Well, don’t unbuckle yourself just yet, for more complications lie ahead. First of all, you’ll be grappling with the full impact of not one, not two, but some 40 different regulations either already in place or awaiting implementation Regulations are over the next few years—and dealing with such a massive coming quickly slab of new rules in such a short timeframe will significantly alter for the industry the underpinnings of the trucking industry, stresses Annette Sandberg, CEO of TransSafe Consulting. She of all people should know, because she used to be the former chief administrator of the Federal Motor Carrier Safety Administration from 2002-2006. “It’s not just the new CSA rules or changes to hours-of-service regulations. It’s also about the new pre-employment screening procedures that began [this past] May; new entrant regulations put in place December 2009; EOBR mandates; and new entrylevel driver training requirements due in January, just to name a few,” she pointed out at the FTR Associates 2010 Transportation Conference earlier this fall. And that’s just the beginning. There’s plenty more to come, so you’d better be ready. AT

elecTrucks is extending its Down Payment Match promotion through Dec. 31 of this year. The used-truck retailer said it will continue “to help customers move into a new, used vehicle by matching 100%, up to $2,500, of a small fleet’s or owner-operator’s down payment.” Daimler Truck Financial (DTF) will continue its partnership with SelecTrucks to defer qualifying customers’ first loan payment for up to 90 days. Payment deferral is offered exclusively through DTF with varying term lengths based on eligibility, the company said. “This promotion has helped multiple small-fleet owners and owner-operators add to their initial cash outlay,” said Drew Backeberg, director, sales and distribution for Daimler Trucks Remarketing Corp. “Even with the positive changes in the used-truck market, owners and

he hauling rate range is the spread between the lowest amount that will cover all your costs, including salaries, to the figure that moves you towards your sustainable capital goal and the money needed to grow your operation. This figure is not a per-mile figure, but one that encompasses fixed costs, operational costs, and fuel- and loadspecific costs. In order to find your ‘groove’ in the trucking game, it’s imperative to know your hauling rate range. Any time you allow other people to set your hauling rates, you’re putting control of your entire trucking business in their hands. Brokers and shippers don’t have a clue as to what your costs are and where your break-even point is. It’s up to you to know this information, regardless of whether you quote rates by the mile, by the hundredweight, or as a flat rate. It’s up to you, the carrier, to establish the base line from which you will haul a load. Think about this: If you were a broker or shipper, what rate would you quote first? The highest? The fairest? Or the lowest you could get away with? Brokers and shippers are no different than you, so the only way you can be sure to receive the best rate for your operation is to know your hauling rate range. Trojan AGM battery to power Nite T

rojan Battery Co. will supply absorbed glass mat (AGM) battery power for Bergstrom’s Nite no-idle line of products. Trojan’s Overdrive AGM 31 batteries will supply the power for the Nite Plus, Nite Phoenix, and Nite Day Cab. “We are pleased to welcome Bergstrom and their Nite systems to Trojan’s global alliance of OEM partners,” said Elke Hirschman, vice president of marketing for Trojan Battery. “Trojan’s OverDrive AGM 31 battery is designed specifically to meet the heavy-duty cycling requirements of battery-powered, idle-elimination systems like the Nite climate solutions.”

Bergstrom’s APU heats and cools cabs without using diesel fuel. A battery with deep cycling capabilities is required to effectively power an auxiliary heating or cooling system like Bergstrom’s, according to Trojan Battery. The Overdrive is equipped with a thicker, more robust plate and

a heavy-duty grid that makes it ideal for such applications. The Nite systems are CARB-approved and generate emissions-free, high-Btu cooling capacity. “Bergstrom is excited to have an alliance with Trojan Battery,” said Bill Gordon, national director of aftermarket sales and global marketing for Bergstrom. “With their excellent AGM battery technology, we’re able to offer a broader range of battery choices to our no-idle solutions.” The OverDrive will also be made available through dealers’ respective OES parts programs. The OverDrive AGM 31 comes with a 30-month warranty. www.nitesystem.com

