Even the AAA Foundation for Traffic Safety, which examined 10,732 fatal truck-car accidents, found that 36% of car drivers were cited for two or more unsafe acts compared to just 11% of truck drivers. The Federal Motor Carrier Safety Administration itself, in its Large Truck Crash Causation Study, assigned 77% of the driver error factors to cars versus 23% of trucks in 221 fatal accidents studied. Now, I may be going out on a limb here, but all of that data might indicate that truckers are safer drivers than many think. AT

Identifying ROI
R
educing highway speed has produced the greatest return on investment (ROI) for fleets implementing fuel-efficiency initiatives. That finding is one of the highlights of a recent survey of motor carriers conducted by Transplace, a provider of transportation-management services and logistics technology. Participating in the survey were PepsiCo, EPA and several carriers, including J.B. Hunt, Con-way, Western Express, Smith Transport, and Dart Transit. In all, 65 fleets comprising a mix of regional, national and private fleets responded to the survey; 59 of the 65 fleets are SmartWay partner carriers. The survey found that a “number of SmartWay initiatives have been implemented by almost every fleet surveyed,” making for an implementation rate above 75%. Of the initiatives studied, the highest ROI came from highway speed reduction, driver training, and progressive shifting. These actions, along with recording engine data for greater driver feedback, also were the most commonly implemented. Additionally, many carriers reported they are implementing aerodynamic mirrors and verified low rolling resistance tires. Other initiatives, including tire-pressure monitoring systems and trailer-gap reducers, had “a more limited deployment across the fleets.” Truck stop electrification, “advanced trailer end fittings,” nitrogen-filled tires, and “verified retrofit technologies” are initiatives that have not been implemented by most of the fleets surveyed. Initiatives that recorded the widest variance in fleet measurements

of payback, in terms of whether they exceeded expectations, met them, fell below them, or were not measured, include auxiliary power units, intermodal shipping, trailer side skirts, and verified low rolling resistance tires. Single wide-base tires, particulate matter filters, emissions control, and vehicle battery systems (heating and cooling) were mostly rated “below” expectations in terms of ROI. SmartWay initiatives were also ranked by ease of implementation. In descending order by ease of implementation, these were: verified low-rolling-resistance tires, reducing highway speed, progressive shifting, aerodynamic mirrors (tractor), driver recognition/incentives, record engine data (for driver feedback), and fuel-operated heaters. On the other hand, these initiatives were ranked as the most difficult to implement (listed in descending order): single wide-base tires, auxiliary power units, [vehicle] weight reduction, and driver training. But, as noted above, driver training also turned out to deliver one of the highest ROI of any fuel-efficiency initiative covered by the survey.

If you listen to all news all the time, you hear that the economy is down for the umpteenth month in a row (we all know that “bad news sells”). There is also a truck driver shortage, a manufacturing slump, and another car bomb explosion in the Middle East. It’ll do nothing but discourage you. My advice? Use a curated news search on the Internet and have the most important issues and concerns sent to your inbox each morning. Spend 15 minutes reading what’s important, then focus on your business. Think upbeat and keep your eye on what’s important, i.e., getting your trucks loaded, on their way, in their lanes, and finding new customers to pump up your business. Look at solving the issues and challenges that have a direct impact on your business. Be aware of what’s happening in your county, state capitol, Washington, and around the globe. But when it comes to being successful, it’s handling things like a breakdown, a canceled load, and a sick driver that’ll determine your outcome. railer aerodynamic device maker Freight Wing has formally introduced side skirts designed for intermodal trailers. Sean Graham, Freight Wing’s president, said the skirts deliver fuel economy savings similar to models deployed on dry van trailers, which is roughly 5% to 7%. “Configuring chassis side skirts for 46-ft. intermodal trailers was a bit of an engineering challenge, but we designed a unit that is clamped onto the I-beams, below where the intermodal box rests,” Graham said. “This keeps the two-piece skirts intact and free from damage during loading. The skirts are also flexible

