A
An estimated 200,000 female truck drivers guiding big rigs up and down our nation’s asphalt ribbons make up roughly 5.2% of the overall truck driver population in the U.S. Finally, a new effort is underway to craft more “female-friendly” truck specs to make their work lives easier. Ryder System is joining forces with the Ryder hopes nonprofit group Women In Trucking (WIT) to design what they’re calling more to spec trucks “female-ergonomic” truck cabs in an effor the comfort fort to make the truck driver career more appealing to women. Using research conof women ducted for WIT in partnership with Jeanette Kersten, an assistant professor at the University of Wisconsin-Stout in Menomonie, WI, Ryder is identifying “custom vehicle designs” that better fit the needs of female drivers. Kersten specifically assessed truck cab design and the driving experience for women, highlighting the fact that the average female driver is 6 in. shorter and 50 lbs. lighter than male drivers. She noted that physical discrepancy can create issues for female drivers operating trucks designed and built for men, e.g., easy access to the pedals and maximum visibility of the gauges. Will this effort increase the appeal of piloting big rigs among women? More importantly, will fleets buy trucks spec’d in a “femalefriendly” fashion? We’ll need to stay tuned to see. AT

Study finds 6x2 offers benefits
A
n exhaustive review of 10 different data sets in a report issued by the North American Council for Freight Efficiency (NACFE) finds that a 6x2 axle configuration can, on average, improve Class 8 sleeper tractor fuel economy by 2.5% versus a traditional 6x4 setup. A 20-month payback period is required to offset the higher initial cost. “We have medium to high confidence in these findings due to all the testing,” Mike Roeth, NACFE executive director, explained to American Trucker in an interview. “That’s in part because none of the 10 sets of data we examined have been published to our knowledge.” Roeth noted that data sets included two 6x2 axle truck tests conducted by axle builders; two conducted by truck OEMs; five fleet tests; and three by NACFE using Society of Automotive Engineer fuel economy test parameters. “It’s very hard to test trucks because so many different variables are involved: weather, geography, temperature, load weight, etc.,” he pointed out. “That’s one reason why we believe the more data sets we can obtain about a particular technology, the better the analysis we can conduct. A lot of fleets test products but keep the results to themselves. We want to try and get more of them to share that in a noncompetitive environment.” For example, Roeth said that NACFE research indicated that the

Only 2.3% of all new Class 8 sleeper trucks built in 2013 were 6x2 configurations. The potential loss of traction is the number one turnoff for fleets despite the fuel savings potential, Roeth pointed out. “But we’ve found in our study that electronic load shifting systems, and even manual air dump valves, can mitigate much of that traction issue,” he said. “The science says you cannot equal 6x4 traction with a 6x2 package, but you can get pretty close with load-shifting systems. “So, if the confidence in the technology can be increased and more 6x2 configurations sold, that will drive down the price and improve resale values,” he explained. “That in turn helps those fleets already investing in 6x2 packages. Thus, they benefit from sharing their test data.” —SEAN KILCARR

s a small or micro-carrier, what should you be doing to survive—and thrive—as you move forward? Stay flexible. Keep track of the markets you serve and what the truck-to-freight ratios are in those markets. Don’t get greedy; try to keep your rates in line with your costs and revenue needs. You shouldn’t need to drop your rates, but be careful not to antagonize your customers by asking for too much. Work with your shippers and brokers. Help them to control costs by fulfilling their needs while maintaining your revenue requirements. Choose your shippers, brokers and customers wisely. As capacity becomes tighter and tighter, look for customers who pay on a timely, regular basis. Work closely with your factor to monitor the creditworthiness of not just your newest customers, but also those for whom you’ve been hauling for a while. Remember, a truly desirable customer isn’t just one who pays your going rate, but one who pays in a timely fashion. Neither you nor your factor have the time to chase your money. GM debuts van T
he new Chevrolet City Express cargo van officially debuted at the Chicago Auto Show in January. According to General Motors, the van is based on the Nissan NV200, and the vehicle’s design has been reworked to bear the Chevy brand. Set to go on sale this fall, the 2015 model features 122.7 cu. ft. of “customizable” cargo space, a turning diameter of 36.7 ft., and an estimated payload capacity of 1,500 lbs. The City Express is powered by a Nissan powertrain that includes a 2L 16-valve dual overhead cam, 4-cyl. engine rated at 131 hp. and 139 lbs.-ft. of torque. GM said the front end of the vehicle is “totally new and represents the Chevy brand.” Package options, including optional side windows, will differ from Nissan’s offering. Ed Peper, U.S. vice president-GM Fleet and Commercial, described the City Express as providing “a smaller, more efficient choice for businesses that don’t need the cargo volume or other capabilities of a full-size van.
E The Chevrolet City Express offers GM customers a small van option. “It is an easy-to-maneuver van that makes the most of its compact dimensions with clever features, allowing business owners to maximize its space with a vehicle sized for their needs,” he added. Peper pointed out that the van’s cargo area was designed to accommodate large and bulky items, thanks to 41/2 ft. of space from sidewall to sidewall, which he noted was more than enough to load a standard 40x48-in. pallet flat on the floor. The area from the rear doors to the back of the front seats measures 6 ft. 10 in.; when the passenger seat is folded forward, that length increases to 9 ft. 8 in. www.gm.com

