Eye on autos
I
It’s no secret that innovation is what keeps any industry healthy and capable of adapting to change—even if there’s no inkling that radical change may be on the horizon. Yet a new report issued by The Boston Consulting Group (BCG) claims that the global automobile industry is entering what the firm describes as a “new golden era” of innoMight changes vation focused on four key areas: active safety and assisted driving, powertrain, in the auto world lightweight materials, and connectivity— preview shifts all of which may also affect heavy trucks. Regulatory and marketplace demands in trucking? with respect to fuel efficiency, connectivity, and safety, as well as technological advances, are making inroads in all four areas possible. They are also reducing costs, noted Xavier Mosquet, a BCG senior partner and one of the co-authors of this study. Two other areas loom large as well. The first is the continuing shift from mechanical to software-driven vehicles, BCG noted in the report. The second is the quickening pace of product development, as consumers have come to expect rapid technological advances. This expectation makes it more difficult for OEMs and suppliers to adhere to the three- to five-year product design and development process. The group’s conclusion? Automakers that learn to organize themselves to harness and direct fast-moving developments will thrive. The same can be said for truck OEMs. AT

Ram enters small van space

hrysler’s Ram Commercial Truck division is finalizing plans to introduce a small cargo van for the North American market in 2015. Dubbed the Ram ProMaster City, it will be based on the popular European Doblo model built by Fiat SpA, Chrysler’s parent company. “There’s a lot of demand for small vans,” Nick Cappa, Ram brand spokesman, told American Trucker. “The ProMaster City will help us continue gaining market share in the commercial truck and van segments by offering a practical, robust and functional solution for every situation.” “The Ram ProMaster City further expands the Ram commercial truck lineup, which includes everything from vans to pickups to Class 4 and 5 trucks,” noted Reid Bigland, Ram Truck’s president and CEO. “We will be aggressive in our goal of expanding our commercial vehicle offerings.” The Fiat Doblo is a two-time In-

While the Ram ProMaster City van will be based on the Doblo design, Cappa said it will feature “familiar Ram Truck styling cues” and also offer powertrains preferred by North American commercial customers. Ram’s move to add a small cargo van model to its commercial vehicle lineup mirrors similar initiatives by other OEMs. General Motors plans to add the Chevrolet Express van to its lineup in the fall and Ford offers the Transit Connect. www.ramtrucks.com

Picking up the pieces Y
ou have lost a shipper. First of all, don’t panic. As the owner/manager of a small motor carrier, if you fall apart, everyone else in the company will too. So, keep a stiff upper lip and inform everyone—dispatch, safety, the receptionist—that losing one shipper isn’t going to result in your carrier closing its doors. Next, reassure everyone associated with that shipper that you’re not going to be laying off personnel. Letting your employees know their jobs aren’t in jeopardy is a terrific way to build loyalty, the kind that lasts through the years. Now get started prospecting for even better shippers. Your sales staff must make cold calls—and you should make some calls as well. Sometimes a shipper who turned down “just a salesperson” will agree to a “test drive” when it’s offered by the head honcho. Keep in mind that this won’t be the last time a shipper leaves. You cannot ever get too complacent; rather, you need to concentrate on the daily details and look for new shipping opportunities every chance you get. The best business people always graduate from the School of Hard Knocks. Congratulations. You just got your diploma. Rear loader added M ack Trucks has unveiled a Granite Medium Heavy Duty (MHD) rear loader for refuse operations. According to Mack, the Granite MHD rear loader offers a reduced weight option for refuse companies and municipalities desiring a truck built for lighter-duty cycles such as short inner-city routes or for service in smaller towns. Because the Granite MHD has lighter weight components than other refuse models, it offers an economic alternative to help fleets increase their return on investment, the company added. Available in 4x2 or 6x4 configurations, the truck is equipped with a Cummins ISL9 345-hp. engine with a maximum torque rating of 1,150 lbs.-ft. The vehicle is available in a Class 7 rating when configured as a 4x2. “The MHD rear loader is a