oftware provider Profit Tools has released the DiSC Mobile signature capture and mobile dispatch application. The app was designed to expedite and simplify the current system of receiving and processing proof-of-delivery documents and improve communication between dispatch and drivers in the field, the company said. According to Profit Tools, DiSC Mobile makes proof of delivery immediately available to all parties while also speeding the billing and settlement process. Reman’d brake program launches T o help meet federal stopping distance standards, TRP has introduced an aftermarket brake program that offers remanufactured brakes for both 20,000- and 23,000-lb. applications. The range of brakes includes severeservice brake products for high-heat, high-duty cycles like bus transport, refuse collection and construction. Single brake shoes and kits are available in 15x4- and 16.5x7-in. sizes for both tractors and trailers. All products offered in the TRP program meet FMVSS 121 standards. Oil filters designed to reduce cost L uber-finer has launched its new line of heavy-duty time release technology (TRT) oil filters. According to the company, the TRT filters “provide users with an oil management system that helps maintain oil quality and reduce maintenance costs associated with oil-change intervals.” Luber-finer said that design changes in emissions-controlled, heavy-duty diesel engines have placed increased stress on engine oil. But today, it’s a whole different employment world. The best workers need to be motivated not only to work for a company, but to stay with one. As written in Stephen Covey’s book 7 Habits of Highly Effective People (and I paraphrase), if you treat your employees the way you want your customers to be treated, you never have to worry about customer service. In other words, the more respect you give, the more respect you receive. I read this several years ago and it really left an impression. At the time I was in a business that required I hire day workers in different cities. Over the course of a month, I would have managed 15 to 20 different individuals. How well they did their jobs directly affected my profit margin: the more efficiently they worked

and the less damage they did, the better my bottom line. By taking this concept to heart and focusing on being respectful to the people I hired, paying them fairly, delegating to them the tasks for which they were to be responsible, and then trusting them to do the job correctly without micromanaging their every move, I not only improved the profitability of my business but made managing a far less stressful task. So what are the things you as a manager or owner can do to keep your employees and contractors happy while getting the most effort from them? ❑ Respect. I know we’ve all been taught that respect is earned, but respect is a two-way process. We need the respect of our employees. Instead of making them earn your respect, give it to them from the start. You’ll end up with a more productive employee. ❑ Pay fairly. If you want to retain the best people, you must give them reasons to stay. The cost to replace an employee is high, and that money is more wisely spent on paying to keep a good employee in your em-

ploy. If you pay the highest salaries for your respective segment of the industry, you’ll get the top talent in that area. It can’t be the only incentive, but it’s a start. ❑ Delegate. Train your employees to do their job better than anyone else in the industry. Provide them with continuing education, from the skills needed to do their job to business and financial management instruction. Then be willing to delegate jobs to them. Set parameters within which they can work and let them do the job. I spent 23 years in the business of household moving. You could take 10 identical houses with 10 qualified household movers to load them into identical trailers, and no two of them would be loaded the same. Yet they’d all be correct, because they followed the basics of moving: heavy on the bottom, lighter as you build to the top, square to the front of the tier, and fill to the back. ❑ Trust. Don’t micromanage your employees. Trust them to follow your instructions to get the job you’ve delegated to them done in a fashion your customers

require and in the time necessary. Trust, like respect, isn’t always earned; many times it’s taught through your own actions. For the best return on your employee and contractor investments, here are some other ways to provide incentive and appreciation for your valued people: ❑ Offer room for growth. Make advancement available to the people who work for you. You’re always looking for ways to increase earnings and move your company to the next level. Your employees and contractors are no different. Recent studies indicate that people who felt they didn’t have opportunities for advancement were unhappy in their jobs. ❑ Offer independence. Trucking by its nature requires an independent spirit. Think about the fact that drivers are responsible for 40 tons of truck going down the highway or maneuvering through city streets, requiring them to make multiple split-second deci-