new phone app from CellSentry and Greenhill Enterprises uses GPS and SMS technologies to block the sending and receiving of text messages and certain calls when the phone is moving. New transmission available with DD16

reightliner Cascadia trucks equipped with a Detroit DD16 engine can now be ordered with the Detroit DT12 automated manual transmission. The pairing provides DT12 coverage across all horsepower and torque ratings available from Detroit engines. All DT12 transmissions mated to DD16 engines will have a dual plate clutch to channel the big-bore power of the workhorse engine. The DT12 ratings will only be available with overdrive gearing; however, features such as creep mode for low-speed maneuverability, eCoast for efficient cruising, and skip shift for smooth acceleration are included. Western Stars adds Allison 4700 RDS
W
estern Star is adding the Allison 4700 Rugged Duty Series (RDS) automatic transmission as an option on its 4700 truck model. The transmission is designed for rugged offroad and vocational applications such as construction, dump and oil field operations. Per Allison, a “second reverse gear” is a key feature of the 4700 RDS transmission. This provides a “deep reverse” mode, in addition to standard reverse, to enable greater control and engine braking when operating on steep grades. Western Star noted that its 4700 model can also be equipped with several other Allison automatics, including the 3000, 4000, and 4500 RDS models.
Several other engine options include the Detroit DD13, Cummins ISC, or Cummins ISL engines. In other news, more than 180 competitors participated in the “Serious Trucks” driver challenge organized by Western Star at the recent World of Concrete Show in Las Vegas. Drivers competed on a closed course designed to gauge their skills and showcase the performance of Western Star 4700 Series trucks, one equipped with an Allison 4500 RDS, the other with a 10-speed automated manual transmission. Based on what IÕve seen over the past decade, the whole green movement is just getting started. One of the popular new buzzwords is sustainable, which basically means the resource in question is not exploited to the point where it can no longer reproduce and survive. In fact, the typical retread saves about 40 lbs. of materials like rubber, steel and carbon black. Truck tire retreading also reduces carbon emissions by 396,000 tons each year because it takes a lot less energy to produce a retread versus a new tire. Since oil is another raw material in the construction of a new truck tire or retread, itÕs important to know the savings that retreads provide. An original tread radial truck tire takes about 22 gals. of oil to manufacture, while a retread only takes 7 gals. If you do the math, the 225-million-gal. savings associated with 15 million retreads results in 5,357,142 barrels of crude oil, which translates to over half a billion dollars saved at $100 per barrel. So, the sustainability benefits of stretching a barrel of crude oil farther by retreading truck tires also has a serious economic impact. All of these facts are pulled from a video recently released by the Tire Retread and Repair Information
Bureau (TRIB) titled ÒThe Environmental Benefits of Retreading.Ó TRIB is a nonprofit industry association that has been the voice of retreading for more than 40 years. Its website, www.retread.org, is one of the most popular resources for people looking for information on retreaded tires. Despite the incredible safety record and immeasurable environmental benefits, there is still a stigma attached to retreads. Retreading and repairing tires creates numerous advantages for the motoring publicÑand TRIB is dedicated to providing those facts. While itÕs difficult to imagine that some fleets do not utilize retreaded truck tires, there are still a few holdouts from the old days. My advice to those owners is to visit your local retread plant to see first-hand the level of technology that goes into todayÕs retreads. They save millions of dollars in operating expenses when compared to new tires and deliver the same level of performance for thousands of fleets in North America. The most important thing to remember is that most of the tire failures on the road are caused by the lack of inflation pressure. When the pressure is not enough for the load, the tire is coming apart regardless of whether it is new or retreaded. ItÕs rare for me to agree with the government, but I totally support the Environmental Protection Agency when it says that a retreaded truck tire contains 75% post-consumer material. Retreading is the best form of recycling because the majority of the raw materials and energy costs go into the manufacture of casings. These products are designed and engineered to have multiple lives as retreaded tires, which is the essence of recycling. AT

