The Caribbean Mob hurls rocks, torches bus at Jamaica high school a day after student fatally stabbed
NEWS Developer of $3.5B megaresort under construction in Bahamas files for bankruptcy protection as the most expensive project ever undertaken in the Bahamas. CEO Sarkis Izmirlian says he is “committed to doing all I realistically can to move Baha Mar forward to be completed.''
KINGSTON, Jamaica _ Jamaican officials say a mob of adults descended on a high school hurling rocks and setting a minibus on fire a day after one of its students allegedly killed a classmate away from the campus. Police rushed to Maldon High School in St. James parish to chase off the attackers Wednesday and there are no immediate reports of any significant injuries. The attack occurred a day after a ninth grade student was fatally stabbed by a classmate. The dead boy has been identified as 15-year-old Romaro Salmon. Authorities say the angry mob came from the community where the slain boy was from. A government trauma team was approaching the school to provide counselling. Education Minister Ronald Thwaites says his ministry will “intensify’’ behaviour management programs in Jamaican schools. .

Unpaid millions could delay extradition of convicted Jamaica con man from Turks & Caicos to US
KINGSTON, Jamaica _ The developer of a roughly $3.5 billion hotel-and-casino megaresort project under construction in the Bahamas has filed for Chapter 11 bankruptcy protection. Baha Mar Ltd. announced Monday that the U.S. filings were being done “voluntarily'' to hopefully complete construction and finally open the sprawling megaresort touted
It's the latest setback for Baha Mar, which puts the blame on incomplete work and missed deadlines by lead contractor China Construction America. Plans call for the Nassau resort to be a roughly 1,000acre (405-hectare) complex with hotels, some 40 restaurants and clubs, and what's billed as the Caribbean's biggest casino.

The World White House says no federal bailout being considered as Puerto Rico says it can’t pay its debt WASHINGTON _ The White House says it has no plans to bail out Puerto Rico from its debt crisis. The governor of Puerto Rico, is a U.S. territory located in the Caribbean, is warning the island can’t pay its $72 billion public debt, raising serious concerns about Puerto Rico’s economy. But White House spokesman Josh Earnest says the White House is not considering a federal bailout. Instead, he says the Obama administration will work with Puerto Rico to identify existing federal resources that can help. He says treasury officials are also working with the island’s government. Earnest says the federal government’s help will be similar to what it provided to the city of Detroit during its 2013 bankruptcy, the largest municipal bankruptcy in U.S. history. Black churches targeted because of importance to African American community, life in America oldest black churches. Authorities say 21-year-old Dylann Storm Roof joined a prayer meeting inside historic Emanuel African Methodist Episcopal Church and shot nine people dead.
KINGSTON, Jamaica _ U.S. officials may have to wait a little longer for the extradition of a Jamaican financier convicted of running a $220 million Ponzi scheme. David Smith has served his sentence in the Turks and Caicos and a judge approved his extradition to the United States. But prosecutors in the British Caribbean territory say he hasn’t complied with an order to repay $20.9 million. A hearing is set for Tuesday, and could lead to as much as eight more years in prison on the islands before he’d be sent to the U.S. Smith agreed to waive extradition in 2011 when he pleaded guilty to 23 counts of fraud and conspiracy in federal court in Orlando, Florida. He’d earlier been sentenced in Turks and Caicos after pleading guilty to similar charges there.
WASHINGTON _ The black church has long been the cornerstone and sanctuary for African-American life. It's also long been a target for racists and white supremacists trying to strike blows against the African-American psyche.
Since the shootings, other black churches have begun gathering their faithful to process the tragedy, fortify themselves for the journey toward forgiveness and renew their commitments to the social activism that has made them targets for hate through the ages. By Jesse J. Holland

