The Caribbean Jamaica police officers receive US training, equipment to help cut down on lethal force

70 Haiti migrants found stranded by smugglers on uninhabited island off Puerto Rico Officials say the migrants are Haitians and were in decent health when they were found on Saturday.

KINGSTON, Jamaica _ Some Jamaican police officers are taking a course with U.S. trainers to practice ways of subduing people without permanently injuring or killing them. Twenty-six officers with the Jamaica Constabulary Force are in the course, which focuses on the use of weaponry like batons and pepper spray to avoid lethal force. They are expected to return to their divisions and train others. There was a demonstration for government, police and U.S. Embassy officials Thursday. Allegations of police killings have been chronic for many years in Jamaica. Rights groups charge that a culture of impunity has resulted in too many officers having a shoot-first mentality. Residents of mostly poor neighbourhoods regularly protest what they say are unjustified killings by lawmen.

Cayman Islands approves policy to advance rights of disabled citizens, set foundation for law GEORGE TOWN, Cayman Islands _ The Cayman Islands has approved its first national policy to advance the rights of disabled citizens.

The rugged island lies in a treacherous passage between Puerto Rico and the Dominican Republic. Smugglers in the Dominican Republic sometimes ditch migrants there. SAN JUAN, Puerto Rico _ U.S. authorities say they have found 70 Haitian migrants on an uninhabited island west of Puerto Rico.

Chief patrol agent Ramiro Cerrillo says ``smugglers leave migrants stranded in Mona making them believe they safely have reached Puerto Rico.’’

The U.S. Customs and Border Protection agency said in a Monday statement that agents apprehended the group of 46 men and 24 females, including three minors, on Mona island.

A U.S. Coast Guard cutter brought the migrants to Puerto Rico where they will be processed and transported back to Haiti.

A statement from the British territory’s government on Wednesday said the disability policy has been authorized by the Cabinet. Among other things, it stresses equal rights for persons with disabilities and provides guidance on how to improve social inclusion. Advocates say it sets a foundation for a hoped-for law to prohibit workplace discrimination and create a council to act as a watchdog. It’s not clear when a bill might be drafted, however. Steering committee chairman Robert Lewis says the goal is to ensure ``persons with disabilities live with dignity’’ in the three-island territory. Last month, Jamaica passed a law protecting rights of disabled people, following similar actions taken in Bahamas and Guyana.

Around the world BILL CLINTON ACCEPTS JAZZ AWARD LOS ANGELES (AP) _ The Thelonious Monk Institute of Jazz has given an award to a man the institute believes raised the profile of jazz in America: former President Bill Clinton. Quincy Jones and Herbie Hancock presented the award to Clinton in a ceremony in Los Angeles Sunday. Clinton says the institute gives many young people a chance to learn about jazz. He says most of them won’t be jazz artists, but he adds, ``Sometimes frustrated jazz musicians wind up with another life that works out pretty well.’’ Performers at the ceremony included Wayne Shorter, Jimmy Heath, Joshua Redman, Pharrell (fah-REL’) WIlliams, Dianne Reeves, John Mayer, Taj Mahal and Kevin Spacey.

Memphis pastor elected first African American president of Tennessee Baptist Convention MEMPHIS, Tenn. _ The Tennessee Baptist Association has elected its first African-American president with the selection of Memphis pastor Michael Ellis. The Commercial Appeal of Memphis (http:// bit.ly/1EANCd4) reports the election during Tuesday’s annual meeting in the Nashville area was unanimous. Ellis, pastor of Impact Baptist church near Memphis, calls his election a ``great day’’ for the convention and for the state of Tennessee. The Tennessee Baptist Convention is part of the Southern Baptist Convention, which elected its first black president, Fred Luter, in 2012. Ellis spent 21 years in the Navy and was ordained in 1991. He started Impact Baptist in 2006. Ellis and Impact Baptist run Northaven Community Development Corp. NYC to stop many small time marijuana arrests, to issue summonses and violations instead

NEW YORK _ Thousands of people carrying small amounts of marijuana may no longer be arrested or face criminal charges, city officials announced Monday, marking a significant shift in how the nation's biggest city approaches policing pot. Instead of being arrested on misdemeanour charges that carry potential punishments of up to three months in jail, many people will get court summonses and face non-criminal violations punishable by fines starting at $100, Mayor Bill de Blasio

