The Caribbean Dominican Republic bans concert by Miley Cyrus, saying her actions ‘go against morals’

SANTO DOMINGO, Dominican Republic (AP) _ The Dominican Republic government commission that oversees public performances is banning a Sept. 13 concert by Miley Cyrus on morality grounds. The commission said in a statement Thursday it took the action because Cyrus often, in its words, ``undertakes acts that go against morals and customs, which are punishable by Dominican law.’’ Tickets ranging from $27 to $370 for the concert in the capital have been on sale since July. Some critics have declared Cyrus’ onstage antics, including twerking and crotch-grabbing, as vulgar. A representative for Cyrus did not immediately respond to a request for comment. Concert organizers in the Dominican Republic did not comment on the ban. The commission in the past has banned songs it considers vulgar from the airwaves, including some by Calle 13 of Puerto Rico.
Haitian authorities burn 4.5 tons worth of marijuana, cocaine PORT-AU-PRINCE, Haiti (AP) _ Authorities in Haiti have destroyed nearly 10,000 pounds (4,500 kilograms) of marijuana and 57 kilograms (126 pounds) of cocaine seized in the past two years. The government said in a statement Friday that the drugs were burned in the community of Ganthier east of the capital of Port-au-Prince. Officials said the majority of the marijuana had been seized in Haiti’s southern region.
Janet Burak of New York-based advocacy group AIDS-Free World said the fear that pushed Jaghai to end his court challenge is an all-too familiar fear among the LGBT community in Jamaica. It’s ``the same fear that keeps gay men in Jamaica underground, away from effective HIV testing, prevention treatment, care and support interventions,’’ she said in a statement. KINGSTON, Jamaica _ A young Jamaican gay rights activist who brought an unprecedented legal challenge to the Caribbean island’s anti-sodomy law has withdrawn the claim after growing fearful about violent backlashes, advocacy groups and colleagues said Friday. Last year, Javed Jaghai made headlines after initiating a constitutional court challenge to Jamaica’s 1864 law that bans sex between men. He argued that the anti-sodomy law fuels homophobia and violates a charter of human rights adopted in 2011 that guarantees people the right to privacy. But in an affidavit, Jaghai said he has been ``threatened enough times to know that I am vulnerable.’’ The 25-year-old man believes his ``loved ones are under threat’’ by intolerant people and the drawn-out court challenge is causing too much stress and anxiety. ``Though the cause and the case are noble, I am no longer willing to gamble with my life or the lives of my parents and siblings,’’ Jaghai wrote in a statement withdrawing his Supreme Court claim.
When Jaghai initiated the legal challenge last year, several church pastors led crowded revival meetings in Jamaica’s two biggest cities to oppose overturning the anti-sodomy law. Many Jamaicans consider homosexuality to be wrong, but insist violence against gays is blown out of proportion by activists. But anti-gay epithets are heard frequently and attacks on LGBT Jamaicans or people perceived to be gay do occur from time to time. Last year, a transgender teen named Dwayne Jones was murdered by a mob at a crowded street dance and his slaying remains unsolved. Prime Minister Portia Simpson Miller vowed to put the anti-sodomy law to a ``conscience vote’’ in Parliament during the leadup to 2011 elections but nothing has been accomplished. J-FLAG, Jamaica’s biggest gay rights group, says Jaghai’s courage has inspired other young homosexuals in Jamaica who are not willing to live in the shadows. ``Javed has made history and will forever remain a hero to the Jamaican LGBT community,’’ said activist Brian-Paul Welsh.

The items include Parks’ Presidential Medal of Freedom. Howard G. Buffett told The Associated Press on Thursday that his foundation plans to give the items to an institute he hasn’t yet selected. Buffett says that the items belong to the American people. LOUIS _ Several civil rights leaders and celebrities were among thousands of mourners who turned out for the funeral of 18-year-old Michael Brown in Missouri. Brown, who was black and unarmed, was fatally shot Aug. 9 by a white police officer in Ferguson, a St. Louis suburb. His funeral was Monday at a church in St. Louis.

