The Caribbean Dominican Republic government issues a record $2.5 billion in bonds

NEWS International Monetary Fund: Venezuela economy will shrink by 7 per cent in 2015 CARACAS, Venezuela _ The International Monetary Fund is predicting Venezuela’s troubled economy will shrink by 7 per cent in 2015, suffering the worst contraction in Latin America.

SANTO DOMINGO, Dominican Republic _ The Dominican Republic has issued $2.5 billion in bonds, the largest amount in the country’s history. The administration of President Danilo Medina said in a statement late Tuesday that the bonds also were placed with a record low interest. Some $1 billion in bonds were issued at 5.5 per cent interest while $1.5 billion in bonds were issued at 6.85 per cent interest. The government has not said how it plans to use the revenue generated by those bonds. The Dominican Republic issued $2.25 billion in bonds last year to help reduce a large deficit.

It’s a dramatic downgrade from October, when the IMF said Venezuela’s economy would shrink by 1 per cent. In a post published Wednesday, IMF Western Hemisphere Director Alejandro Werner says Venezuela will be clobbered by falling oil prices, which have declined by half in the last six months. Jamaica official says marijuana reform bill ready, should soon be introduced in Parliament “We need to position ourselves to take advantage of the significant economic opportunities offered by this emerging industry,'' Golding said.

KINGSTON, Jamaica _ Jamaica's Cabinet has approved a much-anticipated bill of drug law amendments that would decriminalize possession of small amounts of pot and pave the way for a legal medical marijuana industry on the Caribbean island, the justice minister said Wednesday. Following the Cabinet's authorization, Justice Minister Mark Golding said he expects to introduce the legislation in the

Senate by the end of this week. Debate could start before the end of the month in the potsteeped country where the drug, known popularly as “ganja,'' has long been culturally entrenched but illegal. Golding said the bill would establish a “cannabis licensing authority'' to deal with the various regulations needed to cultivate, sell and distribute marijuana for medical, scientific and therapeutic purposes.

It would make possession of 2 ounces or less a ticketable offence that would not result in a criminal record. Cultivation of five or fewer plants on any premises would be permitted. Rastafarians who use marijuana as a sacrament could also legally use cannabis for religious purposes for the first time in Jamaica, where the spiritual movement was founded in the 1930s. For decades, debate has raged in Jamaica over relaxing laws prohibiting ganja. But now, with a number of countries and U.S. states relaxing their marijuana laws the Jamaican government is advancing reform plans. Golding stressed that the government will not soften its stance

on transnational drug trafficking and it intends to use a portion of revenues from its new licensing authority to support a public education campaign to discourage pot smoking by youngsters and mitigate public health consequences. The head of Jamaica's Cannabis Commercial and Medicinal Research Taskforce said he expected the bill to be passed soon in Parliament, where Prime Minister Portia Simpson Miller's governing party holds a 2-to1 majority. “The development is long overdue,'' task force director Delano Seiveright said. into the process so they can see how it's done. Rae Sremmurd has been one of many new acts to take the hip-hop world by storm in 2014, riding— as these acts often do—a wave of momentum due to a major single that often goes viral first before snagging all-important radio play.

DMX is about to release his seventh studio album called “Redemption of the Beast,”. On facebook he spoke about the album. “Swizz [Beatz] did the single. I got Sean Kingston on the Scott Storch record. Of course I got a little LOX on there. Drag, you know. Keep it family tight. It’s going be a few features, but nothing crazy. I got Tyrese on a couple of joints.” The album is scheduled for release on January 13th.

Game will commemorate a decade since The Documentary dropped by unleashing its follow-up on the same date. The Documentary 2, his 10th solo album, is slated for release Jan. 18, 2015, exactly 10 years after his debut. Ahead of The Documentary 2 was Year of the Wolf, Games’s new compilation featuring artists from his Blood Money record label. That album dropped in October. The Documentary 2 is Game’s first solo studio album since 2012’s Jesus Piece.