sions. Drivers must have the right skills to make those decisions without being subjected to ‘Monday morning quarterbacking.’ ❑ Give them work-life balance. As the owner of the company, it’s up to you to make sure your employees get and keep that balance between work and home, and that they earn the money to enjoy the fruits of their labor. When working, drivers need to be compensated for all the time they’re responsible for that truck, regardless of whether it’s rolling down the highway or parked waiting for the next load. On Nov. 13, 1973, the Dept. of Transportation (DOT) established the current testing standard for tires on vehicles with a gross vehicle weight rating of 10,000 lbs. or more. It was intended to ensure that tires were constructed in a manner that could withstand the operational conditions associated with trucks. It also required markings on the sidewall so the would know the New procedures user load-carrying capacity well as other imshould ensure as portant information. the manufacturer tire safety After determined that a tire could pass those performance tests and comply with the sidewall labeling requirements, they would mold the letters “DOT” on the lower sidewall to indicate compliance with Federal Motor Vehicle Safety Standard (FMVSS) 49 CFR 571.119. Fast forward 27 years and updates to the regulation had not been considered until a passenger tire recall prompted Congress to direct the National Highway Traffic and Safety Administration (NHTSA) to update the testing requirements for all tires. It’s an understatement to suggest that tire manufacturing technology had changed since then, while operational changes to trucking have undergone significant changes as well. In other words, the tires that were tested on the trucks that operated in 1973 are nothing like the tires or trucks that operated in 2000. Fast forward another 10 years and NHTSA released a notice of proposed rulemaking (NPRM) for an update to FMVSS 571.119 that would include more stringent endurance tests as well as a high-speed test. For tire manufacturers, this definitely raises the bar for durability and performance. Under the proposal, they would be
required to build tires that are more resistant to underinflation at higher speeds. For example, the current testing requirements call for the inflation pressure to be set at the level for the maximum load molded on the sidewall, while the new proposal calls for the inflation pressure to be set at 80% of the value listed for the maximum load. That’s a huge difference. The NPRM also included the addition of a maximum speed rating on the sidewall as an actual numerical value instead of the alphabetical speed symbols used internationally to make it clearer to fleets of all sizes. Remarks from a senior NHTSA official indicated that the testing standards for truck tires should be released this year. Some form of new endurance and high-speed tests are all but certain, but there has been no communication on whether or not the maximum speed rating on the sidewall will be reflected as a numerical value or the international speed symbol used by the rest of the world. It’s also important to note that while retreaded tires were tested along with new tires between the Congressional mandate in 2000 and the NPRM in 2010 to help guide and develop the new standard, it does not appear that 571.119 will include retreads. Until the final rule is published, we can only speculate on what type of impact it will have on the tire and transportation industries. The higher performance standards will probably mean that some of the offshore brands may have difficulty passing the tests. Even without knowing the details, it’s still safe to say that the next generation of truck tires with the DOT certification on the sidewall will have to be a lot more durable than they were in 1973, and that should be good news for trucking. Beyond basics Engine specs, route adjustments are part of the equation

It’s about much more than picking up the trash. “We’ve built this company on providing waste management solutions—from collection to recycling and disposal—that help save natural resources and make a positive impact on the environment,” says Tom Hill, CEO of American Waste Control. Founded in 1970 by Kenneth Burkett, Tulsa-based American Waste Control began by offering residential waste pickup and commercial collection services. In 1987, it founded Tulsa Recycle & Transfer and today also operates American Environmental Landfill. Collectively, the companies provide integrated solutions for waste collection, recycling, and landfill services. While it does all start at the curb, not all trash is alike. In turn, that requires the right mix of equipment. The 100-unit American Waste Control fleet consists of about 20 different types of vehicles, including trucks with refuse bodies, chassis to handle roll-off containers, and tractors and transfer trailers.

“Across our operation, a common challenge—in fact, an industrywide issue—is overweight loads,” Hill says. “We’re not dealing with commodities that have a set weight, or freight that can be weighed before it is loaded. We have no idea how much trash or recycling we’ll be picking up at any stop or on any route.
SAFETY FOCUS “Our goal has always been to ensure safety and prevent equipment damage,” Hill continues, “so we spec things like tag axles and intentionally run shorter routes to ensure we’re operating safely and legally. Although that can eat into your profit, it’s often less costly than equipment damage and fines. Today, especially under CSA, violations can affect you in many ways.” Maintenance and inspections play a large role in ensuring that American Waste Control vehicles are safe and legal. The company emphasizes that pre- and post-trip inspec-