KINGSTON, Jamaica _ An attorney for relatives of a Jamaican man who died after a beating in a lockup earlier this month lead a protest outside the Jamaican consulate in New York. Michael Lorne represents the family of Mario Deane, a 31-year-old Jamaican who died on Aug. 6 after he was beaten in a police lockup in Montego Bay. Police have charged two inmates with the beating of Deane, who was arrested for possession of a small amount of marijuana. But
Lorne asserts his death resulted from police brutality or misconduct. Lorne is organizing a Wednesday protest in front of the Caribbean island’s consulate in New York. In a statement, Lorne also said an American attorney who represented the parents of slain Florida teen Trayvon Martin has joined Deane’s legal team. The Associated Press

KINGSTON, Jamaica _ Roger Clarke, a Jamaican government minister whose affable personality often bridged the Caribbean island's deep political divide, died Thursday in Florida. He was 74. The Jamaican prime minister's office said Clarke experienced chest pains Thursday morning while waiting for a flight at Miami International Airport. Rescuers began CPR and an ambulance rushed him to a hospital where he was pronounced dead at around noon. Officials from both of Jamaica's main political parties expressed sadness and shock at the news of his death. Prime Minister Portia Simpson Miller said Clarke was a rare Jamaican politician ``who was loved not only by
members of his party but people on the other side.'' Clarke was the island's agriculture and fisheries minister and served as a parliamentarian since the early 1990s. A farmer for years, the seriously overweight Clarke was known as a man of big appetites who was always quick with a joke. Tourism Minister Wykeham McNeill described him as ``a giant of a man with a giant personality.'' Clarke was on leave from his political duties while receiving medical treatment for a back condition in Florida. ``He can easily be described as one of the most colorful Jamaican political figures during this period of history and I am sure he will be sadly missed by many Jamaicans,'' said Christopher Tufton, a former agriculture min-

He was reappointed in 2012 when Simpson Miller brought her party back to power. A few years ago, Clarke was charged with dangerous driving after a fatal crash with a 25-year-old motorcyclist. Clarke was behind the wheel of an SUV. The charge against him was dismissed by a judge in January 2011. He is survived by his wife and two children. Funeral arrangements were pending.

The annual parade _ which draws about 1 million people _ features loud music and louder costumes. Many revelers dance their way through much of the 2-mile (3.2-kilometre)-long route, which winds through some of the city’s most diverse neighbourhoods and draws scores of politicians eager for a big statement just a week before primary election day.

``The vast, vast majority have a wonderful time and only a few individuals get out of line,’’ he said after a breakfast attended by elected officials, parade organizers and local dignitaries before the parade.
But the march often kicks off under a shadow of violence, and this year’s was no different. Hours before the parade stepped off, a recent parolee opened fire on a crowd partaking in pre-dawn festivities not far from the parade site, police Commissioner William Bratton said. A 55-year-old man, identified as Michael Sampson, was killed and a 20-year-old woman and a 22-year-old man were both shot in their left legs. A 26-year-old man was taken into custody and faces charges including murder and assault.
``This parade started small, became big and is one of the great events in our city,’’ he said.
Last year, two people were fatally stabbed at the parade, and a man was shot to death in 2011. Another man was killed in broad daylight on the parade route years earlier, and a photo of his body on the sidewalk ran in city tabloids. They received cheers throughout the march and frequently shook hands with revelers. This was de Blasio’s first time marching as mayor; a year ago, the raucous reception he received at the parade foreshadowed his blowout win in the Democratic primary. He and his family marked the occasion last year by debuting a family dance they dubbed ``The Smackdown,’’ which calls for them to pantomime licking their hands, swirling them over the heads, slapping their palms to the concrete and then jumping backward.