Under a 1977 state law, it's only a violation to have up to 25 grams (0.88 ounces) of marijuana in a pocket or bag, but the offence rises to a misdemeanour if the pot is being smoked or is “open to public view.'' Under the new policy, set to take effect Nov. 19, people caught smoking will still be arrested. Prosecutors estimated it would affect 92 per cent of the lowest-level marijuana cases in Queens and about 50 per cent in Brooklyn, where the district attorney has taken his own steps to curtail pot prosecutions. The arrests averaged about

2,100 a year citywide from 1978 through 1995 and then shot up, peaking at 50,700 in 2011. Amid scrutiny of police tactics and some policy changes, they fell to 28,600 last year. There have been 24,080 this year. Critics say the arrests are racially disproportionate: Federal statistics show similar rates of marijuana usage among whites, blacks and Hispanics, but about 86 per cent of the New York arrestees are black or Hispanic. Critics also say police illegally search people or get them to empty their pockets to bring the drug into the open and generate arrests, though officers were reminded in 2011 they couldn't do that. Musical Bumps!

I can recall congratulating Foota Hype and Ishawna a few months back, when they were dancehall’s newly betrothed couple. I am now saddened to hear that ‘dem lef’ and the pair have since engaged (pardon the pun) in a verbal brawl via social media, stage-shows, radio interviews etc.

However, what is disturbing to me is the fact that Foota Hype, who is also her baby father, made some serious allegations in a recent interview which went viral. He claimed that Ishawna, Joe Bogdanovich (the CEO of Downsound records – where Ishawna is signed and formerly Foota Hype too) and Skatta Burrell are intimately involved! This lowered the public image of his child’s mother and his former co-workers. My take is this: before you come into the public, ‘shub’ your dirty clothes under your bed, instead of hanging it out for all to see. Foota should have thought of the consequences of casting these aspersions, especially for his child. In this interview, Foota also mentioned that the reason behind his and Ishawna’s break-up was due to her wanting him to do ‘freaky’ things such as oral sex and threesomes. He and Ishawna have been together from “Wappy kill Fillup” (meaning: a long time), you’ve known of her sexual preferences for nine years and it’s only recently that you decided that you didn’t like it? Who are you trying to fool?

I need to address a couple of topical issues within dancehall. As a promoter and part of the music industry, I represent it, as well as artists who also contribute to the genre.

I understand that he is only human and experiences emotions, like everybody else, but he is a responsible adult. Big people – organize yourselves! It is a similar issue that led to two videos circulating on social media in the Jamaica recently; two (allegedly four, but only two can be seen in the available footage) Jamaican females exposed themselves to brutal, sexual acts…for the sake of money and that same ‘thing’ down in their throat. They allowed themselves to be filmed and treated like pigs, no…worse than pigs! Now, one of the most disturbing things about this matter is that the video was orchestrated and shot by domineering, scornful white tourists. I am not being racist but the videos speak for themselves; not only do the men physically abuse these girls but they also antagonize, racially and verbally abuse them.

Mothers, parents, guardians and neighbours – let’s grow our children the right way and lend a nurturing hand to each other’s child, when we see that they are straying because they can easily end up with wrong crowd and go off the rails. I say what I have to!

Straight from Yard with Irie FM’s DJ Amber Greetings Yardies! The summer is officially over and there’s a lot to discuss about what’s going on a yard. But instead of getting into the doom and gloom of the economy or that the fact that Jamaica is now under attack from the Aeges Egypti Mosquito which carries Dengue fever and the Chickungunya virus; I would rather say ‘give thanks for the rain’ as Jamaica was experiencing drought conditions for several months before August. Speaking of drought, the summer was also lacking the phenomenon known in Jamaica as the “summer song”. Usually there’s one song that is playing everywhere you turn – whether you like it or not. Either way, this song ends up growing on you until you end up liking the riddim, the lyrics,

melody or even just a one line. It’s that song that every selector has cued to “buss the place” inna dance or on the radio; when it’s played, the crowd sings along with the track like a choir. That was missing and the songs which did come close to the above were ‘Nobody Has To Know’ by Kranium, ‘Miami Vice’ by Vybz Kartel and ‘Everything Nice’ by Popcaan. However, apart from ‘Miami Vice’, none of these songs were released in the summer. They came before and were already hot in the streets by summertime, so these aren’t “summer songs” but rather, songs which spilled over. Don’t get me wrong, I love that songs can maintain a buzz, long after they are introduced to listeners. But as a disc jockey who receives thousands of new music on