tions are conducted properly and that problems are handled quickly. Particular attention is paid to brake adjustment and to tires, which routinely suffer damage in waste disposal areas. In addition to performing everything from preventive maintenance to total rebuilds, the fleet’s 10-bay shop has a tire operation and maintains an inventory of a variety of tire types and sizes. Mack Trucks and Heil refuse bodies are standards of the American Waste Control fleet. Front-end loaders consist of 28-yd. Heil Half/Pack bodies on Mack TerraPro cabover chassis with MP7 engines and Allison automatics. Roll-off chassis are Mack RD, CV and GU models with Mack powertrains and Watson Chalin tag axles. Tractors are equipped with Mack mDrive automated manual transmissions. “The complexity of our equipment means we rely on our dealers, including Mack Truck Sales of Tulsa and our Heil distributor, United Engines of Oklahoma City,” Hill states. “Those relationships will be especially important as we move into operating natural gas-powered trucks. “Our three-year plan includes converting to Macks with Cummins Westport ISL G CNG engines,” Hill continues. “Initially, we’ll be using public fueling sites and then a mobile fueling operation. Once we have 20 CNG trucks, we can cost-justify building a Clean Energy slow-fill facility on our property, and eventually add a public fast-fill facility and turn that into a profit center.” The move to CNG trucks at American Waste Control is a perfect example of how the locally owned and operated family of waste and recycling collection companies is continually looking to go beyond just picking up the trash, and in turn help reduce waste and conserve natural resources.

n the beginning, trucking used to be very simple for Pete Carpenter and his wife Christine. They joined North American Van Lines as a husband and wife driving team in 1982 almost by accident. This was a way to go on what Carpenter called “an extended adventure” to visit every nook and cranny of the U.S. The simplicity of their shared trucking career stemmed from the fact that they only had one truck. For over a decade, they worked for North American and FedEx Express, during which time they didn’t even have a home to worry about. They just lived and
worked in their truck. All that changed abruptly, however, when the Carpenters landed a dedicated route with FedEx Ground 13 years ago. They bought out three other FedEx Ground contractors and suddenly found themselves running a multi-vehicle trucking business. “I stepped out of driving a truck for good in 2007 so I could focus on the business,” Pete Carpenter explains. “A good friend of mine once told me that anybody can drive a truck; it’s those who manage all the paperwork right and focus on being profitable that succeed in this business. So I became a ‘paperwork freak’ full time.”
anaging downtime for maintenance proved to be one of the more challenging aspects of running a trucking business versus running just a single vehicle. Vehicle downtime directly impacts on-time delivery targets—and that’s a very big deal when pulling doubles for FedEx Ground. “The better your on-time delivery metrics, the more ‘points’ you earn, and those points allow you to bid on the best lanes FedEx Ground offers,” says Carpenter. “For that reason alone, sometimes it is worth just skipping warranty-recovery efforts outright, pay the full price for parts and service, and just get back up and running and out on the road.” But even Carpenter realized that paying through the nose for parts and service every time one of his tractors needed fixing would catch up to him in the end. So, to contain both expected and unexpected maintenance costs, PACtrucking sticks to a strict maintenance routine. It also keeps four spare tractors on hand. “My biggest challenge is that since we are an expedited, time-sensitive carrier, we can’t predict what will go wrong with a vehicle,” he explains. “That’s why we keep four spare

trucks; in case anything happens to one of our primary linehaul vehicles, we can dispatch a spare to take over its load.” Carpenter found that the four spare trucks, out of 21 his company operates, also help fill in the gap when one of PACtrucking’s primary tractors needs to be shut down for routine preventive maintenance. “We run our fleet Tuesday through Saturday, averaging about 5,000 mi. per truck per week,” he explains. “We conduct a full inspection on each truck every 15,000 mi. and change the engine’s oil every other inspection [at 30,000 mi.]. I also rotate all the tires every 80,000 mi.” Carpenter is a big believer in what he calls “proactive maintenance,” meaning if a component is closing in on its replacement point or looks ready to give out, he’ll go ahead and have it replaced. “If we’re close but not quite there on the service interval, we’ll still go ahead and have it done,” Carpenter says. “It’s not worth it to have a vehicle go down because you tried to extend the life of one part, because you end up spending much more on unplanned downtime than you do when it’s planned.” —SEAN KILCARR