The burdens of office didn’t stop the family from delivering an encore performance Monday, drawing cheers from the sweaty crowd and a gasp from the parade’s master of ceremonies. Gov. Andrew Cuomo also received a warm welcome a week from his bid to reclaim the Democratic nomination for governor. He dismissed chatter that he could replace his choice for lieutenant governor, Kathy Hochul, amid a surge of support for a previously unheralded candidate, Tim Wu. Cuomo has refused to debate Wu’s running mate, longshot candidate Zephyr Teachout, who has received a wave of favourable press and endorsements from liberal groups in recent weeks. She spent much of the parade granting interview requests when she wasn’t dancing and waving at flag-toting partiers. The parade celebrates Caribbean culture and echoes traditional pre-Lenten Carnival festivities, with dancers wearing elaborate costumes, some of which are feathered, others quite revealing. - by Deana Myers Reggae and dancehall are definitely two authentic styles of music and with its rich cultural backdrop, new talent is showcased in different ways. With that said, the competition is always very high, in terms of artists trying to ‘make it’. Understandably, this is often the primary aim of a lot of young artists who are just emerging – to claim their space in the industry. The pursuit of one’s desired career is always a good thing; however, it often comes with lots of challenges and a music career is no different! When it comes to reggae and dancehall, every successful artist/group will testify to the many challenges that they faced on their journey. Management plays a very important role in an artist’s career as they can nurture growth and development and can potentially
make or break it. Additionally, every artist should think of themselves as a brand that they are selling to the world. Therefore their image, as well as music, should be of a good standard and appealing to the consumer. It is especially important for younger artists to have a marketing team. Such a team would be dedicated to building and maintaining good PR for the artist, which would have a direct impact on establishing a reputable image for them – this is key. What I am having difficulty condoning is the fact that some artists get a management team whose core mission is to make money, thus having a tendency to forget about the quality of music produced and the longevity of said artist’s career. We’ve seen many an artist burst on the scene with a ‘bang!’ who, because of lack of guidance and experience, end up not prevailing in the business. What’s more, in many instances their music starts to sound the same with no apparent flavour, as they are perceived as somewhat boring. With that said, some rising artists – who are lucky enough to score a hit single – often become consumed by ‘hype’ and forget about the fans and the buyers of their music. With proper management these damaging scenarios would not occur. The artist is not a ‘one man army’ and cannot manage all of the
areas that make for a truly fruitful career. Their main focus should be on making good music! Whilst they should definitely have input in, and awareness of, the steps taken to enhance their career – the execution of these measures should be the responsibility of another. Live events and touring have gradually become the biggest source of income for reggae and dancehall artists – they look forward to touring the world to perform for the many supporters of their music. On the other hand, through advancements in internet and technology, a greater emphasis has been placed upon online sales and legal download platforms such as iTunes. However this does not necessarily mean that the dancehall and reggae artists profit from these mediums as typically fans who listen to and like this type of music don’t buy it, particularly when there are many illegal downloading alternatives! So, therein lies the importance of tours and live shows. These can be challenging for Promoters as they are often faced with many challenges in their bid to provide income for themselves, the artist, as well as put on a good show. However, because of dedication they still host events despite resounding difficulties and plentiful opportunities for losses. On the whole, promoters are undervalued which is not right as it is
them who provide an additional platform for artists’ music to be showcased. With the gainful opportunities for both the artist and promoter, the very least that the artist should do is to put on a great show for the patrons, who come out to see and support them! Again, this is where a management team’s uses would be maximized, as it would be their responsibility to help arrange and ensure preparation for a performance. Personal problems should be put aside. After all, the audience does not care about that. What they care about is a good performance and getting their money’s worth! It is unfair for patrons to come out to support an artist or even come to enjoy the show and the artiste fails to deliver; particularly in a economically difficult time when many end up having to sacrifice one thing or another, in order to find the funds to attend an event. Sustainability as an artist is no easy task. However, like every other job, dedication and quality are what count and to stay on top you have to be humble, willing to take honest criticism and build from it. Take most experiences as a learning process. After all, veterans did not become so overnight!

His career was now in limbo because of his prolonged absence from the Jamaican music scene. Plus illegally living in England denied him of the access of recording new material, and performing. Out of site out of mind. So when he returned to Jamaica
in 1999 he had to reintroduce himself to the people as dancehall music was now the popular choice and he had not been visable for a while. The youths who supported the shows, parties, dances and concerts didn’t know him and only had slight knowledge of the songs he did but Sugar Minott, “The Dancehall Godfather” knew and he helped to reintroduce him to the people by inviting him to come out with him on many performances all over the island. Controversial dancehall deejay Alkaline performed at the Jamzone Summer Break in Guyana recently but not before an outreach organization made it clear that they didn’t want the deejay performing there. In a letter sent to the newspaper, the outreach group stated that dancehall deejays like Alkaline and others contribute to the deterioration of the society’s moral standings and stated that they also want the local radio stations to stop playing his songs.

The decision comes after a panel of that court in 2012 upheld Banton’s convictions. His former defence lawyer had argued that a government informant improperly entrapped the singer. Ogletree says Banton is pleased with the court’s decision. It’s not clear when the hearing will take place.