a daily basis, I resolve to say that the music has become more about quantity than quality. Whether it’s a party song, social commentary or conscious reggae/dancehall type of track, nowadays there are more random artists and producers than there is production and promotion of quality music and artists. In this technology driven era, music production has become nothing more than a hobby for some, while it remains an important business for others. Personally, I do listen to most of the music that I get in emails and on CDs but honestly a large percent of them won’t be played. This is because of factors such as quality, content and limited time in parties and on the radio. All in all, it is up to music

lovers around the world to give that stamp of approval to artists and their work. So the best thing for them to do would be to make songs that will last a lifetime! Hopefully next summer, a hit will jump at us that is so sweet, it will be on everybody’s lips. In the end, music alone shall live. Until next time, big up to mi yardies in the UK and Canada. NEW YORK _ Hoping for a Whitney Houston hologram? You'll have to wait. Pat Houston, the late singer's sister-in-law and head of her estate, says she's had offers to debut a Houston hologram, but she won't sign on just yet. “We did Madame Tussauds,

the wax museum, with Whitney's figures and that was a little scary to stand there and take photographs next to these figurines of Whitney. It's kind of spooky,'' Pat Houston said in a recent interview. “I don't know how I would feel about (a hologram) and certainly I've been approached

to do a project of that magnitude, and I said, 'No.' But who knows what the future holds,'' she added. “I mean, it's just been only two and half years. Maybe down the road.''

An upcoming project starring Whitney Houston on Lifetime is one the family is not involved with, Pat Houston said. Angela Bassett is directing the TV film.

Fans will get to see some of Whitney Houston with Monday's release of “Whitney Houston Live: Her Greatest Performances,'' the pop singer's first live album, released on DVD and CD.

“Angela Bassett did not come to the family, but Lifetime did and we said, 'No.' It was our option to do it or not, and we chose not to,'' said Pat Houston, who starred in a Lifetime reality show with the Houston family for one season months after Whitney Houston died. “It's just not the right time and we just weren't interested right now for any type of biopic to come out on Whitney.''

Pat Houston said unlike other musicians who have died and released posthumous albums, there aren't many Whitney Houston songs waiting to be released.

“Nothing negative to say,'' she added. “They're doing what they do, and people will always do what they want to do ... and hey, we just keep it moving.''

“I wish she had tons of songs that were out there that she had recorded ... but we have a few surprises to come along in the years to come,'' she said.

"It was a great recording session, I have good chemistry with Danny Brownie, he changed some of the lyrics and helped

me arrange it. He said he was impressed by how well I delivered the song and how I was able to hit the right notes. I had taken time to write all the lyrics myself for this song, and got the melody while in the shower, one morning. So I went there with a song and he helped make it better and even suggested the deejay part as well," she said. The song will be released this week. "I felt almost compelled to do it as God has taken me through a lot, especially recently when I was going through a lot of scary health problems because of chikungunya," she said. NEW YORK (AP) _ Ice-T will pay tribute to the four-footed members of the military today. He will appear on a float with military dogs and their handlers at New York's Veterans Day Parade. The six dogs served in either Iraq or Afghanistan. It's the first time dogs have been featured in the parade. After Underwater Dub and Dubmaster Voyage comes Sly & Robbie’s third dub album this year. It’s titled Dubrising and is mixed by Paul “Groucho” Smykle, who is probably best known for Black Uhuru’s The Dub Factor, released in 1983.

The record features acoustic versions and a number of previously unreleased bonus tracks, including an unplugged version of “World Citizen” featuring Shaggy.

This month, VPAL, VP Records’ subsidiary label and distribution arm, teams up with Lady Saw’s label Diva Records to release her new album Alter Ego, available November 18, 2014. The Queen of Dancehall is celebrating 25 years in the business with Alter Ego. The album puts her creativity on full display and showcases both the racy side of “Lady Saw” and the more subdued side of “Marion Hall.” The album features collaborations with Beres Hammond, Estelle, Ali Campbell of UB40 and FloRida. Judging by her latest singles, “Hoping” and “Me & Mi X”, Lady Saw is adding some extra sizzle to the holiday season and posed to ignite the charts. The Queen is back and she means business.

On May 30, 1980 reggae legend Bob Marley embarked on a tour in support of Uprising that wound up being his last before his untimely death. As part of the tour, Marley and The Wailers performed in Dortmund, Germany on June 13 for a show that was broadcast on German TV. Eagle Rock will issue Marley’s performance in Dortmund as Uprising Live! on Nov. 25, marking the show’s first release on DVD. Eagle Rock says the new release features footage that has been restored to its “best possible quality.” Marley’s set includes such classics as “I Shot The Sheriff,” “No Woman No Cry,” “Jamming,” “Is This Love” and “Coming In From The Cold.” Uprising Live! is currently available for pre-order via Amazon.com.

