The Caribbean T&T cracks down on illegal ‘scratch bombs’ PORT OF SPAIN, Trinidad (CMC) — Public Administration and Communications Minister Maxie Cuffe says suggestions regarding the illegal use of firecrackers also called scratch bombs will be forwarded to the Attorney General as the government moves to deal with the matter. Cuffe met with various stakeholders as part of the anti-scratch bomb campaign themed “Have Fun without Having a Blast”. A statement from the Ministry noted that since the campaign was launched just over two weeks ago there have been numerous suggestions, concerns and conversations on social and traditional media surrounding the proliferation and wanton use of scratch bombs and fireworks. Scratch bombs are illegal and, according to Section 99 and 100 of the Summary Offenses Act, the use of fireworks in an area defined as a “town”, including Port of Spain, without permission from the Commissioner of Police at least 48 hours in advance, is illegal and subject to a TT$1,000 (One TT dollar =US$0.16 ). The issue regarding the use of fireworks becomes an annual matter as the country prepares to usher in the New Year
Respiratory Outbreak Among Jamaican Army Recruits
An unusually large proportion of recruits have come down with what has been described as a respiratory outbreak according to army source, responding publicly to the health scare. Major Basil Jarrett, Public affairs Officer has confirmed that some 57 recruits stationed at Twickenham Park, St. Catherine, about a mile from the old capital Spanish Town is where the outbreak has occurred. “The recruits have since been given flu shots. Last week Thursday some 2 recruits fell ill during training” declared Major Basil Jarrett.
“A further third of a hundred came down with a respiratory ailment. Fifty seven (57) to date. Tests done by Ministry of Health (MOH) has confirmed that it is not N1H1 or the “Swine Flu”. We weren’t sure what we were dealing with … the MOH went out to Twickenham Park. All recruits have been given flu shots … swabs were done … 57 out of 100 came down. Some are improving “recovery” has been taking place and have since been returned/ sent back to training. It is not unusual for the body to breakdown during training. Some 30 have been returned to training. Those affected were sent to Up Park Camp and quarantined. Sixty percent out of 100 recruits have been affected. Asserts Major Basil Jarrett of the army. Foot Note It is not immediately clear what may have caused this outbreak. We hope that poor sanitary conditions are not responsible for this outbreak. With a high crime rate we cannot allow our security forces to get ill.
New Pension Plan For Hotel Workers in Jamaica Haiti PM appeals for calm as year-end celebrations approach PORT AU PRINCE, Haiti (CMC) — Prime Minister Enex Jean-Charles has called on Haitians to “bury the hatchet” and come together for the betterment of the French-speaking Caribbean Community (CARICOM) country as the population gets ready for the end of year celebrations. “The heart of this country, despite everything, is still pulsating at the rhythm of goodwill and determination to transcend the divisions and differences that can potentially engulf us. “At the end of the year, I make a vibrant appeal for a truce. Let us bury the hatchet ladies and gentlemen, and smoke the calumet of peace, while having the courage to enter into constructive dialogue, even just for this period of grace,” he said in a message ahead of the celebrations. This very revolutionary and ambitious plan is not new thinking but words are being matched by positive action. The first quarter of 2017 seem to be the target date for the legislative action. Approval will be smooth as both sides of the House are on board, so there is not likely to be too many hurdles to ovetcome. The proposed pension plan is a definite game changer as it will provide greater security of tenure and workers can retire with the prospect of enhanced dignity. The First Black Woman DA in Alabama History Wants to Shake Up the Death Penalty Vision Newspaper is pleased to be associated with Ms. Lynneice Washington who has been democratically elected to the bench in Jefferson County, Alabama, to this white men’s club. Five black men were executed over a relatively short period. Is it that white folks do not commit serious crimes? Is this just a mere coincidence or unadulterated racism? We hope and pray that female Judge Washington will make a real difference in this very white county. Justice in our view should be colour blind. It is not about black or white … it is really about ensuring that all get a fair shake and the rights and freedoms of all are respected. Judge Washington is now in the big chair and in a unique if not powerful position to make a difference. She is now there, and to whom much is given, much is expected. With over 3000 homicides in two plus years under his watch Dr. Carl Williams has called it quits. Dr. Williams is the 28th commissioner of the 150 year old Jamaica Constabulary Force (JCF). Williams was the most qualified commissioner on paper having acquieed a PHD. Paramilitary Force The police force was formed about 1867 shortly after the bloody Morant Bay rebellion/war of 1865. Many blacks were massacred by the then Militia under British rule.
The police body was formed as a paramilitary force to keep black people in their places. Slavery was abolished in 1838. Jamaica was granted limited self government after the bloody Morant Bay event. Bunting Breaks Silence On his ‘Chickening Out’ of PNP Race she would not contest for the presidency at the next annual conference of the party, which means a vacancy would exist. Portia has been at the helm of the PNP from 2006 when she beat Dr. Peter Phillips and Omar Davis for the presidency on the retirement of Hon. P.J. Patterson. It was a bitterly divisive contest. The jury is yet to decide if the party has healed from that bruising race?” Dues “I did not see a clear path to victory” Peter Bunting. “Michael Manley always said a politician should be able to do arithmetic.” Vision Newspaper monitored this wide ranging interview in which Peter Bunting elaborated on his decision not to pursue the presidency of the 78 year old People’s National Party (PNP). The surprised decision of Peter Bunting to withdraw from the impending leadership race to replace Portia Simpson Miller is still being analyzed, and is still causing a buzz. As announced at the last NEC meeting held at the Cedar Grove Academy, Portmore, St. Catherine where Portia indicated that
Bunting, in further explaining his decision not to contest said “Dr. Phillips has paid his dues and earned the right to replace Portia Simpson Miller as leader of the PNP. He earned his right by performance and not length of service. As finance Minister he did very well. Although we are leader centric we still need to be in the vanguard. We have lost the demographics of the younger voters to the G2K. The JLP is attracting the 35 age group and younger and the PNP is attracting those 54 and older.” The G2K is the youth arm of the Jamaica Labour Party (JLP). Pressed as to his reason for withdrawing, Bunting admitted that: “I have never
contested a political race … as General Secretary I was asked to fill the vacancy, as for the Parliamentary seat, I was invited to fill the vacancy also … there was no contest held for any of these positions. Asked to explain his political philosophy, Bunting said: “I believe in term limits …. it is at the top where cliques are formed.” These periodic changes create renewal in the leadership. Path Eager to further explain his reason for withdrawing from the leadership contest to replace Portia, the Banker turn politician stated: The leadership of the party had made up their minds. I did not see a clear path to victory.” I had to make a judgment call … the party went through a General Election in February, a contest in September, and a Local Government Election in November, a form of contest fatigue was setting in. Ontario Hiring More Staff and Enhancing Supports to Reform Correctional Services •