It’s the second half of the year and not much has roused my interest in the dancehall. The thing on everybody’s minds is the deteriorating state of the Jamaican economy and the rapid slide of the dollar/ exchange rate. I am heart broken by the state of affairs in my country, where the rich and the poor bawl about the same things. It will take more than the International Monetary Fund (IMF) and continuous taxation of citizens to return Jamaica to its former state of promise and potential.
For those who do not know, ‘JAMMS’ is the Jamaica Music Society which collects on behalf of owners of copyrighted music. In order for recorded music to be played at any event, a JAMMS license is required. Otherwise it is deemed unauthorised to play any recorded music in public. In certain cases venue owners are required to pay this fee, as well as promoters. ‘JACAP’ – Jamaica Association of Composers and Publishers – is a national non-profit organisation which is responsible for collecting on behalf of music writers, producers and publishers. The licensing fees vary for both agencies based on criteria set by them, including gate price and amount of patrons expected to attend the event. The law which governs both agencies have existed since the 1990s but have only been enforced lately. The problem promoters are having with this rule is getting an answer as to how both agencies go about determining what songs are played at each event, which would allow them to accurately pay out monies to composers, writers and artistes. Up until now, no sensible answer has been provided by either agency. As a selector and promoter, I have never seen, done or heard of playlists being provided to JAMMS or JACAP to confirm which songs were played. Therefore there is no guarantee that the people, whom these agencies are collecting on
It seems that the government’s only solution to Jamaica’s problems is to take from the already suffering majority. Case in point: the current procedures that promoters have to comply with in order to put on shows, parties and other events. The system is set up in such a way that each agency works with the other to ensure that all fees are paid before permits can be secured, and the fees are not cheap! Here’s how it works: 1.Promoters put in a request letter to the police for their event 2.Pay JAMMS fee; amount determined by the agency 3.Pay JACAP; amount determined by the agency 4.Pay the parish council; amount

behalf of, actually receive any part of the fees collected (which by the way range from $3000 to $50,000!). After the parish council is paid then an Amusement License can be granted. However the police may or may not approve the license after doing their checks! These include double checking that all licenses have been paid for and that the location of the venue and planned activities therein, do not proceed contrary to the Noise Abatement Act. At the moment the cut off time for events during the week is 12 A.M., 2 A.M. on weekends and extensions for 4 A.M. are approved at the discretion of the Ministry of Tourism and Culture for weekend events only. So those are the various steps that promoters usually have to go through, in order to be granted a permit for any event. Now add to that the many expenses associated with events including music, electricity, food, liquor, venue, etc. It is certainly expensive to put on any event in Jamaica and the laws are enforced against anyone who doesn’t adhere, with the police locking down events that have no permits. As a matter of fact, it is practically impossible to proceed with any promotion without paying all the government fees as the agencies correspond to ensure that the steps are followed up to the point of issuance of any permits/
licenses. With that said, it has become very hard for promoters to finance their events, especially if they do not have sponsors and it is well known that promoting an event is a risk – with no assurance of making money. Another thing that promoters must bear in mind is that as of July 2014, they will be required to become a member of the entertainment registry which is set up through the ministry of tourism and culture. In the future, those who are not a part of the registry will not be considered authentic promoters. I see the registry as a good idea to formalise the business of events, but think the fees mentioned above tend to be too high. As a promoter myself, I can only hope for sponsors to come on board and for a good turn out when my annual event comes around in November. Until next time, stay irie DJ AMBER

Usain Bolt ends injury plagued season early after just 3 races, will not compete again in 2014 and injury free with a view on his preparations for the 2015 season.'' Bolt's preparations for the season were disrupted by a foot injury and his only other appearances in 2014 were in the 4x100 relay for Jamaica at the Commonwealth Games in Glasgow and a 100 exhibition race in Rio de Janeiro. He won all three events but without displaying the type of speed that has made him the sport's biggest star. His last race was the first time this year he ran a 100 race in under 10 seconds.
ZURICH, Switzerland _ Usain Bolt has decided to end his injury-plagued season early, having competed in just three races in 2014. Organizers for the Diamond League meeting in Zurich said that Bolt had withdrawn from the event's 100-meter race and will
not compete again this season. The decision comes a day after the Olympic champion and world record-holder won a 100 race in Warsaw, Poland, clocking 9.98 seconds.
With no major titles on offer in 2014, Bolt hopes to be back to full fitness for next year's world championships in Beijing, which will mark a return to the Bird's Nest stadium where he won three Olympic golds in 2008 and set as many world records.

BLACK-ISH NEW TV SHOW ON ABC
BLACK-ISH” (ABC; Sept. 24). The versatile Anthony Anderson stars as Andre, a determined patriarch who sets out to restore (or is it establish?) a sense of cultural identity for his middle-class African-American family which, he worries, is ethnically unmoored. Andre’s concern isn’t shared by his biracial wife, Rainbow (Tracee Ellis Ross), or their four kids. But Andre frets about “keeping it real.” This is a clever premise, whose black-centricity has plenty to say about the pros and cons of assimilation by any group. It’s a lot of Deep Thoughts packed into a fluffy sitcom, but “black-ish” seems up to the challenge.