Colorado returns S eeking to capitalize on the demand for more fuel-sipping yet work-capable vehicles, General Motors has officially taken the wraps off its retooled mid-size 2015 Chevrolet Colorado pickup truck. The model and its GMC Canyon cousin had been discontinued by the OEM several years ago. Jeff Luke, GM’s executive chief engineer for full-size and mid-size trucks, explained that the Colorado is a truly “all new” vehicle that incorporates many of the lessons learned from the OEM’s development of the full-size 2014 Chevrolet Silverado. “We also made a very deliberate effort to make these trucks look and feel different from our full-size and heavy-duty truck models,” he emphasized. “Aerodynamics and fuel economy in this segment are also a big deal—and the design reflects that.” For example, to help keep overall mass down and improve the frontto-rear weight balance, the Colorado features an aluminum hood and “active aero” front grille shutters that close at certain highway speeds to enhance aerodynamics. The Colorado, which goes on sale in the fall, will come standard with a 193-hp., 2.5L I-4 gasoline engine cranking out roughly 184 lbs.-ft. of torque. A 302-hp., 3.6L V6 gasoline engine that generates roughly 270 lbs.-ft. of torque will be available as an option. Both are mated to a 6-speed automatic transmission. A 2.8L I-4 Duramax turbocharged diesel engine will be offered as an option in “year two” of the Colorado program, likely with the 2016 iteration, Luke said.
8 American Trucker/February 2014
The 2015 Colorado adopts many features popular in full-size pickups. Scott Yackley, Duramax assistant chief engineer, said the exact specs of the North American-tuned Duramax are still being worked out. He did note that a global version has a torque rating of 369 lbs.-ft. When compared to the 2014 full-size Silverado pickup, the 2015 Colorado is 900 lbs. lighter, 5 in. narrower, 3 in. lower, and 16 in. shorter. The Colorado will be offered in three configurations: an extended cab model with a 6-ft. bed, a crew cab with a 5-ft. bed, and a crew cab with a 6-ft. bed. With the tailgate down, the 6-ft. bed allows 8-ft.-long items to be hauled within the vehicle. GM added that payload and trailer-hauling capacity for the Colorado is expected to exceed 6,700 lbs. when properly equipped. There will be no regular cab offering. Both the 2WD and 4WD Colorado models will be available in three trim levels: WT, LT and Z71. An EZ lift and lower tailgate makes raising the tailgate easier and standard two-tier loading allows a platform to split the bed into upper and lower sections, making it easier to haul, store and conceal items such as tools. www.chevrolet.com

ew “smart remote evaporators” drive operational efficiencies of the new Vector 8600MT multi-temperature trailer refrigeration unit from Carrier Transicold. The Vector 8600MT shares key attributes of its recently introduced single-temperature sibling, the Vector 8500 unit. According to the company, both provide significantly reduced weight, improved fuel economy, and greater refrigeration capacity. Both Vector models use a fully hermetic electric scroll compressor, which has 70% fewer moving parts and is 200 lbs. lighter than a traditional reciprocating compressor. With the Vector 8600MT, up to two remote evaporators can be added to the host system. eritor Wabco now offers a remanufactured System Saver air compressor for select trucks that use the Mack Aset engine. “We’ve seen an increased demand from manufacturers for our System Saver products, and now we’ve efficiently remanufactured our air compressor for aftermarket use,” said Pat Kealy, director of aftermarket, Meritor Wabco. “Its quality is comparable to a new compressor—and with the extra ecological benefit of recycling versus adding material to a landfill.” A typical compressor contains about 40 lbs. of steel, iron and aluminum, which has the metal content equivalent of about 1,200 beverage cans. The remanufactured air compressor minimizes the amount of waste added to landfills, the company said. The value of scrap