Dominican president 8 prisoners escape in ponders 2nd term western Jamaica; 5 after re election face murder charges reform approved
Haiti electoral council cuts 2 names from presidential candidate list
Dominican authorities seize some 700 pounds of cocaine; arrest 10 suspects
SANTO DOMINGO, Dominican Republic _ Dominican President Danilo Medina says he is open to running for re-election _ comments that come nearly a week after approval of a constitutional reform that lets presidents seek two consecutive terms.
PORTAUPRINCE, Haiti _ Haiti's electoral council has eliminated two more people from the list of presidential candidates, but voters will still have lots of choices: 56 people tentatively remain on the ballot.
SANTO DOMINGO, Dominican Republic _ Authorities in the Dominican Republic say they have arrested 10 people and seized 320 kilograms (705 pounds) of cocaine.
Medina previously said he would not support any reform that would allow for his re-election. But he said in a public address late Wednesday that he changed his mind given what he called public support for the reform. The measure was approved 181-39 last Friday, despite some protests. It also bars a two-term president from running for vice-president in the future
SAN JUAN, Puerto Rico _ Eight prisoners escaped from a police holding cell in Jamaica's western region, authorities said Friday. Police said five of them are accused of murder and two others of shooting with intent. They range in ages from 18 to 33. Authorities said the men escaped after making a hole through the roof of a cell at the Savanna-La-Mar holding cell in Westmoreland
The council issued a statement late Friday saying that Levelt Francois was ruled out because of a drug conviction in the U.S. Jacky Lumarque was rejected because he apparently didn't have a government-required certificate to run a state education committee. Neither Levelt nor Lumarque could be immediately reached for comment. The first round of presidential elections takes place Oct. 25. A final round scheduled for Dec. 27.
A spokesman for the National Drug Control Agency says the drugs arrived by boat from South America to the Caribbean country's southwest region. Dario Medrano said late Friday that 10 men were arrested as they transported the drug aboard two cars headed to Barahona. The Dominican Republic is considered a major transshipment point for cocaine and other drugs bound for the U.S. via nearby Puerto Rico as well as to Europe.

In Jamaica, 3 plead guilty to lottery scam offences after being caught with lists of targets
Cuba's popularity concerns Caribbean tourism officials, prompts them to seek US help
KINGSTON, Jamaica _ Jamaican authorities say three people in a southern parish have pleaded guilty to lottery scam offences after they were detained with “lead lists'' containing identity information about targets living abroad.
SAN JUAN, Puerto Rico _ Caribbean tourism officials are pushing for a partnership with the U.S. government because of concerns that warming relations between the U.S. and Cuba will result in a significant loss of visitors to the rest of the region.
Last week, two other residents of St. Elizabeth parish pleaded guilty to similar offences after they were found to have lists with U.S. citizens' Social Security numbers and birth dates. Police said Monday that sentencing is scheduled for later this month. Island authorities have lately been having success capturing suspects nearly a decade after the transnational lottery scam crime started flourishing on the island. The government has cracked down with laws that target such frauds, identity theft and dishonest use of technology for accessing financial accounts. Earlier this year, Jamaica extradited its first lottery scam suspect to the U.S.
The CEO of the Caribbean Hotel & Tourism Association says Cuba has seen such a surge in visitors that the fragile budgets of many tourism-dependent islands will be hit hard if they don't take action. Frank Comito said Wednesday that the association seeks to create a Caribbean Basin Tourism Initiative to help boost investment and travel across the region with help from the U.S. government. The plan would be modeled off the Caribbean Basin Initiative, a U.S.-led program in the 1980s that sought to boost trade in the Caribbean and Central America.
Dominican Republic certifies citizenship of 55,000 people, ending bureaucratic limbo
SANTO DOMINGO, Dominican Republic _ The Dominican Republic says it has certified the nationality of about 55,000 people who had spent eight years in bureaucratic limbo because their citizenship was in doubt. The locally born descendants of Haitian immigrants had been on the point of losing their citizenship because the government and courts argued their parents had been in the country illegally. Tens of thousands had trouble enrolling in school, travelling, getting formal work, marrying or registering children for lack of residence documents. President Danilo Medina announced the measure Friday at a summit in Guatemala. Meanwhile, tens of thousands of Haitian immigrants are at risk of being deported under a government crackdown on undocumented immigrants.