Lifecycle considerations Keeping costs in line and productivity high starts with spec’ing the right vehicles

For Daniel Tapia, it’s all about being prepared. And that can be a challenge, notes the operations & maintenance superintendent for the Dept. of Municipal Development, Street Maintenance Div. in the City of Albuquerque, NM. “Along with routine road work, we are most often concerned about the weather,” he says. “When storms come in, whether they bring snow and ice or just wind, we have to be ready to make sure our fleet is ready to keep the roads clear and safe.” While keeping a watchful eye on the forecast, Tapia says that the Street Maintenance Div. fleet operation is always staying on top of the maintenance needs of its 104 vehicles, including 32 Class 7 and 8 trucks. Those units, he explains, serve a variety of functions for maintaining more than 4,500 mi. of roads. For example, some dump models haul aggregate, sand and gravel for roadwork and maintenance. Others are set up to be outfitted with snowplows and are spec’d with frames and engines capable of handling the added weight of that equipment and the power to move snow. “Budgeting for new vehicles is always a challenge in municipal fleet

operations,” Tapia continues. “The city issues bonds that allow us to purchase new equipment, but it doesn’t happen every year and even with discounts that manufacturers offer government entities, the money doesn’t go as far as it did in the past. That means we have to keep some units longer and when we do get funds for new iron, we have to decide which older vehicles to auction, as well as make effective choices for new equipment.”
DATA ANALYSIS Along with spec’ing and purchasing vehicles that will help keep maintenance costs as low as possible, Tapia relates that there has been some interest in leasing as an option that would let the city fleet change out equipment sooner and have more predictable costs. “We’re especially focused on reducing maintenance expenses and improving the reliability of our dump trucks,” he says. “By analyzing data on our operation, we have identified differences in the operating and maintenance costs of different makes and models of medium-duty trucks in our fleet, and that’s led to some choices that have paid off.

“Visually and on paper,” Tapia explains further, “we realized that the 11 Kenworth T300s we’ve been operating are among the most reliable vehicles in our fleet. One of the reasons is that the aluminum cab on the Kenworths makes them more resistant to corrosion. That’s important to us because when we use road salt in winter, the impact on our equipment can be seen.” When it came time to replace some 1999-era units, the Albuquerque Street Maintenance Div. chose Kenworth T470 and T800 models. Supplied by Inland Kenworth-Albuquerque, the T470s in the fleet serve in various roles. Tandem-axle units with 10-yard dump bodies follow street sweepers and haul debris, and they’re also used to carry aggregate, sand and asphalt for road repair work. Single-axle T470s are outfitted with 5-yard dump bodies. The single-axle T470s are powered by Paccar PX-8 engines rated at 330 hp., and the tandem-axle units are fitted with 380-hp. Cummins ISL engines. Albuquerque’s total fleet of 4,000 units supports 18 city departments serving the nation’s 32nd largest city.

Climbing the educational ladder Additional training can help keep employees happy and motivated BY TIM BRADY, BUSINESS EDITOR
E
ducation leads to knowledge, and the more knowledge you have, the better you can understand your business. This helps create a more efficient operation, which then generates more profit. That’s why training is such an important part of any successful operation. There are times when it’s not necessary to have a full staff running your operation. And it’s during these times that you may be able to engage yourself and your staff in continuing education. The trucking industry is constantly changing, especially with the introduction of new technologies and tools and the constant flow of regulations. Also, safety training is always something with which to be proactive. Training can cover many topics and can be conducted in multiple ways. From on-site presenters, to