Tetsuo & Youth is the upcoming fifth studio album by American rapper Lupe Fiasco, set to be released on January 20, 2015, by Atlantic Records and 1st & 15th Entertainment. The album was promoted by the Tetsuo & Youth preview tour, which took place November 2, 2013 to December 15, 2013. Lupe’s label-mate Stalley was a supporting act on the tour, while The Boy Illinois took role as an opening act.

MELBOURNE, Australia _ There is a big difference between the Venus Williams of, say, the year 2000 and the Venus of 2015. The Venus of today says she might not be at the top of her game but she is more strategic, she understands the game better and she has learned to not be afraid. “That's one of the beauties of continuing to play as you get a lot of the years under your belt,'' said Venus, who at the age of 34 is one of the oldest players in the draw but enjoying what some have called a career renaissance. She finished 2011 outside the top 100, and announced she was suffering from an auto-immune condition called Sjogren's syndrome, which can cause joint pain and sap energy. She took seven months off from tennis, and by the end of 2012 had climbed to No. 24. She is now ranked 18th and won her 46th career title in Auckland earlier this year. Williams says her health problems have given her a new perspective on life.

Since TV's infancy, blacks have travelled a bumpy road toward fair representation on TV love from skittish advertisers. “The Nat 'King' Cole Show'' lasted only a year. Comedian Flip Wilson got a much warmer reception in 1970 when his NBC comedy-variety show scored as that season's second-highest-rated series. It ran for four years.

More than 60 years ago, a new comedy boasted an all-black cast populating a Harlem community with characters that included an attorney, a small businessman and a civic-club president.

Even today, the show remains suspect, vilified by some as a display of racism. But “Amos 'n' Andy'' also stands as TV's first all-black series, indeed the only one until “Sanford and Son'' was introduced by Norman Lear in 1972 during a renaissance of black-oriented sitcoms.

But not everyone loved it. It was blasted by the NAACP for perpetuating black stereotypes with what, at best, were broad characterizations _ particularly Kingfish Stevens, its underhanded mastermind, whose mission in life was avoiding work while cooking up ways to fleece Andy, his dim-witted chum.

Since TV's infancy, the march toward fair representation for various races and ethnicities has been circuitous and rocky. Most minorities remain underrepresented, while African-Americans found their place in TV's version of the world routinely shortchanged or disparaged by producers, networks and sponsors.

Bill Cosby also helped pave the way. His legacy as a TV trailblazer is taking a beating with the recent surge of sexual abuse allegations. But through the decades, he repeatedly punctured TV's colour barrier. Back in 1965, he made history co-starring with a white man (Robert Culp) on NBC's “I Spy,'' the pioneering buddy drama about two fast-living spies who masqueraded as a tennis pro and his trainer. And, from 1984-92, he starred in “The Cosby Show,'' a smash hit for NBC where he played an upscale family man and obstetrician. Cosby's eight seasons as Dr. Cliff Huxtable clinched his identity as “America's Dad,'' which made the flood of accusations now shattering that image all the more painful for his fans _ and Dr. Huxtable's. But there was no denying the distance travelled in the portrayal

of black characters on TV. The first comedy to star a black woman (ABC's “Beulah'' in 1950) set its leading lady in the home of a white middle-class family, where she jovially toiled as their maid. But in 2014, the NBC drama “State of Affairs'' premiered with a black woman as president of the United States. And in the hit ABC drama “Scandal,'' black actress Kerry Washington plays a Washington power broker locked in an affair with the nation's chief executive (white actor Tony Goldwyn), complete with steamy love scenes in and outside the Oval Office. Such a torrid romance marks a head-spinning change from 1968, when, during the taping of a duet for her NBC special, British pop singer Petula Clark clasped the arm of Harry Belafonte, the beloved calypso star and social activist. It was a gesture that spurred the sponsor, Chrysler, to demand this instance of “interracial touching'' be edited out. No way, said Clark, who threatened to scrap the whole program instead. Chrysler backed down and the show aired intact, another obstacle surmounted on a road that's still bumpy today.
