says 600 more troops will be sent to the border to prevent illegal

The Dominican Republic has more than 22,000 troops along the border. It has been increasing the force since December. KINGSTON, Jamaica _ Jamaican authorities are preparing to extradite a fraud suspect to the U.S. to face charges of allegedly participating in a lottery scam that fleeced thousands of dollars from elderly Americans. The Jamaica Constabulary Force said Thursday that it will be the first lottery scam extradition since the transnational fraud became entrenched in the island’s underworld years ago. Police identified the suspect as 28-year-old Davion Barrett of St. James parish, where many of Jamaica’s scam rings have been based over the years. Last year in a Florida federal court, Barrett’s alleged accomplice was sentenced to five years in prison for running a lottery scam that targeted elderly Americans who were told they had to pay fees to collect their winnings. Vision/ Winter 2015 Music Lil Wayne sues mentor 'Birdman' record label for $51M, seeking to break away from Cash Money

Money failed to pay Lil Wayne a 49 per cent share of net income derived from the sale of solo recordings by rapper Drake for Lil Wayne's partial ownership of the Young Money label, despite Drake's rise as one of the bestselling recording artists in recent years. Nicki Minaj is also signed to the label.

NEW YORK _ Rapper Lil Wayne has had it with his record label. He's suing Cash Money Records for $51 million after claiming that it stiffed him for $8 million on a record he delivered last month. In the federal lawsuit filed Wednesday, the Grammy Award-winning performer asked a Manhattan judge to nullify contracts he has held with the company since November 1998.

Born in New Orleans as Dwayne Michael Carter Jr., the 32-year-old rapper said in the lawsuit that his relationship with the label has been deteriorating over the last four years, with Cash Money failing to live up to contractual promises regarding monthly accounting statements and the timely payment of profits owed to Lil Wayne. The lawsuit said the problems worsened since 2012 as Cash

It said Cash Money also is claiming millions of dollars in marketing expenses for the Young Money label even though it is required to obtain approval from Lil Wayne for expenses greater than $300,000. And it said the company is preventing artists recommended by Lil Wayne from being added to the Young Money label and is failing to pay third parties involved with the Young Money label, leading to lawsuits and additional costs.