webinars, and to courses at local colleges, there is a plethora of ways to improve your knowledge as well as that of your staff. To determine what type of training is needed, first look at where the operation is the weakest, i.e., where it lacks efficiency, revenue production or profitability. Just like any successful endeavor, the better the planning, the better the results. Every department—administration, dispatch, mechanics, drivers—will have different training needs, so look at each department’s needs when conducting an analysis.
GETTING STARTED
Analyze training needs by gathering the following information: q What are the current skills for each person in the company? q Where are the skills/knowledge gaps within the operation? q What new skills or knowledge would improve the business? Te challenge for most small- to medium-sized company owners and managers is finding the most effective means to conduct training, one that will actually be embraced by employees. The solution is for employees and contractors to help develop the training program. Rather than do a computer-based or paper survey, organize a training “think tank.” Put together groups of people with similar tasks and jobs in which one depends on the other for projects to be completed. Te group becomes a training demographic. Bring the group together for one to two hours and use the following guidelines to figure out what training is needed: q Assign one person in the group to be the think tank leader. q Have each participant write down what they see as their five most important training needs.
They must be very specific about these needs. General statements like “team building” or “better communications” are not what you want. Instead, ask them for the nittygritty. A trucker might want a more efficient means of getting load information and directions, which would encompass both team building and better communications but in a more goal-oriented, specific manner. q Te leader lists the five training needs of each participant on either
Once you start developing a training program, follow through a flip chart or white board. Avoid writing down duplicate answers, but keep a separate tally of the ones that are repeated. q Once the participant survey has been completed, have the leader tally the responses. On a second whiteboard or flip chart, the think tank leader writes a list of the training topics, from the one with the least tallies at the top to the one with the most at the bottom. Leave space between each topic. (Don’t list the total number of tallies.) q After all training topics have been listed, have each participant rate each topic, with a score of 10 being the most needed training program and 1 being the least needed. Record the scores and then add them up for each topic. Make a new list; the topic with the highest score will be at the top and the lowest at the bottom, with total votes received next to each one. q Make sure each participant writes down the results and then keeps those results in an “action file.”

When scheduling training programs, focus on the top three topics for this think tank grouping. Keep in mind this is something that needs to be done annually (or more often if possible), so you’re constantly bringing your employees and staff up to speed with the newest and best business practices. Te trucking industry is always evolving and in order to be at the top of your game and a step ahead of your competitors, training that improves skills and knowledge is one of the best weapons you can have in your business arsenal.
MEETING EMPLOYEE NEEDS
Use the training analysis as part of an employee retention program. Make a note of each participant’s top two training needs even though they may not have been the top training priorities for the group. Work towards developing a specific training program to meet that person’s needs. It could be a oneon-one session, an online course or webinar, or even a local community college class. Finally, look at what it will cost to provide the training to reach those objectives, then prioritize training needs based on the available budget. If budget is a concern, then provide essential training over desired training. Employees and contractors will expect to receive the training they helped determine was needed, so don’t start the process without the follow-through of the actual training. Remember, it will make a huge difference if the ideal training program is applicable to the job, relevant to the person carrying out the job, and tied to business objectives. Strong safety scores rest with a strong maintenance program
S
hop talk—the best kind, anyway—has always revolved as much around safe operations as vehicle uptime and cost control. But since the Federal Motor Carrier Safety Administration (FMCSA) rolled out its Compliance, Safety, Accountability (CSA) program, fleet owners have had to absolutely ensure that their maintenance personnel are walking the walk and not just talking the talk. That’s because sharp eyes at work in the shop are crucial to limiting the impact that negative roadside inspections of trucks can inflict on a motor carrier—and its drivers. CSA’s Safety Measurement System (SMS) scores both carriers and drivers on their safety performance and that determines whether or not an FMCSA intervention is warranted for a fleet and whether or not a driver will ultimately continue to be employed behind the wheel. It should be noted that while FMCSA can initiate interventions against a poor-scoring driver—up to and including fining the driver— the agency cannot at this time pull the driver’s CDL. What especially worries drivers about all this is that those violations found to be ones the driver was responsible for or could have prevented will be assigned to the driver’s record as well as the carrier’s. This information then stays on the driver’s record, even if he or she changes jobs.
UNDERSTANDING THE NUMBERS
The SMS score is driven by onthe-road performance as measured by a set of seven Behavior Analysis & Safety Improvement Categories (BASICs) via roadside inspections by law-enforcement agents. Logically enough, it’s the Vehicle Maintenance BASIC that can be most directly influenced by shop personnel adhering
to strict maintenance procedures in addition to thorough pre- and posttrip inspections of trucks by drivers. Violations related to the maintenance BASIC will adversely affect a carrier’s SMS results for 24 months. What’s more, since CSA was first implemented in 2010, violations scored under the Vehicle Maintenance BASIC have comprised the lion’s share of all violations cited. According to research by service provider Vigillo, 70 to 75% of points assigned can be attributed to maintenance or unsafe driving violations. Because of CSA, it is riskier than ever to delay or defer maintenance and any resulting needed repairs. On top of that, reports from the field indicate that most drivers are fully aware of the potential for maintenance-related violations dinging their CSA scores and potentially taking away their ability to earn a living as a trucker. That valid concern can lead to drivers refusing to “limp trucks home” lest they get pulled over and cited. What’s more, a driver cannot be faulted for leaving a carrier that he or she thinks is putting their CSA standing at risk by not having a thorough preventive maintenance (PM) program that ensures the truck will be found compliant out on the road. As it happens, problems with lighting cause the most violations by far—accounting for more than half