roposed federal regulations mandating the use of electronic onboard recorders (EOBRs)—often called electronic driver logs or black boxes—have yet to be formally proposed; however, many in the trucking industry believe companies should start adopting them now, as they can offer significant cost savings.
“For starters, the new hours-ofservice (HOS) rules that are going into effect [in July] will be difficult to comply with manually using paper logbooks,” explained John Gaither, senior sales executive and engineer for technology provider GPS Insight. “Use of EOBRs not only reduce the amount of time required to keep logbooks in compliance, they can also help fleets improve their Compliance, Safety, Accountability (CSA) scores as well.” But one thing, above all others, is that trucking cannot avoid dealing with this technology. It has been mandated for all truckers as part of the highway funding bill, dubbed the Moving Ahead for Progress in the 21st Century Act, or MAP-21, signed into law back in July 2012. Speaking during a webinar on the subject, Dave Kraft, director of industry affairs for Qualcomm Enterprise Services (QES), said EOBRs do present a series of challenges as well as potential benefits to the industry. “The timeline for EOBRs established by the MAP-21 funding bill is very straightforward,” Kraft said. “The Federal Motor Carrier Safety Administration (FMCSA) must issue a final rule on EOBRs by Oct. 1, 2013, with an effective date of implementation as of Oct. 1, 2015.” While he noted that MAP-21 is “very specific” on the EOBR timeline, Kraft said FMCSA won’t take a rigid approach to implementation, largely because of the very nature of the regulatory process. “It’ll take at least a year for what-
ever rule they propose to become a final rule, so I really wouldn’t expect them to produce a final rule until mid-2014,” he noted. “FMCSA also has to address other issues as well, such as the potential for ‘driver harassment,’ which is the subject of an ongoing lawsuit by the Owner-Operator Independent Drivers Assn.” Another reason FMCSA may take a “go slow” approach to proposing and finalizing this mandated EOBR rule is that it has already been down this road before, losing a court battle over its prior attempt to craft an EOBR mandate and forcing the agency to rescind that rule last year.

This time, however, the EOBR mandate has a better chance as it is part of federal legislation. The questions facing fleets, then, are how to comply with the mandate without disrupting their operations, and how to derive benefits from the technology while doing so. “What carriers really need to do is avoid ‘11th hour’ implementation of technology. Don’t wait until the last minute,” Kraft cautioned. “Because the mandate is in MAP-21, sooner or later fleets must comply with it. While it doesn’t mean you have to run out and get one today, you have to start planning now.” But Kraft also believes there’s value in acting sooner rather than later, especially in terms of avoiding business disruptions. He also stressed

that there are several positives to consider with EOBRs as well. The first is that there are some 500,000 EOBRs currently in use, up from just 200,000 in 2009. Another benefit EOBRs bring to the table is a significant reduction in paperwork and other administrative costs connected to managing paper logbooks. Qualcomm’s research indicates that a move to EOBRs could eliminate 688 hours of administrative work per driver per year. “Driver satisfaction is an intangible benefit as well,” Kraft added. “We’ve found that once EOBRs are in place, it not only improves time management for drivers and logging accuracy, it reduces job stress to a degree since the devices now automatically track metrics they used to have to calculate by hand.”
RECRUITING TOOL
Some of the biggest fleets in trucking are discovering that EOBRs can actually aid in driver recruitment. TL carrier Werner Enterprises, for one, noted that it adopted a paperless logbook system back in 1996 that was subsequently approved for use by the FMCSA in 1998. “We believe that as EOBRs become the industry standard and industry requirement, EOBR use will help to level the competitive field for transit times, driver recruiting, driver retention, and rates,” the carrier noted in its 2012 earnings report. “Our entire tractor fleet has been fully equipped with EOBRs for over two years,” TL carrier Knight Transportation stated in its 2012 earnings report issued in January. “We believe this [EOBR] mandate will allow the carriers that have already adopted EOBRs to be more competitive in recruiting and retaining driving associates.” QES’s Kraft also pointed out that