CLEVELAND _ LeBron James isn't ready to let his two sons strap on shoulder pads and a helmet just yet. The NBA superstar doesn't want his boys, 10-year-old LeBron Jr. and 7-year-old Bryce, to play organized football because of safety concerns. He hasn't ruled them out playing the sport in the future, but for now he's insisting they stay off the field. “We don't want them to play in our household right now until they understand how physical

and how body demanding the game is,'' James said following practice on Thursday. “Then they can have their choice in high school, we'll talk over it. But right now there's no need for it. There's enough sports they can play. They play basketball, they play soccer, they play everything else but football and hockey.'' James often refers to himself as a football player when talking about making physical plays. He's also a big football fan, and closely follows the Dallas Cowboys, Browns and Ohio State. The 6-foot-8 James was an AllOhio wide receiver at Akron's St. Vincent-St. Mary High School. This summer, he brought his boys to the Browns' training camp, where they played catch on a side field as the team worked out. Before he concentrated on basketball, James said football provided a possible avenue for him to escape the inner city. “I needed a way out,'' he said. “My kids don't need a way out. They're all right. I needed a way out when I was a kid. I tried to do whatever it took to get out. That's

my excuse.'' James also addressed the NBA's ruling that stripped him of a triple-double earlier this week. On November 10th, James scored 32 points with 12 rebounds and 10 assists in Cleveland's 118-111 win over the New Orleans Pelicans. However, the following day the league said it reviewed the game tape and took a rebound and assist from James, denying him his 38th career triple-double. “I had two reactions,'' James said. “My first reaction was it didn't matter, we won. And who is the guy who actually is checking every stat? That was my second reaction.'' James noted it was the second time he's lost a triple-double. The first was in 2009, when his 52-point, 11-assist, 10-rebound performance at Madison Square Garden was later downgraded by one rebound. “I don't know if it's a Cleveland thing or a LeBron thing,'' he said. England, Australia World Cup bids rebuked by FIFA's ethics judge over damage to process

A FIFA ethics judge rebuked England and Australia on Thursday for their conduct during their failed World Cup bids, using harsher language than directed toward the winning bids from Russia and Qatar. Judge Joachim Eckert found “potentially problematic facts and circumstances'' in both bids and said they damaged and undermined the integrity of the whole bidding process. However, he ruled the actions did not affect the integrity of the 2010 vote which gave the 2018 World Cup to Russia and the 2022 tournament to Qatar. England received only two of the 22 votes in the 2018 election, while Australia received only one in the 2022 decision. Eckert's report criticized England's attempts to woo Jack Warner, the former head of CONCACAF, the North America and Caribbean soccer confederation. England has been a vocal critic of Warner, FIFA and FIFA President Sepp Blatter since its humiliating vote result. Eckert accused Warner, who resigned from FIFA in 2011 to avoid a corruption investigation, of “showering the England 2018 bid team with inappropriate

requests'' to gain his vote Eckert said in his 42-page report that Warner's expectation that bidders would accommodate his wishes was in “apparent violation of bidding rules'' and FIFA's ethics code. “England 2018's response showed a willingness, time and again, to meet such expectation, thereby damaging the image of FIFA and the bidding process,'' the German judge added, saying ethics proceedings could be launched against `”pecific individuals.'' England's bid team was very public in its attempts to gain Warner's support, embarking on high-profile trips to Trinidad and Tobago. But having reviewed evidence from ethics prosecutor Michael Garcia, Eckert criticized England for agreeing to Warner's request to pay $55,000 to sponsor a Caribbean Football Union dinner in 2010, which “damaged the integrity of the bidding process.'' Eckert found the damage was of a “limited extent'' as was also the case when England provided “substantial assistance'' for the Trinidad and Tobago Under-20 team to train in Britain in 2009, and appeared willing to provide

“benefits'' to a Warner-owned club. England found a job in Britain for a “person of interest'' to Warner, Eckert said, giving the appearance “it sought to confer a personal benefit on Mr. Warner in order to influence his vote.'' David Triesman, who led England's bid at one time but resigned before the vote, refused to provide evidence to the inquiry, said Eckert, who assessed the Englishman's previous claims in a British parliamentary hearing. In 2011, Triesman made accusations against Warner and three other members of FIFA's executive committee at the time of bidding, which FIFA dismissed. Eckert's report said he believes “serious violations of bidding rules'' occurred and said disciplinary proceedings could be launched relating to England's bid.