of the recorded total. And that’s due to just one specific violation, #393.3, “inoperable required lamp.” Add in everything else related, such as nonworking turn signals, and the number of violations climbs yet higher. According to FMCSA’s own Analysis & Information website (ai.fmcsa.dot.gov), the top five nationwide violations for U.S.-based trucks in fiscal 2013 were: ❑ Operating a vehicle not having the required operable lamps ❑ Clamp/roto-chamber type brake(s) out of adjustment ❑ Tire tread depth of less than 2/32nd of an inch ❑ No/defective lighting devices/ reflective devices ❑ Operating a vehicle without periodic inspection
SHINING LIGHTS ON THE PROBLEM
A review of posted FMCSA data on top violations by state for U.S.based trucks in fiscal 2013 reveals that in 37 states plus the District of Columbia, the top violation is inoperable required lamps. In 16 states, operating a truck without a periodic inspection is either the number one or, usually, the number two violation. For 12 states, “clamp/roto-chamber type brake(s) out of adjustment” is the top violation and in one state (Connecticut), it is “failing to secure brake hose/tubing against mechanical damage.” In nine states, the top violation after lamps relates to whether or not fire extinguishers are present, discharged and secured. And in three states, it’s running on tires with tread depth of less than 2/32 of an inch. Al Cohn, director of new market development & engineering support for tire-inflation system manufac-

cover story turer PSI, advises that FMCSA has assigned severity numbers to maintenance violations that for tires are either an “8” or a “3”. Tire violations that carry the “8” severity rating include: ❑ Flat tire or fabric exposed ❑ Ply or belt material exposed ❑ Tread and/or sidewall separation ❑ Flat tire and/or audible air leak ❑ Cut exposing ply and/or belt material ❑ Steer tire tread depth less than 4/32nds ❑ Drive, trailer, dollie tire tread depth of less than 2/32nds As Cohn sees it, conducting a walk-around vehicle inspection that includes tires should make it easy to spot these high-severity violations. He stresses that, CSA aside, tires with cuts and exposed steel or fabric should not be running on trucks in the first place. What’s more, he contends to correctly determine if a tire is “flat,” its pressure must be measured with a calibrated tire-inflation gauge.
LOADED CONCERNS Tire violations that carry the “3” severity rating include: ❑ Tire underinflated based on load ❑ Weight exceeds tire load limit ❑ Regrooved tire on the steer axle Cohn points out that while regrooved tires are primarily used on buses and not trucks, exceeding load capacity is “never suggested for tires and is clearly illegal.” And he observes that on the “3” list, the violation that “can and probably will” hurt many fleet scores is under-inflation. Yet, far and away, it is lighting failures that will most likely trip a fleet up out on the road. The glaring issue with having even just one light out is not that it generates an avoidable violation, but that it can open the truck up to a full-blown roadside inspection. Inspectors will look for the “low-hanging fruit” on vehicles, says a former inspector. manager for lighting supplier Grote, notes that “not counting headlights, [in 2013, as of 10/18/13] lighting accounted for 647,125 inspections, resulting in 865,304 violations. Because we don’t know the exact number of six- or four-point violations that resulted, we can only estimate the number of points assessed. But that number is well into the millions of points.” All those points aside, he contends that such visible violations provide an opportunity for law enforcement to conduct more intense roadside inspections that could uncover yet other violations. “Lighting infractions are by far the easiest problems to spot,” stresses Blackford. “Once the rig is pulled over, the procedure is to check the entire trailer and cab for any other infractions…resulting in keeping the rig on the side of the road for more than just a few hours—and for the assessment of a significant number of CSA points.” Keeping every sort of maintenance-related scoring ding in check is primarily the responsibility of the maintenance department, aided, of course, by the input of drivers. Certainly, training drivers on how to conduct effective pre-trip and post-trip inspections—including properly recording vehicle defects in
their mandatory Driver Vehicle Inspection Reports (DVIRs)—should pay off handsomely in terms of putting more eyes on the equipment before it hits the road.
DRIVER ASSIST In a report on maintenance and CSA, lighting and electrical systems supplier Phillips Industries says that carriers must ensure their drivers know that “any vehicle malfunction or maintenance problem must be addressed proactively to prevent crashes. A driver needs to notify maintenance staff about any defects found during an inspection as soon as possible, whether through the daily inspection report or some other means.” As minor issues that can be fixed by a driver on the road arise, Phillips suggests that fleets outfit drivers with these often necessary items: ❑ Extra lights ❑ Pocket continuity testers for plugs and sockets ❑ Plug and socket brush ❑ Extra 7-way socket and 7-way plug ❑ Hose holder and hose separators ❑ Extra tender spring ❑ Handful of dielectric grease packets ❑ Two universal gladhands and extra gladhand seals