cover story the wider adoption of EOBRs in recent years is helping spur some positive safety trend lines as well. Kraft said that there’s been a 12% reduction in total logbook violations and a corresponding 12% decline in out-of-service tallies linked to hours-of-service violations over the past several years as EOBR usage has increased. The Commercial Vehicle Safety Alliance noted that out of 48,815 North American Standard Level 1 inspections conducted back in June during its 25th annual Roadcheck inspection blitz, just 22.4% of vehicles and 3.9% of drivers were placed out of service, the second lowest level ever achieved over the past quarter century; HOS-related violations relative to all out-of-service violations declined slightly. “This is all occurring at a time when the number of ongoing roadside inspections is staying relatively consistent,” Kraft noted. “In sum, I think there’s a lot that can be gained from adopting this technology.”
DETENTION CHARGES To m Cuthbertson, vice president-regulatory compliance for XRS Corp., agrees. “CSA, for one, is changing the way trucking businesses must operate,” he said. “Now, CSA scores are easily accessible to shippers, insurance companies, and prospective drivers for review. In order to remain competitive in the industry, carriers must maintain strong CSA scores and that means attracting and retaining drivers with excellent safety records.” EOBR-derived data not only helps drivers support such safety records, they can also be a tool for receiving pay for time lost at shippers’ docks. “With the data [from EOBRs] to support those extra charges, carriers have the ability to bill for the time and compensate their drivers accordingly,” he said. GPS Insight’s Gaither also draws

a connection between EOBRs and improved CSA scores, claiming that eight types of HOS violations under CSA can be virtually eliminated by using EOBRs, especially in terms of providing roadside inspectors with a simple way to check logbook data. “But remember that old saying, ‘Show me the money’? EOBRs not only reduce the time drivers spend updating their logbooks—some 15 to 30 minutes per day—they eliminate the cost of paper forms and the clerical work required to file paper logbooks for six months, as well as the clerical work required to meet a DOT audit of logbook records,” he said. For example, Gaither points to his company’s new EOBR-1000 device, which combines GPS tracking
and an electronic driver log with electronic driver vehicle inspection reports (DVIRs) to ensure compliance with HOS rules and vehicle maintenance upkeep required under CSA. One of the firm’s clients is saving $9 million annually just with the DVIR function alone, he said. For those reasons, Gaither stresses that by adopting EOBRs early, fleets not only accumulate savings but get ahead of the technological curve before federal mandates impose such devices on the industry. “It’s not a question of ‘if ’ where EOBRs are concerned; it’s a question of ‘when,’ ” he emphasized. “EOBRs will happen; they’ve been mandated by Congress.” The question is, will you be ready when the time comes?

lectronic onboard recorders (EOBRs), which are also sometimes called electronic logging devices (ELDs), are soon to be mandated equipment in the trucking industry. XRS Corp. believes it’s vital for carriers and drivers alike to understand exactly how EOBRs work, what kinds of data they record, and what kinds of savings can be generated by using such technology. XRS said EOBRs installed in commercial vehicles can monitor and record a host of data about both the vehicle and its driver— from pure ELDs that track driver hoursof-service (HOS) information, to devices that record driver vehicle inspection reports electronically, to ones that also track speeding, idle time, and hard-braking events. Many EOBRs integrate map and route solutions as well. EOBRs work via a direct connection to a vehicle’s engine control module, recording and storing data that is transmitted wirelessly back to the motor carrier— not the Dept. of Transportation or other government entity— XRS stressed. Fleets can analyze EOBR-collected data solely for HOS compliance or to manage performance more effectively in order to cut fuel costs, ensure timely vehicle maintenance, and provide more real-time data regarding shipment arrival. What data do EOBRs capture? For starters, XRS said they must record the name of driver and any co-driver(s), along with corresponding driver identification information (such as a user ID and password). However, the name of the driver and any co-driver is not
required to be transmitted as part of the downloaded file during a roadside inspection. Other important information EOBRs must track in order to be compliant with the rules includes: driver duty status; date and time; location of the commercial vehicle; distance traveled; name and DOT number of the motor carrier; 24-hour period starting time (e.g., midnight, 9 a.m., noon, 3 p.m.); the multiday basis (seven or eight days) used by the motor carrier to compute cumulative duty hours and driving time; hours in each duty status for the 24-hour period plus total hours; truck or tractor and trailer number; and shipping document number(s) or name of shipper and commodity. A compliant device will also send the driver an audible or visual alert when they’re nearing their driving limit, approaching their on-duty time limit for a 24-hour period, or are nearing their weekly on-duty or driving time limitations, XRS said. How much do EOBRs cost? XRS said the Federal Motor Carrier