Ontario is taking action to reform the provincial correctional system by increasing access to health care services, improving conditions of confinement and supporting rehabilitation and reintegration programming for adult inmates. The government’s plan to address immediate priorities in the system will support improvements such as better access to programs and services, improved facilities and more time out of cells for those in segregation and those with mental health issues. New initiatives include:
•

Hiring an additional 239 staff to increase supports for inmates, particularly those with significant challenges related to long-term segregation. This includes: 24 correctional officers, 22 nurses, 22 mental health nurses, 22 social workers, 32 recreational staff and eight psychologists, in addition to 46 institutional managers and other program staff Enhancing services for inmates on remand and those serving custodial sentences to ensure they have access to a standardized set of core services, spiritual services and programming with a focus on enhanced mental health and well-being of inmates Implementing dedicated segregation managers at institutions with higher segregation rates to help reduce the use of segregation and support inmates as they transition back to general population Retrofitting, repairing and repurposing existing spaces, including common rooms and yards, for example installing TVs, changing/upgrading doors and repainting and creating new day areas
To better support adult inmates with mental health issues, the province will: • • •

Increase the availability of clinical supports for inmates with mental health issues Provide additional mental health court support workers Fund two pilot programs in Toronto and Hamilton to provide specialty psychiatric beds for acutely ill inmates who have needs that are too complex for general hospitals Provide additional release from custody workers to help improve the reintegration of offenders with mental illness as they transition back into the community, helping to reduce the likelihood of re-offending Expand the availability of “safe beds,” which provide time-limited emergency housing for people experiencing a mental health crisis with high-intensity care as an alternative to hospital or jail Develop cross-training programs for detention centre staff to help them better manage people with mental health challenges and seclusion protocols.

New Policing Rules Go into Effect January 1st The new rules apply if an officer asks the person for identifying information or to see an identifying document while: • • •
As of Jan. 1, 2017, a new regulation comes into effect that will prohibit police from requesting identifying information arbitrarily, or based on a person’s race or presence in a high-crime neighbourhood during certain police-public interactions. The regulation reflects feedback from public consultations on how to improve transparency, oversight and public confidence, and establishes new training, record-keeping, and reporting requirements to strengthen accountability. The regulation also sets out new rules that police must follow when requesting identifying information, and outlines in what situations these new rules apply.

The new rules do not apply if police ask for identifying information or to see an identifying document while: • • • •
Doing a traffic stop Arresting or detaining someone Executing a warrant Investigating a specific crime.
Ontario is the first jurisdiction in Canada to set out clear and consistent rules for voluntary police-public interactions where police are seeking to collect identifying information. These rules will ensure these interactions are conducted without bias or discrimination, and done in a manner that promotes public confidence and keeps Ontario communities safe. Supporting safe, healthy communities is part of the government’s
plan to create a fair and inclusive society and help people in their everyday lives.
Any deal to improve the lot of Ontario’s children must be commended. Raising the age from 16-18 can only mean that there will be more resources for a longer period. The announcement of the pending legislative activity: The Family, Youth & Child Services Act is a great move. The provision as outlined by Minister Coteau has new approaches and initiatives as outlined to better the lives of Families, Children & Youths. Among the provisions are going to be a unified Adoption Agency, which should make for easier monitoring of standards, and application of criteria. We await the debate and possibly amendments to
The expressed intention to pay closer recognition to minorities, is a step in the right direction. The “One Vision One Voice” plan is a good initiative. Race based identity will mean that when planning and placing youths at risk, attention will be focused on their ethnic background. This can enhance the long term resettlement of children and youths to ensure success. The focus will be on the child and the child alone.