Haitian prime minister says Dominican Republic's deportations causing 'humanitarian crisis'
PORT-AU-PRINCE, Haiti _ Haiti's prime minister is warning that the Dominican Republic is creating a humanitarian crisis with its crackdown on migrants. Prime Minister Evans Paul said Thursday that more than 14,000 people have crossed the border into Haiti in less than a week. He called it a “massive'' amount and said the number included both people being deported and those leaving voluntarily. He said many of them should be considered Dominican citizens. Paul spoke just days after the Dominican government said it would start deporting non-citizens who did not submit applications to establish legal residency. Many of those affected are of Haitian descent or from Haiti. The Dominican government has said the deportations will be a slow and lengthy process. Migration officials said more than 12,000 people have left the country voluntarily.

Omi on his 'platinums all around' hit 'Cheerleader,' newly No. 1 in Canada The song has just topped the chart in Canada (it sits at No. 7 on the U.S. Hot 100) and bubbled to similar heights in Europe and Australia. The early adopting Swedes are particularly fond of the song, lifting it to platinum status six times over. “Just platinums all around,'' Omi laughed.

TORONTO _ Having just landed in Canada for the first time, Jamaican singer Omi didn't need to wait long to be serenaded with his own song. “I can't begin to tell you how often (it comes on),'' the 28-yearold said with a laugh. “Sometimes I get in a car and I'm wondering if the radio station knows that I'm in the car. They just put it on as I walk in.
“It's amazing.'' The persistent tune in question is “Cheerleader,'' Omi's breezy ode to the thrills of monogamy that was originally released back in 2012 to little international notice. Last year, German house DJ Felix Jaehn remixed the song _ adding a strobe-lit club-friendly portion _ and suddenly the world was captivated.
Although he swears he never lost faith that the song would eventually break through _ “it's about stick-to-it-ive-ness,'' he explains _ he also knew right away that Jaehn had hit upon something special in his interpretation. “I loved it instantly,'' he said. “I thought it was a pretty interesting angle that he took it from. “I was very happy he didn't take away from the song. He really complemented the song very much.''

If he has to talk about only one song for the near future, he's glad it's one with as sunny a message as “Cheerleader.'' “Today at the TV station, the guy who reads the news (on CP24), he came up to me and he was like: 'Thank you for doing a song that my son is able to listen to and I'm proud to play for my son,''' he recalled. “Because with all due respect to everyone and their music, it's quite refreshing to have something that doesn't have to be a guilty pleasure.'' Justin Bieber & Usher lawsuit
RICHMOND, Va. (AP) -- Looks like Justin Bieber and Usher are back on the hook legally in a copyright lawsuit. An appeals court in Virginia has reinstated a suit against the singers filed by two songwriters. The writers claim The Beeb and his former mentor ripped off parts of the song ``Somebody to Love.’’ Last year, a judge in Norfolk, Virginia dismissed the claim by Devin Copeland and Maerio Overton, saying the songs didn’t sound the same to him. But the appeals court says that should be up to a jury to decide.

Los Angeles prosecutors say a Virginia woman has been sentenced to probation for trespassing at the home of actor Will Smith and refusing to leave. Prosecutors say a housekeeper found the 26-year-old Richmond, Virginia, woman in the kitchen of the Calabasas house on March 21. Smith and his wife, Jada Pinkett Smith, and their children were not home at the time. Deputy District Attorney Ann Korban says Archer was placed on three probation for three years and ordered to stay 150 yards from the Smith family and their home.