Backing up

e of you wondering why it seems like more truck on back order lately, consider the facts over the months. Last year at this time, worldwide ecoonditions were close to an all-time low, which resulted in tire manufacturers cutting capital expenditures in 2009 by almost 50%. Flash-forward just a few months, and freight was up with huge gains in demand for new trucks, a trend has continued Tire shortages that throughout the year. thought the could be on Nobody trucking industry rebound the horizon would so quickly, which means the tire companies are caught in another precarious situation. A few years ago, the earthmover tire industry experienced a severe shortage of large tires that reached the point where millions of dollars worth of new haul trucks sat on blocks at the factory waiting for tires. Operators were so desperate for replacements that they dug up scrap tires so they could be repaired and keep equipment in service. Presses were working 24/7 and ground was immediately broken on new plants to create additional supply—and then the global recession hit. In almost the blink of an eye, the original equipment and replacement markets reversed direction and the shortage became ancient history. Since the recession ultimately affected all types of tires, plants were closed and global production capacity was reduced by around 50 million units overall. Tire manufacturing is unique in that if a company is set to produce 50,000 tires, then it will order the materials and schedule the press time to build 50,000 tires. It’s not like the company can send a memo to each of its plants halfway through production and say, “Switch everything

12 American Trucker/ er/NNovember 2010

from 295/75R22.5 trailer tires to 11R22.5 drive tires right away.” Differences between a trailer tire and a truck tire may be fairly significant from a raw material standpoint, so inventory cannot always be transferred. It’s also important to note that dramatic (or unexpected) increases in new truck and trailer sales have historically contributed to tire shortages, with or without a recession. Most tire companies rely on OEM contracts to keep the presses working, but the penalties for failing to supply the production line can be severe. If new trucks are in danger of sitting at the factory waiting for tires, two things are going to happen: One, any new tires in production will go straight to the OEM; and two, the replacement market will have to wait. I’ve been in this business for almost 30 years and it never fails; if newvehicle sales are up when compared to the previous year, new truck tires become harder to find. I’m not trying to make excuses for the tire companies because I still have a hard time accepting some of the reasons for back orders. However, I must acknowledge that the new economy and lessons learned from past experiences mandate a more conservative approach because a full warehouse is much worse than an empty one. In a perfect world, the forecast is on the money and new production is scheduled to come on line just as inventories start getting low. But we know the world is far from perfect and while there may be tremendous demand today, it can make a 180-deg. turn in one afternoon of selling on Wall Street. The stakes are too high to get overly aggressive when it comes to production, so the supply and demand cycle will remain volatile as long as the economy is unstable. AT

Wheels

W

ng diesel start its able rise or trypossible pound rd each trailer, wheels are something to take into account as you plan your loads. Basically, there are three choices for duals: steel, which offers durability ; a combination of aluminum on the outside and steel on the inside with a liner in between to protect the metals for more durability yet lighter weight; or an all-aluminum option for the maximum in weight reduction. Let’s take a look at some of the recent tweaks and innovations. Accuride has a solution with its ‘two-for-one’ innovation. The system replaces two wheels with one in their DupleX-One steel or aluminum combo for tandemaxle tractors and trailers. You can replace a paired set of 22.5 in. wheels with one 22.5x14 in. wheel, which reduces weight and improves fuel mileage accordingly. Accuride also says the ride is improved for drivers and freight, and downtime for repairs and maintenance is reduced as well. DupleX-One wheel weight ranges from 68 to 132 lbs. for each with wheel size remaining the same. The bolt circle, no matter whether you select steel or aluminum, also is unchanged. All are hub-piloted with maximum inflation of 125 psi for steel and 131 psi for aluminum. All the wheels have a load rating of 12,800 lbs. except the 127-lb. midrange weight steel wheel, which is rated at 11,300 lbs. What if you want to reduce weight and fuel consumption but don’t want to incur a hefty bill for retrofitting? There are solutions available. Accuride can also provide “the whole enchilada” with lightweight wheel-end components from the slack adjuster to the hub, drum and wheel itself. If you’re looking for more muscle and less maintenance, you’ll find it in the new 24.5x8.25 in. LvL One wheel from Alcoa Wheel Products. In its class rating, this wheel carries 7,850 lbs., while the closest competi-

tors can handle only 7,300 lbs., Alcoa says. In addition, that rating is just a hair better when forged in steel at 7,400 lbs. LvL One wheels weigh 56 lbs., nearly 30 lbs. less than a comparable steel wheel, the company says. Outfit a fleet with the stronger and lighter-weight wheels, and significant savings should start showing in just a few months.

COOL RUNNING Alcoa says its LvL One wheel will run cooler than its competitors and comes with a 5-yr. limited warranty. You can even get a polished finish on one or both sides, or a buff finish that the company promises is six times brighter than competitive forged aluminum wheels. There is a 14-in. LvL One wide-track axle fitment as well. Alcoa also offers its CalcuLighter on its website. CalcuLighter helps fleets determine fuel and payload changes as well as wheel maintenance specs and final scrap value for different types of wheels. The site uses the NADA Official Commercial Truck Guide for tradein values and stats on carbon emissions. “This latest version of CalcuLighter includes interface enhancements along with all of the statistical data reflecting the most recent regulations affecting the trucking industry,” said Mike Parnell, vice president & general manager, Alcoa Commercial Vehicle Wheels. Once you’ve input your fleet’s profile, simply fill in the information on which type of wheel you prefer along with other vehicle-specific data and the CalcuLighter determines the cost comparison.