Growing competition in the truck tire and retread industry has given fleets more choices than ever when selecting rubber. From name brands that have been around for decades to newcomers that are utilizing advances in technology, the overall performance and value has never been better. That being said, there is always room for improveso fleets need Casings removed ment, to insulate themselves sales pitches, from service have from special pricing and tire that are designed a story to tell tests to entice fleets to make a change. Since margins are tighter than ever, it’s easy to get caught up in offers that are too good to pass up. The key to long-term success is recognizing the difference between the steak and the sizzle. Given the current state of the industry, most fleets run several different types of tires and retreads. Some are proven performers that have delivered for years, while others are either new brands or tread designs. In most cases, the suppliers track the performance in order to create the necessary data to demonstrate how their product is superior and/or the most cost-effective. But I’ve always felt that the most valuable report in determining the value of tires and retreads comes from the scrap pile. Between the casings that are returned as received (RAR) from the retreader to the failed tires from emergency road service, every tire that is removed from service has a story to tell. Perhaps the best place to start is the age of the casing. Most truck tires come with a six- to seven-year casing warranty that includes a limited number of retreads. The path of least resistance is to just scrap the casing before
it approaches the warranty or retread limit, but that may or may not be the best practice. Without any data that supports the decision to retread a casing or remove it from service based solely on age, fleets may be losing assets or taking unnecessary risks as tires age. Another tire cost and performance factor that can be defined through detailed scrap tire analysis is the effectiveness of the inflation pressure maintenance program. The increasing usage of shearography in retreading identifies casings with hidden conditions like the onset of belt edge separations. By tracking the general lifecycle of each tire with this condition, fleets can more easily determine if the problems are related to underinflation or linked directly to a particular brand or model of tire. But without the data, fleets are just guessing. While the quality of today’s retreads is comparatively better than ever, there is still a certain degree of craftsmanship that goes into retreading or repairing a tire. Again, it’s easy to just accept every scrap tire or RAR casing as the nature of the business, but the reasons for the removal from service might say a lot about the companies that are responsible for retreading or repairing the tires. Comparing the data from one region to another may identify trends or similarities that might indicate a supplier that is either too quick to RAR a casing or too slow. Every tire or casing will eventually be removed from service. When fleets have detailed reports regarding the age, brand, number of retreads, and reasons for removal, the decisions regarding the purchase of tires and tread designs that deliver the best value are based on data, so the subjective nature of opinions is removed from the equation. LEASING
The benefits of change DeCarolis Truck Rental finds new technology is a boon to leasing
W
What is proving to be a challenge for truck leasing companies like DeCarolis Truck Rental may also be a benefit to its business, notes Michael Margarone, president. “New equipment may be more efficient, but it’s more complex and in some cases has presented problems,” he says. “At the same time, the entire truck industry is dealing with a shortage of qualified technicians. Both of those issues are causing more fleets to look at leasing as a way to have equipment available at a predictable cost.” Rochester, NY-based DeCarolis Truck Rental, a 75-year-old familyowned business, provides a range of services to fleet customers in various industries. In addition to truck rental and leasing, the company offers safety services along with fullservice and contract maintenance for trucks and trailers at seven branches in western and central New York and has a heavy-duty parts division.
VENDOR SUPPORTED The DeCarolis fleet includes roughly 850 power units and 1,000 trailers. “The multiple vehicle brands in our fleet are a reflection of the vendor and dealer support networks in different geographic markets as well

as customer preferences,” Margarone states. “Dealer relationships are especially important when we have to address issues with emissions and electronic systems. Sometimes it seems like the R&D on these solutions is being done in the field, so we need to be able to rely on our suppliers when problems arise.” DeCarolis is also working hard to attract and retain qualified technicians. “We’re very involved with technical schools and high schools, where we donate used equipment and take part in career fairs, some as far as 250 mi. away,” Margarone relates. “We are broadening the field of candidates through that activity and hiring through traditional means as well as veteran outreach programs. Our apprentice program is aimed at bringing in new talent as well, and we have a mentoring program with our senior technicians to help new hires transition into our operation.” DeCarolis has a very long association with NationaLease, the full-service truck leasing organization comprised of more than 165 independent businesses with over 600 locations throughout the U.S. and Canada. That membership, says Margarone, is highly beneficial to

the company and its customers. “NationaLease gives our customers national connections backed by local ownership,” he says. “Every member knows their local market and the needs of their unique customers. NationaLease members provide reciprocal services to give other members that same support where needed anywhere in the country.” Margarone goes on to point out that DeCarolis takes advantage of many of the programs that NationaLease has to offer. For example, the company participates in the group’s maintenance council and purchasing committee.
CENTRAL CONTROL Unique to DeCarolis is a centralized parts division that supplies all seven company locations and outside customers. “The original motivation for this operation was to support our own facilities with parts,” Margarone states. “By operating a separate parts division, we could ensure that we had everything we needed on hand at a competitive and favorable price. Before long, we realized that we could extend our purchasing power and support local customers by expanding into outside sales.”