batteries) “Keeping these suggested items on hand will offer a temporary solution to problems that can arise while on the road and away from maintenance personnel,” Phillips advises. “In addition, they will help to avoid downtime and the costly expense of possibly having to call for help.” A list of Top 10 CSA violations— which, not surprisingly, puts “not having the required operable lamps” first—is distributed to all techs at service-and-repair vendor W.W. Williams. The Cleveland-based
member of WheelTime, a network of over 200 locations providing truck repair service in the U.S. and Canada, distributes the list as a handy visible reminder of what items should never be overlooked during a CMV inspection. Bob Merrill, director of field operations support for W.W. Williams, says that with the advent of CSA, the firm began “inspecting every single truck that comes through any of our 19 truck-repair shops to catch those things that could ring up a CSA violation and to advise the customer of what we’ve found before the vehicle heads out again. “This is part of the ongoing conversations we have with customers about the importance of staying ahead of potential violations that will assign points against them and
their drivers at a roadside inspection,” he continues. “Of course, we can only advise them to make a repair and they have to weigh the cost of repairing a small item then and there versus risking a CSA violation.” As Merrill sees it, the advent of CSA has made it “key to keep drivers in the maintenance and repair loop” both to protect their scores and to put an extra set of eyes on potential problem areas. “Drivers have developed a very different attitude about maintenance since the scoring began,” he notes. Lighting, brakes out of adjustment and tire violations are among the easiest to catch during a shop inspection, Merrill points out. “Also, we keep a sharp eye on fluids as any leaks could trigger an inspection. first on what is visible or easy to check in the first place.” Merrill contends that if a roadside inspector “sees a glaring safety violation, they will most likely go deeper on that vehicle. On the other hand, generally speaking, if they can see right off that a truck is well maintained, they will more than likely move onto the next truck out there.”
TRUCK-BY-TRUCK INSPECTIONS To avoid CSA violations, Merrill urges establishing a formal inspection process for each truck—regardless of whether it is maintained inhouse or by a vendor. “It’s all about getting a new set of eyes on the truck each time it can be looked at,” he explains. “It’s amazing how many times a fleet or trucker will think they are in compliance until a thorough inspection reveals a potential violation. “In some cases, all of a sudden the customer realizes they have to spend a lot to get into compliance right then and there when they could have done so through the controlled cost of scheduled maintenance procedures,” remarks Merrill. “On top of reducing CSA risk exposure,” he adds, “fixing it in the shop will always be less expensive than repairing it on the side of the road or via mobile service.” John Wisdom, director of Connect, which markets Paccar Parts’ CMMS (Computerized Maintenance Management System) webbased software solution that is sold to fleets via Kenworth and Peterbilt dealers, says that “better PM scheduling” is the first line of defense against CSA violations. “PM systems need to be set up properly with all equipment recorded so nothing can be missed,” he stresses. “For anything that does get missed, it’s smart to make use of service reminders that can be emailed or appear in pop-up windows, such as with our system. The idea is to
make it as hard as possible to ignore anything that is overdue. A fleet would also want to make sure they incorporate anything written up on a mandatory driver vehicle inspection report.” Mark Elstad, Connect’s customer systems program manager, recommends that fleets be sure to track redundant repair issues and set alerts for these as well. “By doing that,” he points out, “the fleet can easily check into such CSA issues as poor lifetime performance of a given light bulb or type of lighting system spec’d. It’s also crucial to identify all work done outside the shop to ensure that anything that should be is moved from the ‘as needed’ category to become part of a scheduled PM.” Fred Fakkema spent 25 years with the Washington State Patrol that included a stint as commander of its Commercial Vehicle Enforcement division. In 2010, he joined Zonar Systems, provider of a GPS fleet tracking software and verified electronic vehicle-inspection system aimed at both cost control and CSA compliance, as vice president of product management & compliance. “CSA compliance starts with maintenance and, when you get down to it, it’s really about the pre-