Are you covered? Now is the time to review insurance policies to make sure your company is protected

or many companies, the end of the year coincides with insurance review and renewal. Insurance, though, can be easily misunderstood for those who own a motor carrier or provide a service to the trucking industry. A unique relationship exists between you and your insurance provider. You’re betting that something is going to happen that will require financial reimbursement; an insurance company is betting that the incident won’t occur. This is one bet you don’t want to win.

BY TIM BRADY, BUSINESS EDITOR

As boring a topic as trucking insurance can be, carriers and companies with which they do business need to understand what it protects and what it doesn’t. In this month’s article, we’ll cover insurances which pertain to liability and physical damage to vehicles owned by you or your trucking company.

AUTO LIABILITY INSURANCE This type of insurance covers against loss occurring during the operation of company vehicles and drivers. This insures for bodily injury or property damage to another party, also called BI/PD insurance. Auto liability insurance covers motor vehicles owned by your trucking company and the drivers who operate them. Your lease drivers are also covered while they are

under dispatch or operating under your directions, for example, when you tell them to go get a trailer washed. Lease operators will need additional “non-trucking use” (also called bobtail) insurance for those times when they are not under dispatch. As a trucking company owner, whether you own one truck or 20 trucks, you don’t need bobtail or non-trucking use coverage because your auto liability policy covers you and your employee drivers at all times; however, you must require that all of your lease operators have the non-trucking use liability coverage. Auto liability coverage is the foundation of any trucking operation’s insurance package, and is required by federal regulations before you can begin accepting loads. Investing in high tech There are many options, but there isn’t always a financial return on investment BY LARRY KAHANER, CONTRIBUTING EDITOR

S

hould you invest in the latest technologies? That’s the question every small fleet owner or single-truck owneroperator asks when considering the purchase of onboard technology. One size doesn’t fit all, and there’s a different financial case to be made for large fleets vs. small ones. Some technologies are a simple slam dunk, and the return on investment case can be done on the back of an envelope. Others, especially those that are more complex and costly, require a bit more consideration.

PREPASS An easy one to understand is PrePass, which has been around in some form or another since the early 1980s. It has proven to provide a fast return on investment but also offers intangible benefits like decreasing driver stress levels at port approaches. For many drivers, that piece of mind is money in the bank, too. John Magdiel is owner and founder of Right Way Trucking in Bountiful, UT. He runs a total of nine trucks including ones that pull FedEx trailers. “I’m usually the biggest nerd,” Magdiel admits, “and most of the time I check ROI for any equipment using spreadsheets and charts. For PrePass, I can do it off the top of my head.” He says that his over-the-road trucks hit four port entries daily. “When you bring a truck to a stop and then go ahead to highway speed, you’re spending about $2 to $3 in fuel. We save about $16 a day so it’s about $80 a week,” he adds. “I’d say that we get about a 4:1 return on our investment.” An October 2007 FMCSA study of large fleets showed an operating cost savings of about $8.68 per bypass. Using this and other assump-

tions, you can check your own potential savings at the website http:// www.prepass.com/services/prepass/ pages/calculateyoursavings.aspx. The site factors in the monthly $16 cost for the transponder. Although Magdiel doesn’t drive any more, he recalls the psychological pain of approaching a port, the uncertainty of not knowing what could happen. “One of the worst things is approaching a port of entry. I remember those days. You get tense. They give you a red light, and by the time they go through your paperwork you could lose 20 to 30 min. If they give you a full inspection, you could lose an hour. Even if your papers are in order, it’s stressful.” “There’s actual ROI, but there also are intangibles like driver retention,” says Dick Landis, president & CEO of Heavy Vehicle Electronic License Plate Inc., which offers PrePass. “Many drivers insist that their trucks be equipped with PrePass before they will take a job. You don’t have to retain drivers for too long to get back the cost of offering them the psychological benefits of PrePass.” As for PrePass Plus, the toll payment offering through E-ZPass, larger fleets enjoy the benefits of having PrePass Plus handle their paperwork, but this benefit is less pronounced for small fleets that can easily handle their own billing. However, even small fleets can benefit from the toll discounts offered to some E-ZPass customers. Summary: PrePass and PrePass Plus pay off quickly.