business of trucking unscheduled downtime. By having your local shop inspect and repair your trucks and trailers, you avoid putting your company and driver at the mercy of an unknown repair shop that has no stake in your operation. Working with a local shop builds trust and gives you control over what you’ll spend on repairs. The relationship with the shop manager and shop mechanics should be one where they’re interested in your continued business, rather than just making a flash-inthe-pan profit. In other words, they have a vested interest in taking care of your needs without overcharging you or doing unnecessary repairs or diagnostics. The ability to schedule when your truck is in the shop gives you the chance to maximize revenue and cash flow opportunities by eliminating lost or delayed loads.
records is the first step to maintaining the value of your equipment.
STEPBYSTEP APPROACH
Following are seven steps on how to inspect, perform necessary maintenance, replace and/or repair deficient components: 1. The driver must communicate to the mechanic anything noticed during day-to-day pre- and post-trip inspections, along with any oddities, strange noises or vehicle behavior experienced while driving.
ON YOUR SCHEDULE
AVOIDING OTR REPAIRS
In trucking, nothing hits the bottom line harder than having equipment break down while under a load or having a driver call in with a mechanical problem while the truck is in a revenue-producing groove. One of the hardest calls for a trucking company owner to make is the one to valued customers telling them that their pickup or delivery has been delayed due to a mechanical breakdown. The cost of on-the-road repairs isn’t just calculated by the higher repair and/or towing costs. Your biggest financial hit is from the loss of revenue while the truck is in the shop. Add to this the cost of having to pay for lodging for a driver. It’s far better for your trucker to be cooling his heels at home than in a motel room not earning any pay. It definitely makes for a happier employee. Second, taking proper care of a truck and trailer helps both hold their value. Tracking and recording complete maintenance and repair
spection to determine if anything might have been missed. 4. The next step is for the shop to do needed maintenance and then repair or replace all items found during the three-step evaluation. 5. Torque wheel lug nuts and frame bolts to factory specs, align wheels, and balance tires. 6. Repeat the 20-mi. test drive with the mechanic and trucker assigned to the truck to make sure nothing’s been missed. 7. If your inspection falls during the spring or fall months, prepare your vehicles for the pending summer or winter driving season. Check coolant levels, tire tread depth, correct complement of tire chains, and heating and cooling systems.
By scheduling maintenance during slow periods, trucks can be ready to go when freight picks up. 2. The trucker and mechanic should take a short 20-mi. round trip. The trucker should drive the first 10 mi., and then the mechanic should drive for the return 10 mi. During this excursion, the passenger makes notes as to the performance of the truck, along with any items that need attention, i.e., odd noises, shimmies, strange smells, or slow responses. 3. The mechanic takes the list of all minor or major deficiencies that were noted from both the conversation and the evaluation drive and conducts a complete DOT-type in-
20 American Trucker/February 2014
Trucks and trailers have maintenance requirements that must not be ignored. The truck driver and owner of the truck are the ones ultimately accountable for maintaining the truck they drive and/or own. By pleading ignorance, they become responsible for any subsequent and catastrophic failures that result, including any financial consequences. Utilizing slow periods to perform a thorough inspection and taking the time to make the necessary repairs will reward you, your drivers and your company with years of on-the-road, trouble-free service. The cost of this is minimal when calculated against the cost of an outof-service order or an unexpected breakdown. Add to this the advantage of using the program to improve your CSA BASIC scores, reduce the risk of a negative inspection, and increase revenue, and you will find the time and trouble is well worth it. T
he HOS rewrite by the Federal Motor Carrier Safety Administration (FMCSA) is stinging carriers and drivers alike as well as their customers. And, says research drawn from the real world, stinging them good and hard.
The issue, say trucking advocates, is the safety agency’s unnecessary and consequential tinkering with the rule’s 34-hour restart provision. The upshot is that for over seven months thus far, use of the restart has been limited to once a week— and it can only be triggered if 168 hours have elapsed since the last restart. What’s more, the restart can be clocked only if two rest periods covering 1 a.m. to 5 a.m. are included. FMCSA also added a requirement that drivers take a 30-minute rest break during the first eight hours on duty.
FAIR WARNING
No honest broker can dispute that FMCSA engineered these contentious changes to HOS in keeping with the agency’s mandate to improve highway safety by regulating how commercial vehicles are operated. But trucking’s lobbyists, as well as executives of individual motor carriers and industry suppliers, warned well before last summer’s rollout that the new rules would be doubly problematic. That is to say, the long-haul segment of over-the-road trucking knew before the compliance hour struck that the HOS changes would provide little in the way of a safety dividend while driving up operating costs. FMCSA had estimated the HOS changes would produce a benefit of $133 million annually for trucking. But the American Trucking Assns. (ATA) calculated the tighter red
tape would cost the industry $189 million a year collectively—from lost productivity alone. According to Rick Schweitzer, general counsel of the National Private Truck Council, the results of an NPTC membership survey done a few months after the HOS changes became law revealed that of 10 fleets responding, nine reported being “adversely affected” by the re-jiggered reset; eight said their productivity had declined; and six noted that they’d begun paying drivers for rest breaks. Tr u ck l o a d / l o g i s t i c s g i ant Schneider National reports that within four months of implementation, it incurred a 3.1% drop in solo shipments along with a 4.3% decline in team shipments. And, per Dave Geyer, Schneider’s senior vice president and general manager-van truckload, that productivity hit has not been offset by any uptick in safety–related numbers. “Safety performance dramatically improved under the previous rules, and there is no evidence to support that changing the rules has improved safety,” he advises. “Feedback from drivers is consistent: They do not feel better rested as a result of the rules change. Just less productive.” Fatigue is the tip of the driver iceberg. Geyer regards HOS reform as accelerating the trend toward drivers deciding “the lure and independence of the open road are no longer worth the pay and regulatory pressure they are now facing. Driver turnover is trending up and is back