Taraji P. Henson discusses success of the TV show 'Empire' & her character Cookie Lyon am about with my talent.'' Henson recently talked with The Associated Press about “Empire'' and the Texas law enforcement officer who threw an unarmed teenage girl to the ground.
NEW YORK _ Taraji P. Henson is on a mission: To take her brand global following the success of Fox's hit show “Empire'' _ and her breakout character Cookie Lyon. “I am tired of Hollywood telling me what black people can't do overseas and what can't sell overseas, and black women can't do this overseas,'' Henson says. “Well, I am over there and they know who I am; and they knew me before Cookie.'' “Empire'' debuted in January with 9.9 million viewers and ended its first season run with 17.6 million viewers for the fina-
le, the most watched show that week, according to the Nielsen ratings. With Emmy nominations set for July 16, the 44-year-old actress, who served as the ambassador for the American Black Film Festival that just completed its four-day run in New York, says she isn't focused on awards. “That's not my driving force. I respect the awards and I am always honoured when I am recognized, but that's not really why I got into the business,'' Henson says. “Art is very powerful. It can touch and change lives, and that's what I
Associated Press: What's the formula for the success of “Empire'' and how the show's viewership continued to grow throughout the season? Henson: Networks started underestimating the audience. They started believing that appointment television was dead. But we proved that if you give the audience good content they will watch, and I think that is what you are seeing. There's no special formula. There is no magic trick that we did. We just got an incredible cast, incredible writers; we deal with very diverse subject matter, subject matter that makes you think, that makes you ruffle feathers.
AP: How important is it to address delicate subjects, such as homosexuality in the African-American community? Henson: Well it's very important to talk about any subject matter that deals with people not being afraid of being who they are. When we are born we do not get the luxury of saying, 'God I want white skin,' or 'I want to be straight,' or 'I want to be a woman,' you just get what you get, and your journey in life and how you decide to walk through that journey is what life is about and how you're going to move and affect people through your story. AP: What can we expect for next season? Henson: They are going to deal with a lot of the past, and this is something that I requested. What happened with Cookie in the 17 years she was locked away from her family? How did Lucious become _ some people want to call him this monster _ but people are the way they are because of their circumstances and so we just want to delve a little bit more into how these people became who they are.
AP: How do you feel about the recent situation in McKinney, Texas, regarding the white police officer who drew his gun on unarmed African-American teens and threw a 15-year-old girl to the ground? Henson: I think it is time for people to stop being quiet about what's going on and stop turning a blind eye to it. People of all colour, if you see an injustice happening, say something. They always say it is not important until it affects you, but I do not know what parent in the world watched that video, I do not care what colour you are, and did not feel some kind of way. Take race out of it. That's a girl, that's a young woman in a bikini and that man slammed her down; like she was no threat, what was she doing? It's a big issue; we've got to deal with this. I do not know if we are becoming a police state. It's really scary. Film 'Fresh Dressed' explores roots of hip hop fashion from Sunday best to Diddy's Sean John Kane, among the music pioneers to appear in “Fresh Dressed,'' was once a frequenter of Daniel “Dapper Dan'' Day, whose Harlem boutique made clothes to order, sometimes using famous logos like that of Louis Vuitton but done in fresh ways for up-and-coming rappers and the hustlers he counted among his urban clientele. While Dapper Dan (squeezed out of business over alleged copyright infringement) serviced many, others in the film recalled the aspirational popularity of the real deal: Vuitton, Ralph Lauren, Tommy Hilfiger and Versace. “A lot of the designers that people took to sometimes didn't really want black people in their clothing, at least at that time,'' Kane said. Kane recalls his first taste of Versace, a pair of jeans.