ONBOARD SCALES Another piece of onboard gear that pays for itself quickly, especially for small fleets, is onboard scales. Hank Dalton, owner and operator of Hank’s Livestock Transportation in Ontario, OR, was a fairly early

Trucker.com for used equipment listings

adopter of scales. “I started with Air-Weigh scales in 1989. It was the first generation for commodity trucks and trailers. I could literally watch the loading and turn off the belt when it hit 34,000 lbs.,” he says. “I would go to their [police or commercial] scales and I was right every time. It saved me time and I was loaded to the max every time. “For other loads, I would go to the CHP scale and I was right to 80,000. Even the cops were amazed. I got paid by the hundredweight. A lot of guys who didn’t have scales—maybe they were hauling something like almond hulls—would have to go back three or four times.” Dalton, who has been in business for 25 years, owns and drives one reefer usually hauling apples in the fall from Oregon to California. When the season ends, he hauls frozen food from the Midwest to Texas. “Scales save me so much time and hassle,” he says. Martin Ambros, Air-Weigh president & CEO, suggests that the company’s QuickLoad product (cost: about $425) can pay for itself easily under most circumstances. “The scale fee is eight to ten bucks. Then maybe there’s a line [of truckers] and you have to run in and pay. At best, it’s a 15 to 20-min. event. That adds up and it’s hours-of-service time. I’m not even counting any fines. “We have a lot of people call us after they get tickets. You could buy one of these [scales] with a $600 ticket and there’s money left over for a few nice dinners,” Ambros adds. Unlike its more expensive counterpart LoadMaxx, QuickLoad is targeted at smaller fleets that don’t need data integration features. “A large segment of the market doesn’t need that extra baggage,” Ambros says. The numbers are more compel-

cover story ling when you drill down. Besides the scale fee, going out of route costs an average of $6.48, based on detouring about 6 mi. out of your way at $1.08/mi. If you consider driver time at $12.50, based on 15 min. of driver time at $50/hr., then it costs about $26.98 per weighing, according to Ambros. If a driver check weighs each load and averages 2.2 loads per week, the total annual cost for check weighing is $3,087. Bottom line: Low-cost, onboard scales can pay for themselves very quickly.

GPS UNITS What about GPS? With units on sale at less than $100 at some convenience stores, are they worth it? It’s more a matter of experience and style than economics for some drivers. “The more veteran and experienced, the less you might need one,” says Joe Rajkavacz, director of regulatory affairs at the Owner-Operator Independent Drivers Assn. “Newer drivers tend to go with a GPS solution. A lot of guys use their laptops with software for routing, and a lot of guys use navigation

A truck using the PrePass system passes the transponder as other vehicles wait in line. tools on their BlackBerrys.” Rajkavacz, who used to drive for a living, notes that a GPS is not truck specific, and you still have to be knowledgeable about permissible truck routes. “I believe in the Rand McNally [map book] because it tells you what highways you can be on, weights, and so on.” Takeaway: Many small fleets run the same routes so a GPS is not nec-

essary. “I don’t use GPS, but if I need it it’s in my phone,” says Dalton. “I drive the same routes every time. I know them… I’m old school. If I get lost, I ask for directions.”

COLLISION AVOIDANCE SYSTEMS When looking at more sophisticated and expensive onboard gear, like collision avoidance systems, the interest becomes less certain for the small fleet, says Rajkavacz. “[Owneroperators] are usually not going to do it. If you have 5,000 trucks, you need to manage accidents and their costs, but if you’re operating your own small fleet—$140,000 for a truck, $60,000 for a trailer—that’s a good enough incentive not to screw up.” He notes that many owner-operators have impeccable records, and that the one-truck motor carrier accident crash rate is lower than fleets in general. “When your whole life and family’s well-being is at stake, you have the best incentive in the world to stay out of accidents.” Rajkavacz puts anti-rollover equipment in the same category. “I have the same response as I do to collision avoidance systems. [Own-

er-operators] probably won’t buy them. You probably won’t get ROI for a single guy, but I can’t prove it.” In short, it’s difficult for small fleets to spend money on equipment that doesn’t directly make money; however, like insurance, if you get into an accident, you’ll wish you had bought it. Skip Kinford, CEO of Mobileye in Agoura Hills, CA, agrees with that point. “If a small fleet or owner-operator has one crash, it can put him out of business. And the personal impact can be greater. Some of these drivers have their house mortgages in their trucks.” The Mobileye C2-170 system, which costs about $800, has a camera located on the windshield inside the vehicle. It detects and measures the distance to vehicles and lane markings, providing forward collision warning, lane departure warning, and headway monitoring and warning. “If you have just one truck out of service for one day, it almost pays for itself,” says Kinford. He notes that in several countries, like Canada, some insurance companies are offering discounts to trucks equipped with this type of equipment. “If you had to replace a front bumper, it could