at pre-recession levels.” “Based on calls to our ‘hot line,’” relates Tim McCrady, senior director of customer service for Omnitracs, “the 34-hour reset has been the most confusing rule to understand.” He says the stress of dealing with that “could have a negative impact on a driver’s health and safety—just the opposite of the rule’s desired outcome. “Simplifying the [restart] process may reduce that stress, which, in turn, could help mitigate the driver shortage,” adds McCrady. He also notes that “carriers will need to implement programs to mitigate losses in driver pay as well as to keep driver stress factors low to reduce turnover rates.”
RISKS AND COSTS
“I believe costs added to the supply chain eventually always hit the consumer,” remarks Christian L. Schenk, president of CLS, an industry consulting firm. “The challenge I have with this rule is it doesn’t appear to be reducing risk or costs in other areas,” he continues. “I meet with fleets every day and I have not met one who agrees with these changes. The reports show a 12% decrease in efficiency since July, which is massive and certainly expensive.” Fast-forward to several months after implementation, and the bad news really began rolling in. For example, John Larkin, managing director & head of transportation capital markets research for Stifel, Nicolaus & Co., reports that a survey on the HOS changes showed that 80% of truckload carriers were experiencing a loss of productivity and 67% of truck drivers a drop in wages of 3.2% to 7.7%. The biggest salvo fired back as of press time came in November. A detailed report released by the
American Trucker/February 2014 23
cover story American Transportation Research Institute (ATRI), a trucking-allied research organization that is wellrespected outside industry circles, amounted to a scathing indictment of how the rules have gone wrong. The 60-page document panned the HOS changes for seriously impacting the financial health of motor carriers along with their truck drivers and logistics providers. What’s more, the report found that where it counts, out on the road, the new regs have not only failed to measurably improve highway safety, but have caused safety deficits.
Estimates of the cost of HOS-related productivity losses for trucking run as high as $189 million a year.
BLACK MARKS Those black marks include drivers reporting increased fatigue generally since the rules were implemented and the “restorative benefits” of mandatory rest periods being depleted by having more often to take off-duty time away from home. “Trucking is not a ‘one-size-fitsall’ industry,” ATRI noted in the report. “Even so, there has been a clear, measurable and generally negative impact to a significant portion of the industry resulting from the July 1 HOS rules implementation.” Going further, the institute stated plainly that its report “demonstrates clear evidence that the rules have generated a financial consequence on individual drivers as well as motor carriers, the majority of whom are small businesses. “The financial impacts are realized through decreased earnings for drivers, decreased efficiency and productivity for carriers, and, as trucking capacity tightens due to an increasing driver shortage, increased rates for businesses that ship goods,” the institute emphasized. “Finally, the commercial vehicle ‘shift’ to congested time periods creates new crash risks and costs
that have not yet been quantified by FMCSA,” ATRI added. Released nearly back-to-back with the ATRI report, a membership study of over 4,000 truck drivers conducted by the Foundation of the Owner-Operator Independent Drivers Assn. (OOIDA) determined the HOS rules are affecting their ability “to drive while rested, operate their businesses efficiently, and make a living.” The negative effects of the changed rules cited by the study include increased fatigue and stress, less income and home time, and spending more time driving in general as well as in congested traffic.
ods or because 168 hours had not elapsed since their last restart. In general, the report showed this forced drivers to lose time at home, which led them to take on shorter hauls and earn less income. “The agency’s insistence on micromanaging a driver’s time is actually undermining highway safety,” notes Todd Spencer, OOIDA executive vice president. “Instead of providing the flexibility to drive when rested and stop when tired, the new rules have put drivers in the position of driving more hours than ever and in the worst traffic conditions, and spending less time at home. How is that safe?”
DRIVER FATIGUE
REALITY CHECK
About 46% of the drivers reported feeling more fatigued since the changes in hours of service and 65% said they now receive less income. The OOIDA report also found that the single 34-hour restart per week had caused 56% of the respondents to lose mileage and loads hauled each week. Drivers surveyed related having incurred long wait periods between loads and then being unable to click a restart because the 34 hours did not cover the two nighttime peri-
“The rules need to reflect the fact that drivers have to accommodate numerous factors they have no control over such as weather and traffic,” he adds, “in addition to the schedules of shippers and receivers, who don’t have to comply with any regulations at all.” To be sure, the analysis contained in ATRI’s “Operational and Economic Impacts of the New Hours-of-Service” report along with the data compiled by OOIDA are potent ammo for any campaign