NEW YORK _ From slaveera church outfits and Little Richard to the South Bronx and Dapper Dan the knockoff king of Harlem, the roots of hip-hop culture stretch beyond the music. They stretch to “fresh,'' that feeling when your style game is on point, just right straight out of the box. That's the focus of a new documentary featuring Nas as producer, a host of designers and some of the biggest names in music. The film “Fresh Dressed,'' out Friday in select cities and on video on demand, is the handiwork of director and journalist Sacha Jenkins, who traces the history and legacy of fresh through interviews, animation and archival footage. “I had no idea all these things that myself and other kids in the neighbourhood were doing would one day turn into this huge global industry,'' the 43-year-old Jenkins said in a recent interview of his Queens upbringing. “When I was coming up, break dancing was big and you had to
have a pair of Lee twill pants. ... You had to have the Le Tigre shirt, so you're mixing and matching the preppy identity with the workwear and the athletic shoes,'' he said. And that was just Astoria. New York City was the heartbeat of hip-hop and the style movement that accompanied its rise in the early 1970s, including distinct looks defining each of the five boroughs: velour designer sweatsuits with matching sneakers in Harlem, or a pair of Clarks on feet in Brooklyn, for example. But fresh symbolized more than that, Jenkins said. It was also about your ``Sunday best,'' a term stemming in part from laws in some states that required slave owners to buy slaves at least one decent set of clothes fit for church. It encompassed the spirit of graffiti that covered trains and walls in styles and hues borrowed to personalize jeans and denim jackets with a name down the side of a leg and original artwork on the back.
It touched young people in the gang-plagued Bronx who sewed patches, silver bangles and used cowhide stitching around the armholes of denim jackets after cutting off the sleeves, emulating the outlaw bikers in “Easy Rider.'' Or it could mean a Kangol hat, some Cazal shades, ultra-baggy pants or Adidas with fat laces that required stretching, starching and pressing to perfect the look. Fresh prompted riots over Jordan sneakers, shootings over Marmot jackets and mass lootings at the hands of boosting crews who rushed fancy Manhattan stores in search of Polo and other coveted brands. For rapper Big Daddy Kane of Brooklyn, it was about matching the red-and-black Gucci interior of his car to one of his custom suits. “To me, fresh means you're in something new, something that looks real nice ... and something put together creatively,'' he said by phone from Raleigh, North Carolina, where he lives.
“I remember Luther Vandross had turned me on to Versace in 1990. I remember a girl ironing the jeans for me and she was, like, 'What the hell are these? What's Vercayce?''' Kanye West was a Lauren man from way back in Chicago. He's now a designer himself and said it best in the film: “The entire time I grew up it was like I only wanted money so I could be fresh.''
“Hip-hop culture, it had a boldness to it. You wanted everybody to know that you were down with this movement,'' he said in the film. But before that, April Walker, founder and designer of Walker Wear, remembers her fresh fashion turning point growing up. It was watching music pioneers Run-DMC onstage in matching leather suits and black hats. “You were always taught in school dressed for success meant something else, and here they were breaking all the rules and winning,'' she said in the film. “I just remember that changing my life, in the sense of everything I'd been taught was a farce to me at that point.'' It wasn't easy for urban labels looking to compete with luxury. Many had to fight their way into stores, until the '90s opened the floodgates. Cross Colours did about $100 million in business in 1990 with boosts from television's “The Fresh Prince of Bel-Air'' and “In Living Color.'' About seven years later, the brand FUBU proved itself at $350 million. Strides made in the '90s soon led to market saturation as hip-hop went global. Some homegrown companies had the staying power and some didn't.
Jenkins said the flamboyance of Little Richard as a black Liberace helped light the path in personal style for black and Latino kids with little to no money.
Either way, fresh lives on years after Dapper Dan's heyday in the '80s, when the maker of one popular jacket said it would only sell him stock if he promised to rip their labels out.
“Folks who didn't have much outside of their own creativity used that creativity to express themselves in a whole new form of music and culture, and the fashion was right along with it,'' he said.
“I decided to make the jackets myself,'' he said in an interview, ``and that's how it all started.''
There were many game changers, including Diddy. He beat out Ralph Lauren and Michael Kors to be named the Council of Fashion Designers of America's menswear designer of the year in 2004 for his Sean John brand.