and post-trip inspections,” advises Fakkema. “The most common CSA violations, including lights, brakes out of adjustment and tire issues, can all be addressed in advance if a proper pre-trip inspection is performed.
‘LOW-HANGING FRUIT’ “The easiest thing for law enforcement agents to spot are lights out and tires in poor condition,” he continues. “But, again, if the fleet does its pre-trips correctly, that will mitigate most potential CSA violations. “Along with protecting a fleet’s compliance score, a good 15 minutes spent on a pre-trip can save hours at the weigh station,” Fakkema emphasizes. “And bear in mind that law enforcement inspectors are like anyone else. They first go after the lowhanging fruit. So, they will likely let pass a ‘clean’ vehicle. Being on top of everything, including the little items, really matters in getting through a roadside inspection site.” All in all, the experts agree. If proper vehicle inspections are performed and all issues that arise are tackled as quickly as possible, being cited for maintenance-related violations under CSA should not pose an undue risk for fleets and their drivers alike. elling used iron in trucking usually isn’t a problem; getting the most value for said equipment can be, however. That’s why Penske Truck Leasing established Penske Used Trucks, a separate business arm to handle selling the light-, medium- and heavy-duty trucks, trailers and related equipment coming off customer leases. “We expect to sell about 23,000 units this year,” notes Jack Mitchell, vice president of remarketing for Penske Used Trucks. Yet five years ago, Penske mainly disposed of its used equipment via wholesale arrangements with OEMs and

dealerships—effective channels for moving used iron but not necessarily for maximizing its dollar value at sale. “The maintenance we provide all along the way on our trucks is what makes them valuable,” Mitchell says. “We’re 100% compliant on all our preventive maintenance intervals and conduct oil analysis regularly on every truck.” In fact, he points out that surveys of Penske’s usedtruck customers indicate that maintenance history, not price, is the major reason they buy from Penske. That’s why Penske felt an opportunity existed to get more value for its used iron.
enske created a call center in 2009 to better focus sales efforts on its used iron. The establishment of what the company calls “out-service” maintenance care alongside a chain of physical retail sales centers in Charlotte, NC, and Torrance, CA, is SOLUTION helping to amplify those efforts. The out-service program is a 70-point check of a vehicle or piece of equipment prior to sale that includes a test drive and inspection. Mitchell likens that process to a detailed preventive maintenance, with the vehicle chassis, engine, components and even tires being checked and fixed if needed. The vehicle is pressurewashed on the outside, decals and old DOT numbers are removed, bumpers are touched up, and the complete interior is cleaned. It’s all part of Penske’s plan to broaden the scope of its efforts to sell late-model used commercial trucks, not just through retail efforts but also via wholesale channels, used-truck dealers, and corporate truck fleet buyers. The types of equipment Penske sells run the gamut from sleeper and day cab tractors to straight trucks, flatbeds, refrigerated vans, trailers and more.
Penske is even adding three- to six-month warranty coverage to the used equipment it puts up for sale to help make it more enticing to buyers. The warranty is provided through National Truck Protection Co. Not only does all of that help Penske sell its used rolling stock at a better price, it helps the company move it at a faster pace, too. Mitchell says 75% of the buyers contacting Penske Used Trucks through its call center buy trucks and trailers sight unseen largely because of the maintenance performed both over the life of the unit while at Penske and as part of the out-service program. “The big driver for buyers is to get good usable life out of the equipment they are purchasing, and all the maintenance we do helps to achieve that,” Mitchell points out. For example, he notes that the average total life expectancy, or B50, of a commercial tractor is 1.2 million mi. Penske typically sells off its non-sleeper tractors with 350,000 mi. and sleepers with 650,000 mi. on the odometer (straight trucks get sold off usually at the 175,000-mi. mark), so its maintenance efforts are geared to reassuring buyers they can continue to get good service from those vehicles past —SEAN KILCARR the B50 mileage amounts.