Training, which was developed in consultation with an expert roundtable, has also been incorporated into the basic training program for new police recruits at the Ontario Police College. The Code of Conduct for police has been updated to reflect the new regulation; failure to follow the rules will be considered a Code of Conduct violation that may result in discipline. Ontario will appoint an independent reviewer to complete a review of the regulation within two years of full regulatory implementation in consultation with Ontario’s Anti-Racism Directorate. Ontario is helping manage congestion, provide more transit options and improve commutes for families in York and Durham Regions with new rush-hour train service on the Stouffville GO line. Starting Jan. 3, Metrolinx will introduce one new morning and one new afternoon GO train trip on the Stouffville line from Monday to Friday, for a total of 10 new trips per week. The new morning trip will depart from Lincolnville GO Station at 8:11 a.m. and arrive at Union Station at 9:30 a.m. The new afternoon trip will depart Union Station at 5:45 pm. and arrive at Lincolnville GO Station at 7:02 p.m. Ontario is making the largest infrastructure investment in hospitals, schools, public transit, roads and bridges in the province’s history. Referring to data from the Jamaica Association of Composers Authors and Publishers (JACAP), which deals with the payment of royalties for the performance of music in Jamaica, the
Minister said it was clear that there is a preference for the playing of foreign music in the island. “I am very disappointed about JACAP having to pay out more money for foreign music played on the radio than it has for Jamaican music. 32 million dollars have been sent out of the country while only 7 million dollars have been paid to Jamaican writers for

Woods, who will celebrate his 41st birthday on December 30, returned to competition this month after a 15-month injury layoff. He joined the president-elect in a foursome, a spokeswoman for Trump’s transition team said, with Trump departing via motorcade after the round for his Mar-a-Lago estate. He planned to go from there to the West Palm Beach Hilton, and had meetings with “high-level staffers” planned later in the day, press secretary Stephanie Grisham said. Trump’s transition team didn’t offer any immediate details on the round, or what the president-elect and former world number one Woods talked about. In February 2013, 14-time major champion Woods played with Obama at a private golf resort in Florida. Obama and Woods teamed up to defeat US trade representative Ron Kirk and Houston Astros owner Jim Crane. That golf outing was criticised after it came to light that it ended up costing US taxpayers nearly $3.6 million, according to a US Government Accountability report published this year. Advising them that their job was to grow, Mr. Bartlett said there had to be dialogue on how they were going to make that happen. He reiterated a desire to see the sector producing creative Jamaican art and craft at a very high standard and in quantities that could meet big commercial orders. He therefore outlined that craft traders would be trained under a memorandum of understanding now being finalized with the Edna Manley Collage of the Visual and Performing Arts, adding that the details of that partnership are to be disclosed in January. you to be organized into, whether it is a cooperative or a company, with a legal arrangement so that your organization can enter into contracts with big companies to produce the large quantities of items that hotels or other companies will need,” he said. It was outlined that the TPDCo Entrepreneurial Team will sit with the traders to work out having that done. The Minister also advised the craft traders to take advantage of loan facilities established by the Tourism Enhancement Fund (TEF) working in collaboration with entities such as EXIM Bank, through which small and medium-sized tourism enterprises (SMTEs) can access from $5 million up to $25 million at 5% interest for five years. Sting has lost its venom - Culture Minister ba Ranks. Keona Williams, publicist for Sting, said that stakeholders decided against holding the event this year, outlining the inability to secure a headline act and poor ticket sales as the main reasons for the cancellation. When Olivia 'Babsy' Grange attended the last edition of Sting in 2015, she left with the impression that the so-called 'Greatest One-night Show on Earth' had lost some of its venom. "The audience was much smaller than what I was accustomed to," said Grange, the country's culture minister. Sting has been a part of Jamaica's popular culture for more than 30 years. However, faced with a lack of funding, the promoters have been forced to cancel this year's event, instead holding a private party to reflect on the three-decade journey of Sting. "I didn't feel it was on its way out, but I felt that it was losing its sting and something had to be done," said Grange, who has managed several high-profile dancehall stars including Shab-

"I feel that Sting will bounce back," said Grange, adding that Jamaican music will continue to evolve and that it is ultimately the consumers of music who determine the survival of events. "Culture and music are a cycle, but I think that Sting, at some time, will come back. Victoria Rowell, the actress who came into living rooms for years, playing the role of Drucilla Winters on the CBS soap opera 'The Young & the Restless', has been searching for her Jamaican father, and is making a public appeal for help in finding information about him. Rowell, who grew up in foster care in the United States, where she was born, says she was told as an adult that her father is a Jamaican man who left the island in 1957 or 1958 to join the United States Navy. She said her father left the island on the ship, the USS Leyte. "It's been an ongoing search (for dad) for me. It's a very