HIGH-TECH SEATS Whether a single-truck owner wants to spring for a high-tech seat often is a balancing act of price vs. comfort. As seats become more sophisticated and comfortable, drivers are becoming more inclined to buy them, but whether or not they offer a direct or indirect ROI is almost impossible to measure. What’s a more comfortable ride worth? Can you drive to your legal limit every day, or do you have to stop and rest more often because your seat is uncomfortable? Will it keep you in the trucking business longer? In a company-sponsored report on the Bose Ride, a technology that replaces currently used air-ride with a new technology that senses, analyzes, and counteracts forces from the road, the report noted: “Our research found that although the problem of poor ride quality is often overlooked because it is accepted as part of the job, it nevertheless directly affects drivers, key contributors to the profitability of trucking businesses. With any radical innovation, we recognize that some period of commercial use is required to definitively prove economic benefits. From the quality-of-life improvements, we are confident that better ride quality can lead to higher job satisfaction, lower driver turnover, and lower operating

costs for fleets.” Bose Corp. spokesperson Joanne Berthiaume said that the $5,995 seat has only been available for sale since March and although they have sold some seats to small fleets and individual owners, it’s too early to calculate any ROI. “When I had my last truck,” notes Rajkavacz, “a 379 Pete, I replaced [the seat] with a much higher quality seat. Drivers will do that. They will swap out seats. Mine was a $900 seat. When you sit for 140,000 mi. a year, you will pay $1,000 for a better seat. Whether you would pay more, I can’t really say.” Last word on seats: More data is AT

Seats like the Bose Ride can make for a better ride, but is it worth it financially?

FOOD DISTRIBUTION

Cost control Controlling transportation costs helps keep consumer prices in line

J

years ago, a typical Costco sale store carried mostly goods. Today, the same store stocks a variety of food products in varying quantities, everything from fresh produce, meat, seafood, and dairy to fresh baked goods. For Costco’s target market—large families and small- to mediumsized businesses—sales of product in large volumes and bulk packages are part of the strategy to help keep prices low. The company also limits available brands for sale within each product group. In the U.S., 85% of food products are delivered to Costco warehouses from one of the company’s 17 depots located strategically across North America. To further control costs, many food products are delivered on shipping pallets that are then used for display on the sales floor. Sarah Mogk, Costco vice president of depot operations in Issaquah, WA, says over the years Costco has made significant investments in high-tech systems that can process, package, track and distribute thousands of grocery and nongrocery items efficiently between the depots and its 414 warehouse stores. “That efficiency,” she explains, “allows us to hold down

costs so we can continue to provide members quality products at competitive prices.” With 50-plus million members, Mogk says, “we look to maximize efficiency throughout the distribution chain. It only makes sense for our operation to have trucks with the latest in technology available. But our core competency is running a warehouse distribution system that provides just-in-time deliveries, not choosing trucks with the right specifications and then maintaining them.”

THE LEASE DECISION That’s why Costco chooses to lease its vehicles. Since 2004, the company has been under full-service lease contracts with PacLease. The 295 Kenworth T800 and T600 model trucks are spec’d to provide the best fuel economy for the topography and climate where they run. Preventive maintenance, emergency roadside assistance, and fuel-tax reporting services are all included. According to Mogk, fuel economy for Costco’s fleet did improve 2% overall, saving the company roughly $270,000 annually. The Costco fleet also includes 1,500 leased 53-ft. trailers, 75% of

22 American Trucker/ er/NNovember 2010

Go to

which are Wabash dry vans and 25% are reefers made up of Wabash, Utility and Great Dane units. All reefers include Thermo King equipment. Last year, with the company’s truck leases coming up for renewal, Costco executives and drivers met again with PacLease reps, this time to refine specs. As a result, Costco is switching its fleet over to the fuel-efficient 2011 Kenworth T660 equipped with 2010 Paccar MX 12.9L diesel engines (ranging from 380 to 475 hp.) and a Kenworth Extended Day Cab to provide drivers with more storage and arm room. The T660s will also help Costco meet its environmental sustainability goal, reducing emissions of particulate matter by 1,102 metric tons and nitrogen oxide emissions by 8,598 metric tons over the course of the six-year lease. As the largest member warehouse club in the U.S., keeping up with higher prices and more stringent regulations has not always been easy for Costco. But successful business strategies, like choosing the right distribution truck, are helping the company keep “cost” in its name but out of its products.