to lobby Congress to force HOS revisions that would address trucking’s concerns. ATA president & CEO Bill Graves stresses the importance of gaining widespread support on Capitol Hill for a bill dubbed the TRUE Safety Act that would stay the new rules until an independent review can be completed. The bill was introduced in October by Reps. Richard Hanna (R-NY), Tom Rice (R-SC) and Michael Michaud (D-ME). “The TRUE Safety Act will put the brakes on these rules until they can be thoroughly vetted,” Graves states. “We’re confident that once they are independently and objectively reviewed, FMCSA will have no choice but to undo what it has done.”
INFO DELAY It’s unlikely that Congress will do anything before it receives the results of the mandated restart “field study” being conducted by FMCSA. NPTC senior vice president Tom Moore says it is “hard to say when that will come out; sometime in the
spring at the earliest.” “We expect the restart study to come out in the spring,” advises David Heller, director of safety & policy for the Truckload Carriers Assn. (TCA). The Subcommittee on Contracting and Workforce of the House Small Business Committee conducted a closely monitored hearing on the impact of HOS on small businesses. The congressmen grilled FMCSA administrator Anne Ferro on what HOS hath wrought. “In Congressional testimony, administrator Ferro said she hoped the study would be released by the end of Q1 2014,” advises Rob Abbott, ATA’s vice president of safety policy. Subcommittee Chairman Hanna noted in his opening remarks that the latest highway reauthorization bill required FMCSA to conduct the aforementioned study on the 34-hour restart and that it remains unfinished, even though Congress intended for the study to be completed before the agency adopted the new restart provisions.
As HOS reform pushes down wages and drives up fatigue, more long-haul drivers may just walk away from trucking.

“Most disturbingly, there is a case to be made that the rule does not only cause economic harm, but may also make our nation’s roads less safe,” Hanna said at the hearing. He suggested that by adopting a restart that bars operations for two evenings and ends at 5 a.m., “FMCSA is, in effect, pushing truckers onto the road at earlier times in the day, during the morning and evening commute and school rush hour, prompting safety concerns.” Building on Hanna’s point about more trucking amidst congested roads, Rice stated there was no evidence that FMCSA took that dynamic into account, and he also questioned the data used to support even the 19 lives FMCSA estimates the HOS rule changes will save each year.
THE BIG IF “The 34-hour restart that was thrown out by the court had far less study than the one in place now,” Ferro told the subcommittee. Pushing back against the importance of the overdue study, she said that the original restart “had one—and only one—study justifying it: a study conducted by the American Trucking Assns. funded by a Congressional earmark.” Along with the Small Business Subcommittee’s hearing, legislation passed unanimously by the House and Senate in October requiring FMCSA to address sleep apnea among truck drivers only with a full rulemaking could be a sign that the bellwether TRUE Safety Act might actually get passed at some point. But Capitol Hill watchers put the chances of any legislative rollback of the HOS rule’s provisions happening anytime soon as a very big “if.” “I don’t know where the TRUE Act will go,” TCA’s Heller says frankly. “But the [Hanna] hearing in November went a long way toward pointing out that FMCSA
American Trucker/February 2014 25
cover story should have done a better job of putting the [revised HOS] rule together in the first place.” “It’s difficult to say [if or when] Congress will pass the TRUE Act,” says NPTC’s Moore. “However, the industry is doing its best” to make that happen. “The legislation stands a good chance in the House,” contends ATA’s Abbott. “It will be more of a challenge in the Senate.” “Substantive [legislative] change [to HOS] is unlikely due to the popularity of truck-safety regulation with the driving public,” remarks Noël Perry, managing director & senior consultant of FTR Associates. As of press time, the measure had been referred to committee, but the likelihood of it passing was pegged at quite slim indeed by the law-tracking website www.govtrack.us. The prognosis posted for the TRUE Act gave it a “27% chance of getting past committee” and a “7% chance of being enacted.” Regardless of which way the political winds blow that remedy, there are actions truck owners can take now and during the foreseeable future to mitigate the higher operational costs of HOS compliance— not to mention that of any decline in their safety performance.