Safety Administration (FMCSA) estimated the total per vehicle cost of EOBRs at $785 for 10 years, along with a $40 wireless monthly connection fee, a $100 installation expense, and manufacturerestimated repair costs for the unit after an expected standard threeyear warranty expires. Training costs are considered negligible, as FMCSA estimated they will be $2.50 per unit. Can EOBRs really save drivers and carriers time and money? In making the switch from paper logbooks to EOBRs or ELDs, XRS said FMCSA anticipates savings of $688 annually per driver as the result of paper management reductions, which also cost drivers time behind the wheel. Electronic logs are permitted to round up to the nearest minute, as opposed to the nearest 15 min. as required by paper logs, so making the switch to EOBRs gives drivers more time where they want it—on the road. XRS also referred to a study by consulting firm Aberdeen Group, which found that for those drivers using EOBRs routinely, fleet regulatory compliance increased 26%, while driver compliance jumped 28%. That study also found that fleets using EOBRs cut operating costs by 10%, reduced vehicle downtime by 15%, and improved vehicle utilization by 13%. XRS noted that customers using its EOBR device are reporting a range of benefits. According to the company, one intermodal trucking company increased fuel economy by 7.8%, reduced preventable accidents by 75%, and cut administration costs by $100,000, while a nationwide food distributor increased fuel economy from 4.8 mpg to nearly 6.4 and paid for its fleet management software system in just 14 months. Legacy is a specialized supply chain logistics and transportation company offering a singlesource solution through a dedicated fleet.
How do you handle maintenance to minimize downtime? What are your mileage intervals for preventive maintenance? The best way to minimize downtime is through preventive maintenance. Though DOT requires inspection at 180 days, Legacy adheres to an aggressive 90-day inspection schedule with 10,000-mi. service intervals.
How do you ensure good tire mileage? First, we start with high-quality tires. We also rely on driver training, because even the best tires will give out if they’re not properly maintained. Each driver is issued a tire pressure gauge and instructed to check tire pressure every day to ensure proper wear. The end result has been fewer flats, longer mileage, and better fuel consumption.
How is maintenance handled? We have a full maintenance facility on-site here at Legacy, and we employ 10 full-time mechanics and service technicians to handle fleet maintenance and DOT inspections; however, it’s sometimes necessary for our drivers to seek service while on the road due to scheduling. In those cases, we encourage them to do so. We feel it’s more important to maintain vehicles on schedule than to handle everything in-house.