“Australia's acquiescence helped create the appearance that benefits were conferred in exchange for a vote, thus undermining the integrity of the bidding process,'' Eckert said. Eckert also found that two Australia consultants “violated the bidding and ethics rules.'' But due to Australia's “omission of specific language binding its consultants to FIFA statutes and regulations,'' Eckert said FIFA is “limited in what action it can take'' against the pair. Eckert said one consultant gave “the appearance, at least to his employer, that he was improperly influencing the process'' using his “purported relationship with high-ranking FIFA officials.'' The L.A.P.D. cop on security duty who catches and pulls her back _ portrayed by quietly intense Nate Parker _ becomes an overnight star and, soon, a romantic foil for Noni. Though the film, which opens in Toronto on Friday, is knowingly and shamelessly sudsy, it also aims for cultural credibility. Noni's original songs _ oversexed pop bangers that only tip-toe into satire _ were co-written by R&B mastermind Terius (The-Dream) Nash, and the accompanying videos are as shiny-sleazy as the mainstream's basest offerings.

TORONTO _ Gugu Mbatha-Raw knows that some people working behind the scenes of ``Beyond the Lights'' weren't initially fans of hers. For the role of a young singer on the brink of both a break and a breakdown, some involved with the movie envisioned an established pop star. Fortunately, Mbatha-Raw had the stubborn support of accomplished writer-director Gina Prince-Bythewood, who simply wouldn't budge. “Gina really believed in me,'' said Mbatha-Raw during the Toronto International Film Festival, where the film premiered. ``I think that initially certain studios were pressuring her to go with someone who was already a pop star to play the role. (But) the point was to have an actress because then you can really see this journey for what it is. You don't bring all of your cultural baggage to

somebody you already know. “Gina is so passionate and tenacious and soulful and she refused to compromise on her vision, which I think is really a testament to the movie you see.'' Well, Mbatha-Raw rewarded Prince-Bythewood's faith. They wanted a pop star, so MbathaRaw transformed herself into a pop star. The rollicking showbiz melodrama casts English actress _ herself considered a star-in-waiting after her lead performance in last year's “Belle'' _ as Noni Jean, a considerable talent steered tightly toward stardom her entire life by her laser-focused manager mother (Minnie Driver). With the spotlight finally beckoning _ the singer has three chartstalking hit singles, a Billboard Music Award and a tight reign on

To move, sing and model like a pop star, Mbatha-Raw ``sweated it out'' with Toronto choreographer-to-the-stars Laurieann Gibson for hours every day, honed her tone with vocal coach Debra Byrd and burrowed into hip-swivelling YouTube clips for tips. She read biographies of Marilyn Monroe and Judy Garland, she wandered backstage at the Grammys and she went to see Beyonce and Rihanna perform live in L.A. Even Mbatha-Raw's smoldering chemistry with Parker was hard-won. They went on a date in-character and also journeyed to Disneyland together, just to get to know each other. Well, maybe that part wasn't all that difficult. “It was just a joy to work with Nate,'' gushed Mbatha-Raw, 31. “He's a real actor. He's very committed and he's very principled and he's a real solid presence.'' The film drew in a constellation of stars for cameos, including 10-time Grammy winner Chaka Khan, British singer Estelle, Kanye-adjacent rapper Big Sean, Oprah Winfrey pal Gayle King and NBA stars DeAndre

Jordan and Amar'e Stoudemire. Their participation, Mbatha-Raw suggests, owed to the reputation Prince-Bythewood built largely with the widely adored ``Love & Basketball.'' Mbatha-Raw is winning raves for her nuanced performance (Hollywood Reporter called her “incandescent'' while Variety opted for “superb''), portraying someone who could become very famous just as soon as she forgets about being herself. Whether stripped to near-nothing at photo shoots or treated as a spectator during creative meetings, Noni becomes witness to the grime in the industry's machine _ something that Mbatha-Raw saw first-hand as she prepared. “Making this film helped me explore the dark side of the music industry and the potentially exploitative side of the music industry for young girls, and how record companies groom people into an image they think they can sell,'' she said. “That's really the message of the film: that even though we've become so numb to the sexualization of women in pop music, to actually maybe just question that and raise a discussion that maybe that's not the only way to sell music.''