hen Dallas Mack Sales acquired the nearby Dallas Volvo Truck Center, a simple yet complicated storage problem reared its head: how to house an additional 10,000 parts—combined Mack and Volvo parts inventory worth about $1.5 million—in a space already maxed out with 10,000 Mack parts. “We essentially needed to double our parts inventory capacity without adding floor space,” notes Mitch Leone, Dallas Mack’s parts manager. Yet Leone’s choices were not only limited, they could get expensive in a hurry: raising the roof of the facility,

n addition to its storage needs, Dallas Mack also wanted a smarter yet more compact parts storage setup that would help cut inventory retrieval time in half. “If we expanded our dealership footage, additional [parts] retrieval time would be spent just getting to and finding the stored item,” Fite explains. “With the proper storage, everything is consolidated. There is less walking around and stored parts are always within easy reach and full view. This means fast, effortless retrieval.” Dallas Mack found the answers to all of its concerns with provider Stanley Storage & Workspace Systems. The company constructed a series of compact parts cabinets that would hold more parts and create additional floor space for the combined dealership. That included installing several sizes of drawers spread over 258 cabinets ranging in size from 27- to 59-in. tall, notes Fite. To ease the transition to the new storage system, Dallas Mack converted a small section of the parts department each day by removing the parts and taking down the old shelving one section at a time. It then installed preconfigured cabinets and reorganized the parts according to

building an addition, buying an altogether new building, or squeezing everything into the current space. Allan Fite, assistant parts manager, adds that cutting back on parts availability in order to fit everything into the existing space wasn’t an option. “We are always in close contact with our customers, so it is business-critical to consistently have parts on hand to meet their needs in a timely manner,” he explains. “By having needed parts on hand, we are then wellpositioned to fulfill the exacting demands and diverse projects not only for our domestic customers but for the international market as well.”
part number so each section was ready to go in the new configuration the next day. Fite points out that the new cabinet system also solved an organizational problem for Dallas Mack. Previously, parts had been stored all over the place, depending on the size of the part and what space was available at the time. Now, each manufacturer and part type is stored together in one easy-to-find section, he says. “For example, all of the gaskets are in one place and the high-dollar electronics are securely locked,” Leone adds, noting that Dallas Mack would have spent 10 times as much if it had gone ahead and raised the roof on the old building or purchased a new facility instead of reorganizing the parts department. Fite also says that two cabinets now store the entire contents of five units of standard shelving previously used by Dallas Mack. “That means we could double our storage capacity while freeing up space for more productive and profitable uses,” he emphasizes. “With multiple accessories, customizable drawer sizes and heights, these cabinets can be easily reconfigured based on the different sizes of inventory as well.” —SEAN KILCARR

How do you ensure good mileage from tires?
Do you have regularly scheduled routes or on-demand delivery?
Good mileage from tires is ensured through regular rotation, regularly checking air pressure, and constant inspection of tires at every opportunity by the driver.
Both. The majority of our outbound freight is regularly scheduled routes and loads, and inbound is more on-demand or spot market freight.
What programs do you have in place to ensure Compliance, Safety, Accountability compliance? CSA is an important part of our business. We have training programs for our drivers and specific inspection procedures both for drivers and for when a truck is in for maintenance and/or repairs.
Do you stock any parts for your trucks or purchase as needed? If you stock parts, which ones?
Coleman Trucking
We generally keep a stock of tires, filters, oil, and antifreeze. Other parts are purchased as needed.
Owner: Scott Coleman In business: Since 1991 Location: Union City, TN Coleman Trucking is focused on hauling bulk commodities.
How do you determine when it’s time to replace a truck or trailer? Trucks are replaced when they are no longer costeffective to operate.
How is maintenance handled? Your own shop or jobbed out? Regularly scheduled maintenance is handled in-house. Major repairs are jobbed out. We use Tri-State International, the local International dealer, for most of our major repairs.
What are your specifications for your trucks? Are you able to find these on the used market? Do you purchase used and customize them to your specs or order new trucks built to your specs?
What are three challenges you face with your maintenance program?
I am able to find used trucks on the market and customize them to my specs. Both the weight and mileage of the trucks are especially taken into consideration because of the commodities we haul where the more weight we can get on a truck, the greater our revenue.
Cost is the number-one challenge we face with our maintenance program. We reduce cost by handling most repairs in our company shop. Because we are a smaller trucking company, I handle most of the labor myself. Even though this minimizes the cost of minor repairs, it is not always feasible for me to be available. When I am not able to handle the maintenance of my trucks, I have it jobbed out.
How do you handle the maintenance on your trucks and/or trailers to minimize downtime? What are your mileage/time intervals on preventive maintenance? To minimize downtime, oil is changed monthly or every 15,000 to 20,000 mi.; tires are maintained and replaced as needed; and trucks are cleaned and inspected weekly.