Do you stock any parts for your trucks? Because so much of our maintenance is handled in-house, we stock over 1,200 commonly used parts on-site. For major parts, however, we rely on the local dealer network.
How do you determine when it’s time to replace a truck/trailer? Traditionally, age and mileage of the vehicle in conjunction with repair history are the determiners. But regulatory compliance is also a factor. When the California Air Resources Board mandated lower diesel emissions, we made adjustments or replaced vehicles.
What are your specifications for your trucks? Our basic truck is a Kenworth T660 with a 500-hp. Cummins engine and 13-speed transmission. We prefer to purchase new units, but sometimes customer demand necessitates we look at used. When that happens, we look for something as close to spec as possible.
What does your company do best? While we believe we provide the most excellent service in logistics solutions, our customers would agree that remaining flexible, even in the most challenging situations, is what we do best. It’s important to be in close touch with customers and understand their particular issues so our service options are aligned and “on the ready” for them. It’s cliché, but it’s the truth. We never tell a customer what we can’t do, only what we can do. And everything we do is built around that. Effectively fighting corrosion and doing so in a costefficient manner is perhaps the largest task asked of today’s lamps and harnesses. “Corrosion is a big concern for truck fleets, and the electrical system is a place where it can do lots of damage, resulting in costly repairs,” says John Jacobs, vice president of research and development at Phillips Industries. “The electrical system, wire, connections, etc., can be compromised when water leaks in and corrosion is allowed to build up. “Once moisture penetrates to the copper wiring, you’re pretty much done,” Jacobs adds. “When given a gateway into your electrical system, the copper wiring soaks up moisture and contaminants like a dry sponge.” Compounding the problem of corrosion are new roadway deicing chemicals.
Corrosion remains a top concern
Improved seals on connections is one way lighting manufacturers are fighting corrosion.
“Lighting and harnesses are in the top-three maintenance cost areas, and corrosion is the biggest culprit,” says Tim Gilbert, corporate director for OEM sales at Peterson Manufacturing. “The mix of chemicals being used to treat roads today is very corrosive. As equipment travels it picks up these mixtures, which get into places where it’s not easy to wash out. Even if the chemicals dry, they reactivate when wet.” Brad Van Riper, senior vice president of R&D and chief technology officer at Truck-Lite, serves as chairman of the Technology & Maintenance Council’s corrosion control task force. He says one of the biggest opportunities in improving corrosion resistance in a lighting system is to eliminate weak links when spec’ing vehicles. “This is sometimes a forgotten area because of pressure to reduce cost,” Van Riper says, “but it’s also an area where fleets have the most to gain, especially in operations with longer trailer trade cycles.” Van Riper is also quick to note that better installation procedures by OEMs are improving lighting system life. In addition, he points to technologies such as hard shell lamp connectors with newly designed seals, better sealing
of lamps, and potting of circuit boards as providing more effective barriers to corrosion. “The trucking industry adopted dielectric grease to prevent connectivity failure in harnesses and related wiring on heavy-duty trucks and trailers,” says Tom Draper, marketing manager at Grote Industries. “When used correctly with dielectric grease, harness connections can remain free of corrosion over the lifetime of a trailer,” Draper continues. “The idea is to never compromise the harness by adding ways for salt to come in contact with the copper wiring and wick through the system. The New Iraqi Dinar
By not following the devaluations of the U.S. currency in 1971 and 1973, the Dinar rose to a value of US $3.38, before a 5% devaluation reduced the value of the Dinar to US $3.22, a rate which remained until the Gulf War. Between October 15, 2003 and January 15, 2004, the Coalition Provisional Authority issued new Iraqi Dinar coins and notes, with the notes printed by De La Rue using modern antiforgery techniques to “create a single unified currency that is used throughout all of Iraq and without Saddam’s picture on it.” At the release of the new Dinar, one Dinar was not even equal to one (US) penny. With the help of The United States, Iraq is developing an economy through growth, and its citizens are slowly getting used to the idea of actually sharing in the wealth of their own country (oil revenues). Something like this, twenty years ago, was not possible. The economy in Iraq is growing and could outpace neighboring Kuwait. The Kuwaiti Dinar is currently the highest valued currency unit in the world.
Predictions?
As of now, one Iraqi Dinar equals less than one penny. Three out of the top five oil reserve countries’ currency exchange rate is at least 27 cents or more. The Country of Iraq has oil and lots of it, that is no secret. Iraq’s currency, the Dinar, has to reflect it. Once the Dinar is released on the foreign exchange the uncertainty is no one knows how high the currency will go. If the Dinar were to open at one penny, 1,000,000 Dinar would equal $10,000 USD.
Iraqi Dinar Could Rise as much as 15% (Iraq-business news) Feb. 5th, 2013 The General Secretary of Iraq’s Council of Ministers has ruled out the replacement of the currency or cancellation of three zeros “at this stage”, and it is seeking to raise the value of the dinar against the dollar. The Secretary General of the Council of Ministers said that the project to replace the currency, dropping the three zeros, was discussed but is not a priority for the government at this time being, and “there is no real problem in this field”. He noted that replacing currency requires “large adjustments”, and the process of withdrawing the existing money is an enormous and difficult task. He stressed that some have the mistaken impression that deleting the zeros will “reduce the size of the money in circulation as a block”, but in fact it does not reduce it even by 1 percent, and while the government believes that the change of currency is a good thing under appropriate conditions, it is not a priority. The Secretary-General said the dinar should be stronger than it is now, and implied that an exchange rate of 1,000 dinars to the dollar — a rise of about 15 percent — might be sustainable.
What does this mean for Iraq and its Dinar? One option for the “New Dinar” could be the re-evaluation of the currency. This option would certainly put the future of Iraq and the Iraqi Dinar in a more legitimate light. The possibility of becoming a multimillionaire to making an estimated 300% could become a reality. Experts cannot even predict the future value of the Dinar, which could do very well once released onto the foreign exchange. Kuwait has the fifth largest oil reserves behind Iraq, Iran, Canada and Saudi Arabia.