Start with inspection and inflation. Drivers are required to report any issues with tires, including any inflation loss during a trip. We keep duals rolling as matched sets.

Fifth wheels A s they develop new products, fifth wheel manufacturers are looking at design features that will help drivers couple tractors and trailers properly, safely and more easily. Across the board, they cite the ongoing shortage of drivers and the need to help improve safety and reduce injuries, along with workers’ compensation claims, as factors driving their product development activity. Automation is one common trend in fifth wheel design. “The Fontaine dual assist backup camera system sends images to an in-cab monitor for aligning tractors and trailers during coupling maneuvers,” says Terry Mennen, vice president of sales and marketing at Fontaine Fifth Wheel. “The system includes front- and rear-facing heated infrared cameras with retractable covers aimed at the fifth wheel and the kingpin.” Options from Fontaine for its No-Slack product line include an in-cab air release that prevents the fifth wheel from opening unless the parking brake is set, a TechLock sensor that lets the driver know the kingpin is correctly positioned inside the lock and the fifth wheel is closed, and a SmartLock visual lock indicator that provides the driver with proof that the fifth wheel is properly closed. “Any manual task you can eliminate is of interest to fleets,” says Rich Carroll, vice president of sales & marketing at Jost International. “For example, we’re seeing a move to a cab-actuated air release fifth wheel, and we’re offering a Jost sensor coupling system that allows the driver to know when the fifth wheel is properly and safely coupled from inside the cab. This solution uses sensors in the fifth wheel to send signals to a dashboard display. “Sensor systems that monitor safe couplings are also under development for another reason,” Carroll continues. “Future tractor-trailer combinations are being designed with improved aerodynamics, and that will likely result in drivers not having access to fifth wheel release handles. Since it would also be difficult for a driver to make visual inspections, sensors monitoring and relaying information to the cab will be in greater demand.” Mike Ginocchio, vice president of product planning and market development at SAF-Holland USA, says there is also a continual push for lighter weight designs. “The
weight of fifth wheels and mounting systems has become an FWAL fifth wheel issue in light of the higher from SAF-Holland weight of new engines,” he states. “Reduced available steer axle weight-carrying capacity has OEMs and fifth wheel suppliers looking for savings.” Ginocchio says an option to consider is to spec stationary fifth wheels in place of inherently heavier sliding designs. “The market is still mainly split, depending on the segment, and resale value tends to be higher with sliding fifth wheels. But if you don’t need the flexibility of moving the slider, why are you paying for it?” he asks. “We’ve seen a slight trend to shorter slides and we haven’t seen an increase in specs for stationary fifth wheels, but with more weight on steer axles, it’s reaching the point where a stationary system can make more sense in some operations.” The Holland line of fifth wheels is focused on weight savings, including the FWAL, an aluminum design that is now available at all Class 8 OEMs for factory installation. Utilizing Alcoa aluminum forging technology, the on-highway, standard-duty FWAL fifth wheel is up to 100 lbs. lighter than other designs, according to the company. “We’re also closely watching the trend toward stationary mount fifth wheels for weight reduction,” says Aaron Puckett, director of fleet sales at Fontaine Fifth Wheel. “A slider adds residual value, but in some cases lighter is better, so we’re working to develop designs that achieve both goals.” Part of Fontaine’s answer is the new PML adjustable plate mount bracket that it says provides the economy of a fixed fifth wheel with the flexibility of a sliding model.