Liftgates A
common sight on delivery and work trucks, liftgates have been in use for over 50 years. Today, manufacturers offer an extensive selection of models and designs in a wide range of capacities. Among the latest liftgate innovations is the supplemental solar charging system for liftgate batteries from Anthony Liftgates. The eNow 100-watt solar battery system provides an additional 6 amp/hr. charge to liftgate batteries during daylight hours and consists of a solar panel mounted flat on the top of the truck and a two-conductor cable that connects the panel to a charge controller located in the liftgate battery box. Maxon Lift’s new models for 2014 include the GPT/GPTWR Tuk-A-Way. This product features the manufacturer’s Max Grip process, which makes the platform surface more slip-resistant by mechanically indenting the surface profile. A bolt-on extension plate and steps in place of the previous weld-on method eliminate corrosion and simplify installation. A new opener arm design helps minimize platform opening forces throughout the applicable bed height range. Leyman Lift Gates’ new heavy-duty large steel platform is available on its SLP heavy duty Hide-A-Way tuckunder liftgate. Available for both low and high bed height applications, it has lifting capacities of 2,500 and 3,500 lbs. Engineers at the company recently assisted Wabash National on behalf of a mutual private fleet customer to design a factory-installed threshold plate that better accommodates its aluminum platform Hide-A-Way liftgates. Now, Leyman LAH and LHLP models can be installed on trailers with swing doors with no door alteration. For 2014 Ram ProMaster commercial vans introduced this past fall, Tommy Gate has announced a Cantilever Series design liftgate. The model has been approved for the OEM’s 2500 and 3500 vans in wheelbases of 118, 136 and 159 in. The Cantilever Series features a hydraulic lift design equipped with extruded aluminum platforms that come with standard cart stops and fold laterally to allow for door access when the lift is not in use. Waltco Lift Corp., which offers more than 50 standard liftgate models ranging in capacity from 1,250 to 6,600 lbs., has developed a medium-duty railgate fea-

turing an aluminum-hinged platform that stores at bed height for uninhibited rear door access and dock loading. The MDL/HP is available in 1,600-, 2,000- and 3,000-lb. capacities. Palfinger Liftgates, which markets the Interlift brand, offers the ILD column lift, the ILT-WR twin fold design featuring an aluminum platform, a slide-in PowerPack and three-piece rear impact guard, the ILFP slide lift for fleets handling large and bulky products on vehicles with swing and roll-up doors, and the ILM plus medium-duty rail-type lift. A pick-up liftgate with a lifting capacity of 1,000 lbs. is also available. Thieman Tailgates offers a full line of hydraulic liftgates for light-, medium-, and heavy-duty trucks and trailers. Toplifters, stowaways, railgates, sideloaders, and conventional models are all part of the company’s line-up. The company’s TopLifter Series is completely assembled into one compact unit and ready to run. Simply bolt or weld it to the truck bed and connect the battery cable. Stowaway tailgates offered include a new 3,000-lb. capacity design for van and stake bodies and trailers. SAF Holland offers a full line of liftgates to meet varying capacity and application requirements. Available in lifting capacities ranging from 2,750 lbs. up through 6,600 lbs., the line features the flagship DH Series. The DH Series comes standard in a 86-in. platform width. There are also 80-, 96- and 102-in. variations. Ultron Lift manufactures a range of liftgates in capacities ranging from 650 to 8,000 lbs. The company’s DA4000 Tuckunder liftgate has a higher capacity and larger standard aluminum platform and the DL series features a hydraulic close option for hands-free operation.
